Leader's Welcome Welcome to the autumn edition of Living in Havering which previews this year’s Havering Show as the main feature.

As usual the show is on Bank Holiday Sunday and Bank Holiday Monday, 28 and 29 August.

Havering Council is one of the few local authorities that still provides a free show for residents and visitors and we are proud that continues.

There are some major changes to the showground. Instead of the usual two stages for live music and entertainment, this year there are three, enabling us to offer a showcase for local talent.

The showground has been moved around so we can fit in even more stalls and sideshows from local charities, voluntary groups and businesses as well as a wide range of free events for children and families to enjoy.

For the first time this year there is a sports arena, which will include live wrestling and BMX displays, alongside the traditional craft market and Army Reservists displays.

With up to 50,000 people attending over the two days, there really is something for everyone to enjoy, so I look forward to seeing you there.

Planning permission now required for HMOs in Havering

A 19-year-old apprentice bricklayer from Romford has been named as London’s top trainee bricklayer. Well done Connor!

Changes to planning requirements in Havering have come into force.

Planning permission will now be required to change the use of a house or flat to a house in multiple occupation (HMO) across four wards in the borough - Brooklands, Gooshays, Heaton and Romford Town. In the rest of the borough, planning permission would be required to change all houses/flats except for detached houses, to a HMO. The changes have come about in response to concerns over the number of small houses being converted into cramped living accommodation with negative impacts on neighbouring residents.

Havering Council is changing the way social housing is allocated to provide a fairer system for local people and make best use of the limited available housing stock.

Applicants must have lived in Havering for a continuous period of six years before being eligible to join the housing register. Priority will be given to those who have made a particular contribution to the community, by serving in the armed forces, fostering, adopting, volunteering, being a carer or people living with disabilities or illnesses that are made worse by their current housing.

The maximum limit on annual household income allowed before joining the housing register now stands at £36,000.

Licences lost Havering Council’s Licensing Sub-Committee has removed the licence of the Designated Premises Supervisor at Shel’s Food and Wine, 3 – 4 Writtle Walk, Rainham after two underage sales of alcohol in three months. Any person selling alcohol here must now have a personal licence.

In a separate case the sub-committee revoked the trader’s alcohol licence for McIntosh Post Office, 19 McIntosh Road, Romford, after three underage sales of alcohol since 2011.

News in numbers 22,000 £115,000 £115,000 is how much Everyone Active, which operates Hornchurch Sports Centre, Central Park Leisure Centre and Chafford Sports Complex, in partnership with Havering Council, has raised for the Anthony Nolan Trust during the last year.

As part of the initiative, Everyone Active ran nationwide activity challenges at all their centres around the country for members, guests and colleagues. Throughout the year activities included triathlons, swimathon, gym challenges, group exercise sessions and other fundraising events.

Upminster Community Art Project

This year, Havering Council is urging residents to help keep Havering clean by targeting street litter, fly tipping and dog fouling. These top three borough concerns take up the most time, money and effort to deal with, which could be better spent on frontline services for residents.

Did you know that Havering Council has 117 Street Cleaners who are continually cleaning streets all over the borough. These cleaners are partially made up of 11 staff members in Romford Town Centre and 8 staff members at all the major shopping centres - Elm Park, Collier Row, Hornchurch and Upminster.

You can help keep the borough clean by binning fast food litter and chewing gum. It can cost up to £110,000 annually to clean up chewing gum and takes three people to remove.

Fly tipping, the illegal dumping of rubbish on public and private land, is also a huge cost to the council. More than £10,000 can be spent to safely depose of an industrial scale fly-tip and remove illegal waste. It is your responsibility to ensure anyone taking your waste away is licensed with the Environment Agency and gives you a waste transfer note.

If not, you may be prosecuted.

Dog fouling is another big issue across the borough that we are trying hard to eradicate.

We have an army of volunteers working within our parks and the community, regularly participating in clean-up initiatives to help keep Havering at its best for everyone to enjoy.

In March this year, 452 volunteers signed up and got involved at 13 sites across the borough as part of the ‘Clean for the Queen’ campaign - an excellent response.

