VIEWPOINT Editor LEE JONES

ljones@hamerville.co.uk Managing Editor

RED ALERT T

he recent COP26 conference has brought our collective responsibility to address climate change into sharp focus. The construction industry has a central role in ensuring the ambitions articulated by our legislators become a reality, of course, but it is equally clear that it Lee Jones, will need help from Whitehall Editor along the way. From next April, for example, the sector will no longer enjoy a rebate on red diesel. On the face of it, this is a move which is intended to promote environmentally friendlier alternatives, but could well achieve the opposite, or at best very marginal gains. If plant hirers and contractors no longer have access to a subsidised fuel it’s likely they will transition to the next cheapest option, and that is white diesel. The initial capital investment of battery-powered equipment is still too high, whilst residual values are yet to be clearly defined, which remains a crucial consideration for the rental sector. Moreover, that electric avenue is still not a navigable path at the heavier end of the plant spectrum, whilst any other solution, such as hydrogen, is a very long way down the road. According to a survey by the Civil Engineering Contractors Association, red diesel’s demise could amount to an added burden for SMEs of between £250,000 and £600,000 per year, a cost hike that could have serious implications for a company’s ability to continue trading. That comes at a time when supply issues are still unlikely to be satisfactorily resolved, with demand for equipment pushing up prices and limiting the available options in both the new and used markets. Moreover, once it becomes common knowledge amongst the criminal fraternity that construction plant is routinely using white diesel the fuel is likely to become a more attractive target for thieves. There are a number of alternatives fuels

now available and we discuss the relative merits of these on Page 8 of this issue, but these are always likely to represent transition technologies rather than long term alternatives – a wholesale stampede towards hydro-treated vegetable oil, for instance, could itself cause enviornmental harm. Having said that, given that it can be utilised without modification to the machines, and can at the same time accrue CO2 savings over conventional diesel, HVO is becoming an attractive proposition for construction sector companies looking to demonstrate their environmental credentials. The problem is that from April 2022 these potentially greener choices will equally be taxed at a full rate.

The age of burning to produce energy is indubitably coming to an end but, if we are to avoid unnecessary economic harm in the interim, we can only achieve it within a practical and realistic timeframe. In the short term, in order to incentivise their use, that should include proper subsidies for lower carbon fuels. It is encouraging to see organisations implementing sustainability polices at every level of their business, whether it’s plant hirers offering the latest in zero emissions technologies, or contractors making genuine calculations on the carbon footprint of their projects. At a time of unprecedented cost pressures, however, politicians must recognise that the industry needs a favourable tax regime if it is to achieve these aims.

FUEL FOR THOUGHT

ALTERNATIVE FUELS TRIAL BOOSTS HS2 DRIVE TO CUT CARBON The trial, part of HS2’s Innovation programme, measured tail-pipe emissions to determine the potential emission benefits of using alternative fuels when compared to red diesel. The ‘realworld’ emission measurements tests were carried out on two 20-tonne excavators – a Liebherr R920 compact excavator (Stage IIIB) and a Komatsu PC210 excavator (Stage IV). The fuels tested included standard red diesel (EN590) to provide a baseline for comparative purposes, red diesel with F18 fuel additive and two biofuels – hydrogenated vegetable oil (HVO) and Enhanced HVO. While the results showed limited air quality benefits when compared to red diesel, the trial demonstrated the potential carbon reduction opportunities through the sustainable sourcing of alternative fuels. i WWW.RDR.LINK/CAA006

BRIDGING THE ENERGY GAP s of 1st April 2022, many sectors and applications will lose their entitlement to use red diesel/gas oil and rebated biodiesel. These regulatory changes are intended to reduce the commercial use of gas oil, as part of the government’s mandate to achieve net-zero carbon emissions by 2050. While this is great news for the environment, many businesses are still unsure as to what the changes mean and how to navigate the shifting regulatory landscape. So, how can you demonstrate compliance and successfully transition your energy mix?

A

What is changing for the construction industry? While various sectors are affected construction will feel the impact more than most. Heavy plant and equipment of all kinds will no longer be permitted to run on gas oil when used for construction purposes. Using gas oil for heating and power generation onsite in a construction environment will also be prohibited. Red diesel permissions apply only to the way in which equipment is used, not to the type of equipment itself. For contractors with equipment that can be used in both an

8 NOVEMBER / DECEMBER I CPN

With gas oil rule changes scheduled to be in place next year, Niki Holt, Head of Commercial, at Certas Energy, is asking if you and your plant are ready? agricultural and construction setting, red diesel can still be used only in the agricultural setting – with no traces present when a tank is refilled for use on a construction site.

What is the impact? Gas oil currently receives a rebate of 46.81 pence per litre (ppl) and has an effective duty rate of 11.14ppl. Unmarked white diesel/DERV, however, has a duty rate of 57.95ppl. Making a direct switch from red diesel to its undyed equivalent incurs an additional cost of 46.81 pence per litre, or five times as much duty as before. This is a major financial impact, with potentially significant consequences. Additional activities must also be considered to ensure compliance, each with

potential costs. These include removing or running down red diesel, purchasing additional fuel storage tanks, vehicles or equipment, sourcing reliable alternative fuels and more.

matter, this cleaner-burning FAME-free solution also works to improve cold starts and reduce clogged filters. It offers a long shelf life for use in back-up power generators, and for final fill before winter begins.

