HCA Budget Advocacy Targets New, Critical Phase Members of the New York State Legislature return to session tomorrow after concluding a weeklong recess from session and a process of joint legislative budget hearings that included HCA testimony. With its return, the Legislature now moves into the next critical phase of budget activity. Over this next week, the Senate and Assembly will begin refining positions and language for each respective house’s budget proposals (known as “one-house” proposals). Each house will then move to “conference” their proposals; formulate one-house budget revenue, spending and policy, proposals; and present resolutions that further stake out their budget positions. These steps are scheduled to culminate by March 14, when each house takes up its one-house bills and resolutions, and joint conference committees are See BUDGET p. 5