With residents and schools across the borough currently helping Havering to win Gold in the forthcoming Britain in Bloom competition, we want to keep the momentum going and ask the public to please help keep an open space smart and tidy near where they live or work on a regular basis perhaps one afternoon a fortnight or month.

If you would like to nominate an area near you that could do with a little more love and attention or if you would like to get more involved in planting, weeding and general green space maintenance, please get in touch.

Engayne Primary School at Upminster Recently, local schools have taken part in the Upminster Community Art Project which allows school children to paint murals around Upminster.

The murals depict local scenes such as transport hubs, Upminster Windmill and street scenes. Schools that have taken part in this project include: • Engayne Primary School • Branfil Primary School • The Coopers' Company and Coborn School, • Hall Mead • St Joseph’s Catholic Primary School • James Oglethorpe Primary School • Oakfield Montessori School • Sacred Heart of Mary Girls' school Emily Jupp, Curriculum Leader for Art, Design and Technology from Engayne Primary School said: “We’re hoping this project will inspire children to do things that are helpful and will also show others in the community that anyone can make a difference, no matter what age they are. It was a fantastic project to be a part of!”

Park lake pollution tackled Autumn colours at Harrow Lodge Park Thames Water has discovered that misconnected plumbing in local homes and businesses have been the cause of years of pollution in Harrow Lodge Park.

Since the discovery, which involved checking nearby properties, works to rectify the problem has begun and is showing immediate results.

Private plumbing work, not carried out by Thames Water, has been discovered to be the problem. Waste that should have been connected to a separate foul sewer network has been connected to the surface water sewer system, meaning that water that should be going to sewage treatment plants from washing machines, toilets and kitchen sinks has been flowing into the water ways and into the lake.

Misconnected pipes can be very damaging to the environment so it’s really important anyone having extensions built or carrying out plumbing work, employs a reputable plumber and knows exactly where their waste water is heading.

£400 fine for dumped rubbish Havering Council is promising to come down hard on those who insist on dumping household rubbish on your streets.

New powers mean that Havering Council, along with other councils, can now issue £400 Fixed Penalty Charges to anyone who is caught fly-tipping.

The fine can be issued if you are leaving anything from a black rubbish sack out on a different day to your collection day, through to a dumped car, washing machine or furniture.

You can get your bulky household waste collected for £10 per item, with a minimum charge of £30 for up to 3 bulky items.

Cashless parking is on its way Drivers in Havering will soon be able to pay for parking with their mobile phones, as the Council is introducing a new cashless parking payment option.

Protecting children from dangerous parking

After downloading an easy to use app to their phones, drivers can register their cars and pay for, or extend, parking sessions, without having to find change or return to their vehicles. Motorists who do not wish to use the app can use a PC or telephone to access the service.

The new system is safe to use with all information transferred through a secure server.

Drivers registering in Havering can also use the same cashless payment system in Bexley, Basildon, Brentwood, and in many other areas across the UK.

Drivers who prefer to pay with coins at a pay and display machine or meter can continue to do so, just as they always have.

Landlord to pay more than £100,000 for illegal flats Mrs Jaghtar Khaira of Elm Park has been ordered to pay £101,300 for building illegal flats at her property.

Mrs Khaira was ordered to pay £88,500 at Snaresbrook Crown Court under the Proceeds of Crime Act. She was also fined £2,500 for a second offence of failing to comply with an earlier Enforcement Notice and a further £10,300 for prosecution costs.

Mrs Khaira created four flats at her property but was only granted permission for two which resulted in a Planning Enforcement Notice in 2011.

Subsequently she was prosecuted and fined at Romford Magistrates Court in 2013 but continued to illegally rent two extra flats at her property.

A second criminal prosecution commenced during late 2014, which led to the above action.

Havering Council has taken decisive action against the increasingly dangerous parking practices of a minority of parents who are putting children at serious risk while taking them to and from school.

Despite years of campaigns and requests for parents to behave responsibly, a small but determined minority are continuing to park dangerously outside schools, putting the lives of children at risk on a daily basis.

