Senate, Assembly One-House Budgets Seek to Withdraw Governor’s Cuts, Add HCA Rate Transparency Provisions HCA advocacy targeted at rate stabilization and transparency language, while bolstering Legislature’s stance on cuts Last week, the Senate and Assembly issued and adopted their one-house budget proposals, resolutions and bill language, triggering the next phase of negotiations toward a new budget by the April 1 deadline. These measures include the withdrawal of items HCA has strongly opposed in the Governor’s budget. The measures also include items recommended and urged by HCA in our proposed amendments and Article VII mark-ups previously summarized for the membership. See BUDGET p. 2

President’s Budget Calls for $1.5T Medicaid Block-Grant Spending Caps, Over $800B in Medicare Cuts Proposal is sure to meet stiff opposition in Congress, and a long road of political debate The Trump administration has released its $4.7 trillion federal budget proposal. For health care, and home care providers specifically, the budget calls for $1.5 trillion in structural changes to Medicaid, akin to prior “block-grant” or “per-capita spending cap” proposals, along with over $800 billion in Medicare cuts over ten years. The proposed budget also calls for a unified post-acute care payment system. See PRESIDENT p. 5
