Are we in for another historic upset, a la David Ige’s victory over Neil Abercrombie in the August Primary, or will the favored candidates cruise to victory?

November’s Elections Won’t Resolve Much of Anything

embers of Congress are home now, campaigning for the upc o m i n g elections. Their messages are all over the map, and for a good reason: they have very little to brag about.

The Congress that just recessed until after the elections makes the 80th — the one that Harry Truman blasted as “donothing” — look like a paragon of productivity. This year’s members did manage to avoid a shutdown, but that’s about all.

Congressional leaders spent the better part of the year avoiding tough votes.

They didn’t pass an annual budget. They made no pretense of weighing U.S. policy against ISIS or, really, any other foreign or defense policy issue.

They didn’t tackle immigration reform, climate change, tax reform, the minimum wage, or domestic surveillance. They passed fewer bills than any other Congress in 60 years. In

the 3 ½ months between the beginning of August and midNovember, they’ll have been in session all of 10 days.

Small wonder that voters are in a sour mood when it comes to Washington. They want to see our elected leaders tackling issues that confront the country. They want less partisanship. They don’t understand government’s frequent failures, and crave more competence.

On every front, the people they’ve elected have disappointed them.

This may be why there is no dominant theme in this year’s elections: voters seem more focused on a variety of issues than on one dominant issue. Apathy is high and we are headed for low voter turnout, even by the standards of mid-term elections. Voter outrage at Congress is not translating into a message of rejecting incumbents.

This has made the tone of the election rather interesting.

Candidates appear to have picked up on voters’ dislike of mean-spirited campaigning,

and for the most part are showing restraint. The deeply partisan politics we saw in 2010 and 2012 has abated. Where a couple of years ago there was heated talk of storming the gates in Washington and potentially shutting the government down, that kind of campaigning is just a memory this year.

Candidates may not be embracing Washington, but they’re not attacking it as they once did. There’s even talk of bipartisanship and building bridges, sentiments that were nearly invisible in recent years.

Given President Obama’s lack of popularity, there’s a general sense among members of the political class that Re-

publicans have an edge in the election and may well take over the Senate. A battle to control the Senate can have significant consequences, yet it’s unlikely that much will change on Capitol Hill in the near term.

Mid-term elections are usually about the President, and Republicans are largely content in this election to attack him, while Democrats are content talking about anything but the President.

Even if the Senate majority changes hands, it will do so only narrowly. Given that a party needs 60 votes there to accomplish much of anything, whoever controls the Senate will be able to maneuver only on the margins; resolving tough issues head-on will be difficult, maybe impossible. Unless the recent election talk of bipartisanship and finding common ground becomes a reality, in other words, the dysfunction and lack of productivity that have become defining characteristics of Congress in recent years are likely to continue.

This is ironic, because large amounts of money are being poured into the fall elec-

tions, especially in races for the Senate. You’d almost think transformational policies were at stake. In truth, though, these elections are more of a run-up to the presidential race in 2016.

And even then, the attention on the Senate is probably misplaced. Polls are showing that a number of gubernatorial seats are likely to switch hands in both directions, and if anything this year’s 36 gubernatorial contests will have more of an impact on politics two years from now than what happens in the Senate.

In short, whatever happens on Election Day this year, it’s unlikely that much will change in its wake. This may hardly be the most important election of our lifetimes, but the business that Congress left unfinished is still waiting. The nation needs an elected leadership capable of rolling up its sleeves and meeting our challenges headon right now, not a few years hence.

GENERAL ELECTIONS 2014: THE POLITICS OF PLURALITY

I

n a few days, the General Election in Hawaii will come around marking the beginning of another era in Hawaii’s congressional, state and county politics.

The November 4th election will be unlike the August Primary largely because the main contest—the governor’s race— will not be determined by a majority vote as in the case of state Sen. David Ige trouncing incumbent Gov. Neil Abercrombie: 68 percent to 32 percent.

Instead, the results will be determined by a plurality of as low as 35-40 percent because there are three major candidates and a fourth relatively unknown contender who may affect the election outcome one way or the other. But more on this later.

Also, familiar, heavy-hitting political names like Abercrombie, Hanabusa, Hee and Mercado-Kim will be noticeably absent on the ballots. They all lost their bids for the positions they vied for in the Primary.

