"DEDICATION TO EDUCATION, SAFETY, AND CERTIFICATION FUELS OUR INDUSTRY'S PROGRESS." - Sam Patane I’d like to extend a warm welcome back to the Concrete Pumper's Magazine in 2023! My name is Sam Patane, I started as the Digital Content Co-ordinator at the Concrete Pumping Association of Australia in February of this year before transitioning into the role of Marketing Manager at the beginning of August.

Originally from Griffith, NSW I have a strong connection to the construction industry through both friends and family, which has made joining the Concrete Pumping Association of Australia feel like a natural fit!

This year, we have continued our dedication towards the education, safety, and certification within our industry. We are pleased to provide a strong, unified, and respected voice for the concrete pumping industry across Australia, whilst working to improve the professionalism, safety, standards, and performance of the industry we represent.

The CPAA strives to continually find new ways to benefit our members, as over the course of the year, the CPAA partnered with the National Heavy Vehicle Register team in conjunction with Tiger Spider on the Heavy Vehicle Safety Initiative in developing The Concrete Pump Operator Road Safety Guide. The safety guide is designed to provide operators with the information and tools they need to safely operate a concrete pump on the roads. Now completed, the CPAA would like to thank the NHVR and Tiger Spider for their work, we hope all pumpers find it easier to cross borders and configure

"AS ALWAYS, THE CPAA REMAINS FULLY COMMITTED TO OUR CONTINUOUS EFFORTS IN ENHANCING THE CONCRETE PUMPING INDUSTRY." - Matt Boyer I am pleased to address you once again as the President of the Concrete Pumping Association of Australia for the year 2023. With a thriving year in construction nearly behind us, the latest projections indicate promising investments in new infrastructure and significant projects in the pipeline, offering favourable prospects to the industry for 2023 and the years ahead. Our membership witnessed consistent growth throughout the year, accompanied by increases in the sales of CPAA products and services.

The CPAA remains committed to enhancing its products, services, and member benefits, as demonstrated in recent years with achievements such as shotcrete certification, line pump courses and our 2022 Expo!

The CPAA team have been pouring all their efforts into making these events bigger and better than ever, and we would like to thank all those involved in increasing the education, safety and certification of the Concrete Pumping Industry.

Over the course of 2023, the CPAA National Management Committee have continued to implement its adopted Strategic Plan, offering a guiding framework and necessary steps to oversee the development of the industry, educational initiatives, information dissemination, and engagement with industry stakeholders. THROUGH UNITY, THERE IS STRENGTH” - Craig Heidrich 2023.…...Another one bites the dust! It has been another great year for the Concrete Pumping Association of Australia, with continued membership growth, delivery of training and education events and beginning the planning of our 2024 Expo. I’d like to thank our Association Members, our Committee Volunteers, our Board Members, and the team at the Concrete Pumping Association of Australia for the efforts that we have seen year long.

Your Association and Board have worked incredibly hard to complete this extensive list of initiatives, guiding our concrete pumping sector towards safety, education, and certification. But we can't just sit back and celebrate!

We must maintain the energy created by these fantastic results, look to the future, and continue to carry out our purpose.

To further our commitment to safety and innovation, we have engaged Tiger Spider, a distinguished transport engineering consultancy. Tiger Spider specialises in safety assessments, liaising with regulators, and addressing technical compliance and safety concerns, especially pertaining to larger concrete pumps. Their mission aligns seamlessly with ours: to optimise heavy vehicle safety, productivity, and sustainability.

I would also like to take this opportunity to extend our heartfelt gratitude to the National Heavy Vehicle Regulator (NHVR) for their invaluable support. NHVR's funding contribution of $205,000 has played a pivotal role in our project, "Improving Concrete Pump Road Safety." In 12

collaboration with Tiger Spider, we aim to evaluate and understand crash risk, ultimately paving the way for the development of industry standards, enhanced education and information sharing, and the pursuit of innovative solutions to benefit the concrete pumping sector.

As we prepare for 2024 and beyond, we must understand that Industry Growth requires a long and consistent effort from many different contributors and we here at the CPAA are committed to the cause.

While we are extremely proud of our 2023 projects, we are now directing our attention towards the new year. We are now planning for our 2024 Certification courses (Shotcrete & Line Pumping) as one of the three 'pillars' on which the CPAA is based is certification. Through the sharing of current knowledge and instruction in best practises, these workshops broaden the expertise of pumpers.

