The cancellation of many major events and other modifications have taken a toll on business and morale. But our best days are ahead. I for one am extremely optimistic.

Voter’s Guide to TSPLOST TSPLOST Project List Highlights • • • • • • • • The Effingham County Chamber of Commerce supports a county -wide Transportation Special Purpose Local Option Sales Tax, or TSPLOST. On November 3, County residents will vote for this one-cent sales tax for transportation purposes. The money can be used solely for transportation projects within Effingham County.

Effingham County is the 31st fastest growing county in the nation, and its population is projected to increase rapidly in the next five years. Right now, funds for road improvements come primarily from property taxes. The City of Rincon has no property tax and, thus, no funding source for road projects.

TSPLOST funds can be spent only on transportation improvements, such as roads, bridges, sidewalks, bicycle paths, and other transportation-related purposes. Each city within Effingham County is solely responsible for determining their project list, and Effingham County is responsible for identifying transportation improvements in the unincorporated areas of the county.

he first thing you notice about 10-year-old Aubrey Stuart is her huge smile and the dozens of freckles that line her cheeks. She quickly captures you with her kindness and her level of maturity. If it wasn’t for her rolledup sleeve, you might not realize she isn’t like many kids her age.

On May 19, 2010, Aubrey’s father remembered seeing her for the first time.

“I looked at my daughter and then looked at the doctor and said, ‘Where’s my daughter’s arm?’” says Michael Stuart.

It wasn’t until birth that Aubrey’s doctor and her family realized she was missing half of her right arm. Doctors believe Aubrey suffered from amniotic band syndrome, a rare condition caused by strands of the amniotic sac that separate and entangle digits, limbs, or other parts of the fetus. In Aubrey’s case, an amniotic band tightly wound around her arm, leading to the decreased blood supply and resulting in an amputation of the limb inside the amniotic sac.

“It never held her back,” says Michael.

“She was climbing a fence at age one.

She’s never let it hinder her, and she wows everybody.”

Aubrey is a fifth-grader at Rincon Elementary. She says she rarely gets picked on these days, and only sometimes will kids point at her.

“If someone asks about my arm, I like to tell them that my dad and I were swimming in the ocean when a shark surrounded him. I tell them I punched the shark in the eye to save my dad, and that’s when it bit my arm off,” laughs Aubrey.

Her sense of humor keeps you laughing.

Her strength and determination keep you in awe. She likes to call it her little arm, and she can do just about anything with it.

She types on her laptop. She puts her hair in a ponytail. She hunts with her dad.

She fights with her brothers and holds her own. She can do a one-handed cartwheel.

And she has no problem dressing or tying her shoes.

Despite how well she has adapted, Aubrey’s stepmother, Marie, says her stepdaughter has always wondered what it would be like to have a right arm. “I don’t look at her like she’s different, and I don’t think she has a handicap,” says Marie Stuart. “But when she told me she wanted an arm, I set out on a mission to help her.”

Marie says they searched and searched for someone to make a 3D arm for Aubrey, but were having a tough time finding someone in the United States. She was able to find a company in Switzerland who sent her the schematics of a 3D arm, and Marie’s brother, a computer programmer in Georgia, offered to make it.

Sadly, he suffered a stroke and passed away before Aubrey’s arm was made.

Marie and Michael didn’t stop.

After more research, they were put in contact with The Hands of Hope Foundation—an Ohio-based non-profit dedicated to serving and empowering local and global disability communities through the resources such as 3D printing, 3D scanning, research, and development.

Connor Hart is the foundation’s president. In high school, he and a small team were challenged to make a 3D-printed prosthetic for a 7-year-old girl named Hope. The team researched, experimented, and tested models for months.

A year after meeting Hope for the first time, they presented her with the final arm, personalized just for her. Hope had a huge smile on her face when she used the arm for the first time.

In 2018, Connor officially founded The Hands of Hope Foundation (named after Hope) so that kids could continue to be empowered by 3-D printing technology.

“The main reason I do this is for the smiles I get to see on the kids’ faces when they open up the prosthetics for the first time.

It truly is a memorable experience,” says Connor.