Some lost by a mile like Abercrombie or by a miniscule margin of less than one percent, as was the case for Hanabusa.

As usual, big corporate or private monies, mainland endorsements, thousands of TV, print, radio and other commercials, possibly stormy weather once again and especially low voter turnouts will tremendously impact the results of the General Election.

Repeated calls for greater voter participation in local elections seem to have fallen on deaf ears. Voter apathy or hostility against the political process have deeper roots that we will not explore in depth. It appears obvious that typical voters in the body politic are either unconcerned, unaware or uninformed about the vital relationship of politics to their day-to-day life.

Or they are simply turned off by politics as usual and have internalized the cynical attitude that “they are all the same,” referring to politicians and candidates for various offices.

This is a long-term struc-

tural problem that will need profound solutions such as a thorough voter education process via institutions like government, media, schools, family, peer groups, community organizations, voluntary associations and other agencies of learning and socialization.

Election Statistics The voter registration and turnout rates in general elections are usually higher than in primary elections. But the record of general election turnouts over time has not significantly increased either.

For instance, the State Office of Elections recently reported that for the 2014 elections, the voter registration record is on the 706,890 level, which is only marginally higher at .17 percent over the 2012 figure and only a small 2.3 percent increase over 2010.

Derrick DePledge of the Honolulu Star Advertiser notes that in the upcoming elections, “political analysts are skeptical that voter turnout in November will match the 55.8 percent that voted in 2010, the most recent gubernatorial election.” In that race, Abercrombie beat Mufi Hannemann in the Democratic Primary.

The 2012 General Election registered an even lower rate at 52.7 percent. Contrary to the saying that “all politics is local,” national politics seems to elicit more interest among voters in presidential years.

Four-Way Gubernatorial Race This time, there will be no “power of incumbency” in this four-cornered contest because there is no incumbent running in Hawaii politics since statehood in 1959.

State Sen. David Ige, the Democratic party standardbearer, faces three other hope-

fuls: former Lt. Gov. and Judge James “Duke” Aiona, (Republican nominee), former Honolulu mayor Mufi Hannemann (Hawaii Independent Party); and Jeff Davis, who is running as a Libertarian.

Because there are four candidates, three of whom are considered major ones, the winner could win by a simple plurality of on the 30 percent level, more or less. So the three major ones should be aiming at that level or above to claim a win, with possibly Ige and Aiona, breathing down on each other’s necks.

In an early poll this season taken by Civil Beat, the results were as follows: Ige (36 percent); Aiona (35 percent); Hannemann (6 percent); and Davis (2 percent). But as all polls go, that will change up to election day.

Website RealClearPolitics has reported the following finding based on a summary of three recently published polls on the race—Ige (41.3 percent); Aiona (37.7 percent); and Hannemann (9 percent). There were no figures listed for Davis, the fourth candidate.

Again, a low turnout, as DePledge notes, which is accompanied by a winner’s earning less than 5 percent of the total vote, “could limit the next governor’s ability to claim a mandate for his policy agenda.”

The current race in which more than two candidates are running is reminiscent of the time when Ben Cayetano (Democrat), Honolulu Mayor Frank Fasi (a Democrat who formed the Best Party to run under) and Pat Saiki (Republican nominee), squared off in the 1994 guberna-

torial election. Cayetano was in his second term as Lt. Gov. and Fasi was the feisty longtime Honolulu mayor, who had run for the position before against Gov. George Ariyoshi but lost.

He had never been in the good graces of the Democratic party establishment. Pat Saiki, a staunch Republican, had served as a member of Congress.

After the smoke cleared in the three-way fight, Cayetano won by a plurality of 36 percent, making him the first American of Filipino Ancestry to become governor in the U.S. Fasi was second with 30 percent and Saiki third with 28 percent. It was that close with the three candidates, who were more or less competitive with each other. A fourth candidate, Kioni Dudley, got 3.4 percent in the 1994 gubernatorial race.

The biggest question that has come up in the current race is why Mufi Hannemann entered the ring, when he had lost two major races in a row—the first against Gov. Neil Abercrombie in 2010 in the Democratic primary and the second in 2012, when he lost somewhat unexpectedly to Tulsi Gabbard, who gave up her seat in the Honolulu City Council to run for Congress. Hannemann had all the major endorsements and he was expected to win especially because he had a higher name recognition than Gabbard. But again he lost, which surprised Hawaii voters.