What can you do?

Hydrotreated vegetable oil (HVO)

To avoid heavy fines, construction professionals are recommended to plan their actions and consider their options now. Understanding government guidelines on red diesel tax rebate changes, and regularly checking for further updates, is a good place to start. Existing stocks need to be run down in advance of 1st April 2022. Removing every trace through tank flushing is unnecessary, but you must be able to prove that gas oil has not been purchased after the deadline, or shortly before it in higher than usual volumes for stocking up. All purchasing and delivery documentation should be retained, enabling a clear audit trail for HMRC inspections. Furthermore, considering the high numbers of vehicles and large stores of fuel at construction sites, the construction industry overall is particularly vulnerable to fuel theft. Exploring smart tanks and fuel management systems, as well as improved site security, should also be considered. A tank telemetry system monitors fuel levels in real time and detects any unusual fuel usage pattern, signalling both potential leaks or theft.

Produced from vegetable fats and oils, HVO offers improved burn efficiency and a reduced carbon emissions count. Its hydrogen catalyst means that HVO is cleaner-burning, with a longer shelf life than standard biodiesel. The HVO supply chain is currently under close scrutiny, with the aim of ensuring consistent high-quality and ethically produced, sustainable supply.

Industrial heating oil – Therma35 Industrial heating oil, like Therma35, is ideal for use in commercial boilers, heaters, driers and furnaces, as well as temporary heating applications such as cabins and drying rooms on construction sites. It not only burns more slowly than gas oil or kerosene but also offers

long-term storage stability, reducing risk of spoilage, interruption or waxing.

Kerosene Also referred to as paraffin, kero or 28-second oil, kerosene is a low viscosity oil which is suitable for the same heating applications as industrial heating oil, although it burns more quickly. It offers a lower freezing point and higher flash point than gas oil.

We’re ready – are you? On the journey to net-zero emissions, Certas Energy is fuelling futures the right way, from red diesel and beyond. Our construction industry experts are here to help you face any challenges as you transition to a new energy mix.

MORE SPEED LESS WASTE

A

s a manufacturer, Doosan can now comfortably cover most applications in the demolition, waste and recycling industries. Indeed, whether it’s in materials handlers or excavators, a number of industry specific features – such as the high visibility tiltable cab with a 30 degree tilting angle found in the latter – has made these machines an increasingly popular choice amongst the sector’s operators. The newly launched DX380DM-7 High Reach Demolition Excavator joins the existing DX235DM-5 and DX530DM-5 models introduced last year. These are complemented by the company’s new range of Material Handler models which now comprises three units – the wheeled DX230WMH-5 and DX250WMH-5 and the tracked DX225MH-5.

Increased flexibility All three High Reach machines provide increased flexibility, with a modular boom design and hydraulic lock mechanism. This design facilitates an easy change between a demolition boom and an earthmoving boom to accomplish different types of work on the same project, using the same machine. The

12 NOVEMBER / DECEMBER I CPN

Doosan has completed its demolition and material handler lines with a number of new additions to the range multi-boom design also allows the earthmoving boom to be mounted in two different ways which, with the demolition boom, provides further flexibility with a total of three different configurations for the same base machine. A special stand is provided to facilitate the boom changing operation, which is based on quick-change hydraulic and mechanical coupler connections. A cylinder-based system is used to push the locking pins into place to help complete the procedure. When equipped with the demolition boom, the maximum pin height is 18, 23 and 27.5m on the DX235DM-5, DX380DM-7 and DX530DM-5, respectively. When equipped with the digging boom in the straight configuration, the DX235DM-5, DX380DM-7 and DX530DM-5 can work to maximum heights of 9.0, 10.43 and 13.5m, respectively.

Hydraulically adjustable undercarriage All three models share a hydraulically adjustable undercarriage, which extends to a maximum width to

provide optimum stability when working on demolition sites. In transportation, the width of the undercarriage can be retracted hydraulically to a narrow width position. The adjusting mechanism is based on a permanently lubricated, internal cylinder design which minimises resistance during the movement and helps to prevent damage to the components. On all the Doosan demolition excavators, standard safety features include a FOGS cabin guard, safety valves for the boom, intermediate boom and arm cylinders and a stability warning system.

Three new material handlers The 23 tonne DX230WMH-5 and DX250WMH-5 25 tonne wheeled machines are based on the Korean manufacturer’s popular DX210W-5 wheeled excavator. The DX225MH-5 25 tonne crawler model is based on Doosan’s successful DX225LC-5 22 tonne excavator and the crawler type undercarriage is particularly suited for work in difficult ground conditions. All three have been designed specifically for a wide range of material sorting and handling applications, such as those in the scrap metal — and other solid waste and recycling industries — as well as demolition, forestry and logging. Designed to carry out the toughest tasks, the DX230WMH-5 and DX250WMH-5 are built with front and rear stabilisers, and a boom and arm specifically designed for material handling tasks. A standard feature is the hydraulic cab riser, which gives the operator better all-around visibility of the attachment and work area. When combined with the rear view camera display in the cab, the operator has excellent visibility of the job site. The maximum pin heights on the DX230WMH-5 and DX250WMH-5 are 11.7m and 12.0m, the maximum operating reaches are 10.1m and 10.7m and the maximum working depths are 4.2m and 4.7m, respectively. The DX225MH-5 is equipped with factoryfitted material handling features such as a 2.5m elevating cab, a 6.5m straight boom and a 4.5m droop nose arm, a counterweight, grappleready hydraulics and additional guarding. The maximum pin height in the DX225MH-5 is 11.7m, the maximum operating reach is 10.6m and the maximum working depth is 5.2m. The DX225MH-5 has two arm cylinders for extra balance and more stability and lesser movement when using attachments such as grapples. The new DX230WMH-5 and DX250WMH5 are powered by the 6-cylinder, turbocharged Doosan DL06PA water-cooled diesel engine, providing an output of 129.4 kW (173.5 HP). The new DX225MH-5 material handler is powered by the 6-cylinder, turbocharged Doosan DL06K water-cooled diesel engine, providing an output of 124 kW (166 HP). An optional generator is available as a turnkey solution without requiring additional modification. For added durability, an optional V-guard protects the machine sides and components behind the doors.