Additionally, we'll provide you and your company a globally accepted accreditation (ACI), which ensures that your business becomes both recognised and qualified for the skilled work that you do but also differentiates you from the competition in our industry.

We are constantly striving to enhance the value we offer to our members, and your participation is vital in achieving this goal. Your engagement has the potential to make a significant impact on our industry! By becoming active within the Association, you can advocate for your business and contribute to its representation.

The CPAA plays a crucial role in advocating for the interests of the Australian concrete pumping industry with various Government bodies, Regulators, Agencies, Standards Australia, and key influencers in the sector. It's important to note that our organisation operates as a Not-For-Profit entity, and a portion of our operational funding comes from membership fees.

Membership fees are considered a tax-deductible business expense, making them an investment in your business.

SAFEWORK NSW SAFETY BULLETIN OUTRIGGER FAILING The Concrete Pumping Association of Australia (CPAA) is the national body representing the interests of the concrete pumping industry. Providing a strong, unified and respected voice for the concrete pumping industry across Australia, working to improve the professionalism, safety and quality of the industry it represents the Association commenced publishing safety bulletins on topics relevant to members interests in 2014. These Safety Bulletins are published to keep members abreast of the issues relevant to them within the industry.

AUDIENCE • Owners of Concrete Placing Equipment • Operators of Concrete Placing Equipment • Persons Servicing and Repairing Concrete Placing Equipment • Persons Inspecting and Certifying Placing Equipment • Contractors Operating Near Concrete Placing Equipment CRUSHING HAZARD SWING OUT STYLE OUTRIGGERS A crushing hazard is present when opening or closing Outriggers. This hazard is enhanced when a swing style outrigger is being operated. Concrete Pump Operators, Workers, or members of the public may all be exposed to the hazard when standing in the swing path of the outrigger (as pictured below).

CONTROL MEASURES The below Control measuresi are a best practice guide to preventing the incident from occurring using the Hierarchy of Control: • The ability to open or close a leg from the opposite side should not be performed without the use of controls such as a spotter with visual or two way communications.

• The use of alarms, horns, squawkers, or Lights activated by the outrigger leg controls will alert workers to the movement of the outriggers.

• Exclusion zones that prevent workers or public entering the pumping setup location should be utilized.

• Operator should only operate one leg control at a time and be in visual contact with that leg as it moves.

Australia Standards AS2550.15 and various state Codes of Practice require that all types of concrete pumping equipment must conform to a minimum standard of visual safety warnings. The Association has produced safety sticker kits including instructions for sticker location on the unit.

NEXT STEPS The Concrete Pumping Association of Australia Management Committee has committed to the development of ‘National Concrete Pumping Industry Guidelines’ to clarify and better align national requirements for the safe operation, cleaning and maintenance of concrete placing equipment, in particular recommendations on how and when to carry out major inspectionsii. OPERATOR SAFETY GUIDE The Concrete Pump Operator Road Safety Guide is designed to provide operators with the information and tools they need to safely operate a concrete pump on the road. Concrete pumps are powerful and complex machines, and it is essential that operators understand how to safely operate and maintain the pump to prevent accidents and injuries.

1. The guide includes key safety considerations for operating a concrete pump on the road, including proper training and licensing, visibility and maneuverability, speed and signage, traffic laws and regulations, and communication. You will also learn about pre-operational checks, load management and route planning.

2. It is important to remember that safety is always the top priority when operating a concrete pump on the road. By following the information and guidelines outlined in this guide, operators can help to ensure the safe and efficient operation of your concrete pump and protect yourself and others from potential hazards.

3. When operating a concrete pump on the road, operators should be aware of the following safety points: LICENSING AND TRAINING: Operators should be properly trained and licensed to operate a concrete pump, as well as familiar with the specific make and model of the pump they are using.

•

VISIBILITY: The operator should be able to see clearly in all directions and have a clear view of the road ahead, behind, and to the sides of the pump.

•

MANEUVERABILITY: The concrete pump should be able to manoeuvre easily and safely on the road, with a good turning radius and responsive brakes.

•

SPEED: The concrete pump should be driven at a safe speed, taking into account the weight and size of the machine, as well as the traffic conditions on the road.