In throwing his hat into the political ring a second time for governor via a third party, Hannemann argued that he had a 39 percent favorable rating among

voters in a poll that was taken earlier. He was banking on that statistic in launching his candidacy, and given that it would be a three-way contest, it might be sufficient to make him a competitive candidate.

Some observers note that “politics is in Hannemann’s DNA” and that he is a highly political person who is undeterred by previous defeats. He has chosen Les Chang, a former City department chair as his running mate.

Aiona, who is running as a conservative Republican, expects to draw much of his support from groups with a religious orientation, such as the various Christian communities that exist in Hawaii. This is reinforced by the presence of his running mate, Elwin Ahu, also a former judge and a pastor of the New Hope ministry. Both expect to draw strong support from the Hawaiian community because of their Hawaiian roots. Aiona also served as a two-term Lt. Gov. under the administration of Gov. Linda Lingle, which gives him familiarity and knowledge of state affairs.

Ige appears to be the frontrunner at this point and is expected to draw strong support from traditional as well as more progressive and liberal Democrats, owing to his more secular background and broad experience as a state senator with particular expertise on budgets and financial affairs in view of his longtime position as chair of the State Senate Ways and Means Committee.

The latest poll by the Global Strategy Group shows him leading the race by 12 percent.

Davis is the least known of the candidates and has a low budget grassroots campaign.

And he has participated in several debates with the other three candidates, although he is not invited to the major forums. The main question voters have is: What is the Libertarian party all about?” and “What does it mean to be a Libertarian?”

Davis best answered these questions with a statement he provided in late September.

“Without changing our government from the top down, we will forever be piecing the broken pieces of the puzzle back together,” Davis asserts. Born in California, he moved to Hawaii in 1978 and has never before run for public office. He calls himself a “functional Libertarian” although he abhors political labels and admits that many of his ideas are not consistent with the Libertarian party’s philosophy of “limited government, free markets and property rights.”

Davis would legalize marijuana for people over 21 and would tax and license the sale of the drug like alcohol. He has not made a stand on marriage equality, unlike the other candidates.

He would also label food with GMOs and proposes to push biotech companies “that produce seeds - and not edible food” off agricultural land through higher taxes.

Observers are unsure how the four-way race will play out but Davis could increase his initial 2 percent rating in the final vote. If the three major candidates end up as tight as in the 1994 race involving Cayetano, Fasi and Saiki, with Dudley still getting 3.4 percent, Davis could end up being a spoiler of sorts.

Meanwhile, more forums are scheduled for the major candidates for governor in the closing days of the campaign.

Takai vs. Djou Voters are eagerly watching the congressional race between Mark Takai (Democrat) and Charles Djou (Republican) in the first district of Hawaii to succeed outgoing Congresswoman Colleen Hanabusa.

For refreshers, Takai defeated State Senate President Donna Mercado-Kim in the August Primary, while Djou easily

won his bid to become once again the Republican nominee for Hawaii’s 1st Congressional seat.

Both in their middle or late 40s, Takai and Djou are considered veteran politicians in Hawaii politics. Takai has been a state representative of his district in Aiea for the past 20 years.

Djou has a shorter but broader political experience having been a member of the State legislature, Honolulu City Council and U.S. Congress. He won the latter post in a 2010 special election for a vacancy in the 1st congressional district and served a brief seven months, but was eventually defeated by Hanabusa in the following election.

As diverse as they are in ideological terms and on the issues they are running on, both candidates served in the U.S. military overseas with Djou in Afghanistan and Takai in Iraq.

Takai is strongly supported by a political action group called Vote.vets.org, while Djou has the backing of the National Republican Congressional Committee (NRCC) and other U.S. mainland groups. Their ads frequently highlight this credential to attract the support of the vast pool of veterans in Hawaii believed to be in the neighborhood of 100,000.

As expected, their major difference lies in the way they view the role of government in serving the people. In this regard, both candidates reflect their political party’s philosophical positions on a basically radical-liberal-conservative spectrum, with Democrats generally espousing a liberal agenda and Republicans a conservative view on issues like education, welfare, health, Social Security and Medicare, veterans affairs, renewable energy, defense spending, big and small business, the Jones Act, the current war against Islamic militants in Iraq and Syria, and other social and political issues.