Following extensive public consultation, Public Space Protection Orders (PSPOs) are being proposed outside four primary schools (Engayne, James Oglethorpe, Parsonage Farm and Wykeham Primary) and if agreed by members of the Full Council, will come into force in the Autumn.

This will be the first time that new legislation has been used in this way, and Councils all over the country are watching closely.

Once the new PSPOs are in place, any car driving or parking dangerously within the designated zones, will be caught by cameras and automatically fined £100. Repeat offenders will be brought before the Magistrates Court, which could result in a maximum fine of £1,000 and a criminal record.

Over the last year, Council parking enforcement officers have issued more than 1,200 tickets outside schools, with more than 1,800 visits to 55 primary schools carried out. However, this has failed to deter those parents determined to continue parking dangerously.

A second round of schools, including Ardleigh Green, Branfil, Crownfield, Gidea Park, Hylands and Rise Park, have undergone public consultations and results are being analysed.

Help at the push of a button

Telecare staff member shows Margaret and her son how the pendent works

Living independently in their own home for as long as possible is a goal for most people.

However, some people feel that because of illnesses, frailty or a disability this is not an option for them.

For others, the feeling that they cannot look after a loved one if they need medical assistance might be a reason to seek more intensive support from a care home.

In Havering we strive to support our residents to live in their own homes confidently and comfortably for as long as they can. This is why the Telecare Service was developed.

Telecare provides 24-hour, 365 days of the year, support for vulnerable and elderly residents and those with special needs. They are there in case of falls, illness and other emergencies, and provide peace of mind for service users and their friends and family alike.

How can I apply?

To apply to become a user of the Telecare Service: • Complete an application form at www.havering.gov.uk/telecare What do I need?

To become a user of the Telecare Service: • a telephone line • electrical socket What does it cost?

The cost of the Telecare service is from £4.74 per week and there is no installation charge.

The service visits each customer once a year, to check on their wellbeing, verify that medical and contact information is still correct and to test the Telecare equipment.

Each Telecare user is given a pendant which can be used to alert staff at a special centre 24 hours a day, seven days a week.

What we do We have approximately 5,200 clients ranging from the simple pendant alarms designed to aid independence to more complex systems incorporating epilepsy alarms.

We install more than 100 new units each month.

Our response team We respond to an average of 150 alarms per month, with an average response time of 24 minutes.

The team are all first aid trained and experienced in dealing with the needs of service users.

Training Staff members have received annual first aid training.

They have been trained to assist with falls and lifting equipment.

All staff carry a basic first aid kit including gloves, sanitising liquid, aprons and protective shoe covers.

Traumatic experience prompts Telecare Support Getting up in the night to visit the bathroom is something most of us do but for 77-year-old Margaret Hepburn it turned into a nightmare when she fell and could not reach her mobile phone on the bedside table.

“The pendant can operate at a range of up to 150 feet, which for most people includes their garden, and when the button is pressed, the base unit dials the call centre in Romford, where staff are available 24/7 to respond. A light comes on too so you know the call is going through.

For around 10 hours Margaret lay on the floor of her Rainham home until she was able to reach her walking stick, knock her phone to the floor and ring her son, who lives half-an-hour away in Hainault and rushed over to help his mum.

He arranged for her to be taken to hospital where, thankfully, no permanent injuries were found but the accident caused both of them concern.

The ambulance driver, as well as staff at Queen’s Hospital in Romford, suggested they should check out the Telecare service. So that is what they did, choosing a pendant as the best way to make sure Margaret was safe.

Telecare installer, Neil Bartle, said: “If you have a telephone landline, installation can take as little as 15 minutes as we plug the system into the telephone socket in a way that means you can still use your phone.

“They talk to you over the speaker on the base unit to make sure the call wasn’t made accidentally and then send one of their response staff, along with emergency services if needed, to help you.

I feel a lot safer now I have the pendant and my family know that I now have a way of getting help if something happens without spending 10 hours on the floor again.

“The pendants are waterproof so can be kept on in the shower where it’s easy to slip and fall, so the best thing to do is put it round your neck every time you get out of bed and then put it next to you on the bedside table when you are safely back in bed.”

