HCA Provides Memo, Sets Nov. 20 Briefing on HHPPS & PDGM HCA has prepared a memo on the recently finalized calendar year (CY) 2019 Home Health Prospective Payment System rule, including its finalization of the Patient-Driven Groupings Model (PDGM) for 2020. The memo is available at https://hca-nys.org/wp-content/uploads/ 2018/11/110618CMS2019FinalRuleFINAL.pdf. The memo details and provides calculation tables on the 2019 rate-setting under the current 60-day episode system applicable on January 1, 2019 including such factors as: a newly rebased market-basket update; another recalibration of the case-mix weights; application of the budget neutrality adjustment factor; Low Utilization Payment Adjustment (LUPA) payments; the outlier methodology; a newly tiered version of the home health rural add-on; and other adjustments.