Of course, the liberal-conservative labels are not exclusively the domain of either party.

Each party has its share of radical, centrist and conservative factions. In recent years, voters or citizens who were uncomfortable with these labels have formed or joined third parties like Independent, Green, Libertarian, Best, Socialist, Environmental, and other such formations or coalitions.

Since the race is expected to be close, each candidate is trying to point out his strengths and

GENERAL ELECTION 2014 his opponent’s weaknesses.

Takai takes prides in being a “proud Democrat” and looks forward to joining the Hawaii “United Delegation” in Congress, which he says has been good for Hawaii. He faults Djou for his perceived links to the Tea Party of the Republicans, whom Takai characterizes as “obstructionists” because of their repeated opposition to omnibus bills and other measures designed to improve the financial situation of citizens. These Tea Party values, argues Takai, are contrary to those of traditionally Democratic Hawaii.

On the other hand, Djou eschews party labels and argues he will be the more effective representative of Hawaii’s 1st district in Congress, which is currently under Republican control. During his previous stint in the House of Representatives, Djou claims an ability to work across the aisle and deal with anybody, no matter what persuasion, to get things done. In short, he has gained enough experience in working with bipartisan groups.

He faults Takai for not having a plan for his congressional agenda and has yet to acquire the needed bipartisan experience that Djou already has.

The polls have the Republicans retaining their majority in the House of Representatives in the upcoming mid-term elections, and that they need only three or four seats to gain control of the U.S. Senate, which is currently under Democratic control.

In a sense, the upcoming elections will serve as a referendum on the presidency of Barack Obama as he exits in 2016.

Other Local Races Familiar faces will either be coming, returning or going in the political arena as the general election approaches.

Longtime state representative Rida Cabanilla (D) will not be returning to the Legislature, after losing in the Primary Election to newcomer Matt LoPresti (D), an associate professor at Hawaii Pacific University.

State Sen. Malama Solomon (D) was also eliminated in the Primary by Lorraine Rodero-Inouye, a former state senator herself, who is expected to win her November election.

Henry Aquino (D) won his Primary Election against Alex Sonson (D) and will return to the State House since he is running unopposed in the General, as will Ty Cullen (D) who did not

have an opponent in the Primary, nor in the General. House incumbent Della Au Bellati (D) faces C. Kaui Jochanan Amsterdam (R) in the General.

Rose Martinez (D) will square off against incumbent Rep. Bob McDermott (R) in House District 40. Martinez has been endorsed by the Star Advertiser for her professional service and community experience.

The newest and youngest Fil-Am face on the scene is Brandon Elefante, who defeated Baybee Hufana-Ablan for a seat on the City Council. He replaces Councilmember Breene Harimoto, who will move to the Senate. Elefante previously served as an aide to Harimoto and is a community leader affiliated with the Filipino Jaycees.

Longstanding politician Romy Cachola (D) had no opponent in both the Primary and General, despite conflict-ofinterest difficulties with both the City and State Ethics Commissions regarding campaign spending issues. He has settled his cases with both Commissions.

Another longtime state legislator, Faye Hanohano (D) of District 4, lost her re-election bid on the Big Island to newcomer Joy San Buenaventura (D), a Filipina attorney. San Buenaventura faces Gary Thomas (R) in the General for House District 4.

Also on the Big Island, incumbent Greggor Ilagan won reelection to his Council seat, having earned more than 50 percent of the vote.

On Maui, incumbent Don Guzman squares off against opponent Joe Pontanilla for the County Council seat.

Michael Magaoay (D) of Mililani-Schofield also did not have a Primary opponent but will run in the General against incumbent Lauren Cheape Matsumoto (R) for House District 45.

Sen. Brickwood Galuteria (D) faces Republican newcomer Chris Lethem (R) for Senate District 12.

Finally, State Sen. Gil Keith-Agaran (D) from Maui beat Cynthia Gusman (D) in the primary and faces Joe Kamaka (R) in the general.

Conclusion Once again, we are witnessing or hearing annoying TV and radio ads, some of which are very negative and atrocious. This is because no less than the Supreme Court itself, the highest

judicial body in America, has approved laws that allow big corporations and political groups, acting as Super-PACS, to purchase ads for candidates they are supporting even without informing the candidates themselves.

