Investments vs Politics We are about to cross the border into 2019 and you can notice that in many ways. Among others, with another year of big political activity ahead with the arrival of municipal elections for councils, there is even greater interest in showing everything that has been worked on and achieved and even more effort to show what will come depending on the colour of the ballot selected. Everything is about rightness in the world, this too. Perhaps what will most exhaust citizens will be maintaining the election fever over a fortnight. But we can forgive that fortnight. Now we are immersed in the regional elections. Valle del Guadiaro, due to its terrain, location and infrastructures is one of the locations that needs the greatest investment, care and maintenance. It is true that quite a few initiatives reach the area, over the last four years it has probably received almost twice
El Periódico de Sotogrande
the number as during the previous mandate. And the voters too must demand that. Not as a simple thanks, but rather as a line that we must not cross back over. It is also true that everything is seen through the perspective of acting good and how well work is presented when the elections approach, and even more so in adulation and praise; but the voters and the voice of citizens should put pressure on to rectify other matters that have been avoided, without being solved. That is to say, add up what has been fulfilled and demand and request the rest. The latter is more relevant (penalising or praising), as the former is simply the obligation of the public representatives that we vote for and whose salary we are happy to pay if they fulfil what is established. The zone needs to have better public transport connections (in a convenient, fast and orderly
way), with other points of Campo de Gibraltar and the Costa del Sol. If Valle del Guadiaro maintains a close relationship with the tourist sector, it should not just do so, it must appear to do so too. Landscaped areas that are tidy, spacious car parks, walking paths, more recreational and sporting spaces. Everything helps to ensure that visitors do not need to leave this area to cover all of their needs. Recurring problems such as the fishermen´s street in Torreguadiaro, resolving the problem of the TG-22; investing in training and the professionalization of the golf sector in the area to help revenue in an industry of great local importance... and we could go on but there is no rush, there is a while to go until the Municipal elections. Meanwhile, get your letter written to the Three Wise Men, Christmas is coming and there is time for everything. And on 2 December, regional elections.

Have the political campaigns
already begun?
Ahead of us (lively from the 2nd of December), we have a very political year with dates highlighted on the electoral calendar for Spaniards, especially Andalusians. As a prelude, next Sunday (2nd) it is back to the gym, to get back into the way of practising the right to vote and indicating, at the ballot, our intentions for the future of our region with the Regional Elections for the Andalusian Parliament. Polls and surveys point to things barely shifting in the San Telmo seat. However, if we know something about surveys it is that they are made to be wrong, and there have been numerous cases where events have shifted at the last minute within the party. But it is still illogical that four decades later, in Andalusia, despite seeing two former presidents of the Board parading through the courts and numerous scandals of the administration, the sign remains unchanged. But narrowing the circle and the kilometres down, delimiting it to our most immediate environment, we see that the different gestures and winks ahead of the upcoming municipal elections (planned for May), are beginning to occur one after another in Campo de Gibraltar. I invite you to review the detailed Report that we have published in this edition of the newspaper in order to discover the news, investments and work planned for Valle del Guadiaro next year. This is
something to applaud, but we could also create the same report with issues to still be resolved that lack a response and that have been avoided without solving problems that are faced each day by residents in the area. I can bet something, and I am certain not to lose, that the columns for “have done” and “must do” are practically level, or that even the one for pending matters would win. But we always try to contribute. Ahead we have a few intense months of political propaganda where undoubtedly, each option will present their bombastic arguments. And of course, the current government team will display and exhibit its achievements. That is where residents and voters must be aware of not only assessing what they are shown, but rather remembering and reclaiming the promises, so fragile in glass jars due to how easily they are broken and forgotten (all the electoral initiatives of four years ago), that were lost along the hard road of the legislature. If we see something in national and European politics it is that the time of the large majorities has now given way to
period of consensus, understanding and agreements. Let´s see what happens. It is also important to know what the impact will be of the unfortunate incident (clearly personal) between the mayors of Los Barrios and San Roque, with the latter named a “persona non grata” in the former municipality. Stupidity to one side, we hope that gesture will have no impact other than appearing in the media and that it does not harm institutional and commercial relations that the two towns need to have, and more so when the two have important business parks and great economic development, which is interlinked in many cases. How many more times will it be necessary to remind the political class that the interests that count are those of the citizens? Meanwhile, at Grupo HCP we continue to work to foresee the new times and bring you information with the most innovative channels. In a few weeks, we will have major releases, both digitally and in the regular publications. I assure you that you will be surprised and delighted. At the same time, we are immersed in the preparation of our 10th Sotogrande Business Forum which will take place before Christmas. Remain attentive and thanks for trusting in us. I wish to remind you that you can inform me of any issues of interest, either directly or through @JLGarciaSG.

