2017 General Assembly Wrap Up: A Session Like None Other! So, there I was…on pins and needles at 11:40pm on March 30th, awaiting the signature of important legislation to be enrolled and signed by Speaker of the House, Jeff Hoover, as I was watching my iPad during the last waning moments of the 2017 General Assembly for passage of our bill, HB 72. The first votes came in 46 in favor and 43 against. The bill needed 51 votes to approve the conference report as the bill ended up in Conference Committee after Senate Committee Substitutes were not accepted by the House. Lawmakers and leaders of the House swirled around the floor, whipping the last votes they could to pass this business-friendly bill. With fifteen minutes left, the bill finally passed with 51 votes in the affirmative, was enrolled and signed by Speaker Hoover at 11:53pm. Whew! The General Assembly resigned sine die at midnight.

o say that the legislature had an unprecedented session is an understatement. It all began on Tuesday, January 3rd. There I sat in a restaurant in Orlando awaiting the beginning of the Executive Officer Council meetings for the International Builders Show on Saturday the 7th watching my iPad as the House and Senate passed the repeal of prevailing wage and “Right to Work” legislation. Loud voices from throngs of union members shouted in the hallways, pounded on walls and howled endless negativities regarding these important bills that will set off a beacon to attract industry to our state. These bills, priority items for your association for over two decades, are transformational and will improve the economy of our Commonwealth for generations to come now that they are law. On February 8th Charley Wayman, our Director of Sales & Marketing, and I traveled to Frankfort to get ready for our annual Housing and Building Industry Day at the Capitol. We worked a few bills, including SB 182, sponsored by Senator Wil Schroder. This bill, now law, allows SD1 to work with the development community to share costs to efficiently upsize sanitary and storm sewer infrastructure; allowing for growth at the most cost efficient manner. On March 1st, Senator Schroder and I testified in front of the Senate State & Local Government Committee; where the bill received a unanimous vote, and was voted to be placed on the Senate consent agenda. The bill passed the Senate on March 3rd and was received in the House. On March 8th Senator Schroder and I testified once again, this tie in front of the House Local Government Committee. The bill was voted for approval unanimously and voted to be placed on the consent agenda. Representative Arnold Simpson cast both motions to move this business-friendly bill along. Representative Adam Koenig provided us a forum to discuss sewer infrastructure issues we have recently overcome in the Hebron area by asking important questions during the committee hearing. The bill passed the House on march 15th and became law on march 27th. On February 15th, members from around the state, including about a dozen local members from this association, convened in Frankfort to have our industry’s voice heard on several bills. The aforementioned bills would not have moved along without the diligent help of our

members from around the state, especially our local members involved in our advocacy efforts. That late night on March 30th we also saw the passage of HB 206. It was voted on after HB 72, enrolled and signed by Speaker Hoover at 11:54pm. Double Whew! The bill had a Senate Committee Substitute as it worked its way through the process that includes KEES funding for High School Graduates that enroll in Registered Apprenticeship programs. At the time I am writing this, work has already begun to adapt Registered Apprenticeship programs to fit the needs of our Enzweiler Building Institute as an umbrella Registered Apprenticeship Program. We met with Labor Secretary Derrick Ramsey and Deputy Secretary Michael Nemes the afternoon of February 15th after the hard work of our members during the Housing and Building Industry Day at the Capitol. This will provide High School graduates who graduated for the last five years to apply for KEES funding. This is a huge shot in the arm for our students and our industry as this puts trades training on a level playing field with other careers for KEES funding. We would like to thank all our grassroots members that engaged the General Assembly during the 2017 session. We will be addressing a Kentucky Work Ready Scholarship program during the interim to ready a bill for the 2018 session to put construction trades training on an equal footing with the tenets of HB 206 to provide scholarships for High School students to attend the Enzweiler Building Institute’s introduction to construction trades courses currently operating with Boone County Schools, Ludlow High School and the Northern Kentucky Education Cooperative. he Enzweiler Apprentice Training Program sponsored by the HBA of Northern Kentucky provides quality training recognized by the National Association of Home Builders, the US Department of Labor and the State of Kentucky to get students on a path to licensure in fields that require them and to gain a level of proficiency critical to your success on today’s job sites. With classes in six different disciplines (carpentry, plumbing, facilities maintenance and remodeling, HVAC, electrical, and welding) we are preparing people with the skill and desire to have a rewarding career in the construction industry. Realizing the need to fulfill the diverse educational needs for a skilled workforce the HBA of Northern Kentucky started one of the region’s first construction trades programs in 1967 and continues the tradition of training the future business owners and skilled trades people of tomorrow. On June 14, the Federation will be on Capitol Hill. NAHB members will meet with their congressional delegations on Capitol Hill to discuss issues of vital interest to the home building industry. The day starts with a morning briefing on key issues and a guest speaker at the Marriott Wardman Park Hotel, headquarters for the Midyear Board Meeting. After a day of Capitol Hill office visits and meetings, the NAHB Legislative Conference concludes with an evening reception back at the Wardman Park. PROTECTING AMERICA’S CONSTRUCTION INDUSTRY AKA: “PUT A CENTURY IN”

