SENIOR PROPERTY TAX REBATE PROGRAM

HEMPFIELD TOWNSHIP ORDINANCE NO. 2026 - 01

Hempfield Township’s Senior Citizen Property Tax Rebate Program provides financial relief to qualifying senior homeowners by rebating a portion of the Township’s General Real Estate Tax. The program is intended to assist residents living on fixed or limited incomes while maintaining essential municipal services.

WHO IS ELIGIBLE TO APPLY?

At least one homeowner must be sixty-five (65) years of age or older as of January 1 of the application year. The applicant must own and occupy the home as their primary residence within Hempfield Township. Rental properties, second homes, and investment properties are not eligible.

TAX PAYMENT REQUIREMENT

All Hempfield Township real estate taxes assessed on the property must be paid in full before a rebate can be approved or issued.

LENGTH OF HOME OWNERSHIP

You must have owned and lived in your home for a minimum of five (5) consecutive years prior to applying. This requirement ensures the program supports long-term resident homeowners.

2025 INCOME LIMITS – WESTMORELAND COUNTY

Income limits increase for households larger than four. All household income sources are considered.

If your total household income is at or below the amount listed for your household size, you may qualify for the Senior Tax Rebate Program.

WEST POINT WENDOVER TRAFFIC STUDY

Spring/Summer 2026

Hempfield Township has initiated a comprehensive traffic safety and pedestrian connectivity study for the West Point and Wendover neighborhoods, focusing on the approximately 1.7-mile Westland Drive corridor between Mt. Pleasant Road and State Route 130.

“Paper Alleys” in Our Township

A Helpful Guide for Property Owners

As spring arrives and many residents begin planning outdoor projects, yard improvements, and landscaping updates, it’s a great time to talk about something that occasionally causes confusion for homeowners: paper alleys, also known as “Undeveloped Township Roadways”. If your property borders one, understanding what it is (and what it isn’t) can help you make the most of your space while staying in step with your neighbors.

What is a Paper Alley?

A paper alley is a right-of-way that appears on an old subdivision plan and was originally set aside for possible future street use — but was never actually built or opened. In many neighborhoods, these exist “on paper” only. They may appear as grassy strips, wooded areas, or simply extensions of adjoining yards.

Who Owns It?

In most cases, neighboring property owners each have access rights to the land that makes up a paper alley. However, this is private matter, not adjudicated by the Township, and it includes an important shared understanding: The land may still be subject to private easement rights, meaning others in the subdivision may retain access rights even though the Township does not maintain it.

What Can Property Owners Do With It?

The good news is that adjoining property owners may:

• Use their portion for yard space

• Install gardens or landscaping

• Add fencing (as long as access is not blocked)

• Use it for parking or personal access

Many residents already enjoy these areas as extensions of their property.

What Should Be Kept in Mind?

• Because paper alleys may still carry shared access rights:

• Permanent structures like sheds or garages should not block the area

• Maintenance is optional and handled privately

• Township services like paving or snow removal are not provided

Essentially, neighbors share both the benefits and responsibility of how these spaces function.

Paper alleys are a unique feature of many established neighborhoods. With communication and cooperation among neighbors, they can become valuable shared spaces — offering flexibility for landscaping, access, and thoughtful property use.

Safety

around swimming pools, hot tubs, and spas

For many of us, water activities equal fun. But it’s important to be aware of electrical hazards while enjoying the water. Know how to be safe around swimming pools, hot tubs, and spas.

• If you are putting in a new pool, hot tub, or spa, be sure the wiring is performed by an electrician experienced in the special safety requirements for these types of installations.

• Outdoor receptacles must have covers that keep them dry even when appliances are plugged into them.

• Ground-fault circuit interrupters (GFCIs) are special devices designed to protect against electric shock and electrocution. They are required for most pool, spa, or hot tub equipment. They may be in the form of an outlet or a circuit breaker Test the GFCIs monthly according to the manufacturer’s instructions.