Andalusia will surpass 30 million tourists this year The Regional Government of Andalucía states during the celebration of the World Travel Market that British tourism accounts for 24% of the international market, undoubtedly, one of the most loyal markets to Sotogrande for decades
A strong presence of the tourism image at a regional level (Regional Government of Andalucía), as well as locally (through the Provincial Council of Cadiz, also in attendance at the event), displayed the attributes and attractions of the area during the celebration of the World Travel Market (WTM) fair in London.
An event where, the Regional Government of Andalucía, through its president Susana Díaz, announced that the region will end the 2018 financial year with the best results in its history, by surpassing its own record and attaining, for the first time, a figure of 30 million tourists, thanks to the “sustainable”
growth of both the national market (1.5% more) and the international market (0.4% more). Díaz emphasized that, with this data, Andalusia receives a number of visitors equivalent to 3.5 times its own population, “hence the value of welcoming them with a high quality product”. The president outlined that the
number of visitors “made it possible to increase revenue and also increase employment, by 4.2%, surpassing 402,800 occupied positions”. She stated that tourism constitutes a “driving force” because “13% of the wealth of Andalusia is linked to tourism”. British Market
Another of the points to highlight at the World Travel Market for Andalusia is that, according to data from different institutions and entities, 24% of foreign tourism in Andalusia is British, which represents almost 10% of the total. It is worth highlighting that for decades it has been one of the most classic traditional, most regular and most loyal markets to Sotogrande, both in terms of one-off tourism, as well as its potential for residents and the buyers of properties and homes in the resort. The president stated that the community has managed to maintain “strong and historic figures” in this market, despite the “uncertainties” posed, on one hand by Brexit, and on the other, by the emergence of new destinations in the Mediterranean. The average stay of British tourists is 9.6 days; the average daily spend is 70.75 Euros, and the assessment of the Andalusia destination by tourists is 8.4 out of 10.

Key role of luxury housing grows on residential market Homes with four or more bedrooms and bathrooms is the main type and normally these types of properties have a figure of close to 30%. The luxury property market continues in great form. Based on the analysis and data provided by one of the main property sites on the national digital platform, the first conclusion is a slight increase (according to records provided by Pisos.com). Thus, 2.36% of second-hand properties currently announced on the site have a sale price of over one million Euros. This percentage surpasses the record in 2017 (2.22%), 2016 (1.92%) and in 2015 (1.62%).
On the other hand, the price of standard housing increased. Average high-standing properties (very generally speaking) have gone from costing 1,972,194 Euros last year to 2,165,754 Euros at present, which amounts to an increase of 9.81%. However, the average price per metre square of a luxury property in Spain is 3,897 Euros, which is a drop of -16, 17% in relation to 2017, when this figure reached 4,649 Euros per square metre. In 2016,
the price per surface unit was 5,556 Euros per square metre, and in 2015 it was 4,606 Euros. The most common type of property among the luxury range available in Spain is homes (29.54%), followed by chalets (27.84%) and flats (17.42%). The standard home has four or more bedrooms and four or more bathrooms, as well as a lounge and kitchen. 62.77% of properties costing more than one million Euros have a pool, and
64.64% have a garage. Likewise, 51.60% have air conditioning and 55.59% have heating. 45.65% of these properties are in good condition, while 4.67% need a renovation. According to the director of this site, Ferran Font, “although high standing property is found throughout Spain, certain local markets have most of the range and the most significant operations”, including Madrid, the Costa del Sol and Sotogrande.
The spokesperson pointed out that “national clients play an important role, but it is true that as prices rise and the barrier of two million is surpassed, national buyers fall away in favour of foreign fortunes”. With regard to international demand, the expert admits that “Latin American clients are really catching up in terms of large capital, while European clients continue to beat records on the coast”.

The campaign, beginning on Monday 5 November, will last until midway through December and consists of a series of talks given by agents of the Social Police throughout the municipality. The head of the Social Police, Antonio Martín Delgado, stated that “we have focused on the group of elderly people where a series of talks will be given.
Today, your problem has Mediation Paraphrasing and Reformulation in Mediation Paraphrasing is repeating what someone tells us by using other words and clarifying the message from a more didactic perspective. Mediators use paraphrasing in order to gradually stimulate participants and collect information. We use synonyms, change the voice of verbs, the structure of the phrase, we shorten paragraphs, etc. This is also good in order to create confidence and help the parties to express themselves better. The technique of Paraphrasing is often used in combination with that of Reformulation, which is mainly used to help the parties to reappraise the conflict situation. We know that most blocks are generated when we speak to the other from a different Attractor Structure to that that is “tuning” the person with the problem in question. For the mediator, reformulating consists of repeating what we have been told by translating what the person says from their structure of Attractors to the structure of the other party. It is like putting up a mirror so that the person sees themselves in the position of the other person. Diagnosis, Translation and Reinforcement are the tempos that frame these two techniques through the phases of the Mediation process.

Mortgage Vaudeville The comings and goings about who would end up paying Stamp Duty in the case of mortgage loans could be classed as vaudeville, in terms of its frivolity, levity, intrigue and misunderstanding. Unfortunately, this was not variety theatre but rather the harsh reality of our politics and our institutions. The latter offered a sad spectacle, beginning with the Supreme Court, which acted in a regrettable way, precisely in the opposite way of what its main mission should be: legal security, balance and good sense. Ultimately, citizens, particularly economic agents and investors, were left with the impression that in Spain the law does not protect citizens, rather, it is a pendulum that first swings one way and then another. Nor did the legislators fulfil their role, given that everything indicates that the rules they established were open to contradictory interpretations. The third power, the Executive, revealed that demagogy and populism are not limited to the radical left of Podemos. Indeed, it was embarrassing to see the haste of Pedro Sánchez´s Government to enter the limelight and clarify that everything would resolved with a decree in order for “the banks to pay and never the citizens again”.
Of course, it isn´t true. Nobody can assume that if a tax is applied to companies it will not have consequences. On the contrary, the logical thing is for it to end up being passed on to citizens according to different variables, especially the degree of competence of the sector. As I stated previously, it was not a fun vaudeville show but rather the sad real world. However, just like in romantic comedies, it did in a certain sense have a happy ending. Not because citizens are not going to pay more
tax, which they will continue to pay, in one way or another, but rather because the confusion was cleared up, for the moment, and uncertainty was left behind, although with notable institutional damage. One key character in the drama also breathed easy, one that had been half-hidden. The character who would have most suffered if the retroactivity of the payment of the tax to the bank had been imposed: autonomous communities.