•

SIGNAGE AND CONSPICUITY: The concrete pump should be clearly marked with warning signs and lights and conspicuity markings to alert other drivers to its presence on the road.

•

REGULATIONS: The operator should be familiar with and follow all regulations, including local traffic laws, road rules and applicable notices and permits.

•

COMMUNICATION: The operator should maintain clear communication with other road users and people on the job site to coordinate and move safely on the road.

•

PRE-OPERATIONAL CHECK: The operator should conduct a pre-operational check of the pump and its components before starting to operate on the road.

•

PROPER LOAD MANAGEMENT: The operator should ensure that the load is properly balanced and secure to avoid any accident during transportation.

•

ROUTE PLANNING: It is important to plan the route in advance, considering factors such as road conditions, traffic, and potential obstacles.

By following these safety points, operators can help to ensure the safe and efficient operation of a concrete pump on the road.

There are two methods to undertake the Road Safety Operator Quiz: USING THE HANDBOOK (hard copy) Suggest your Supervisor make a copy of pages 15 to 16. DON’T LET AN UNDERINSURANCE GAP COMPROMISE YOUR SUCCESS Concrete operators rely on their plant and equipment so it’s important that your insurance cover delivers the payout you need if it’s damaged and you need to replace it.

The value you declare for your property and business assets in a commercial insurance policy plays a crucial role in determining the payout amount from your insurer in the event of a claim.

While most insurers allow for a 15-20% buffer, failing to declare an insured value that is at least 80% of the current value of your property could result in a reduced payout.

This is because insurers apply a co-insurance clause to safeguard themselves against clients who understate their property value to obtain lower premiums. Protect yourself from the consequences of this practice by ensuring you declare accurate asset valuations when sourcing insurance coverage.

Engaging an insurance valuation expert to assess your property and business assets is the most accurate way to determine values to declare on your insurance policy and avoid underinsurance. These reports estimate the cost of reinstating an asset at current value. This will ensure your sums insured adequately reflect the actual value of your property and business assets.

The impact of inflation The issue of underinsurance has intensified due to the impact of inflation. With Australian consumer price index inflation rising to historic levels recently, it has been reported that plant and machinery assets recorded price increases of more than 25% over the past two years.

Underinsurance in action: a concrete case study A concreting business owned a pump truck that was worth $500,000. Due to budget constraints, they declared the value of the truck at $250,000 in their insurance policy unaware that this amount was significantly lower than its actual market value.

The truck sustained severe damage during a construction project, requiring extensive repairs costing $320,000. The business owner lodged a claim expecting to be reimbursed in full for the repairs. However, the owner’s underinsurance soon became apparent.

Because the truck was insured for far less than its current value, the insurance company applied the co-insurance clause and the business owner received a claim payment of just $200,000 leaving them with a $120,000 shortfall to cover the repair bill.

LINE PUMP TRAINING COURSE The Concrete Pumping Association of Australia (CPAA) Line Pump Training Courses will continue, following on from the success of previous courses.

CPAA certification is the only industry-recognised certification program in Australia, which provides an assessment of an operator’s knowledge regarding concrete pump safety. The purpose of certification is to increase the safety awareness of concrete pump operators and to assist in an operator’s development and self-improvement.

Certification will allow concrete pump operators to raise the standard of quality in the industry by upholding and improving the safe operation of concrete pumps.

Individuals will be certified by the CPAA upon successful completion of the course, having met pre-determined qualifications established by the CPAA Committee.

The CPAA Training courses are voluntary programs and are open to any concrete pumper, whether or not their employer is a member of the Concrete Pumping Association of Australia.

2024 EXPO The concrete pumping industry is made up of approximately 1,300 concrete pumping related businesses operating 8,000 pieces of concrete placing equipment around Australia.

These companies are responsible for providing time critical, dependable, and safe concrete placing ability to both major and minor infrastructure. This industry nationally employs some 12,000 people, operating invested capital of $3.5 billion to pump materials each year. The concrete pumping industry contributes about $1.5 billion of revenues into the economy and integral part of the construction industry contribution of $11.7 billion to GDP.

HIGH RISK WORK LICENSE (HRWL) A high risk work (HRW) licence is a photographic licence, issued to persons who have been trained and assessed as competent to work in a class of work defined as high-risk work (HRW). The licence is valid for 5 years and is issued subject to identification checks and verification of age.

