Lives On I

n this space you’ll see the cover of the April 2012 issue of Wood Bioenergy, and the story that was featured: Enviva’s new industrial wood pellet plant in Ahoskie, NC. We were prompted to go back into our files and retrieve this issue when this past November Enviva celebrated the 10th anniversary of the beginning of production at the Ahoskie facility. Our first reaction: Has it really been 10 years? Our second reaction: Enviva has come a long way. Enviva was an infant. In 2010 it had purchased two small privately owned wood pellet plants in Mississippi. It had greater intentions for the Ahoskie site, bought in late 2010 from Georgia-Pacific, which had shut down a sawmill there. Following an aggressive engineering, construction and startup schedule for the 350,000 metric tons facility, Ahoskie produced its first pellets in November 2011 and shipped its first 28,000 metric tons at the end of 2011 from its new deep water port terminal in Chesapeake, Va. to one of its European utility customers. A second shipment of 31,000 metric tons went out in March 2012. By the time we visited the plant in early 2012, Enviva had already broken ground for a plant in Northampton County, NC and was in the permitting stage for another plant in Southampton County, Va., with both of those plants touting larger production capacities than Ahoskie. Enviva would soon be looking at nearly 1.5 million metric tons of production capacity. Fast forward to today: When Enviva begins production at its nearly completed plant in Lucedale, Miss., and given various production expansions at some other plants, its combined production capacity from 10 plants (some of which Enviva built and others it purchased and expanded) will be in the neighborhood of 6.2 million metric tons per year. But don’t blink, because additional new plants at Epes, Ala. and Bond, Miss. may not be far behind. And the one at Epes could be the largest facility in the world at 1 million metric tons annually. In addition to the story on the Ahoskie plant, that April 2012 issue included an interview with Enviva cofounder and CEO John Keppler. Enviva and Keppler have come so far that we tend to forget where they

came from. Keppler and his colleagues had founded Intrinergy as a biomass renewable energy company based in Richmond, Va. In 2010, the private equity firm Riverstone Holdings invested in Intrinergy and thereafter the company purchased its first U.S. wood pellet plant in Amory, Miss. Intrinergy then formally changed its name to Enviva, an expression of life and exuberance. Keppler told us back then, “For a long time people have seen there is a tremendous opportunity to displace traditional fossil fuel fired generation with a fuel source that is better for the environment. Biomass has played that role for a long time but without an industrialized supply base. What we saw, and we weren’t alone, is that there has to be a consistent, stable, reliable supplier of biomass fuel the same way as there has been for coal. That’s what Enviva seeks to be.” At the beginning of this year, Enviva Partners, LP, with Keppler still at the helm, became Enviva Inc. and marked its first full trading day as a corporation on the New York Stock Exchange. One of the reasons behind incorporating a business is to gain a state or structure of perpetual existence, or as Aristotle kind of said, “The whole is greater than the sum of its parts.”

■ in the news Enviva Continues Pellet Growth Enviva announced that on December 31 it converted from a master limited partnership, Enviva Partners, LP, to a corporation named Enviva Inc. As part of the conversion, each outstanding limited partnership unit was exchanged for one share of Enviva Inc. common stock. “This represents an important milestone for Enviva as we complete the evolution of our same great business into an even better corporate structure,” comments John Keppler, Chairman and CEO. “This conversion creates an opportunity for investors worldwide to participate in the significant accretion we see ahead of us, whether by directly investing in Enviva Inc. or investing passively through one of the many indices for which we are now eligible.” Enviva Inc. is the world’s largest

producer of industrial wood pellets, owning and operating 10 plants with a combined production capacity of 6.2 million metric tons per year in Virginia, North Carolina, South Carolina, Georgia, Florida and Mississippi. Enviva sells most of its wood pellets through long-term, take-orpay off-take contracts with customers in the United Kingdom, the European Union and Japan. Enviva exports its wood pellets to global markets through its deep-water marine terminals at the Port of Chesapeake, Va., Port of Wilmington, NC, and Port of Pascagoula, Miss, and from third-party deep-water marine terminals in Savannah, Ga.; Mobile, Ala.; and Panama City, Fla. With regard to ongoing projects, Enviva reports that construction of the industrial wood pellet plant in Lucedale, Miss. is nearing completion, and its terminal at the Port of Pascagoula also remains on track to receive, store and load produc-

