HCA Drives Budget Initiatives for Home Care Financing, Infrastructure, Quality Innovation HCA continued at full throttle this week working to create critically needed opportunities and support for home care in the proposed 2015-16 state budget. Following up on HCA’s advocacy meetings and proposals, HCA presented state health leaders with enabling budget and legislative language to include core home care investments and provisions in the new budget. HCA’s timing was well-synched to the process for negotiation and adoption of a new state budget. This week, legislators returned to session following February recess and moved toward their development of one-house budget bills and resolutions. See DRIVES p. 2
Workgroup Continues to Debate Unresolved ‘Advanced Home Health Aide’ Issues A state Department of Health (DOH) workgroup continued this week to grapple with major questions and issues on the Governor’s Advanced Home Health Aide (AHHA) proposal. DOH convened the group to examine criteria that would guide an AHHA level of service. Members include HCA, other health and consumer representatives, clinicians, labor organizations, DOH and additional parties.
