I

t was about two months ago when we at the Hays County Echo began asking ourselves, “What’s the best place to grab a beer in Buda or Kyle?”

This, of course, was a question we asked as we were imbibing a few a post-newspaper drinks ourselves.

But that question expanded into other categories. Pizza, barbecue, wings, tacos – where in Buda or Kyle are the best places to get all of our favorite things?

Those questions have now been answered, as we present to you the “Best of 2016” results across a wide range of categories.

Our “Best of” results couldn’t have been possible without you, the reader, who cast suggestions over the course of a month before we placed a poll out for the vote.

For that, we thank you. Thanks to all of those who participated and made this endeavor possible.

It’s our hope our poll encourages readers to visit the many businesses, shops and restaurants in our neck of the woods.

BEST BURGERS Many other hamburger joints have made their way to the area since Dan’s Hamburgers set up shop in Buda in 2013. None have been able to knock Dan’s off of its pedestal as the best hamburger in the Buda/Kyle area. But what exactly makes Dan’s so enjoyable? Maybe it’s their toasted bun, or the hot, juicy patty tucked into the fresh lettuce, onion or tomato. Perhaps it’s the old-fashioned 1950s diner style inside of the facility, or the local area flair that makes it work. Coming in a close second place was Kyle-based Bailey’s Burgers, while Centerfield rounded out the group.

Chicken wings are a staple for any bar or restaurant these days. In the Kyle/ Buda area, Centerfield, located in downtown Kyle, is the king of the chicken wing in our best of poll. The wings, which are fresh and never frozen, are a huge hit. How huge? During $.50 Wing Wednesdays, Centerfield produces over 2,000 wings from their kitchen. The flavors are also extensive, ranging from the popular lemon pepper to Jack Daniels Honey barbecue. Wings to Go, located along Kyle Parkway, finished in second place, while Tavern on Main in Buda gathered 58 votes to finish in third.

Texas Pie claimed first with Firehouse Subs finishing not far behind with 120 votes. Jersey Mike’s finished in third place.

Ever since opening their doors, ChickFil-A has seen its popularity rise. It showed in the results for Best Chicken, as the restaurant claimed the crown by a wide 112 vote margin. The battle for second place went to Golden Chick, located on FM 150, and Chicken Express, located along the southbound interstate frontage road, as the two businesses tied for second at 98 votes.

Only 11 votes separated the battle of the similarly-named restaurants for the best chips and salsa in the area. When it came down to it, Casa Garcia’s in Kyle edged out Garcia’s for the chips and salsa crown. Finishing in a respectable third is Chavelo’s in Buda.

The race for the best Asian Food restaurant in our area was a tight one, with the top two restaurants seperated by a mere three votes. Austin-based Mama Fu’s, located along Kyle Parkway, took away the prize as the best Asian food in the Buda/Kyle area. The restaurant offers customers a wide variety of Asian flavors, with flavors deriving from Chinese, Japanese, Thai, Korean and Vietnamese influence. Finishing in a close second was Koy, which is across Interstate 35 in Kyle near Seton Medical Center Hays. Pho Thaison finished in third with 78 votes.

Perhaps it’s the fancy new signage or the cowboy cutout on the side of the building that makes Milt’s BBQ in Kyle so popular. Or perhaps it’s the brand of barbecue that brings all the patrons to the location on Center Street.

Whatever the case may be, Milt’s took the top prize as the best BBQ in Buda/Kyle with nearly 50 percent of the vote. Shugabees, located in the parking lot of the Painted Horse Pavillion on FM 1626, scored second place with their BBQ, while Buda’s Willie’s Joint finished third.

Priding itself on using fresh ingredients and making dough from scratch, Pizza Classics claimed the crown by a substantial margin as the best pie in the Buda/Kyle area. Locally owned and operated, the Kyle-based business offers pie creations of all kinds, from contemporary to speciality.

Centerfield’s pizza finished second, while Papa Murphy’s, which specializes in a take-home and bake business CENTERFIELD model, finished third.

Long-time Kyle staple Dairy Queen rounded out the list in third.

Situated under historic oak trees and with beautiful twinkling lights abound, Willie’s Joint in Buda took top honors as the locale with the best ambience in the area. Patrons can opt to lounge in a cozy chair, play giant Jenga and cornhole, or just relax to the sound of live music that plays at the location. Finishing in a close second place was Casa Garcia, which earned 102 votes, with Illario’s Italian restaurant finishing third.

