A group of budding young artists and writers came together at Sudbury Library recently to enjoy a lively literary presentation and to receive their prizes for their entries in the library’s children’s book cover competition.

Award-winning children’s author and illustrator, Rebecca Elliot, kick-started the evening by getting the children to consider the key elements in successful book cover design. She gave participants an insider’s guide to the creative process and enthralled young and older audience members alike with her animated reading of one of her picture books, Naked Trevor.

Friends of Sudbury Library Chair, Marie Lewis, and Sudbury’s Deputy Mayor, Robert Spivey, presented certificates and prizes of book tokens to the competition winners. The competition was open to all children under 16, with all proceeds going to support the library and its continuation in its current building. The entries were judged on originality, artistic ability and overall design. A selection of the entries is currently on display in the children’s room of Sudbury Library.

Transport groups offers support across the community A growing community transport group is issuing a reminder of the wide range of services it can offer to all members of the community.

Go START, launched three years ago, provides a range of transport services to people and organisations which do not have access to other forms of transport. The group provides John Phillips, Go START Founder with services for the elderly, local one of the organisations vehicles charities, sports organisations, youth groups, people with disabilities and school students. Go START’s diala-ride now makes more than 275 passenger journey’s each month allowing people to carry out important tasks such as go shopping, attend appointments, pay bills, attend clubs and day centres and to visit family and friends. The group shuttle bus also ferries students between upper schools in Sudbury and Great Cornered, whilst its wheelchair accessible vehicles are used by many local people.

Many local organisations such as the Sudbury Gateway Club, Age UK and several local youth groups and sports clubs also make use of the Go START vehicles to take them to events or to take part in activities and competitions.

John Phillips, Go START founder, said: “Our growth over the past three years has been remarkable, we have a fleet of five vehicles and 15 voluntary drivers and we support a diverse range of people and organisations within our community. Many of those who use our services would be left isolated and lonely without us and many clubs and groups would find it difficult to function.

“We have worked hard to get away from the perception that community transport is just for the elderly as it is so much more than that. We are certain there are many other local groups who would benefit from using our services but do not realise we are available to them. I would just like to urge any local, non-commercial organisations in the area who believe they may benefit from having access to transport to contact us so we can discuss possibilities.”

The Sudbury Carnival organising committee are well advanced in their preparations for the Carnival in August, we now need the public to show it's support and commitment by getting involved.

The theme for the Carnival is ‘Sudbury through the ages’ which gives entrants a wide range to pick from the 15th century to modern times, the first event being arranged is the ‘Carnival Dance’ which will take place at the Delphi Club on Saturday May 24th tickets are available from committee members and from the Town Hall at £10 each, during the evening the Carnival Queen will be selected, all successful applicants will have free entrance to the dance.

We are appealing to all Retailers big or small, Business Men and Women, Industrialists, Farmers and the general public to throw off their inhibitions and get involved, so if you own a vintage car, pony & trap, Horse, Tractor, Lorry, Bike, mobility vehicle, Bus, motor bike, bicycle, or any other type of vehicle, or just want to dress up in fancy dress or Medieval costume, come and join in and have some fun.

Stop Living In Fear – Free Yourself From Anxiety Anxiety is something we all face from time to time, but how we respond to that anxiety, and what happens next, can have a dramatic effect on the quality of our lives. Anxiety takes many forms; sometimes it’s a reaction to a past event or in anticipation of some real or imagined future event; sometimes anxiety becomes a full blown phobia of spiders, flying, driving or something you would rather not tell other people about. Whatever the triggers, and whatever the symptoms, excessive anxiety always operates through the same psychological mechanisms, this means that they can all be successfully treated with the right combination of specially developed techniques.

When Good Anxiety Goes Bad Anxiety is an integral part of an entirely natural and very useful threat response called the Orientation Response (Fight Or Flight), which is fired by the amygdala - a small area of the brain dedicated to spotting threats in our environment.

The Orientation Response is supposed to be fired in any situation that may pose a threat to your wellbeing. When fired, it heightens your senses and allows you to make a quick decision to investigate further, defend yourself or escape. It also give you a shot of adrenaline, which speeds up your physiology to do enable you to take the latter options more effectively. Inappropriate anxiety, whether it’s a specific phobia or of the more general kind, is the result of a misfiring Orientation Response, and the reason it is often so hard to control is because the amygdala fires so quickly - long before there is time for conscious logical thought.

Good News For Anxiety Sufferers Through the use of hypnosis, the amygdala can be re-trained to understand that the previously perceived threat is not really a threat, and that there is no need for alarm. If you find yourself getting excessively anxious, far too frequently, or in situations where you know this is an over reaction, I have some good news for you - this is not something you have to put up with.

