Mahadhir Aziz talks about the agency’s role and plans.

I

n an era marked by digital transformation, Malaysia’s potential for achieving its digital goals shines brightly, driven by a thriving startup ecosystem and unwavering entrepreneurial spirit, says Malaysia Digital Economy Corporation (MDEC) CEO Ts. Mahadhir Aziz. Despite the challenges we face – our modest GDP per capita and small population – Malaysia Digital Economy Corporation (MDEC) CEO Ts. Mahadhir Aziz thinks Malaysia can reach its digital goals thanks to its thriving start up ecosystem and entrepreneurial mindset. “Digital economy today is one of Malaysia’s primary economic pillars. We all know the figures – in 2021 it contributed 23.2% to the country’s gross domestic product. By 2025 this figure is expected to rise to 25.5%,” says Mahadhir. The CEO himself is a stellar example of one who possesses this

entrepreneurial techie mindset. Mahadhir, who took up the CEO position about two years ago, has built a 20-year career in the tech industry. He has served as an analyst, programmer and project officer at AmBank Group. Prior to that, he was a senior applications developer at Malay-language daily Utusan Melayu and project manager at oil and gas company Petronas Digital. He has also served as GM in Cyberview’s Tech Hub Development division. It is here where he cofounded and became CEO of Futurise, a subsidiary of Cyberview mandated to oversee the National Regulatory Sandbox initiative.

THE INGREDIENTS Mahadhir says the Malaysian digital ecosystem has all the right ingredients. It facilitates the mixing and collaboration among startups, both local and foreign. The government and the private sector

work hand-in-hand in supporting Malaysia’s startup ecosystem. “Both the public and private sphere actively contribute to the flourishing of startups by providing crucial support, funding and mentorship.” Where soonicorns and unicorns are concerned, he says there is a fertile breeding ground with the right elements in place, namely a talented pool, ample funding, enabling infrastructure, strong government support and access to markets. “The goal to establish five unicorns by 2025 is in line with MDEC’s Malaysia Digital National Investment Strategy. “It encompasses nurturing homegrown unicorns and attracting foreign ones to establish their presence in Malaysia. For example, the Fintech company Xendit, invested by Penjana Kapital, which set up operations here early this year.”

THE INTERVENTION One of MDEC’s main roles is to empower Malaysians with the skills essential for their success in an increasingly digitalised economy and to become significant players in the global tech scene. These are not just ambitious plans but actual actionables from MDEC. The agency has implemented six interventions. “These six interventions are policy creation or enhancing, market access and establishing regional business ecosystems, funding facilitation, enhancing visibility of companies, mentoring and consulting, and talent development. “Through MDEC’s talent development programmes, for example, companies can access fresh talent from universities and polytechnics while also contributing as experts through MDEC’s Talent Expert Network,” he explains. Where funding is concerned, MDEC offers a funding ecosystem comprising over 100 entities looking to invest in promising companies. Through MDEC’s six funding channels, 46 companies successfully raised over USD87 million. In order to grow market access, MDEC established business ecosystems in 15 countries, with tech companies leveraging the programme to amass over RM1 billion in cumulative export revenues.

“Where mentoring and consulting are concerned, we provide support to founders through partnerships with successful founders and organisations such as Endeavor, EY and KPMG. Partnering with companies also enhances visibility especially to targeted audiences through local, regional and global media exposure. “We want to support the development of policies so that potential unicorns can scale within the ecosystem and marketplace. We also have to think about execution so that interventions will come to fruition.”

THE CATALYST One initiative to help Malaysia hit its digital targets is the Malaysia Digital (MD) initiative launched by MDEC about a year ago, replacing the 25-year-old Multimedia Super Corridor agenda. The initiative targets economic growth in nine areas, namely digital trade, digital agriculture, digital services, digital cities, digital health, digital finance, digital content, digital tourism, and Islamic digital economy. With the initiative comes the coveted MD Status, which is awarded to companies that participate in and undertake the prescribed activities under the MD initiative. The MD status comes with

