Over the past year, the Hempfield Board of Supervisors has invested significant time and resources into our community. This commitment to the community plays out in December each year as we approve our annual budget, which includes our new projects and initiatives for the following calendar year. Our professional team works diligently to be efficient in our operations, conservative in our spending, and thoughtful in our actions. FINANCIAL FOCUS In 2024, the Township will extend our commitment to holding taxes level for the 34th straight year. This feat is a testament to our team’s commitment to efficient spending and our grant writing and awards success. Hempfield is the second-largest community in southwest PA, only behind the City of Pittsburgh. This uniqueness in size and scale has benefited us for many years but comes with a significant cost. As we enter 2024, Hempfield Township faces the same inflationary challenges you are at home. As we navigate these challenges, we must recognize that this streak can’t last forever. We will continue to work to deliver exceptional services, well-maintained infrastructure, and efficiency in operations to serve you, the residents, and the businesses of Hempfield Township. INFRASTRUCTURE IMPROVEMENTS Since borrowing $28 million in 2022 for infrastructure improvements across the Township, we have been working to get these projects to the construction phase. In 2023, we invested $2.9 million into road resurfacing across the Township and $2 million into the Hempfield Fire Department – North Hempfield Station rehabilitation project. In 2024, we are planning an additional $2 million in road resurfacing work and the replacement of three bridges on Pacek, Cribbs Station, and Glenn Fox Roads. We will break ground on the Hempfield Municipal Complex, including a new park adjacent to US-30 off of Mt. Pleasant Road. Additionally, we will continue stormwater improvements across the Township, addressing issues from decades past, improving our existing parks, and creating new opportunities for responsible growth in our community. As we enter the new year, our Board of Supervisors, our team of 52 employees, and our dedicated volunteer firefighters will continue to work daily to improve and enrich Hempfield Township. We encourage you to utilize our website and social media pages for up-to-date township information. We hope you have a safe and happy holiday season and a healthy start to 2024.

IT’S BEEN A YEAR FULL OF CELEBRATIONS AND EXCITEMENT THROUGHOUT THE TOWNSHIP! We’re so grateful for all who came out to help us celebrate! The Township would like to thank all who helped make this year possible, from historical displays to raising over $10,000.00 for the Hempfield Parks Fund.
While the year may end, we’re still collecting items for the Hempfield Township Time Capsule and selling commemorative ornaments. Time capsule items can be dropped off at the Hempfield Township Municipal Building, and ornaments can be purchased for $10.00 at the Municipal Building, Athletic Complex, or Station 500.

Hempfield Township is excited to announce the completion of the Hempfield Park Master Plan. Over the past year, Hempfield Township has worked with Herbert, Rowland & Grubic, Inc. to develop a 10 – 15-year Master Plan for Hempfield Park. The plan will be a decisionmaking guide for the municipality, assist in obtaining funding for facilities, projects, and programs, and identify needs and opportunities within the department.
The new Hempfield Park Master Plan focuses on four key objectives: • Enhancing the park environment • Expanding recreation opportunities • Fine-tuning park operations • Welcoming all people with better accessibility

In addition to the Hempfield Park Master Plan, the Hempfield Township Board of Supervisors was excited to allocate 4 million dollars to the development of Phase I of Weatherwood Community Park. With eyes on the future, the Township hopes to break ground in 2024 with park features, including a splash pad, a nature park, an all-ages fitness area, a multi-purpose restroom building, and all the infrastructure needed to build a new park. The new park will be a highlight facility for our over 40,000 residents and neighbors in Greensburg, South Greensburg, and Southwest Greensburg. More information about the project will become available as the project moves forward. Watch for updates on the Hempfield Township social media pages and emails.

FIRE & SAFETY PROCLAMATION On October 23, 2023, members of the Fort Allen and Carbon stations were presented with a proclamation during the Hempfield Township Board of Supervisors meeting. This recognition is due to the successful rescue of a victim trapped in a house fire in September of 2023.
specific incident, a Carbon Firefighter got to ride on a piece of Fort Allen apparatus which allowed for more volunteers to arrive on scene in a timely manner. Carbon and Fort Allen continue to participate in the program to bring the best public safety to the residents possible, and this allows us to always work great together on emergency scenes.
Between Carbon and Fort Allen, 4 members were involved with the rescue. On Engine 23-1 was Fire Firefighter Joe Arcuri, who began search tactics to locate the fire after a swift response time. Arriving second was Engine 104 with Firefighter Ethan Wood, Justin Schell, and Daniel DeAugustine (Carbon Firefighter), who all immediately reported to the room of the fire, extinguished the contents fire, located the victim and all worked together flawlessly to bring the victim to safety.