All of the services provided to families are free of charge, too. Connor credits this to the generosity of faithful donors.

As the foundation began working on Aubrey’s arm, Aubrey was left in the dark. “We wanted to keep it a surprise from her. We thought it would be here a little sooner, but COVID-19 slowed things down,” says Marie.

In early September, Aubrey’s new 3D-printed prosthetic arrived from Ohio.

Her family had a huge surprise planned for her.

Aubrey can strap it on, and when she bends it, strings allow the fingers to open and close. She can pick up a water bottle, ride her bike with both hands, and keep both sleeves of a jacket unrolled.

The first time Aubrey wore it to school, she felt like a star.

Marie had matching shirts made for Aubrey and her teachers. The back of the shirts read, “Yeah, I have a prosthetic arm. What’s your superpower?” Photos of Aubrey holding up her arm and surrounded by her teachers were posted on the school’s Facebook page. Loving comments flooded the page.

This arm is just a test arm for Aubrey and will help her get used to wearing one. Next, she will be fitted for another arm, one that will slide on. She will receive two arms, and she picked out the colors. One will be flesh-colored, and the other will be teal and purple. Called the Kwawu Arm 2.0, it will have a little more adaptable grip that will allow Aubrey to pick up something as small as a bean, cut her meat, and even write her name. Marie says it should arrive by Christmas. Aubrey is very excited about the new arm because it has fingernails on it.

“When we go get a manicure, I can have both hands painted,” smiles Aubrey.

While they wait, Aubrey will get used to having an arm—something she’s lived without her entire life. She will continue playing soccer for the Rincon Recreation Department and attending tumbling classes at D.E.E.N.O.S. Planet Gymnastics. “She has no problem doing anything,” says Michael. “She’s always been a blessing to everyone.”

Still, this new arm gives her a chance to experience what many people take for granted. “It helps make things easier. I’ve always wanted an arm, and I never had the experience with a right arm. This is a dream come true,” says Aubrey. n

One Sunday afternoon, all of her friends and family came together for a picnic at the Stuart house. There was a big wrapped box sitting on a table. When it was time, Aubrey was told to open it. With her friends and family surrounding her—and Connor and his staff on a live Zoom chat— the moment everyone had been waiting for arrived. Aubrey finally saw her arm for the first time.

“I was so happy. It was very cool, and I even teased my parents because they kept it hidden under the bed for two weeks until we could all get together,” adds Aubrey.

Aubrey’s new arm is white, and Marie decorated it with glitter to personalize it.

F

or over eight years, Effingham’s HOPE Organization (​H​elping ​Out ​Pe​ ts in ​ Effingham) has given a tremendous amount of real hope to much of the community’s furry friends.

Patricia “Pat” Manser, a New York native, has lived in the area with her husband Rudy for over 21 years; the couple has three daughters: Elaine, Marie and Lorraine.

Pat has long possessed a beautiful heart for the welfare of animals, and she began helping at Effingham County Animal Shelter (ECAS) over 15 years ago. Pat saw that there were a vast amount of animal needs that were not being met due to a lack of funding, and so the euthanasia rate was unacceptably high. Pat

was not content with that reality; she had a fervent desire to make a positive change.

In 2012, after seeing a dire need for additional services within ECAS, those not being provided by the county, Pat founded HOPE, a 501(c)(3) organization. In addition, Dena Stapleton has been the board executive for HOPE for the past few years; she has persisted to exemplify a real commitment to the cause and has consistently championed it alongside Pat. Pat created HOPE with the mission to “reduce the population of unwanted animals in the area, getting the adoptable ones out of ECAS alive and into homes or rescue organizations.”

She really appreciates all that ECAS has done for the shelter animals. Lorna Shelton has been the ECAS director for 5 years; Georgiana Steese has been a dedicated shelter representative for 2 years. Jessi Kicklighter and Tracy Grossman have been committed to the team for quite some time as well.

Additionally, various Effingham County inmates have been priviliged to assist the team over the years.

Pat feels that Lorna has proved to be one of the best directors that she has been honored to work with.

“Lorna is so easy to work with; it’s teamwork. When it’s teamwork, it goes

along so much better. I’ve never seen a manager work as hard as her. She has often gone out of her way, far beyond what is called for. It is so nice to work with somebody like that,” Pat said.

