Exploring the Opportunities and Bringing Them to Reality

P

lainview is on the move, and I am proud to serve a city that is growing in opportunity and steady in its commitment to progress. I hope you enjoy learning about the opportunities to build, to connect, and to move forward together.

BUILDING OUR FUTURE IN THE SKY I’m happy to say that Plainview is building a future in a Sky Full of Blue.

Our airport is a key refueling hub that draws small aircraft pilots from across the region and brings new traffic, new activity, and new possibilities into Plainview. Business owners who explore Plainview for new opportunities often arrive on a small aircraft. For those looking to expand, Plainview’s airport is their first experience of our community. It is perfectly positioned for future expansion and development, and it is emerging as a meaningful engine of growth, opportunity, and progress for our community.

So our airport can move us forward, the City of Plainview has partnered closely with Hale County to develop a comprehensive Airport Master Plan. We were among the very few to receive three competitive grants to fund improvements and strategic development. The project envisions a brand-new terminal building that will welcome visitors and support aviation operations. Just as the Airport Master Plan is designed to receive those who come to Plainview, it is designed to launch exciting futures for our youth the aerospace industry.

One of the most exciting elements of this vision is our effort to partner with

Plainview High School to offer aviationrelated training for local students. By weaving education into the Airport Master Plan, we will provide our youth a way to explore careers in aviation and aerospace: right here at home.

PORT-TO-PLAINS DRIVE NEW OPPORTUNITY TO PLAINVIEW Plainview is on the move not only within our city limits, but across the region. The PorttoPlains Corridor is a federal transportation project that extends I-27 to connect from Mexico to Canada, and Plainview is firmly positioned to benefit from the project.

Our location on this corridor places us at the center of a growing pathway for commerce, transportation, and opportunity.

For Plainview, this corridor represents more than a federal project to expand I-27, it represents new possibilities within reach. Increased freight access and improved connectivity mean our businesses will be better positioned to grow, our industries will gain clearer access to regional and national markets, and our community will be more visible to companies looking to invest. Plainview’s families will benefit too, with stronger job prospects and greater access to the opportunities created by a more connected regional economy.

Most importantly, PorttoPlains strengthens what Plainview has always had: a strategic location, a resilient workforce, and a community ready to welcome new opportunities. As PorttoPlains continues to develop, Plainview’s role within the corridor will help ensure our city remains competitive, connected, and prepared for the future.

A COMMUNITY THAT BUILDS TOGETHER STAYS TOGETHER As we look toward the future we’re building for Plainview, our commitment to the spaces that shape community life remains just as strong: and nothing represents a space that shapes our community more than Kidsville.

It represents more than just a park: Kidsville united one generation in its making and shaped multiple

generations with great memories.

For decades, Kidsville has stood as a symbol of creativity, community, and childhood wonder. But like all things shaped by weather and time, its wooden structure has begun to wear. But we will not let this park go: it means too much to us.

We have a strong conviction that guides our commitment to restoring Kidsville and have worked diligently to find the resources to rebuild it. I am proud to say that our community has received a Texas Parks & Wildlife grant totaling $750,000 in a 50/50 match, and the City has implemented a fouryear financial plan to meet that match fully.

However, Kidsville is not a park alone, it was a community project that united us. Just as in 1991, our community will help rebuild Kidsville; we will ask residents for feedback while maintaining a vision every step of the way. And when the time comes for construction, we are excited to invite the community to once again join us: bolt by bolt, wrench by wrench, family by family. Just like 35 years ago, the community unity that the Kidsville project brought, will be brought again. The generations that have built memories in Kidsville will now become the generation that builds a place for future generations to build memories.

While Kidsville’ s rebuilding will take time, our commitment to expanding recreational opportunities has already taken shape. This past year, Plainview built new pickleball courts, a futsal court, and brandnew softball and baseball fields. And at City Park, we added a fully ADAaccessible play area.

As we strengthen the spaces where Plainview plays and gathers, we are also renewing the spaces where Plainview’s earliest community life took shape: the places that connect our present to our past and carry our heritage forward. Downtown Plainview is stepping into a new chapter of renewal and charm, and nowhere is that more visible than on Ash Street. Through a $500,000 Texas Department of Agriculture grant. The City completed the

second phase of the Downtown Plainview Project, restoring beauty, pride, and walkability to one of our most historic corridors. New sidewalks, trees, benches, and landscape enhancements now frame the street with an inviting warmth, giving residents and visitors a refreshed sense of place. I am grateful for the patience of our business owners during the project.

THE MAYOR’S SYMPOSIUM We set out to bring our community resources into view, and our resources brought our community’s character into view: neighbors helping neighbors, partners lifting partners, and hands reaching hands.

During a conference in India, miles away from home, a multi-day session titled Let Us Dream inspired an idea to synergize Plainview’s service groups, clubs, and organizations.

There, I watched various services come together with a shared purpose—to better use resources and build a support system for the benefit of the community.

Bringing that inspiration home didn’t end as a reflection: it became the Mayor’s Symposium. We set out to create a space where Plainview’s service clubs, groups, and organizations could come together: openly, intentionally, and with a shared purpose to strengthen our community by strengthening those who support it. The first step to achieving this goal was to make the Mayor’s Symposium an opportunity to learn about the resources available to the community. We knew Plainview had a wide network of support, but the Mayor’s Symposium brought more services to light, and each day new organizations were brought to our attention. Across Plainview, countless services operate like steady currents beneath the surface; they each embodied a servant’s hearts working in our community quietly, constantly, and often unseen. Even in the final days leading to the event, we extended invitations to services groups we had only just discovered. As the tally of

services offered in Plainview grew, The Mayor’s Symposium developed into a story of inspiration.

Plainview showed up to the Mayor’s Symposium with enthusiasm, and the anticipation leading into the event made it clear we were building something meaningful.

Sixty-eight leaders and volunteers representing a multitude of service groups filled the room. Every organization had the chance to step into the spotlight and share who they are, who they serve, and what services they provide. The energy in the room was unmistakable, excited and full of possibility. And as each group spoke, we began to see the remarkable breadth of support woven throughout Plainview: support for children and families; support in crisis; support for education and employment; support for seniors, veterans, and those with disabilities. The symposium didn’t just introduce organizations; it connected them.

Our keynote speaker, Dr. Justin Richardson brought all of that momentum to a head with his message, Find Your Stride, which reconnected us to our “why” and made our purpose clearer, our partnerships stronger, and our paths forward brighter.

The energy at the symposium reflected in the responses, and the responses became energy poured back into the community. The post-event surveys showcased an overwhelmingly positive response, filled with gratitude, helpful suggestions, and a collective desire to keep the momentum going. Herald holds dear place in hearts of many

F

or generations, noteworthy happenings in Plainview have been faithfully recorded by its local newspaper, the Plainview Herald.

From monumental world events to local state championship glory, the front page of the Herald has documented countless historical occurrences since it was founded initially as the Hale County Hesperian in 1889.

In Mary L. Cox’s book “History of Hale County, Texas,” the historian wrote that early newspapers in South Plains communities were critical societal components.

Today, the Herald still serves a vital role in communities around the region not only as an information hub but as a forum for issues of public importance. Moreover, just about anyone from Plainview and its surrounding towns has their own personal story about gracing the Herald’s pages themselves at some point.

Long before he covered the Texas Legislature for the Austin American-Statesman, Alex Driggars had appeared in his hometown newspaper on numerous occasions.

Though he now serves as a transportation reporter for the Statesman, Driggars’s earliest newspaper clipping was actually the result of being featured in the Herald for a story on square dancing day at what was then known as La Mesa Elementary School.

“There was a picture of me on the front page square dancing with some old lady, and my mom clipped that out and she still has it somewhere,” he said. “So that was, I guess, kind of my first memory of the newspaper being important. It was like, ‘Oh, look, there I am.’”

were formative to his academic growth. He would go on to study communication at Wayland Baptist University in Plainview and make valuable contributions to the Herald as a freelance reporter before embarking fully on his journey as a professional journalist.

Driggars said he remembers how indispensable the Herald was back then as a local asset. Columns like the paper’s recurring “Meet Your Neighbor” features on the front page made Plainview feel tightly knit.

Although Driggars eventually began his journalism career with the Floyd County Record, where he worked as an editor, he said he holds deep appreciation for his early work with the Herald.

“I had an opportunity starting in about 2016 to freelance for the Plainview Daily Herald, and that just kind of opened up a world to me that I had not encountered before,” Driggars said. “It was like, ‘Wow, you get to be nosy for a living,’ and that’s kind of tonguein-cheek, but the work that local journalists do is so incredibly important for people in the community... local journalism I think plays a particularly outsized role in smaller communities, and so the value and the importance of local news were instilled in me there.”

The Herald has indeed served as a beacon for many passionate West Texas newsroom professionals in search of a home. Some come and go through multiple stints at the paper in their respective journeys in the field.

Phillip Hamilton got his start with the Herald after graduating from Hardin-Simmons University in 1983, but only stayed there a short time. Years later, after bouncing around to at least a couple of different publications, he received a phone call out of the blue and heard a familiar voice on the line.

“I was working as a regional editor of suburban papers (in Dallas) and Danny Andrews called and asked if I would be interested in coming back to the Herald,” Hamilton said. “I’d had such a good time with Danny back then that I immediately said yes.”

Andrews became editor of the Herald in 1978 and spent a total of 39 years working for the paper in different roles from 1967 to 2006. Once lured back

by Andrews, Hamilton hit the ground running as an enterprising education reporter while helping cover beats like city hall and the courts.

Hamilton can personally attest to the paper’s lifechanging capabilities in more than one sense. One of his responsibilities at the time was penning a Sunday column that typically ran inside the paper while Andrews’s was normally featured prominently at the bottom of page A1.

Hamilton’s musings often alluded to a mystery figure in his life referred to only as “Cinderella” until one day a special edition appeared on the front page where Andrews’s column normally ran. Emblazoned with a headline that read “If the shoe fits, wear it,” Hamilton cleverly used the space to finally identify the mysterious person as his then-girlfriend, Ursula Gentile, and propose marriage to her.

“At the time, to raise money to buy the wedding ring,

I was also moonlighting as the morning news guy on KKYN,” he said. “And so Monday morning after we did the news, the guys at KKYN asked, ‘Well, what did she say?’ And I said, ‘Well, she hadn’t answered,’ because she hadn’t seen it yet... So, you know what radio guys do. Tony St. James turned around and called her and asked her for her answer. So that story’s always very dear to my heart.”

Hamilton said many other accomplished newspeople went on to leave tremendous legacies at the Herald. The Herald’s past publishers, James Thomas and Rollie Hyde, were instrumental to the paper’s success and made it a fantastic place to work in the heyday of print news, he said.

Another notable figure from the Herald’s past who helped launch countless careers is Kevin Lewis, a former editor of the paper who later served as Wayland’s sports information director. Plainview native Stephanie Williams-Turkowski said Lewis recognized her interest in writing and journalism and offered her the opportunity to write a monthly column for the paper when she was still a Plainview High School student.

“Kevin Lewis, who was the editor at the time, called me one day and said, ‘Hey, we have a spot for a monthly column open, and we know that you like to write, and you’ve been interested in this for a long time, would you be interested in doing that?’” she said. “I was just a junior in high school, I had no clue what a column entailed, and honestly, looking back at them, I am embarrassed by some just because I treated it more like a diary... but it was a really good experience.”

Williams-Turkowski said her high school column allowed her to learn how to work with an editor and what readers care about, ultimately cultivating her desire to become a professional journalist. This fueled her drive to pursue both a news career and her academic interests as she balanced jobs at KFDA NewsChannel 10 and the Amarillo Globe-News while completing both her undergraduate degree and master’s program at West Texas A&M University.

Today, Williams-Turkowski is a journalism and creative media industries lecturer at Texas Tech University, where she helps future reporters and editors navigate their own academic and professional journeys. She said she still draws inspiration from many of the Herald’s great leaders in her role as a teacher.

