DOH Affirms F2F Plan New York State Department of Health (DOH) officials have affirmed the state’s plan for releasing home care agency and physician guidance on the implementation of the Faceto-Face (F2F) encounter requirements for Medicaid patients. DOH intends to publish F2F guidance in its July edition of Medicaid Update and to also circulate the guidance as an attachment to a DAL that is under development. DOH could not say exactly when these documents would be accessible. HCA, the State Medical Society and members of our joint physician-homecare task force had worked to develop and provide to DOH a draft document for use as a basis for the state’s F2F guidance. HCA appealed in June to DOH to post this or whatever it deemed its final guidance to the Health Commerce System so that it could be accessed timely given the July 1 F2F implementation date. Instead taking the Medicaid Update and DAL path described above, the guidance is still not accessible. The guidance provided by HCA and the Medical Society was drafted in straightforward, easy to follow language and exempted the wide array of New York models that fall under “managed care” (the federal Medicare procedures for F2F exempt managed care). Moreover, HCA and the Medical Society urged across-the-board waiver of F2F for New York given that the state’s entire Medicaid program functions under an 1115 “managed care waiver.” See DOH p. 2