Pat certainly leads by example, as she adopted her own dog, Fritz, from the shelter. Lovingly calling him her “little boy,” Pat fostered Fritz for two months through Coastal Pet Rescue before she adopted him.

“I fell in love with him and kept him,” she said.

Pat knows, first-hand, the value that the little furballs can add to one’s life, making it inconceivable that anyone could ever

mistreat them. She, though, remembers the story of Dorie, a puppy that had been rescued after being brutally kicked around in an open field.

“She was mangy and bald when she came into the shelter. She, however, turned out to be a beautiful Golden Retriever. I called Low Country Golden Retriever Rescue; they took Dorie in, and she was adopted,” Pat recalled. Dorie’s new owner told Pat just how much Dorie changed her life.

“And they do. That little animal coming into your life can change your life. It does not just help the animal; it helps us humans, too,” she remarked.

Character, Strength and Courage Pat feels that the little guys have impacted her world in countless, wonderful ways—in the good times and even the difficult ones. She feels that they have been a big source of inspiration over the years, contributing to her love for life and a lot of her overall determination.

In 2013, barely a year after she started HOPE, Pat was diagnosed with colon cancer. Throughout the years, the cancer would subside but later resurface; she has endured several hospital stays and four surgeries, one of which was quite recent.

Pat’s family and friends, along with the ECAS team, have marveled at her strength and courage for some time now,

especially since she persists to maintain the same selfless, loving attitude through it all.

“She has been really blessed; God has really looked out for her. Her attitude and outlook have made a huge difference.

She’s a fighter. She is my best friend here.

I just love her so much,” Lorna said.

Pat knows that she has been undeniably blessed. “I’m grateful. This has been my 4th time of my recurrence of colon cancer, and I’m not ready to give up yet. I feel I have a purpose. I think the organization is helping me to get through a lot of this,” she said.

Pat gives a ton of credit to the job she enjoys, along with her furry friends that she loves to pieces. “They’re a big part of my life,” she stated.

Making a Difference by Bringing HOPE Since its inception, HOPE has made a tremendous difference at the shelter. Last year alone, HOPE invested over $21,000 in the lives of animals. Some services funded

by HOPE include: vaccinations (DHPP for dogs and FVRCP for cats), infectious disease testing (heartworm tests for dogs or leukemia and AIDS tests for cats), on-hand pain medications, antibiotics for triaging and emergency veterinary visits when needed.

HOPE has also helped fund a spay and neuter program which has been a huge asset.

“It really helps the whole community with the overpopulation of these animals.

“All of this is due to Pat and everything that she has done for this shelter... She is kind, loving and giving”

I think we’ve come a real long way with that,” Pat mentioned.

Through HOPE, Pat purchased kennel barriers for the stray animal area in the back of the shelter, an added effort to keep all of the animals safe.

Moreover, for her feline friends, she has recently helped to fund a “catio” (cat patio) for the shelter, along with assisting in its “Trap, Neuter, Release” (TNR) Program.

Spearheaded by Georgiana, TNR is an alternative to euthanization, helping to preserve the lives of healthy feral cats.

The cats receive overall treatment at the shelter, which includes neutering and rabies vaccinations. Afterwards, they are returned to the location where they were found, a location with a good food and shelter source.

“TNR stabilizes cat colonies and helps promote public health by reducing the number of unvaccinated cats in the community.” All-in-all, it has contributed to the shelter euthanization rate being about 21%, one of the lowest ever.

“All of this is due to Pat and everything that she has done for this shelter. I can’t think of all she has done because she has done so much. There are no words to describe the kind of person she is. She is kind, loving and giving,” Lorna said.

Interestingly enough, last year, HOPE supplied the Effingham County Fire Department and Emergency Medical Services with animal oxygen masks while universal scanners were also purchased for animal control officers. That is certainly going way beyond the call of duty.

“I definitely see Pat’s passion playing out with her love for the animals; she has a heart for all the animals,” Georgiana added.