tax incentive, rights and privileges from the Government. “MD attracts companies, talents and investments to converge in Malaysia while enabling local businesses and the people to play a leading part in the global digital economy. It redefines Malaysia’s appeal for digital investments, firmly establishing our nation as the digital hub of Asean,” offers Mahadhir. This enhanced framework will boost the digital economy through the introduction and execution of various PEMANGKIN programmes. Two early PEMANGKIN programmes at DE Rantau and Digital Trade. DE Rantau establishes Malaysia as the preferred Digital Nomad Hub, boosting digital adoption and tech application such as AI, blockchain, Web 3.0 and more. “Currently, we have 679 digital nomads. We have established 1,725 DE Rantau Hubs across states which includes Penang, Langkawi, Ipoh, Johor Baharu, Kuala Lumpur and Melaka. Our nomads enjoy a thriving ecosystem, where knowledge and experiences are shared among local and foreign nomads, leading to the creation of a vibrant and knowledgeable local community and businesses,” said Mahadhir. Digital Trade, on the other hand, drives interoperability and

greater harmonisation of standards and regulatory approaches, and facilitates trade within and across borders. “Digital Trade is a natural progression of e-Commerce, and it aims to accelerate e-Commerce and business digital adoption, while simplifying cross-border trade, aligned with the National Strategic e-Commerce Roadmap (NSER). “The Government places great emphasis on e-Commerce as springboard towards digital trade, to future-proof businesses and to expand the market reach of businesses especially micro, small and medium enterprises (MSME). e-Commerce is also the first touch point for MSMEs to experience

the benefit and efficiency that digitalisation can bring.” In line with this, MDEC is also embarking on a national e-Invoicing implementation bid to transform business operations and enhance efficiency, accuracy and reliability of transactions through interoperability and seamless end-to-end movement of data. e-Invoicing will be implemented in phases starting this year with the system development, and a pilot project involving selected taxpayers. “By 2025, the Digital Trade initiative through NESR aims to achieve RM1.65 trillion in e-Commerce market size, facilitate over 1 million MSMEs to adopt e-Commerce and 84,000 businesses to adopt e-Commerce for export. “These PEMANGKIN are set to evolve Malaysia’s digital economy capabilities and capacities, raise Malaysia’s value proposition for digital investments and nurture technology sectors with significant commercial and economic potential.”

THE SHOW AND TELL Between September 25 and November 8, 2023 MDEC will proudly host its six-week-long empowerment exhibition called the Malaysia Digital Expo 2023. The massive tech show will demonstrate Malaysia’s readiness to explore and grow, take its digital ecosystem to the next level and open doors for

businesses to expand into Asean and beyond. “This initiative of MD is a platform for local and international companies to collaborate and explore new opportunities in the digital economy. It will help showcase Malaysia’s digital assets and attract high-value digital investments to grow the digital economy,” offers Mahadhir. According to MDEC, MDX 2023 will see nationwide auxiliary events to conferences, exhibitions, launches and industry awards dinners. It will gather tech enthusiasts and industry titans to discuss the future of technology with keynote speakers and prominent panellists from prestigious local and global organisations. MDX 2023 offers more than an experience. “Let’s do business. Invest in Malaysia”.

THE HIGHER GOALS MDEC is also discerning sustainability and environmental issues, which are increasingly important in the tech sphere. According to Mahadhir, MDEC has a three-pronged approach in the digital sector supporting the ESG goals. It encompasses programmes for the rakyat, businesses and investors. In its goals to develop the rakyat into a digitally skilled workforce, it will offer opportunities to Malaysians from all walks of life. MDEC has developed the following programmes towards this goal: GLOW, eRezeki, Digital Creative Content Creator Studio, mydigitalmaker and Digital Up. Where businesses are concerned, MDEC’s focus turns on SMEs, entrepreneurs and corporations. The Global Testbed Initiative, Islamic Digital Economy, Digital Creative Content, DataKITA, 100 Go Digital are some of the programmes created to boost the digital ecosystem for businesses. Investors, meanwhile, can look forward to the creation of platform