tion from the Lucedale plant. An expansion at the Northampton, NC pellet plant is complete and an expansion at the Southampton, Va. plant continues its commissioning ramp. Construction on the existing Greenwood, SC plant expansion is also nearing completion. Enviva has acquired projects at 15 plant sites, all in various stages of evaluation and development. One of these acquired sites is the fully contracted Epes, Ala. plant, which is currently under development. Enviva expect to commence construction there in early 2022. The Epes plant is designed and permitted to produce more than 1 million MTPY of wood pellets, which would make it the largest wood pellet production plant in the world. A prospective production plant in Bond, Miss. is the next most likely to be constructed, and is being developed to produce between

750,000 and more than 1 million MTPY of wood pellets. Enviva expects construction of the Bond plant to commence once the Epes plant is operational, but timing of construction could be expedited depending on the schedule and delivery requirements of additional off-take contract opportunities under negotiation and general market conditions.

Strategic Biofuels Builds LGF Team Strategic Biofuels announced that two energy industry veterans have joined the team—Stan Parton and Steve Walkinshaw. These additions will further support the company’s Louisiana Green Fuels (LGF) project at the Port of Columbia in Caldwell Parish, La., a renewable diesel project that intends to combine Carbon Capture and Sequestration (CCS) with conversion of forestry waste to renewable fuels, yielding a carbon negative fuel product. CEO Paul Schubert comments, “Stan and Steve are highly respected within the forestry and geoscience industries, respectively, because of their proven track records of success. We are honored to be able to add the brightest minds the industry has to offer to our team.” Parton has 50 years of experience in the forestry industry and will serve Strategic Biofuels as VP of Forestry. He will oversee all elements of forestry feedstock supply to the LGF plant, including all contracts, agreements, pricing, and QA/QC. Prior to joining Strategic Biofuels, Parton served as manager, Bioenergy/Biochemicals Practice for Forest2Market, a consulting firm recognized as global wood and fiber supply chain experts. Prior to Forest2Market, Parton held executive level positions with Kvaerner Pulping and Sunds Defibrator. Walkinshaw becomes Strategic Biofuels’ VP of Geoscience. In this capacity, he leveraged his geology expertise for carbon sequestration

and, partnering closely with COO Bob Meredith, conducted Strategic Biofuels’ first seismic study. That study led to the selection of the Port of Columbia in Caldwell Parish and for its Louisiana Green Fuels plant. Walkinshaw worked together with Geostock Sandia in designing and implementing the sequestration test well program, including the ongoing data evaluation and analysis required for the EPA Class VI well permit application. Strategic Biofuels recently announced that the CCS Test Well Program was successful allowing the LGF project to proceed to the next stage. Walkinshaw is also the owner of Vision Exploration, LLC. He is recognized as a foremost expert in the Upper Tuscaloosa geologic formation, which will be the sequestration reservoir for the Louisiana Green Fuels Project. Louisiana Green Fuels is a wholly owned subsidiary of Strategic Biofuels. The plant is expected to produce 34 million gallons of renewable fuels and permanently sequester the majority of the greenhouse gases produced in an EPA Class VI well.

Drax Announces More Expansion Pacific BioEnergy Corp. (PacBio) has reached an agreement to assign some of its assets, including wood pellet long-term sales contracts, to the Drax Group. Meanwhile, it is intended that the PacBio wood pellet plant at Prince George, BC will be permanently closed in 2022 once the assets are assigned. PacBio CEO John Stirling states, “Our company has been battling several challenges for the past few years. Sawmill closures in the region have reduced the volume of available raw materials and increased their cost significantly. Forest fires, landslides and floods have severely impacted our ability to transport our product by rail to the export terminal in North Vancouver. The impact has been a significant

