1 What is the Local Plan?

Foreword from the Leader of the Council

I am really pleased that we have been able to secure adoption of the new Havering Local Plan.

Itprovidesastrongandup-to-dateplanningpolicy that supports the Council’s objective of sustainable and inclusive growth in the borough. This includes delivery of new housing and affordable housing for local people, essential infrastructure,economicdevelopment,anddesign quality that complement and shape where we live. It also considers climate change mitigation and adaptation.

The Plan helps us to protect our green belt and our most valued historic assets. It will also set out ways to conserve and improve our open, wildlife-rich green areas and waterways.

It has been informed by the aspirations of local residents, communities, businesses, and partner organisations through a series of consultations throughout the process, which we have sincerely welcomed.

The Local Plan will provide greater certainty for Havering residents, our communities, businesses and investors on our future developments.

It will be used to decide all planning applications submitted to the Planning Authority, including where new development should go. It will also help us to set out our expectations for the quality of the schemes, ensuring they meet our targets for energy efficiency and biodiversity, while making sure our heritage is respected.

The Local Plan cannot be a static document and we know that there will be a need to update our Local Plan and related policies to ensure that they continue to meet the needs of our communities. The Inspector requires us to undertake an immediate update of the Local Plan and our commitment to this is set out in both the Local Plan and Local Development Scheme.
