










The Department of Parks & Recreation is dedicated to two essential functions: providing Township residents with a diverse range of recreational, athletic, and special event programming and ensuring easy access to parks, greenspace, trails, and the Hempfield Township Athletic Complex.
Our department is committed to offering unique, inclusive, and community-focused recreation programming, events, and activities to our residents and the surrounding communities, fostering a sense of belonging and well-being.
The conclusion of the 2015 Hempfield Park Master Plan secured over $1.8 million dollars in funding over 10 years. With the 2024 Comprehensive Plan and Hempfield Park Master Plan the Township looks to establish gift goals for the new “campaign.”
To reach our goals, the Township has secured grants while seeking additional funding to support these landmark projects.

In 2024, Hempfield Township completed a Township Comprehensive Plan and Hempfield Park Master Plan that laid a roadmap for the next 10 – 15 years for the Township and Department of Parks and Recreation. The community feedback identified the value of Recreation and prioritized the need for additional parks, facilities, and programs.

In 2024 the Hempfield Township Board of Supervisors committed to developing a 42 acre site and which will include the 14 acre Weatherwood Community Park. The 14-acre Weatherwood Community Park (WCP) would be the second park owned and operated by Hempfield Township. Construction of the WCP would provide our 41,466 residents, along with the 14,976 residents of Greensburg, the 2,248 residents of South Greensburg, and the 2,145 residents of Southwest Greensburg a new recreational opportunity currently unavailable in central Westmoreland County.
The park will provide the community with an accessible, inclusive, and climate-friendly park with a thoughtful design for Phase I and Phase II project in years to come. Park Design Includes: Nature Play, Splash Pad, Fitness Area, Multi Use Building, Turf Field, Pickleball Courts, Basketball Courts and more.

Hempfield Park is a 93.41 acre single parcel, entered by Hempfield Township into the Land and Water Conservation Fund (LWCF) program. This means the land must be maintained as parkland in perpetuity, and is eligible to receive federal funding. In 2017 and 2019, the park received LWCF funds for projects as a part of Rehabilitation. The park is divided in two by a stream, a tributary that feeds Brush Creek to the west. Each side of the park has a distinct character, and is referred to by staff as either the “HTAC Side” or “Park Side.” Each side, although in close proximity to one another, has its own main entrance and parking lot.

This project received a Community Conservation Partnership Program grant from the Department of Conservation and Natural Resources in 2022. It includes replacing the asphalt path with ADA-compliant concrete walkways, adding a dance floor and seating area at the amphitheater, and improving restroom access with a Comfort Station near the playground. To address community feedback, the plan recommends adding shade trees at the amphitheater and shade structures at the playground. Drainage improvements behind Pavilion D are also proposed to prevent ponding, protect pavement, and enhance kitchen usability.

Pickleball was the second-most-requested facility in Hempfield Park, especially popular with seniors. The proposed complex will include dedicated pickleball courts and tennis courts with pickleball overlays for flexibility. The tennis courts will be relocated, and a comfort station and shelter will be added. New utilities will be needed due to the site’s lack of services and distance from restrooms. The courts are placed near undeveloped woodland to minimize noise near Park Side.

Park Side offers a peaceful, wooded space for all ages to enjoy nature. Following the 2023 Westmoreland County Conservation District stream restoration, it adds outdoor learning areas, including a classroom and pavilion with storage. A native garden across the creek will support plant programs and feature play areas like willow huts. A hillside trail, requested by the public, will connect to a meadow and highlight native trees. Wildlife habitat features, such as bat houses, will be installed with opportunities for community involvement.

The Hempfield Township Athletic Complex (HTAC) is a valuable asset for Hempfield Township residents, and a type of facility that is not commonly available as a public facility (but is often desired) in municipalities in the Pittsburgh metro area. The value of indoor recreation cannot be overstated, as it makes activities available to populations that may be sensitive to outdoor conditions and extends the season for athletics.
The HTAC provides three multipurpose courts serving basketball, soccer, pickleball, badminton, and volleyball. A 1/10 mile indoor walking track and rental opportunities ensure the facility is fully utilized. Restrooms, concessions, and offices are provided in the lobby area.
