Expanding access to America’s energy resources – both offshore and onshore – is vital to our future energy security and economic growth. Oil production in the western Gulf of Mexico – one of the few locations where offshore exploration is allowed – is projected to reach 1.9 million barrels per day by 2017, accounting for 21 percent of total U.S. crude oil production. It’s critical that the Interior Department’s final 2017-2022 leasing plan maintains maximum opportunities here, in Alaska’s Cook Inlet, and in Alaska’s Beaufort and Chukchi seas, which contain more technically recoverable oil and natural gas than the Atlantic and Pacific coasts combined, according to estimates. The economic impact of federal decisions on resource access extends well beyond the oil and natural gas industry. Affordable U.S. energy has spurred an American manufacturing renaissance, reducing power and
materials costs for producers of steel, chemicals, refined fuels, plastics, fertilizers and numerous other products. Manufacturing accounts for more than 30 percent of U.S. energy consumption, and industry leaders are speaking out about the impact the administration’s offshore policy could have on their future: “For manufacturing to succeed, access to reliable and affordable energy is essential. Although our oil and natural gas production has been a boon for manufacturing growth and productivity in recent years, this misguided plan has the opposite effect, hurting our competitiveness, the ability to create jobs and economic growth.” – National Association of Manufacturers “This marks the third time in as many years that [the Interior Department] has withdrawn or withheld from development major portions of the OCS. Its approach will harm American manufacturers who rely on secure and affordable supplies of energy in order to compete in global markets. … A supply strategy that includes OCS energy will support the manufacturing renaissance taking place in the United States.”

This month Oregon became the nation’s first state to completely do away with coal. Governor Kate Brown signed a bill to get rid of all coal generated energy by 2030. Now if that wasn’t enough the bill also doubles the state’s standards for renewable energy. By 2040 Oregon will now require utilities to provide half of customers’ power with renewable sources. energy source. Fast forward to 1800’s United States and you have the fastest growing industry in coal. The production doubled or tripled every decade. Coal mining and coal power was one of the first big industries in the US. It literally powered us into and well past the industrial revolution. Up until 2003 over 50% of our power came from coal. Now with that being said, there is another not so nice aspect to coal. It is dirty. It is a dirty energy source and has proven effects on our environment. It causes pollution, acid rain and produces 19
toxic waste. The other thing that makes it “dirty” is that it is not renewable, thus why it produces so much waste. The one thing that has kept it at the top for so long is that it is cheap. It has been the cheapest energy source to produce all these years. Essentially you boil it to produce steam and there you have a power source. It is more complicated that that but you get the idea. Now, you may ask how is it the cheapest when you have to mine it, especially when sources like the sun are right here on the surface? Yes sunlight is plentiful however the means to harness that power are not cheap and not yet cost effective for a nation wide power source.
Back to Oregon. The main reason behind the bill is the environment and the affects coal has on it. They are on trend with the nation in saying that renewables are the future and maybe we should start taking care of our planet more. Those are facts, however are they prepared for the financial investment for this transition? What toll will it take on their economy? The biggest question from this is will other states do the same? Will they put a ban on an industry that built this country?

EnerVest Reviving Ohio’s Clinton Sandstone With Horizontal Drilling to Unlock Oil Jamison Cocklin March 18, 2016 - www.naturalgasintel.com There was a time before the advent of Ohio’s Utica Shale boom when the Clinton Sandstone was king, reigning as the state’s most actively produced formation. But EnerVest Operating LLC is trying to breathe new life into the old play by reviving the stubborn rock with horizontal drilling. Located in the East Canton Oil Field, which stretches across roughly seven counties from Northeast Ohio southward, 1.5 billion bbl of oil is still thought to be in place in the Silurian-aged Clinton, according to a 2010 study by the Ohio Department of Natural Resources (ODNR) Division of Geological Survey. Barry Lay, general manager of EnerVest’s Appalachia north asset team, said 90% of the oil-in-place is thought to be there and recoverable. There are 3,100 current or formerly producing wells in the East Canton field, which was discovered in 1947. By its nature, secondary recovery is not effective at large-scale,” Lay told a crowd of hundreds during a presentation on Thursday at the Ohio Oil and Gas Association’s (OOGA) annual winter meeting in Columbus. “So how do we increase recovery and tap into those massive amounts of oil? We believe the answer to that is horizontal drilling.” Lay said the company, which through affiliate EV Energy Partners LP, also has been active in the Utica Shale, took ODNR’s study “to heart” and recently decided to drill a series of test wells in the Clinton. After three vertical tests, he added, it gave the company confidence to move forward with a horizontal well, which confirmed its belief that the play is a good candidate for horizontal drilling. 21

