Twenty years ago, as a middle school teacher, Chekesha White set out to build confidence and self-esteem for girls in her class. In 2015, her after-school program became the nonprofit G.I.R.L.S. Club, an organization that serves about 400 girls in 10 schools and community centers in Newport News, Hampton and Norfolk.

A Foundation grant helps to support the program in Norfolk. The club offers experiences such as the symphony, professional basketball games and even trips to the Today show.

“We show them what their future can hold,” White said, now the executive director. “We make sure they reach their fullest potential.”

From Sawdust to Safe Shelter The Judeo-Christian Outreach Center plans to complete construction on its new facility by the end of 2025.

The smell of sawdust hangs in the air on a warm, late spring day in Virginia Beach.

Todd Walker dreamed about that smell for more than a decade before it became part of his days at the Judeo-Christian Outreach Center. He stood inside the shell of the JCOC’s new building on Virginia Beach Boulevard as construction workers buzzed and banged around, saws and hammers in motion.

When it officially opens early in 2026, the facility will consolidate the JCOC’s kitchen, dining hall, food pantry and administrative offices on the first floor. The second and third floors will offer 38 single occupancy efficiency apartments to expand the affordable housing options available in Virginia Beach.

“This is why this is such a blessing because it’s so hard from the shelter to find housing,” Walker said. The location, near a Dollar Tree and a Food Lion, with proximity to the interstate and transportation, seems to him a near-perfect spot to support people experiencing homelessness and food insecurity. “This was my dream. This is what I was trying to make happen.”

The JCOC began in 1986 as a partnership between four churches and a synagogue to provide hunger relief and quickly expanded to housing services. In 1990 the JCOC became the first and only facility in Virginia Beach providing shelter for single adults.

Now the JCOC provides more than 100,000 meals per year to people in need and operates a food pantry and food box program to people at risk of becoming homeless, so they don’t have to choose between food and rent.

It houses 88 residents each night in its existing emergency shelter in the Housing Resource Center on Witchduck Road, operates a transitional housing program for 16 veterans experiencing homelessness, and offers permanent supportive housing for eight chronically homeless people with disabilities.

The JCOC’s rapid rehousing program places people experiencing homelessness into permanent housing and provides services for up to two years.

The Hampton Roads Community Foundation has long supported the JCOC’s mission. Walker pointed to one of the earliest grants the JCOC received, a capacity building grant in 2009, as game changing. He used it to create a strategic plan and to help train his board members in fundraising.

stabilization program, to purchase essentials such as coats, clothing and food, and to sustain the shelter through the COVID-19 pandemic. In recent years, grant support has increased to help the JCOC build the new facility.

Walker said his relationship with the Foundation also helped him view his work in a different way. Support for people experiencing homelessness used to be rigid, he said, with rules requiring people seeking shelter to be sober before they could be housed. Now, he said, JCOC operates from a housing first philosophy. JCOC houses individuals and then provides services to assist the resident with any issues.

Florence Brown has seen many people walk through the doors at the JCOC in the 14 years she has volunteered there. She has done a little of everything, she said: working in the kitchen, serving food, unloading trucks, packing boxes for food pantry days.

“Wherever they needed me, I was there,” she said. “It became a part of me. Everybody has hard times. I try to help them and put them back on their feet, let them know it’s ok.”

Before the JCOC existed, she said, she used to buy supplies like bread and peanut butter to give to people she saw living near a highway underpass.

“I wanted them to know: I know you are there,” she said.

The idea of meeting and seeing people where they are is one Walker first encountered when he worked in a juvenile corrections facility in Indianapolis.

He had been through a dark time himself. He had been

recruited to play in the NFL and signed a contract with the Denver Broncos. But he got hurt and was released.

“I got on my knees and prayed,” Walker said. “I asked the Lord what was next. The Lord said: people helped you to have the success that you have had. I need you to go back and do that for somebody else.”

He eventually moved to Hampton Roads to run a group home for minors. A friend encouraged him to apply for the executive director position at the JCOC. Walker saw the building’s dilapidated condition and thought: nope, not for me.

But once again, he said, the Lord spoke to him.

“The Holy Spirit said ‘everything you are asking me for is there. You just don’t like what it’s wrapped in,’” Walker said.

Now, the facility under construction will bear Walker’s name on its new dining room. He and his staff marveled at how far the JCOC has come since the idea for a new building first sprouted.

“It’s hard to put into words sometimes, you know what I mean?”

Krishna Loya said. She is the community engagement manager for the JCOC. “I wouldn’t say we didn’t think we were going to get here, but we wanted to know when, when, when.”

It looked a lot like they were gift-wrapping an entire building for Walker and the community he and the JCOC serve.

Supporting Women of Courage Susan Olitsky’s fund honors the women who made her strong.

Her Greek grandmother, Caliope Zigouras, boarded a boat in Greece to follow her husband to the United States “with 12 drachma in her pocket and a nursing baby on her hip.”

“Would I do that?” Olitsky asked herself. “I don’t know.”

Susan’s mother, Aphrodite Zigouras, was the first of eight children born to the young couple in the U.S. By age 10, Aphrodite was helping to care for her younger siblings. Then, in her junior year, her parents pulled her out of high school to work in their diner, called the Alamo. Days started at 5 a.m.

Aphrodite prepared food, served, and seated customers.

“My love of food comes from that,” Olitsky said. “It was plentiful and delicious and healthy.”

On her father’s side, her grandmother Katherine Woodman Dutlinger was widowed when her son was still young.

“That, to me, has to be the scariest scenario,” Olitsky said.

With no skills or work history, her grandmother set out to make a living to support herself and her son.

Katherine Dutlinger learned to drive and became a district manager for Avon, leaving her son with her sister and driving throughout Pennsylvania and New Jersey. Eventually, she found a job selling magazine subscriptions by phone so that she could work from home and be with her son.

These women served as young Susan’s role models. They taught her that while life might not be easy, no challenge was insurmountable if faced with courage, perseverance, and integrity.

That is why Olitsky named the field-of-interest fund she established in honor of her mother and grandmothers the “Women of Courage Fund,” and dedicated its use for women facing difficult situations.

