ays Consolidated Independent School District (Hays CISD) is a proud partner of the City of Kyle and its surrounding communities in serving almost 20,000 students at 23 campuses, soon to be 25 this year. Even with continued growth, the school district offers a world-class education with a friendly, small-town feel.

Hays CISD features a state-of-the-art Performing Arts Center, a dual-language magnet program at two elementary campuses, a science/technology/ engineering/math (STEM) magnet program at two elementary schools, and Project Lead the Way designation at both of the comprehensive high schools.

In addition to providing students a rigorous academic curriculum, Hays CISD recognizes the value of extracurricular activities to enrich the student experience, providing opportunities to participate in the awardwinning band, choir, visual and performing arts, and athletic programs. Additionally, after-school clubs are hosted at each campus with offerings as varied as students’ interests.

Austin Community College (ACC) Hays Campus offers 235 degree/certificate options, over 100 workforce education degrees, and 90 workforce certificates. ACC’s

presence in Kyle extends learning for students with its flexible class schedules and affordable in-district tuition.

This year, Hays CISD is excited about the opening of three new campuses along with a variety of improvement projects that were all part of the bond passed in May of 2017. New campuses are Uhland Elementary School, Johnson High School and a new campus for Buda Elementary School. There will also be expanded CTE facilities at both existing comprehensive high schools, a new music building at Hays High, and one of the most eagerly anticipated items, a new baseball/softball complex at Hays High. Career & Technical Education Since 2013, the Career & Technical Education (CTE) programs in the Hays CISD have grown by leaps and bounds, going from providing 11 CTE certifications, to offering more than 5,600 certifications.

Almost $9 million of the 2017 bond is going towards increases in CTE resources into courses offered at Lehman High School in Kyle. So whether your student is interested in veterinary medicine, culinary arts, welding, or any of the other 1,900-plus programs, Lehman and Hays high schools are prepared to help your child succeed in the workplace of their choice.

ACC PHASE II

Hays Criminal Justice and Emergency Training Facility

BY CYNDY SLOVAK-BARTON Retired Texas Ranger GW Hildebrand gets a twinkle in his eye when he talks about Austin Community College’s new Hays Criminal Justice and Emergency Training facility in Kyle. A former state trooper, Hildebrand now heads ACC’s Criminal Justice Department and recently gave a tour of the new facility to area officials and business leaders. The closest facility with even comparable training capabilities is as far away as the Dallas-Fort Worth area or Texas A&M. It took years to get such a facility on the radar, and to be built in Kyle, he said.

Phase II of the ACC campus opened in fall 2018 and is the latest portion of the commu-

nity college to be funded by bonds.

The 19-acre Emergency Vehicle Operations course has a skid pad to simulate a vehicle sliding, banks on the curves and railroad crossing tracks, and various other training paths. The course will be open for training local law enforcement.

Dale Toler, criminal justice professor and a retired sergeant with the Austin Police Department, including SWAT, bomb squad and hostage negotiations, talked about how the track will enhance local law enforcement and emergency departments.

“Nobody has a track like this,” he said. “Most of your law enforcement people have visited and they’re all drooling over this track.”

Another feature that has the ACC staff members all atwitter is the gun range. The range includes shooting lanes with ballistic steel roof plates and 14 inch concrete walls so that no bullets escape. In addition, ACC put in an air-filtration system that cleans the air 99.97 percent before it is exhausted from the building.

The facility also has a bullet capture system to make sure that all the lead from bullets is captured.

The Emergency Management program being taught at ACC will include the “meat and potatoes level of what you’re going to be doing in the field,” said Nate Zaleski, who is in charge of the new program.

In August, the new ACC facility added a new EMT certificate program.

Kyle Library wins statewide award for service to growing community

BY CARLIE PORTERFIELD A push to create a “destination experience” that adheres to a more technologically-driven demographic is the goal for the Kyle Public Library. As a result of their work, the KPL claimed a statewide award signifying efforts to change with the times. Of more than 550 public libraries in Texas, the Kyle Public Library was one of only 52 to have their work recognized in 2017.

Last year, library officials received the Achievement of Excellence Award for 2017 from the Texas Municipal Library Directors Association.

Founded in 1966, the organization aims to promote public library professions, improve library service and to maintain high standards of ethics.

Of more than 550 public libraries in Texas, the Kyle Public Library was one of only 52 to have its work recognized in 2017.

As the Kyle community changes with society as a whole, the library must make its own changes to properly serve residents, said Library Director Paul Phelan.

“People think libraries are a thing of the past,” Phelan said.”They’re really not, they’re Page 10 • Kyle, TX 2019

just changing. But they’ve always changed, so it’s really nothing new.”