The Clinton is composed of interbedded sandstones, siltstones and shales. While the formation has been challenging to develop with horizontal techniques, eating “bits like a hot dog eating champion at Coney Island,” Lay said in his presentation, the rock has the sort of brittleness that is conducive to horizontal fracture stimulation. It has good porosity, but low permeability, meaning more exposure to the reservoir rock is needed to tap the oil in place. “The Clinton is extremely hard, abrasive sandstone,” Lay said. “Our rate of penetration and bit-life management is critical to the success of drilling and operations in the Clinton. It’s not uncommon to [damage beyond repair] a bit. Low mud weight is important too because of the relatively underpressured formation that we’re dealing with.” The company has drilled seven Clinton wells to date. It is currently producing 1,100 bbl/d from

The mature field, which has long been drilled on 40-acre spacing per state law, is dense with older producing wells, making it difficult for EnerVest to put together production units and forcing the company to weave its way around existing sites. The company has also had difficulty securing mineral rights for the lower-yield wells with landowners that are now accustomed to better terms for the Utica Shale. The East Canton field encompasses Summit, Portage, Mahoning, Columbiana, Carroll, Tuscarawas and Stark counties. EnerVest has focused its Clinton efforts in Carroll, Stark and Tuscarawas counties near Utica development. Curves have been difficult to drill with bits going through limestones, shales and dolomites. One major production challenge has been artificial lift, Lay said. The wells have to be placed on artificial lift immediately after drilling out the fracture sleeves because of low reservoir pressure. The company has experimented with various methods to do so. Lay added that the “the biggest impediment right now to our development is commodity prices.” He said “it’s difficult to develop Clinton horizontals at $30 oil.”

Lay added that without problems, the wells have taken about 24-25 days to drill and another two to three days to complete. They use far less sand and fluids than a shale well, and the company has projected revenue from the wells to be about $7 million, compared to $1 million from a vertical well in the play. The horizontals use about 60% less land than a typical shale well and finding costs for them are about 31% lower than a vertical well. Lay’s presentation filled the conference room at the Columbus Hilton hotel, where the winter meeting was held. An OOGA spokesman said afternoon walk-ins had pushed total attendance to just under 1,000. Report: Big benefits possible with solar on low-income homes WRITTEN BY: Kathiann M. Kowalski - 03/15/2016 Making solar energy available in low-income areas can provide lasting financial relief from high electric bills, as well as expanded employment opportunities and improved environmental health, says a new report released this week. The Low-Income Solar Policy Guide for strategies to achieve that goal comes from three national nonprofit groups: GRID Alternatives, Vote Solar and the Center for Social Inclusion. For Ohio, the group estimates that more than 855,000 low-income households stand to benefit. Data released last month by the Ohio Development Services Agency show that approximately one in nine families in the state are currently poor. According to the new low-income solar report, though, getting solar energy into poorer communities requires policies to promote those efforts and to support solar energy in general. “You need a healthy solar economy,” stressed Stan Greschner, a vice president for GRID Alternatives. “You need the underlying foundational elements
that make solar possible for everyone [in order] to make it possible for low income families.” That could be a challenge in Ohio. Growth in Ohio’s solar energy industry slowed after 2014, when the state placed a two-year “freeze” on its renewable energy standards. It’s unclear whether further changes will be made to those standards before their targets resume next year.
Proportionately bigger benefits
In general, energy bills eat up a larger share of earnings for low-income families than for those who are better off. Thus, the new report says, net savings from solar energy likewise yield relatively bigger benefits for low-income families. Families with solar energy buy less electricity from the grid, so utility bills are lower. Sales of renewable energy credits and excess power supplied to the grid can add to financial benefits. The new report also argues that environmental justice demands facilitating clean energy in low-

income communities. Those communities are more likely to be adversely affected by pollution from fossil fuel power plants, which has been linked to higher rates of asthma and other illnesses. Adding solar capacity in low-income areas can also stimulate the local economy and add employment opportunities, Greschner noted. He cited his own organization as an example.