increase in operating costs. Our sales contracts have been sold to Pinnacle (Drax) to mitigate the impact on our customers.” More specifically Drax is acquiring the pellet sales contract book of Pacific BioEnergy, adding 2.8 million tonnes of orders for sustainable biomass supply to customers in Japan and Europe. These contracts are for delivery between 2022 and the mid-2030s. The deal complements Drax’s existing supply contracts to Asian counterparties and European generators, increasing the group’s long-term third-party sales book by 15%. These developments supports Drax’s ambition to double sales of sustainable biomass by 2030 to markets in Asia and Europe where demand for biomass is increasing as countries transition away from coal. It also demonstrates Drax’s commitment to the growth of sustainable biomass in Japan specifically,

where Drax expects to establish an office in 2022. Drax also announced that its affiliated operation, Pinnacle Renewable Energy, will be adopting the Drax brand across the North American pellet operations in early 2022. Drax Group has 13 operational pellet plants with nameplate capacity of 4 million metric tons, plus another two plants currently commissioning which along with other developments/expansions will increase output to 5 million. Drax is now targeting 8 million metric tons of production capacity by 2030. To deliver this additional capacity Drax is developing a pipeline of projects, principally focused on North America. Drax believes that the global market for sustainable biomass will grow significantly. Concurrently, Drax plans to transform Drax Power Station in the UK into the world’s biggest carbon capture proj-

ect using BECCS to permanently remove 8Mt of CO2 emissions from the atmosphere each year by 2030. The project is well developed, the technology is proven and an investment decision could be taken in 2024 with the first BECCS unit operational in 2027 and a second in 2030, subject to the right investment framework.

Bandit Purchases The Trelan Co. Bandit Industries has purchased The Trelan Co. from the Schumacher family. Bandit will continue to produce Trelan chippers and related products and market them as Trelan machines produced by Bandit. Bandit will also supply parts and service to Trelan customers. Trelan has a strong history in the whole tree chipper arena. The first Trelan chippers were produced in the early ’70s. The Trelan chippers

will add volume without affecting the sale of Bandit’s line of whole tree chippers. Bandit will use Trelan’s 45,000 sq. ft. manufacturing space and 10,000 sq. ft. of storage buildings to continue to produce the Trelan machines and to produce additional Bandit machines. Because of the strong demand for Bandit products, Bandit is on a major expansion campaign. Three expansions of Bandit plants were completed in 2021 and two other expansions will be completed in the first quarter of 2022. Three additional facilities will be built in 2022. Bandit now employs 610, up from 450 in 2020. Bandit has 110 job openings and hopes to increase employment to 800 employees by the end of 2022.

Alliance Focuses On XanoGrass Continental Energy Corp., its wholly owned Indonesian subsidiary, PT Kilang Kaltim Continental (KKC), and Hexas Biomass Inc. have established an unincorporated strategic alliance and joint venture between Hexas and KKC. The alliance’s primary objective is the production of Hexas’ proprietary XanoGrass plant varieties for use as a sustainable source of non-food and non-feed biomass feedstocks for production of environmentally responsible advanced biofuels at KKC’s Maloy Refinery development site in East Kalimantan, Indonesia. XanoGrass is an EPA-approved bioenergy crop that meets the U.S. Renewable Fuel Standards. Since the plants are not used for food or feed purposes, commercial use of harvested XanoGrass biomass for production of biofuels, biofibers and biomaterials is not in competition with alternative uses of XanoGrass as human food or animal feed. Further, XanoGrass production does not displace food crop production. Importantly, XanoGrass plants

store its original wild condition or suitable for commercial agriculture production of food, feed or other products. The alliance recognizes an opportunity presented by the availability of large tracts of degraded land near KKC’s Maloy Refinery

site, upon which the original fertile topsoil, and in some cases the subsoil and the entire soil profile, has been eroded and exhausted due to insufficient agricultural or forestry soil conservation practices, or has been removed, polluted or damaged by decades of strip-mining