Last fiscal year, 191,275 items were checked out or renewed at the library, a 27 percent increase over the previous year, which was also record-breaking, Phelan said.

So far, 2018 numbers look to be on par.

Much of that has to do with Kyle’s growth, Pheland said.

However, numbers for events and programming held at the KPL are equally growing.

According to statistics, 153,998 people came through the library doors in 2017

and staff reported 2,700 adult program attendees.

Programming and events help make the Kyle Public Library what Phelan calls “a destination experience.”

“One of our goals here is not only to provide reading materials. We want you to not get a book and leave, we want you to come here and have an experience,” he said. “Sit in the butterfly garden or have a cup of coffee in the foyer and read, like you would at a Starbucks or any other coffeeshop.”

As more and more of the workforce uses a computer to complete daily tasks, our world can feel more isolated, Phelan said. Events and programming at the public library give residents a space to come together to pursue their interests.

“A lot of people enjoy coming to the library and participating at the library. I think people like meeting with people and interacting with their community,” Phelan said.

“People need a space to come together and pursue their in-

terests and intellectual endeavors.

People want to a place to get out of their house, and not pay $50 or $100 to do that.”

To help create that experience for residents, the library and the city are in the process of installing a 50-square-foot butterfly reading garden on a plot of land located north of the building that could be open as early as July.

The butterfly garden will be located in a section of land acquired in the tailend of 2017.

Phelan said the roughly acreand-a-half of land not only improves the area’s aesthetics, but allows the library to hold large, outdoor events. One such event coming up this summer is the fantasy-themed summer reading program kickoff party, scheduled for June 9.

“Like public schools, (libraries) are a great equalizer and it really helps,” Phalen said. “All of our citizens, regardless of their socioeconomic background, come to interact and socialize. That’s becoming a focal point of the library.”

Keeping Kyle connected while maintaining the country character

BY KATERINA BARTON The FM 150 Character Plan is a study covering the area from Arroyo Ranch Road in Kyle to FM 12 in Dripping Springs – an area that will need improvements in order to expand capacity for the growth in the area and continue to ensure safety.

The second and final phase of the FM 150 road improvement plan was given the green light by Hays County Commissioners in late 2017.

Main parts of the recommended plan include widening shoulders, inserting roundabouts, and creating a bypass going from FM 150 to FM 967, among other road improvements.

The county hired K Friese and Associates to conduct a more than three year study on the road, in order to update and preserve the road, which is now in its final stages.

One main segment that will be widened is on FM 150 from Arroyo Ranch road to FM 3237. Within this section there are two focus intersections, at FM 3237 and one where the potential bypass would begin with a preferPage 12 • Kyle, TX 2019

ence for roundabouts.

Although there are other intersections in the study, these two intersections are being studied more in-depth, according Joe Cantalupo, vice president of K Friese Associates and project manager of the character plan.

The plan also highlights a bypass that would take off from just south or east of FM 3237, go through the Rutherford Ranch and connect to

FM 967 near the Pedernales Electric Cooperative substation. This bypass section includes where FM 967 connects to FM 1826 and then back to FM 150 and would include upgrades on these roads and intersections as well.

Community engagement in the project was an important part of the plan and thousands of comments were taken into consideration.

plan have been contentious with some of the public as people want to preserve historical property, their own private property and the essence of the long winding roads of the Hill Country.

Cantalupo says they have tried to take as much of this into account as they can.

“This was a very community focused, community rich engagement process,” said Cantalupo.

Certi-pie-ably Sweet Kyle looks to businesses to help build new brand

BY MOSES LEOS III With sky-high aspirations for its new moniker as the Pie Capital of Texas, Kyle is offering businesses a chance to carve a slice of it.

Kyle’s new initiative, which was rolled out by city leaders in late 2017 would allow commercial entities of all kinds to find creative ways to incorporate the city’s pie-centric theme.

Kim Hilsebeck, Kyle communications specialist, said becoming “Certi-pied” is a way to help the city push, promote and build its new brand, with the hopes of increasing traffic to town.

“It’s an initiative that will unify the business community, create economic development opportunity and increase traffic and customer base,” Hilsenbeck said. “We want to become a city where people come off of the highway and stay here and spend a little money.”

Kyle’s initiative directly relates to its push to become the “Pie Capital of Texas.”

Kyle officials in 2016 applied with the U.S. Patent and Trademark office for the moniker.

Hilsenbeck said focusing on pies is the identity the city has been looking for, something the city can “embrace and that would put us on the map.”

slice on top of the Texas Pie Company in downtown.

However, focusing one business isn’t the primary goal of the program, Hilsenbeck said. The idea is potentially embrace pies of all kind, ranging from pizza pie, frito pies and everything in between.