Due to an amazing program, Hempfield Fire Department allows firefighters to ride on apparatus and respond with all 11 departments. Doing so helps get more volunteers on the scene efficiently, with proper equipment. For this
BENJAMIN RUDD NAMED AS HEMPFIELD FIRE DEPARTMENT’S DEPUTY CHIEF
Hempfield Fire Department would like to welcome Mr. Benjamin Rudd as the new Deputy Fire Chief. Mr. Rudd was hired at the September 25, 2023, Hempfield Township Supervisor’s Meeting and comes to Hempfield with over 8 years of Chief Officer experience with both volunteer and combination fire departments. Deputy Chief Rudd is a life member of the Monroeville Volunteer Fire Department and was also employed for the last 7 years with the
Swissvale Fire Department, leaving in the position of Shift Commander. He has earned multiple national fire certifications and is a certified Emergency Medical Technician.
Deputy Chief Rudd believes in having a positive attitude and has a tireless energy to encourage others to work hard and succeed. As a lifelong student of the fire service, he believes that training never stops and we all have something to learn no matter our status or years of experience. In his free time, he enjoys a hobby in leathermaking, spending time with his new wife, Madisyn, and loves professional sports.

FIRE PREVENTION The remainder of the month is spent visiting the local elementary schools, daycare, and preschool facilities to present a program emphasizing the importance of fire safety, having an exit plan, and calling 911, along with other fire safety tips. Fire prevention doesn’t stop there but continues throughout the year as members present fire safety and fire extinguisher training to commercial businesses and their employees. Our department thanks you for the community participation and support in making these types of Fire Prevention presentations a success!
The month of October is a busy month for the fire service as fire departments across the country are out teaching fire prevention to the public. Hempfield Fire Department is no different in this endeavor and kicked off these activities with the 2nd Annual Hempfield Night Out for Hempfield School District at Hempfield Park in September and along with the City of Greensburg Fire Department, presented the 27th Annual Hempfield-Greensburg Fire Prevention Night at Westmoreland Mall in October. 8

LIVE CHRISTMAS TREES
Has the time come to un-deck those halls and dispose of that live Christmas tree? Hempfield Township Public Works, in partnership with Westmoreland Cleanways, will once again be collecting and recycling Christmas trees at the “point” at Middletown Road and Route 136, across from Hempfield High School. There will be signs at the point directing you to the drop off location. Trees will be accepted from December 26th through January 26th, 2024. Please note that trees must be free of lights, ornaments, and stands, and cannot be in a tree bag. For questions, please call the Public Works Department at (724)-834-7232 ext. 310.

Does your little one want to learn dance but not sure if they will like it? This is the perfect class for them! This class is an 8 week program where students will learn the basic steps of tap and ballet, learn the correct dance terminology, learn 2 different dance routines AND have a recital for friends and family on the last day of class! No studio sign up, no costume payments, no 8 hour recital! Tap and ballet shoes are ENCOURAGED but not REQUIRED.

Hempfield Area School District
Student Achievement Continues Standardized student achievement assessments including the Pennsylvania System of School Assessment (PSSA) and Keystone exams have long been the means of “measuring” a school's effectiveness. The Hempfield Area School District administration and teaching staff view these exams as one means of measuring the effectiveness of our educational program.
The Keystone Exams are administered as end-of-course assessments for Algebra I, Biology, and English Literature. The following graph shows the data from pre-pandemic to present. Please note data is saved until a students' junior year and participation was limited during pandemic years which creates gaps in the data.
The following graphs provide an overview of the compiled student performance on the PSSA by grade over a period of six years. The assessments were not administered in 2020 due to the pandemic. The 2023 results generally show continued improvement since the pandemic. The PSSAs are administered in grades three through eight for English Language Arts and Mathematics, and in grades four and eight for Science. It is important to note that the comparison is of a different cohort of students each year. An additional standardized assessment is the Advanced Placement (AP) Exam. The Hempfield Area School District offers 18 Advanced Placement courses in which students taking the course and achieving at least a score of three out of five on the end-of-course exam may receive college credit. The chart on the bottom left depicts the number of students achieving a score of three or higher for the past five years. The AP exam was administered virtually in 2020. Similar to the PSSA and Keystone exams, student achievement dipped in 2021 and continues to show improvement since the pandemic.