activity. The provincial government of East Kalimantan is looking for solutions to restore and regenerate more than 2 million hectares (4.9 million acres) of degraded soil. Cultivation of XanoGrass on available damaged land near the Maloy site using Hexas’ Farm-toFiber system and business model can help 1) restore, regenerate and reclaim barren soils, 2) provide local farmers an income opportunity and guaranteed harvest offtake, and 3) minimize renewable biofuels feedstock transport costs and reduce the overall CO2 footprint of the clean biofuels to be produced at KKC’s refinery. Hexas’ XanoGrass yields 50-85 dry metric tons of biomass per hectare (2.47 acres) year-over-year, is highly pest-resistant, grows in different climates and soil types, tolerates drought, and has low ecological demand. XanoGrass can be harvested repeatedly for up to 20-years before re-planting is necessary. The average yield in temperate climates for XanoGrass is 55 dry metric tons per hectare per year compared to 37 for Miscanthus and 15 for switchgrass. Hexas and KKC expect much higher yields in the tropical climate of Indonesia where the growing season is 12 months per year. In addition to use as an advanced biofuels feedstock, XanoGrass can be processed into a variety of specialty XanoFiber biomaterials using Hexas’ proprietary post-harvest processing. XanoFiber is a low-cost, high-quality feedstock with consistent physical and chemical properties. It integrates directly into manufacturing systems as a replacement of, or supplement to, wood, jute, hemp, or other natural biofibers and fossil fuel-based feedstocks. KKC is fully licensed by Indonesian foreign direct investment and energy ministry authorities to build, own, and operate a 24,000 barrels per day, digitally controlled, integrated biofuels and crude oil ➤ 43

After weathering the beginning ripples of what would become the onslaught of the COVID-19 pandemic in 2020, the ’22 Wood Bio Conference is going to be a coming out party of sorts. The industry has fought right alongside the world to muscle through these unprecedented times, and the magazine staff as worked tirelessly to produce a lineup of keynoters and exhibitor sponsors that will represent all of the leading players for this year’s seventh iteration of the event. Converting Coal Power Plants to Bioenergy with Carbon Capture and Storage (BECCS)—Economic Reality or Sustainability Risk? Pedro Campilho, Principal, Bioenergy Consulting, AFRY The conversion of coal power stations to biomass presents a real opportunity to phase out carbon intensive energy generation and transition to carbon neutral energy systems. With the addition of carbon capture and storage (CCS) technology such projects can become a game changer in the ambition to reach the goal of net zero carbon societies as BECCS projects can deliver real net negative emission profiles, balancing other sectors with decarbonization constrains. A diligent assessment of the availability of sustainable biomass fuel resources, of the suitability of available technology routes, of capital and operating cost requirements, of the availability of suitable CO2 storage options and of their economic viability are a prerequisite for developing and implementing successful and sustainable BECCS projects. Partnerships are essential to achieve big outcomes and the Endowment revels in being “bridge builders.” It embraces risk and takes pride in tackling what others can’t or won’t. When possible, it favors market-based approaches to drive outcomes. The Endowment has invested more than $20 million to prove out the commercial viability of producing bioenergy with the torrefaction of woody biomass to benefit restoration thinning efforts in the Northwest. The Endowment works with partners to understand mine reclamation efforts utilizing biochar and the possibilities of carbon capture and storage. The Endowment has partnered with AFRY to advance the knowledge-base of the cost structure and challenges of transforming domestic coal-fired power plants to utilizing bioenergy. Current and Future Applications and Growth Opportunities of Sustainable Biomass Thomas Meth, Chief Commercial Officer and Co-Founder, Enviva Sustainable biomass is the only renewable energy source that provides vital dispatchable power and heat today. But as we look to the future, it will continue to expand into new applications such as decarbonizing heavy industry. Heavy industry is the hardest sector to abate for net zero. Development of Steam Exploded Pellet Facility in North America Tyler Player, President, Player Design, Inc. PDI has successfully produced steam exploded wood pellets in its Ashland, Maine facility on behalf of Active Energy Group. The reactor design, overall process setup, and fuel analysis will all be discussed. AEG has announced a new facility in Ashland to produce 70,000 tons per year of steam exploded pellets and is actively seeking partners to replicate the operation elsewhere. Industrial Wood Pellet Markets: Pellet Fuel Is a Significant Part of the Strategy to Decarbonize the Power Sector in Many Countries. What about the U.S.? William Strauss, President and Founder, FutureMetrics Global trade in wood pellets used as a replacement for coal for power generation (industrial pellets) will be about 23 million metric tons in 2021. England, Western Europe, Japan and South Korea are the major importers. The world’s largest exporter is the U.S., projected at 8 million tonnes in 2021. Engineering Firm Beco By Jessica Johnson ASHLAND, Me. or mechanical engineer Tyler Player, a native of Aroostook County, Maine, converting biomass from the forest to useable energy wasn’t his life’s work. It was on his radar, as he wound a path through forest products in his