imply put the P.A.C.I campaign is a concerted fund raising effort to enhance the teaching and learning experience of the Enzweiler Building Institute. The campaign kicked off at Table Top Night and will wrap up August 11th . This goal of this campaign is to raise on average $100 per HBA member in either monetary or in kind donations such as tools and construction materials. Our industry is facing the largest workforce shortage it has seen in over 70 years and the ONLY way we can address it is to collectively invest in educational initiatives to promote and provide quality training opportunities to build our workforce. 12

ore than just meetings and dues, HBANKY membership matters in building both businesses and the region All too often, business owners feel that their already swelling schedules can’t possibly allow for one more demand on their time, but HBANKY ’s proven outcomes make the case that joining the association is actually a critical investment rather than a burdensome commitment. HBANKY membership hosts a range of benefits – continuing education, advocacy, marketing, and networking opportunities, B2B events, and connecting with customers – all keeping business owners on top of ever-changing issues, trends, and legislation within their market and provide opportunities to be part of what’s going on in the industry. And the proof of its impact is in the proverbial pudding. And, as the association moves forward, those results will likely go a long way in meeting one of its key strategic goals: Encouraging new and engaged members.

‘BIRD-DOGGING’ KEY ISSUES As is often the case, numbers talk, and advocacy alone speaks loudly to the advantages of HBANKY membership. Advocacy, says Brian Miller, HBANKY Executive Vice President, is one of the greatest values a member will utilize from their membership, noting that it literally keeps areas open for development. Without the HBANKY, he says, areas of the region will not open for development. “Advocacy has opened up 2,700 lots for development in Hebron over the next 30 years,” says Miller, “It has kept the Richwood Road area open to serve another 3,000-plus lots over the next 30 years.” HBANKY Associate President Pat Parshall, who has been involved with the association for ten years, concurs with Miller. “The big benefit is the advocacy part. We went to Frankfort and were able to sit in with the senators. We fight so many issues,” says Parshall. HBANKY Associate Vice President Watson Jones echoes that advocacy is a key advantage that membership provides. “The biggest advantage of becoming a member is the vast network of builders/remodelers, contractors, and suppliers that you can network with,” 16

says Jones. “Being a member helps tremendously when working with any of these companies. Something that most people do not see and benefit from is the advocacy. We have a great group of staff and members who work very hard to have relationships with our political counterparts and keep them updated with our views of legislation. Because of this we have been able to save the construction industry multiple thousands of dollars per project. So if anything everyone apart of the construction industry should join to support this effort and the more members we have the more voices we have and there is power in numbers.” Parshall points out that without HBANKY, areas would shut down, creating a shortage of need for businesses and buildings. “The state building code is negotiated through the association at the Department of Housing, Buildings and Construction,” says Miller. “We constantly work with counties and cities to work on economic development to bring manufacturing jobs to the area to support commercial and residential construction. We work on every comprehensive plan, zoning ordinance, and subdivision regulation at every planning agency meeting to ensure we bird dog any issues that may affect the industry.” That nose to the ground approach keeps members in the know, and that knowledge translates into good business for members. Of the new homes built in the area, more than 95 percent of all permits are pulled by HBANKY members. Miller says HBANKY members will sell more homes, more windows, and write more mortgages than non-members. OPENING DOORS TO NEW RELATIONSHIPS…AND NEW CUSTOMERS Good relationships make for good business, and HBANKY members have a host of opportunities to shake new hands that very likely wind up signing new contracts. In addition to marketing and networking opportunities that include advertising in the association’s Builder magazine and membership directory, sponsorship opportunities at all HBANKY events, digital advertising options through its membership communication and website,

