The Tornado Relief Fund

W

e at the HBA Northern Kentucky would like to thank the many members who donated to our Tornado Relief Project. We were able to gather a large amount of needed supplies that were given to those left ravaged by the Tornadoes that struck the area in March. Your efforts were much appreciated and all of the supplies were put to good use! We know that many members went to the damaged areas and helped out those in need at greatly reduced prices and in some cases even free of charge. It speaks well of the quality of our membership to see everyone rise to the occasion so quickly and selflessly. What’s In Store for 2012

T

here is no question that green construction is becoming more and more relevant in today’s construction industry. Within green building, many trends are emerging. The Earth Advantage Institute (“EAI”) recently announced its list of 10 green building trends predicted for 2012.

1. Urban Density. Younger residents and empty nesters are choosing to settle in the city. They enjoy the proximity to cultural activity, mass transit, more sustainable lifestyles, and neighbors with similar ideas. As a result, residents and builders alike are creating more living space in dense urban areas by constructing accessory dwelling units, laneway homes, and homes on infill lots. 2. Green Multifamily Homes. In some areas of the country, particularly the Northwest, there has been a significant increase in multifamily building certifications. Coupling a surge in interest by owners in energy efficiency savings and increased growth in multifamily homes, EAI expects a continued rise in multifamily certifications in 2012. 3. Energy Updated Driving Home Remodels. Consumer preferences in homes are constantly evolving. The modern trend is edging toward smaller homes and reduced energy bills. Builders tuned into these preferences can capitalize on energy upgrade work. To attract additional remodeling work, builders may consider offering additional services to prospective clients, such as energy audits and residential retrofitting. 4. Development and Testing of New Materials. Energy-saving materials and systems require significant testing before being introduced to the market. In an effort to get such products to the market, national labs and university research departments are beginning to partner with builders. Such partnerships will test and track the performance of new materials and equipment. 5. Consumer Friendly Home Energy Tracking Devices. Manufacturers are introducing products that track energy use. These products are used in the home to help save consumers money. Such products include the Nest Learning Thermostat and Belkin’s Conserve Insight. Due to the success of the products, other manufacturers, including Fujitsu and Intel, are developing products as well.

6. Energy Education for Commercial Tenants. To encourage tenant participation, owners and utility companies are creating new effective ways to educate tenants on saving energy. 7. Transparency in Home Marketing. Using smart devices, buyers are more informed in today’s market. Builders and remodelers that can effectively educate clients on the benefits and features of energy efficient, green homes will earn buyers’ trust. 8. More Accurate Appraisals. Appraisers knowledgeable in green building can accurately report the value of green housing. The lending industry lags in this area. However, as more sellers and buyers demand Certified Residential Green Appraisers, the lending community will become more educated. They will learn of the additional value and return on investment of certified homes. 9. Broader Adoption of Residential Energy Ratings for Homes. Many states now see energy labeling systems. These systems estimate a home’s energy consumption for homeowners and prospective buyers. The systems encourage owners to compare energy use and undertake energy upgrade work if such use is too high. 10. Smart Grid-Compatible High-Performance Homes. Household appliances account for 60 to 90 percent of the residential electricity consumption in the U.S. More of these appliances are becoming “gridaware”. Consequently, many such appliances can now monitor and report their own usage. They may even be able to increase or decrease their electricity usage by remote command. What Have You Done for Me Lately? The HBA through the efforts of our dedicated members on our Board of Directors lead by President Bill Butt of Bill’s Remodeling, the State and Local Government Committee chaired by Walt Dunlevy of Forge Lumber, the Political Housing Club of Northern Kentucky chaired by Adam Chaney of Terrace Holdings and the Land Development Council lead by LDC President Joe Kramer of Cardinal Engineering works endlessly to benefit you and your industry. Here is a brief list of major issues and accomplishments in the last two and a half years. The list is outstanding and a prime example of what the HBA does for you as members of our organization. Through these efforts we keep your industry promoted, protected and proactive. HBA Annual and Ongoing Efforts Government – NAHB has full time legislative staff that works with the state and local HBA’s concerning legislation and regulation generated by Washington DC. Many bills are created and stopped at the Federal Government and many regulations are stalled or amended based upon the efforts of our national federation. In Frankfort the local and state HBA work all year to talk with legislators and agencies to tell our industry’s story to make sure that our industry is not harmed and in many cases helped as a result of our unending work. On a local level the HBA works with planning commissions, County and City Governments on issues facing our industry here at home. Media – The HBA works constantly with the media to tell the story of our industry, the economy, and the good works of the HBA and its members. This results in nearly 100 media stories a year about the HBA, its members and our industry. NKY Water District – Every year the HBA work with the District to comment on their specifications manual. 2009 Boone County Planning Commission – The HBA was successful in stopping a Greenways & Trails Study in Boone County. This study would have stopped the ability for our industry to develop 25% of Boone County. If allowed to go on this would have driven up the cost of all housing in Boone County and slowed your industry further. 2010 Boone County Water District – The HBA was successful in lowering the amount of tap in fees builders have to pay to connect to the water system by $150 per tap. As a result the NKY Water District has decided to not raise their tap in fees. If allowed to go on this would have driven up the cost of all housing in Boone County and slowed your industry further. Boone County Subdivision Regulations – worked with the Boone County Planning Commission to lessen impacts on our industry by this regulation. Streamlined the regulation process by allowing federal regulations to override local regulations so there is only one regulation to deal with. This make the development and build process clearer, more streamlined and housing more affordable in Boone County. The HBA is still engaging this planning commission with regard to street tree and fencing regulation in this document. 2011 NKAPC – The HBA took a formal position regarding this public taxing entity. The HBA is for proper planning and zoning. The HBA stated that the entity is unnecessary to perform planning in Kenton County as there 14