career—but not his life’s goal. The engineer quickly developed a knack for wood dryers and soon would leave his job with a corporate plant to start his own firm, Player Design, which among other products and services builds drying systems. PDI dryers are popular with North American domestic pellet plants for a variety of rea-

sons, with capacities ranging from 1 ton to 20 tons. Knowing how to build a dryer and building a pellet mill (or in the case of Maine Flame, a briquette plant) is a lot different than building a plant and then running it after commissioning. But that’s the exact challenge Player and his team took head on with the Maine Flame proj-

A Switch To CoalSwitch n addition to making the Maine Flame-branded briquettes at the IAshland, Me. facility, Player De-

sign’s team is working with UK based, Active Energy to produce a next generation “black pellet” that is steam exploded, not torrefied, known as CoalSwitch. According to Tyler Player, whose engineering firm and processing facility is a site manufacturer of CoalSwitch, a trademarked process and patented product owned by Active Energy Group, plc. Player says the increased heating value of the steam exploded pellet is just one of the many benefits of the product for industrial users. Explaining, “You can manufacture and upgrade the heating value so you go from 8,500 BTU/lb. to well over 10,000. Because of the mechanical properties, it can be exposed to water without turning itself back into mush. But you don’t have to create all the air emissions you do with torrefaction. The result is all of the mechanical benefits of a torrefied pellet without all the problems,” Player says. Like other industrial pellet products in North America, CoalSwitch is a next generation pellet made from predominately sawmill residuals. The idea Player and Active Energy have is to use residuals from a single sawmill and cut down on freight by co-locating. Why pilot the facility in Northern Maine? Player says it is to be close to a relatively controlled cost and he knew the reality was CoalSwitch wouldn’t be big enough in the short term to make a dent in an area with multiple markets for residuals and other byproducts. But he doesn’t think CoalSwitch should be pigeonholed to just Northern Maine. The group is ac-

tively seeking to identify other facilities that could use a way to manage residuals, and are interested in working with them to build either on the sawmill site or very near it, as long as a solid offtake agreement is in place for getting their materials. Player adds, “We don’t own forests and we don’t manage them. But we can build and run CoalSwitch manufacturing plants. We need partners that have a residuals problem and what we need is an offtake agreement for their residuals and we will take care of all the rest.”

The Concept Aside from the desire to co-locate with a facility looking to have a market for their residuals, Player says access to a port is nearly crucial because CoalSwitch at this point is purely an export product. “The idea with CoalSwitch is you can co-burn it with coal. It’s a bit of a spin on the standard industrial pellet business model, buying next generation pellets that are much more environmentally friendly and easier to control the logistics getting them from the

■ two product producer East Coast of the U.S. over the ocean, without getting them wet,” he explains. Sales are targeted to areas of the world where the infrastructure investment has not been made to burn white pellets, but also countries interested in trying to move away from burning coal for energy. Player explains, in the short term, using CoalSwitch is ideal for partner companies that are trying to improve their environmental positions but are currently burning coal. He adds that “We can cut their emissions corresponding with the amount of CoalSwitch that they burn.” Player acknowledges that CoalSwitch is a slightly more expensive final product than traditional industrial grade white pellets, nonetheless, its improved environmental credentials will more than justify any increase in costs. While CoalSwitch is the first of its kind to be produced in this specific manner, it is not the first black pellet to be produced in North America. What makes Player and Active Energy think its facility will work long-term when others have failed? Scalability. “The CoalSwitch process doesn’t produce the VOCs that require RTOs and precipitators and all the other equipment to treat the air. We are going to make the product a 10-20% premium to white pellets but we get that back in energy,” he says, noting how expensive it is to treat everything that comes out of

comb, who served as Maine Flame’s project manager and chief engineer. The premise of the plant is straightforward: At a rate of 3 tons per hour, the facility’s automated line produces briquettes for residential use in packages of four. Edgecomb is happy with what the facility is currently producing, saying it is running well. “There’s always things to figure out,” he adds. “Stuff to fix; what die is best to get the right briquette. But we are overall happy with how things initially turned out.” A pet project for all involved that has now mushroomed to more, Maine Flame takes leftover sawmill chips, other residues from local sawmill processes and planer mill shavings to make the briquettes. Annual capacity is around 20,000 tons. Player admits the facility is not as high-speed as others—and that’s by design. While

an emissions plume. “At over 10,000 BTU/lb. we are gaining 1,500 on the 8,500 BTU/lb. from white pellets. We get the energy savings and we have worked out a process that is simple enough that it can be done at scale and produce an economical steam exploded pellet,” he adds.