Publications like the Herald understand their audiences better than others because of their unmatched connection to the people they serve, she said. Though the golden age of print journalism may have passed, Williams-Turkowski said the Herald’s role as a community conduit and instrument of public service is as important as ever.

“It’s great to work in a big town and to get those hard-hitting stories, but there’s also just something so great about local journalism that helps a reporter really learn the ins and outs of being a journalist,” Williams-Turkowski said. “But (for me) it all started with Kevin. Kevin was the one who reached out, and I’m so thankful to him today for doing that.”

Like its team of editorial staff members and regular contributors, those involved with the Herald’s business operations also play an important part in maintaining its responsibilities as a community cornerstone. Business staff support the editorial team by selling advertisements, handling subscriptions, overseeing budgets, and managing both the circulation and distribution of the paper.

Regional Advertising Director Carmen Ortega has been with the Herald for nearly the past two decades. She said the Herald’s business people are just as passionate about its responsibility to its local partners as its dedicated team of journalists.

“As advertising director, I see firsthand how our local newspaper not only delivers headlines, but we help small businesses grow, connect organizations with the people they serve, and give our community a trusted place to share its story,” Ortega said. “One of the most important things I have learned in 18 years with the Herald, is that, when local businesses succeed, our entire community benefits.”

W

hen people hear that a new business has selected Plainview or Hale County as their new home, they often assume the decision comes down to incentives offered by the City or County. Tax abatements, grants, or discounted land tend to make the headlines, leading many to believe those are the primary reasons businesses choose one community over another.

In reality, incentives are usually one of the last topics discussed—not the first.

Long before we negotiate any incentives, the company will spend months (and for larger companies, sometimes years) evaluating whether a community has the ingredients necessary for long-term success. Can they operate efficiently? Can they hire the skilled labor they need? Will their employees want to live there? Is local leadership collaborative and responsive? Will the community support growth?

Those questions matter far more than many people realize.

Understanding how companies make location decisions helps explain why investments in infrastructure, housing, parks, schools, healthcare, and downtown revitalization are about much more than improving quality of life. They are investments in our economic future.

Across Texas, hundreds of communities can offer available land, highway access, or rail service. Companies looking to invest millions of dollars have a much longer checklist. They want confidence that a community is prepared not only for today’s project, but for tomorrow’s growth.

One of the first questions asked is surprisingly simple: “Can we do business here?” That question covers a wide range of subjects.

• Is there sufficient electric utility capacity?

• Are water and wastewater systems reliable?

• Is natural gas available?

• Does the community have dependable broadband service?

• Are roads capable of supporting new traffic?

• How quickly can permits be processed?

• Are industrial sites ready for development?

• Does the building I’m interested in need complete renovation or minor alterations?

These may not be the most exciting topics, but they are often the difference between making a company’s short list and being eliminated before discussions even begin.

Communities that consistently invest in infrastructure position themselves to compete for future opportunities. Those investments may not always be visible to the average resident, but they are among the most important economic development tools a community can have.

But even with excellent infrastructure, a company cannot succeed without people.

Today’s employers consistently rank workforce availability among their highest priorities. They want skilled employees, dependable workers, opportunities for workforce training, and educational partners who understand industry needs.

Plainview has long been known for its strong work ethic. Generations of residents have built careers in agriculture, manufacturing, logistics, healthcare, education, and business. Those industries have shaped a workforce that values reliability, adaptability, and problem-solving.

Communities that consistently invest in infrastructure position themselves to compete for future opportunities.

The workforce conversation is no longer simply about filling today’s jobs. It is about ensuring that local students can build successful careers without having to leave home—and that new businesses have confidence they can grow here for decades.

When a community invests in housing, downtown improvements, parks, trails, public safety, cultural events, and recreational opportunities, it is not simply enhancing amenities. It is strengthening its ability to attract and retain the people who drive economic growth.

Economic development is often measured by ribbon cuttings and groundbreaking ceremonies. Those milestones are certainly worth celebrating, but they represent the end of a long process rather than the beginning.

The real work happens years earlier through intentional planning, infrastructure improvements, workforce development, housing initiatives, and partnerships that prepare a community for opportunities that have not yet appeared.

Not every project will choose Plainview.

Successful economic development is not about saying yes to every opportunity. It is about attracting businesses that complement our existing strengths, diversify our economy, create quality jobs, and contribute to the longterm prosperity of our community.

City leaders optimistic about Plainview’s long-term growth

F

or more than a century, Plainview has served as an agricultural center, college town, medical hub and trade point for surrounding rural communities. Its early growth accelerated after the Pecos and Northern Texas Railway arrived in 1906, helping transform grazing land into an agricultural economy shaped by irrigation, cotton, cattle and the business of serving the South Plains. For a short time, Plainview was larger than Lubbock.

That history still defines much of Plainview’s identity.

Agriculture remains central. Wayland Baptist University, established in 1909, remains one of the city’s civic anchors.

Downtown murals, museums, parks and local businesses are part of a continuing effort to show that Plainview is more

than a stop between Lubbock and Amarillo.

But city leaders say Plainview’s next chapter will depend on how well it can build beyond the economy that made it.

Today, local officials are trying to position the city for a more diversified future through industrial recruitment, long-range planning, housing development, airport improvements and one of the region’s most valuable resources, water.

The work comes more than a decade after the 2013 closure of Cargill’s beef packing plant, a loss that eliminated about 2,200 direct jobs and forced Plainview to confront the risk of depending too heavily on one major employer.

Rather than trying to replace Cargill with another large plant, local leaders plan to adopt a broader base of mid-sized employers that can create higher-paying jobs and make the city more stable to sudden change.

“I think that’s the lesson that we’ve learned; how important it is to diversify our economy,” Aday said.

The city’s most visible preparation for economic development is the Plainview-Hale County Business Park, a jointly owned city-county industrial site along I-27. Aday said the park has about 113 acres of shovel-ready land with utilities already in place, including water, sewer, electricity and high-speed cable.

She said that Plainview has also hired a marketing firm to help implement a plan to attract businesses.

That said, the city is not trying to chase every major project. Aday said recruitment efforts are targeted toward distribution and logistics, food manufacturing, agriculture-related technology and general manufacturing.

“Anything agricultural related, agri-tech related, since we’re such an agricultural-based community, that’s always a good one,” she said.

The city’s pitch leans on its location between Lubbock and Amarillo, lower-cost rural setting, utility infrastructure and workforce. Aday said she has hosted about four company visits this year, though many prospects remain confidential during the site selection process.

“One of the things that we often sell Plainview and Hale County on is just the people,” Aday said. Contributing one of the factors that brought the Walmart distribution center in to be the city’s work ethic.

The long-term goal, she said, is not to land one enormous employer that could dominate the local economy.

Mayor Charles Starnes and City Manager Ted Chancellor described the same philosophy. They said Plainview has recovered economically from Cargill’s closure in 2013, even if the city has not regained the population growth local leaders once expected.

“We recovered economically from Cargill,” Starnes said. “We just don’t have the numbers of people, but economically, we recovered.”

Starnes said newer jobs may not replace the Cargill jobs one for one, but many are stronger positions with higher wages and more long-term benefit to the tax base.

Plainview had 20,187 residents in the 2020 census, down from 22,194 in 2010. The decline fits a broader pattern in many rural and regional Great Plains communities, where smaller cities often face pressure from larger metros.

Still, local officials say Plainview is in the right place to be growing.

“We still think that Plainview’s population should be growing,” Starnes said. “I’m not going to give a number. It should be growing instead of shrinking.”

Part of that challenge is housing. Chancellor said a housing study found that for every three people who live and work in Plainview, four work in Plainview but live elsewhere. That means the city has a potential pool of future residents if it can offer the right housing.

“That’s the biggest target for this and any other future growth,” Chancellor said.

One development area near I-27 could include a hotel site, single-family housing and a proposed extension of Kermit Street. Chancellor said a surveyed plan has been drawn, but the final layout, lot sizes and number of homes remain undecided.

The firmest piece, he said, is the hotel site. The hotel is seeking to break ground in the first quarter of 2027 and be operational in the first quarter of 2028.

“The only thing that’s set in stone on this map is the purchase of the hotel site right now,” Chancellor said.

The optics matter, he said.

“We love the optics of a grade A hotel going up along the interstate with rooftops going up,” Chancellor said.

Planning is another major focus. Chancellor said

one of the city’s biggest priorities this year is beginning work on a new comprehensive plan, which would guide land use, zoning, infrastructure, parks, housing and growth in and around Plainview, including the city’s extraterritorial jurisdiction.

Starnes, Chancellor and Aday point to several signs of momentum. Walmart, which has operated a distribution center in Plainview since the 1980s, is investing $450 million in renovations and robotics at the facility. Aday called the investment a major vote of confidence in the community’s workforce and future.

She said national brands also help raise the city’s profile. Chick-fil-A’s arrival, along with Whataburger and Starbucks, signals to other companies that Plainview is worth another look.

“There’s a lot going on in Plainview,” Aday said. “Lots of really cool things.”

Industrial activity is also expanding. Chancellor said Piping Solutions came to Plainview within the past year with a goal of creating 70 jobs, including skilled positions such as welders. Officials also pointed to DSM Semichem and potential supply-chain opportunities tied to larger regional projects, including data centers.

“Data centers are a lot of the talk in the region,” Chancellor said.

Another major infrastructure project is underway at Hale County Airport. Chancellor said Plainview was approved through TxDOT’s capital improvement program for about $18 million in terminal, runway and ramp space improvements. The project remains in the design phase, but city leaders say it could support workforce development and potential aerospace opportunities.

Water may be Plainview’s most important longterm advantage.

In West Texas, where growth is often constrained by water availability, Chancellor and Starnes said Plainview’s access to the Canadian River Municipal Water Authority system sets it apart. Starnes said the city was fortunate to join the system decades ago.

“We’re so lucky that back in the 1960s, Plainview signed up,” Starnes said.

Chancellor said Plainview has some of the cheapest water in the region. The Cargill closure, while painful economically, also freed significant water capacity, roughly 1 million gallons per day, he said. Based on average household use, Chancellor estimated that capacity could support about 1,700 additional homes.

“Water is a vital resource in West Texas,” Chancellor said.

“That sets us apart in a lot of different ways.”

The challenge now is converting interest into projects, plans into construction and workers into residents. That means more employers, more housing and a clearer vision for what kind of city Plainview wants to become.

Aday said she is optimistic.

“I’m very excited about our future,” she said. “There are some projects in the works that I think are going to be … good for Plainview’s future.”

The city’s strategy, she said, starts with being realistic about what Plainview is and what it can be.

“Let’s be exactly who we are,” Aday said.

County excited about ongoing construction projects

f construction is a sign of progress in a community, then Hale County is definitely moving in a positive direction. According to County Judge David Mull, several started and pending projects are building excitement for how they will improve county facilities.

The first, Mull noted, is work on the juvenile justice center, which recently was completed at 1200 Houston St. “When they begin the next school year, they’ll

begin in that updated facility,” he said. “They are still working on the back facility, the gymnasium, and that is expected to be finished in September.

Once that is completed, we’ll have some type of dedication ceremony.”

While commissioners have approved plans and grant applications for updates to the Hale County Airport, Mull said the county continues to wait for word of the grants before the construction can be bid out and begun on a new, larger terminal building and a lengthened runway that would allow for more aircraft to visit the city.

Mull also said construction is underway for the new Hale County Jail and sheriff’s office being built just next to the current facility off South Columbia. A project of longtime jail contractors DRG, the project is expected to take several years to complete.

“They have started pouring the slab, and it’s a progressive situation but it just takes some time,” said Mull of the large project. “A lot of it depends on how readily available materials are, so I would say estimate late 2027 or early 2028 to be completed.”

According to Sheriff David Cochran, the new jail will have a capacity for 194-198 inmates, which means Hale County can continue to provide holding services for nearby Floyd County and Motley County, neither of which has their own jail facility. Beyond that, Cochran notes jail facilities around the region are staying full and having to either expand or send excess inmates to bigger cities with room to house them. And all that comes at great expense.

