TRAVELERS REST CITY HALL AND PUBLIC WORKS FACILITY

The City of Travelers Rest selected Harper to serve as the CM At-Risk for preconstruction and construction for their new municipal campus located in Trailblazer Park. The complex includes a 17,000 SF City Hall building and a 3,000 SF public works facility. The new City Hall houses city government offices, the police department, emergency dispatch, a municipal court, and a visitor’s center area. Constructed with a combination of structural steel, structural CMU, metal stud framing, bar joists, and wood roof trusses, the municipal building is an aesthetically appealing addition to the town. Harper also oversaw sitework on the project included grading, utilities, development of site parking, hardscape, driveways, and landscaping.

GREENVILLE PUBLIC WORKS

Harper was selected to provide preconstruction and construction services for the new Greenville Public Works facility located in Greenville, SC. During preconstruction, Harper provided systems analysis, value engineering, and multiple rounds of budgeting. The new campus provides a state-of-the-art headquarters from which all of the City of Greenville’s infrastructure is managed.

Located on 22 acres, the project spans 70,000 SF across four different buildings including: fleet management, operations management, administration, and vehicle maintenance and fuel facilities. Throughout the course of construction, cost and schedule were managed to allow the owner to utilize cost savings to add desired components to the campus. Utilizing the CM At-Risk method, Harper and DP3 worked together to produce a scope and budget that met the owner’s needs.

FAIRVIEW VOLUNTEER FIRE STATION ADDITION

Harper was selected as the CM At-Risk for the renovation of an existing 16,946 SF active fire station and a two-story 8,370 SF addition totaling 25,316 SF. The new addition will include a new apparatus bay, addition of an elevator, two new staircases, additional sleeping quarters, new fitness room, additional storage and offices, a new sprinkler system, and updates to MEP and finishes in the existing fire station.

SPARTAN FIRE

SPARTANBURG, SC | DESIGN-BUILD

Harper was selected to perform design-build services for the new Spartan Fire and Apparatus headquarters. Spartan Fire and Apparatus are full-line builders and retailers of custom fire apparatus, including ladders, tankers, and pumpers.

The pre-engineered facility is approximately 40,000 SF and will include wash bays, service bays, a break room, restrooms, offices, a locker room, storage space, a conference room, warehouse storage, and a covered patio.

UNITY PARK

Greenville’s newest park features four state-of-the-art playgrounds, including a 4,100 SF splash pad, two expansive green spaces, covered picnic tables, a 10,000 SF welcome center with restrooms, a first-aid station, and flexible event space. The project included the construction of three pedestrian bridges spanning the Reedy River, which allow pedestrians to access other parts of the Swamp Rabbit trail and neighboring businesses. This revitalization effort is designed to attract new life and create economic vibrancy to a currently underutilized space of West Greenville.

Harper was selected to perform preconstruction and construction services for Phase 1 of Unity Park, a CM At-Risk project for the City of Greenville. Harper’s efforts include extensive site work to the 60-acre site, underground utilities, and significant soil amendments. The construction of Unity Park made strides in its prioritization of the environment and natural surroundings. For the Reedy River, which weaves through the proposed park, Harper provided bank stabilization, beautification, and created a secondary river channel for the river. This park was designed to be accessible to all and includes an ADA-compliant playground with accessibility features. The design team focused on how development would occur around the park and helped develop an affordable housing strategy while designing the park.

REEDY RIVER WETLANDS PRESERVE AT UNITY PARK

In collaboration with the City of Greenville, Harper completed the redevelopment of the Unity Park Wetlands along the northern part of the 60-acre Unity Park.

The Wetlands project includes an outdoor classroom as part of an ADA-accessible boardwalk providing new public access to these currently overlooked and unapproachable wetlands. This area serves as an outdoor classroom for educating the public about the important environmental contribution wetlands and the need to preserve them. Additionally, the tranquil area features a boardwalk path through the restored wetlands to observe wildlife and native plants. The wetlands serve as a beautiful, natural focal point in Unity Park, and are important to the health and prosperity of communities. They help in flood abatement, naturally filter harmful pollutants from water, store carbon and keep it from being released as a greenhouse gas provide visitors an opportunity to enjoy diverse plant and animal life while learning about wetland habitats, the species that live there, and the ecology’s importance to our environment.