Pat is always grateful to help. She loves what she does and would not trade it for the world. She is confident that she is living out her true calling—caring for animals in need, those that have been mistreated, ignored or just left behind. She is that kind voice, that warm smile, that delicate touch that many of them have never known.

“It has really given me a sense of purpose, and I just feel good all over to be able to do it,” Pat asserted.

The funds to support HOPE come from its generous patrons, and Pat wholeheartedly appreciates them all.

“That’s where we get most of our money; we can’t do it without them,” she said.

Some of the shelter’s biggest contributions come by way of the HOPE Hut, a real treasure that was started by Georgiana.

Every month, kind citizens donate gently used animal products. Georgiana is able to sell them at the Springfield Antique Mall, as she has created a nice booth there. All proceeds benefit the shelter.

Sincere Gratitude Pat is thankful for her loving and supportive family and friends; she also appreciates the exceptional ECAS team.

“They’re wonderful; they care. They go above and beyond,” she remarked.

Further, Georgiana is grateful for the opportunity to work within a group with similar interests and concerns, all working toward a common, meaningful goal; she is honored for the opportunity to work alongside Pat, who she feels encompasses phenomenal strength, resilience and character.

“It has truly been one of the most gratifying jobs I have ever had. I love it.

Pat is a very special lady. I feel like God is keeping her going along ... it’s just amazing. She definitely has a purpose here,” Georgiana said.

The ladies are proud of what has been accomplished for the shelter … for the animals … for the community as a whole.

“We have been an unbeatable team in Effingham,” Lorna stated.

With a HOPEful heart, Pat Manser is looking forward to bright and promising days ahead for herself and her community. n

These types of fundraisers could not happen without our customers!”

Georgia Heritage Federal Credit Union: Making a Positive Difference Georgia Heritage Federal Credit Union (GHFCU) President and CEO Dale Taratuta recently sat down with Effingham Magazine to talk about GHFCU. What is the history of Georgia Heritage Federal Credit Union?

GHFCU was formed in 1940 to serve the employees of Union Bag, which was later called Union Camp, and now, International Paper. In 2006, the Credit Union received a community charter which gives us the ability to serve anyone who lives, works, worships, or attends school in Chatham, Effingham, or Bryan Counties. We are the oldest locally-owned credit union in the area.

What is the difference between a credit union and a bank?

Credit unions offer many of the same products and services as banks, however the biggest difference is that credit unions are owned and governed by its members, where most banks are owned by shareholders. Because of this, credit unions are not driven to meet profit expectations, but we are driven by service. So, in general, credit unions can offer better loan and deposit rates, lower fees, and better service. Our focus is on the individual, not the shareholder.

We call our customers “members,” since they are actually the owners of the Credit Union. Each person who joins the Credit Union becomes a member by opening a savings account with a $5 deposit.

How long have you been the CEO at GHFCU? I joined GHFCU at the beginning of 2010 as the CFO and I became the President/CEO in early 2012. It has been very rewarding helping the Credit Union grow from 1 branch to 4 branches and increase our size and membership by over 50% during that time period.

What is GHFCU’s mission statement?

When we sat down a few years ago to look at our mission statement, we really wanted to define ourselves and what we stand for.

After many meetings and much discussion, we created our mission statement: “Making a positive difference for our members and the communities we serve.” We wanted our mission to be more than just financial services, we want to make a positive difference in our community and to our members. That can be accomplished through financial services, or sometimes it can be something as simple as a smile to brighten someone’s day.

What are the most pressing challenges that leaders are facing today? And why?

There are many challenges that we all face. One big challenge is keeping up with technology. Technology continues to change and advance at a high rate. As a leader, you need to keep up with the changes in technology and make good decisions on selecting the technology that will best benefit your members and staff. As a leader, you are constantly dealing with crises and change.

How you handle those situations can define your leadership career.

How important is community involvement to an organizational culture?

Since we are locally owned, community involvement is extremely important to GHFCU. We strive to give back to our communities by making it part of our credit union culture. Each year, our staff has participated in ten or more local events and we make donations to many local community organizations. Georgia Heritage also provides two college scholarships to local high school seniors.

