Asanother busy summer season comes to a close, Hempfield Township is already looking ahead. While residents continue to enjoy Township parks, roadways, services, public safety programs, and community events, much of the work that shapes the future of our community is already underway behind the scenes.
Fall is an important planning season in local government. It is the time of year when Township staff begins developing the annual budget, reviewing capital improvement needs, evaluating service demands, and identifying the priorities that will guide the year ahead. These efforts may not always be visible, but they are essential to ensuring that Hempfield Township continues to provide reliable services, maintain critical infrastructure, and invest responsibly in the community’s future.

A major focus this fall will be preparing the 2027 Township budget. The annual budget is more than a financial document; it is a roadmap for how the Township will balance day-to-day operations, longterm infrastructure needs, public safety, parks and recreation, capital projects, and responsible financial stewardship. As part of this process, each department reviews current service levels, anticipated costs, equipment and staffing needs, grant opportunities, debt obligations, and future project priorities. The goal is to develop a budget that is realistic, transparent, and aligned with residents’ needs while continuing to protect the Township’s strong financial position
At the same time, work continues across every department to move current initiatives forward. Community Development is supporting continued investment throughout Hempfield Township as new businesses open along the Route 30 corridor, construction progresses on the Hempfield Area High School redevelopment project, and the West Point/Wendover Traffic Study advances toward recommendations designed to improve pedestrian and traffic safety. These projects represent long-term investments that will benefit residents, businesses, and visitors for years to come. As the seasons begin to change, Township departments also begin preparing for winter operations. Public Works crews spend the fall servicing equipment, preparing snow removal routes, and planning for winter weather while continuing roadway maintenance and infrastructure improvements throughout the Township. Likewise, the Hempfield Fire Department remains committed to keeping residents informed through Fire Prevention Week, the 30th Annual Hempfield-Greensburg Fire Prevention Night, and seasonal education on home heating safety, carbon monoxide awareness, and lithiumion battery safety. These efforts help ensure our community is prepared before emergencies occur, rather than simply responding after they happen.
Over the past year, Parks and Recreation has made significant strides in enhancing community spaces and experiences, highlighted by the opening of Founders
Park and the completion of Phase III improvements at Hempfield Park. In addition to these capital projects, the department has expanded its impact through a wide range of programs and events that promote health, wellness, and community connection. These efforts reflect the essential role parks and recreation play in creating vibrant, active communities and improving quality of life for residents of all ages.
Looking ahead, the department is excited to continue this momentum with the start of construction on Founders Park Phase II and the introduction of a mobile recreation unit to expand access to programs throughout the Township. We also look forward to welcoming residents to the Hempfield Township Athletic Complex and to upcoming fall and winter programs, including Fall Family Night and Light Up the Park.
The stories featured throughout this edition of Headlining Hempfield provide a closer look at many of these efforts. Still, they represent only a portion of the work taking place each day across Township government. Whether planning for future projects, maintaining essential infrastructure, supporting economic development, providing public safety services, or creating opportunities for community engagement, Hempfield Township remains committed to responsible stewardship and delivering the highquality services our residents deserve.

2026 has been an exciting year for growth and investment in Hempfield Township. The Community Development Department is proud to welcome the many new businesses that have opened their doors this year. Each new business and improvement to existing businesses represents another investment in our community and strengthens our local economy. One area seeing significant activity is the Route 30 corridor. Residents will notice several exciting additions, including a new Sheetz, Clean Express Auto Wash, and Dick’s House of Sport at Westmoreland Mall. Sheetz welcomed its first customers earlier this spring, while Clean Express Auto Wash and Dick’s House of Sport are making great progress and are expected to open in the near future.
These projects reflect the continued confidence businesses have in Hempfield Township as a great place to invest and grow. The Community Development Department looks forward to working with both new and existing businesses to encourage responsible development and provide residents with additional shopping, dining, and service opportunities for years to come.