Options Doosan can also provide a range of options, such as gooseneck and straight arms, solid tyres and FOGS as well as different attachments to match customers’ applications and to enhance productivity, for a wide range of material sorting and handling applications. There are a number of factory installed options for the material handlers, including the following: 씰 Additional work lamps 씰 Cab guarding 씰 Frame guards 씰 Fuel filter pump 씰 Rotating beacon 씰 Solid tyres 씰 Air compressor 씰 Double pump flow 씰 Rubber track pad

DoosanCONNECT telematics DoosanCONNECT telematics is standard on all the manufacturer’s demolition excavators and material handlers, and comes with a threeyear subscription. The telematics system provides location and a full range of machine operational information to owners, dealers and Doosan. Information is provided through a simple user interface, accessible online via a web-enabled computer or smartphone. The goal of telematics is to help owners monitor their equipment and manage maintenance to reduce operating costs.

WHEN THE DUST

SETTLES

Construction Plant News investigates some of the latest solutions in dust suppression

O

ne of the biggest health and safety issues facing the industry is dust. The respiratory risks and occupational lung disease that can be the consequence of exposure to silica, asbestos and wood dust have a devastating human cost. In fact, more than 3,500 builders die each year from cancers related to their work, with thousands more cases of ill-health and working days lost. Indeed, the list of disorders related to this hazard are extensive and debilitating, including silicosis, asthma, emphysema, mesothelioma, cancer, allergies, skin and eye damage, blood disorders and nervous system damage. A recent HSE inspection campaign has been targeting construction firms to check that they have the procedures in place to mitigate the problem and dust suppression equipment should be a part of that plan. As with every other class of construction plant the equipment is

undergoing significant changes, with sustainable technologies coming to the fore, and there’s now a greater range of solutions available than ever before.

ECY Haulmark On board solutions can have significant benefits – as well as cost savings. Traditional mobile/trailer based units can be expensive whilst hosepipes which trail inconveniently across a site can be subject to regular damage. That’s why Prestonbased I&R Demolition recently equipped its new Doosan DX255 excavator with an on-board system from ECY Haulmark. It makes use of a self-contained tank mounted on a frame with a pump system all installed to fit neatly behind the cab of the machine. The tank can hold 350 litres of water and typically requires refilling every 3-4 days when the machine is active all day. A fine mist

can be atomised on demand from the touch of a button in the cab, so water is only being used when required at the exact point of demolition activity. Also, the on board system eliminates any need for hoses running across the site to a mains water supply. The set up incorporates a Dynaset HPW pump installation which converts the hydraulic power of the mobile machine into a high pressure water mist. It is integrated onto the base machine with water hoses connected and installed up to the attachment head or where the dust suppression is needed to get the maximum effect. The system creates an effective high pressure dust control with optimal water consumption. High pressure delivery uses less water and gives better dust suppression performances with a smaller water drop size than traditional low pressure dust suppression systems.

Electric Power The onward march of battery powered machinery is now in evidence in dust suppression with the Air Spectrum ecotech Rotary Atomiser (RA). The first of its kind in the UK – and three years in the making – the environmentally friendly unit rejects the diesel engine in favour of a zero emissions, low noise powertrain. Using rotary centrifugal energy, the ecotech RA can be programmed to provide up to 15+ metres of misting at a variety of droplet sizes. Like the rest of the Air Spectrum misting range, it’s designed to work with non-toxic chemical additives for odour control and disinfection, as well as dust control. Its 1,125L bowser tank allows a run time of between six to eight hours, depending on flow rate settings.

Aquamist by Terex The makers of the ‘Aquamist by Terex’ dust suppression system are promising an improvement over conventional jets or watersprays. It utilises a high capacity misting fan that produces finely divided water droplets in the size range 10 – 150 micron diameter. At this size, they easily combine themselves with dust particles of

In many demolition applications remote control is often the safest option and that’s a concept that Trime Group has extended to its TEKNO-SPRAY range. All the machines have the ‘ROT All Inclusive System’, for instance. This special package, offers a user finger-tip remote control (R) of oscillation (O) and titling (T), which makes for accurate direction of the water-spray in close-control dust suppression. The safety design features don’t end there, however, as Simon Dalu, the manufacturer’s Export Manager, explains: “ We are aware of some instances of other dust suppression machines overturning due to the rotating water cannon colliding with a fixed object, so we have fitted our TEKNO-SPRAY sets with a safety automatic clutch that stops the cannon’s rotation, should it detect even the very slightest touch. This will help to ensure that that our sets stay upright and stable at all times.” In addition, in order to facilitate safe handling and positioning, the machines have been equipped with a finely balanced central lifting hook and a foldable tow bar eliminating the need to use risky lifting chains, hooks and slings.