for companies aimed at regional expansion. Digital Investment Office, eXpats, Malaysia Digital Hub and Malaysia Tech Entrepreneur Programme are some of the programmes towards this goal. According to Mahadhir, MDEC has signed an MoU with the UN Global Compact Network Malaysia and Brunei (UNGCMYB) to further raise awareness, build capacity, and increase adoption of sustainability and climate action across the digital economy, especially among SMEs. Further to this, is the Malaysia Digital Climate Action Pledge (MDCAP), jointly developed by MDEC in partnership with UNGCMYB. “MDCAP will help companies in a number of ways. It can help companies adopt digital technologies that can mitigate their carbon footprints, it can help tech players to transition towards a carbon neutral business, it can influence businesses to implement responsible sourcing across their supply chains, and raise awareness of the urgency of managing climate change across all segments of the tech society, including government and industry bodies, business and civic organisations. “These efforts are all part of a larger Malaysia Digital agenda which represents the next step in our country’s holistic and sustainable digitalisation journey.” ◆

Malaysia Digital Initiatives MDEC will continue to lead Malaysia towards becoming a globally competitive digital nation through the development and execution of the Malaysia Digital, a national strategic initiative, which aims to create substantial digital economic spill-over through equitable access to digital tools, knowledge and income opportunities. The following are some ways: a) Digital Creative Content • MDEC has organised various industry and trade events to nurture and propel the growth of Malaysia’s digital creative content industry onto the international stage. • It is important for us to keep supporting the digital creative content industry as the current global animation market size is estimated to be worth US$298.2 million in 2022 and is forecasted to reach US$519.6 million by 2028. The industry has shown tremendous progress due to the growth of streaming platforms worldwide, bringing more opportunities for all studios. • MDEC has identified this vertical as one of the tech focus areas under the new national strategic initiative, Malaysia Digital. b) Digital Investments • Global technology titans from the digital global business services (DGBS) industry have continued to express their confidence in Malaysia as an attractive investment hub. The DGBS industry is one of the key contributors to Malaysia’s digital economy. • Not just that, according to an index by global consulting firm Kearney, Malaysia has been ranked as the world’s third most competitive Global Business Services (GBS) location, behind India and China. c) e-Commerce / Digital Trade • In 2017, Malaysia’s e-Commerce industry recorded a 14.3% year-onyear growth from 2016. The e-Commerce GDP contributed 6.3% to the total Digital GDP of Malaysia. • Programmes such as Go-eCommerce and DE Dagang has RM9.37 billion gross merchandise value with 1.22 million merchants onboarded.

WCIT | IDECS 2023 Call it a stroke of genius as the organisers combine an international event with a local show to create a mega tech event. The WCIT and IDECS – to be held simultaneously this year – is expected to help stakeholders dive deep into a range of topics, from the economic implications of digitalisation to its impact on the environment and the well-being of society

ast year Malaysia hosted the 26th World Congress on Innovation and Technology in Penang to great success. This year, Malaysia again takes on the WCIT, hosting it in Sarawak, the largest state in the country, located on the island of Borneo. As if this double good thing is not enough, the 27th edition of the WCIT will be held concurrently with an annual local event which is in its 6th installment. The International Digital Economy Conference Sarawak turns the spotlight on the state – known for its rainforests and national parks – as it progressively shifts from a traditional commodities-based economy to a marketplace driven by innovation, technology and sustainability. “Collectively known as WCIT | IDECS 2023, it will be a platform to explore the latest trends, technologies and business models in

the digital economy,” said Sarawak Digital Economy Corporation Bhd (SDEC) Chairman Tan Sri Datuk Amar Mohamad Morshidi. SDEC is the implementing agency created in 2018 to drive the Sarawak Digital Economy initiative.

MEGA TECH EVENT When asked how WCIT and IDES will be integrated to create a seamless mega tech experience, Tan Sri Amar said it is really about bringing the best of both worlds to delegates, partners, investors and the overall business ecosystem. “Globally, nations are increasingly aware of the importance of harnessing the benefits of the digital

economy for innovation, growth and social prosperity. “Against this backdrop, the convergence of WCIT | IDECS creates a unique platform to bridge the gap and create opportunities to build a business environment and ecosystem driven by innovation, technology and sustainability. “In tandem with that, the WCIT | IDECS 2023 programme has

been tailored and curated to shed light and build awareness on these thematic conversations.”