That’s why Cochran and the county jail committee – comprised of commissioners Vicki Milner and Jerry Bright, county auditor Melinda Silvas and county attorney Jim Tirey – were diligent in taking the time needed to carefully plan the new Hale County facility with growth, high standards and technology in mind.

“We’ve focused on everything from plumbing and electrical to the wiring, and it was a huge undertaking,” Cochran said. “We took our time to design the jail to alleviate the problems we’re having right now. The cost of running a jail is expensive at best, but what we’re spending right now on fixes and repairs is terrible. Our West Texas wind wreaks havoc on air conditioners and heaters on the roofs, and this new design will not have anything on the roof but an attic that will allow access to those things.”

The other half of the facility is the new sheriff’s office, which will include a larger dispatch area with 3-4 stations, an updated communications system and the move of telephone and electrical wiring to the accessible attic for easier repairs.

“We have grown quite a bit in employees, and in courthouse security and are pretty cramped where we are right now. I cannot commend DRG enough on their work,” Cochran said. “Everything is built with the intention of growth in the staffing areas so we don’t have to come back in ten years and add on.”

In other county news, Mull said 2026 being an election year has kept the courthouse hopping, with spring primaries, school and city elections.

The general election is set for November, and two commissioners up for election did not face any opponents. Those are Jerry Bright, Precinct 2, and Benny Cantwell, Precinct 4.

Mull said while elections used to be a seasonal issue, constantly changing federal and state requirements male it an ongoing process. He also noted that county residents did not receive their voter cards, due to pending litigation.

“I guess the outcome still hasn’t been determined, but we will send out voter cards as soon as the Secretary of State says we can do that. It’s not that we won’t send them out again but it’s being held up right now,” Mull explained.

Commissioners just voted in late June to approve a construction project to the courthouse entrance.

The outside stairs on the south entrance had been closed due to what Mull called possible structural damage, and this new project will alleviate that.

“We will begin a project to create a new entrance to the courthouse. In conjunction with that, we will be shoring up those steps and making them structurally sound so we can reopen the south entrance,” he said, noting the work should begin in 6-8 weeks while bids are sent out. After a contractor is selected, Mull said the project took take 8-10 months to complete.

Finally, Mull said the county continues to work with the Plainview-Hale County Economic Development Corporation to both retain and attract businesses to the area. That partnership with EDC director Kristi Aday continues to bear fruit, Mull said, noting that details cannot be shared while negotiations are underway with possible businesses.

“There is activity going on. People like to hear what’s coming to town, and we hate to hear when a business closes,” Mull said. “But we’ve been fortunate in that we’re getting new businesses and haven’t lost a lot of them. We hope to continue that trend.”

Hale County Airport busy with air traffic

S

treet traffic in Plainview may not ordinarily be a major issue, but there is a different side of traffic that keeps Ryan Stevenson and his crew on their toes.

Stevenson is the manager at the Hale County Airport, part of the Tradewinds FBO (Fixed Base Operator) that contracts with the county to oversee the operations. For Stevenson, who came to Plainview from Amarillo to run the FBO in August 2023, the task is pretty simple.

“I guess you could think about it like a gas station for planes. We’re selling fuel and offering a hangar overnight,” said Stevenson, noting that sometimes visiting pilots will need to stay in town and the airport provides a handy place to park their plane.

Stevenson said an average of 10-15 jets come through the airport in a typical week, with another 20-25

Stevenson said. “Sometimes they will order lunch and have it delivered here or sometimes they have lunch ready on the plane but like to relax a little bit and eat while they are here.”

Stevenson said the smaller city allows Tradewinds to be competitive in fuel pricing, so often pilots will forego the bigger cities to stop in Plainview for refueling. Traffic is typically a mix of local and regional private pilots flying for fun, though businessrelated air traffic occurs regularly as well.

Tradewinds prides itself on exceptional service and simple, small-town hospitality that keeps pilots coming back. Part of that service includes offering a ground power unit that “sends power to the plane and lightens the load on the battery while they are fueling up or resting in the city. It sends the full voltage into the aircraft and gives the battery a break,” explained Stevenson.

“We also have a few crew cars that any crew members can use to go into town, get food or go anywhere they need to go. It’s a courtesy to them,” he added.

Stevenson said Tradewinds has been overseeing some work on the airport property in preparation for new construction coming in the near future.

Hale County commissioners approved updates to the airport that will include a new terminal building, and Stevenson said he believes they will be breaking ground in January 2027. Some older hangars have been torn down to make room for the new building already, Stevenson said.

He said the new building is slated to be 4,0005000 square feet – quite a bit larger than the current terminal – and will include space for conference rooms, office space, storage and a larger lobby are for visiting pilots and crews to rest while at the airport.

The current building will not be torn down but will remain as additional space for visitors. And while the new space will be welcomed, Stevenson said the airport is able to support visiting airplanes now just fine.

“Our space is not flashy by any means, but a lot of people like that,” he said. “It’s homey for us. A lot of people appreciate the slow life here.”

Another pending project is the extension of the main runway, with the vision to add 1,000 feet overall. Stevenson said that will greatly extend the takeoff distance for planes and the landing distance will increase by 250 feet. Once this work begins, the airport will have to limit operations to the cross runway for a short time until the expansion is completed.

“This will increase the type of aircraft we can handle at the airport,” he explained. “Currently we are rating for 46,500 pounds with dual axle, but once they redo

the whole surface it will withstand a little more. The longer takeoff and landing distance will allow for more aircraft to come in as well.”

Tradewinds is an extension of the privately owned Tradewinds Airport in Amarillo. Besides Stevenson as the manager, the Hale County Airport has three line service technicians and one grounds/maintenance employee. Stevenson said the airport has been able to hire extra personnel thanks to growing traffic.

Covenant Hospital celebrates completion of ER renovations

ovenant Hospital Plainview recently wrapped up renovations in its emergency department, part of a $40 million master facility plan. The work began in January 2026 and primarily included aesthetic updates, all completed by Dennard Construction.

“The updates focused on aligning the department’s appearance with the high level of care we provide,” said CEO Cassie Mogg. “As part of the renovation, we expanded the registration area to create space for a triage nurse. Having a clinical caregiver at the front of the department allows patients to be assessed upon arrival, further enhancing patient safety.”

The hospital has been undergoing renovations for more than 10 years, with nearly every patient-facing area getting remodeled to meet more modern standards of care, noted Mogg. The next project already underway is installation of new chemistry analyzers in the laboratory department.

Mogg said a combination of funding sources is supporting the renovation master plan: Providence St. Joseph Health – the parent corporation of Covenant Health – the Hale County Hospital Authority Board and local foundations and individual donors.

“We are incredibly grateful to the donors who stepped forward to help ensure that the hometown hospital serving them and their loved ones remains state of the art,” Mogg said.

She noted that over the last two years, Covenant Hospital Plainview earned an “A” grade from Leapfrog, a national leader in patient safety and quality care. The ministry also achieved significant gains in patient experience for inpatient care.

“These achievements reflect the dedication and commitment of caregivers who are delivering exceptional care close to home every day,” said Mogg.

Covenant Hospital Plainview is located at 2601 Dimmitt Road and provides on-site emergency, laboratory, physical and speecy therapy and surgical services, labor and delivery and diabetes education, as well as 100-bed inpatient rooms.

City replete with recreational options

R

esidents and guests looking for recreational opportunities in Plainview are in luck. From parks to ponds to pools, the city has plenty to offer.

Plainview has 14 parks spread across the city, from the larger City Park from Southwest Fourth Street on Broadway – featuring several baseball fields and playground equipment – to the smaller Givens Park off Walter Griffin Street and 13th Streets. Kidsville – a wooden playground structure located at Runningwater Draw Park – is a family favorite in the park that also has courts and softball fields as well as plenty of green space.

There are also two educational parks. One is the Travis Trussell Duck Pond, located off 10th and Ennis Streets and featuring a paved walking path, with signage about water fowl

in the area. The other is the Plainview Point on Joliet and 3rd Street, which features the large arrow and buffalo statues with information about the earliest years of the area.

Another city favorite is skate park located at the corner of Joliet and 6th streets, with many challenging features for skaters and skateboarders.

“We have a park master plan the city follows, and we just made an addition to that with the two regional parks, City Park on Broadway and Runningwater Draw Park, and how we’ll expand those out over time,” said Tim Crosswhite, Director of Public Works for the City of Plainview. “We also got a $750,000 match grant from Texas Parks and Wildlife

for Kidsville, so the city is saving our part and will kick off that complete redo as a community project in a few years.”

Opened a few years ago, the city’s aquatic center in Hood Park off 16th and Ennis Streets has become a popular attraction for residents and visitors. A city property operated by the YMCA, the facility features a beach entry pool with a climbing wall and edge seats in the water, a looping water slide, as well as a children’s area with dumping water bucket and water features.

The pool includes tables with umbrellas, lounge chairs, picnic pavilions available to rent and a snack bar.

The aquatic center is open Noon – 6 p.m.

Monday through Saturday and 2-6 p.m. on Sundays during summer months. Once school starts back in August, the center will be open on weekends only through Labor Day weekend.

Private parties can be held at the facility after 6 p.m. most evenings for a fee. Entry fees are $8 per person for ages 14 and older, $5 for 13 and under, and discounted rates ($2 off) for YMCA members.

“It’s a big operation and comes with a lot of responsibility, but we also know it’s a very important part of what the Y does for the community,” says Rob Wilkinson, CEO of the YMCA. “It’s been good to draw folks from outside Plainview, and hopefully while they are here they are eating lunch and getting gas.”

For those who want to get some good exercise, another option is the Hike and Bike Trail located just off 4th and Quincy Streets or off Date Street on the edge of Broadway Park. The fully paved, wide sidewalk featuring dips and turns along with landscaping along the draw that make for a scenic walk or ride without going far from the city. Tracing the trail from end to end and back makes a complete 5K. For the more athletically inclined, the city features tennis and pickleball courts at city parks including Hood Park on 16th Street and Ennis.

There are also two pickleball courts at Utica Park at 12th and Utica Streets, and a futsal court at Givens Park.

“This year we have replaced the old concrete tennis courts at Hood Park and have repainted, so we have one tennis court and five pickleball courts there at Hood Park,” said Crosswhite.

“We also installed a futsal court at Givens Park, converting an unused tennis court on the request of the Rotaract Club at Wayland. It’s basically a street soccer court with a fence around it.”

The Plainview Country Club golf course is also an option for recreation, with a public course open to visitors and non-members. Rounds of golf are $51 on the weekends and $43 on weekdays, with cart rental available. The course is open Tuesdays through Sundays unless hosting a private tournament. Lessons are also available through the Golf Pro Shop, which also stocks equipment and clothing.

Plainview Country Club golf course offering new options for golfers

or local and area golfers who have enjoyed the Plainview Country Club course over the years, 2026 has brought some additions meant to help frequent players and increase traffic on the course.

According to Jimmy Saenz, who joined the Country Club as golf pro in 2025 from Abilene, the biggest change is the addition of a new golf pass.

“We have had that request for a while after I got here, and I was able to come up with a program where there are no club membership privileges but you pay $65 a month and then $20 each time you come out to play per round,” explained Saenz. “It’s more of a discounted rate for those who don’t want the extra privileges to the pool, the 19th Hole or the restaurant. And it’s really going well.”

Saenz said the passes were launched this summer, and already more than 50 have been sold. And those are split between local and area golfers who have come to love the Plainview course, including those from Lubbock, Olton and Floydada.

The discounted rates are valuable, since the regular golf rates are $51 per person on weekends and $43 per person during the week for a round. Saenz said the savings is enough for regular golfers that the monthly pass fee is not an issue. He said it’s a win-win, with avid golfers saving money each visit and the club increasing revenue since the pass requires a year-long commitment. This in turn helps the golf course cover expenses and upkeep without taxing the Country Club members.