“Think of us as the Habitat for Humanity model for solar,” Greschner said. The nonprofit brings together community groups, volunteers and job trainees to install solar panels in low-income communities. Skills learned by those trainees can help them land jobs in the clean energy industry.

Financing options
Prices for solar equipment have come down dramatically. So far, however, most low-income families who struggle with electric bills can’t afford to buy and add solar panels on their own. To help them, the new report outlines various strategies and policies. One of those suggestions notes Ohio’s 2009 law for Special Energy Improvement Districts. That law lets local governments set up districts to finance and install improvements for energy efficiency and renewable energy.

In most cases, money for those programs would come from the state’s Property Assessed Clean Energy program, or PACE. PACE allows loans to be repaid in installments with property taxes. The repayment obligations — as well as the benefits — stay with the property. In practice PACE has had limited funders, so relatively few Special Energy Improvement Districts have been set up so far. Nonetheless, some successful projects have been completed, including ones in the Toledo and Cleveland areas. A financing hub set up last year in Cuyahoga County also offers promise for making more funding available, at least for commercial projects. Potential residential projects have also suffered from roadblocks to PACE properties’ ability to get mortgage financing from the Federal Housing Authority. Guidance issued last year by the FHA should lessen those obstacles, the report notes. Meanwhile, a bill before the Ohio legislature could provide more support for Special Energy Improvement Districts by simplifying the process for setting them up and funding them. That bill, Senate Bill 185, was introduced by state Sen. Bill Seitz (R-Cincinnati) last June. It has not moved out of committee since then. 30

The Regulatory Assistance Project counters such arguments by noting that distributed solar energy actually provides benefits to the grid that are not otherwise compensated.
Renewable energy standards create and support a market for credits, and any sales speed up the payback period for a solar panel investment. Adoption of Ohio’s renewable energy standards sparked an active market for those credits until 2014.
And Greschner believes it’s just wrong to try to cut solar energy benefits by characterizing them as something that helps only wealthy people.
Then a state law relaxed the standards and put a two-year “freeze” on them. The solar renewable energy credit market suffered, and new solar installations slowed significantly. Gov. John Kasich has said a legislative committee’s recommendation for a continued, indefinite suspension of the state’s clean energy standards is unacceptable, and he recently warned the state legislature not to “gut” them. Yet Kasich has not made clear what revisions, if any, he would approve. Critics have warned that some changes proposed by that same 2015 lawmakers’ committee report would be clear “giveaways” for industry. Ohio’s net metering law, which currently compensates solar customers at retail rates, has also been under the microscope. Some utilities and other critics of the policy argue that it amounts to a subsidy for customers who can afford solar.
“Any reduction in benefit that the solar system produces has a proportionately higher negative impact on a low-income family,” he said. As he sees it, $20 of benefits each month “means a lot more” to a lowincome family. Beyond that, Greschner noted, restrictions on net metering or cutbacks to renewable energy standards limit the overall market for solar energy and keep costs high for everyone. In his view, that would lead to a situation where only wealthy people could afford the systems. “I would argue that if you don’t have strong policies that are incentivizing broader access to solar across the board, there is kind of a self-fulfilling prophecy here,” Greschner said. The Big Freeze in Ohio On 15 Mar, 2016 By Emily Carey For once Ohio and freeze are in the same sentence and it is not about the weather. I am talking about the renewable energy freeze. The 2 year renewable energy freeze that Gov. Kasich signed into law in 2014. This issue might not come up on the campaign trail but it is happening right now in Ohio. Ohio is a huge energy player. Besides our huge involvement in shale, we have solar farms, Amazon is building a huge wind farm and we have 2 nuclear power plants. Ohio is also at the forefront of switching to natural gas powered electricity instead of coal powered. With all this innovation in energy why the freeze in the first place? Also will the freeze end? Ohio EPA Director Craig Butler told the Toledo Blade a continued freeze is “off the table” for the governor. If the Ohio legislature does nothing the freeze will expire and we will go back to the renewable standards that were put in place before the freeze. Those standards were that Ohio’s utilities generate a quarter of their power via alternative energy sources by 2025 which was a law from 2008. From 2015 stats Ohio is ranked 49th with only 2.13% of our state’s power being produced by renewable 32
sources. That is far off from 25% and if that 2008 law was unfrozen we would have less than 10 years to get to that point. One of the reasons for the freeze was that power companies said the increasing standards were costly, especially in light of natural gas, a nonrenewable energy form that is much cheaper and prevalent for utilities today than it was when the alternative-energy law was passed. I feel that within these two years renewable energy has gotten cheaper, thus why the freeze needs to end. What happened to an open market? Shouldn’t we have options for all different energy sources? It is likely something will be done about the freeze before the end of the year, but what? Will we go back to the 2008 renewable standards? Or will the legislature decided differently? And one last question, will Gov. Kasich be too busy on the campaign trail to really focus properly on this issue? Ohio needs more renewable energy. The people deserve to decide where their power comes from. Also, more energy means more jobs. Since the downturn in shale, this could be an option for those people out of work. There are a lot of unanswered questions, hopefully in the coming months some of those get answered and Ohio unthaws it’s renewable energy stance.

