Budget Rejects Most MLTC Cuts, Increases Infrastructure Funds but Imposes Modified LHCSA Constraints & Telehealth Expansion Beyond Home Care As reported in an initial memo to members on Friday and a new revised memo issued today, the Senate, Assembly and Governor finalized the Article VII health budget bills just before the weekend and the April 1 deadline for a new budget. This was accompanied by a revenue bill with additional budget implications for health care. Friday’s memo was preliminary. We have since updated it with several new items that HCA has identified in our further analysis of the budget bills, including the revenue bill that was not passed until late Friday night. Please download the updated memo at https://hca-nys.org/wpcontent/uploads/2018/04/Final201819BudgetMemoUpdate.pdf. See BUDGET p. 4