• Electrical appliances, equipment, and cords should be kept at least 6 feet away from the water. When possible, use battery operated appliances and equipment, such as televisions, radios, and stereos.

• Avoid handling electrical devices when you are wet.

• Make sure that any overhead lines maintain the proper distance over a pool and other structures, such as a diving board. If unsure, contact a qualified electrician or your local utility company to make sure power lines are a safe distance away

• Do not swim during a thunderstorm.

• Have a qualified electrician periodically inspect and— where necessary—replace or upgrade the electrical devices or equipment that keep your pool, spa, or hot tub electrically safe.

• Have a qualified electrician show you how to turn off all power in case of an emergency

KNOW THE RISKS!

Electrocution is death by an electrical shock. Be aware when skin is wet or when surrounding surfaces, such as the grass or pool deck, are wet. Wet skin or wet surfaces can greatly increase the chance of electrocution when electricity is present.

There are several signs of electrical shock. Swimmers may feel a tingling sensation. They may experience muscle cramps. They may not be able to move. They may feel as if something is holding them in place.

If you think someone in the water is being shocked, turn off all power, but do not attempt to go in the water. Use a fiberglass or other kind of rescue hook that doesn’t conduct electricity to help the swimmer. Have someone call 9-1-1.

If you think you are being shocked while in the water move away from the source of the shock. Get out of the water

The U.S. Consumer Product Safety Commission has reports of 14 deaths related to electrocutions in swimming pools from 2003 to 2014. Hot tubs and spas may present the same hazard as swimming pools.

REMINDER: Move Over, Slow Down!

Pennsylvania’s Move Over Law requires drivers approaching an emergency response area who are unable to safely merge into a lane farther away from the response area to pass at a speed no more than 20 miles per hour below the posted speed limit and at a speed that is reasonable for safely passing.

An emergency response area is any location where an emergency vehicle has its lights flashing or where road crews or emergency responders are using lighted flares, posted signs, or other traffic control devices to warn travelers.

THE LAW

Act 105 of 2020, signed on October 29, 2020 and effective 180 days later on April 27, 2021:

Ⱦ Creates a new point system that imposes two points for failure to merge into the lane not next to the emergency response area.

Ⱦ Sets fines at $500 for first-time offenders, $1,000 for a second offense, and $2,000 for a third or subsequent offense.

Ⱦ Requires a 90-day license suspension for a third or subsequent offense. The license suspension also applies to incidents that seriously injure or kill another person. The suspension is six months if the person injured or killed is an emergency service provider or was near a disabled vehicle.

Ⱦ Sets additional fines of up to $10,000 for violators who injure or kill an emergency service responder or a person in or near a disabled vehicle.

Ⱦ Doubled fines for several traffic violations when committed in an emergency response area when first responders are present.

A similar law (Title 75, Section 4572.2) requires motorists to move over or slow down when approaching a stationary trash or recycling truck.

More Information

Emergency responders will mark response areas with road flares, caution signs, or other traffic-control devices.

Fire and Life Safety Inspection Program

WHAT IS THE FIRE AND LIFE SAFETY INSPECTION PROGRAM?

The Fire and Life Safety Inspection Program was established in 2015 through a Hempfield Township ordinance. The program’s primary objective is to provide fire and life safety education to the community through coordinated risk reduction efforts. These preventative techniques are essential within the fire service.

The program is designed to educate local businesses and facilities on the importance of maintaining, testing, and keeping records of installed fire suppression systems, fire alarm systems, fire extinguishers, and communication

equipment. It also provides guidance on key building components such as fire-rated assemblies, electrical and mechanical systems, emergency exit signs and lighting, exit doors and pathways, and the proper storage of combustible, flammable, and hazardous materials.

Members of the Hempfield Fire Department serve as Fire and Life Safety consultants by inspecting buildings and facilities and providing education on actions to take in the event of an emergency. The program helps reduce injuries, loss of life and property, and contributes to a safer community.