DRAWING ON THE PAST Guyton Woman Gives Back to Effingham Schools With May Day Celebration Painting Story by Stephen Prudhomme Photos by Michelle Halloway

A

s far back as elementary school, Brooke Lancaster loved creating artwork. Her inspiration was her father, who was always sketching something, according to his daughter.

Fittingly, while working as a cosmetologist, Lancaster rediscovered her true passion through a parent, this time her mother. That allowed her to come full circle, as she created a work of art that is prominently displayed at an Effingham County elementary school and has rekindled some fond memories among former students.

Lancaster, 28, is a former Rincon resident who lives in Guyton with her husband of nearly seven years, Jacob, and two young children, Stone, 4, and Scotland, 1. She graduated from South Effingham High School in 2010.

With the pandemic limiting her work as a cosmetologist, Lancaster devoted more time to her artwork. In June, she was contacted

by Renee Rawlins, family engagement specialist at Rincon Elementary School, who followed Lancaster on Instagram.

Rawlins had a commission for Lancaster—a painting of the school’s first May Day celebration, which was started in 1984 by the school principal. The event was held on an annual basis until this year, when the pandemic forced cancellation.

Rawlins provided Lancaster with a photo of the school’s inaugural May Day celebration.

Some seven to eight weeks later, Lancaster gifted the school with a 48x48 festival painting that hangs in the school lobby.

Rawlins said she had worked over the summer to warm up the common areas in Rincon Elementary. The May Day celebration, she noted, is a special time for all students, their families, teachers, and staff. When the event couldn't be held due to the pandemic, Rawlins reached out to Lancaster and said the artist was thrilled to paint something to help commemorate this special tradition for their school.

She added that Lancaster offered to do the painting at no cost because of her appreciation for the Effingham school system and through following

her on Instagram was amazed at her professionalism and work ethic.

“She is continually creating new ways to grow her business while also being willing to support the local community,” Rawlins said.

Along with that community spirit is impressive artistic ability. “Her work is so colorful and unique,” Rawlins said. “I felt for sure she would be able to create a piece of artwork that would capture the joy of the May Day celebration at our school.”

Lancaster didn't disappoint. “She delivered a perfect painting (to be hung in our school lobby area) out of the goodness of her heart,” Rawlins said.

Lancaster—describing the painting featuring landscape and children now in their 40s dancing around the May pole as very, very bright with lots of colors—said she was honored Rawlins reached out and trusted her to paint something so large.

She said it never occurred to her to charge the school for the painting.

“I felt so honored to create something for the front office,” Lancaster said. “Several people told me it was the best memory they had. They must have been in the picture. It’s great that it makes their day.”

Finding Her Way Back to Art That changed in 2018 after her mother started bragged about her daughter’s artistic talents to some friends. Initially, Lancaster was reluctant to back her mother’s claim, noting she hadn’t picked up a paintbrush in several years. Her inner artist convinced her otherwise.

“My mom kind of gave me a shove and it took off,” Lancaster said. “It did not take me very long to get back into the swing of painting. It was like greeting an old friend and instantly connecting again. I started doing commissions here and there.”

Lancaster balanced cosmetology and art until early this year, when Covid-19 conspired to return her to the studio on a full-time basis. Recognizing the negative impact of the pandemic, she said 2020 hasn’t been that terrible for her since she’s been able to devote her time and energy to the career field of her dreams.

“Brooke does beautiful work,” Crowe said. “With her color schemes, she captures a moment and brings it to the picture. It’s very unique and not something you see every day.”

Branching Out In true artistic fashion, Lancaster has created her own signature works—Artisan Pieces and Artisan Whistles necklaces. She makes the former from her used painter palettes and uses beads from Kenya and other African countries. With the latter, she employs the same process but attaches a brass whistle instead of a pendant to be used by a woman or child who needs help.

“I feel in a scary situation a child or woman my be more apt to blow the whistle than scream or yell for help,” Lancaster said.

She’s donating 20 percent of the necklace sale proceeds to Operation Underground Railroad and its effort to rescue trafficked and exploited children.

