HCA’s Comments on Medicare CoPs Urge Funding, Better Alignment with System Changes

HCA this week submitted our formal comments on proposed changes to the Medicare Home Health Conditions of Participation (CoPs). If enacted, these would be the first sweeping changes to the CoPs since 1989. As reported in prior editions of ASAP, the U.S. Centers for Medicare and Medicaid Services (CMS) issued the proposed CoP changes in October. They include several new requirements in the areas of quality improvement (requiring home health agencies to maintain a Quality Assessment and Performance Improvement, or QAPI, program); infection control measures; changes in the responsibilities and oversight for aide services; and extensive new changes, written policies, and notification and documentation requirements for assuring patient’s rights; among many other provisions governing the operation of virtually all home health agencies nationwide. New Yorkers from every corner of the state this past week mourned the January 1 death of former New York Governor Mario Cuomo – a statesman in the truest sense – who served as the state’s chief executive for three terms, from 1983 to 1994. HCA sends our condolences to Governor Andrew Cuomo, the entire Cuomo family, and the many dedicated colleagues and staff who served the Governor during his distinguished tenure.