Margaret said: “The system is very easy to use and having a monthly test call on the same day as your birthday is an easy way to make sure you remember how to use the system.

“The cost of £4.74 per week is also very reasonable and well worth the peace of mind.

Building on the best to make Romford the place to be Romford is changing and there are a number of key projects that will transform the town and help our communities and businesses to thrive.

Projects include: • a £34.9 million housing programme to provide modern, affordable homes and homes for rent and sale in central Romford • a £25 million leisure development with an ice rink and two swimming pools set to open in Spring 2018 • a £1.4 million investment in Romford Station and the surrounding area as part of the preparation for Crossrail services when the Elizabeth Line opens for passengers in 2018 • a £3.1million investment to transform Romford’s historic market to make it an attractive destination for shoppers from across the region.

Leader of Havering Council, Councillor Roger Ramsey, said: “At a time of austerity in the public sector, Havering Council has brought together a number of partners to invest in Romford.

“This builds on our previous work, such as The Brewery shopping and leisure complex, and means that we will have a town centre that will provide the facilities needed for residents, shoppers and businesses.

“Our aim is to make Romford a place where people are proud to live, work and visit. This investment will help us achieve that.”

The Council will be showcasing its plans this autumn giving the public an opportunity to comment on proposals.

Romford Leisure Development Work is now underway on Romford’s new, multi-million pound leisure centre which will include an ice rink and two swimming pools. The steel frame for the building is going up and residents should start to see the shape of the building in the Autumn.

This is one of the Council’s most ambitious projects to date, with the investment aimed at regenerating the area and providing competition-level sporting facilities for the entire borough.

The development involves a number of partners, including Sport England, which has put £2 million into the project and is due to be finished by Spring 2018.

Transforming Romford Market An application submitted to the Mayor’s London Regeneration Fund to deliver the physical transformation of Romford Market has been successful.

This £3.1 million gives a huge boost to delivering our projects in the market.

Proposals for possible improvements fall under four main headings: • a vision to make Romford Market a destination people want to visit • operational management to help the market run more smoothly

• business development to attract new traders and help existing traders attract more customers • physical transformation and improved use of space to make it more appealing for customers and traders.

A consultant project team has been appointed to lead on designing the Market Place as a multi-functional space.

Stakeholders, traders, councillors and the public will be consulted with as the team develops proposals. You may see the team in the market place and they may talk to you to get your inputtake the opportunity to tell us your views.

Romford Housing Programme The Romford Housing Programme has received £34.9 million funding from City Hall, and is one of the largest of the 11 announced, showing the importance of Romford in terms of new-build housing for the capital and its potential given the opportunities that Crossrail will bring.

The funding will support the delivery of around 3,300 new homes, that are split across a number of sites in the town and will help improve access routes to Romford station from the west of the town centre.

Detailed plans are now being developed and will take into account social and community infrastructure needs. There will be full consultation on the detailed plans with residents and businesses in the Autumn.

Part of the Romford Housing Programme includes the Waterloo Estate where residents are already being consulted on proposals for improvements to housing in that area.

Promoting the business offer The Romford Town Management Partnership is opening its doors to all businesses in Romford with the aim of working together to promote the town as a destination of choice, not only for visitors, but as a place where new businesses can settle and thrive. The partnership is in place to support the growth and development of the local economy.

150 years of fighting fires

Havering fire services were called, 12 fire engines and around 60 firefighters fought a blaze at a building supplies warehouse in a retail park off High Road, Romford, 21 July 2008

Whilst the first modern station on the Council’s ground opened in 1959, the history of firefighting in Havering goes way back.

Romford vestry acquired the first appliance in 1787, and an engine house was built around 1823. Romford Fire Brigade was formed in 1890; one of the founders, Samuel Davis, went on to become the captain and start a dynasty of generations donning the helmet. A fire station was first opened on Mawney Road under Essex Council, then replaced with the one in Pettits Lane in 1960 when the London Fire Brigade took over.

Although the first fire station in Hornchurch opened in 1907, the first engine arrived in 1830, bought by the local parish vestry and housed at the Hornchurch Brewery.