Olitsky herself embodies their strength and determination.

When she graduated from high school in Pennsylvania, she needed money to pay for college. She landed a job working the midnight shift in a factory – a good paying union job — and saved every penny to pay for tuition.

She married her high school sweetheart, and together they traveled the world in support of his Air Force career. She worked wherever they landed and she realized that she wanted her own

career. With encouragement from a friend, she decided to go into financial services. She earned a master’s degree while in New Mexico through a program with Pepperdine University and later was hired by Merrill Lynch in Sacramento. When her husband was transferred to Langley Air Force Base, for the first time, she, too, had a career that was transferrable — she joined Norfolk’s Merrill Lynch office.

When her husband received orders to another duty station, Olitsky decided to stay in Norfolk. Their marriage ended in 1984.

In 1988, she married Norman Olitsky, who went on to be a Circuit Court judge in Portsmouth. Susan retired from Merrill Lynch in 2007 after 31 years.

When Norman died in 2021, he and Susan had been married 33 years.

Olitsky is also a Legacy Society member. This group of generous people plan future charitable gifts to the Susan’s mother, Aphrodite Zigouras, Foundation through a will, worked in the family’s diner. trust, or other vehicle.

She and Norman wanted to support things that were important to them, Olitsky said, and the organizations that made Hampton Roads so special. She made her living here, and Norman was born, raised, and worked his entire life in Hampton Roads.

“I wanted to make sure I left something here where I have spent more years of my life than any other,” she said, in the community that supported and encouraged her.

And she wanted to make sure that the women of courage, the women who shaped her, will live on forever through the Women of Courage Fund.

Morris Fine – A Lifetime of Giving He has built a legacy that will endure forever.

Morris Fine has long been a supporter of the Hampton Roads Community Foundation.

He started his law career 72 years ago, in 1953. His assistant, Arlene Kilgore, has worked with him for 49 years.

He was married to his beloved wife, Jan, for 48 years, until her passing in 2024.

His support for philanthropic causes in Hampton Roads is at least as long as his career. He served as chair of the Virginia Beach Foundation Board and helped facilitate its 2010 merger with The Norfolk Foundation to create the Hampton Roads Community Foundation. He recalled working with Josh Darden, who was on the Foundation’s Board at the time, to make the merger happen.

“We got together, and instead of being rivals we were partners,” he said. Their vision and collaboration helped the Hampton Roads Community Foundation become the largest Morris Fine and his trusty legal pad in his Virginia Beach office.

Faith and Ministry Remain the Keystones for the Kirkland-Harris/ Suitt Fund During his lifetime, Dr. Cedric Kirkland-Harris touched thousands with his ministry.

Through his church, Bank Street Memorial Baptist in Norfolk, Kirkland-Harris established innovative ways to serve his congregation and his community. With his wife, Dr. Linda Kirkland-Harris, and the “Bank Street Family,” he expanded the music ministry. He created a social action ministry and a Youth Council. He launched a charity golf tournament to raise money for Eastern Virginia Medical School, Norfolk State University, the Dwelling Place Shelter for Women and Children, and the Oakmont Community Development Center, which he ran through the church.

He supported programs including drives for organ and blood donors, hunger relief, after-school care and marriage counseling. A major capital campaign helped Bank Street Memorial Baptist purchase a shopping center that allowed it to expand its campus and improve its grounds and buildings and become the home of the Oakmont Community Development Center, where ministry expanded to the community’s educational, nutritional and socioeconomic needs.

When he died of leukemia in 2009, just shy of his 59th birthday, he had already cemented an enduring legacy for the good of everything he touched.

Thanks to a generous benefactor, Linda Kirkland-Harris is able to continue the good works she and Cedric embarked on together during their 28-year marriage. She makes grants to many organizations through their donor-advised fund, the Kirkland-Harris/ Suitt Fund. The name Suitt comes from Cedric Michael Suitt, her husband’s son and her stepson. She provides grants that support work in human services, education and health and the arts.

“I am being a faithful steward of my husband’s and the fiscal benefactor’s intention to support worthy humanitarian non-profit organizations such as the Oakmont Community Development Corporation,” she said.

The OCDC continues to provide meals, computer training, healthy recreation, career planning, mentoring, counseling and before and after school programs.

Linda Kirkland-Harris is also a founding member of Visionaries for Change, the Foundation’s giving circle that supports nonprofits in the Black community.

“It has introduced me to a number of ‘grassroots’ organizations led by dedicated women and men in ‘the 757,’” she said. “I gave a few volunteer hours to one, made mental health referrals to another, and participated in the most recent grant award process.”

For her, it came while she was sitting at a desk, substitute teaching in a French class in an Atlanta high school, while the students completed an exercise.

What she heard in her spirit: “Go prepare for the ministry.”

She and Cedric met at Andover Newton Theological School.

(It’s now Andover Newton Seminary at Yale Divinity School.) After graduation, they co-pastored. She was a new mother to their daughter Aria, continuing her clinical study coursework, and later shifted her ministry to work in pastoral counseling.

Cedric was working in Baptist church administration when he felt called again — this time to find a church home where he could be a pastor.

That’s what brought them to Bank Street Memorial Baptist, she said.

Kirkland-Harris has continued to find ways to help people all over the world, through mission trips to Haiti and through support for a stringed instruments children’s school in South Africa. She’s grateful for the donor-advised fund that keeps her husband’s memory alive, and she looks forward to passing its stewardship to their children, Cedric Michael Suitt and daughter Aria Kirkland-Harris.

“I’m able to contribute to beautiful humanitarian organizations that have a heart to serve the wellbeing of children and adults,” she said.

The students wear backpacks, black shoes, and polo shirts in colors that indicate their grade from kindergarten to eighth.

Once inside, every child shakes hands with every member of staff waiting inside the door. They make eye contact. They offer a greeting — a polite ‘good morning’ or ‘how are you?’ Teachers and staff occasionally interject a quiet request to straighten a collar or tuck in a shirt tail.