On the occasion of this report, we spoke to the delegated mayor for Valle del Guadiaro, Óscar Ledesma, who is heading into the final stage of his mandate before the municipal elections, and finding out what the main issues will be, beyond investments, that are of concern and affect the area. “We are very satisfied with the approval, at last, of the agreement with Arcgisa for lowering the prices of water and waste bills” as approved by the Provincial Board at its last plenum. It is also worth highlighting the discount on Property Tax, established at 0.40, which is the minimum established”, highlighted the councillor about the local tax deduction. He also wanted to assess “the different employment plans implemented by this government team”; as well as the good collaboration on training that the Council has with local companies, as is the case with Sotogrande S.A. “With regard to the employment plans, the figure of 637 jobs awarded in this legislature by the Council through different programs has already been attained. This is an important figure, to which it is necessary to add the plans of the Regional Government of Andalusia which will provide another 150 jobs”, which is important to consider. He outlined, like all of the Province, his concern about the issue of drug trafficking and added his alarm over the Main Command Unit of the Civil Guard in Guadiaro, with the possibility that it will gradually lose members and agents and end up operating, with the risk of disappearing. “On our behalf, there is no intention of this, on the contrary, we will fight as much as possible to prevent it”. He announced the programming on different events such as children´s fairs, concerts and festivals to be revamped ahead of next summer, with work already stated, especially on a very appealing plan for the summer season, full of activities, plans and projects.

It is notable that there will be projects that still need to be completed due to issues in the tender and that will not get the go-ahead before the elections. However, undoubtedly a figure to highlight at the moment is that there are simultaneously 20 works being implemented and lots more to come. It is also worth mentioning that throughout the mandate these investments and projects have not diminished how-
de la Iglesia, somewhat damaged and eroded by the wind, especially. However, with this tower, it has still not been decided or ruled out if it will be turned into a space for exhibitions, presentations or something linked to the sea in the form of a museum. On the other hand, despite the fact that the tender for the multipurpose building was not awarded (in the aware of the former barracks), this situation makes it possible to establish a modification to create a car park which did not appear in the initial approach and this would help solve a significant demand of the neighbourhood. Also worth mentioning, yet again, is the application for the second phase of the marine promenade in Torreguadiaro by the government team to the Central Executive, taking into account the environmental and bureaucratic problems the project has had for years. This situation, linked to the Environment and Coasts departments, also significantly hinders the option of improving the condition of the fishermen´s street, which becomes a mire with the first rains each season.
ever they will undoubtedly increase during this year. New additions in Torreguadiaro One of the most ambitious projects that will get the green light in coming weeks will be the continuation of Torreguadiaro boulevard with its extension to practically the entire neighbourhood. It will connect from the roundabout at the entrance to the area of the petrol station and Montilla practically up to the Silver Mile and
Cala Sardina. This area will not be completely finished, with dividing walls, planters and other items, but a small footpath will be fitted that will provide convenient movement. The process of changing lights to LED is another of the advances being implemented throughout the municipality, also in Torreguadiaro. The budget for next year also includes a water park, for the little ones, which will be located between the children´s park
(boat) and the sports centre next to the beach. It will have different items that will provide games and fun for children in summer with buckets and themed water activities. It is also worth highlighting, ahead of summer, the creation of a kiosk-bar and a water zone on Torreguadiaro beach, next to Sotogrande Marina. After carrying out the renovation of the Watch Tower next to the beach, in days, work will also begin on the one located on Calle
San Enrique, being improved One of the big problems in the neighbourhood in relation to investments and new spaces is the lack, at present, of municipal land. The government team states that it is working on the matter but it is not a simple matter in the shortterm. It is worth highlighting the new dressing rooms at the football pitch, whose construction work will finish in less than three weeks, and there are also plans to install a multipurpose sports court in the neighbourhood and a zip line (a real success, of the first to be installed in the area). There is also work on trying to join the road going from Sotogrande, next to the river, in order to extend this trail which is used a lot by residents in the area. There is also a plan to revamp all the lighting in the neighbourhood. Pueblo Nuevo, space for entrepreneurs The business incubator is practically complete, the tender may possi-