STARK COUNTY the University of Wisconsin-Madison is hoping that clean energy technology he is developing with a fellow doctoral student can bring cleaner, cheaper and more accessible electricity to his relatives and their neighbors in Mboka Paul, the town where he was born. Olson notes that in the three western provinces of the Congo alone, 3.5 million homes lack electricity. Most use kerosene lamps for light and charge their phones on diesel generators. This is expensive and creates unhealthy fumes and greenhouse gas emissions. NovoMoto, a startup founded by Olson and Mehrdad Arjmand, would install a solar PV micro-plant to generate electricity, and distribute portable batteries that locals could recharge at the plant for a fee. They plan to enlist local entrepreneurs in the town of Mboka Paul and surrounding areas to run the operation. “There are a lot of communities without access to reliable electricity, but it’s difficult to go into a community and propose an alternative solution without buying from key stakeholders – business owners already selling prepaid phone cards, water, medicine,” said Olson. “So it makes sense to start a project like this in an area where you already have connections.” The duo are developing software that will allow entrepreneurs to charge energy users a rate by the kilowatt hour, like a traditional electric bill, and payments can be made through a mobile phone. They say that under their system, locals could pay $9 for enough power to run three 3-watt LED lights, to charge a cell phone and to operate low-power radios or TVs for a month. Currently, people pay about $22 a month for kerosene and phone-charging via diesel generators, Olson said.

They hope their model is one that can be easily replicated in sub-Saharan Africa, where 600 million people lack electricity, a number expected to grow to 700 million by 2030, according to the United Nations. This is the first solar project for the founders, but they are drawing on microgrid experts at the University of Wisconsin and looking to the Clean Energy Challenge for mentorship as well as potential seed money. Arjmand said they’ve met people with experience on energy projects in Cameroon through the challenge. “We can draw on experiences these people have had on the ground in Africa,” he said. Olson, who was last in the Democratic Republic of Congo a year ago, said they are hoping to be able to deliver the prototype by the end of the year – and locals are waiting eagerly. “You wouldn’t believe how many times I get Facebook posts or text messages from my cousins – ‘How’s it going, when are you coming back?’” he said. “There’s a lot of energy behind this.”