They also ask gentle questions like: are you feeling better today?

The ritual gives teachers a moment to check in with students – quick interactions that provide a gauge of how the day will go.

Students get daily reinforcement of some of the soft skills that will make their entry into the professional world successful.

“It is truly the physical embodiment of our creed: believe in yourself,” said An Achievable Dream President and CEO Dr. Lee Vreeland.

In June 2025, the first class of Dreamers graduated from An Achievable Dream High School at Lynnhaven. Many of them had been in the program since 2nd grade when the program expanded to Virginia Beach. Their graduation marks the continuation of founder Walter Segaloff’s vision: educational curriculum combined with a social and mindset focus.

The Foundation has supported the school’s mission for more than a decade, awarding nearly $2 million in grants since 2015.

with grants from donor-advised funds, multiple family funds and the Foundation’s grant making fund. An Achievable Dream has also held an organizational fund at the Foundation since 2015 – an investment that provides an annual distribution.

Walter Segaloff started An Achievable Dream in 1992 as a summer and after school tennis and tutoring program in Newport News. At the time, he was president of Women’s Specialty Stores, the company his parents began in 1947. Each summer, his company hired high school graduates to work in distribution centers. Segaloff noticed that many of the graduates lacked skills needed in the professional world. He set out to change that.

In 1994, the program expanded to a full-time, extended-day school for 400 children and became An Achievable Dream Academy at Dunbar-Erwin Elementary School in Newport News.

It was a public-private partnership that was named a “Break the Mold” school by Businessweek.

A second school opened with grades kindergarten through second in Virginia Beach at Seatack Elementary in 2014. It expanded to Lynnhaven Middle School in 2018 and has continued growing at one grade per year. In 2023, a 25,000-square-foot addition at Lynnhaven Middle School gave An Achievable Dream its own Virginia Beach high school home.

Students are selected from underserved communities and often face challenges such as poverty, homelessness, food insecurity and a lack of access to healthcare.

An Achievable Dream Academies employ a framework

called SAME: Social, Academic and Mindset Education. In addition to the standard public-school curriculum, students receive instruction in standard business English, etiquette, ethics and conflict resolution, mindfulness and healthy living, lasting impressions, and mental excellence.

Since opening, An Achievable Dream has maintained a 100 percent on-time graduation rate. About 95 percent of its students go on to higher education and the remainder join the military or enter the workforce.

“From where we start to where we end, I don’t think we could ask for any more than a young person who didn’t understand why they were going to social etiquette classes to fast forward to high school when they are ready to walk across the stage and then they get it,” Vreeland said. “Why we wouldn’t let up. We were adamant. We knew it was a game changer.”

To change the game, students at An Achievable Dream play by a set of rules for life.

In addition to a handshake and eye contact, students kick off their day reciting affirmations of confidence and self-worth.

Students call these “banners,” and reciting them is an all-handson-deck, everyone-get-in-the-gym-ready-to-shout event.

Students from one grade lead the rest of the children through a call and response. It is deafening, inspiring, and uplifting.

Nothing was ever achieved without enthusiasm!

Community Leadership Partners: Helping People in Need Community Leadership Partners helps Suzanne Puryear to continue her lifelong commitment to human services.

She is a past director of Human Services for the City of Norfolk. She served as president of The Planning Council. She has served on boards including Tidewater Pastoral Counseling, the Hampton Roads Center for Civic Engagement, Together We Can and the YMCA of South Hampton Roads. Until June 2025, Puryear also served on the Board of the Hampton Roads Community Foundation.

“I have had the enormous good fortune to have seen quality programs in action getting responses to people in need,” Puryear said. “I’m always going to want to be connected to that.”

The Partners, a giving circle of the Foundation, helps keep her connection alive. Members of the Community Leadership Partners learn about Hampton Roads issues, choose a funding focus area, invite nonprofits to apply for grants, go on site visits to see programs in action, and collectively recommend grants to fund.

In recent years, the Partners have awarded grants to nonprofits that support non-clinical mental health services,

such as programs that facilitate early intervention, rapid response, and expedited access to mental health services.

Since it began in 2010, Community Leadership Partners has put $3.15 million into action in Hampton Roads.

Members’ ability to see nonprofits’ work first-hand and participate in the grantmaking process is the Partners’ “secret sauce,” Puryear said.

“You know it’s going to an effective organization,” she said.

“You can see the difference it makes. Partners have become involved in the organizations, they volunteer, they talk about the organizations in their social circles, they become ambassadors.”

Chesapeake Meals on Wheels PAWS Program Keeps Pets and Their Families Together Liberty greets Pete Doetsch at the door, tail wagging, sniffing for treats.

She knows it’s dinner time.

While Liberty’s owner, David Miles, receives a meal of lasagna Florentine, bread, and white beans — the aroma is mouth-watering — Liberty gets a bag of kibble provided through the Pets Advancing the Wellbeing of Seniors (PAWS) program of Chesapeake Meals on Wheels.

Miles sits in a wheelchair in his doorway, the constant hum of oxygen tanks and a compressor in the background as the Meals on Wheels team delivers food for him and for Liberty. Throat cancer left him with an electronic voice box, and he now spends most of his time at home. Liberty, once a “wild farm dog,” keeps him company.

Doetsch and other volunteers from Meals on Wheels visit them several times a week.

“It means the world,” Miles said. “It opened my world up. I’m very thankful.”

The Hampton Roads Community Foundation has funded this program to keep pets and their elderly or disabled owners together.

Chesapeake Meals on Wheels provides home delivered meals three times a week to about 200 people and supports meal service for people in congregate settings such as homeless shelters. Its clients are mostly people older than 60 who live alone, cannot grocery shop or cook healthy meals, and have no assistance with meal preparation. In addition to food, Meals on Wheels volunteers provide safety checks, social connection, and care coordination.

Executive Director Megan Mann first applied for funding from the Meals on Wheels national organization in 2022 to help people with pets. The national organization helped with research and evidence of the connection between having a pet and seniors’ health and well-being and gave her the grant that helped to start the program.