A voluntary fire brigade was formed in 1898, and two years later a second engine was acquired. A fire station opened on Billets Lane in 1907; after WWII Essex county council took over, then passed under London Fire Brigade opening of the station on North Street in 1964.

Wennington fire station opened in 1962, and passed under the Great London Council – now the Greater London Authority – in 1965. Harold Hill fire station is the latest chapter in the history of firefighting in Havering, a highly efficient and eco-friendly station opened in 2010 on Ashton Road. The new station provides better cover in the north-east part of the borough while setting new standards in terms of sustainability and attention for the environmental protection with solar panels, energy saving boilers and motion and daylight control lighting.

Fire Cadets

Romford Fire Station at the turn of the century

London Fire Brigade Fire Cadets is a free, nationally recognised programme offering people aged 14 to 17 the opportunity to gain a BTEC qualification, as well as develop their personal skills. The programme has been running for three years in London, and since 2015 the Havering Fire Cadets have been based at Harold Hill fire station.

The Fire Cadets gives young people the opportunity to engage with the London Fire Brigade, take part in events and demonstrations and learn different skills alongside firefighters.

Fire Cadet co-ordinator, Sue Douglas, said: “The Cadets can learn fire safety skills, but also gain confidence and develop their own social skills and have fun at the same time. Apply now as spaces are limited.”

Recruitment is open for the next course starting in September.

The London Youth Games finals weekend at Crystal Palace National Sports Centre (NSC) saw a notably young Havering Hurricanes team, sponsored by Everyone Active, finish in 8th place out of 33 boroughs, up from 10th last year.

Among the team that travelled to the NSC was seven year-old Samuel Gulvin from Towers Infants School, who joined a five-strong Archery team, in which Oliver Olison established a new London Youth Games points record for his category over distances of 20, 30 and 40 yards.

Promising athlete Alexandra Adenji completed a remarkable hat-trick when she returned to Havering with gold, silver and bronze medals.

The Emerson Park Academy pupil raced from the field events, where she was runner-up in the shot putt, to join Havering’s indoor rowing team, adding an individual gold medal and a bronze in the relay team event to her medal tally.

Havering’s improvement was strengthened with entries into eight events in which the borough had not previously been able to field teams, including angling male and female hockey, handball and volleyball.

The finals weekend is the culmination of nine months of trials and qualifying competition.

Britain in Bloom There have been a number of activities throughout the borough to support Havering’s bid to win gold in the Britain in Bloom competition 2016 and here are a few.

Schools & children Rocket seeds

In May, pupils at Corbets Tey School took part in Havering Council’s primrose plant pot making classes.

They learnt how to create plant pots from old newspapers and used plastic bottles to mould the correct sized pots for the primroses which will be planted in one of the borough's cemeteries.

Nelmes Primary School and Brookside Infants School are among schools in Havering who are taking part in the Royal Horticultural Society and the UK Space Agency rocket science experiment. Both schools had the chance to show their seeds to Stormtroopers and Darth Vader.

The Mayor of Havering, and her consort, Councillor John Crowder, presented the winners with certificates and £200 awards to help them develop their skills and performance.

“Our talented young people are a great asset to the community.

“I must give credit to their families who put in extra hours to ensure the children achieve their goals. The performances on the evening were of a high standard, and I thoroughly enjoyed the day.”

Pupils learn how to be perfect citizens ​​ More than 1,400 year six pupils from schools across the borough learnt how to protect themselves from knife crime, drugs, and other potential dangers in the Junior Citizen Project.

The project run by Havering Council and the Metropolitan Police, took place at Taunton Hall, Taunton Road, Harold Hill this summer.

It was created to educate young people at a crucial point in their educational and social development right before the move into secondary school, when they are likely to start travelling alone for the first time. It is also when students face a greater exposure to drugs.

Pupils were faced with eight different challenges relating to personal safety on the internet, public transport, fire safety, road safety and substance abuse. There were also challenges on littering and healthy eating.

Havering Council's Community Safety and Development Manager, Diane Egan, said: “Children are very safe in Havering, but there will always be some dangers, and we have a duty to prepare our young people to recognise them.