to Improve Post-Pandemic SATs year. School teams are supported in addressing academic and behavioral needs with an additional behavior specialist and school psychologist. An elementary English Language Arts (ELA) coach, an elementary math coach and a middle school math coach were added to support curriculum implementation and addressing learning loss. Two additional English and two additional math teachers were added to the high school staff to support the implementation of labs in which students receive extended learning opportunities with their course teachers. The ESSER funds can be utilized through September 2024 to address learning loss.
Another comparison is scores on the SATs. The data reflects student scores by graduation year. If the student took the SAT more than once, the most recent score was summarized. The number of test-takers varied each year with 292 in 2019, 263 in 2020, 180 in 2021, 221 in 2022 and 203 in 2023. The test was administered virtually in 2020.
ESSER funds are also used to support extended learning opportunities in the summer and after school. The summer of 2022 included several “enrichment camps” such as a creative writing workshop, a Kindergarten camp, and “Hometown Happenings” in which students documented experiences such as a visit to the court house. Elementary ELA intervention materials and technology programs for both math and ELA have been purchased to support student learning as well as a data warehouse system that supports teacher teams in analyzing student data and progress.
The Hempfield Area School District is addressing learning loss in multiple ways. Elementary and Secondary School Emergency Relief (ESSER) funds have been used to secure an additional reading specialist for Fort Allen Elementary, Stanwood Elementary and West Hempfield Elementary. An additional school counselor was added to each middle school beginning with the 2021-2022 school

Hempfield Area School District HOW ONE BUS DRIVER IS WORKING TWO POSITIONS WITHIN HASD
W
hile adjusting to life after the pandemic, many industries have had difficulty with staffing issues. Restaurants have longer wait times, traveling has become more difficult, and hospitals have struggled to find enough employees to take care of patients.
from 9:30 a.m. to 1:30 p.m. for my afternoon run, and I’m done anywhere between 4:45 and 5 p.m.” On a normal school day, she works around nine and a half hours. Although it seems like quite a long day, Megan said the day goes by faster now that she has filled in the hours in between her bus routes.
Our School District was also affected by these shortages, specifically when it comes to bus drivers and cafeteria workers. However, we have one employee who stepped up to the plate and is working double duty.
Like many other employees from the bus company and cafeteria, Megan has witnessed the negative results of working in an industry that is short-staffed. While the School District has enough employees to cover its daily routes, problems arise when someone calls off work, and there is no substitute bus driver available.
Megan Onderko became a school bus driver for Hempfield Area School District three years ago, and after a couple of years she began looking for a way to fill her time in between routes. After seeing numerous posts about jobs available in the cafeteria, she applied and started working as a substitute. After hopping around to various schools, she decided to take a permanent position that opened at the High School. Megan said, “I have a 14-yearold daughter, so it was comforting to know that I would eventually get to work in the same building in which my daughter attends school.”
As a result, dispatchers for the bus company have been taking over some routes. Similar situations have been occurring in the cafeterias too. Megan said that head cafeteria workers have been covering at other schools to counteract the shortages, and sometimes she is still sent to help out at other schools.
If you are thinking of applying to work in the cafeteria or to become a bus driver, now is an excellent time. Hempfield Area School District is contracted with The Nutrition Group for cafeteria employees, and they are offering competitive wages and paid training, and there are plenty of job growth opportunities. The District contracts with FirstStudent, Inc. for bus drivers, and the Company is currently offering a sign-on bonus of $3,000 and will also pay new employees during training. To say Megan has a busy day-to-day schedule is an understatement. She said, “My morning run is from 6 a.m. to 9 a.m., and then I work at the cafeteria

Tyler Bagshaw: From High School Graduate to HASD Employee Hempfield Area High School students, along with students from 10 neighboring school districts, have the opportunity to attend the Central Westmoreland Career & Technology Center (CWCTC) when in grades 10, 11 and 12. The CWCTC offers vocational training in 19 programs. Students attend the CWCTC program for half of the school day and their high school courses for the remainder. Hempfield Area High School has approximately 200 students who are in the process of completing their education in a program at the CWCTC. One of our students who graduated in May of 2023 has already started his career at the age of 19 working for the School District as an electrician. He attended West Hempfield Elementary, West Hempfield Middle School and then the High School. Tyler made the most of his high school experience and spent his free time participating in extracurricular activities, such as earning his Eagle Scout badge
renovation projects, routine preventative maintenance and problem-solving daily issues that would arise. CWCTC has over 100 students each year placed in a cooperative education experience.” Tyler stayed on this route until his senior year of high school and then he decided to switch to construction trades to expand his knowledge in that industry.
and competing in the Teamworks Construction Build competition. While he was still fully engaged in his studies, his Teamworks Construction Build team took gold at the District and state level competitions and then received bronze at the National Championship in Atlanta, Georgia. He began taking classes at the CWCTC during his sophomore year in the Electrical Technology program and eventually became a cooperative education student. Jason Lucia, the Administrative Director at the CWCTC, explained what a cooperative education or co-op student is when talking about Tyler.
Tyler was officially hired by HASD on September 25, 2023, and he said the shift from being a student to now an employee has felt odd. “It’s definitely interesting when teachers tell me ‘I’m not Mr. or Mrs. anymore’ and then say their first name.” When deciding on what career path to take, Tyler knew this was the best route for him. He said, “I like doing the work and being hands-on with stuff, so that was my big thing. Number two, I do like staying local. I