Bowsers Horsham-based T&M Bowser Solutions’ (T&M) is a manufacturer of custom-built bowsers (tankers). Its fleet of 4x4s can be used to supply water to machinery and tanks, while many spend the winter months sucking up rainfall from sites to prevent them from flooding, whilst in the summer the priority is on dust suppression. The vehicles suck water from holding ponds through a pipe with a heavy-duty strainer on the end to prevent stones being drawn up with liquid. These versatile vehicles can also remove summer rainfall and deposit it back into holding pools. The entire fleet is cab-operated while in motion, further enhancing safety and efficiency.

ritish Steel’s huge Scunthorpe Steelworks in Lincolnshire was once the manufacturing hub for the UK’s prodigious production output in that sector. Today, the many structures that are spread across the considerable site represent a challenging demolition project for S Evans & Sons, one of the leading specialists in the field. In order to facilitate that task the Widnes based company has invested in a new frontline LaBounty shear. Operating around the country on a number of high-profile and complex demolition and dismantling job, the company already ran a variety of shears in its extensive fleet, and that now includes a newly purchased LaBounty MSD4000, supplied by UK dealer BPH Attachments. “We needed a new shear to tackle the heavy dismantling works we have programmed at Scunthorpe,” Operations Director, Jordan Sumner explained. “We spoke to Matthew at BPH and both he and his team were very

helpful in explaining the upgrades recently made to the US built MSD shear. We have some very heavy steel sections on our upcoming projects and the revised design with improved penetration and lower maintenance costs impressed us immensely.” With an operating weight close to 10 tonnes, the MS4000 has been mounted to Evans’s 90 tonne Hitachi 870 excavator. Operated by experienced demolition man, Neil Durkan, the new shear has made an impressive start with him. “For such a heavy shear, it seems a lot smaller than our other 10t class models. It’s also very quick and cuts like a dream. We’ve got an older version of the shear on site but this new version is about 1.5m shorter making it far easier to handle.” The MSD4000 boasts a jaw opening width in excess of 1m and a cutting force of over 1,800 tonnes, allowing it to handle the

heaviest of steel sections found at the steelworks site. “We have been very impressed with the shear’s productivity so far,” Jordan comments. “We’ve also been impressed with the service and the back up so far from BPH. They have met our operating cost and specification requirements, and nothing has been too much of an issue for them.”

TELE ADDICTS O

ver the course of the last two years construction has veered from global shutdown to record levels of activity. Confronting these unforeseen challenges has demanded adaptability and considerable resourcefulness and, above all else, these times have taught us that technology is a crucial component of the industry’s success. Whether it’s in improvements in safety, productivity and performance, telematics and machine control systems are now essential tools, and manufacturers are investing in some increasingly sophisticated platforms. Hitachi Construction Machinery UK is responding to the increasing importance of data and IT in plant with a new Hitachi Connected Technology department based at the company’s product support centre. As a result, the company can offer the latest Lieca, Topcon and Trimble 3D machine control systems on new units, with retrofitting of

systems soon to be available at a customer’s own premise. The company can also fit tiltrotators from Steelwrist, Engcon and Rototilt, and height, slew and RCI monitors from Xwatch. Not only that, but the Hitachi Connected Technology initiative can also offer a telematics solution called CTFleet Link. The mixed fleet system offers high frequency reporting with data received every ten minutes – or sooner if required – and the ability to show important operational data, such as idling time and fuel usage. If the machine is fitted with the aforementioned Xwatch product, it’s also possible to view the status of that system remotely. Future functionality will include monitoring of 3D machine control, cameras and seat belt status, and a daily walk-around inspection app that can be accessed on a smartphone, with a report subsequently submitted to the office by the operator. CTFleet Link can be fitted to all Hitachi excavators of 8 tonne and above, whilst all dash-6 mini excavators will be equipped with the telematics portal as standard, with a threeyear inscription included. MC-Max is the last advance in machine control from Topcon Positioning, and its developers are promising improvements in processing power, speed, accuracy, versatility and reliability. Based on its MC-X platform, and backed by Sitelink3D – the company’s realtime, cloud-based data management system – it is designed to adapt to owners’ needs as their fleets and workflows expand. The product can be installed on a full range of dozers and excavators, with a user experience that allows operators to learn the system easily. “With MC-Max, we’ve created a solution that is flexible and can continue to grow as a contractor’s needs and capabilities develop,” said Jamie Williamson, executive vice president, Topcon Positioning Group. “This new

solution provides improved scalability and precision in the field and offers business owners real-time data integration, connectivity and resource management capabilities.” The solution offers flexible mounting solutions, as well as optional automatic blade and bucket control for a variety of machines. It also provides a full battery of positioning technologies, ranging from slope control to laser, multi-constellation GNSS, robotic total station and Millimeter GPS systems. For project managers all that adds up to a realtime view of machine positions, activities and site progress, whilst it is compatible with a wide range of site communications systems. The manufacturer claims that the Topcon MC-X Platform makes machine control easy to use and affordable for all contractors. The platform ties together mixed fleets by interacting with multiple versions of 3D-MC, providing connectivity to Sitelink3D and taking advantage of the multi-constellation capabilities of GNSS antennas.