At the end of the ads, when the candidates themselves are supposed to be approving or endorsing the ads, as should be the case, you see the names of unfamiliar organizations which have gotten into the habit of airing any ad they want, provided there is no coordination with the candidate involved. This is outrageous!

It will be very hard in the end to prove that there was no collusion or coordination between the sponsor and the candidate in question, even if in fact there were.

This practice has the effect of confusing and misleading the electorate. For instance, the Ige campaign recently disavowed any knowledge of an ad attacking Aiona’s views against abortion, which is a typical Republican issue, according to the ad.

Similarly, there is an ugly ad showing Abercrombie lurking behind Ige, the Democratic gubernatorial candidate, and the text runs something like: “The two are one and the same when it comes to big time spending, which will bankrupt the state.”

The perpetrators of these outrageous and shameless ads get bolder and bolder in their attempts to discredit or undermine the candidates they are not supporting.

The best advice for voters is to learn more about the individual candidates and not rely on ads on TV, radio or printed material as the reason for voting in an election. If the ads are not approved by the candidates themselves, then don’t believe them.

It is high time for political reform especially in the electoral process. Elections are supposed to be the cornerstone of a representative community and if these insidious and hateful practices continue and are tolerated, we have no business calling ourselves a democratic and civilized society. dR. aquino, a political scientist and authority on Philippine affairs, is Professor Emeritus at the University of Hawaii, where she was the founding Director of the Center for Philippine Studies. I am campaigning for Duke and Elwin for the sake of our children and Hawaii’s future. Small businesses and residents in Hawaii have suffered much these past years due to red tape, burdensome business taxes, a high cost of living, homelessness and other problems. I am confident that Duke and Elwin can make change happen for a better Hawaii.

I watched the gubernatorial debate at the UH Cancer Center on October 15 and found that Mr. Hannemann offered the most straightforward and honest answers. Q:

If elected governor, what is the first thing you’ll do?

A: My first priority will be to build a cabinet that equally represents all voices across Hawaii. I have stated throughout my campaign that I will ask qualified individuals regardless of political affiliation or profession to submit their applications.

My goal is to assemble team members who want to work in public service for the right reasons.

Q: What is your plan to address homelessness?

A: As governor, I will collaborate with and support the counties’ efforts to address homelessness. I further support the Housing First initiative, which provides transitional and permanent supportive emergency housing, and homeless shelters that provide immediate physical and mental health relief for homeless individuals and families.

We must help our homeless military veteran population with affordable housing and support services and improve coordination with the Veterans Administration. My administration will support the Hawaii Veterans Treatment Court, which provides veterans arrested for non-violent crimes with resources and treatment for PTSD, mental health problems or substance abuse to get them healthy, employed and acclimated back into society.

JeFF dAVis What is your campaign strategy heading into the final weeks before the General Election?

A: My platform has included election reform, term limits for the Legislature, exemption from shipping restrictions and a vision for renewable and affordable energy production. Let’s start with change at the top with election reform.

Q: If elected governor, what is the first thing you’ll do?

A: The best leader is the best delegator. I will finding experienced partners to work for the people and by the people which is always the solution.

Build a TEAM. Q: What is your plan to address homelessness and the need for more affordable housing?

A: The same solution applies to all these issues—money. We must address the $16 billion we spend to import 92 percent of our food. We must provide incentives for agriculture to stop this trade deficit. With better leadership, we can create income to address these important issues. Let’s begin at the top.

s I have come to learn more and more about the past and the present of the Filipino community, I admire your rich history of faith, family and strong work ethic. Filipinos are a large part of Hawaiiʻs melting pot of cultures and have helped to brand Hawaii as one of the best places on earth. I ask for your vote because I believe Duke Aiona and I have the principals that best align with the Filipinos of Hawaii.

First, is Faith. Faith is important to Filipinos.

Elected officials, through many of their actions and law changes, have taken away religious freedoms of Hawaiiʻs citizens through forcing those in the medical field to perform practices against their strongly held religious tenets. am not a career politician. I am a dedicated and hard working professional administrator. I sincerely believe those are the exact skills that are needed in state government now.

I’m a local boy with a global perspective. I graduated from Kaimuki High School and the University of Hawaii where I earned a BEd. I also was commissioned a 2nd Lieutenant in the Air Force.