Hilsenbeck said the idea is create a brand similar to Dripping Springs, which is known as the Wedding Capital of Texas.

Sarah Watson, Kyle events coordinator, said the city’s branding initiative aims to give residents and business leaders ownership of its moniker.

“This year, we will be boots on the ground, building the brand and getting everyone on board,” Watson said.

The focus now centers on trying to get buy-in from commercial entities on becoming “Certi-pied,” which can be a challenge for businesses that don’t cater to food or pies.

Twenty-two local businesses are currently “Certi-pied” based on current practices.

Hilsenbeck cited Broadway Bank’s effort to become a sponsor for a handful of pie eating contests that will take place during the year.

Allison Ullom, realtor with Sky Realty in Kyle, said her business gives away a pie to clients who close on a house.

The practice was done prior to the city applying for the “Pie Capital” name.

Ullom said offering the pie helps not only build the city’s brand, but also allows for them to point out all areas of the city to new residents, primarily the downtown sector.

“The more people enjoy a town, the more activities there are and the higher quality of living there is, it increases properly values and people wanting to live here,” Ullom said. “The better branding effort goes, the better it is for everyone’s business.”

Hilsenbeck said giving businesses opportunities to tie into the branding effort could allow for “uniqueness” and people to have fun with it.

The city’s branding effort may also harbor residual benefits for all business, even those who may not participate.

Hilsenbeck said a possible influx of foot traffic could lead to more money for hotels and restaurants. It could also allow people to inject more disposable income into the economy based on pie-related festivals and events.

The economic opportunities that could come as a result of Kyle’s pie-centered theme are “unlimited,”

Hilsenbeck said. Creating an “economic stimulus program” that gives people a reason to operate and expand a business in Kyle, as well as stay in the city, is a primary objective.

“Businesses get something out of it and they can thrive, both small and large ones,” Hilsenbeck said. “We want people to come to our local businesses.”

Seton makes multi-million dollar investment in

Level II Trauma Center

BY MOSES LEOS III A multi-million dollar investment in the form of new equipment and staff at Seton Medical Center Hays in Kyle will now bring high-level trauma care to the doorstep of Hays County residents.

In September 2018, Seton Medical Center Hays officially began operations as a Level II trauma center, placing the hospital just below Level I facilities such as Dell Seton Medical Center in Austin and Brook Army Medical Center in San Antonio.

Dr. Oscar Rios, FACS, trauma medical director at Seton Hays, said moving up to Level II allows staff at Seton Hays to "take care of anything that walks through those doors."

As the only Level II trauma center on the Interstate 35 corridor, Seton Hays will now be able to offer 24-hour in-house trauma surgeons, as well as the availability of speciality trauma neurosurgeons and orthopedic surgeons.

Neal Kelley, chief operating officer at Seton Hays, said the facility added roughly $4

million in new surgical and medical equipment; they also added roughly 20 to 25 new specialized staff members ranging from trauma surgeons to neurosurgeons.

Kelley said Seton Hays will partner with Dell Seton in Austin to assist with training new employees and provide equipment in the future.

tors and nurses all together and in the same place.

"It gives us more security and makes us feel like we have everything here," Rios said. "Helps keeps nurses and keeps them with us instead of having them go back-and-forth into the room."

The move to Level II was as much a need for patients as it was for emergency officials, Kelley said.

Rios said prior to Monday, patients in need of Level II or greater trauma care had to be transported to Austin or San Antonio for treatment.

An increase in traffic meant patients were delayed as much as an hour or more before they get to a facility.

sick patients, every minute counts," Rios said.

Traffic congestion can also delay EMS operators from returning back to their service areas, which is also a problem, Kelley said.

Seton Hays' move to a Level II facility is the culmination of a multi-year project to improve service to residents.

The facility was named a Level III trauma center in 2017, and was then deemed an advanced Level III center in 2018.

Improvements include the expansion of Dell Children's to Seton Hays, along with the opening of a new 30-bed surgical unit in 2017, which expanded the hospital from 112 beds to 142.

Other developments on the horizon for 2018 include a new wound care clinic, a wellness center, and $14 million expansion of the facility's maternity and women's services.

Rios said the goal for facility directors was to go from a Level IV to a Level III and have the opportunity to learn

from the experience and provide "safer patient care."

"For us, to take our time and to do it safely was a better option than going from a (Level) four to a (Level) two immediately," Rios said.

He added it took an "army

of people" to help with obtaining improvements.

Moving up to a Level I facility is a long-term goal, Kelley said. Level I facilities have an in-place residency program. Currently, the Dell Seton medical school is

still in development.

Kelley said there could be a possibility for the residency program to expand to the suburbs in the future.

"There is not one injury that we can't treat right here," Rios said.