The licence will allow you to perform this work in any state or territory of Australia. All states and territories will recognise and enforce suspensions and cancellations made in other states and territories.

A person performing high-risk work covered by the National Standard must hold a relevant license unless the person is undergoing training in accordance with this National Standard or exempted from holding a license.

To obtain a HRW licence you must complete the right qualification and be assessed as competent to do the high-risk work safely. You can then apply to the Work Health and Safety Regulator (WHS) in your state or territory for a licence.

Obtaining a High Risk Work Licence Step 1: Find an RTO offering training for a HRW Licence and enrol in applicable course • To find a qualified trainer and assessor for concrete placing equipment, you can search the CPAA Membership Directory or visit www.training.gov.au Step 2: Complete your Training to Gain a Qualification • To obtain a HRW licence you must have the right qualification. You can gain a qualification by completing a training course or unit of competency delivered by an RTO. Some states and territories will also allow you to complete informal workplace training with a supervisor who holds the relevant HRW licence. Contact your RTO or local WHS for more information about this.

• The Concrete Pumping Association of Australia does not currently conduct, deliver or coordinate training for persons performing high-risk work covered by the National Standard.

Step 3: Book in an Assessment with your RTO • Once you have successfully gained your qualification, your ability to do high-risk work will be assessed by an accredited assessor. An RTO can organise this for you. Once successfully completed, your accredited assessor with provide you with proof of completion.

Step 4: Apply for a High Risk Work Licence with your local WHS • Once you have gained your qualification and been assessed by an accredited assessor, you can apply to your local WHS regulator for an HRW licence. To do this you must lodge an application for an HRW licence with your local WHS regulator within 60 days of your qualification certification being issued.

Step 5. Retain Your Documents • Keep the documentation your accredited assessor provides you with, as well as proof of payment as evidence that you can lawfully perform work in the relevant class of high risk, pending a decision on your application.

• Just like a driving licence, you will need to keep your HRW licence with you to present if requested.

CONCRETE 2023 CONFERENCE REVIEW The 31st Biennial National Conference, Concrete 2023, organised by the Concrete Institute of Australia (CIA) and its dedicated Committee, was a resounding success. Held at the Perth Convention & Exhibition Centre from September 10th to 13th, 2023, the event brought together members of the CIA, Concrete Pumping Association of Australia, and concrete industry professionals from across the globe.

The overarching theme of the conference, "Resilient and Sustainable Concrete: Breaking Down Barriers," comprehensively addressed various facets of concrete, including materials, design, construction, repair, and maintenance, all of which are increasingly relevant in our ever-changing world. The primary objective was to convene global leaders in the concrete industry, fostering discussions on the present and future of resilient and sustainable concrete while identifying obstacles that may hinder progress.

Attendees were treated to special workshops delving into durability and innovative concrete practices, along with insightful keynote and invited speakers. The program culminated in a contractors’ forum, providing valuable insights into industry trends and challenges. Amidst the global challenges experienced in recent times, Concrete 2023 provided a platform for colleagues worldwide to reconnect face-to-face. The conference facilitated the exchange of research findings, innovative ideas, and practical knowledge among industry experts.

The conference was expertly co-chaired by Rodney Paull and Shan Kumar, featuring a robust 3-day technical program that encompassed over 200 papers and presentations spanning more than 20 concrete related topics. Among the distinguished presenters, CPAA CEO Craig Heidrich made noteworthy contributions with his papers titled "Opportunities and challenges for coal combustion products with a Circular Economy" and "Low Carbon Concrete Pavement Innovation: Coal Combustion Products, Rigid and Flexible Pavement Application" exploring innovative approaches to utilise coal combustion products in concrete applications, shedding light on opportunities and challenges in the context of a circular economy and low carbon concrete solutions.

Concrete 2023 in Perth, not only expanded our understanding of resilient and sustainable concrete but also reinforced the importance of collaboration in advancing the concrete industry. We Thank the Concrete Institute of Australia for making this conference a memorable and enriching experience. OFFICE COPY AND OPERATOR LOGBOOKS This 12 month Logbook is designed to be kept in the concrete placing equipment cabin for operator use. When the pages are complete, a copy of the completed page is transferred to an office copy. One book is required for each boom pump in your fleet. This Office Copy Logbook is designed for use in the company central office to store copies of six (6) years of completed forms from the Operator Boom Logbook. One book is required for each boom pump in your fleet with the time period depending on workloads.