Saenz also added a Jack and Jill Scramble every Friday night to encourage couple members and the general public to come out in the evenings. So far, it has been a success, with 30 players at the last event.

“It’s a two-person team with one man and one woman, and they don’t have to be married or a couple,” explained Saenz. “We have prizes for the night as well. This is something we are doing not looking to turn a profit but to have something new for our members to come out and have fun. We serve appetizers after the round, and everybody seems to be enjoying it.”

Saenz said the Jack and Jill Scramble costs $50 per couple and includes food after the round, which begins at 6 p.m. He said the Friday night events will continue through September at least.

Another addition at the Country Club is a ladies’ golf association, headed by board member Kenna Hatch with volunteers including Vickie Webb. Saenz said he had wanted to start such a group and the board members happily led out to get that effort going. The group currently has 25 members and since they don’t have to be part of the golf course, they come from all over the area.

“They help volunteer with the tournaments and are willing to work. They are going to help raise money for the golf course and things we need, and they will host their own tournament in September,” he noted.

“They just want to grow and help the golf course, and I’ll take all the help I can get right now. They also play every Tuesday and usually start early to beat the heat.

“I think sometimes in golf women are not as accepted for whatever reason. I wanted to bring that to this club because we have so many women that do play,” he added. “I want them to feel welcome, be comfortable and have their own events.”

The growth in events at the golf course has marked Saenz’ first year as well, a trade-off he said is necessary to keep revenue coming in that allows the Country Club to keep from passing extra costs to members while remaining competitive and affordable.

“At the end of the day we have to remember we are a public facility and are not truly private, nor will we ever be. We host many tournaments here, and we need that for the revenue,” Saenz said. “At the end of the season, we will have hosted 18-22 events, and today’s tournament is the ninth event in two months.

That event growth has included three junior events, which Saenz said have not been held in Plainview for many years. The North Texas Junior PGA event featured 84 participants, ranging in age from 7-18.

The two-day West Texas Junior Golf Association event featured 35 participants and is the first time hosted locally in an effort to expand the association’s reach.

Another highlight Saenz noted is the Texas Golf Association Amateur event, making its first appearance in Plainview. He said that event would have drawn 80-90 people had it not coincided with the back-to-back George Strait concerts in Lubbock.

Still, the attendance at half that was exciting for Saenz, and he believes that will grow in the future.

His current project is to attract UIL events to Plainview, using his connections from Abilene when he served as regional director for UIL and host of the regional tournament. He is also doing some

advance planning for repairs to the golf course.

“We’re getting better overall, and it’s an older golf course so we’re trying to make some updates.

My next project is to update this irrigation system that we’ve been battling. It’s been in the ground since the early 1970s, and it’s been a pretty big thorn as of late. It’s to the point where we are almost out of Band-aids,” Saenz said of the course, originally installed in 1943 and the greens probably around 50 years old. “We want to be able to maintain the course with efficiency, and we have to consider the age of the course as far as greens as well. For this time of year, we are in very good shape overall, and I have heard that from everybody that comes in.”

Saenz maintains a fully stocked pro shop and offers lessons through the shop as does his assistant. With a new board as of March and prep work on renovations around the corner as soon as the main season passes, he feels positive about the future.

“Overall we are moving in the right direction. We know there is going to be an expense, and it’s time to find out how can we cover that expense and reduce the cost. That’s always going to be a challenge,” said Saenz.

YMCA staying the

course with returning CEO

K

eeping a major facility like the YMCA running smoothly takes someone with experience and passion. Luckily for Plainview, they have both in Rob Wilkinson, who rejoined the Y as CEO in October 2025 after the retirement of Jeri Strange.

For Wilkinson, who has spent 26 years working for YMCA facilities in various cities, the idea to return to Plainview was an easy one.

“I think the fact that I was here for 10 years, and the YMCA was such a big part of my life as Plainview was, raising my kids here. I knew what a special community Plainview is, and the Y is really

special to me as well,” said Wilkinson. “When Jeri announced she was retiring, I decided to go ahead and apply for the position and was fortunate to end up back in Plainview. It’s a great place to be.”

Wilkinson previously served as CEO in Plainview from February 2008 to October 2018, then spent time in Los Alamos, NM, Baker City, OR, and Richland, WA – the first Y he ever served – before coming back to the South Plains. It’s been an enjoyable career helping communities focus on fitness, wellness and recreation.

“I worked in the golf business right out of college, and then I always say the YMCA found me,” noted Wilkinson.

Not much has changed since Wilkinson came back, though he said the Y continues to work toward recovery to pre-COVID levels of memberships and staffing. During his first tenure, he explained, the Y had seven full-time employees, and now they have three.

One of the biggest changes Wilkinson has made is adding a senior program director, hiring back Mike Finley in the role that oversees youth sports programs and aquatics. Other staff include Kim Burnett as aquatics coordinator and Jose Hernandez as facilities coordinator. The Y also has about 30 part-time staff during the school year, ramping up to 60-70 during the summer to staff the aquatics center and SAFE Camp – a seven-week program for children that includes many different activities in partnership with the Plainview ISD and Hale County and held at Central Elementary.

While it is the property of the City of Plainview and part of its parks, the aquatics center is staffed by the Y each season.

Besides those programs, the Y has been steady in providing aquatic programs at its own facility featuring an indoor pool for both lap swim and open swim times as well as swim lessons.

The youth sports program features leagues in flag football, volleyball, soccer, basketball, girls softball, teeball, coach pitch baseball and Cal Ripken baseball. Many are offered as young as 3-4, so children can begin learning about healthy movement, teamwork and foundations of sports

from an early age and can continue that pattern.

Wilkinson noted that as money has become available the staff has made some small improvements, such as the recent shower updates in the women’s locker room and the restoration of a meeting room in the front that had become a storage space. He said growth in memberships and funding will allow for more updates in the coming years. And all of it is to make the facility even more meaningful for members.

“I think the Y is a special part of Plainview. We’re the hub with youth sports, aquatics programs, fitness classes, Seniors on Strength classes,” said Wilkinson.

“Essentially from the time you are 3 years old until you’re 90 you can find something to do at the YMCA. It’s so important to our community, and I realized it the first time I was here, seeing it as a dad with my kids in the programs and doing some of them myself.

“The Y has changed a little, and we’re a smaller team, but we’re all mission-driven and want to do what’s best for the community,” he added. “We are encouraging people to come check us out.”

PCA closes 2025-26 school year with WBU partnership as enrollment continues to grow

The district ended the 2025-26 school year with a lot to celebrate – an increase in enrollment with additional projected growth and a new partnership with Wayland Baptist University.

The school district worked with WBU to host high school classes on the university’s campus this year and headmaster Elizabeth Loeffler said, “it went really well.”

Through the partnership, PCA kept grades kindergarten through eighth at the PCA campus on Ennis Street while kids in grades 9-12 attended classes at WBU in a building off Jimmy Dean Avenue.

The move was not initially meant to be a curricular or a collegiate high school partnership, according to a news release shared

by WBU in August. It conveniently helped accommodate a growing student body.

Plainview Classical Academy worked with Wayland Baptist University to host high school classes on the university’s campus this year.

PCA grew this year from an enrollment of 265 students in 2024-25 to an estimated 330 students by the end of the 2025-26 school year. By the 2026-27 school year, enrollment is projected to increase to more than 420 students.

“Clearly there’s community interest and need,” Loeffler noted.

PCA has experienced increased enrollment at all grade levels with the largest classes at the middle school grade levels. It’s a remarkable milestone for a district that had about 50 students in grade levels K-12 about four years before.

Moving the high school to the university

campus not only provided more room for the district’s growing population, it also allowed the opportunity for high school students in upper-level sections to learn from some of the university’s professors.

The move was one among several changes for PCA in recent years. The district, which was established in 1987 as Plainview Christian Academy, joined the ResponsiveEd charter school network and transitioned to Plainview Classical Academy in 2023.

In May, PCA celebrated its first graduates that benefitted from the partnership between PCA and WBU.

“For the 50th anniversary of the Museum of the Llano Estacado, we’re trying to give a new perspective and shed a new light on that space,” said Dr. KayLyn Bean, director of museums for Wayland. “In the galleries, all the lights are off, and you can explore it using flashlights and lanterns and headlamps, and there are different things that are in the museum that will catch the light. We also have different activities along with that, and overall, it’s to try to make you slow down and explore it in a different way than what you’re used to.”

Bean said the idea was to feel like guests are in the museum after hours and seeing smaller details they may never have noticed in previous visits to the facility. The displays are several decades old but are rich in details still. Bean said a “seek and find” activity encourages visitors to find specific artifacts in each of the exhibits that helps focus on the regional heritage anew.

“There are little feet marks that are reflective with the natural elements from the area, so you have some turkey tracks, buffalo, wolf, horse and antelope footprints, and they kind of lead you through the experience as well,” she added. “We also have interpretive panels that are just for this exhibit as well that talk more about the museum itself and things you may not know about. One of them is about a secret door and entry points in the museum. So as you are going through the displays you can see those things as well. It’s kind of like a behind-the-scenes tour that you wouldn’t otherwise get.”

Bean said the museum is currently preparing to update the space and exhibits and are in the design phase now. The updates will include more interactive elements and more interpretation as well as upgrades to lighting and other things that need refreshing to a facility that is 50 years old. Grant funding has covered the design phase and more grants will be needed for the implementation, Bean noted.

“We’re just wanting to update what’s there, but then also adding interactive elements for the kids.

We want to make more permanent changes like in the blacksmith area, where guests would be able to play with different tools, identifying the tools and doing blacksmith tasks,” she said. “We typically try to do a craft or activity with all of our exhibitions, and we have a little Shrinky Dink station where they can color a scene from the Llano Estacado and we can either shrink them here or they can take them home to bake, and that’s been pretty popular with the kiddos.”

The Mabee, as it is known in short, also contains two other museums: the Jimmy Dean Museum honoring Plainview’s native son and his life story, and the Flying Queens Museum honoring the heritage of women’s basketball at Wayland.

The Jimmy Dean Museum was a constructed addition several years ago that includes a bronze statue of the former country singer-turnedsausage king, provided by Sara Lee, who owned the Jimmy Dean Sausage brand at the time. Dean’s Continued on Page 44

widow, Donna Dean Stevens, donated the funding for the construction and design of the museum as well as all of Jimmy’s memorabilia, resulting in a colorful track through the hometown legend’s life.

“There is memorabilia from his early life, all through his time in the Merchant Marines and then to his country career and sausage career,” Bean noted. “There are even some pieces from his personal art collection.”

Artifacts range from a piano signed by the many guests who frequented the Jimmy Dean Show that aired on television from 1963-66 to some of Jimmy’s intricately decorated concert outfits. There are interactive elements and a short film of his story to open the museum tour. Memorabilia from the Jimmy Dean Sausage company’s early years when it was housed in Plainview are also on display as well as Jimmy’s signature logo ring.

The Flying Queens Museum was opened in February 2023 at Wayland’s homecoming after an extensive fundraising campaign by the Hutcherson Flying Queens Foundation members and other former players. Besides funds, the Queens contributed many pieces of memorabilia from uniforms to programs and photographs detailing the history of the program that dates back to the early 1940s.

“We kept everything the same because not everyone had a chance to get here and see it originally, but then last November about 100 artifacts were switched out.

That way we can keep it fresh,” Bean said. “We keep things on rotation and want to show everything that’s been donated at some point, and we are still collecting for this museum. We want to make sure we get a little bit from each decade from uniforms to items that might have been thrown to the crowds, and things like that.

“In the galleries, all the lights are off...overall, it’s to try to make you slow down and explore it in a different way than what you’re used to.”

“We definitely couldn’t have made this happen without all Queens and their contributions, so that’s why it’s so important to us to keep moving the artifacts in and out to make sure everyone gets a chance to represent their contributions,” she added.