Whether it’s drugs, gangs, or the importance of wearing a cycle helmet they must know how to stay safe.”

Havering Police Borough Commander, Chief Superintendent Jason Gwillim, said: "This was a great chance for young people to learn how to stay safe and an invaluable opportunity for them to interact with the police and our partners in a positive environment.”

Meet the Mayor Havering’s Mayor and her Consort are a familiar double act as both are councillors.

Many local people will recognise them from when they ran The Slater’s Arms, in London Road, and then Pinewoods restaurant and bar in Collier Row. Their business background means that Councillor Philippa Crowder, and her husband John, are truly ‘people people’ which is why a clear aim of hers as Havering’s first citizen is to “meet as many local people as possible.”

Another top priority, following personal family experience during her year as Deputy Mayor, is to raise awareness of diabetes.

The Mayor said: “Diabetes related illnesses costs around 10 per cent of the NHS budget each year and we need to work together to educate families so they can avoid getting diabetes.

Philippa also works with friends to run a stall for the Red Cross Christmas Market at London’s Guildhall, something she’s done for the last 10 years.

“That is one of the reasons why my main chosen charity for the year is the Havering Voluntary Support Group for Diabetes UK and I’m hoping we will raise a lot of money.

Councillor Crowder said: “John and I are both sociable, we like to meet people and this year we are looking forward to meeting as many people as possible.

“I’m delighted Councillor Robert Benham has agreed to be my charity steward to coordinate my events.

I look forward to keeping him very busy.”

“We particularly want to see more Havering residents involved in civic occasions such as Armed Forces Day, Holocaust Memorial Day and Remembrance Sunday as these are occasions for our whole community.

She added: “I know there are a lot of very worthwhile charities in Havering and I will be looking to help some of those I meet during the year, with special events for them.

“I’m hoping to persuade fellow councillors to join me in a sponsored walk through the wards, where we walk a route every one of the 18 wards in the borough.”

I’m delighted Councillor Robert Benham has agreed to be my charity steward to coordinate my charity events and I look forward to keeping him very busy.

“I know one of the challenges will be chairing full Council Meetings when things can get heated during debates.

My job is to keep the meeting on track and make sure that everyone is treated with respect, as all councillors, irrespective of their party, are working on behalf of residents.

“Being elected Mayor of Havering is a great honour and I hope that at the end of my year people will say ‘she did a good job for our borough’ as that will be the best recognition of a successful year.”

Annual canvass: make sure you’re registered to vote Each year, Havering Council's Election Services team must review and update the Electoral Register. To do this Household Enquiry Forms are sent to every residential property in the borough. They will be addressed to The Occupier, as they relate to the household and not a specific individual.

Residents are required by law to check the information on the form is correct and update it if necessary, before returning it. Non-responding addresses will be sent a reminder and this will be followed up by a member of staff visiting the address.

100 jobs plus £1million investment bounces into Harold Hill

“Wow” was the reaction of the Mayor of Havering when she officially opened the Jump Evolution trampoline centre in Spilsby Road, Harold Hill.

Andrew Lester and his fellow directors were looking for a site for the first Jump Evolution Trampoline Centre, and the industrial unit in Harold Hill proved to be their first choice.

Impressive staff

Now, following an investment of more than £1million, the impressive premises is open to the public, having been converted from a warehouse in just 12 weeks.

“I’m really impressed by the commitment and enthusiasm of the team, many of whom are young people. They even came in when off-duty to help make sure that everything was in place for our launch.”

Andrew said: “This is the first of five Jump Evolution Centres we want to open in the next few years so it was important we got the right location.

“Harold Hill has excellent transport links. We are right on the A12, which gives easy access to the M25 and A127, bus routes are close by linking us to Harold Wood Station, which will soon have Crossrail making it easy for people to reach us.

“We’ve already recruited 80 staff, most from the RM postcode area, with 20 more to join us as the centre grows more popular.

The centre can accommodate 175 jumpers at any one time along with spectators and mezzanine floors, each of which has a café.

Safety is a priority with each jumper having to watch a safety video before being allowed onto a trampoline or into the foam pits.