The WCIT and IDECS events mirror the Government of Sarawak’s vision of building an inclusive business ecosystem driven by innovation, technology and sustainability. An example of this is the inaugural pre-event congress called She-Tech Asia Forum 2023, which will be held on October 3. According to Tan Sri Amar, this platform, co-located under WCIT | IDECS 2023 and organised by the Sarawak Government, is especially created for women. “We hope to actively involve women in the region and achieve a significant milestone of 30% representation of women in the Sarawak tech industry by 2030,” said Tan Sri Amar. “Ultimately, WCIT | IDECS 2023 is a reflection of our commitment to become a digital economy

powerhouse of the region,” he said. The event is expected to create an economic impact of some USD145 million (RM660 million) to the Sarawakian tech and startup ecosystem, through foreign direct investments, meetings, incentives, conferences and exhibitions, tourism, as well as sponsorships, which in turn will encourage greater job creation and business opportunities. “It promotes cross-industry collaborations and trade, and drives social and environmental progress through knowledge-sharing and sustainable practices,” offered Tan Sri Amar. “Additionally, by positioning Sarawak as a hub for innovation and technology, WCIT | IDECS 2023 contributes to regional development, fostering a lasting legacy of economic growth and enhanced global competitiveness. “Ultimately, we hope to create a ripple effect within the

ecosystem, and become the goto hub for investors looking to combine business with leisure, with the ultimate goal of uplifting the socioeconomics of the people.”

2022 SUCCESSES To recall, WCIT 2022 held in Penang secured over RM46 billion in foreign and domestic digital investments through signed MoUs, strengthening the country’s position as an attractive hub for tech growth. The event bridged the technological gap between Malaysia and some of the world’s most developed countries, and established Malaysia as a premier destination for digital investment and innovation. Additionally, more than 25,000 new digital sector jobs were generated locally through WCIT 2022. “We are honoured to have been selected as the host country for WCIT for the second year running. WCIT, a flagship event of the World

PIKOM-MDEC-CYBERSECURITY MALAYSIA RELEASE BOOK ON DATA SECURITY The reference book is a valuable resource tool which organisations can use to as a guide in securing their data and their institutions.

T

he National Tech Association of Malaysia (PIKOM), together with the Malaysia Digital Economy Corporation (MDEC) and CyberSecurity Malaysia, released the Malaysia Data Security Governance Reference Book: Unleashing the Value of Reliable Data at the Cyber Digital Services, Defence and Security Asia (CyberDSA) to improve Malaysia’s data security governance maturity and efficiency. The book, launched by the Minister of Communications and Digital YB Fahmi Fadzil, provides guidelines for organisations in Malaysia to protect their data and build trust with their

customers. It covers a wide range of topics, including data sovereignty, key standards and global advanced practices as well as recommendations for the way forward. Chairman of PIKOM Ong Chin Seong said data security governance creates value for businesses and organisations. “The reference book provides a digital trade standards system framework which could be a reference to facilitate Malaysia in implementing international cyber security standards at the national level in line with Malaysia’s domestic situation.

“It will also be a guide to data security governance and in safeguarding national data sovereignty. CyberSecurity Malaysia CEO Dato’ TS Dr Haji Amirudin Abdul Wahab echoed this sentiment. “It will create opportunities for greater alliances within the local and regional ICT industry to gain a competitive advantage and propel the industry into the future,” he said. MDEC CEO Ts. Mahadhir Aziz said strengthening cybersecurity is not only a necessity to protect businesses and their stakeholders but also a strategic investment that fortifies resilience, nurtures trust and enhances competitiveness. “Aligning with the Malaysia Digital national strategic initiative and PEMANGKIN programmes, we have identified 10 pivotal tech drivers, with cybersecurity standing at the forefront,” he said. Digital transformation initiatives embarked on globally, be it at Government levels or the private sector, will inevitably bring about unprecedented challenges to the cyber security of ICT infrastructure. Addressing this will become increasingly crucial to ensure valuable data assets are protected and in ensuring the right high-quality data is made available to the right people at the right time. he National Tech Association recently held an MOU signing ceremony with the ESG Association of Malaysia to promote ESG best practices in the tech industry. The MoU was signed by ESGAM President Cheah Kok Hoong and PIKOM Chairman Ong Chin Seong at a ceremony held in Kuala Lumpur recently. ESGAM grew from the experiences of professionals from the business, academic, financial, legal and the third sector, which is a need in aiding Malaysia to contribute to its transition towards sustainability. The organisation aspires to be the catalyst, facilitator and enabler for ESG adoption and development in Malaysia, delivering on the Sustainable Development Goals call to action plan adopted by the United Nations.

