State Issues Minimum Wage Funding Guidelines for Plans and FFS Rates Long-awaited guidelines appear to provide significant discretion in managed care pass-through of funds; HCA will clarify and address further concerns during November 3 stakeholder meeting The state Department of Health (DOH) on Friday issued final guidelines for funding of the minimum wage increase through managed care rate adjustments and under the fee-for-service rate-setting and reconciliation process.