A NEW HOME FOR OUR SPARTANS
Construction has officially begun on the Hempfield High School Redevelopment Project, marking an exciting milestone for our community. The project got underway this summer and represents the first step in transforming the campus to better serve current and future generations of students.
The Community Development Department would like to thank the Hempfield Area School District Board, administration, staff, and project consultants for their hard work, collaboration, and commitment throughout the planning process. We look forward to seeing this important investment take shape and the lasting benefits it will bring to the Township and the community for years to come.
WEST POINT/WENDOVER TRAFFIC STUDY
Hempfield Township and our consultants, Wooster Engineering, have been working on the West Point/Wendover Traffic Study since the beginning of the year. This study primarily focuses on the Westland Drive corridor through these two communities, with an emphasis on pedestrian and vehicular traffic safety. The final deliverable for this project will consist of a report that includes the roadway study and potential solutions for the problems identified.
To date, the Township has engaged residents of the neighborhood, business owners, and other stakeholders to learn more about traffic issues and concerns. Using this information, along with data collected through the roadway study, the project team will develop a traffic management plan that can then be utilized to assist in obtaining grant funding to complete future traffic management improvements.

1. What is a right-of-way?
A right-of-way is a legally established area of land that allows the public, utility companies, and the Township to construct, maintain, and operate transportation infrastructure such as roads, shoulders, drainage systems, and utilities.
In most Pennsylvania townships, the ROW includes the roadway itself plus additional space on both sides of the road.
2. How wide is a typical Township right-of-way?
In Hempfield Township, the standard ROW is 16.5 feet from the centerline of the road in each direction (33 feet total) unless otherwise established by deed, plan, or court action. However, actual ROW widths can vary depending on:

Stop using your device if it feels very hot, starts to swell, smells strange, leaks, smokes, or makes popping or hissing sounds.
Why it matters: A damaged battery can overheat and start a fire.
FULLY CHARGED? TIME TO UNPLUG.
Unplug your device when it is fully charged.
Why it matters: Leaving a device plugged in can increase heat and stress on the battery.

Cold Weather Safety Tips
A cold weather safety reminder from Hempfield Fire Department
Every winter, Hempfield Fire crews respond to calls that didn’t have to happen. A space heater too close to a curtain. A wood stove that hadn’t been cleaned in years. A furnace quietly leaking carbon monoxide into a sleeping house. None of these start as emergencies. They start as small decisions that go unnoticed until it’s too late. Heating equipment is one of the leading causes of home fires during the colder months, and it’s also one of the most preventable. A few minutes of attention now can save your family a phone call to 911.
Space heaters need room to breathe. Keep them at least three feet from anything that can burn: curtains, furniture, bedding, paper. Plug them directly into a wall outlet, never an extension cord or power strip, and turn them off when you leave the room or go to sleep.
Wood stoves and fireplaces need yearly attention. Have your chimney inspected and cleaned by a certified professional before the season’s first fire. Creosote buildup is the culprit behind most chimney fires, and it builds up whether you notice it or not.
Furnaces deserve a checkup too. An annual inspection by a qualified technician catches problems before they become carbon monoxide leaks, which you cannot see or smell. If your furnace is decades old, ask your technician directly whether it’s time to replace it.

Weather Alert System
Safety is a top priority for Hempfield Parks and Recreation. Hempfield Park is equipped with an advanced weather warning station designed to detect nearby lightning activity. When lightning is detected within the area, the system will activate both an audible alarm (siren) and a visual warning signal to alert all visitors. At the sound or sight of an alert, all guests are strongly advised to seek safe shelter preferably inside a fully enclosed building or a vehicle. Open areas, athletic fields, playgrounds, and water features should be cleared until the system indicates it is safe to resume activities. These warning stations are in place to help keep our community safe, remember when thunder roars, go indoors.