is already a Kenton County Planning Commission. The HBA believes that the NKAPC hinders growth in Northern Kentucky and is actively working to change that anti-growth agenda or byproduct by every means possible to help your industry in Kenton County. The HBA Backed a petition drive to put the question of the dissolution of the NKAPC on the November ballot. Was successful in gathering the necessary amount of signatures. The count of signatures was derailed by the Kenton County Clerk. There is a current lawsuit showing that we have the necessary amount of signatures. The clerk has until June 1, 2012 to report back to the court and the HBA. SD1 – Worked with SD1 to identify approval problems regarding plan approval coming from the State in Frankfort. This has resulted in a streamlined and quicker approval process. EPA – Worked with NAHB to submit samples to NAHB so that EPA’s methods could be proven faulty with regard to stormwater runoff measurements. This has resulted in a new regulation being stalled at the EPA. SD1 – The HBA worked with SD1 regarding their update of more stringent stormwater regulation mandated by the EPA. To this end the HBA Board of Directors offered full support of Congressman Geoff Davis’ REINS act to pull back on out of control federal regulation of our industry. 2012 SD1 – worked with SD1 to change their easement language. The prior language could hold builders harm for damage done by SD1 employees on a builder’s site. Kenton County Planning Commission – The HBA is currently working with the Kenton County Planning Commission on its Subdivision Regulations. HBA members and staff are putting in countless hours on road specifications. The Kenton County Mayors Group is attempting to change the road specifications to address a problem. The problem in reality is with poor inspections and poor maintenance programs in Kenton County. The Mayors Group recommendations could increase the cost of a new home as much as $3,600. The HBA is presenting data showing that the Mayors Group proposal would not solve the issues with roads in Kenton County, would harm our industry and further suppress the economy in Kenton County. NKAPC – Worked with elected officials in Kenton County to have NKAPC go from a monopoly in electrical inspections by an Ohio organization to an open market stable of inspectors that builders can choose from. This will go into effect in July 2012. NKAPC – Currently working with NKAPC to create a new Comprehensive Plan that is market based. The HBA is engaging NKAPC to ensure that there is a pro-growth agenda in the Comprehensive Plan for Kenton County.