“We are desperately in need of more uniforms from each year, but that’s been difficult to get.”

Bean said the museum averages about 5,000 visitors a year, with about half attributed to special events in the space. Those can range from movie nights in the auditorium and special collaborative events with academic departments on the Wayland campus to things that are open to the general public.

Planning is already underway for the next year’s calendar.

“We’re working on doing special events with this exhibition. We’re going to have probably a more spooky event that’s aimed at college students and older, and then a more family-friendly event for younger audiences, but that’s still being hashed out,” she said.

Of course, regular tours from families, out-of-town guests, homeschool groups, summer kids’ programs and churches keep the museum hopping as well.

Bean said local school tours have slowed after COVID but there are still some that frequent the facility.

The museum also has an auditorium that seats around 100 with tables that make it perfect for lunch-and-learn workshops and is available to rent for a nominal fee for community groups. The facility has projectors and sound systems with microphones so it is versatile for the needs of visiting groups. Bean also noted that the entire museum can be rented for evening events, with some hallway space on the Jimmy Dean side that can accommodate food and drinks if there is not exhibit on display there.

The facility can also usually be opened outside of regular hours for special events with plenty of advance notice.

“We do pretty much everything for free: our admission is free, and the exhibition that’s happening right now is free, and the activity is free,” she said. “With the summer and everything being hot, this has been a nice cool thing for people and families to come and do while summer’s happening.”

The Mabee is open from Tuesday through Saturday from 10 a.m. to 4 p.m. from April 15 through November 15. In the fall and winter, the museum is not open on Saturdays, and the facility is closed on an Wayland holidays since personnel are all WBU employees.

Besides Bean, the staff include Zachary Davis as collections specialist; Kasey Porr as curator; and Nina Wyre, who serves a part-time digital media coordinator.

Museum director works to preserve history, find creative ways to connect community

K

ayLyn Bean did not set out to become a museum director.

She studied photography, built a career behind the camera and spent years working in Austin as a professional photographer, shooting everything from newborn portraits to weddings, school photos and sports.

But during her final semester at the University of North Texas, one class changed her direction.

“I realized I wanted to work with art and not necessarily be an artist myself,” Bean said.

Now, Bean serves as director of the Mabee Regional Heritage Center in Plainview, where she oversees spaces that preserve and interpret the stories of the Flying Queens, Jimmy Dean and the Llano Estacado.

Bean’s route to museum work was anything but direct. Born in Missouri to a family of scientists in 1991, she moved with her family to Tennessee as an infant and then to Texas when she was about 8. She grew up in

the Austin area, where she developed a love for art, culture and the outdoors.

“It was good,” she said of growing up in Austin.

“There was lots of fun things to do, like going camping in natural places, water, lots of places to go swimming. And then lots of live music and art KayLyn Bean and culture.”

With a mother who was a microbiologist, a father who worked with animals in research facilities and a younger sister who would later go into forensics, Bean went in a different direction.

At UNT, Bean majored in photography and expected that field to remain her future. Then, in 2013, she took a museum appreciation class that required visits to museums across the Dallas-Fort Worth area. A behindthe-scenes look at museum work helped clarify what she wanted.

“It was literally the last semester of my time there,” she said. “And then I realized, ‘Oh, I want to change my profession.’”

After graduation, Bean spent about six years working as a photographer while saving money for graduate school. She said the transition to museums became possible after she paid off her student loans and car and had the support of her husband, Robert Littlefield.

“I had a really supportive husband who pushed me to kind of follow my dreams there,” she said.

The couple moved to Lubbock, where Bean enrolled at Texas Tech University. There, she earned a master’s degree in heritage and museum sciences, pursued doctoral work in fine arts with a focus on museum studies and art administration, and completed a graduate certificate in art history.

Her first museum job came at the Museum of Texas Tech University, where she worked in the art department helping catalog works and prepare them for exhibitions. She also worked on a project with the

Andy Warhol Foundation, matting and framing prints by Terry Allen.

That experience expanded her understanding of museum work.

“I thought I would want to just work with collections,” Bean said. “And I realized from there that I really like admin and I really like the big picture of the museum and community engagement efforts and programs.”

Bean began at the Mabee Museum as an intern in 2021. After six months, she became digital media coordinator. In 2022, when the previous director moved away, Bean stepped into the top role.

Since then, she said, the museum has worked to deepen its ties both to Wayland Baptist University and the broader Plainview community.

“We’ve done a lot more with the university,” Bean said.

Departments now use museum spaces for class projects, events and research, she said. The museum also works with students through practicum opportunities. Beyond campus, Bean said the museum has created a community advisory committee to gather public feedback and has added a children’s area and craft space downstairs.

She said one of the most rewarding parts of museum work is watching visitors respond to exhibitions and programs after months of planning.

“I think it’s really rewarding to see people enjoying what you created or learning something new,” Bean said.

That philosophy shapes how she talks about the museum’s collections. Artifacts matter, she said, but their real value comes through interpretation.

“The artifacts themselves are really special, but until you tell their stories or have some type of interpretation or program to go with it, they’re just objects,” Bean said. “It’s that heritage, it’s that connection that people have to these pieces, that I really love in museum work.”

Of the museum’s areas, Bean said the Flying Queens Museum holds particular meaning for her because of its connection to women’s history.

“It’s not just about sports,” she said. “It’s about women’s opportunity.”

Bean pointed to Wayland’s role in offering

scholarships to women athletes in the 1950s and to the broader legacy of the Flying Queens in changing perceptions of women’s basketball.

Even with the demands of museum leadership, Bean still makes time for the interests that have long shaped her life. She enjoys camping, reading, traveling and a long list of crafts, including quilting, embroidery, punch needle and jewelry making.

“My hobby is hobbies, probably,” she said.

That curiosity, creativity and appreciation for story continue to guide her work.

For Bean, museums are not simply places to store objects. They are places where history becomes personal, where communities see themselves reflected and where stories that might otherwise be forgotten are given room to endure.

A roller coaster museum grows just outside Plainview

ights along one wall flicker and hum to life, illuminating half of a large room. The rest of the lights will be installed later, but what is there is enough to reveal a treasure trove of trains and signs from roller coasters and theme parks around the world.

A cart from the Texas Giant at Six Flags Over Texas sits next to one from Montezooma’s Revenge at Knott’s Berry Farm in California. Not far away resides a piece from Europa Park in Germany. Rows of boxes filled with ride schematics are tucked in the shadows between carts and along the walls, alongside wooden scale models of roller coasters.

Roller Coaster Museum and Archives would look unassuming if not for the giant spiral of track looping in front of it.

Hidden behind its closed doors is more than a century of amusement park history.

“We’ve got about 75 different ride-vehicles right now,” said Kris Rowberry, one of the 13 members of the museum’s board. “They run the gamut from as early as the early 1900’s all the way up to the latest ride which was retired in 2024.”

The idea for the museum began in the late ’70s with the organization American Coaster Enthusiasts.

One of the founding members, Richard Munch, dreamed of a museum dedicated to roller coasters.

“It was kind of sad because he was watching all these historic rides, they get bulldozed and then the new ride gets put up in its place,” Rowberry said. He explained that, before the museum, these rides would slowly fade away, living only in memories and photographs.

He sees it as their job to preserve that history.

Funded entirely by donations, the museum is a labor of love by people with a passion for roller coasters.

Rowberry explained that all 13 members of the board have worked in the industry in some way,

either as vendors, designers, magazine writers or ride painters.

Rowberry himself started out as a blogger in the San Francisco area before turning to documentaries.

Eventually, he was hired as a social media manager in the industry before transitioning into selling rides.

Dealing in everything from roller coasters to tower rides and kiddie rides, Rowberry described his job almost like selling cars but to amusement parks.

“So they might say ‘I want a ride that does this, this and this,’ and your salesman would say ‘okay, I’ve got this model here that can do that for you,’” Continued on Page 50 Rowberry said.

Unfortunately, there are no car lots for roller coasters, with most designs existing as schematics and computer simulations.

However, there is a trade show in Orlando every November where manufacturers meet and someone could theoretically buy a roller coaster if they had the money and interest.

Rowberry credits his father for getting him into roller coasters. “I hated rides, I thought they were the scariest things ever. Then in fourth grade over the summer, we went for our annual one-day trip there (Great America amusement park in California) and he said ‘you’re going to like this,’ sat me down on a ride, and it turns out I loved it.”

Looking at the vehicles in the museum, it is relatively easy to pick out the more jagged, metallic pieces from the past amongst their sleeker, newer grandchildren. In the past, roller coasters lacked many of the safety

“They had a brakeman who had to ride with you the entire time and make sure the brakes were correct. If he was too heavy on the brakes the ride would get stuck. If he was too light on the brakes he would crash,” Rowberry said.

Modern roller coasters can now reach speeds of 130 mph, and Rowberry said riders’ odds of being hurt are greater driving to the park than riding one.

Construction on the museum began in 2009 and has been slow. Funding for the project is entirely donationbased, meaning work on things such as lighting has to wait until the museum can afford to continue. Rowberry said the outside is mostly complete and

the museum’s focus has shifted inside, but didn’t give an estimate on when it might be open to the public.

Despite that, the museum has gained a following of roller coaster enthusiasts, including 18,000 followers on Facebook. They opened their doors briefly after the American Coaster Enthusiasts Spring Conference in Arlington and Oklahoma City in May, drawing 65 visitors.

“We know Plainview’s aware that there is something going on out there, but they’re not sure what,” Rowberry joked. “So, as we have more public preview events, we hope to spread that awareness about what we’re doing and hopefully garner some additional support needed to get the facility open to the public on a permanent basis.”

Marshalls keep Kenneth Wyatt’s legacy alive through art gallery in downtown Plainview

I

n his 90 years of life, Kenneth Wyatt is estimated to have created more than 9,000 pieces of art, many of them with a western theme.

His collective body of work includes paintings of horses, cowboys and romanticized scenes of the cowboy way of life.

He found beauty in that lifestyle, said Wyatt’s grandson, Jake Marshall.

“He had such a deep love of the cowboy,” Marshall said.

If you browse the Kenneth Wyatt Art Gallery in downtown Plainview, it’s hard to miss. The gallery reflects his tastes and includes his name, almost like a stamp of approval, forever immortalized in the signage above the entrance.

The gallery, located at 633 Broadway, opened its doors in 2023, about two years after the death of its namesake.

Seated at a table inside the carefully curated western art gallery, Jake and Elyse Marshall admit it’s been a wild ride.

After Wyatt’s death in 2021, his family chose to close his art galleries located across the Panhandle.

Jake and Elyse were newlyweds when the keys to Wyatt’s artistic empire were handed over to Jake.

They met about four months after Wyatt died and began a whirlwind romance that led to marriage after six months of seeing each other every day.

“God knew what He was doing,” Elyse said, and that seemed to trickle into other parts of life.

Together, they navigated both life as newlyweds and the setup of a new art gallery for Wyatt’s work, which came too easy to be a coincidence.

As they contemplated where to open a gallery, Plainview presented an opportunity to open both a gallery and a frame shop, Elyse noted. They both took a leap of faith. Elyse quit her job as a teacher for Plainview ISD and they dove into a lengthy project to reshape the building and figure out exactly what Kenneth Wyatt Art Gallery would be.

The gallery came together and they hosted a grand opening event in July 2023.

“It is beyond beautiful in here and beyond what I expected,” Elyse said. “And we still have grand ideas to keep growing and changing.”

As of June 2026, the gallery included works by five painters, four jewelers and one woodworker. The Marshalls estimate Wyatt’s work makes up about 75% of content at the gallery. Visitors will note other names, though, like Jill Marshall, Tyler Crowe or Rodney Watson, to name a few.

Even Jake has some pieces around the gallery.