bly go out at the start of the year, with the option of helping new entrepreneurs; in order to boost and support the entrepreneurial character of Pueblo Nuevo. There is also a tender out for improvements to the avenue that links Calle San Francisco with the other side of the motorway (that is to say, the connection, between the service roads). It would consist of paving, with flyovers and the relevant lighting. At least, it will be in better condition than at present, and enable better traffic between both roads. This is not an easy action at all which involves establishing agreements and permits with other administrations, in this case, Roads. The rugby pitch was also remodelled, it is a municipal sporting installation that has a school that brings together an enormous number of young sportspeople from all over the Province. In this space a volley and beach padel court will be installed; also, lighting will be revamped (both in Pueblo Nuevo and the other sports spaces in Valle del Guadiaro). Among the projects that are underway there is rehabilitation of spaces and paving that will go hand-in-hand with a new municipal paving plan that will have a budget of close to 300,000 Euros and another for painting municipal buildings. The plan to remove architectural barriers will also continue, in areas throughout the municipality that have deficiencies. There is a plan to open a new parking area in Plaza Itálica, in the old road behind it, and also for improvements and landscape work in this area. It the upper area of Pueblo Nuevo, it is worth highlighting the installation of paving on Avenida Ciro Gil in order to prevent school children from having to go off the road to reach school, work will begin in just a few days and will avoid a situation of relative danger. Improvement work will also be carried out in Plaza Mayor in Pueblo Nuevo with improvements to furnishing and possibly the installation of a stage or space for future activities, and to thus encourage more traffic and life within the neighbourhood. With regard to Christmas initiatives, in addition to lighting in the Sierra Bermeja area, at the request and in agreement with the traders the option of installing piped music characteristic of this period is also being studied. Guadiaro, growing The themed children´s park, in addition to the zip line, is being developed. As is the tender for the kiosk which would also be located in the area of the fair enclosure. There are also plans to complete the connection of the Guadialto Resort with Calle Carretera and the centre of

the town, a project dating back to 2006 that completely lacks paving. At the same time, we can announce that there is a study process, for after the knocking down the old Health Centre, to determine a new
municipal use. However, although nothing has been specified yet, there is great interest in having it used as a form of sheltered housing or for different aspects with older people and better social use
of this space with low income. There is also a plan to begin construction in Tierno Galván on the ten official social houses (for sale) as well as the installation on the football pitch of ball stoppers, new lighting and
perhaps some other investment. Ultimately, several projects will get the green light in coming months that will be a boost for the community and its residents, for the future.

Association of Municipalities definitively approves 20 free cubic metres of water The approval fulfils the agreement signed between the provincial body and the Council of San Roque last January which prevented the municipal recovery of these services managed by Arcgisa The Provincial Council agreed, in an ordinary session, to make the first 20 cubic metres of water consumed by the San Roque clients of Arcgisa free. This fulfils the most important point of the agreement signed between the Association of Municipalities and the Council last January on retail water services and waste collection. The PSOE, PP and Izquierda Unida voted in
favour, and the other parties abstained. The agreement signed between the Council and the Association of Municipalities last January outlines the three objectives that were established two years before by the Government Team of San Roque when it proposed recovering the water and waste services. They were aimed at cutting the cost of
the water and waste service, providing a better service to citizens, and maintaining the public nature of the association of municipalities company. Thus, the users of San Roque will not have to pay for the first 20 cubic metres of water consumed; it is guaranteed that the service will continue to be provided by a public company, thus keeping the jobs; and the Council can
inspect the work that is carried out by the company in the municipality. Also included are investments by Arcgisa, in the improvement of drinking water and sewage supply networks, as well as in the revamping of the fleet of solid urban waste collection vehicles. With regard to the start of the agreement for similar allowances for Jimena and Castellar, and the
agreement for Los Barrios, which ultimately has not gone ahead, the mayor of San Roque said that “we are delighted that the municipalities of Jimena and Castellar have a framework agreement very similar to that of San Roque. We are satisfied that the San Roque agreement has served as an example for very similar grants for the people of Jimena and Castellar”.

“The Association of Municipalities seeks to guarantee the best provision of services at the lowest possible cost, that is its spirit”
“The Association of Municipalities was set up to guarantee the provision of better public services at lower cost and that remains the spirit: we are stronger together and those who benefit most from this initiative are the citizens of Campo de Gibraltar. We are very happy with the agreements reached with these municipalities and likewise we hope they will extend to all those that form the Province, adapting to the unique characteristics of each one”.
“The agreement will bring investments to Castellar and new waste collection services”
“It is worth highlighting more than the allowance of litres of water on the bill. There is also the fact that investments will be made in Castellar for local warehouses and premises for administrative use, which will also have joint use for Arcgisa and the Council of Castellar. We are also delighted that Castellar is a pioneer in pilot experiences for the collection of waste which will encourage obtaining certain European grants; as well as the updating of the fleet of lorries and other services”.

“We will undertake an integral plan at Arcgisa”
“At Arcgisa we are working to prepare a strategic plan, which will have approval from the administration board, with which we aim to lay the foundations for an integral improvement of the services provided to citizens and thus further strengthen the growth of Arcgisa”.

“This approval will lead to a 5 to 8 Euros reduction of the bill”
“After ten months, this definitive approval achieves one of the first results of the agreement reached by the Council of San Roque with the Association of Municipalities on Arcgisa. This is the agreement that most benefits the residents who have contracted the water service with Arcgisa in San Roque, who will get the first 20 cubic metres of water for free. This will provide assistance of between 5 to 8 Euros to all subscribers, depending on their consumption”.