THE THOMAS AND VIVIAN A. WONG HONOR TOWER AT UNITY PARK

The future expansion of Unity Park includes an iconic observation tower, built on one of the few pieces of “high ground,” south of the Reedy River, adjacent to historic Mayberry Park and Meadowbrook Green. The Thomas and Vivian A. Wong Honor Tower will include layers of wood screens arranged in a twisting form. The project’s name pays homage to first responders, including police officers, firefighters and military personnel.

Visitors can ascend to the top of the 12-story structure by way of stairs or a glass-walled elevator, providing a unique vantage point for Unity Park, and an elevated, panoramic view of the downtown skyline to the east and the Blue Ridge Mountains to the west. Emerging onto the Prisma Health observation deck, visitors will have unobstructed views of the baseball field, the confluence of the Swamp Rabbit Trail as well as the expanse of Unity Park and beyond.

DR. T.K. GREGG COMMUNITY CENTER

The Dr. T.K. Gregg Community Center is a central hub for the master redevelopment plan taking shape in the Northside Community of Spartanburg. was selected by the City of Spartanburg, in conjunction with the architect, to provide preconstruction, site preparation, and construction services new state-of-the-art facility. The 46,810 SF facility features an indoor aquatics center with two pools—one for competitive and exercise lap swimming one for water therapy and swimming lessons—as well as an indoor basketball gym, fitness center, walking track, and multiple community rooms. facility serves as both a community anchor for Spartanburg’s redeveloping Northside as well as a destination for residents throughout the city. the athletic amenities, the center will have multiple community rooms for events, such as after-school programs, computer courses, and financial courses.

GREENVILLE COUNTY SQUARE PARKING DECK

Harper was hired as the CM At-Risk to construct a new, precast eight story parking garage for Greenville County Square Development. The project scope included relocation of several new utilities, construction of a 35’ tall soil nail wall, management of approximately 40,000 cubic yards of soil export, and installation of deep aggregate pier foundations. The garage features 1,000 parking spaces and is part of Phase I of the Greenville County Square development. In addition, our team completed a 4,000 SF office upfit designed for the new county facilities department.

DR. WESLEY GRANT SR. SOUTHSIDE CENTER

Harper was selected to construct a 7,000 SF addition to the Dr. Wesley Grant Sr. Southside Center. As part of a multi-phased recreational expansion of the historical Southside Center, the addition included a brand new gymnasium with a solar panel roof, outdoor swimming pool, community rooms, outdoor basketball court, and spacious open areas. Harper also performed renovations to the existing building at the connection point. The Dr. Wesley Grant Sr. Southside Center will serve as a multigenerational space to be enjoyed by the community for years to come.

SPARTANBURG COUNTY LIBRARY PLANETARIUM

The Spartanburg County Public Library Planetarium will feature a 21,800 SF facility that houses a 45’ domed planetarium theater with 125 seats and additional spaces for STEAM, makerspace, and other learning activities and programs. Dedicated to lifelong learning, the planetarium will offer free educational experiences to all visitors. One of the main features of the learning center will be a Foucault pendulum that will hang in the lobby area of the new building. The facility will bring pedestrian traffic to the city’s historic downtown and build county-wide partnerships with schools, universities, and businesses.

HENDERSONVILLE 7TH AVENUE STREETSCAPE

Harper was hired as the CM At-Risk to complete an approximately 1,200 linear foot streetscape project along Seventh Avenue from N. Grove Street to Maple Street including approximately 500 linear foot of additional streetscape along Locust Street north of the Seventh Avenue intersection. The project consisted of the demolition of existing concrete sidewalk, curb, asphalt pavement, and base and the installation of new concrete sidewalk, curb and gutter, stormwater piping and structures, ductile iron water line and valves, sewer lines and manholes, asphalt pavement, curb ramps, street trees, lighting, electrical conduit and panels, brick crosswalks, pedestrian and traffic signals, and all appurtenances.