“Through these efforts we keep your industry promoted, protected and proactive.” NKAPC – The HBA worked with Senator Damon Thayer to draft legislation to lower the threshold for petition signature requirements to allow the people of Kenton County to choose what type of planning organization should govern in Kenton County. The bill made it through the Senate but died in a House Committee due to party politics. NKAPC – The HBA is working with Senator Damon Thayer to call for an audit by the state auditor of NKAPC. The HBA contends that the organization is inefficient, too costly, overstaffed and propels an anti-growth agenda. Boone County Planning Commission – The HBA has worked with this commission to draft a Comprehensive Plan that is more growth friendly. The work the HBA is doing also protects the industry for the next five years in stopping rampant environmentalism and other issues that would slow the growth of our industry. Campbell County Planning Commission – The HBA is working with this Commission regarding the update of their Subdivision Regulations. This Commission is using the Boone County Regulation as their model which is a good thing. They have removed the fencing regulation from the document as mentioned above. The HBA is working with Commission staff and their committee regarding other changes to the document that will benefit our industry in Campbell County. Tornado Relief – The HBA is working with local media, Kenton County Fiscal Court, and NKAPC to help protect those affected by the tornadoes from “storm chasers”. The HBA is working with local authorities and relief agencies to connect HBA members to those affected. The HBA has spoken at several events in the affected area, is carrying out an ongoing media effort and is working on new opportunities to both help those in need and connect HBA members with those affected. Northern Kentucky General Assembly – The HBA was successful on the passage of two bills during this assembly. HB 409 codifies the intent of the Department of Financial Institutions to allow builders and realtors to sell up to four properties each year through owner financing transactions. This will give builders another avenue to sell a home. House Bill 398 codifies the various ways that a Property Valuation Administrator can appraise properties for tax purposes. This gives the PVA more flexibility to help our members receive the best possible appraisal. The HBA is your advocate in government and the media. We ensure that your industry is protected to its fullest to keep housing affordable and your industry and economy alive not only in Washington DC and Frankfort, but here locally in your hometown. We also work to move the economy forward in Northern Kentucky so we can recover and get our outstanding men and women back on track as our industry recovers in 2012 and beyond. he Home Builders Association of Northern Kentucky (HBA) has released its annual residential economic report for 2011. The report details the number jobs, personal income and fiscal revenue paid to government as a result of direct residential construction activity and as a result of the economic expansion that residential construction creates as a byproduct of growth. “For the first time since the recession hit we are seeing jobs increase and that is outstanding news,” said Brian Miller, Executive Vice President of the Home Builders Association of Northern Kentucky. “We have been working hard to get our men and women back to work and we are starting to see growth in condominiums, multi-family homes and residential remodeling. These are all signs that the foundation has been laid and the bottom for the housing industry in Northern Kentucky is in. Our focus is on growth and how we can all make that happen together to make Northern Kentucky a better place. We will continue to work with our partners in government and business to take the ball and move it down field. The underpinning of the entire Northern Kentucky economy is housing and we need it to continue along recovery without additional roadblocks,” he concluded.

From the report’s summary: 2011 was a mix of optimism and gloom in the residential construction and remodeling market. As we enter into 2012 there are signs of life. The foundation of a full housing recovery has been established in 2011. Residential remodeling is experiencing a renaissance in activity and values not seen in the last five years. There has been a seventy one percent increase in activity in the last six months of 2011 alone, with a fifty percent increase for the whole of 2011 over 2010. Values of residential remodeling work have increased twenty seven percent in 2011 over 2010. Multifamily and condominium activity has increased three hundred percent in 2011 over 2010; bringing activity in this sector back to a somewhat normal pace. However, 2011 was the worst year in recent history for single family residential construction in Northern Kentucky….. ….. The Home Builders Association of Northern Kentucky (HBA) expects modest growth in the first half of 2012 for detached single family homes. By the middle of 2012 the HBA predicts a 15% increase in this activity over that period in 2011. The HBA remains extremely optimistic about residential remodeling and string sustained growth in the multifamily and condominium sector of the construction industry.

Code Issues: The new International Energy Code will go into effect on October 1, 2012. The N.K.A.P.C. will start energy inspections on July 1, 2012 to help remodelers get used to what they are looking for in the inspections.