Protection plan Once you’re sufficiently kitted out with the sensors, antennas and GPS receivers that combine to keep your construction plant connected you’ll also need to make sure they all remain in working order. With many of these components exposed to the elements, businesses face the reality of equipment needing repair, recalibration or maintenance, sometimes without any warning. Often, an expert must carry out specific maintenance or replacements, leaving the business without a fully functioning machine until it is returned. In addition to hardware, if platforms are not regularly updated to the latest version, software and firmware can cause connectivity

issue between components, leading to faults. With a Trimble Protection Plan from SITECH UK & Ireland fleet owners can reduce the risk of faults and unexpected down time. It covers all Trimble construction technology and gives businesses the peace of mind that they have budgeted for future repairs and access to experts who can diagnose and resolve technology issues. Typically, repairs under warranty are completed faster than nonwarranty repairs because there’s no need to generate an estimate and approval before the work commences. When an active service plan is in place, SITECH may also provide free equipment hire while the part is being repaired, so they don’t have to worry about unexpected downtime. Businesses can develop bespoke protection plans that cover any range of equipment from one-off pieces of technology to entire fleet cover, accommodating all customer’s requirements. For example, if their hardware is only covered by factory warranty for a year and the software is covered for five years, they can take out a four-year policy for the hardware, so the technology is fully under warranty for that period.

YES WE CAN! CanTrack and Radius Telematics are tackling the threat of plant and equipment theft

A

sset theft represents a growing cost and threat to construction companies, but new tracking technologies, combined with recovery services, are working to reverse the trend. Every year, the construction industry suffers hundreds of millions of pounds worth of loss due to theft of vehicles, machinery, and tools. This only increased during the coronavirus lockdown, with a reported surge of 50 per cent in construction site crime rates since the beginning of 2020. Asset trackers are the answer as they have their own power source, meaning they can be hidden anywhere in an asset to prevent thieves from removing them, and the best products come with a recovery service that works with law enforcement to achieve near 100 per cent asset recovery. Earlier in 2021 CanTrack were acquired by Radius Telematics, a global business serving over 425,000 users. Since the acquisition, the

22 NOVEMBER / DECEMBER I CPN

teams have joined forces to develop a wider range of wireless GPS asset trackers that are water-resistant and can be hidden in or on any type of asset. They are extremely hard to locate, with their own battery power source guaranteed for 3- or 5-years dependent on which model you choose. They are small and discreet and attach inside any vehicle or stationary asset like tools and machinery. The trackers can send out GPS, radio, and SMS signals for triple protection. Subscriptions can include a recovery service provided by nationwide teams of expolicemen who recover 96 per cent of all stolen assets, meaning no insurance claims are necessary. Their service protects valuable assets, reduces risk, and avoids business interruption for construction companies throughout the world. Managing Director, Peter Thompson is enthusiastic about the latest developments in asset protection and this new chapter in the

loss of customer trade or even all three. The ‘neon’ range of ultra-portable, long life asset tracking products will span a broad range of price points, and aims to help businesses locate and redeploy any type of kit, whether used by their own employees or rented by customers. The compact and discreet design of all the devices means they will fit on even the smallest asset. The ‘neon’ trackers will work with the same company’s powerful software to show the location of assets. “We’re proud to be launching the UK’s tiniest tracking product at a tiny price but with

a huge battery life,” continues Peter. “It can protect hugely valuable company assets ranging from construction machinery to farm equipment and top of the range sports cars.” The ‘neon’ range includes completely waterproof trackers, and devices which can resist the elements, including dust, dirt, and damp. The devices offer a choice of 3-year or 5-year battery life so the products can be used with powered and non-powered assets or vehicles such as vans, trailers, equipment, caravans, and plant machinery. The neon range starts from £4.50 a month within an initial £10 set-up fee.

Wireless GPS asset trackers To tackle the 45 per cent growth rate in business vehicle and asset theft over the past five years – and to help companies deal with increasing rates of non-crime related asset loss – the new range of GPS asset trackers from Radius Telematics can locate any device to within a matter of a few feet. This will be a benefit to companies throughout the UK and Ireland that want to avoid losing track – or suffering theft – of valuable or business-critical assets like machinery, vehicles, plant and equipment which cost them money to replace, time to recover,

STEALING A MARCH ON THEFT Construction Plant News Editor Lee Jones, reports from the Combined Industries Theft Solutions Conference (CITS) on some of the latest security risks facing fleet managers

CITS provides a platform to share intelligence on security issues and identify emerging threats

H

owever illicit it might be at its heart acquisitive crime is an entrepreneurial activity and its perpetrators react to market forces. Put simply, if the value of a commodity goes up, and it can be obtained and disposed of relatively easily, then it becomes an attractive proposition for thieves.