also came out of high school and entered the workforce with no student loans. I’m right out into the workforce and I’m making money.” After graduating, Tyler also had multiple job opportunities between which to decide. He was already working for the school part-time, and he knew he liked it. Ultimately, the job offer at HASD made the most sense. Other companies would require him to travel for work three weeks out of the month while his commute to the school is a mere five-minute drive. The transition from high school to the real world can be a scary thought for many young people due to societal expectations and the amount of uncertainties. For any students who are considering attending classes at CWCTC, Tyler advises to take advantage of the opportunity. So many doors were opened for him that he never expected, and he has surprised himself with his success.

Hempfield Area School District ACCEPTING GUEST TEACHER APPLICANTS The Hempfield Area School District has been experiencing a shortage of substitute teachers and is recruiting community individuals to serve as “guest teachers.” The District initiated the guest teacher program in which individuals with a bachelor’s degree participate in two days of training, are issued emergency teaching certification and complete employment documents to serve as substitute teachers. District and buildinglevel administrators facilitate the training designed to support a successful start for participants to substitute for a full-time teacher on a day-to-day basis.
Zoey Angelucci recently went back to school to receive her master’s degree so she can become an English teacher. After finishing training for the guest teacher program she has been able to gain teaching experience with various grades and subjects. Great schools need great teachers.

HASD Students Intern with School IT Partner
T
he Technology Department at Hempfield Area School District is contracted with Cloudcast, a local company that handles anything and everything IT-related. They are also involved with the IT club at the high school which was started last year. This past summer, two of our students interned with Cloudcast, acquiring hands-on experience that will boost their resumes. Steven Rotonto and Benjamin Gustafson were both members of the IT club where the opportunity was introduced to students. Both students eagerly applied and spent the majority of their summer interning with Cloudcast working closely with the HASD Director of Technology David Vilchek and Director of Infrastructure Devin

how young students are. When businesses take on interns it is a serious investment in potential future employees, so this is an incredible opportunity to have within our community. Steven and Benjamin both have plans to attend Saint Vincent College next fall, where they will double major in Computer Science and Cybersecurity. If you or someone you know is interested in pursuing a similar career path, Steven encourages students to show they are passionate about the subject and participate in anything related to IT. For anyone who becomes an intern for Cloudcast in 2024, Benjamin’s advice is to “treat it as a learning experience, not a job. Every day you’ll learn new things and grow overall as a person.”
High School Blood Drives Continue to Help Save Lives Each year Hempfield Area Senior High School Student Council organizes four blood drives that are open to all students and staff. With an average sign-up of 90100 kids per drive, the goal is to collect 60-65 units of blood each time. Our school is recognized annually for student participation. The entire event is organized and run by the officers and representatives of the Student Council who consistently do a fantastic job of fostering an upbeat atmosphere. They provide all the snacks and drinks a donor could want. Whether participants are first-time donors or veterans, there is always someone to hold their hand if they need it! Last year 247 units of blood were collected, and Hempfield Area Senior High School has been recognized by the Red Cross as an elite-level donor school. In fact, our school donates more blood than any other school in the Greater Alleghenies Region for the Red Cross. The Student Council dedicates its time to making these blood
drives successful, but more than anything, the students at Hempfield answer the bell when it comes to giving blood.
Each year at the Senior Awards assembly, students who donate more than eight times in their high school career are recognized. We have a long and proud history of being a top donor school, and we hope to continue carrying on that tradition. “The High School blood drive at HAHS is the model that we would like every high school blood drive to aspire to emulate,” said Cletus McConville, Account Manager-Donor Recruitment at Red Cross. “The drives are studentplanned, led and executed. The American Red Cross Blood Program saves hundreds of lives each year and is the most successful HS Blood Program in the Greater Alleghenies Blood Region.”

