HCA Budget Call Presses Membership into Action on Advocacy Priorities On Wednesday, HCA held a statewide call to brief the membership on elements of the Governor’s budget proposal and on our related state advocacy agenda. In addition to outlining some key provisions in the budget, HCA Policy staff especially stressed the need for members to engage in grassroots advocacy by contacting your legislators, scheduling meetings with them, and using this face-to-face time to identify a few items from our six-point advocacy agenda that you feel you are best equipped to discuss, with some examples from your own experiences. As reported in prior editions of ASAP, HCA’s advocacy agenda is laid-out succinctly in a document entitled Driving Health Care Improvement and Savings Through Home Care. See ADVOCACY p. 2
HCA Delivers Budget Testimony, Comments on Value-Based Payment Proposal Twice this week, HCA pursued the opportunity to deliver key responses and recommendations on state fiscal policies, during our testimony before a joint legislative budget hearing on Monday and in a comment letter to Cuomo Administration officials on one major, sweeping feature of the budget: a proposal to move system-wide reimbursement methodologies toward value-based payment, or VBP.