PREMIUM SAFETY STICKERS: BOOM PUMP / LINE PUMP The current Code of Practice requires that all models and types of concrete pumping equipment must conform to a minimum standard of visual safety warnings. The CPAA has designed State-Specific Safety Sticker Kits including instructions for sticker location on the unit. The Premium stickers use a high-grade vinyl with a digital printing process to apply the text and images. These stickers are suitable for use on all concrete placing equipment.

TRAINING AND CERTIFICATION The CPAA offers multiple training and certification courses for members of the CPAA. The events aim to increase knowledge through the dissemination of current, applied information and aid in the facilitation of communications, sharing of knowledge, experience and networking opportunities. SAFETY MANUAL The CPAA in conjunction with the American Concrete Pumping Association has produced a quick reference guide Safety Manual that has been designed as a guide for the prevention of accidents. The Manual includes safety information for driving, operating and maintaining concrete pumps and related equipment. The book will fit into a normal size glove box and may be used as a guide for training and induction.

THE CONCRETE PUMP BROKERS STORY The business started from an idea, that the owner Steve Anstee had early in 2022, about the need to service customers when their regular Concrete Pumping companies were flat out and already at capacity.

Steve says - "When working for a large concrete pumping company previously this was a regular occurrence."

How many times did l hear the comment - "Well if you guys can’t help us with a concrete pump, do you know anyone else in the industry that can."

That’s where CPB comes in!

Maybe I’m not your first option when it comes to hiring a concrete pump, and that’s no issue, however to be able to source a concrete line pump or boom pump when others are too busy or scheduled Jobs over their capacity, as happens regularly in this industry, this is where l can offer you or your company this broking service, and get you a pump when you desperately need one, and that is exactly what l can offer in most cases.

All trucks will therefore be flat out on dry sunny days, and cancellations come in left right and centre on wet days.

Sometimes the cancellations come in early in the morning, as well, which creates scheduling nightmares for trucks and staff.

Clearly no one can accurately predict the weather all the time, unless it’s been raining heavily overnight and still is in the morning, most jobs will still proceed. Weather plays a huge role in what we do, however it’s not unusual to pump concrete in the rain. It doesn’t affect the concrete too much, but it does change the conditions on site with rainwater filling up holes, and footings etc.

Slab pours can still usually proceed in inclement weather but clearly finished paving for example cannot!

So, at the end of the day, it really boils down to a few things.

The brokerage is a niche market, previously unserviced except for an app that allows companies the capacity to off load overflow work or find a pump to do work they have committed too but can no longer do for several reasons.

One obvious reason for this is staffing shortages, which has been a huge problem during the Covid period. Other issues can be equipment breakdowns, scheduled maintenance, unscheduled repairs, and of course the old chestnut of overbooking.

It is generally accepted that as many as 50% of jobs that are booked in, can be and are cancelled at short notice. Not having enough work is obviously a huge financial burden on a business, therefore overbooking occurs regularly to overcome the many cancellations.

The biggest problem with this practice is that, if all bookings then proceed as scheduled, and there are few or no job cancellations, then there’s a very high probability that there won’t be enough pump trucks available to service all of these jobs. Clearly weather plays a huge part in this industry as well.

Customers will obviously check the weather forecasts for the next week or so, and everyone tries to book concrete pump trucks on fine days, as opposed to wet days. It makes concrete pumping a very seasonal occupation.

Is the site too wet? Are the holes full of water? Can the water be drained away in time or do you need to cancel that day’s Concrete pour and or postpone your job until the conditions improve?

LIFE ACHIEVEMENT FOR

DAVID BOND longest Serving Committee Member has retired.

David Bond, widely known and respected throughout the Australian concrete pumping industry, hung up his concrete boots in 2023, after a lifelong career focusing on ‘everything’ concrete pumping equipment that Putzmeister had to offer in Australia over more than 50 years.

From humble beginnings over numerous decades David’s experiences helped him to build Concrete Pumping Equipment, becoming CPE Machinery until it was sold to the Putzmeister Group and renamed Putzmeister Oceania Pty Ltd in 2021.