“The aim of the foundation is to make dental treatments accessible to families with few resources” The Doctor Espinel Foundation, one of the leading dental clinics in the Province, awarded for its initiatives in favour of training, prevention and supporting bodies that encourage dental health.
Delighted to have you in our newspaper. You have one of the most visible dental groups in Campo de Gibraltar, no? Many thanks, currently at Dr Espinel Clinics we have a network of eight centres that cover practically all of the Province, from La Línea to Gibraltar, Los Barrios, Algeciras and the Hospital Quirónsalud dental unit. In addition to other projects that we have underway, such as our presence with two centres in
Seville, with Quirónsalud. We are a lively group that is always concerned about growth. With all that professional baggage an opportunity arose to create a foundation to collaborate and make dental assistance more accessible. The crucial idea of the Doctor Espinel Foundation is to fully provide access to dental treatments, which are normally private and quite considerate, to people and families
with fewer resources and at risk of social exclusion. For years our clinic had been collaborating with different sporting bodies (provincial football, basketball clubs, etc.) and other non-profit associations (Cáritas, Hogar Betania, Comité AntiSIDA). And we wanted the foundation to channel all the initiatives and aid; and thus offer certain groups, who would have more difficulties, the chance to access these basic treatments. And the aim is to keep growing... The reality is that we are still at an early stage. Over these years we have focused on collaborating with a number of sports institutions and associations that we are greatly informed with. But we are already taking the first steps and with regard
to the patients without resources, we are already working on admission work to process those cost-free treatments. By the way, I want to congratulate you because I know that all these efforts, in addition to great charity work, are have great social resonance and you have already been recognised for your initiative... Many thanks. The truth is that this year we have received two prizes; one in Madrid, at the Institute for Professional Excellence which gave us a distinction and another, more recent, in Seville at the Bravery Prizes for Andalusian Self-Employed Workers: an award for Young Self-Employed Worker. We are very surprised and grateful because we were not expecting it and it is
not our aim. That is encouragement to continue... Exactly, noting support of this type helps us to keep improving our professional performance and better serve our patients. To finish, as a professional, do you think progress is needed on education and instilling the importance of dental health? We are also working on that aspect at Dr Espinel Clinics. We have an agreement with the Government of Andalusia, with a program called “PADI”. It consists of a free assistance service for children aged between 6 and 15, aimed at sanitary education and prevention. We are working to ensure that children know the importance of dental hygiene and care to attain adults without dental diseases.

Plenum of Los Barrios declares Ruiz Boix a “persona non grata” The Plenum of the Corporation of the Council of La Villa de Los Barrios finally gave the green light to approving the designation of the current mayor of San Roque, Juan Carlos Ruiz Boix, as a “persona non grata” in the municipality of Los Barrios, thus fulfilling the initiative taken a few days ago by the government team led by their mayor Jorge Romero. This is the result of the dispute in recent weeks between both mayors, which took place in the Provincial Board of the Association of Municipalities due to the water agreements and tension that dates back a long time for various reasons such as VTTI. The item of the plenum, specifically, was approved with votes in favour from the Andalucista party (10) and the Partido Popular (3); with votes against from the PSOE (6) and the abstention of Los Barrios Sí Se Puede (Miguel Domínguez, from PIBA, was absent from the session as he was unwell). The Plenum was not without conflict and some of those attending were thrown out, including several members of the socialist party PSOE. In turn, faced with this matter, Juan Carlos Ruiz Boix outlined on one of his Social Networks: “The entire night without sleeping... And now fatigue, these stories always affect me, always, always, always. Today I am back in El Cubano, in Guadiaro. p.s. I swear on Snoopy and Mafalda”, in a message accompanied by a photograph showing a breakfast in the Guadiaro bar “El Cubano”.

The annual estimated minimum volume to be transferred will be 7 cubic hecotmeters. The water will be transferred from the Arenillas Drinking Water Station to the facilities of La Paloma, in the province of Malaga. However, the agreement is subject to the populations of Campo de Gibraltar having guaranteed reserves in their reservoirs of, at least, the equivalent of the consumption of a full year of

1
Jaime López-Chicheri Dabán
www.jchicheri.wordpress.com
O nosotros mismos.
Stories from here (III): On books There are quite a lot of books at home. On the bookshelves, organised on the shelves, or on top of them, disorganised; books on books. On the shelves spread around the rooms, on tables, on bedside tables... There are those I brought when I went with her. There are those she brought when she came with me. There are those we have gradually bought since then; those we were given; those that someone left, and that we immediately forget were not ours. And they remained here. And then those that aren´t here that we lent to someone, who immediately forget that they were not theirs. There are also those, and quite a lot of them, that others did not want and that we did, from houses that were dismantled. That of my parents, that of my aunt Gloria, that really beautiful girl you see here with me and with Carola, our setter dog, in an image from over 60 years ago. Yesterday, having finished the one I was reading and before starting the next one on the list, which was waiting on the table next to which I am sitting, I took a book from the shelf; at random. This one that you see in the photo. The second book by Cela, written when he was 27. I was moved by the text by aunt Gloria on the title page: “Gloria Dabán, Madrid 1984. I read it in 1948 in the Hoyo
de Manzanares sanatorium.” Cela wrote the work, his second book, after spending
a few months in that sanatorium-hospital for tuberculosis patients, in 1943. Gloria read it when she spent a few months in the same sanatorium some years later. In the same Pabellón de Reposo (Rest Pavilion) the book is named after. And she read it in 1948. The same year of the birth of the little guy you see in the photo with her and with Carola, who as you know, is the person writing this. A strange coincidence no? Beauty, the mystery of books...In a book that I wrote some years ago together with a group of friends, in order to pay tribute to our beloved José María, a good man, wise and a great reader, on his 60th birthday -his lastthis beautiful text is written: “One day we stated that your love for books took precedence over the content itself of the books. I think that your capacity to enjoy life, also takes precedence over its content”. The author of this lovely phrase is also a good, wise woman, a great reader: The Captain. There are also times when, the incarnations of those who lived and read a book hover over its content: José María, aunt Gloria... Or ourselves.