More than half of Meals on Wheels Chesapeake participants “live alone, and 38% would not see another person for a week without our volunteers,” Mann wrote in her Foundation grant application. “Pets offer seniors invaluable companionship and support, significantly enhancing quality of life.”

A Foundation grant of $5,000 allowed Mann to continue the program. Nearly 100 percent of the seniors served by Chesapeake Meals on Wheels reported that the pet assistance of food and veterinary care provided through PAWS enabled them to keep their furry family members.

“No senior has to choose between their own nutrition and their pet’s well-being,” Mann wrote. “By addressing both human and pet needs, the PAWS program enhances the quality of life for the entire household, promoting physical health and emotional resilience for seniors and their animal companions alike.”

Mann and her team work from the Meals on Wheels office inside Chesapeake Regional Medical Center. They share space with the hospital cafeteria, and volunteers dish up portions of food, sealing them with shrink wrap over microwavable plastic trays – a huge improvement over the non-microwavable metal trays they previously used.

Every bit of the operation provides a little sunshine to clients who look forward to the food deliveries and visits from volunteers. Meals on Wheels offers a variety of menu options, and they provide printed menus so clients know what’s in their meals. Volunteers use

insulated bags to deliver the meals so they are warm on arrival.

Mann and her team work with their volunteers to create other sparks of joy, like special goodie bags and handmade cards for birthdays.

“It makes them very happy,” Mann said. “They send in letters, they call us, and all these little things add up to make a difference… whenever they call us about their birthday gift, we just stop what we’re doing in the office, and we sing them happy birthday.”

Gratitude is part of Meals on Wheels’ standard operating procedure.

“We are a small nonprofit, so we can’t do it without our partners and our volunteers,” Mann said.

Koa remains on high alert even though Doetsch has brought kibble and canned wet food.

Koa’s owner, Randi Godwin, said she used to volunteer for a Meals on Wheels program when she lived in Wyoming and worked as a registered nurse. She broke her hip and her femur in 2007.

Five surgeries later, she still has trouble moving around and rarely leaves her home.

When she reached 67.5 years old, she could no longer receive disability payments. That reduced her income by nearly $1,000 a month. After she pays her rent, utilities and other expenses, not much money remains for food.

“I get $23 from food stamps. It doesn’t go very far,” Godwin said. “I knew Meals on Wheels if it was available would help.”

Koa came to her as a rescue. She received him for free, and he had been neutered, vaccinated and chipped. The food and veterinary care she receives from the PAWS program allows her to keep Koa right next to her on the couch at the senior living facility where she resides.

“He’s just my little godsend,” Godwin said. “He’s my buddy.”

Doetsch came to Meals on Wheels to volunteer after he saw a television ad. The work has reminded him not to take his own health for granted and has given him a sense of purpose and fulfillment in retirement.

Koa means “warrior” in Hawaiian.

Koa the brown and white Chihuahua takes his name to heart, and barks ferociously as Doetsch knocks on the door.

He has become the designated pet food delivery volunteer for Meals on Wheels of Chesapeake, and he fills the back of his Toyota RAV4 with cat litter, kibble and canned food for dogs and cats.

He is a retired postal worker, so he’s used to spending his time driving all over the city.

“Like I told [Megan], I’m retired, so I got all day,” he said, joking: “It keeps me off the streets and out of jail.”

He came to Meals on Wheels to volunteer after he saw a television ad. The work has reminded him not to take his own health for granted and has given him a sense of purpose and fulfillment in retirement.

“I just wanted to do something instead of sit around and bug my wife all day,” Doetsch said. “It was a good choice. It feels like you’re doing something. People thank you and they appreciate it. It gives you a good feeling.”

Chesapeake Meals on Wheels Director Receives Foundation Scholarship

Megan Mann said she was “pretty shocked” to land her job as Executive Director of the Chesapeake Meals on Wheels program six years ago.

“I was a stay-at-home parent for 15 years, and that’s what I did,” she said.

“I volunteered here for six years.”

She started working full-time at the 48-year-old organization back in 2019, just six months before the COVID-19 pandemic hit. It was a learning experience for everyone, she said, and the Foundation supported Meals on Wheels and many other organizations with emergency grant funding.

Now, the Foundation has provided support to Mann personally – she was awarded The Memorial Scholarship Fund for Social Work Education for the 2025-26 school year. Mann is pursuing her master’s degree in social work through an online program with Virginia Commonwealth University that she began in summer 2024.

“I’m excited and I’m learning so much that I immediately apply here,” she said.

An Unexpected Philanthropist Learns the Magic of Giving At first, the title “philanthropist” scared Grace Tazewell.

“Even after I became one, I thought, holy crap, I don’t know how to be a philanthropist!” she said.

Her parents had created a trust, the Thistle Foundation, to provide charitable gifts to causes they cared about. When her parents died, Tazewell became a trustee. She learned about her parents’ efforts to support “religious, charitable, scientific, testing for public safety, literary or education purposes, or for the prevention of cruelty to children or animals, within the United States or any of its possessions.”

“I swear it covers just about everything except settlements on Jupiter,” Tazewell said.

Tazewell used to meet with two other trustees each year at Christmas to decide which organizations would receive a charitable gift from the Thistle Foundation.

“It’s like being a fairy godmother,” Tazewell said.

“Somebody’s writing a check today, and by next week all these people are going to open them up and be thrilled.”

In 2018, Tazewell shifted the trust to the Hampton Roads Community Foundation to create the Thistle Fund. It gave her more flexibility to choose which causes to support, and it freed her from tracking and managing paperwork.

She has continued to support her favorite nonprofits, working on more than 40 causes ranging from Children’s Hospital of The King’s Daughters to the Chesapeake Bay Foundation to the Legal Aid Society of Eastern Virginia.

With support from Foundation staff, Tazewell has learned to be an active philanthropist.

“I give money, and sometimes I participate in what the organizations do ‘in the field,’ ” Tazewell said.

Tazewell did not know her parents were philanthropists until after her father died.

“I didn’t grow up wealthy,” she said. “I didn’t go to private school, I didn’t have a horse, I’ve never bought a new car.” She still drives an 18-year-old Toyota 4Runner with duct tape on it.

