State Budget Direction Uncertain as Deadline Looms With the April 1 start of the new fiscal year looming, much is still unresolved both in terms of big-picture state budget items under negotiation and issues specifically related to the home and community based care sector, including Licensed Home Care Services Agencies (LHCSAs) and Managed Long Term Care (MLTC) plans. HCA and our legislative-affairs team at Hinman-Straub continue working round-the-clock to advocate in all priority areas, guarding against threats and seeking opportunities that may arise at a moment’s turn during this stage of the process. Home Care, Hospice Recruitment, Retention and Team Performance Insights at HCA’s Annual Conference According to HCA’s 2018 financial and program survey, recruitment-and-retention issues are among the top cost pressures on home care agencies.