Fuel theft Until now it is the view of many in the industry that red diesel has operated as a deterrent against fuel theft but, with the end of the rebate in April 2022, and the inevitable turn to white diesel instead, that’s about to change. Murphy Group has over 160 sites where fuel is present and for Seumus Ascott of J Murphy & Sons this represents a potential problem. “You might think that securing the cap would be an adequate security measure, but these guys can be quite brutal, and have even been known to ram the tank with whatever they can find, including scaffold poles, in order to access the contents. That has obvious implications in terms of downtime and costs of repair, as well as the clean-up of any fuel spillages. It’s often not feasible to remove plant to secure compounds, and if we did it would have an impact on productivity, not

24 NOVEMBER / DECEMBER I CPN

to mention the environmental toll of unnecessary transportation.” One potential answer is Datatag Venom, a traceable marker that can be added to fuel at the point of delivery to site. Like red diesel the fuel itself is then dyed but, more importantly, it also provides forensic DNA technology that’s unique to a particular end user, be that a contractor or plant hirer. Signage on bowsers and machines would that make it clear that the fuel is traceable. In addition, the contractor

could then stipulate that an agreement to have fuel tanks tested is a condition of entry onto site – or of employment – which would equally deter potential thieving from employees. “Putting a marker that’s traceable back to your business is certainly something we’re looking at”, continues Seumus, “and ultimately it’s something we’d like our fuel supplier to take ownership of themselves.” In fact, Datatag itself reports that it has been inundated with enquiries from fleet owners ahead of the April tax changes.

Layers of security Whether it’s the theft of fuel, mini diggers, or any other class of machinery effectively combating the threat demands the sharing of intelligence, often between erstwhile competitors, and that’s something that one hirer is keen to contribute towards. “Most of the theft we experience is from our yards and the split of incidents is around 80 per cent when stored outside, or 20 per cent from forced entry into secure storage,” explains Gap Group’s Iain Anderson. “Micro diggers and dumpers are the favoured target because they can be spirited away in the back of Transit, and these are always locked away. We’ve invested in lighting and

024_CPN_NOV/DEC21_Layout 1 30/11/2021 11:36 Page 25

CCTV, which has some limited deterrent function, as well as physical security measures like high palisade fencing reinforced with concrete at the base. “Inside the building, we’ve created a safe area for equipment such as Total Stations that could be worth in excess of £10,000. The perpetrators typically want to be out as quickly as possible so our tactic is to create compounds within the depot that will effectively slow them down.” Whilst physical deterrents might be the first line of defence Gap Group has also adopted more sophisticated solutions, as Ian reveals: “We fit the latest tracking devices to all driven equipment, including rollers, dumpers and minis, and our success rate in getting this equipment back is very good. The challenge with some classes of plant is where you put the trackers, but we’ve also found quite clever ways of adding them to our kit.”

Fradulent hire As the industry knows all too well, when the clocks change it’s a wakeup call for the criminal fraternity, but vigilance should be a 24/7 activity. One crime which is carried out in broad daylight is fraudulent hire, and its exponents are becoming increasingly brazen, as Chris Piggott of the National Vehicle Crime Intelligence Service (NAVCIS) explains: “We’ve had instance of criminals phoning hirers from cloned phoned numbers in order to be recognised as a legitimate company. Similarly, simple internet searches can reveal the details of genuine employees, which can then be utilised illicitly. In our experience background checks in the rental sector can often be overlooked, simply because there’s a rush to secure the business, but overlooking due diligence can prove costly. Given that the victim themselves can be unaware for some time that the machinery has actually been taken unlawfully, vital early reporting can be impeded.” Scott Jeffreys, of the Agricultural and Construction Equipment (ACE) unit, is one of the plant specialists in the police force, providing vital intel to his colleagues and industry on what’s being stolen and how. Scott explains the importance of ACE intelligence in disrupting criminal networks. “Plant theft is a cross border activity, and in an age of globalisation machines can often be very quickly transported around the world. Indeed, once international travel restrictions were relaxed post-Covid, the police have reported an increase in the theft of machines.” Any theft should be communicated as quickly as possible, with the serial and fleet number, make, model, colour, and any other

LtR Tom Grundey, Neil Austin & Ernie Locke

Scott Jeffreys is a member of the Agricultural and Construction Equipment (ACE) specialist police unit

identifying details provided to the police, whilst hirers should be ensuring that their customers have all of that detail to hand. The ACE team can then relate the information to the European-wide Secure Information Exchange Network Application (SIENA) database, which will inform multiple law enforcement agencies across the continent. Moreover, machinery is frequently stolen in order to undertake a further crime, which can often be of a violent nature. Pieces of stolen plant can be used to ram raid ATM machines, for instance, which makes early reporting essential

in order to break that cascading chain of criminality.

Commerical vehicle attacks Van break-ins are the scourge of tradespeople across the country and many companies are now advising their staff when working from home to not park their vehicles at the hotel. Given that a construction worker is highly unlikely to empty their tools into their room a thief can be confident there is a cache of items available, and commercial vehicles parked in hotels are frequently targeted as a consequence.