I enjoyed a rewarding 30-year career in the Air Force where I managed numerous large and complex organizations worldwide.

One of my more important assignments was directing the branch in the Office of Secretary of Defense in the Pentagon which is responsible for quality-of-life programs for military members and their families. Another significant assignment was a three-year command in Okinawa where I was Pacific Region Commander for the Army and Air Force Exchange Services, overseeing 8,000 employees, mostly civilians and $1.1 billion in annual revenue. My career included residing internationally in Okinawa, Japan, Turkey and Germany. I retired as a colonel.

I am the only military veteran running for governor or lieutenant governor.

The lieutenant governor’s primary job is to support the governor. With my military background, where the vice commander supports the commander, I fully understand the importance of this concept.

In 2004, I joined Mayor Hannemann’s cabinet as director of the City’s Department of Parks & Recreation. With the support of the many hard working and dedicated parks staff, we improved each of the almost 300 parks and gardens on Oahu. I still take pride in seeing our City parks heavily-utilized by the public, knowing what we accomplished during my time as director.

I have the unique experience of having worked with Mayor Hannemann for over six years. The Hannemann/ Chang team has the most executive leadership experience and longest track record of public service accomplishments. We wish to continue utilizing our extensive executive leadership and are dedicated to the call of public service.

As members of the newly-formed Hawaii Independent Party, we believe in listening to and doing what’s right for the people, instead of what a political party’s ideology dictates. We believe that Hawaii voters are independentlyminded and will pick candidates who can do the most for them, their families and the people of Hawaii. The Hannemann/ Chang team pledges to return to the basics of leadership, governance and accountability. We’ve made energizing the economy as our top priority and improving education as our number one responsibility. We will work day and night to move Hawaii forward.

Second, is Family. What makes Hawaii more beautiful than its God created scenery, is our strong commitment to ʻohana. Filipinos exemplify this by the tremendous sacrifices one makes in order to ensure better lives for future generations while taking care of the elderly through multi-generational home living. As a Pastor and a previous Circuit Court Judge and Deputy Public Defender, I witnessed what happens when the family unit is broken. I am committed to the kind of laws that support building and supporting strong families.

And lastly, is strong Work Ethic. From the Filipino sakada through to the modern day Filipino laborers, business owners, doctors, nurses, carehome providers and other professsions, Filipinos are known for your strong work ethic. You value the American Dream and many Filipinos have taken advantage of that. I will support laws and efforts that will encourage Hawaiiʻs people to start, grow and strengthen businesses in order to organically provide more jobs and higher wages without raising taxes – a strong business climate makes a strong economy.

For these reasons and more, the choice is clear. I humbly ask for your vote for Duke Aiona and Elwin Ahu for Governor and Lt. Governor of the State of Hawaii on or before November 4th.

ears ago, I promised my constituents that we would work together to build a better community. We have accomplished much since then, using honesty, integrity and respect as the core values in our dialogues and decisionmaking. I’ve always understood that my actions are an extension and reflection of those I represent, so I’ve invested the effort to validate our goals and objectives.

As Senate president, I instituted a collaborative style of leadership and provided opportunities for all legislators to be involved in the process. I was given the opportunity to broaden my constituency base by expanding focus onto statewide policy issues and spending time to understand the unique needs of our community.

I’ve gained valuable experience and knowledge during the past two years as your lieutenant governor. I’ve worked within the executive branch to complement the administration’s work through special programs and initiatives, while remaining engaged and addressing pressing issues. I’ve continued to stay wellinformed of operations and issues to fulfill the governor’s duties, such as last year when I served as acting governor during the federal government shutdown.

I worked with cabinet members to ensure that federally-funded state services and programs were uninterrupted and the impact on Hawaii was minimal.

As lieutenant governor, I’ve focused on several initiatives, including my REACH initiative for after-school programs for intermediate and middle school students, the HI Growth initiative to bring high-wage jobs to Hawaii, the Hawaii Presidential Center initiative to help Hawaii play a role in President Obama’s legacy, and Asia-Pacific relations to increase relationships and business opportunities with Asian countries. In February 2013, I took my first trip to the Philippines on a trade mission with the Filipino Chamber of Commerce of Hawaii. The relationship between the Philippines and Hawaii is a special one, built and fostered on shared values and principles. Strong ties between both locations have endured over the last century. As we move forward in this new global economy, we must continue to nurture and develop these ties, while exploring new ventures that will address shared goals, as well as similar challenges.