WHAT TO EXPECT DURING THE FIRE AND LIFE SAFETY INSPECTION?

The goal of fire inspectors is to serve as safety consultants by providing knowledge and awareness about the importance of maintaining and repairing fire alarm and fire suppression systems. The intent of the inspection is to evaluate whether the building or facility is as safe as possible for patrons, employees, neighbors, and first responders.

During the inspection, fire inspectors will perform a walk-through of the entire building or facility to assess life safety conditions.

PICKLEBALL RULES

The following rules are in place to provide equal and fair opportunities for all players to participate in pickleball games at the Hempfield Township Athletic Complex. These rules apply for adult Pick-Up time when players are waiting to play.

• No singles, private group play, practices, or drilling when players are waiting.

• Paddle stacking/racks/queue is in effect during pick-up times.

• Games are played to 11, win by 2. No rematches.

• Be courteous, be kind, and have fun.

All other times are set aside for Open-Court play, rentals, or Township-authorized activities. During Open-Court play, courts are first come first serve. Court usage times and rules are subject to change at the discretion of the Hempfield Township Department of Parks and Recreation.

Field requests begin on March 2nd and the fields will be open starting April 1st .

PAVILIONS

Pavilion rentals are available online or in person at the Hempfield Township Athletic Complex (220 Forbes Trail Road Greensburg, PA 15601) from April 1st - October 31st.

Ask us about our pavilion add-ons such as picnic bags, tables, and chairs! There is a $75 refundable security deposit upon your reservation.

FOUNDERS PARK PHASE II:

In 2024, Hempfield Township received a $2.6 million grant from the Pennsylvania Department of Conservation and Natural Resources through the Land and Water Conservation Funds to complete Phase II construction of Founders Park. Project scope includes site preparation and earthwork, site hardscape and structures, flat fields, pickleball courts, lighting, landscaping, site amenities and utilities, and project acknowledgement signs. Additional funds for the project were awarded in 2025 from the Department of Community and Economic Development in the amount of $150,000. Design began on the project with H F Lenz Company, with construction anticipated to begin in the Spring of 2026, with a proposed completion in the Fall of 2027.

We are excited for the opening of our new water facility. A splash pad at Founders Park! The splash pad will be operational from the middle of April until October (subject to weather). Please use the activator at the front or back of the splash pad to begin operation. These cycles run in 4-minute intervals and activate different features at different times!

A Community BIGGER

THAN YOUR OWN

Opportunities like athletics, music, and extra curriculars bring students and families together, but a paramount connector for our high school and community is Hempfield Area Mini-THON. This event is more than just a student project; it's a community project. Four Diamonds Mini-THON is an organization that gives students a chance to become leaders in the fight to conquer childhood cancer, but it also exists to inspire local businesses and community members to take action.

When our senior classes come together, it showcases our drive and passion. Our district has sadly seen the impact cancer takes on an individual and his/her family. Both Hempfield Area students and staff have and are engaging in this exhausting fight. Cancer can change everything.

Yet, Spartan Nation is strong, and we have decided that no one stands alone in the face of darkness. Mini-THON is just one of the many ways our strength is demonstrated. Each class takes on the challenge to raise money and awareness, and in year four, the class of ‘26 is no different. As said by the Four Diamonds Organization, “Mini-Thon is a year-long fundraising effort”

that “gives students the opportunity to engage in philanthropy.” It allows us to raise money and awareness for those who need it most.

Newly added in 2025 is our Gold Donation. As Spartans, we want to be able to directly provide to those in our community currently entrenched in the fight against pediatric cancer. This fund aims to improve the quality of life for children with cancer and their families. Hempfield Area families can apply or be nominated for our Gold Donation through our teacher sponsor, Mrs. Ashley Testa, TestaA@hasdpa.net.