The battle of the best cuppa jo had a Buda and Kyle coffee house square off against each other. In the end, Summermoon, which opened on Main Street in Buda in 2014, edged out Kyle-based Grindhouse by 11 votes. Summermoon, notable for its wood-fired coffee beans, has gathered a following, with patrons often packing the establishment on mornings and weekends. What makes the coffee sell well? Some say it’s the Moon Milk, which is a blend of secret, organic ingredients that go into the brew.

Gardening tips, tricks and remedies

W

hat’s rarer than a summer snowstorm in Texas? A know-itall gardener, that’s what. Maybe it’s because most plant people agree that there’s always something new to be learned when it comes to growing things. Following are a few strategies to discuss over the rakes and shovels at the local community garden.

If you want to start a vegetable garden or flower bed in an area with an unknown soil type, one of the best first steps is to get a soil test done.

You may balk at having to collect and mail a soil sample to a testing lab, but it will pay off later when your plants are thriving and you saved time and money by not applying unnecessary fertilizer. Go to texasplantandsoillab. com for more information.

What do you do when you discover that your soil is highly alkaline? A neutral ph is 7; a number lower than that is considered acidic and anything higher than 7 is labeled alkaline. Not all, but most soils in this area are alkaline and sometimes have a high ph that can make gardening very challenging.

Regardless of the ph of your soil, the important thing is learning how to deal with it. One easy tip: adding an appropriate amount of compost will help improve any soil, especially alkaline soil, so work some into your garden on a regular basis. Because this organic matter retains water so well, a planting area shouldn’t be comprised of more than 30 percent compost. Many of the national gardening magazines often showcase acid-loving plants, such as azaleas, camellias, dogwoods, gardenias and southern magnolias.

Avert your eyes from the photos of these lush and seductive beauties!

Instead, choose plants that do best in alkaline soil, such as cedar elms, desert willows, native salvias, Texas sages and Texas mountain laurels, to mention just a few. It’s probably impossible to make large, permanent changes to your soil’s ph, so don’t even try. Just work with what you have.

Many gardeners complain about aphids and other bothersome insects this time of year. Since a stressed plant often attracts pests, study it to see if the plant got too much water or fertilizer or is planted in the wrong spot or, if in a pot, is root bound, and then try to solve the problem. Identify the insect with the help of resources like “The Texas Bug Book,” by Howard Garrett and Malcolm

If you still need to eradicate some insects, follow the integrated pest management system, or IPM, which is a fancy way of saying start with the least toxic method of dealing with any pest. With aphids, you can rinse them off with a burst of water from a hose or, if necessary, spray with a gentle

insecticidal soap. You can make it really simple and allow beneficial insects into your garden by being patient and avoiding the use of chemicals. When aphid populations get high enough, ladybugs will fly in and gobble up the aphids over a few days and then will get busy making more ladybugs. Their larvae, which resemble black and orange alligators, consume many times more aphids than the adult ladybugs, so rejoice when you see them!

Mulch, mulch, mulch. Horticulturist Doug Welsh, in “The Texas Garden Almanac,” wrote that mulch is “the lowest-technology, highest-impact gardening practice of all.” Applying two or three inches of mulch around your plants and trees (keep it from touching the trunk), will conserve water, deter weeds, moderate soil temperature and help build soil by introducing organic matter into the garden. Use a natural product such as hardwood mulch, cedar mulch or compost for best results.

Keeping birds away from your almost ripe fruits and vegetables can be very frustrating. You might not mind sharing but the birds usually pierce whatever fruit they can find, ruining them all!

So, when the birds start pecking at

your persimmons, plums or other fruit before they’re ripe, drape a plastic mesh netting over the top of the tree with the ends weighed down with fishing sinkers or tied up at the base of the tree. This might possibly keep the birds away as they don’t like to land where their feet may get tangled up. At the end of the season, roll up the net and store until needed again. The netting may also protect ripening tomatoes from the birds. Another idea is to hang red plastic Christmas ornaments on the branches of the plants. Birds that go after the ‘tomatoes’ will just get a sore beak for their efforts and, it’s hoped, will leave the real tomatoes alone.

Then there are the annoying and ubiquitous pill bugs and slugs. They’re not always a problem in people’s gardens, but when they are, look out!

Give them their own little happy hour by first placing a bowl in a recessed area in the ground, making it flush with the surrounding soil. Pour in some cheap beer, not quite filling the bowl. As the critters inch along, usually at night, they’ll fall in and die happy. In the morning, toss the whole thing in the compost pile.