At Sudbury Hypnosis we use a combination of hypnosis, guided imagery and NLP techniques to help to neutralise traumatic and unhelpful responses, and to replace them with more helpful states of mind – sometimes this only requires a single session!

Flooding – is your property at risk?

There are several reasons why flooding can occur, including the headline grabbing swollen rivers and tidal surges but also surface water flooding can be an issue for many properties.

When acting in connection with a purchase, the property team at Gotelee will conduct all necessary searches and make enquiries of the seller. Pat Smith, based at Gotelee’s Hadleigh office, comments: “We also advise our buyer client to instruct their valuer or surveyor to provide advice on the impact of flood risk for the property.

Before committing to a purchase, a buyer should also ensure that they can obtain suitable buildings and contents insurance on acceptable terms, and I encourage them to do this prior to exchange of contracts when they become legally bound to buy the property” The Environment Agency has produced a flood map which provides information on flooding which includes information such as flooding from rivers or the sea without defences, the extent of extreme flooding, flood defences, main rivers and areas benefiting from flood defences. It is designed to increase awareness among the public, local authorities and other organisations and to encourage the public to find out more and to take appropriate action if they live in an area prone to flooding.

However, the flood map does not give information about a specific property or show flooding from other sources such as groundwater or surface water flooding, or overflowing sewers all of which can impact on your enjoyment of a property. It is estimated that 1 in 6 homes are at risk and the flood map shows the areas affected – dark blue being the higher risk and light blue the lower risk. DEFRA have produced a guide for those people experiencing difficulties in obtaining flood insurance.

It is good to see that an agreement has been reached between the Association of British Insurers and the Government which it is hoped will guarantee affordable flood insurance for people in high risk areas (although this is not yet in force). It will not, however, cover homes built after 1 January 2009 and will not cover large scale flood loss above a 1 in 200 year probability.

Rotary Club of Sudbury has had a busy start to 2014. Rotary’s Young Scholar, Seol Song, came to speak to us in January. Seol is from South Korea and spoke eloquently about her impressions of the UK and made our mouths water as she described some of the traditional dishes from her native country.

She also made a plea for us not to forget their fellow countrymen who live a quite different existence in North Korea and expressed the hope that the world would somehow achieve a rapprochement with that country.

Chris Boatwright who founded Kernos, spoke to us in February. This charity, which does not receive any statutory funding is based in Sudbury provides counselling and support services to people with emotional and psychological difficulties. The Centre aims to provide therapy that is not limited by number of sessions, nor access restricted by financial constraints. They believe very strongly that therapy should not be concluded before it has had time to be effective and that clients have the right to determine their own needs and direction. It was clear to us all that Kernos is providing a very valuable muchneeded service and we were pleased to give their work some publicity We have also been supporting Action for Children and recently presented them with a contribution from last year’s Christmas Tree Festival. Action for Children supports and speaks out for the UK's most vulnerable and neglected children and young people and we were pleased to welcome their local representative to one of our recent lunches and present the cheque to them.

The Club has raised funds recently for the purchase of an industrial drier – a much-needed piece of equipment when caring for 90 children during the vicious winter period which children (and adult) refugees are enduring. We have had a magnificent response to our appeal for items of clothing – warm boys’ clothes for ages 10-17 years – which are desperately needed by the orphanage. Three students at Thomas Gainsborough School themselves organised d their own collection and this together with all the other items collected will be taken by a small team from Rotary and Churches Together who are travelling out to Beirut to meet carers and children at the Home and discuss ways in which we can continue to support them. We are also raising funds to purchase mattresses which are needed to accommodate the wave of refugees who are coming to the orphanage.

One of our current themes is the environment and we were delighted to receive the Rotary Bronze Environment Award in recognition of our aim to integrate environmental matters into many areas of the club’s activities, which has including working with Tesco, Sudbury collecting many large bags of metal cans which have been passed on to the Rotary Club of Stowmarket in support of their project to further cancer research at Addenbrooke’s Hospital, litter picking, recycling old spectacles with Vision Aid, Purple Crocus Planting as well as future projects which will include planting saplings at Eden Rose Coppice, planting a Rotary / Tesco Wood, encouraging three local schools to become Eco-Schools and encouraging them to participate in the Climate Week Challenge.

Forthcoming events include Crucial Crew in the last week of March, Crucial Crew started thirteen years ago as a way of trying to help young children between 8 and 10 understand the dangers of everyday life. During a morning or an afternoon session, they participate in a series of scenarios that show them how to be safe in a variety of situations. So far, over 7,500 local youngsters have gained valuable experience with Sudbury Crucial Crew.