Together with David Ige, I believe we provide the best option for Hawaii’s future. Our combined experience, knowledge and commitment are unmatched.

Q: There is also a critical need for more affordable housing. What will you do to meet this demand?

A: I will leverage additional State funding to attract more private investment to construct more affordable housing; upgrade and increase public housing; work with the counties to expedite planning and construction approvals so that affordable rental housing can be built in a shorter time and at a lower cost; identify and develop vacant and underutilized State lands for affordable housing near rail stations, public transportation and employment centers, and whenever possible, include daycare, senior centers and community facilities as part of new affordable housing sites; and build more affordable housing units in Kakaako, which is fully under State control.

Q: What will your administration do to ensure a vibrant visitor industry?

A: We must do more to increase domestic and international visitor travel to our islands. I will work with commercial airlines to get more flights to Hawaii to increase visitor arrivals. We will create another international entry point at the Kona Airport to relieve the federal Customs Service congestion at Honolulu International Airport (HIA). I propose to “grow” our tourism revenues by attracting more visitors from Korea, Taiwan and China by easing travel restrictions with the help of our Congressional team, and by making Kona Airport an entry point for international visitors to alleviate overcrowded conditions at HIA. Q: What is your plan to offset the U.S. Army’s proposed force reduction and its impacts on Hawaii’s economy?

A: Federally-funded military programs lead to employment for residents, providing the second largest amount of jobs in Hawaii following tourism. Over the past several years, I have seen less proactive efforts on the part of the State to seek continued federal contracts. As governor, I will work closely with our Congressional delegation and travel to Washington, D.C. and push to maintain and increase Hawaii’s federal contracts.

Q: Do you see areas where State spending needs to be cut back?

A: Hawaii deserves a governor who will work to ensure that government agencies and state funded programs are running efficiently while providing quality services to the public. I will work with my cabinet and director to assess the outcomes and recommendations of on-going audits of our State programs and will call for additional audits if required. I will ensure that recommendations that create more efficiency will be carried out and implemented.

As a legislator, I introduced and supported numerous bills that called for more efficiency in state government but were not properly executed. As governor, I will see to it that good legislation is executed effectively and in a timely manner.

Q:

What state programs need increased funding?

A: Funding is crucial for homeless emergency and transitional shelters,

permanent housing options, and “wrap around” support services for those struggling with mental illness or substance abuse, veterans, working individuals and families, youth, elders, migrants and immigrants. We must also provide resources for early childhood education and care programs, through the departments of Human Services (DHS) and Education (DOE).

With our growing senior population, we must support funding for longterm care services administered by DHS’ Medicaid program and by the Department of Health, including Kupuna Care, Healthy Aging Partnerships and other programs for our seniors.

Q: To further diversify and grow Hawaii’s economy, what would you propose in terms of offering incentives for businesses? What about tax relief?

A: As governor, I will seek all alternatives to raising taxes, invite technology corporations and venture capitalists here to create more high paying jobs, support increasing local food production, and provide leadership to increase the supply of housing at all price points while protecting Hawaii’s natural beauty.

Before any consideration of raising taxes, I will provide direction to modernize the State Tax Department’s technology system to enable us to capture owed but uncollected taxes—estimated to be as much as $500 million—to add to our State revenues.

To help existing and new business, I will ensure the upgrade of State agencies’ technological capabilities to enable more efficient on-line processing of applications, taxes, procurement payments and other transactions. I will also facilitate the availability of risk/venture capital for entrepreneurs and innovators in strategic growth industries, such as information technology, health care, energy and local agriculture.

Q: If elected, would you consider holding “talk story” sessions to continue to hear the people’s concerns and/or suggestions?

A: Absolutely. Attending countless community events on all islands and listening to your concerns guided my action plan that I presented during the Primary Election campaign. It can be found at our website at: http://www.davidige.org/action-plan/.

During my 29 years in office I have taken the lead to open government through taking the Senate paperless, providing information on-line to constituents and initiating the Public Access Room at the Capitol. I also was instrumental to making the budget process more transparent to the public. Last session, I was instrumental in allowing residents to testify on-line, additionally opening up the Legislative process.