The art is not just about the paintings or the jewelry or the sculptures on display. There are personal touches to just about every surface. Jill Marshall, Wyatt’s daughter, dressed the chandeliers with her own artistic flair. Several of the display tables came from Wyatt’s own house. The Marshalls pointed out an old church pew that belonged to Wyatt, who was also a preacher. It sits in the back corner of the gallery in a space that showcases some of his works. A few feet from it sits an easel Wyatt often used to paint.

“There’s meaning to everything in here,” Elyse said.

More important to Wyatt’s family, the gallery reflects his personal art philosophy.

“Kenneth’s whole concept of art really is part of the

description of this place. He always wanted art to be affordable and attainable to everyone because he said, ‘if you’re going to create it, people ought to be able to enjoy it,’” Jake said.

That’s the type of gallery they wanted to create. They wanted a place where anyone is welcome, whether you walk in off the street in a suit and tie or more casual wear. They wanted anyone to find pieces of art that better match their preferred price point and style.

While Wyatt’s art depicts western scenes, Jill Marshall’s showcases things like animals and churches.

Watson and Crow seem to lean into the western culture theme as well. If you really look, you might also find paintings of windmills created by Jake.

Wyatt was in his 40s when he really started leaning into his passion for creating art. His grandson began finding his way as an artist in his early 20s.

Jake was sitting with Wyatt watching him paint one day while on a break from college. As he watched his grandfather’s brush stroke the canvas, Jake remembers teasing him, saying he made it look so easy. Wyatt turned to Jake and challenged him to return the next morning.

“I showed up to his house the next day, 7:30,” Jake recalled. “He had two easels set up and two blank canvases. He walked me through a painting and when we were done, he looked at me and he said, ‘if you want to learn to paint, I’m not getting any younger.’”

It was a turning point for Jake, who left college to learn from his grandfather.

“And here we are,” he added, motioning around him.

He’s kept those paintings of identical bluebonnets close. One hangs in the frame shop down the street from the gallery. The frame shop is not open to the public.

Jake studied Wyatt’s art as he learned to craft his own and develop his own style. Taking a closer look at Wyatt’s body of work, Jake can identify when he created it based on the color palette. Jake tends to be drawn more to Wyatt’s more colorful works but one of his favorite pieces is a painting in a more muted tone, he noted.

Elyse feels she’s still developing her eye for art. While she loves her husband’s work, she’s not drawn to any specific style. Elyse said Wyatt saw potential in his grandson’s talents and so does she. One of the couple’s personal goals for each other is to get Jake to create art full-time.

Other goals, they say, are to expand to locations in New Mexico and to generally keep the gallery going here at the home base.

“Plainview’s been a great, great place to open a business,” Jake said. “I mean, I can’t say thank you to Plainview enough.”

Plainview native dedicates years of service to ‘Team Plainview, Hale County, Texas’

or the last seven decades, Phyllis (Dayton) Wall has continuously volunteered and dedicated years of service to her community.

A quote by Martin Luther King Jr. that states, “Everybody can be great, because anybody can serve” is a sentiment Wall showcases well.

She was born and raised in Plainview, where her parents and grandparents also made their homes over the years.

Wall has lived in the area for 69 years, but she hasn’t always resided in Plainview, as she spent two years in Lubbock with her husband, Clinton Wall, so he could finish a finance degree at Texas Tech.

“We got back to Plainview as soon as we could,” Wall said.

The 1973 Plainview High School graduate has shown her appreciation for the town that raised her by continuously engaging in groups and committees.

Her start in community volunteerism took place at school Parent-Teacher Associations with Wall following her children to each campus and grade becoming a Lifetime PTA member.

Her volunteer work then seeped into helping out First Baptist Church, which she has attended for 69 years.

“I was blessed to serve as children’s director at First Baptist Church and to teach some of the most amazing kids,” Wall said. “I led the Women’s Missionary Union at First Baptist, being one of the youngest leaders in the state of Texas.”

Her work within the community continued to blossom over the years with Wall also in a way following in the footsteps of Peggy Glasgow Wall, her mother-in-law. Wall said her motherin-law volunteered at the Plainview Chamber of Commerce, where Wall, at 21, joined the Women’s Division of the Chamber, as well as became a Red Coat, which Wall said had a similar role as today’s Chamber Ambassadors.

“I enjoyed learning from Leadership Plainview,” Wall said. “I serve on the Board of Directors and am currently the past president on the executive board of the Plainview Chamber.

I stepped in to revitalize the Hale County Historical Commission in 2020 and continue to enjoy the commission opportunities.”

Currently, Wall is also involved with The Sally Society at Wayland Baptist University, as well as the Plainview Area Foundation and sits on the Covenant Foundation Board.

For five years, Wall also worked with the Hale County Literacy Program. She also volunteered at the hospital, was a part of the Snack Pak 4 Kids start up team, and served as a PISD trustee.

She has served on various other boards and committees, including the Tax Increment Reinvestment Zone, the parks advisory, Main Street, the Zoning Board of Adjustment and the Planning and Zoning boards with the City of Plainview.

The Chamber Ambassador program was created to help current business and community leaders engage with new establishments and help welcome them to the community. Each year, ambassadors gain points by attending various events and activities with Perkins attending almost every ambassador function this year.

Perkins has served as an ambassador for a year and a half with this also being her third year on the Plainview Chamber General Board. Being a part of the Plainview Chamber Ambassador program has allowed Perkins the opportunity to meet many people in Plainview.

“Being an ambassador has allowed me to get to know people and their businesses first-hand and that is important for Plainview to have these businesses here,” Perkins said.

Perkins described an Ambassador of the Year winner as a person who devotes their time to meeting new and existing chamber members, as well as someone involved in chamber events, such as ribbon cutting and Business After Hours.

“I enjoy being an Ambassador and member of the chamber because I have the opportunity to meet new people as well as welcome new businesses as well as existing businesses,” Perkins said. “I always learn

Outside of her ambassador work, Perkins also enjoys line dancing weekly, as well as country and western dancing. When it comes to her job, Perkins’ resume boasts four decades of being on the same career path.

Perkins has spent 40 years in the world of banking with her start being at Hale County State Bank.

After working at Hale County State Bank for six years, Perkins moved to Lubbock in 1992 to work at American State Bank, which eventually became Prosperity Bank.

“When I first started 40 years ago I just needed a job for the summer before I went to college,” Perkins said.

“I had no idea that I would love it so much. I have seen a lot of changes over the years but I still love what I do. It’s not just a job to me because I enjoy working with people.”

For the majority of her life, Perkins has put down roots and resided in Plainview. She said she will continue to help her fellow community members for as long as she lives in Plainview and is able.

“I enjoy being an ambassador for the Plainview chamber,” Perkins said.

“Winning the 2025 Ambassador of the Year Award was such an honor to be recognized for just doing what I love to do. I love my Plainview people and once you live here you understand why you wouldn’t want to live anywhere else.”

Chamber recognizes Shayla Whalen as Woman of the Year

T

he Plainview Chamber of Commerce Banquet featured Shayla Whalen recognized as the Women of the Year.

“It was an honor because I know the people who have been named before me, and so just to be recognized with some of those people, it was an honor,” Whalen said. “I just want to keep volunteering and making Plainview a better place.”

Whalen said becoming Woman of the Year was never intentionally on her radar.

“I was just very surprised,” Whalen said. “It’s crazy because you’re involved in different things, you volunteer for different things, and you’re on different boards, and it’s something you have a passion for or something that you enjoy, but it’s not like having a goal of ‘Oh, I want to be Woman of the Year one day.’”

Tonya Keesee, Chamber of Commerce executive director, said each Woman of the Year nominee is selected by community members.

“We have as many as six men and six women nominated each year. So, to be selected out of a group of nominees that size is a huge compliment,” Keesee said. “A luncheon is held for past Men and Women of the Year who read over the nomination forms and secretly vote for their pick. Ballots are tallied, and winners are kept secret until the evening of the banquet, where they are announced and introduced.”

Over the years, Whalen’s volunteer work has ranged from her children’s schoolrelated booster clubs to the Plainview Debutante Board to being a volunteer at the now defunct Plainview Area United Way. She’s been a part of the Lions Club for over 30 years and is involved with the Plainview Education Foundation board, which she has been with since the group started. On and off for more than 30 years, Whalen has also been on the Compassionate Care Pregnancy Center Board.

Whalen’s career has continued at Prosperity Bank for 35 years, where she is a mortgage loan officer. At 19 years old, when Whalen was a Wayland Baptist University freshman, she started working at Prosperity Bank as a part-time teller. Whalen has continued to follow the banking career path to the present day.

“The longer I was here, then people started asking me to volunteer for this or that. I remember my boss at the time, her name was Nell, and she said, ‘Just because you’re in the banking realm, you’re going to be asked to volunteer for all kinds of different things and different boards. She said, ‘My advice to you is to always pick something you enjoy.’ So I really took that to heart.”

Whalen said she has always tried not to volunteer just for the sake of volunteering, but rather to seek out missions she is passionate about. Her desire to remain devoted to her community can be traced back to her father, Emmitt Tipton.

“He really set such a strong example as far as being community-minded, volunteering, and just that we’re all the same in God’s eyes and that nobody is better than anybody else,” Whalen said.

Whalen said her mother, Glenda Tipton, has also continued to be a role model for volunteer work.

“I would say both of my parents just have that kind of spirit and heart,” Whalen said.

Whalen said being recognized with Women of the Year has not changed her mentality of wanting to do more.

“When I run into people, and they’re like, ‘Congratulations on Woman of the Year!’ and all this, I just tell everybody the same thing – ‘I’m just Shayla.’ I mean, I’m just who I am,” Whalen said. “I wouldn’t say it’s really changed anything, as far as like, ‘Oh, I wanna do more.’ I just have the same mentality that if the Lord opens the door and I feel like it’s one that he wants me to walk through and to help with, then I’m ready.”

Vessels leads Flying Queens into next chapter

J

ordan Vessels was born into basketball.

Her mother was coaching in Dumas when Vessels was born. As Vessels tells it, her mother missed a basketball game to have her.

Before long, the gym became as familiar as home.

“I remember my playpen being set up in the gym,” Vessels said. “The only thing I knew was the gym, or if we were at home eating dinner real quick before we probably went back to the gym.”

That’s why Vessels’ first head coaching job feels less like a career turn and more like a full-circle moment.

In April 2025, Wayland Baptist University named Vessels the 15th head coach in Flying Queens history, placing her in charge of one of the most historic women’s basketball programs in the country. A foundational piece of women’s basketball history, the Flying Queens are known for national championships, full-ride scholarships before they were the norm, pioneering travel and a 131-game winning streak that remains one of the sport’s defining records.

By 2026, the Flying Queens had reached 1,800 wins, the most in women’s college basketball at any level.

Growing up in the area, Vessels was familiar with the Flying Queens’ legacy. She recalled traveling up and down Interstate 27 to watch the Queens, West Texas A&M and Texas Tech play. Even before starting

college, she became part of that history.

After moving to Canyon in seventh grade, Vessels played under coach Joe Lombard. Lombard, a member of the Women’s Basketball Hall of Fame, had a 1,379-133 record, won 87% of his games over 42 years and won 19 state championships with Canyon and Nazareth combined, according to The Eagle’s Tale.

Vessels was part of Canyon’s 2008 state championship team and helped the team go 34-2 in her senior year, reaching the Class 4A regional tournament and earning first-team all-district. She also was part of the team when Lombard earned his 1,000th win.

“To be able to be a part of that and be a part of the history of his legendary coaching career, even a small part, just to get to say, ‘Yeah, I was part of that thousandth win,’ is pretty special,” Vessels said.

In college, Vessels played for West Texas A&M, appearing in 126 career games, tied for ninth most in program history. During the 2013-14 season, she played in all 35 games and the team finished as the national runner-up.

Vessels also brings coaching and operations experience.

She spent one season as a graduate assistant at West Texas A&M while finishing her master’s degree.

In 2016, she took over as director of operations at UT Arlington, a position that forced her to grow quickly.

“I had to learn how to get in there and really handle a team,” Vessels said. “I was handling trips.