Her dad, James Harrison Parker, grew up during the Great Depression.

“He was very poor, Irish Catholic with a divorced mom in the 1930s,” she said. “Poverty left its stamp on him.”

He became an inventor and established companies that set the standard for oil spill cleanup. Tazewell remembers her father’s work as grubby work. “There is nothing stickier and dirtier than an oil spill,” Tazewell said.

Parker worked on marine engines and started a marine tank cleaning business — Industrial Marine Service — to clean ship tanks.

Perhaps a tanker ship arrived from China laden with sardine oil but needed to go back filled with white lard. IMS – and Tazewell’s dad – got in the tank and scrubbed.

“He just came home dirty with oil, occasionally with blood if he walked into a pipe,” Tazewell said.

He spent a lot of time in those tanks thinking about how filthy oil could be. And standing on ship decks, watching oil not mixing with the water. At that time, a sprinkling of hay on floating oil represented the best available technology to absorb a spill. It was ineffective.

That bothered Jim Parker.

“He locked himself in a garage on a rainy Saturday,” said his nephew, John Parker, and began experimenting with materials to

absorb oil. Eventually, John Parker said, “the only thing he hadn’t messed with was his wife’s lawn chairs made of polypropylene,” a kind of flexible plastic. He cut it up, dropped it in… and it attracted oil.

Jim Parker bought scrap polypropylene from the rug industry and the manufacturers of items like mesh onion bags. He attached it to bands to lay on top of water around an oil spill to absorb it.

“Grace and her sister’s high school friends came over and made them on the dining room table,” John Parker said. “He ended up getting a patent for the oil snare. It has been used on pretty much every major oil spill for the last 50-60 years.”

The company Jim Parker founded, Parker Systems Inc., continues to make oil snares and other containment products to this day.

Another time, Tazewell and her mother and sister arrived home one night to find the garage light on. Her dad had nailed wood to the bottom of their Electrolux vacuum and floated it in a kiddie pool.

“I think something like this might skim up oil,” he told his family.

Jim Parker went on to pioneer multiple breakthroughs in mitigating oil spills, including helping to write the Oil Pollution Act of 1990 after the Exxon Valdez oil spill in Alaska, and creating a “fire engine approach” to responding to oil spills that got help to anyone who needed it.

At his death in 1993, the Commandant of the United States Coast Guard, in which Parker had served during World War II, wrote to his family: “Many of Jim’s contributions to the maritime community will live on in active memory of a remarkable and very good man.

We are diminished by his death, but we have been blessed by his example and humbled by the contributions that one man can make in a lifetime.”

Tazewell’s mom, Ellen Parker, was multilingual and a great writer. She was a charter member of the Ladies of Charity for DePaul Hospital, and the Women’s Council for Interracial Cooperation. She opened the Tidewater Community School for children with learning disabilities.

really happy … I’ve got this brain with both of them in it. They taught me how not to be focused on unimportant things and to care about the important ones,” Tazewell said. “These are gifts I got from both of them, being well balanced.”

Tazewell herself became a court-appointed mediator – “it’s like sitting in a small room with two really mad people and making some kind of cake out of it,” as well as a teacher of dreams and meditation at the Cayce Reilly School of Massotherapy.

John Parker, the nephew, said during his uncle’s lifetime most of his money went into his business. Granting Wishes For Foster Children Gives Love To Kids Who Need It Her first, a daughter, was born over a Thanksgiving holiday. A foster mother cared for the baby girl until Rios and her husband could finalize the adoption.

“I thought: wow. There are people making serious sacrifices for these children.

They were angels walking the earth. That planted the seed,” Rios said.

A year later, after Rios and her husband adopted their second child, she decided that rather than accepting gifts at her children’s birthday parties she would ask guests to bring a gift for a child in foster care.

Rios is the founder and president of Connect With a Wish, a nonprofit that supports children and young adults in foster care in Hampton Roads. Her children, three adopted and a fourth foster son who is family, all came to her through foster care.

In 2024, the Giving Together campaign distributed $175,145 in grants — a 150% increase over 2023 — to 45 nonprofit organizations.

“Giving Together allows fundholders to pool resources and support causes they believe in,” said Leigh Davis, vice president for donor engagement. “We connect people who want to help to people and organizations in need in our community.”

As an example, fundholders and employees of Lawson, which uses its fund to allow employees to make charitable gifts, supported Connect With a Wish with $11,750 in grants in 2024.

Connect With a Wish has also received other grant funding from the Foundation that allowed Rios to provide a case manager for FYI, the federal Foster Youth to Independence initiative that provides housing vouchers and assistance for youth who have aged out of foster care.

“These kids need hand-holding in year one,” Rios said. She pointed again to the numbers on the wall of her office. “Fifty percent of any homeless population you go to have spent time in foster care. The prevention work needs to be done.”

Rios and her team have been able to provide training on using the federal voucher system to other cities.

Their advocacy resulted in a big win in the Virginia General Assembly: legislation that requires state colleges to cover room and board costs for students who were foster youth in the state’s care.

“It truly takes a village for kids in foster care,” Rios said.

“There’s nowhere else that saying is more relevant.”

Without the James 2:26 Scholarship, Jonathan Carmona would not have been able to afford a four-year university.

He would not have finished his bachelor’s degree. He would not have been encouraged to pursue a master’s degree.

In fact, Carmona said, he would not be where he is today – 10 years after graduating he is working for his alma mater, George Mason University, where he is Assistant Director for International Engagement – if not for that scholarship.

“I think it’s probably my greatest achievement in life,” Carmona said of receiving the scholarship starting in 2011, after he graduated from Landstown High School in Virginia Beach.

The James 2:26 Scholarship was established in 2008 by generous donors who wish to remain anonymous. They were inspired by the Bible’s Book of James, Chapter 2, Verse 26: “For as the body without the spirit is dead, so faith without works is dead also.”

A Motorcycle Ride Toward a Lasting Legacy Anthony Jernigan’s parents worked on Saturdays.