Q: In 50 words or less, what is your pledge to those who vote you for governor?

A: Throughout my legislative career, I have followed three basic rules, and these will continue during my public service as governor—be open and honest in communications; be respectful of all people and all points of view; and do the right thing, the right way.

I will expect my cabinet members and directors to subscribe to this pledge.

A: Promoting tourism requires a plan and a theme. Take Costa Rica, which is green, sustainable and promotes eco-tourism which is very profitable. It’s a great plan for future generations to come. My idea is to put a private-state endeavor to initially focus on our reefs and then move to our watersheds. The tourist industry has everything to gain by supporting a unique eco-system that we all enjoy.

Q: What is your plan to offset the U.S. Army’s proposed force reduction and its impacts on Hawaii’s economy?

A: What sort of business plan requires the military to stay afloat? That’s us.

That’s Hawaii. In our state we not only have the incredible aina—the land— we have the mountain-to-the-sea. We live in the most unique environment on earth. But above that, we have each other. The mixed plate of our ethnic origin is the most powerful tool we have. Mix liberally with aloha and with mabuhay. Mix us all together and see what we can accomplish for our kupuna, our keiki and ourselves.

A: Where to cut spending? Where to increase spending? This is similar to the definition of insanity—doing the same thing over and over and expecting a different result. We break the vase, focus all our efforts to glue it back together without considering what force broke it to begin with. The force that “broke” it is “Pay-to-Play” politics. That’s where we really glue it back for the people. It starts with election reform and term limits.

GENERAL ELECTION 2014

Helpful Hints for Voters on General Election Day

T

he General Election is Tuesday, November 4, 2014.

Polling places will be open from 7:00 am to 6:00 pm.

You may also vote via absentee ballot at absentee walkin polling places or by mailing in an absentee ballot if you are unable to make it to the polls on Election Day. Applications are available at Satellite City Halls, Office of the City/County Clerks, U.S. Post Offices, all public libraries and all state agencies. The public can also call 768-3800 or 4538683. Applications for absentee voter ballots must be received by the City & County Clerk where you reside no later than 4:30 pm on October 28, 2014.

Those who wish to vote early may do so by going to any Early Walk-in Voting sites from October 21 – November 2, 2014. On Oahu, the two sites

are Honolulu Hale and Kapolei Hale. Both sites are open Monday through Saturday, from 8 am to 4 pm.

When arriving at the polling place, a poll worker will help verify that you’re registered to vote and you’re at the correct polling place. To expedite voting at your polling place, be prepared to verify your identity, preferably with a photo ID and a signature on it. Bear in mind that your Voter Registration Notice is not an acceptable form of identification. In the alternative, you can provide a copy of a current utility bill, bank statement, government check, paycheck or other government document that shows your name and address.

You will then be asked to sign a poll book to record that you voted at that polling place.

Verify the information in the poll book and then sign the poll book.

Constitutional Amendments Five proposed constitutional amendments that were adopted during the 27th Legislature’s Regular Sessions of 2013 and 2014 will appear on the 2014 General Election ballot. Questions regarding the proposed constitutional amend- • ments should be directed to the Hawaii State Legislature at 586-6720 (Senate Clerk’s Office) or 586-6400 (House Clerk’s Office).

The questions are: • Relating to disclosure of • Judicial nominees: Shall the judicial selection com-

mission, when presenting a list of nominees to the governor or the chief justice to fill a vacancy in the office of the chief justice, supreme court, intermediate appellate court, circuit courts or district courts, be required, at the same time, to disclose that list to the public?

Relating to agricultural enterprises: Shall the State be authorized to issue special purpose revenue bonds and use the proceeds from the bonds to assist agricultural enterprises on any type of land, rather than only important agricultural lands?

Relating to early Childhood education: Shall the appropriation of public

funds be permitted for the support or benefit of private early childhood education programs that shall not discriminate on the basis of race, religion, sex or ancestry, as provided by law?

Relating to dams and Reservoirs: Shall the State be authorized to issue special purpose revenue bonds and use the proceeds from the bonds to offer loans to qualifying dam and reservoir owners to improve their facilities to protect public safety and provide significant benefits to the general public as important water sources?