I was handling the budget. I was handling practice times and just kind of the whole behind-the-scenes operation side of things.”

After four years at UT Arlington, Vessels spent five seasons at Texas Tech, where the job carried personal meaning. She had grown up going to Lady Raider games, attending camps and watching players she considered idols. Returning to Texas Tech meant walking through the same tunnel as the women she had admired as a child.

When she was offered the chance to coach the Flying Queens, it was an opportunity she did not pass up.

“When you get that phone call and they say, ‘Hey, do you want to be the next head coach of the Flying Queens?’ you know the responsibility that you’re taking over,” Vessels said. “It’s a great responsibility, and I don’t take it lightly.”

Moving from assistant coach and operations director at Texas Tech to the person in the head coach’s chair was a change that took some getting used to.

“The biggest adjustment is just understanding how, as the head coach, you have to manage all of your people every single day,” Vessels said. “As a director of ops, as an assistant, you kind of have your group that you manage. But as the head coach, you have to make an effort to touch and check in on everybody in your program every single day.”

That approach has shaped how Vessels talks about leadership. Her office door is open. Her program, she says, is “players first,” with players at the forefront of everything she does.

Vessels inherited a program in transition. Her predecessor, Jason Cooper, left after four successful seasons in which the Flying Queens went 103-29. His final team finished 26-5 and reached the second round of the NAIA national tournament.

However, the roster Vessels took over was not the same veteran group that had powered Wayland’s recent run. The Flying Queens lost key players to graduation and transfers, returned only one starter and entered Vessels’ first season with a young team still learning to play together.

“We had a really young team,” Vessels said. “We meshed together and had some ups and downs, and then finished and have a really good core coming back.”

Vessels’ goal is for the Flying Queens to climb back into the top tier of the Sooner Athletic Conference. She said Wayland needs to be in the top three or four of the league, if not higher. The next step is returning to the national tournament.

“The one thing we’re missing in our historic history is an NAIA national championship,” Vessels said. “We’re not shying away from that. It’s a mission every day to work towards that.”

Vessels said one of the most important parts of the Flying Queens program is the support behind it from alumni, the administration, the city of Plainview and surrounding communities.

“The backing of the Flying Queen program from our alumni is huge,” Vessels said. “The Flying Queen program made an impact in their life, and they have given back and are making an impact in the future of the Flying Queens.”

That support, she said, is rare at the NAIA level.

“There’s not a lot of NAIA schools that have that backing,” Vessels said. “We’re one of the few, and we’re very fortunate to have that.”

In her first season, the program crossed another historic milestone with its 1,800th win. But Vessels did not treat that number as a finish line.

“Now we say, well, now we’re working on 1,900,” she said. “You only just keep on moving forward.”

Plainview’s storykeeper: McDonough finds calling in journalism, life of service

I

n 1976, Doug McDonough walked into the Plainview Daily Herald, back when 76 pairs of hands worked in the building. At the very beginning of his career, he was put on stories about groceries.

“My editor said, ‘go to the five and dimes and find out what you can buy for five and ten cents, compile all that stuff,” McDonough said with a smile.

More than 50 years later, McDonough walked through the Herald as he told stories and opened

drawers, pulling out black-and-white photos he took that were tucked away in forgotten corners, and naming each person in the pictures.

But McDonough never planned on a life in journalism.

As a Plainview High School student, he figured he might wind up working with his hands, like his father, grandfather and their brothers, who were building contractors, construction workers and carpenters.

When it came time to choose electives, he wanted woodworking and typing. But those classes filled up.

Journalism, he said, was the third choice he never thought he’d get. It was something he put down based on a friend’s recommendation.

“That’s how I ended up in journalism,” McDonough said. “I found my niche. I found my calling.”

For Plainview’s Chamber of Commerce Man of the Year, that calling became much more than a career.

McDonough helped tell the story of the town where he was born, raised and rooted. Along the way, he also built a life defined by service through Scouting, Lions Club, Meals on Wheels and a long list of civic commitments that made him one of the community’s most familiar faces.

“Simply put, if there’s been a need in this community, chances are he’s been quietly and faithfully serving without expectation of recognition,” Bill Cross, the 2024 man of the year, said before announcing McDonough as the 2025 man of the year at the Chamber’s annual banquet in March.

McDonough was born in Plainview in 1953 and grew up in a city he still describes with the affection of someone who has watched nearly every corner of it change.

He remembers neighborhood grocery stores before Walmart’s arrival, bus routes running through town, drive-in theaters and a busier downtown, even before Interstate 27 made its way to Plainview.

He also remembers the city through family stories that reach back even further.

McDonough said his mother was born and raised in Plainview, and his family’s ties to the area run deep. Over the years, that sense of place became one of the defining features of his life and work. He saw Plainview as more than his hometown. It was the community he spent decades documenting, interpreting and serving.

Long before he became a newspaperman, McDonough said Scouting helped shape his understanding of leadership and responsibility. He was active in Cub Scouts and Boy Scouts, earned the rank of Eagle Scout and later spent years giving back as a leader himself.

He described Scouting as a major influence on his life, one that helped turn what he described as a scared kid into someone who could lead and encourage others.

“You saw that you were a part of a larger group,” he said. “You learned life lessons.”

Those lessons stayed with him. McDonough said one of the most meaningful parts of his Scouting experience was later helping younger boys grow into leaders themselves. Even now, he said, former Cub Scouts now in their 30s will come up and greet him.

After graduating from Plainview High School in 1972, McDonough attended West Texas State University in Canyon, a school he chose over the busier Texas Tech because of its calmer feel.

He worked at the student newspaper, The Prairie, served in student government and spent time on the campus radio station, KWTS. In 1976, he was named WT man of the year.

His first job out of college was at the Childress Index, but it did not take long for him to come home.

A position opened at the Plainview Herald, and McDonough returned to the town that would remain

at the center of his personal and professional life.

He spent 42 years at the Herald, from 1976 until his retirement in 2017, with a few later return stints to help during staff transitions.

During that time, he covered some of the biggest stories that struck Plainview: from droughts to floods, tractorcades to fights about weather manipulation. He described the significance of the closure of Cargill, a major beef-packing plant that employed more than 2,000 Plainview residents and shut down with little warning, and the national attention it brought.

He also remembered reporting on efforts that helped shape the city’s future, including the push to bring the Walmart Distribution Center to Plainview and the routing of Interstate 27 near the city.

But for McDonough, journalism was never only about the biggest headlines. It was also about history.

“I loved going back into the archives...Finding nuggets, finding gems.”

He said some of his favorite work involved digging through old archives and bound newspaper volumes at the Herald to uncover forgotten stories and pieces of local history.

“I loved going back into the archives,” he said.

“Finding nuggets, finding gems.”

Outside the newsroom, McDonough’s record of service grew just as extensive.

He became involved in the Plainview Lions Club in 2013 after being invited to cover a meeting. Before long, he was deeply engaged in the organization, eventually serving in district leadership and continuing to support its work.

He also has served through Meals on Wheels, the Red Cross, parks advisory efforts, Big Brothers Big Sisters and nearly 30 years as a Hale County reserve sheriff’s deputy, among many other roles.

He traced everything back to a worn bronze coin given to him by his scoutmaster that he has carried for more than 60 years, with instructions to transfer it to his right pocket each day after his good turn was done.

“It’s based on service, to reaching out and making other people’s lives easier by doing what I can to do my part to serve others,” he said.

In Plainview, McDonough found his home and his calling. More than a resident, he spent a lifetime giving back.

Frisco Bakery’s legacy continues after more than six decades

S

ixty-three years ago, Onefre Hinojosa got the idea to open a bakery in Plainview.

Equipped with just family recipes and a vision to share them with the community, he opened a small shop — a one-room building — at 504 E. Fourth Street.

It started as a small operation and to some extent, it still is today.

However, there was once a time when Sandra Hinojosa’s late father would deliver bread on a bicycle. Seated at a booth in the dining area of the bakery, she reflects on just how far the place has come.

The bakery was a short walk from her house, Hinojosa recalled. She would walk there most days to help out or just to hang out and eat with her family.

The original location had just one table for dine-in customers, Hinojosa said.

A lot has changed since then.

Frisco Bakery relocated to 601 East Sixth Street where it’s been for at least four decades now.

Now situated on a corner at 601 East Sixth Street where it’s been for at least four decades, it’s under different management with a bigger menu and has become somewhat of a Plainview icon.

Hinojosa took the reins in about 2003, shortly after her dad died. She and her mom, also named Sandra Hinojosa, kept his legacy alive.

By then, the bakery was a lot more like it is now. If you drop by today, the bakery case stays full of colorful Mexican confections like cookies, cupcakes, marranitos (Mexican gingerbread pigs) and polvorones, to name a few. While those items seem to be a big draw for a revolving door of visitors each day the bakery is open, it’s the recipes cooked up in the building’s kitchens that really keep them coming back.

all just a few items the kitchen prepares to order each day.

“We added like breakfast plates and carne guisada and just kept adding more pastries, too, like different kinds of pastries,” Hinojosa said.

On a random Thursday afternoon in June, the sound of the door opening and closing never seemed to stop. It wasn’t the breakfast rush and it was after the traditional lunch hour. Hinojosa said the steady stream of customers stays that way daily.

What’s more remarkable is the personal greetings for many familiar faces.

A lot of hard work has gone in to bringing the bakery to its present popularity level.

Back when the staff was smaller, Hinojosa remembers her dad waking up at 2 a.m. every day to prep everything for the day ahead.

“He worked every day,” Hinojosa recalled.

The pace is still the same. The bakers comes in to start baking by 3 a.m. The rest of the staff follows a couple of hours later. The work never stops and the pace hardly slows down, Hinojosa said. Even on days off, the mind wanders to thoughts of the bakery.

Looking back at how she got here, Hinojosa says she never had a set plan for her life but she knew she couldn’t leave her mom to manage things alone. The idea felt wrong somehow.

For the Plainview native, working at the family’s bakery started simply as a fun way to pass the time. She spent her younger days working shifts at the bakery before going out with friends. She went to school but remained unsure of what she wanted to do or where she wanted to land.

The bakery, however, gave her purpose and lots of family time. When the time came to step into a management role, it seemed natural fit for Hinojosa and she blossomed. While she is manager of the bakery, her mom remains the owner.

Through the years, the pair has experimented a bit with the menu but ultimately, it remains largely the same as it was when the matriarch joined her husband.

“We try to change it up and they (customers) don’t want to change it up,” Hinojosa explained.

“They want their own usual items.”

Hinojosa doesn’t mind. Her vision for Frisco

Bakery has always been a place for familiar faces to gather. One of her favorite things is seeing customers return year after year and building connections with them and their younger generations. She especially cherishes customers’ stories of her dad from years ago.

Nowadays, Hinojosa encourages her mother to step away from the bakery and just enjoy life as much as she can. She insists on continuing to help her daughter, though. On Saturday mornings, especially, it’s a common sight to catch both of them in the kitchen stirring pots, kneading dough or preparing something tasty.

When they can, the third generation of Hinojosas, Hinojosa’s 19-year-old and 10-year-old daughters, drop in for their own shifts as well.

“It keeps going,” Hinojosa said. “The legacy keeps going from generation to generation.”

When she thinks of what it took to create a place that draws visitors each year from across Texas who pop in for a sweet confection, Hinojosa says she’s grateful for the recognition.

Asked about her hopes for the bakery within the next decade, Hinojosa says simply: “the same, but better.”

Panhandle Popcorn maintaining national, area presence

any things have changed since Glen Beard opened his popcorn company in 1942 in Plainview, not the least of which is the name. Today, Panhandle Popcorn is still family owned but has experienced growth and updates under the current owners.

Tullie and Valerie Struve and his sister, Shelli Lawson and her husband Leonard purchased Panhandle Popcorn from Jim and Cindy Mock in 2019. Natives of Olton who had farmed there together for 25-plus years, the Struves and Lawsons joined forces for the popcorn venture as well, though Tullie admitted it was quite a different world from farming.