Provincial Board receives information on Brexit deal The Economic and Social Board of Campo de Gibraltar held another meeting at the Association of Municipalities in order to analyse the effects of Brexit. The meeting was attended by representatives from the Ministry of Foreign Affairs, who were informed, on one hand, of the package of agreements adopted about the situation in previous meetings, and in turn, information was requested about progress in the negotiations with the United Kingdom. The Economic and Social Board is formed by the mayors, the members of the Provincial Board and the social agents in the province, as business people and trade union members. The director general for Western, Central and South East Europe, Aurora Mejía; and the sub-director
general and head of the Office for Gibraltar Affairs, Antonio García Ferrer, explained the developments in the talks with London to the provincial representatives, especially the matters of greatest interest to the people of Campo de Gibraltar. Mejía, who indicated that it was the first time she had visited the area, as she took on the role in summer, announced to CES that the conversations with London are very advanced, and the deal, in terms of how it affects Spain and Gibraltar, is practically sealed. After the meeting, the mayor of San Roque, Juan Carlos Ruiz Boix, stated that we found out first-hand the progress of the negotiations and we had the chance to express our concerns to them
and agreements that we adopted months ago. Ruiz Boix requested information about progress “on the drafting of the Integral Plan of Campo de Gibraltar, whose wording was agreed with the government of Pedro Sánchez at the second Cabinet Meeting on 15 June”. The mayor is confident that “the Integral Plan that the Government is currently drafting, includes most if not all of the measures planned in the document of the Economic and Social Board of Campo de Gibraltar, and its items in the 2019 budgets”. This was the third Economic and Social Board devoted exclusively to the exit of the United Kingdom from the European Union, given the importance that this situation has for it.
PP of San Roque demands an explanation for resignation of head of Local Police The PP of San Roque, through its mayoral candidate, Marina García, demanded explanations from the mayor Ruiz Boix about the resignation of the head of the Local Police and him leaving the force and the lack of a replacement, all within a “worrying silence” from the socialist government team about the course of action in this situation. García stated that “everything that happened is a little strange”, accusing Ruiz Boix of having wasted almost a year of salary, “money from all the people of San Roque for a political whim that has cost us almost 70,000. For the PP of San Roque, “time ultimately proved us right, and it has been seen that the police force of San Roque works without the need to hire any external professionals, and what seems even more serious, is that we still do not know who is performing the rule and/ or duties of the Head of the Local Police of San Roque”. Thus, the PP warns that “we do not know who to address if there are any delicate matters that we have to handle with a senior member of the Local Police”. Lastly, the PP of San Roque noted that “time has proved us completely right with this matter as has been the case with many others. The stubbornness and political arrogance of Ruiz Boix cannot ever take precedence over the interests of the people of San Roque”.

The act of creating a story, seeking the appropriate language and subjecting it to spelling and composition discipline is now a priority educational priority for a school whose main aim is the integral
education of the person. Secondly, the competition also encourages creativity. Pupils who have notable literary talent find our competition to be the ideal space for developing their concerns”.

A fantastic activity on sustainability was carried out by a group of pupils from Cameron International Primary School (located in San

tics, in particular, along the entire coastline of Torreguadiaro beach. This is a nice initiative and an example to follow for the other schools in the area. As part of the social awareness and ecolo-

Mortage Tax The Supreme Court has had the entire financial sector and the majority of citizens waiting over the last two weeks; Following two days of intense and divided deliberations in order to unify doctrine, the Supreme Court stepped back and freed banks of the obligation to cover the tax on mortgages, the last decision taken by the High Court, burdened the client with the payment, returning to the criteria through which they are the client, as has been the case for more than 20 years, who must pay Stamp Tax by formalising a credit in order to purchase property, thus reversing a decision taken by the same judicial body which days before had established that it was the banks who should pay the tax. With an extremely close vote, of
15 votes over 13, the court opted to change the jurisprudence of the ruling of 16 October and did so using the defence that, from an economic point of view, the interested party is the client, who is the party that requests the loan in order to access the property, while the other minority position, claims that the only party interested in having a credit executed in deed for the purchase of property is the bank, as with it the guarantee that will enable it to repossess the property in the event of unpaid debt is executed as a public deed. Nonetheless, the ruling leaves little room for consumers, practically ruling out the court route for claiming, but the door has not been totally closed to enabling users of a mortgage contract to
be able to reclaim the tax, in the arguments of the legal ruling of the sentence of the Supreme Court on 16 October and even in the arguments that the judges of the Administrative Chamber in
favour of charging banks with the tax outlined on Tuesday. “The jurisprudence has changed and can change again”, so two routes remain open, the civil one and the European one, as there is the pos-
sibility that, ultimately, there is a matter posed of harm to Europe. This situation already arose in the case of the floor clauses, where the Supreme Court closed the door on the retroactivity of returns, but in December 2016 Europe did not back the ruling of the Spanish legal body and ruled the opposite. Clients can come to the courts of instruction under the instruction courts under the argument that the bank imposed the payment of a tac on them within an abusive clause where it was determined that the borrower had to cover all the expenses of the mortgage. Despite the fact that the High Court has changed jurisprudence, the judges are not obliged to follow it, and civil magistrates may rule that the clause is abusive and demand the refund of the money.