The Hempfield Area School District Foundation Funds Committee would like to announce the first Spartan Soiree, which will take place on February 17, 2024. This evening event will be a gathering with food and music, and all proceeds will benefit The Scholarship Foundation Fund and The Charitable Foundation Fund.
We are ecstatic to honor these incredible individuals while raising money to further the mission of the district’s Foundation Funds! Bob Kalp was a very successful coach and mentor to several successful girl softball teams for 25 seasons, and he retired in 2021 with seven WPIAL titles.
Rich Redmerski was a teacher in the District and created Project 18 during his tenure. (This class is an awardwinning, year-long elective course exclusively for seniors that covers the levels and branches of state and local government with an emphasis on hands-on civic involvement and guest speakers.)

Westmoreland Cleanways and Recycling, a nonprofit 501(c)(3) organization, sponsors and promotes programs that address the proper disposal of solid waste through education, recycling, special collections, and the cleanup of illegal dumpsites and littered areas throughout Westmoreland County. Recycle cans, plastic bottles, and even cookie and popcorn metal tins (5-gallon tins or smaller) in curbside recycling bins. Just be sure to clean them out of all food prior to throwing them in the recycling bin. The Westmoreland Cleanways Recycling Center also accepts cans, tins, plastic bottles, and even glass bottles and jars. (Glass is no longer accepted in curbside recycling bins in Hempfield Township.)
WHEN DECORATING
Buy durable decorations that can be used year after year. Donating unwanted decorations and shopping for new decorations at thrift shops is also a great way to minizine wastefulness. When it comes to Christmas Trees, consider a real tree instead of an artificial one. Artificial trees are mostly imported, made of metal and petroleum-based PVC plastic. At the end of its life, it must be landfilled. On the other hand, close to 350 million real Christmas Trees currently grow on Christmas Tree farms in the United States. They provide 100,000 jobs, create wildlife habitats, absorb CO2 and after the holidays can be recycled back into the environment through tree cycling. (National Christmas Tree Association.)
WHEN GIFT GIVING...
Most holiday cards, envelopes, wrapping paper and bags (minus the string handles) can be placed in curbside recycling bins. However, when shopping avoid cards and paper with glitter, metallic foil, and cellophane wrapping paper as these items are not recyclable. Choose bows and ribbon that can be reused the following year or simply bypass the ribbon all together. Bows and ribbon are not accepted for recycling as they get tangled in and damage the sorting equipment at material recovery facilities (specialized plants that receive, separate, and prepare recyclable materials for marketing to end-user manufacturers). In many cases, packaging is also recyclable. For example, cardboard boxes are accepted inside curbside recycling bins. If there are too many boxes to fit inside the curbside bin, deliver them to the Westmoreland Cleanways Recycling Center. However, unacceptable in curbside recycling programs, but accepted at the Recycling Center are most plastic bags, air pillows, plastic mailers, and block packaging foam (Styrofoam).

Easy and convenient single use items like plastic plates and utensils may feel right in the moment, but when thrown away in a landfill they last for hundreds of years. Instead, consider using reusable table clothes, glasses, plates, and utensils whenever possible. Stock up on kitchenware at thrift shops prior to the party. When reusable items just aren’t possible encourage your party guests to reuse the same cup for the entire party as well as the same utensils for both the meal and dessert. Be mindful of preparing too much food or baking way more cookies than will actually get eaten. When the inevitable happens, food remains after the festivities. Have reusable containers so your guests can take some home or save the leftovers for yourself. Even freeze it for a later date.

CHRISTMAS TREE RECYCLING Live Christmas Trees put out for the garbage are placed in a landfill, a place designed to store garbage, not to breakdown garbage. Instead, after the Christmas season, recycle your live Christmas trees by dropping them off for tree cycling at no cost. The trees are chipped by Hempfield employees and used as mulch to beautify community parks, eventually decomposing into valuable humus to nourish and renew the soil.

he temperature may be getting cooler but things are really heating up at the Library this T fall and winter. Less time spent outdoors means we all need a variety of things to do in-doors to keep us busy. The Library is here to help folks of all ages fill that time with a broad selection of programs, activities, events and fundraisers. Last month, the Library accepted entries into their wreath decorating contest and the public voted for their favorites. This contest is a family-friendly fundraiser of which the proceeds will go toward supplies for 2024 programs. Wreaths are on display in the Library for the raffle portion of the fundraiser. Purchase raffle tickets for your chance to win one of these gorgeous wreaths. They make excellent holiday gifts! Tickets are only $5 for 10 tickets. Winners will be notified on or after December 14—just in time for gift giving! A favorite program of moms, dads, grandparents, teens and children, a Maker Day will be held from 1:00 p.m. to 3:00 p.m. Saturday, December 16. 2024 dates will be released in shortly as will additional programs for those early months of the year including a maker’s vendor fair.