This year, with help from Transition Sudbury, we are adding a recycling/environment scenario to the range of activities that will be presented to the children

Lavenham Spring Craft Fair The 'Spring craft fair' at Lavenham village hall is just around the corner and now fully booked, is shaping up to be a great follow-on fair to the 'Christmas craft fair' which ran back in November 2013. The 'Christmas craft fair' was hughley successful and had a fantastic visitor attendance.

Newton Golf Club present cheque to Sudbury Salvation Army The Old and Bold section may be one of the smallest at Newton Green Golf Club, but it has a big heart when it comes to fund raising.

At the group’s annual meeting retiring captain Michael George handed over a cheque for £947 to Sudbury Salvation Army.

The cheque was received by Captain Emma Knights who, in return, presented the golfers with a certificate of appreciation. This is the first time any group at the club has supported the Salvation Army, and the money will be used for community work.

Sudbury girl Kate and ‘The Big Build Tanzania’ The Big Build is all about making a real difference to a community in the developing world. Participants live and work in the community they’re fundraising for, on a construction project that will make a real difference to the lives of some of the children we work with, learning about local culture at the same time. All Big Build projects focus on improving access to either healthcare or education.

I have wanted to participate in a project like this one for a while and when I heard about the Big Build through my University in Bath I couldn't wait to get signed up. Balancing my time between studying, triathlon training, volunteering and fundraising is demanding but rewarding and I know it will be incredible to see my fundraising efforts paying off when I go to Tanzania in June. I have already been gunged, pedalled my way through 200km (see the pictures!) and have been around the local pubs back home in Sudbury.

Next up I'm planning on hosting a film night in one of the lecture theatres here at Bath and having an obstacle course/penalty shoot out competition to help get me to my £2100 target by April.

8. TO ADOPT THE RECOMMENDATIONS OF THE FINANCE COMMITTEE FROM 7TH JANUARY 2014 AND TO SET AND SIGN THE PRECEPT FOR 2014/2015 Mr Forder advised members that if the Precept was increased in order to add a further £5000 to the reserves as recommended in the Finance minutes from 7th January, this would bring the percentage increase to over 2% which may result in the need for a referendum. Mr Forder proposed that the Precept be set at £559,526 which equates to a 1.95% increase, making a Band D property £141.93. RESOLVED Finance With the following AMENDMENT it was RESOLVED to ADOPT the REPORT. That the following statement be removed: That a further £5,000 be added to the reserves as an additional safeguard against future cuts in the BDC grant. Councillors voted to set the 2014/2015 Precept.

RESOLVED That the P&C Finance report (7th January 2014) be APPROVED and ADOPTED. That the Precept for 2014/2015 be set at £559,526 (excluding grant from BDC). That the Mayor, another councillor present at this meeting and the Deputy Town Clerk sign the Precept when the paperwork is received.

9. GRANT AID APPLICATION FROM SUDBURY FUN RUN & SPONSORED WALK ORGANISING COMMITTEE Members discussed an application for Grant Aid from the Sudbury Fun Run organising committee for funding towards the annual Sudbury Fun Run due to take place on Good Friday 18th April. Members were unclear from the application how much funding was required and if other sources of funding had been secured. Members however fully supported the event and agreed to provide the services of the Community Wardens to cover road traffic management. RESOLVED That the Deputy Town Clerk contacts the organisers to establish what other funding is requested from the Town Council other than the provision of the Community Wardens to cover the road traffic management and that any further information be passed to the Finance committee for consideration 10. COUNTY COUNCILLOR’S REPORT Councillor John Sayers expressed his sincere sympathy to Councillor Colin Spence on the recent loss of his mother. Cllr Sayers reported: SCC announced that 40% of licensed premises in Suffolk recently failed licence test procedures however none of these premises were in Sudbury. Over £30 million savings need to be found this year and 22 areas are being considered for savings in the next two years. Locality Funding has been awarded to the 3rd Sudbury Scout group for hi viz jackets; Tudor Road School for restoration of their pond; Sudbury Market Town Partnership for a gazebo and new town entry signs 11. POLICE REPORT PC Johnson attended the meeting and presented the report for November and December 2013 (copy of report shown at minute pages 16 to 21). PC Johnson informed members that extra officers had been on duty over the Christmas period which had helped reduce the number of public order offences.

Members were also advised of a new Sudbury Police Cadet scheme which will be starting in the spring. It is aimed at youngsters aged between 13yrs and 18yrs and an information evening will be taking place on 22 January 2014. PC Johnson informed members that new officers had been recruited and were replacing retiring officers.