The Process The process for making Active Energy’s CoalSwitch is proprietary, while also being fairly straightforward. Chips are brought in and ground. Ground material is then put into a pressurized reaction vessel, bringing the pressure up. Then, using a rapid release process, pressure is released. According to Player, this renders the wood effectively waterproof. Pellets are made using Bliss pellet machines in Ashland. While Ashland is the first, Player and Active Energy already have the funding indicated together for a second CoalSwitch production facility in Northern Maine. Construction will begin as soon as Player and Active Energy are able to obtain an air permit, which is expected to be sometime in the second quarter of this year. Production therefore is expected to begin in the fourth quarter of this year with a projected annual capacity of 70,000 tons.“What we are trying to do in Ashland was prove out a concept with a minimal capital investment,” he says. The second plant built will be of equivalent size but, the end goal is to have small modular plants in multiple places, then collect volume and move it that way—instead of building behemoth plants. Taking in 20 tons of raw material an hour, the plant capacity will be around 8-10 tons/hour. Player admits that the raw material intake amount might seem like a lot but for a typical sawmill it should be just about right. the home heating market in New England is strong, there’s still a matter of establishing a customer base. Player explains the product is meant to be positioned around cordwood, still a commonly used option in the region for home heating. Capacity will ramp up, he says, as the market demand does. Adding, “We’re not running enough because of the growing sales to compensate for a production volume uptick. Over the next year, we will get the market built to where it needs to be.” Anther one of the advantages to building Maine Flame was if anyone wants to see Player Design equipment in action, there is a readily available and running plant at Edgecomb and Player’s fingertips. Edgecomb emphasizes, “We did a similar [to Maine Flame] plant in Quebec, but with a different briquette

machine, same dryer and burner. So we know what we are doing with this design.”

Plant Flow Player says the idea for Maine Flame was born out of almost necessity—when ReEnergy’s power plants in the area shuttered, there was a massive amount of logging and sawmill “waste” that was going unused that had previously been feeding those biomass power plants. Now, the leftovers were becoming a huge problem for the sawmills especially, which is where Maine Flame was able to step in. All material accepted is spruce or fir. Player says that spruce and fir have two advantages for the briquetting process, firstly, “It’s easy to make a log out of, and two, it is readily available.” Edgecomb says the process is pretty typical and straightforward. Since wood drying is what PDI does, the facility has a full dryer set-up, which allows them to be somewhat flexible in the products they take in from the sawmills. Material is trucked in, and passes through a non-recycling dryer to bring out any extra moisture. From the dryer, material is conveyed to a hopper and cyclone. A drag chain pulls it up into the sizing process. A reversing drag chain was installed ahead of the West Salem hammermill in case of a dryer fire or other incident that would necessitate a slowing down of the process. There is Flamex spark detection throughout the process. From the hammermill, material goes down to another bin with a reversing screw to feed a dry storage bin. Another drag chain pulls material into the plant, up into one of two silos to feed the CF Nielsen briquette machine. Twin screws push material together in the briquette machine—which uses a high temperature to seal and compress the briquettes. Finished briquettes have a moisture content of around 10%.

A 125 ft. long line inside the press keeps pushing all the extruded material through, with the end being a saw to cut briquettes to Maine Flame’s spec of 10-12 in. long, 3.5 in. diameter. A belt conveyor moves finished briquettes to

an accumulation table. Briquettes are manually moved from the accumulation table to the packaging line, where they are shrink wrapped and a label is affixed. The plant staffs 10, and is led by Plant Manager Lee Haskell.