FRESH MINDSET Kok Hoong said the collaboration between the two parties marks a significant stride towards raising awareness and understanding of ESG principles. “Through joint educational campaigns and initiatives, we aim to ignite a sustainable business mindset within diverse sectors, especially SMEs in Malaysia.” Chin Seong said that PIKOM is proud to partner with ESGAM and to promote ESG among its members. “The tech industry has a major

The meeting, hosted at Experian Malaysia’s office in Quill 18, Cyberjaya, witnessed the convergence of nearly 100 industry professionals eager to delve into the future of Global Business Services (GBS). The event commenced with an exciting lineup of speakers, setting the stage for an afternoon of knowledge exchange. GBS Malaysia Deputy Chair (Shared Services) TS Koay kick-started the proceedings, paving the way for a series of engaging discussions. His insights into the digital landscape sparked thought-provoking discussions. The event’s centrepiece was a panel session addressing the latest trends in “Navigating Tomorrow’s Business Landscape with AI Integration and Talent Management”. TECH LEADERS COMMIT TO WORK TOGETHER AT DIGITAL ASIA FORUM 2023 The international event saw several agreements made on industry collaboration. The topic of creating a sustainable future using digital technology was high on the agenda.

t the Digital Asia Forum in Taipei, Taiwan, Sarawak Digital Economy Corporation Bhd Chairman Tan Sri Datuk Amar Mohamad Morshidi delivered a keynote speech. He and his team also took the opportunity to promote the WCIT 2023 at the four-day international event held in August 2023. The event , successfully hosted by the Information Service Industry Association of ROC (CISA), gathered

top digital policy officials, information service and software industry leaders and academics from 10 Asia-Pacific countries. There were more than 100 speakers, 80 solutions and use cases presentations and a record 2,000plus delegates. A diverse range of international speakers shared their insights, experiences and best practices for leveraging digital technologies to transform industries and drive economic growth.

Tan Sri Datuk Amar, in his keynote address, offered insights into the digital economy landscape, economic growth and livelihood of the people of Sarawak. He also took the opportunity for SDEC to promote the upcoming World Congress on Innovation and Technology (WCIT) and International Digital Economy Conference Sarawak (IDECS) 2023 to be held from October 4-6, at the Borneo Convention Centre Kuching, Sarawak.

The forum saw the signing of several important documents. The Digital Asia Joint Declaration aims to foster digital technology industry collaboration, while the Sustainable Transformation document signed with Global Enabling Sustainability Initiative or GeSI, hopes to use digital technology to create a sustainable future. CISA signed several cooperation agreements, including TaiwanJapan Digital Technology Strategy Cooperation with NTT Data Taiwan Co, Ltd, and Cybersecurity Cooperation with Japan Network Security Association. CISA also partnered with Singapore’s digital technology certification agency, called iTrain Asia Pte Ltd and CrossBond International Brand Consultant to expand digital talents in Southeast Asia and match business opportunities for both sides.

The forum offered a unique perspective on the digital transformation of industries, highlighting the region’s strengths and opportunities, as well as its challenges. Topics of discussion included digital strategies for industries, AI and machine learning, cybersecurity, data privacy, and many more. Brian Shen, Chairman of CISA and ASOCIO, said the Digital Asia Declaration shows strong commitment from the Asia-Pacific countries to cooperate and grow together. “ASOCIO not only helps Taiwan’s ICT industry connect with the AsiaPacific business community, but also increases the visibility of Taiwan’s manufacturers. Leveraging on the resources of ASOCIO’s industry, government, academia, research and information sectors will be CISA’s long-term goal,” he said. ◆