RESOLVED That PC Johnson be thanked for attending the meeting and the report NOTED. 12. DISTRICT COUNCILLORS REPORT Cllr Osborne reported that the BDC Precept was still to be agreed but the recommendation to Full Council was that it should remain the same. The BDC Core Strategy has been approved and is available to view on the BDC website 13. MAYOR’S REPORT The Mayor presented his monthly report (copy shown at minute pages 21 to 22). Item 9: Sporting Activities – Mrs Howells advised the committee that we had been approached by Comic Relief to host this year’s Sport Relief Mile. In previous years Ormiston Academy have hosted this, but are unable to this year. The Town Council will host this event at the Delphi Centre on Sunday 23rd March incorporating a family fun day. RECOMMENDED Item 9: Sporting Activities – That Mrs Howells report be NOTED. That the remainder of the Matters Pending list be NOTED. 7. WOMEN’S TOUR OF BRITAIN Members were advised that on Sunday 11th May, the final leg of the Women’s Tour of Britain will pass through Sudbury. Carol Clarke, Communities Officer (Sports) – Babergh & Mid Suffolk District Councils, was due to attend the meeting but her apologies were received due to illness. Members were requested to suggest any ideas they have to enhance the event.

Mr Whitely from Sudbury Cycle Club advised that they would like to be involved in the event, as would Boxford and Hadleigh Cycle clubs. Cllr Ford-Platt will advise the Town Team so that businesses can be advised. Ideas discussed were: Staging on Market Hill, a banner across a street reading “Sudbury welcomes the Women’s Tour of Britain”, a secure riding area for children on Market Hill, advertise the local route so that support can be given all around. RECOMMENDED That the committee give their full support to this event. That the Sudbury Cycle Club be put in direct contact with Carol Clarke. That this item be included on the February agenda when Carol Clarke should be able to attend.

8. ALLOTMENTS Mr John Hughes, a member of the Allotment Association, attended the meeting to discuss with members the current allotment plots and proposals for further allotment land.

Currently the town council’s allotments are all taken. Many have been reduced in size in order to try to reduce the waiting list and also due to the fact that they are used nowadays more as a leisure activity rather than a necessity to provide food for a family as in years gone by. Members discussed the current rental policy which states that all plots are charged the same rent, currently £42 per annum, regardless of size. It was agreed that it would be very difficult to have a pricing scheme dependant on plot size.

Mr Hughes also suggested two other possible sites which may be suitable for allotment use; Site 1 – Land between Newton Road and Babergh District Council refuse collection vehicle depot – this land was used by and housed the Council offices for the old Melford and Cosford RDC. Site 2 – Mr Hughes suggested contacting the Rev Caroline Hallet, Rector of Great and Little Waldingfield and Acton. The church owns some land, at present rented to local farmers. Mr Hughes felt there were possibilities here for new allotment land but delicate negotiations would be required. Mr Hughes also requested that the council considers having a container at the Newton Road allotment site as a secure storage area due to a number of break ins recently in the current storage shed. Mr Sayers offered to fund the purchase of a container. RECOMMENDED That the annual rent of each allotment plot remains the same, regardless of the size of the plot. That Cllr A Osborne contacts BDC to establish whether the land off Newton Road is owned by them and whether it could be considered for use as allotment land. That Cllr A Osborne contacts Babergh District Council to enquire whether a container at the Newton Road allotment site would require planning permission. That contact be made with the Rev Caroline Hallet regarding the land in Waldingfield and possible use of such land for allotment plots.

9. TO FURTHER DISCUSS THE RE-DESIGN OF THE TOWN SIGNS At a previous meeting, members discussed the design for the new town signs. A number of minor amendments were suggested and noted by Mrs Ford-Platt. Mrs Ford-Platt showed members the new design. Members were advised that Sudbury in Bloom did not wish to be included on the sign, as they were arranging their own plaque. It was suggested that in place of Sudbury in Bloom the twice weekly Sudbury Market could be promoted. The Sudbury Market Town Partnership has considered ordering seven new signs in order that there is a spare one in case of damage to any of the signs. It is expected that there will be a shortfall of approximately £2000. Locality funding has been received from Councillor John Sayers and other funding is promised.

RECOMMENDED That the committee approves the new design but if possible ensure that the design of the bottom banner is symmetrical. That the town partnership only orders the six signs that are required. That an application be made to the Finance Committee for the shortfall of £2000.