and digital options through a partnership with Scripps, the association connects its members through advertising in its home show guides through sponsorship or print advertisements. “We have many opportunities to connect with customers, and each group is involved,” says Parshall. Each year, the HBANKY hosts multiple B2B events, which bring associate members together to network with each other, as well as builders, remodelers, and developers. But, Parshall says the association has been thoughtful and respectful of people’s time. “What we’ve tried to do in the last sixteen months is value people’s time — cut back on events, do better events, and make it worth their time to actually come,” says Parshall. Among the events are a Bourbon Tasting at New Riff Distillery, Table Top Night, a Derby Party hosted by our Young Building Professionals group, and a Family BBQ. “All of these events bring our members together, allowing them to connect in conversation both personally, and through a business standpoint.” Table Top Night, held each March, is a key opportunity to connect with customers, showcasing their products and services,” says Angela Foster, Director of Shows and Events. “Here, they are able to meet and converse with builders, remodelers, and developers to form relationships and, hopefully, gain customers and business,” says Foster. RETURN ON INVESTMENT Key to providing a return on membership dollars, HBANKY members are encouraged to use the products and services of other HBANKY members when doing business. “For example, with our home shows, builders and remodelers are encouraged to use other members as vendors and suppliers,” says Foster. “Those products are placed in the show homes are advertised as customers walk through, and listed in the details of each home.” Building upon the professional tribe that has your back For many builders and business owners, the greatest impact of membership is the

networking and camaraderie that takes place among members. “HBANKY B2B events bring members together outside of the everyday meeting culture, giving them the opportunity to have fun and get to know one another personally in order to build relationships that can help professionally as well,” says Foster. The real benefits of membership are gained far beyond simply paying annual dues, the real perks come from active participation; or, more simply put, what one gets out of their HBANKY membership is directly related to what they puts in. “Probably the biggest thing that I’ve committed to is to help out on the membership, to show the value of being a member,” says Parshall. “Any organization you’re involved in, you get out what you put into it; you never know who you’re going to meet and who they know.” Additional membership benefits include discounts on GM automobiles and trucks, Dell computers, Office Depot office supplies, industry publications, and a host of additional products and services. Through Verizon discounts, eligible members receive 22 percent off corporate calling plans and employees receive up to an 18 percent discount. Consumer shows, and opportunities for marketing products and services include, HomeFest, Northern Kentucky’s premier single site home show; Cavalcade of Homes, a scattered site showing of new homes, remodeled homes, and apartments; Tours of remodeled homes, displaying the skills of HBA’s Registered Remodelers; and Parade of Homes, a showcase featuring medium prices homes in one location, or “Dreams Within Reach.” Membership includes workmen’s compensation insurance program; builder/remodeler contracts and forms; publications, including the Northern Kentucky Builder, National Builder, and Kentucky Builder’s Journal; meeting space available at the HBA building located at 2751 Circleport Drive, Erlanger, which can accommodate groups of 25 to 200, and provide catering and beverage service as well as onsite parking for 110. A professional staff is on hand from 9 am to 5 pm to assist member needs. hursday, March 2 was definitely a night to remember! With a new venue, Table Top Night at Belterra Park Racino continued its reputation as being the HBA’s premier networking event. Some of Northern Kentucky’s top Registered Builders, Remodelers and Developers gathered here, allowing vendors to offer their newest products and services, and have one-on-one conversations and introductions. This year's committee was chaired by Mike Eubanks of Wells Fargo. With the help of the other committee members, they put together a fun Monopoly-themed night, complete with a Chance Board, Community Chest and even a jail! If you did not attend Table Top Night you truly missed out! As Mike ran the show as our MC, he also ran the Chance Board, where people donated $10 to take a chance to win a prize or be sent to Jail by our own Sherriff Joe Walter of Forcht Bank.