T E L E M AT I C S & M A C H I N E M A N A G E M E N T CESAR and Micro CESAR The UK still suffers from between £1 – £1 ½ million pounds worth of theft every single week, but initiatives like the Construction Equipment Security and Registration (CESAR) scheme, have made massive strides in tackling the issue. Today, the tamper-evident CESAR triangle, which provides a unique number for that machine – and features Datadot, Datatag Forensic DNA and Tranponder Glass Tag technology – is now a familiar sight. There are now over ½ a million machines protected by CESAR, and that’s now been joined by Emissions Compliance Verification ECV. Here, a colour coded label identifies the engine stage of the machine, whilst a QR code is a gateway to more detailed information. In an age of ultra-low emission zones, and increasingly stringent environmental compliance, it represents a very useful tool in demonstrating that machines are the right engine stage for any given location or project. Micro CESAR is a further evolution of the concept, catering for smaller tools such as cut off saws or compressors. The original CESAR technology has been deployed to protect items whose portability makes them easily purloined, but there is also an added layer of functionality. The Datatag team has been working to introduce asset management to the Micro CESAR system, for example, and that’s been achieved through a system they’ve christened as KIST – an old Scottish word for a container for something valuable. This enables paperless management of equipment via a mobile phone, where details such as safety and service checks, hire status, and even user manuals, can all be accessed, whilst auditing can also be undertaken. Operators and owners can see exactly where their tools are with real time checks.

Whilst there is a value attached to the machinery – and a market for its disposal – plant theft will remain a lucrative source of income for the unscrupulous in our society. Indeed, the current supply chain issues, and extended lead times on the delivery of new equipment, is likely to make units acquired by nefarious means more tempting for those not inclined to delve too deeply into their provenance. As hirers and contractors will know all too well this is not a victimless crime; it can have a real impact on a company’s ability to operate, or even trade. Criminals are quick to identify and exploit points of weakness, and that means owners and fleet managers need to constantly review their security. In addition, communication is king and sharing information and intelligence with peers and competitors alike will forewarn and forearm.

The Combined Industries Theft Solutions forum (CITS) is a ‘not for profit’ organisation for the construction and agricultural industries. Its purpose is to reduce the effects of crime by understanding the latest criminal trends, by forging partnerships with the Home Office, Police and other interested businesses, creating prevention strategies, designing out the crime, and promoting best practice across the UK. New business partners are invited to join CITS Partnership to encourage new innovations and help protect the communities in their sector.

For EU Stage V emissions regulations, the 3CX Eco uses JCB’s 430 3.0-litre engine, producing 55kW (74hp). Already offered in last year’s 750,000th Special Edition model, the 55kW powerplant does without Selective Catalytic Reduction, so requires no AdBlue exhaust additive. It drives through a choice of four-speed Synchroshuttle or Powershift transmissions. The 3CX Plus can be had with JCB’s 448 4.8litre engine delivering an 81kW (109hp) rating, that comes as standard with the Powershift box. The Powershift transmission also gets TorqueLock as standard, reducing fuel consumption while roading. The 3CX Pro comes with the 81kW engine and a six-speed Autoshift transmission, again with TorqueLock. This EcoRoad transmission is said to cut travel times and reduce fuel use by up to 15 per cent when driving between sites. The 4CX Plus has the 72kW engine and a choice of four-speed synchroshuttle or Powershift transmissions, while the 4CX Pro and 5CX Pro get the 81kW engine and the six-speed Autoshift box. All of the machines benefit from an Auto Stop system that will shut down the engine when the machine has not been used for a pre-set time to save fuel. The operator can vary the time through the in-cab monitor.

Advanced automation JCB has offered a variety of automated features on its backhoe loaders for a few years, but the Pro models bring the whole collection together, to really deliver a new

level of assistance to the operator, boosting productivity and reducing effort. The systems on offer include Auto Drive, which allows the operator to set an engine speed that is automatically maintained when roading There is also Auto 2WD, which drops from 4WD to 2WD as travel speed increases, reducing tyre wear and fuel use. For those models with the optional Advanced Easy Control (AEC) seat-mounted servo levers, Auto Seat Select automatically changes the lever controls as the seat is rotated between front loader and rear backhoe use. Where AEC is fitted you can also now have Auto Stabilisers, that not only extend and retract with one touch, but that will automatically level the machine on uneven ground before working the backhoe. AEC machines also benefit from an isolator lever, similar to that found on excavators, to lock and unlock the seat controls. All of the new backhoe loaders come with Auto Smooth Ride System (SRS) boom suspension as standard, along with return-to-dig, rear light guards, front bumpers, shovel clam ram guards and high-flow auxiliary pipework.

Operator’s cab JCB’s CommandPlus cab has been updated, both internally and outside. There is a new roof cap that incorporates LED flashing beacons in each corner. This removes the need for the operator to climb up each day to secure a flashing beacon on the roof before starting work. You can specify up to 10 LED working lights and there are larger rear-view mirrors, to provide all-round visibility, while bolt-on yellow grab handles make it easier to enter or exit.

Inside, the cab looks smart, with darker grey material in the lower half and lighter grey above. There’s an upgraded seat, with the option of seat heating and air suspension, while a headrest is now standard on AEC models, or optional on manual lever machines. All models have a new steering wheel, providing a better view of the updated front display screen, while the side display now gets a 7” monitor to allow more information to be shown. Operators can even access ‘How To’ videos on the side screen, for key functions if required. Equally welcome is additional secure storage, with a lockable compartment next to the radio. That’s a factory-fit radio now too, with Bluetooth compatibility for smartphone use that can be controlled through the rotary switch on the side console. Heating and ventilation

controls have been moved to the cab’s B-pillar, for easier use whichever way the seat is facing. Updating and improving such a mature product range must be quite a task for JCB’s engineers. Daunting too, given the massive share of the global market that the company enjoys. Yet, by simplifying the range and making standard much of the equipment that customers might have added to tailor a machine to their needs, JCB has certainly made it easier for buyers to choose exactly which model they need. In the UK, the backhoe loader might not be quite as important as it once was, with other machine types taking over the digging and lifting duties on site. However, globally, the backhoe remains a big seller and a massively important model for JCB in many countries. This update should keep those customers coming back for more.