Furthermore, local businesses can sponsor Hempfield Area Mini-THON through monetary donations or in other ways, by providing gift cards for prizes or meals, food and drinks, for students during our 12 hour dance-athon. We also utilize instructors for large group activities and hair stylists for donation cuts on the date of our main event.

Contributions, no matter how big or small, add up to something great. These donations unite us as we take on the fight against childhood cancer. Even so much as sharing a post on social media helps spread the word. It is powerful to realize how much of an impact our school and community can make by working together to make a difference.

Grand Champions are Back Again

//Hempfield Area Robospartans Prepare for Battle

In the midst of the 2025-2026 school year, the Hempfield Area Robospartans are excited to continue representing the Hempfield Area School District through BotsIQ, a student-led robotics program where teams design, build, and battle robots at both the state and national levels. BotsIQ’s mission is to inspire students to pursue careers in engineering and manufacturing by providing hands-on, real world experiences. Each year, the RoboSpartans, led Mr. Craig Siniawski and Mr. Robert Ronald, build a brand-new robot from the ground up, applying engineering principles while strengthening their skills in problem solving, project management, and communication. These opportunities not only prepare the students for competition, but also give them a strong foundation for success in future careers. Student leadership continues to play a vital role in the program’s success. This year’s officers include President Derek Ward, Vice President Shade Sirnic, Treasurers Isabel Hondal & Cheyanne Miller, and Secretary Seth Weeter.

Together, these students are leading the charge as they both revitalize and improve a returning grand champion bot and 2nd place national finisher, and create a uniquely new design as they gear up for another season of competition starting on March 5th with BotsIQ of Southwestern PA's regional round. The RoboSpartans have proudly built a tradition of success at both the Southwestern PA BotsIQ and National Robotics League competitions. Our history of accomplishments demonstrates the hard work and innovation that go into every project we create:

Hempfield High School Renovation Project: Building the Future Together

xcitement continues to build across our community as progress on the Hempfield High School Renovation Project moves steadily forward. This transformative investment in our students, staff, and community represents far more than a construction project but rather it is a commitment to providing modern, innovative learning environments

The renovation of Hempfield High School was designed with a clear purpose: to modernize learning spaces, enhance safety and security, improve energy efficiency, and ensure our facilities reflect the excellence of our academic and extracurricular programs. The comprehensive plan includes upgrades to classrooms and science labs, expanded collaborative learning areas, improvements to performing arts and athletic facilities, infrastructure enhancements, and significant safety improvements throughout the building.

Thanks to careful planning and phased construction, the project has remained on schedule while minimizing disruptions to daily school operations.

Unifying Hempfield

On Friday the 13th at our Winter Pep Assembly, Hempfield Area proudly celebrated our winter sports teams. But one moment stood out in a truly special way; our Unified Bocce teams earning their place at the WPIAL Championships. This season has been about so much more than wins and losses. Unified Bocce brings together students of different grades, backgrounds, and abilities, creating a team built on respect, encouragement, and genuine friendship. The team includes students from different grades and backgrounds, bringing together athletes of all abilities. Practices are held after school, where players focus on improving their aim, learning new strategy, and most importantly, encouraging one another. The dedication of their coaches has helped foster a culture of positivity and school pride that shines through in everything they do.

Senior Braden Crowe shared it best when he said, “The bocce team unifies Hempfield by giving everyone an opportunity to play bocce together. Teams are made up of special needs students and students who want to help out. This creates [the incredible] bonds." The program has grown this year to support two teams with one team holding a 7–3 record and the other a record of 6–4. They finished second and fourth in their division, and both teams have qualified for WPIALS, thrilling for the athletes. The true victory, however, is the way this team represents what it means to be a Spartan.

One of the most important parts of Unified Bocce is inclusion. Every player contributes in their own unique way, and everyone gets the chance to participate, creating a unifying Spartan team. Unified Bocce shows our school community that when everyone is given a place to belong, amazing things happen.