Rather than “making everybody’s life miserable” by sitting in the beauty salon while his mom cut hair, Jernigan spent those days at the Boys’ Club, the one that was on Jefferson Avenue in Newport News.

“It was awesome,” Jernigan said. “They had swings, slides, pool tables, a swimming pool, a basketball court and a little movie theater.”

His warm childhood memories of those days led him to get involved with Boys & Girls Clubs when he was grown. As Founder, President and CEO of The Pinnacle Group, an employee benefits and investment management company, Jernigan helped the club with its 401k plan and its employee benefits. He also participated in golf fundraisers, donated computers, helped put a new roof on one of its buildings, and served on the club’s board.

Eventually, Jernigan decided he wanted to do something big. Really big. Something that would last forever. In 2020, he came to the Hampton Roads Community Foundation to establish the Fund for Boys & Girls Clubs of SEVA. To call attention to the new fund, and to help raise money to increase its fund balance, Jernigan went big again. He decided to tackle a Four Corners ride on his motorcycle. It is an odyssey of over 10,000 miles to “four corners” of the United States: San Ysidro, CA; Blaine, WA; Madawaska, ME; and Key West, FL. “When you do something like that and raising money for a charity, it kind of gives it a purpose,” Jernigan said. “So, people don’t think you’re just crazy… which they still think.”

He had been called crazy before. In 1995, he rode Anthony Jernigan established a designated fund to support the Boys & a bicycle from California to Texas in the AXA World Girls Club, which provided care and support for him when he was a child.

out each morning around 5 a.m. with a goal of riding 1,000 miles a day. Restaurants were closed because of the pandemic, so most of their meals came from convenience stores. They would ride until their gas tanks were empty, stop to refuel, and ride again.

Along the way, Jernigan got lost during a downpour in Montana. His navigation system went out. The road he thought led to a hotel instead went nowhere. It was 11:00 p.m., and he had been on the road for 18 hours.

“I literally had to get off the bike with a flashlight… and try to figure out how to turn the bike around,” he said. “It was probably the longest day of my life. You have a talk with yourself, and you say, ‘Look, you’re fine, just slow down, take it easy, and just do your best to stay on the road.’ And, you know, you finally see a sign for a hotel.”

Jernigan was thrilled to approach the end of his ride at Key West, Florida. But because of the pandemic there was a police roadblock on the highway that led to the final Four Corners marker.

Jernigan talked to the police, went to his hotel, called the town’s mayor and local media. But he could not persuade anyone to let him through. He could not complete the ride.

“So, in 2021, I did it again,” he said. This time, he started in Key West.

The two rides helped Jernigan raise more than $440,000. (He paid all his own expenses for the trips.) He gave half the money directly to the Boys & Girls Club of SEVA. He used the other half to augment his fund at the Foundation.

“I wanted to have something that was going to give in perpetuity,” he said. “I figured that the day I die, within six months people will have forgotten who I am.”

Kevin Will, President and CEO of the Boys & Girls Club of Southeast Virginia, disagreed.

“His impact is much more than a monetary investment in our kids,” Will said. Jernigan has been a mentor, a sounding board, and

an advisor. “His leadership has been transformational.”

Jernigan’s son, Raleigh, said his dad had long told him how meaningful the Boys & Girls Club was to his childhood. Jernigan also has talked to his son about giving back.

“One of the biggest aspects of being a community leader, which you default to as a business owner, is to give back to what is not only important to you, but what is impactful to the community,” Raleigh Jernigan said. “Making sure youth have a safe place to go where they can grow and learn valuable skills is what the Boys and Girls Club is about.”

In February 2025, Anthony Jernigan created another fund, this one designated to support the Boys and Girls Club of the Virginia Peninsula.

“Life has been good to me,” Jernigan said. “You need to give back.”

Wayne Cochran is a medical student at Macon & Joan Brock Virginia Health Sciences at Old Dominion University, formerly known as Eastern Virginia Medical School.

Growing Doctors at Home to Help at Home A Foundation grant helped to launch a program that supports young medical students. It was named for a towering figure in local medicine: Dr. L.D. Britt.

When he was eight or nine years old, Wayne Cochran II started telling relatives at family reunions that one day they would be calling him “doctor.”

“I just knew I wanted to wear a white coat,” he said. “I just knew I wanted to make contributions to the world.”

On a sunny day earlier this year, Cochran stood in front of Waitzer Hall at Eastern Virginia Medical School, wearing a white coat, near a statue of the man who became his mentor.

Cochran was a member of the first cohort of the Dr. L.D. Britt Premedical Scholars Program, starting in 2020 when he was a freshman at Norfolk State University.

Britt is a general and acute care surgeon who currently serves as the Vice Dean, Clinical Affairs, Surgery at EVMS. His many distinctions include the Lifetime Achievement Award from the American College of Surgeons, as well as the nation’s highest teaching award in medicine — the Robert J. Glaser Distinguished Teaching Award from the Association of American Medical Colleges in conjunction with the medical honor society, Alpha Omega Alpha. He was also the first Black surgeon in the nation to hold an endowed chair in surgery.

on our Board of Directors until his term ended in June 2025.

In 2019, the Foundation awarded $500,000 over five years to the EVMS Foundation, now a part of the Macon & Joan Brock Virginia Health Sciences at Old Dominion University. The award helped the school establish the Britt Fund for Diversity and Health Equity: A Tribute to An Outstanding Medical Leader.

The grant supports efforts to recruit premedical students from Hampton University and Norfolk State University; prepare them for medical and graduate school; provide pathways to careers in academic medicine; and provide mentors and networking opportunities to students. The fund supports the Britt Premedical Scholars Program.

The program is important because it helps create many paths for people to join the health and medical jobs field. It works to include people from different backgrounds so that the healthcare workers look like the communities they serve. By giving support and chances to learn, the program helps build a group of healthcare workers who can take care of everyone.

Dr. Luisel Ricks-Santi oversees the grant and is senior associate vice president of Community Health, Education & Training at Macon & Joan Brock Virginia Health Sciences at Old Dominion University.