COMPACT PLANT

SMALL WONDERS A

sk a mini excavator operator what they’re looking for in a machine and reliability, and ease of use is liable to be a predictable response, not to mention power and versatility. With its recent additions to the SV range Yanmar believes it has achieved all those requirements and more. A small machine it may well be but the mini excavator is doing big things in sales on these shores, and the 1-2 tonne segment is crucial to manufacturers. As a specialist in the field,Yanmar Compact Equipment believes it is best placed to understand its customers’ priorities and deliver the performance they demand. Indeed,Yanmar has devoted much time in listening to a diverse cross-section of its customer base, from contractors to landscapers and hirers, to understand what the expert end user actually wants – and the result is the new SV range. Diggers are now multi-purpose tools and a machine that can be configured to an individual operator’s needs is the ideal, and that’s one of the guiding principle of the brand new SV mini excavators – the SV15VT, SV17VT and SV19 VT. As an explanation of the model designations the SV denotes Semi Vio – and a conventional short tail swing machine – whilst VT signifies a variable track, where the undercarriage retracts for access into confined spaces and expands to

Good things really do come in small packages with the latest Yanmar Compact Equipment sub 2-tonne SV solutions deliver greater stability. Finally, the numbers refer to the weight – 1.5, 1.7 and 1.9 tonne. “We wanted to develop a solution that was not only productive but could adapt to the needs of a specific jobsite,” declares Cedric Durand, Marketing Director,Yanmar Compact Equipment. “That’s why different versions of the same machine will be available – whether short or long digging arms and levelling blades, for example, and a range of hydraulic options for attachments.” The cab has been redesigned to offer 360º visibility, and more space, with ROPS, TOPS and FOPS certification for both the canopy and cabin variants. Once safely ensconced in the driver’s seat – thanks to the manufacturer’s ViPPS (Variable Displacement Piston Pumps) hydraulic setup on the 1.7 and 1.9 tonne

machine – operators are guaranteed to feel more power and control at their fingertips. The system cumulates the flow of separate pumps in order to obtain the optimal combination in terms of speed, power and balance, guaranteeing smooth and simultaneous operation of working movements. As a result, the machines can

achieve 53litres/min at 210 and 220 bar for the SV17 and SV19 respectively. In addition, on the 17 and 19 optional auxillary hydraulic circuits and quick hitch supply lines can be specified. Yanmar is equally committed to delivering the simplest possible maintenance regimes for its customers. A wide rear hood opening – with all powertrain service points within comfortable reach – is complement by easily removable side panels and a cabin floor that will allow access to all hydraulic systems and components. In addition, all three excavators benefit from the Japanese manufacturer’s fleet management system, SmartAssist Remote. As a result, a machine can be tracked via a PC or smartphone, and its health monitored in real time. As a brand Yanmar is rightly renowned for its diesel technology and this is exemplified in its Stage V-compliant TNV series mechanicallycontrolled 3-cylinder indirect injection engine. Whilst the SV15 VT is a rental ready machine, its larger sibling, the SV17 VT has upgraded hydraulic performance and versatility, and the SV19VT is tailored to more demanding

SV17VT

“There’s more power and lifting performance, and that’s complemented by enhanced stability” tasks. The latter’s short turning radius at front and rear, wide boom swing amplitude, and long blade increases the working range. Indeed, for easier cleaning and finishing, the combination of long arm and a levelling blade of extended length means the operator can easily push and collect soil with a ditch cleaning bucket against a blade. The SV19VT, also benefits from a digging force of 11.4/16.7kN (short arm/bucket) and traction force of 12.9kN, with two travelling speeds – either 2.4 or 4.4km/h. Whether it trenching, light demolition, landscaping or repair, maintenance and improvement in residential properties, the

extendable undercarriage provides a balance between compactness and stability. The SV15 also has a light transport weight of just 1,465kg and 1,555kg for the canopy and cabin versions respectively. It can be easily towed between jobs with work tools on board, utilising a standard 2.5 tonne Gross Vehicle Weight (GVW) trailer. Four tie-down points on the track frames (standard) and four on the turning frame (optional) make transport preparation simple. Moreover, a top mounted boom cylinder and hydraulic hoses routed inside the boom, as well as additional bucket and digging arm cylinder protection, will reduce downtime. The SV15 is equipped with a double gear pump hydraulic system suppling 28.6 l/min at a maximum 205 bar pressure. This achieves a digging force of 7.4kN (short arm) and 12.9kN (bucket), while also coming with a standard auxiliary hydraulic line to power breakers or augers. So what have Yanmar’s customers been saying about the newly introduced mini excavators? More power and lifting performance has been the consensus, and, thanks to those extendable tracks, that’s complemented by enhanced stability, not to mention greater visibility and a working environment that puts the operator quite literally front and centre. At the launch event the reveal for Yanmar’s SV Excavators began with former world breaking dancing champion, Ismail doing battle with a digger in the medium of dance, a fitting display for a highly compact and robust package that can perform on the most confined of urban jobsites.