David remined involved to assist with the transition until his retirement this year.

But where did this all start?

David learned about concrete pumps as a young and impressionable 14-year-old working alongside his father in Melbourne where he founded Australia’s first concrete pump rental business in 1966. Rapidly growing to a fleet of 12 pumps of various makes, including 4 Putzmeister units which proved to be far more economical to operate, compared to the other two German and one USA brands in the fleet – future career seemed cast in concrete from these early days.

Demand for concrete pumping equipment grew quickly, but also the need to pump longer distances, greater heights and faster outputs. Quickly the challenge was on to sorted out which machines were up to the task in terms of performance, reliability and importantly low operating cost, given the difficult to pump concrete mixes that prevailed at the time. Funnily enough, according to David, much the same concrete ‘pumpability’ issues continue to this day 50 years on.

David realized early that concrete technology was advancing quickly, and he needed to learn everything he could about concrete, so in 1970 he commenced a cadetship with Boral Concrete to learn as much as possible about concrete production and emerging technology. Three years later he joined the family business, which had just purchased its first fully imported ‘big’ Putzmeister ‘Elefant’ boom pump (22 metre, 5” pipes!) mounted on a Mercedes-Benz chassis. Note: The 22 metre was considered big in the day!

Having gained a deeper understanding about concrete at Boral, it was now time for David to learn as much as he could about the technical aspects of concrete pumping equipment and how to troubleshoot if something goes wrong. This was the start many trips to come to various overseas Putzmeister locations for technical training and to expand his product knowledge.

Having met Karl Schlecht, the founder of Putzmeister on his first trip to Germany, David was inspired and motivated with a single goal in mind, which was to do whatever it would take, to make Putzmeister the machine of choice when it came to concrete pumping in Australia.

Initially a difficult task due to high import tariffs, plus a handful of low-cost local manufacturers and secondhand machinery importers to compete against.

New opportunities on the horizon In 1975, the family pump rental business was closed, and David then focused on selling and supporting the full range of Putzmeister products. From these very small beginnings, along with passion, focus and enthusiasm, plus a huge degree of support from Putzmeister’s export sales and service personnel, the business rapidly grew to the point where it needed Australia wide sales and service representation.

To achieve this, in 1984 David sold his small, threeperson business to the 600 Machinery Group and moved to Sydney, where he was employed as National Sales Manager Construction Equipment.

In 1991, David and Putzmeister moved to Rheem Concrete Industry Products (now Cesco) for several very successful years. In 1995 David left Rheem, (who retained the Putzmeister distributorship for a further 18 months) to become a partner in Concrete Pumping Equipment Aust Pty Ltd. That business rapidly grew with David’s involvement and in 2001 he became the sole owner and soon renamed it CPE Machinery Pty Ltd to better reflect the diversity of products sold, such as Putzmeister mortar machines, Tele belt conveyors, Trelleborg hoses and an unsuccessful attempt to sell underground mining LHD’s.

In 2012 CPE moved from Sydney to Melbourne to ‘state of the art’ purpose-built premises to facilitate further growth. David’s aim was always to develop the No1 company selling everything related to concrete and mortar pumps. He believes he achieved this success, by determination and lessons learnt along the way from several important role models, including his father, Karl Schlecht in Germany, business colleagues in Australia and a team of highly motivated and competent employees who all played their part to create CPE Machinery, a proud achievement.

Concrete Pumping Industry Leader David recognised early in his career the value of industry Associations and networks to lead change by educating and influencing government policy. In 1986 David was a foundation committee member of the NSW Concrete Pumping Association which in 2008 became the Concrete Pumping Association of Australia representing nationally the industry.

David was instrumental in establishing the CPAA which was formed to improve the standing of the industry by informing and educating our members through the provision of valuable advice as well as relevant products and services. Another important role would be to represent the concrete pumping industry to Australian governments and other stakeholders to ensure the best outcomes for members in terms of the sustainability of the industry and the safety of employees.

David served in many Committee roles until 2022, making him the CPAA’s longest serving Committee member.

The CPAA would like to thank David for his outstanding contribution to the concrete pumping industry across Australia and have awarded him with a life achievement award for his outstanding contribution to the concrete pumping industry in Australia!