This is the system offered by Clean Energy Challenge finalist Innova EV, with five pilot programs already underway: at the University of Wisconsin-Madison, the University of Pittsburgh, Colorado State University, the University of Washington and Ohio State University. Ohio State will feature driverless cars in coming months as that technology is rolled out. In the future, said founder and CEO Roman Kuropas, the driverless versions of the Dash electric vehicles developed by Innova could be swarming campuses and small communities nationwide. “Their challenges are parking and reducing emissions on campus,” said Kuropas. “This is providing solutions that address their biggest challenges in a sustainable way. This is bigger than just a car or software.” The company advertises the cars and the larger system as perfectly suited to millennials, who want things sustainable, customized and “smart.” The cars’ batteries can be charged in about 30 minutes from a network of stations, ideally solar-powered. Rides will be subsidized in part by digital advertisements that play on a 12-inch screen inside the car.

10x Technology, Libertyville, Illinois In the 1980s, Robert Pricone broke new ground on a common object that people see hundreds of times a day but usually take for granted: traffic signs. Pricone developed multi-prismatic, microstructured material used to coat traffic signs and direct the light from car headlights directly back to the driver, making the signs highly visible. Today, Pricone’s company, 10x Technology, uses a derivative of that same technology for a host of energy efficiency and energy-related applications. The ability to capture and direct light is crucial for films placed on the inside of windows to increase natural light, by directing it to the ceiling where it bounces back down into the room, decreasing the need for artificial light and saving energy. This ability is also used on the lenses of LED lights, to diffuse their glow more powerfully into the room and reduce the number of light fixtures needed by about 30 percent. In solar concentrating plants, the technology is essentially reversed to focus the sun’s light on a silicon chip, increasing the power and efficiency of the plant. Pricone said a million of the company’s lenses are used in the world’s largest solar concentrating facility, a 30-MW installation in Alamosa, Colorado. “Each lens works just like a magnifying glass, it captures light and concentrates it, allowing you to use less silicon,” said Pricone, the president and founder of 10x. “It’s the next generation of solar.”

Through Bluetooth and a partnership with Verizon, the GPS-enabled cars are also programmed to play a rider’s favorite music and integrate with digital campus security systems, offering an alert system or choosing a safe route for riders at night. 10x’s technology involves embossing hot polymer sheets with 22,000 identical micro-prisms per square inch, standing just .14 microns high, about 1/300th the thickness of a human hair. The products are made to order for different companies, produced in large sheets that can be cut to size. 10x partner Tom Migala noted that the microstructured materials can also be used to reduce friction on the skin of an aircraft or vessel going through the air or water, reducing the amount of fuel used, as well as in medical applications. “There are so many places you could use a micro-structured material,” said Migala.
ThermoLift, Ann Arbor, Michigan Typically, systems that heat the air or hot water in a home burn natural gas or oil, while separate cooling systems use electricity to suck hot air out of a home. ThermoLift uses an efficient natural gas system and Vuilleumier heat pump (VHP) for heating and cooling all in one unit, with significantly greater efficiency and lower emissions than most systems. ThermoLift was founded in 2012 by CEO Paul Schwartz and Peter Hofbauer, a German scientist and long-time engineer and executive at Volkswagen, with 100 patents to his name. The company is housed at the Advanced Energy Research and Technology Center at Stony Brook University in New York.

“If you burn that fossil fuel at a power plant, only 35 percent of the energy gets to your house,” said Schwartz. “But if we use that heat energy at the source, in a commercial or residential building, we can produce that cooling effect with a reduced carbon footprint. It’s really counterintuitive – if you ignite natural gas you get this high temperature source...our unique thermodynamic process allows us in pumping heat to do something very similar to what we do in a refrigerator or air conditioning system.” The system works well even in extremely hot and cold temperatures, Schwartz said, and the similar technology can also draw on geothermal energy instead of heat from the air. “With conventional heating systems you can capture about 95 percent of the fuel you burn – from one unit of fuel you get 0.95 units heat,” Schwartz said. “When you use the ThermoLift technology, when you burn one unit of fuel you capture 1.6 units of heat.” After starting with private funding, the company received $750,000 in Department of Energy funding in 2013. Last summer, ThermoLift announced $2.75 million in venture capital funding.