“It’s been a great business for us. It was a big learning curve for a couple of guys who didn’t know anything about the popcorn business, but Jim was gracious to teach us what they knew,” said Tullie. “I feel like I finally have my feet under me after seven years, but there is always something to learn.”

Panhandle Popcorn has give regular year-round employees, with those numbers growing to 15-20 during their busiest season from September to December. In addition, Tullie’s daughter Adrian has been helping during the summers on her breaks from study at Oklahoma State University.

Valerie also jumps in for seasonal help though she usually helps on the family farm.

“Popcorn can be pretty seasonal, and I’ve tried to change that in the seven years we’ve

been here and grow the business so it’s not so dependent on those seasonal orders. I feel like we’ve accomplished that,” said Tullie. The business has added some large customers like Pak-A-Sak – Amarillo-based family owned convenience stores – and some other locally owned convenience stores through a distributor in Lubbock. These stores carry Panhandle Popcorn’s small flavored packages that are a staple in their retail storefront in Plainview but not available elsewhere.

The company’s large bags of buttered popcorn are sold in grocery stores in the area, including the United Supermarkets and Affiliated Food stores. When the gift-giving season begins to ramp up, that’s when Panhandle Popcorn kicks their private-label production arm into gear, producing around 11,000 tins for a corporate account that sells them in stores from coast to coast and through their magazine.

This year, Tullie says Panhandle Popcorn will be taking on another private-label tin account for the year. Besides those large accounts, the company has other banks and other businesses that order the filled popcorn tins for holiday gifts, so those are some busy weeks filling these orders.

“The private label has been our biggest customer until Affiliated Foods surpassed them, and they’ve been a customer for 48 years. It’s been a good relationship. Affiliated is grocery orders,

and they are our biggest customer by volume of sales,” Tullie explained. “That’s one of the biggest reasons we’ve been able to grow the business and do more in the summer months.”

On the wholesale side, Tullie said Panhandle Popcorn sells raw products like popcorn kernels in various size bags, popping oil and salts as well as bags and boxes for popped corn to different entities through their distributor. They also sell flavor packs – that include premeasured kernels, oil and salt – in various sizes to school booster clubs and banks that use larger poppers to distribute popcorn through lobbies or concession stands.

The retail store – inside Panhandle Popcorn’s facility on the I-27 frontage room just past Southwest Third Street – offers small and larger bags of the popular flavored popcorns, some of which are only offered in that venue.

“The percentage of our business through the retail side is really pretty small. But it’s a good addition to the business to have that presence, and it gives you a storefront to greet customers and meet people and do different things,” said Tullie. “We don’t sell all of those flavors to grocery stores or convenience stores, so what we do make we make a lot of those, especially during Christmas. We like that exposure in the store.”

The retail store includes all the flavor bags, poppers and concession supplies as well as the bags of flavored popcorn: caramel, cheese, kettle corn, jalapeno cheddar, dill pickle and some holiday flavors like chocolate caramel and chocolate peppermint. A customer favorite, Tullie noted, is the vanilla butter with pecans and almonds that uses a recipe Cindy Mock developed years ago.

“It’s difficult to make on a commercial level so we just offer it here as our calling card if you will. It’s one of the most popular for sure,” he said.

Since the Struves and Lawsons took ownership in

2019, Tullie said they have made several upgrades to the production side of the business to increase efficiency and production capabilities.

“We overhauled the popping room and are now running a gas-fired infrared popper which has increased our production and doubled the amount we can pop in a day,” said Tullie. “We’ve also done some automated packaging in the back, and that has helped us a lot with the private-label orders since it does the bags that go in the popcorn tins. We used to have people run the heat-sealers by hand, and now we can do it with the automated equipment and that has helped our efficiency quite a bit.”

Tullie said upgrades were also made in the kitchen, where new kettles and caramelizers no longer require those products to be created by hand over an open flame. The more automated system is safer and more efficient, he said, and it creates a more uniform and consistent product.

He noted that many Panhandle Popcorn employees are long-time workers, with many of the seasonal workers returning year after year. While he said the work is more physically demanding than some may realize, it is a popular workplace.

Panhandle Popcorn is a member of the Plainview Economic Development Corporation and the Plainview Chamber of Commerce. They love to support the community through work with booster clubs and a presence at the local Jimmy Dean Music Festival put on by the Lions Club.

“We love being part of the community and getting involved,” Tullie added.

HTeaO brews tea,

community connections in Plainview

P

lainview’s newest tea shop spent months introducing itself before it ever opened its doors.

Long before the first official drinks were poured at HTeaO, franchise owner Toni Johnson and her team were already making the rounds across town, delivering what they called “communi-tea drops” to schools, businesses, medical offices and other workplaces. By the time the store opened June 13, Plainview was ready.

“We have been so warmly welcomed,” Johnson said before opening. “The defining feature is the people.”

For Johnson, the store is the latest step in a career path that has taken her through several industries. Originally from Dumas and now living in Amarillo, she spent about 30 years in oil and gas before moving into homebuilding. After success building homes in Amarillo and Canyon, she decided to move into commercial development.

She had one project in mind.

Johnson said she had wanted to build an HTeaO since 2019, after getting to know the brand through a corporate location in Dumas. When a franchise opportunity in Plainview became available, she said the city felt like a natural fit.

Living in Dumas while raising children in sports had made Plainview familiar territory, she said.

More than that, she said, the city reminded her of home.

“It just feels very comfortable being here,” Johnson said.

That sense of connection shaped the store’s approach before opening day. Johnson and general manager Michelle spent about two months visiting businesses and community sites, handing out tea and introducing themselves. In April and May alone, Johnson said, they gave away 1,500 mini gallons.

Johnson said the outreach was meant to do more than advertise. It was designed to build relationships and create excitement ahead of the opening.

“It’s really gotten everyone excited before the big grand opening,” she said.

The buzz translated into early interest from job seekers as well. Johnson said the store received hundreds of applications, including from Plainview and surrounding communities.

When HTeaO finally opened, the community showed up.

“It’s been wild and crazy and chaotic, as you would imagine,” Johnson said a week after opening. “It went beyond what I was hoping for.”

The store’s early success was not limited to tea. Johnson said customers quickly embraced refreshers, coffee, snacks, apparel and other items throughout the shop.

What was expected to be about 10 days’ worth of opening inventory lasted only three days, she said, forcing the store to reorder almost immediately.

Johnson described that demand as a blessing, and she said support has come not only from Plainview residents but also from nearby communities including Hale Center, Olton and Kress, as well as travelers passing through town.

Some customers, she said, have told staff they are glad to have a closer option.

“We’ve gotten a lot of that,” Johnson said. “They’ve come in and said, ‘We don’t have to go to Lubbock anymore.’”

HTeaO is no stranger to West Texas. Started in Amarillo in 2009, the brand has a dozen locations between Lubbock and Amarillo, and 150 locations across 14 states, according to their website; reaching from Texas to Arizona, north Colorado and Florida.

By the end of 2026, they hope to turn that number into 190.

The store’s appeal appears to stretch across the day. Johnson said morning, lunch, happy hour and evening all bring in customers. Families stop by for drinks and treats.

First responders come in for free tea. Regular promotions, including a daily happy hour from 2 to 4 p.m., have helped keep traffic steady.

HTeaO may be best known for its tea, but Johnson said the Plainview store offers a much broader menu than some customers may expect.

In addition to 27 flavors of brewed-in-house tea, customers can order refreshers, hot and iced coffee drinks and customizable lattes. Johnson said drinks can be tailored in a variety of ways,

with options such as flavored combinations, cold foam, whipped cream, chocolate drizzle and energy boosts. Customers can also buy tea in several sizes, from cups to gallons and mini gallons.

Beyond drinks, the store also carries a range of snacks and baked goods, giving customers options for a quick treat or take-home purchase. Johnson said the shop stocks sweet, salty, chocolatey and crunchy snacks, along with baked items delivered fresh each week. The store also sells ice, bottled water, five-gallon water jugs and branded apparel, making it more than just a stop for a cup of tea.

Just as important to Johnson is the role the business is playing as an employer. She said the store has hired 23 people, including young workers in their first jobs.

Like any new business, there have been small stumbles, she said, but nothing unexpected.

“They’ve quickly recovered,” Johnson said of her staff. “I wouldn’t even say it was an issue, just learning.”

That hands-on, personal approach is part of what Johnson said she hopes sets the store apart.

As a franchise owner, she said she plans to stay directly involved in the business and its day-today operation.

For now, though, the strongest sign of the store’s place in Plainview may be the one Johnson noticed before the doors even opened: residents who were already acting as if the shop belonged here.

“We’ve been waiting for you,” customers told her during those early community visits.

Ollie Liner Center has served Hale County for decades

or 34 years, Ollie Liner was a Hale County Agrilife Extension agent.

The Oklahoma native grew up on a farm in Lubbock County and built his career sharing education about all things agriculture.

Liner was an invaluable asset to Hale County during his tenure with the AgriLife Extension office.

The Ollie Liner Center hosts many events in Plainview.

He did everything from working with kids to training assistant agents and people who would one day follow in footsteps.

Recognized as Mr. County Agent across the state, it seemed fitting that when the time came to change the name of Hale County’s multipurpose event center in 1988, it was named after Ollie Liner.

Located along the southern Plainview city limits at 2000 S. Columbia, it remains steadily active.

While the option for venues in Plainview has expanded considerably, particularly in the past year, the Ollie Liner Center remains a popular spot to host events.

The facilities include a 5,000 square foot arena with stands that can accommodate up to 450 people. It’s also got two barns attached on either side, a kitchen and a meeting room. Conveniently, the parking lot can accommodate RV hookups as well.

Today, the Ollie Liner Center hosts a variety of events, most notably the Runningwater Draw Arts and Crafts Festival, the Hale County Stock Show, Parade of Breeds and Breakfast With

Santa. Each event draws hundreds to Plainview each year. There are many others.

The barn was dismantled and moved to the current location in the 1940s, according to Herald archives. It was originally used as a hangar for the United States Army Air Corp bombers during World War II before it was moved to Plainview and use by Consolidated Gas & Equipment Co. of America.

the county acquired it in 1963, according to Doug McDonough, a local historian and former Plainview Herald editor.

Purchased in 1963, the building was later remodeled in 1987 ahead of its dedication in honor of its namesake.

Hale County officials continue to manage the building, which has experienced its share of wear and tear through time. Most recently, the county opted to upgrade its speaker system, an upgrade that cost an estimated $14,000.

Historic designation shines light on forgotten Seth Ward Cemetery

A

handful of broken grave markers weathered by time sit in a field about a quarter mile north from where Lancaster Street meets County Road 65.

The pieces are the only remaining remnants of a cemetery believed to date back to 1909.

In late October 2025, the Hale County Historical Commission partnered with landowners, Alex and Isabel Montiel, to unveil a new Historic Texas Cemetery marker with signage at the site of Seth Ward Cemetery. The cemetery was also added to the Texas Historical Cemetery list.

The Seth Ward Cemetery is located two miles north of Seth Ward, according to Kim Horne, marker chair for the Hale County Historical Commission. For more than 115 years, few knew the cemetery existed.

Carthel learned of the cemetery’s existence a few decades ago. He’d heard a rumor that piqued his interest and prompted him to dedicate time to research the truth. Carthel and the Hale County surveyor at the time, Carl Joe Williams, looked back at property records and burial records and learned the estimated boundaries of the cemetery and how many people are estimated to be

Records indicate the cemetery was initially known as Central Plains Cemetery before it was renamed to Seth Ward Cemetery.

According to information shared by the Hale County Historical Commission, historical records suggest a link between the cemetery and Central Plains College and Conservatory of Music, which was later known as Seth Ward College. The boys’ dormitory burned in 1914 and the college’s main building and the girls’ dormitory burned two years later. After that, the college closed. Victims of those fires are believed to be among the people buried at Seth Ward Cemetery.
