Know the Signs of Stroke: Acting in Time Can Save a Life

Youwork hard to help keep yourself and your loved ones healthy. To help, the National Institute of Neurological Disorders and Stroke (NINDS) reminds everyone that stroke is a leading cause of death and disability in the United States. About 800,000 people in the country have a stroke each year. The good news is, when treated quickly, survival is possible and damage can be greatly reduced. That’s why understanding your risk for stroke, knowing signs of stroke, and acting in time are critical and can make all the difference for you or someone you care for. If you have a greater chance of stroke, there are also steps you can take now to help prevent one.

What is Stroke?

There are two major types of stroke. One, called a hemorrhagic stroke, occurs when a brain blood vessel breaks and blood escapes into or around the brain. The other, called an ischemic stroke, or “brain attack,” occurs when blood flow to the brain is interrupted. When this happens, brain cells stop getting the oxygen and nutrients they need.

Risk Factors for Stroke

Anyone can have a stroke, but some people are at greater risk than others.

• Conditions:

• Previous Stroke or Transient Ischemic Attack

• High Blood Pressure

• High Cholesterol

• Heart Disease

• Diabetes

• Sickle Cell Disease

• Use Of Anti-Clotting Medications

• Certain Cancers

• Behaviors:

• Unhealthy Diet

• Physical Inactivity

• Obesity

• Excess Alcohol

• Tobacco Use

• Stimulant Drug Use

• Neck Injury

• Individual Characteristics:

• Being over the age of 55

• More common in women than men

• Blacks, Hispanics, American Indians, and Alaska Natives are at higher risk

Signs of Stroke

The symptoms of stroke usually happen quickly and include one or more of the following:

• Sudden NUMBNESS or weakness of face, arm, or leg, especially on one side of the body

• Sudden CONFUSION, trouble speaking, or understanding speech

• Sudden TROUBLE SEEING in one or both eyes

• Sudden TROUBLE WALKING, dizziness, or loss of balance or coordination

• Sudden SEVERE HEADACHE with no known cause

Act in Time: Call 911 Right Away

Stroke is a medical emergency. If you believe you are having a stroke—or if you think someone you know is having a stroke—call 911 immediately. Do not wait for the symptoms to improve or worsen. Making the decision to call for medical help right away can save a life or mean avoiding a lifelong disability.

Ways to Help Prevent Stroke

You can help prevent stroke by making healthy choices and controlling any health problems you may have.

• Manage any health problems you may have, especially high blood pressure, but also diabetes, high cholesterol, and obesity to lower your risk for stroke.

• Eat a healthy diet with plenty of fresh fruits and vegetables.

• Exercise regularly—about 30 minutes a day, 5 days a week.

• Avoid drinking too much alcohol.

• If you smoke, take steps to quit. If you’d like some help with quitting, call 1-800-QUIT-NOW (1-800-784-8669) or 1-855-DÉJELO-YA (1-855335-3569) for free resources and support.

Motorcycle Safety Awareness Revs Up

Withthe onset of spring and summer weather, peak motorcycle riding season is underway across the United States. May is Motorcycle Safety Awareness Month, and the Motorcycle Safety Foundation (MSF) is promoting the “Expect Us, See Us,” slogan to alert motorists to the increased presence of motorcycles. Motorcycle-related traffic fatalities, along with all other types of traffic fatalities, increased dramatically from 2020 to 2021, according to the most recent data from the National Highway Traffic Safety Administration.

“The NHTSA data may be from 2021, but distraction, speeding, and driving or riding while under the influence continue to be problems today,” says Rob Gladden, vice president of training operations for MSF.

“However, these are all things we can change,” Gladden adds. “May is Motorcycle Safety Awareness Month and we want to call attention to how smart, attentive driving and riding behaviors can save lives.”

The MSF offers the following safety tips for drivers and for motorcyclists to help reduce accidents and fatalities and to keep everyone safe on the road.

Tips for car and truck drivers:

-Look out for motorcyclists. Car and truck blind spot detectors aren’t perfect. During the spring and summer months, expect that you will share the road with motorcycles and scooters. Use your eyes and mirrors.

-Stay focused. Put down the phone while driving, and don’t be distracted by passengers, pets, or other in-vehicle activity.

-Use turn signals. Many drivers fail to signal when changing lanes. Signaling alerts motorcyclists as well as other drivers.

Beware the Hidden Power of TikTok

(By S. Phillips) - The era of digital geopolitical competition has arrived, and the widespread use of personal electronic devices, digital platforms, and communication infrastructure creates opportunities for citizens and countries alike to reach large segments of populations within seconds.

However, the global digital reach is not always benign. Since 2018, the video platform TikTok has provided the People’s Republic of China (PRC) with an unprecedented opportunity for access into the United States and our allies and partners.

Unfortunately, TikTok is likely the tip of the iceberg, according to experts at the Special Competitive Studies Project (SCSP), a bipartisan nonprofit organization.

TikTok presents a unique challenge for policymakers because of its origin in the PRC, its complex corporate governance leadership and oversight, and its ties to the Chinese Communist Party (CCP).

National security concerns related to TikTok include:

CCP Control and Corporate Governance: TikTok’s corporate relationship to its China-based parent company, Bytedance, remains murky. As a PRCbased firm, Bytedance is ultimately subject to the rules and regulations of the CCP.

Data Security & Privacy: Despite denials that TikTok’s PRC-based developers can access TikTok’s U.S. user data, several instances have been reported of non-public U.S.-based user data being accessed by PRC-based engineers.

Malign Influence: The Federal Bureau of Investigation (FBI) has warned that

TikTok could be used by CCP authorities to execute influence operations, including the ability to influence potentially high-impact and senior U.S. Government officials.

Other societal and health concerns are associated with the platform as well, including polarization, addiction, and psychological well-being.

Other platforms that could pose similar challenges, particularly with respect to data harvesting, data exploitation, and potentially covert influence include WeChat (social media), Shein (fast fashion e-commerce), Temu (discount shopping), Capcut (video editing) and Tencent (gaming).

According to the SCSP, there are steps the U.S. government could consider mitigating the security risks associated with TikTok and similar platforms.

The most comprehensive solution to TikTok, and similar challenges for that matter, would be federal legislation. State level bans also could decrease the platform’s user base among state employees and contractors, although enforcement is unlikely.

A long-term and sustainable solution is a systemic approach to all foreign digital platforms from countries of concern. Such a solution would need to address current challenges in the e-commerce and social media domains, as well as prospective risks. Strategies include the adoption of comprehensive federal data privacy laws.

No matter how the United States deals with TikTok in the near-term, the risks extend beyond TikTok alone, and so must the solutions, according to the SCSP.