“It’s always pulled my heartstrings to the core, and now even more so as a mother,” Lancaster said. “I can’t even imagine if this were my children. I just want kids to be able to grow up in a safe, innocent environment. There’s a constant need to

Loving Art from an Early Age Art has made Lancaster’s day for most of her life. She recalled her father being fantastic at sketching, and she always watched him. “It always held my interest,” Lancaster said. “He was always sketching out small projects and builds for around our home. I even remember one sketch he drew of a two-story playhouse with an extravagant secret passage and slide that he made come to life. Now he sketches out little works of art with my children and it brings back so many awesome memories. I loved art. I needed to paint constantly.”

Lancaster’s love of art continued in high school, where she was a member of the National Art Honor Society and worked under art teacher Mary Andregg.

As talented an artist as she was, Lancaster had plenty of competition.The Savannah College of Art and Design, considered one of the top art schools in the country, helps produce a plethora of gifted artists.

Savannah attracts artists from around the world eager to capture the city’s beauty and charm through their chosen medium.

“It was unrealistic to think I could make it as a professional artist,” Lancaster said.

Lancaster specializes in landscapes and florals. She’s also started doing wedding portraits, which she thoroughly enjoys.

Lancaster is Sierra Crowe’s hairdresser, and through that association, the latter commissioned her to do three paintings.

The most recent shows Crowe, her husband, 20-month-old daughter and their dog out in their yard. They didn’t pose for the painting; Crowe said Lancaster knows what they look like. All she did was send a photo of their dog. The painting hangs in her daughter’s bedroom above her crib.

“It’s perfect,” said Crowe, a Pembroke resident. “I love it. It captures the essence of our family. It has a lot of bright colors.”

Crowe said Lancaster works quickly, adding she’s very detail-oriented and has her own style.

In an area where artists abound, Lancaster is carving, or painting, her own niche. Her style is abstract, and she often features scenes from her home county. Her new release of mallard ducks is inspired by the ones she saw in the pond behind her parents’ home while growing up. Likewise, her landscapes reflect the farms and fields of Effingham County and the surrounding area.

“I love to use bright, bold colors to engage and excite the viewer,” Lancaster explained. “I want the painting to give them a sense of familiarity as well as something brand new to view each time they look at the painting.”

he schools are back open, the leaves are falling and there is a crispness in the air. Everyone is happy to be outside enjoying this beautiful fall weather, especially the children.

Clarence E. Morgan, the Director of Effingham County Recreation and Parks Department, says, “We are excited to start our fall sports. We were able to open the playgrounds and travel baseball team practices May 14, club soccer on May 15 and regular baseball on June 20. Bingo and Line Dancing are up and running and fall sports are happening now.”

He adds, “A big thanks to our County Commissioners and County Manager for all the hard work they have put in over the last few months dealing with the COVID-19 and supporting our Recreation Dept!”

The Fall Sports Season is well under way and the schedules for upcoming games are posted online. OTHER NEWS: Improvements at Sand Hill Complex The Effingham County Recreation and Parks Department Sand Hill Complex has undergone many new improvements over the past few months and is looking better than ever. Mr. Morgan says, “The upgrades

were made possible by the encouragement and leadership of the ECBOC and D1 Commissioner Forrest Floyd and the Recreation Board.”

It is large facility that features three soccer fields, five ball fields, a playground, and a pond. There is ample open space for kite and remote control airplane flying—in fact an airplane club has been using it continually since the 1980s. In use 350 days a year, it is a popular facility in the parks department and often hosts district and statewide competitions.

The new improvements include: • New batting cages (2) • New pitching machine • New outdoor basketball court • New soccer field goal posts • New fence around the soccer field • New fence around the playground Clarence E. Morgan, the Director of Effingham County Recreation and Parks Department, says the improvements were funded by SPLOST, s special-purpose local-option sales tax used for funding capital outlay projects in Georgia. It is an optional 1% sales tax levied by any county for the purpose of funding the building of parks, roads, and other public facilities.

Mr. Morgan says, “SPLOST is how many of these types of improvements get funded.”

“Many changes have been made at Sand Hill over the years. It was a helicopter pad training area during Vietnam war and was given to the county by the US government in the 1970s. In early 2000 we made major improvements and now again in 2020. This facility has come a long way and has had a major positive impact on the community.”