Founders Park Phase II
Construction on Founders Park Phase II is set to begin, marking the next major milestone in the continued development of this signature community space. Building on the success of Phase I, this next phase will introduce new amenities including an artificial turf field, natural grass playing fields, an outdoor pickleball complex, expanded parking, and enhanced pedestrian connections.
With support from DCNR Land Water Conservation Funds, DCED Greenways & Trails, and Sendell Motors, Phase II reflects Hempfield Township’s ongoing investment in expanded recreation and a vibrant, accessible destination for all, with completion anticipated in Spring 2028.

From audio books to advertisements and beyond, we encounter recorded voices everywhere! In this one-night, live online class, your instructor will take you behind-the-scenes in the voice over field for a fun and realistic look at how the skills, and how to leverage your voice’s strengths and interests, and more. Team Registration only. The Hempfield Township Parks & Rec Indoor Soccer League is in fact an INDOOR SOCCER league; however, futsal concepts (passing, footwork, and creative attacking concepts) is the primary goal. Physicality, although entirely unavoidable, should be limited. A futsal ball is used. There are no individual signups or free agents, coaches must sign up for a team.

No School Day Activity! Kids ooze with gooey hour of sliming around! They create slime using the ultimate Mad Science recipe and then explore the effects of chemicals on their mixture. They get to take home their own concoction of Mad Science Slime.

Zumba Toning
Zumba Toning brings the fun and flavor of Zumba Fitness as we move and groove to Latin and world rhythms, but adds an extra emphasis on toning and sculpting to define muscles. Light hand weights (1-3 lbs.) are provided, or you may bring your own. This class is brought to you by Empowered Fitness LLC and instructed by a licensed Zumba Toning instructor and AFAA Certified Group Fitness Instructor.

Chair yoga is a gentle and restorative form of yoga that is done while seated, or while using a chair for support. It modifies traditional yoga poses, such as hips, side twists, and bends, so that they can be done from a seated position. These modifications are good for seniors, those with mobility or balance issues, and individuals recovering from injuries. Make sure to dress comfortable in non-restrictive clothing. Yoga mats are not necessary as chairs will be provided.

Introduction to Pickleball An introduction to the sport of pickleball. Scoring, serving, positioning, and basic techniques of the game are taught in a double’s gameplay setting. Proper striking form and rules for gameplay are also taught.

Household Hazardous Waste is waste found in our households that are hazardous in nature. The labels on these products typically use words like CAUTION, DANGER, WARNING, POISON, TOXIC or FLAMMABLE.
Because of the dangers of these chemicals, if carelessly managed, these consumer products can pollute the environment and pose a threat to human (and pet) health. When they are no longer usable or are unwanted, they should be disposed of at a household hazardous waste collection event. Although Hempfield residents have the option to schedule a HHW pick up through County Hauling, our Recycling Center remains an available option.

Our organization is committed to helping event organizers reduce waste by providing recycling bins at no cost. The bin loan program is simple. Reserve your bins in advance, pick them up, use them during your event, and return them afterward. Every recycled bottle and can does make a difference. Together, we can reduce waste, conserve resources, and create cleaner, greener events for our community. LITTER IS DOWN, BUT THE WORK ISN’T DONE
The 2026 Keep America Beautiful National Litter Study reports encouraging progress in comparison to the 2020 data. Roadway and waterway litter has decreased by 34%, including reductions in plastics (24%), glass (34%), paper (45%), metal (30%), and cigarette butts (62%). One category that increased was cardboard litter, up 50%.
Despite these gains, an estimated 35 billion pieces of litter still remain nationwide— about 2,200 pieces per mile of roadway and 1,300 pieces per mile of waterway.
How You Can Help Prevent Litter
• Delay setting trash and recycling at the curb if high winds are expected.
• Pick up any loose trash or recyclables left behind after collection.
• Keep dumpster lids and doors closed and clean up any spills.
• Cover loads when transporting materials in a truck bed.
• Keep a small trash bag in your vehicle to prevent litter from escaping.