Defence of an English writer
Very noble is the merit of those geniuses who are able to impose themselves alone thanks to their work. Lord James Henry Grosvenor was a man of rare intelligence and quite perceptive tastes. His conception of life still gives me goose bumps. Mental elevation, strength of mind and free flight were his main weapons. He used to walk around the surroundings of St Martin in the Fields immersed in the power of his thoughts, seeking the lively splendour of perfect words. He possessed the rare and sublime sign of a supreme melodious power. His presence or absence was immediately clear for anyone in possession of good taste. A heroic
gastronome, he was a man with firm footing, visual sharpness and a strong pulse. Slowly persuasive, with magical stubbornness, he possessed noble ambitions and, after the age of fifty, he began to hurry to collect the intense flame of glory. In those years, he discovered the hidden pleasures that lay under daily life and that are reserved only for the being chosen by providence. It was during the courtship of a horsewoman, a siren of contemporaneity, that the first glimpses of his illustrious and elegant blood stood out. That period of his life, dominated by the will of flakes of drunken foam, left an unmistakeable mark on his literary production. As everything fell apart at his feet, he decided to cling to an exquisite passion. That was the success of his life. He offered his spirit the freedom of a vast horizon, with a strange variation of hues. Although he presented himself to society as a normal man of Victorian inheritance, the soul of Grosvenor pulsated with very different stimuli. The heroine of this story was a capricious Italian lady, Neapolitan to make matters worse. In a Tuscan villa, under the warm light of the evenings, she would sit down to read his letters: “Following my departure for England, everything has become unbearable. I lock myself away to write and I cannot manage to articulate my ideas. The God that created the hills of Florence was an artist. I cannot stop thinking about you. I am trapped”. That was a world of enchantments. The true reality was dreaming, and dreaming requested deprivation, distance. This was also the attitude that governed the life of Lord James Henry Grosvenor. He knew an enormous amount of people, on a daily basis he dealt with many influential, powerful people, but he always lived in the room next door. He never let his pen run unguided, but the distance that he marked with what was recounted was the purest and clearest sign of his excessively delicate sensibility.

Sergio García maintains his love affair with Valderrama At a very special edition of the tournament, held over only 56 holes and finished on Monday morning due to the rain, the Spanish golfer displayed his best play on what he considers his “favourite course in the entire world” and finished twelve under par in a memorable week
It was a hangover Monday, but with good golf, the best golf in the world. On an atypical final day of the Andalucía Valderrama Masters, on Monday due to a rainy and unstable weekend, provided historical images with a course with few spectators, few volunteers, but with one positive note and the perfect counterweight, the third victory of the masterful Sergio García at Real Club Valderrama. Once again, with an
under par round (69) which gave him victory with twelve shots under par on the course, really notable bearing in mind the difficulty of a tournament that lasted for five days, the heavy storms over the entire weekend and the fact that only 56 holes were played. Pleasant memories for Sergio García, who announced in the press conference the need and the intention to modify the dates of the Andalucía Valde-
Reactions and declarations The tournament winner, Sergio García stated that “despite how much I like this course and how well it suits me, I had never thought that I could win here three times, especially after so many second places at the Volvo Masters. People may think that just by coming I have won, but that isn´t the case. Valderrama is very demanding and I feel lucky to play how I played”. And he also had words for the club´s technical team and their praiseworthy work: “It is incredible how the course was with the rain that fell, everyone at Valderrama must be proud. Thanks to the fact that the tournament took place at Valderrama it was possible to play, and play well. At any other course we would be in mud up to our necks. It was soft, but we were not treading on mud. The fairways were marvellous and the greens too, with a good speed” he concluded. The top twenty at the Andalucía Valderrama Masters also included Gonzalo Fernández-Castaño (-4), who was tied fifth, Alejandro Cañizares (-1) and Álvaro Quirós (-1). “I am very happy with the result, it has been a very long week. Bearing in mind everything at stake I was quite relaxed. I had a feeling that it was going to happen. There are points when you have a bad time, especially today, but I am happy to achieve the best result of the season when I needed it” declared Fernández-Castaño. A very special course that also received a torrent of praise: “It was a long week but the course withstood it incredibly; with all the water that fell it was sensational. It is one of my favourite courses in the world, and whenever a tournament is played here, I will be here” highlighted the player Shane Lowry.
rrama Masters on the calendar, which will now finally happen, with the tournament moving to the end of June. Returning to the sport, second place at the tournament went to the Irish player Shane Lowry who put up much more of a battle than the score line sometimes reflected with a great result (-8) and the support of the public, at one point he was within a shot of García, when the latter was at the 13th hole.
The Finnish player Mikko Korhonen (-6) and the British player Ashley Chesters (-5) were next in the rankings, before a well-deserved fifth place for Gonzalo Fernández-Castaño (-4) after a really great tournament that allows him the peace of mind of fully keeping his card for next season. It is worth mentioning, despite a somewhat less fortunate fifth day, the 16th place of Álvaro Quirós of Guadiaro who also
had a good result. This is the third consecutive victory of Sergio García at the Andalucía Valderrama Masters, a feat with few precedents on the European Circuit: Colin Montgomerie managed it at the BMW PGA Championship in 1998 -2000 as did Tiger Woods at the Bridgestone Invitational from 2005-2007. The valuable treble is also his 40th victory in professional tournaments held all over the world.