Black spot on roses can make rose lovers see red! A fungus often seen on plants during warm, wet weather, black spot can cause yellowing and leaf drop on non-resistant rose varieties.

Ensuring that the roses are located in full sun with good air circulation will help keep them healthy. Cleaning up leaf litter in the early spring will also lessen the number of fungal spores floating around. To treat black spot, some gardeners fill a spray bottle with one part milk (any kind of cow’s milk) and two parts water. Spray the top and undersides of the leaves once a week until the problem clears up. Other gardeners use compost tea, a mild fungicide, as a foliar spray to help fight black spot.

Many longtime gardeners have seen for themselves that putting the right plant in the right place at the right time will prevent most pest and disease problems. Avoiding chemical pesticides and synthetic fertilizers and using compost and mulch to nurture the plants and conserve water will also help. In the end, it could be that the best gardening tip of all is to simply emulate nature.

$237 million county bond up for vote in November

Hays County voters will decide this November on whether they’ll support a bond initiative that, if approved, would improve the county public safety facilities, including the jail, along with area infrastructure.

During the course of a marathon 11-hour meeting, Hays County Commissioners Tuesday crafted a $237.8 million bond initiative, voting 5-0 to place on the November ballot.

Within Hays County’s bond package is $106.4 million that would go toward improving public

Pct. 4 Commissioner Ray Whisenant said the bond allows the county to provide a facility that is “safe for people operating it and are being detained by it.”

But commissioners spent hours whittling down their wish list for potential road improvement projects to be included in the bond.

The end result saw commissioners approve $131.4 million of their $326 million preliminary project list within the referendum. That includes an $11.8 million realignment of FM 150 West from Yarrington Road to Arroyo Ranch Road.

A one-penny property tax rate reduction could be on the horizon for Kyle residents as the city continues discussion on the proposed fiscal year 2017 budget.

The reduction could be one of several items the city plans to enact, which could include the creation of a storm water utility fee, within its estimated $79.2 million budget for the coming year.

Kyle Mayor Todd Webster said the onecent decrease was created after the city added its storm drainage and flood risk mitigation fee into the budget.

The fee, which is a $3 per month charge for residential and commercial properties, would generate

enough revenue so that the storm water utility could fund “a number of employees,” Webster said.

In turn, City Manager Scott Sellers moved several employees, who had been funded by general fund monies, to the storm water utility.

Webster said Sellers used the cost savings to cut the property tax rate by a penny.

Webster said the stormwater fee is needed, as it would go toward mitigating flood and drainage issues across the city.

But he added if council nixes the fee, the city’s property tax rate would remain at last year’s rate of .5848 per $100 valuation.

Buda Planning Director Chance Sparks said the catalyst for the council’s approval of a Housing Action Plan came after the city received some low income housing tax credits (LIHTC) for projects that never were able to get off the ground.

“The uncompleted projects prompted the conversation for the Housing Action Plan, so we (Buda) could determine if we were getting what we wanted with the types of housing being built,” Sparks said.

Buda’s survey consists of 23 questions ranging from asking residents’ age, where they currently live in Buda, how much they earn, how much they currently pay in mortgage or rent payments and what they want to see in Buda as far as housing options go.

According to Sparks, the rapid growth in the area caused the need for the citizen survey to determine what the residents of Buda want to see in their community.

He said the survey would

“We’re taking all of these additional capacity issues and getting money up front and having to piecemeal this house-byhouse,” Webster said.

Kyle’s budget also calls for a $4 million reduction in the city’s debt. Refinancing previous bonds, along with not adding any new obligations led to the reduction, Webster said.

One additional component that could be added to Kyle’s budget could be a possible pay increase for Kyle Police officers, which was requested in a letter to council by the Kyle Police Employee’s Assocation (KPEA) in order to maintain parity with other jurisdictions, Webster said.

Roughly $37 million would go toward the city’s Capital Improvement Projects this fiscal year.

Included in that cost are the final four of Kyle’s 2013 Road Bond projects, along with over $10 million in wastewater line improvements across the city.

Kyle is also planning to schedule out payments of the proposed expansion of its wastewater treatment plant, which is projected to cost $17 million.

Webster believes the city’s new development would bring in enough revenue this fiscal year to cover the expansion, which would see the plant increase capacity from 3 to 4.5 million gallons per day.

The city is anticipating $8 million from five new developments, including the Anthem Development near Mountain City, the Crosswinds Municipal Utility District, and a proposed Walton Development.

Webster said the city’s goal is to “get things paid for with private sector dollars” without the need to borrow.