FAGUS GRECON GreCon’s new preventive fire and explosion protection uses new detection technology to identify dangerous ignition sources in and around a dryer. Common causes of fires are heat, sparks, embers, and hot particles. One of the most efficient measures to prevent fire or dust explosion is the early identification of the ignition source. Sparks and embers are often the source of larger fire and explosion events. Preventive fire and explosion protection is an important measure, not only to protect production, but also the company and the people working within. Wendy Owens, CEO of Hexas, says, “It is a remarkable opportunity we have to work with KKC to bring XanoGrass and XanoFiber raw materials to Indonesia. FS Weighs In Again On Arizona 4FRI USDA Forest Service Chief Randy Moore announced new funding and a redesigned strategy for the Four Forest Restoration Initiative (4FRI) during a visit with elected officials in Arizona in November. The agency is committing $54 million in fiscal year 2022 to accelerate implementing high-priority projects on 135,000 acres over the next 10 years. The funding will also address annual road and bridge maintenance. The announcement represents an important step toward the agency’s broader, national strategy to treat landscapes, protect communities and watersheds, and create fire resilient forests at the scale needed to address the nation’s growing wildfire crisis. 4FRI is an effort to restore 2.4 million acres of forests on the Apache-Sitgreaves, Coconino,

Kaibab, and Tonto national forests in northern Arizona over the next 20 years. The 4FRI footprint includes six out of 10 of the highest priority firesheds in the Southwestern Region. It also includes nine of the 10 high-priority fire risk areas in Arizona. Watersheds on the four forests supply water uses including municipal, domestic, irrigation and industrial uses for millions of people in the Phoenix metropolitan area. In September, the Forest Service

canceled a Phase 2 Request for Proposal (RFP) and bid selection process involving stewardship and treatment of 520,000 acres. Two companies were apparently the primary bidders—one proposing to build a sawmill and the other an OSB plant. A Snowflake, Ariz. biomass fueled electricity plant, Novo Power, participated in both of those bids to take the biomass resulting from the two projects. The Forest Service said there was too much un-

certainty and financial risk for the bidders and for the government in Phase 2. The new strategy doesn’t mention specific new projects such as these, but does say, “The Forest Service acknowledges the importance of supporting existing local industry and strives to ensure a continuation of acres made available to local industry. At the same time, the Forest Service recognizes the need to bring new industry to the state. To attract

new industry, there will need to be commitments to provide a steady stream of available acres over a long period (20 years).” The FS says the path forward may include another large-scale proposal or a combination of new agreements and contracts.

ALC Seeks Additional PATHH Funding The need and success of the Pandemic Assistance for Timber Harvesters and Haulers (PATHH) was demonstrated by more than 5,600 applications representing eligibility for $385 million in aid, according to American Loggers Council. Unfortunately, this figure is nearly double the $200 million appropriated for the program.

As a result, the Farm Service Agency had to implement an assistance formula modification which resulted in reduced financial assistance ranging from 10%-57% compared to initial estimates. This adjustment was a necessary action to ensure that all eligible applicants received some level of assistance. American Loggers Council anticipated this might be the case based on multiple economic impact studies conducted by ALC and the U.S. Forest Service, which indicated that COVID-19 induced negative economic impact to the timber industry exceeding $1 billion. Upon this final determination the ALC traveled to Washington, DC and met with key Congres-

sional Appropriations Committee members and expressed a need for supplemental funding to ensure full assistance is provided to the timber industry as originally intended. This information and message was also conveyed to the White House. ALC Executive Director Scott Dane, in a letter to Congress, stated, “Now that the real economic need has been verified, and to meet the intent of Congress in providing adequate assistance to this vital industrial sector, a supplemental appropriation of $185 million (as per Farm Service Agency data) needs to be appropriated.” Dane pointed out that additional supplemental appropriations have been provided for other disaster and assistance programs when the demand exceeded the initial funding appropriation. “The American Loggers Council, and the timber industry that we represent, is extremely appreciative of the PATHH program assistance. The program’s success has exceeded expectations and has received bi-partisan support in both the Senate and House, as well as Administration support. Unfortunately, the success of the program has also revealed the extent of economic impact, loss and need within the timber industry sector. Therefore, the American Loggers Council respectfully requests an additional supplemental appropriation of $185 million.”