The Dr. L.D. Britt Premedical Scholars program focuses on merit and excellence, she said, and helps expose students to the health professions and the advantages offered by medical school.

Students enter the program as college freshmen. The curriculum includes an introduction to research, case studies, and shadowing medical professionals. Students learn about multiple health fields, as well as graduate programs including medical school. Some participate in paid lab research internships during the summer.

Finally, the program includes extensive preparations for the Medical College Admission Test, or MCAT. Some students also register for the early admissions program at Macon & Joan Brock Virginia Health Sciences at Old Dominion University.

“The more activities they participate in the more likely they are to go to medical school,” Ricks-Santi said.

The program is contributing to the development of the local healthcare workforce in Hampton Roads by training and investing in local talent. So far, fifty-nine students have participated. Twenty-three students completed the program and graduated.

Dr. Britt’s story has shaped the program, she said.

Britt started in public schools in Suffolk. He went on to the University of Virginia and Harvard Medical School and School of Public Health. Then he came back home, Ricks-Santi said. Britt has worked at EVMS since 1986.

“Dr. Britt’s legacy encapsulates what it’s like to give back,” Ricks-Santi said. “These are the values we hope to instill in our participants and our scholars, to be open to giving back.”

Cochran is one of the first students to complete the Britt Scholars program and go on to medical school, which he started in fall 2024. He’s from Suffolk, where his pursuit of a career in medicine started with loving lab rats and his high school science classes and continued through the Dozoretz National Institute for Mathematics and Applied Sciences at Norfolk State University.

Upon completion of his undergraduate degree, Cochran received the Dr. L.D. Britt Endowed Scholarship from EVMS as he entered medical school.

“The overarching theme in my story has been a community that has been committed to putting me where I want to go,” Cochran said. “It has been so important to have the L.D. Britt Premedical Scholars Program specifically advocating for me every step of the way, affirming that I am meant to be here, and not only am I meant to be here, but I’m expected to be here.”

It has been especially meaningful for Cochran to study on the EVMS campus: Five years ago, Cochran’s dad had a heart attack. He was treated

nearby at the Sentara Heart Hospital.

“It’s amazing to be on the campus where I know my father was saved,” Cochran said. “I actually shadowed in the cardiology department. It was amazing now being a medical student and being able to shadow with the people who saved my dad’s life.”

Since the program began in 2019 the school has expanded partnerships with other community groups and has found support among faculty at EVMS and the Greater Norfolk Medical Society of South Hampton Roads.

Cochran said opportunities to meet and shadow practicing physicians have been crucial to his education, allowing him to see medical care in a variety of settings. He also said it has been amazing to work with Britt, who continues to mentor Cochran and other students in the program.

“I could go on for a week talking about the impact Dr. Britt has had on my life,” Cochran said. “He has just been there for us step by step.”

The Hampton Roads Community Foundation is southeastern Virginia’s largest scholarship provider — awarding more than $23 million since 1950. Here are tips for applying for the 120 scholarships the community foundation administers:

• Note that applications go live December 1 for the following academic year, and most completed applications are due March 1.

• Complete the Free Application for Federal Student Aid (FAFSA) form and confirm with potential references that they will write recommendations.

The Tara Welch Gallagher Scholarship More than five years have passed since Tara Welch Gallagher was killed in a mass shooting at her workplace in the Virginia Beach Public Works Department.

The Foundation scholarship that she received in 2002 was renamed in her honor and has continued to help students pursue graduate degrees in environmental fields.

Sarah Mallette received the Hampton Roads Sanitation District Scholarship, as it was then called, in 2019, the year Gallagher died. Mallette used the scholarship to take a biodiversity conservation course with renowned scientist Lee Talbot of George Mason University. (Talbot died in 2021.) Mallette went on to study whales and dolphins in the mid-Atlantic and internationally by working with the International Whaling Commission.

Now, Mallette is pursuing her Ph.D. and working to identify technology that will allow vessels to detect whales and avoid strikes — one of the leading causes of mortality for whales.

The environmental scholarship that helped Tara Welch Gallagher, above, attend graduate school was renamed in her memory. She was an engineer working for the city of Virginia Beach who died in a workplace shooting on May 31, 2019.

She learned about the Foundation’s scholarship when she worked at the stranding center at the Virginia Aquarium and Marine Science Center, where she helped with necropsies to determine why whales washed up on the beach.

Mallette never knew Tara Welch Gallagher. But she will always be grateful to her and honored by the scholarship she received. It opened doors to working with leading international scientists who study marine mammals.

“It was fundamental to me being able to take the next step toward my education,” Mallette said. “It truly was the bridgeway.... to allow me to pursue my Ph.D.,” at GMU, which she expects to complete by 2027.

“This scholarship certainly made it happen,” she said.

The summer program Cultivating Creativity: Nature Inspired Art, at the World of Wonders Children’s Garden at the Norfolk Botanical Garden, helped teach children about the relationship between nature and art. The Foundation supported horticulture education through the Gary Fund.

The Virginia Zoological Society received a “moon tree” from NASA – it’s a loblolly pine sapling that traveled on the Orion spacecraft as part of the Artemis I mission in November 2022. The tree now grows toward the moon as part of the Zooticulture Interpretive Path, funded in part by a grant from the Foundation.

Mavis McKenley – The 2024 Barron F. Black Award Winner She selected the YWCA of South Hampton Roads to receive a $5,000 grant.

Many years ago, Mavis McKenley began her banking career as a front-line teller at a retail branch.

The bank where she worked offered free classes. McKenley enrolled in a class on the trust business. Trust officers manage trusts for individuals, families or organizations, and they ensure the trust remains in good standing.

“It was different. It was interesting. It was something very outside of where I thought I would go,” McKenley said. “Back in the day you could hop from department to department, and when a position opened up in trust operations, I applied for it.”

That class decades ago changed her life. McKenley is now the Vice President and Senior Trust Officer at AMG National Trust, where she has worked since 1997. She is also the 2024 recipient of the Hampton Roads Community Foundation’s Barron F. Black Community Builder Award, named after and inspired by the Foundation’s first board chair. It is given annually to an outstanding community-minded professional advisor — the Foundation’s highest award.