Summer also means it is time for the Summer Reading Challenge for all ages! Yes, even the adults can take part in the fun and earn raffle tickets for fabulous prizes! Remember, even if your child is too young to read, the time you spend reading to them counts. How can you participate? Just download the free Beanstack app and create an account. When you log your time spent reading, you’ll earn virtual badges. Each badge earns you raffle tickets to enter for chances to win. There are also lots of activity badges with challenges like visiting parks, trying a science experiment, or spending a day off screens. Each activity badge you earn will also earn you raffle tickets!

Each Thursday from June 18 through July 30, library staff will be at the park with fun activities for all. Roar into your summer and “Unearth a Story” with the Greensburg Hempfield Area Library! Join us as we explore dinosaurs, history, and more all summer long. At our Greensburg and Youngwood locations, there will be many opportunities for your family to enjoy fun and FREE programs all summer long. There will be story times, gardening, STEM and coding, crafts, sewing, animals, and more. Bi-Monthly Household Hazardous Waste Collection Event

Although Hempfield residents have curbside collections of electronics and household hazardous waste (HHW) through their garbage hauler (scheduling with County Hauling is required), our Recycling Center remains an available option.

Noble Environmental is on site the 1st and 3rd WEDNESDAY of each month from 8am-1pm collecting household hazardous waste at a cost of $.80/lb. (credit/debit cards only for payment)

Spring Cleaning… Goes Outside

In my position as the educator at Westmoreland Cleanways, I drive around the county A LOT.  All this driving gives me an opportunity to really see the state of our roads, and truthfully, I’m embarrassed by the amount of trash I see. Especially this year when the Country is preparing for its 250th Anniversary.

Now is the perfect time to rectify this situation. Be it making a conscious effort to pick up 1 piece of litter a day, or taking a trash bag along on your daily walks, or planning a day with a few friends to clean up a specific spot… any “litter” bit helps. Westmoreland Cleanways and Recycling can provide cleanup supplies (trash bags, safety vests, gloves, limited supply of “grabbers”, and road signs). We can also help make the arrangements to pick up the collected trash if necessary.

Keep PA Beautiful hosts Pick UP PA in coordination with the Great American Cleanup.  You do not have to register your cleanup efforts with Keep PA Beautiful to receive supplies from us, but it is helpful.  By registering your event (even a 1-person event) it’s a great way for us to keep track of the amount of litter collected as well as all that amazing hard work Westmoreland County citizens put forth.

This Spring let’s try to put in a “litter bit” of effort to help maintain the environmental qualities of our county for the benefit of all who live, work, and visit herein.  And don't forget to report your litter collection totals through PICK UP PA!

Westmoreland Cleanways and Recycling is a non-profit 501(c)(3) organization that operates a recycling center for hard-to-dispose material, offer bi-monthly household hazardous waste collections, support the cleanup of illegal dumpsites and littered areas, and educate through presentations, table displays and school visits.

Cleaner Celebrations Start Here: New Recycling Bins Ready to Borrow

We are pleased to announce the addition of new lids to our Clearstream Recycling Bin Loaner Program. Westmoreland Cleanways loans out recycling bins for community events, graduation parties, weddings, family reunions, and sporting events. Until now, the lids have only been blue and labeled for “Cans and Plastic Bottles.” This year we have more options, to better fit the needs of your event. We have added two additional lid types, a green colored lid labeled “Plastic Bottles only”, and a Peach colored lid labeled “Cans only.”

These new lids were donated as a project for “Westmoreland County’s America250PA” commemoration. Like many other organizations in the County, we want to honor the United States 250th anniversary of the signing of the Declaration of Independence, but in our own unique way. We have set ourselves a goal of loaning out 250 recycling bins by July 31, 2026. These new lids will hopefully help us achieve this goal. If you are planning an event, or know someone who is, please contact Westmoreland Cleanways to borrow FREE recycling bins. We loan out recycling bins at NO CHARGE for special events that run 1-day, a few days or a few months. These bins can be borrowed by individuals, by organizations or by businesses.
