Urgent: Your Advocacy Needed on Medicaid EPS Rebasing Today! As previously reported to the membership, the Legislature unanimously passed an HCA-developed bill (S.5878/ A.8171) to limit the level of CHHA Episodic Payment System (EPS) rebasing cuts, which have an impact on all home care agencies serving the Medicaid population, from CHHAs to their subcontracting LHCSAs. This bill, crafted in cooperation with HCA’s association partners, awaits delivery to the Governor. However, in an urgent development last month, the state Department of Health has separately advanced a rebasing plan that would double or triple the size of rebasing cuts established in the state fiscal plan, risking provider stability and the ability of providers to participate in the administration’s own health care reform initiatives. HCA Submits Comments on HPPS Rule for Medicare Home Health

This week, HCA and a workgroup of members met with the U.S. Centers for Medicare and Medicaid Services (CMS) Medicare Administrative Contractor National Government Services (NGS) to vet the workgroup’s latest draft of a face-to-face addendum for physician records.

HCA today submitted extensive comments on the U.S. Centers for Medicare and Medicaid Services proposed rule for the 2016 Home Health Prospective Payment System (HHPPS).