McKenley received the award in a ceremony at the Town Point Club in Norfolk on December 12, 2024.

“By any measure, you have been a wonderful advocate for

philanthropy and the truest of true friends to the Hampton Roads Community Foundation,” said President and CEO Deborah M. DiCroce. “In so many ways you exemplify the spirit of Barron F. Black, and all of us are the better for your leadership, for your good work, and for your fundamental humanity.”

McKenley couldn’t imagine such an honor when she was a girl with an easel in her room teaching math to her dolls, she said.

“I’ve always looked at the people who won the award as really impactful people doing the work to propel estate planning and also to encourage our community to use their estate planning to give back to the community,” she said.

“It never occurred to me that my name would be part of that conversation. It’s very humbling.”

McKenley is a highly accomplished trust officer, with more than 45 years of experience. She is an accredited estate planner, a certified trust and financial advisor, and a certified financial planner. She is a member of the Hampton Roads Estate Planning Council and a board member of the National Association of Estate Planners and Councils.

She has repeatedly been recognized for her dedication to her work and to her community, including by her alma mater, Virginia

Wesleyan University. In 2021, the school named its Martin Luther King Jr. award “the Mavis McKenley ’11 Award” in her honor. It is awarded each year to a student who practices the ideals set forth by Dr. King – courage and conviction in valuing differences, commitment to seeing beyond borders by building inclusion, compassion for humanity and commitment to social change.

“My education through Virginia Wesleyan has given me the confidence to do many of the things that are on my resume,” she said.

She applied to the City of Norfolk to serve on a board or commission and was selected to serve on the Norfolk Public Library Board of Trustees. She served as the Chair of the Board of the Samaritan House. And she served on the Alumni Council and later the Board of Trustees Executive Committee for Virginia Wesleyan.

“During difficult times in my life,” she said, “I always thought, ‘I may be having it bad, but someone is having it worse.

What can I do?’”

With each new role, she thought she would confine her activity to behind-the-scenes, background support. But each time she found herself pushed out front.

“It’s a little scary, to be honest with you,” she said. “This is more than I could have thought about for me. It’s

wonderful, but it’s just – wow.”

As part of the Barron F. Black Award, McKenley selected the YWCA of South Hampton Roads to receive a $5,000 grant from the Foundation.

The YWCA of South Hampton Roads is dedicated to eliminating racism, empowering women, and promoting peace, justice, freedom, and dignity for all. CEO Michelle Ellis Young called McKenley a “sister and friend” as she thanked her for the donation.

“We show up until systems are eroded from injustices, until communities are transformed, and until the world really does see women and girls as we do every single day: as equal, as powerful, and as unstoppable.” Ellis Young said.

Additionally, McKenley received a work by local artist Clayton Singleton.

Singleton is an artist and retired art teacher from Norfolk’s Lake Taylor High School. He was named the 2023-24 City-Wide Teacher of the Year. He has designed sets for The Virginia Opera, notably for “Porgy and Bess.” He serves on the Norfolk Arts Commission and the d’Art Center Board of Directors and is a board member of The Hermitage Museum and Gardens.

The work he created for McKenley is entitled “3 Sunflowers and 2 Pears.”

The Hampton Roads Community Foundation appreciates donors who entrust us to be excellent stewards of their gifts and to forever do good in our community.

Established in 1950 with $2,350 in donations, our assets by the end of December 2024 totaled more than $525 million. Over the decades, we have awarded more than $428 million in grants to support nonprofits, scholarships for students, and leadership initiatives. Our mission is to make life better in southeastern Virginia through civic leadership, philanthropy and grantmaking.

We partner with Spider Management Company LLC of Richmond to wisely invest our financial resources so we can support community needs today as our endowment grows and weathers financial storms. Since 2011, we have been among a select few foundations and nonprofit endowments partnering with Spider Management through its Richmond Fund. Spider Management invests its $6.2 billion portfolio through various managers to protect assets, generate positive returns, and mitigate risks even during down markets. As of December 31, 2024, the 10-year annualized return is 7.57 percent.

Smith Scholars We thank the following physicians, their loved ones, and other donors for their generosity. Each donor listed received a Florence L. Smith Scholarship, which helped pay for their education, or is a family member or friend of a Smith Scholarship recipient.

The scholarship started in 1952 from Smith’s bequest. Since then, more than 750 Smith Scholars have benefitted from Smith’s generosity, and the Smith Scholarship continues to support medical students – 19 of them in 2024-25. In June 2025, 45 students from Virginia Beach Public Schools attained a Chesapeake Bay Landscape Professional certification through a program that teaches the fundamentals of designing, installing and maintaining sustainable landscapes, as well as the framework of stormwater management and water quality laws.

Endowed – Your legacy will last forever through this permanent fund that lets you and successor advisors recommend grants to nonprofits. When the advising period ends, your fund will become the charitable fund type of your choice, such as unrestricted, scholarship, or field-of-interest. (Initial charitable gift: $25,000 or more.)

Current-use – You make one donation and then recommend grants to nonprofits until you spend the fund balance. (Initial charitable gift: $50,000 or more.)

Quasi-endowed – You and your successor advisors can recommend unlimited grants to nonprofits as long as your fund keeps a minimum balance of at least $50,000.

When the advising period ends, your fund becomes a permanent charitable fund with the purpose you specified. (Initial charitable gift: $50,000 or more.)

Customized – You create a specialized donor-advised fund that meets your needs now and helps others through your generosity. (Initial charitable gift: $2 million or more.)

Corporate – Businesses or corporations may create a donor-advised fund and recommend grants to nonprofits.

(Initial charitable gift: $25,000 or more.)

Cheryl Bilbo spent her career taking care of others.

As a dental hygienist, she met people from all walks of life — some just getting by, others going through tough times.

She saw there was need in every community.

Cheryl decided to do something that could provide help. Through a planned gift, she created the Cheryl Karam Bilbo Fund at the Hampton Roads Community Foundation.