Andalucía Valderrama Masters by the president of Real Club Valderrama, Nuno de Brito e Cunha. The president already outlined his interest, in agreement with the European Tour and the host of the tournament (Sergio García) in looking for a more powerful
and appealing date on the calendar of the golfing season.
2019 Andalucía Valderrama Masters will take place in June
The tournament will be held from 27 to 30 June and aims to double its prize pool to four million euros The 2019 Andalucía Valderrama Masters now has a new date, as it was announced would be the case during the last edition. And this has been confirmed; the tournament will be played between 27 and 30 June, and probably, although there is no official validation, the amount of the prize purse will double the current amount, reaching approximately four million Euros. This means that it is within touching distance of being a date that is part of the Rolex Series calendar, a select group of tournaments that surpass seven million Euros in prizes (which is expected to be achieved in 2020). Thus, the championship will
be staged at a better date than that of its last two editions (the last event on the European Tour calendar, at the end of October ) and it would fit into a space between two major competitions, the USPGA Championship (13-19 May) and the Open (19-22 July) almost separated by a month. The US Open would take place between 13 and 16 June. That would leave more room for the participation of a line-up of players with greater international status and of a much higher level (with more money up for grabs and a more convenient date for travel than the current one). Precisely, this was something that was disclosed during the last

‘Urban Arkímedes’ earns another victory in Sotogrande waters The second event of the Sotogrande J80 Circuit strengthens lead of the team led by John Bassadone and Alfonso Herrera A stormy weekend once again left the fleet of the Sotogrande J80 Circuit grounded on one of the scheduled days. The second heat was settled following three races that took place with easterly winds of an average of 15 knots with spells of 22 and a half metre-high waves and instability that forced the racing committee led by Guillermo Puche to change the route in the first event. The winner of the weekend was once again the team led by Bassadone and Alfonso Herrera with
the ´Urban Arkimedes´. The boat registered with CN Bevelle won the first evet, then added a 4th place finish which drew it level on points with the “PF Sailing Team” of Petter Fjelstad (CN Bevelle), 2nd and 3rd place in the two opening events. The close battle between both was settled in the third heat where another 1st place finish by ´Urban Arkimedes´ over a 2nd place by Fjelstad´s crew decided the leadership of Bassadone´s men by one point. Third place went to the ‘Eureka
Tech-Marina de Sotogrande’ (CN Bevelle/CN Estepona) of Tomas Puerta, a team that earned the other victory of the day on a score line that completed an initial 5th place and a 3rd in third event. With three and four points, fourth and fifth place, in that order went to the ´Scotta´ of Horacio Cardarelli (RCM Sotogrande) and the ‘Few Oil-Team Gibraltar’ (CN Bevelle) of Vince Nicholls led by Pablo Villar. Both teams also maintained their particular battle, heading into the third heat
with a three-point lead for the ´Scotta´, a distance that Villar´s men cut to one with a 4th place as opposed to a 6th place of Cardarelli. Following six events, the ´Urban Arkimedes´ has extended its lead in the general provisional rankings with 8 points, followed by 13 and 17 by the boats ´PF Sailing Team´ and ‘Eureka Team-Marina de Sotogrande’. Fourth and fifth place, on the same number of points are ‘Few Oil-Team Gibraltar’ and ‘Centro de Fisioterapia
Benalmádena’, followed a short distance behind by ‘Caisol Global-Gaesa Cooperativa’. In seventh is ´Scotta´ which is in the battle with its predecessors and more than ten points beneath it, a distance they will have to cut with good performances is the new arrival “Nexum Capital” and the “Katiusha” of Javier San Millán, also from Sotogrande, which was absent on this occasion. The next event programmed on the schedule will be the weekend of 24 and 25 November.

reasons two wheels are great for cities Bicycles are often praised for being energy efficient and non-polluting, but what exactly does this mean? And how about the environmental sustainability of bicycle networks? Here are three reasons why bicycles and bicycle networks are good for creating environmentally sustainable cities: Embodied Energy
The amount of energy required to produce a bicycle is tiny compared to many other forms of transport. A 7.2kg road bicycle with a carbon frame uses 11,546,658,000 Joules of energy during its production compared to 118,284,466,000 for a ‘generic car’ produced in America in 2008 (Figures via WattzOn). Variations exist based on bicycle type and
other external factors, but even taking this into consideration, the bicycle has a low embodied energy. Additionally, bicycle lane construction is less energy intensive than roads for automobiles, requiring a smaller amount of space and minimal foundations. Air quality
A bicycle’s environmental sustainability is about more than just low embodied energy. If enough people switch from polluting transport modes to a bicycle – a zero emission form of transport when in use – there is potential for reduced carbon emissions and improved air quality in our cities.