10. ARCHAEOLOGICAL DIG IN SUDBURY Members were advised that an additional date – Friday 3rd October 2014 has been added to the Sudbury Community

Dig event. It is hoped that this would allow greater participation in the dig by local schools. This would only apply to those test pits located on the Croft and the idea is to give participating schools their ‘own’ pit on the Croft which could be started on the school day and continued over the Saturday/Sunday by the more enthusiastic pupils (all under very close supervision). RECOMMENDED That members approved the additional date for the dig in order to allow schools to take part in the event.

11. RESTORATION OF THE DRINKING FOUNTAIN Councillor John Sayers reported on his plans to restore the drinking fountain adjacent to St Peter’s Church. Mr Sayers advised that the town council would not be required to contribute towards the project as he had already secured funding to cover the cost of the project. Members were advised that a local designer/sculpture has been commissioned to do the work and that his design may be used as part of his entry into the Princes Trust Award. Mr Sayers assured members that the centre piece will be proportionate to the existing structure. RECOMMENDED That members support this project in principle on the condition that the sculpture replicate as close as possible the original design and that Mr Sayers brings the design to the next L&E meeting. That Mr Sayers confirm in writing that no planning permission will be needed to carry out the work and that all work completed is covered by guarantee from the stonemason. That the Council’s insurers are informed of the new sculpture in order to ensure that the Town Council is adequately insured against any liability claims.

12. SUDBURY CARNIVAL Councillor Jack Owen advised members that the Sudbury carnival will take place on Sunday 24th August 2014 as Suffolk County Council would not allow the necessary road closure orders on a Saturday. Representatives from the carnival committee have visited Felixstowe, who run a very successful carnival, and received lots of valuable advice from them. The carnival committee now require people to take up key roles eg. Chairman, Secretary, Treasurer etc. Letters are being sent out to various organisations to gain interest and it is hoped that between 15-20 floats will take part. It is hoped that the route will go through the town centre but if larger lorries are used the route may need to be adjusted to accommodate the larger vehicles. A carnival dance is planned to elect the carnival queen and her princesses. A dance band has offered to perform at the event free of charge and the Town Council will be approached to request the use of Delphi free of charge. RECOMMENDED That Councillor Owen be thanked for his report and anyone willing to fill key roles such as Chairman, Secretary and Treasurer contacts him directly.

13. RELOCATION OF THE HERITAGE CENTRE Members discussed a review of the proposal to move the Heritage display into the Sudbury Library. Members were advised the Museum Trust did not support the proposal to move to the library, but were in favour of extending the display space within the Town Hall. RECOMMENDED That the Town Council supports the original plan to extend the Heritage Museum into the current Meeting Room area.

14. CABIN IN BELLE VUE PARK Members discussed the future management of the Cabin in Belle Vue Park. The Cabin has previously been managed by the Town Council with one paid staff member together with volunteers from local charities. Unfortunately there were difficulties last year in securing enough volunteer staff to run the Cabin.

Members were requested to consider any ideas for managing the Cabin this year.

6. MATTERS PENDING Members discussed the Matters Pending List, a copy of which is shown at minute page 39. RECOMMENDED Item 3 – Mobility Scheme – That another member be elected to work on the scheme with Mr Owen in place of Mr I Pointon due to ill health. That the remainder of the Matters Pending List be NOTED. 7. CYCLE ROUTES IN SUDBURY Mr Lloyd attended the meeting to discuss his proposals for cycle routes in Sudbury. At the November meeting members were asked to visit areas for potential cycle routes previously identified by Mr Lloyd.

Members of the public who were present were invited to comment on the cycle route proposals. Members agreed that cycle routes should be encouraged in as many locations as possible. Currently it was felt that not enough cycle routes are available in Sudbury for children to cycle to schools.

Members commented that no reply had yet been received from SCC following the LTP3 consultation with regard to cycle route provision. Members requested that cycle routes should be incorporated in any new housing developments and also considered that sections of the Gainsborough Trail could be used as cycle routes.

Members considered that a number of the suggestions listed by Mr Lloyd for cycle routes required only a small amount of work in order for them to be used by cycles.

For example the routes from Quay Lane car park to Weavers Lane and to the

Kingfisher Leisure Centre only require a sign stating that cycles are permitted. The path from Alexander Road to Mills Road only requires the stile to be removed in order for cyclists to use this route.

RECOMMENDED That a small committee is convened by Cllr. S Ayres as soon as possible, to include an officer from SCC responsible for cycle route provision, Adam Baker from SCC Most Active County campaign and members from the Cycling Club present at meeting, to discuss a medium term plan for future cycle route provision in Sudbury and that Cllr Ayres reports back to the Highways & Footpaths committee in due course.

That consideration be given to undertaking the smaller projects identified by Mr Lloyd as soon as possible if necessary using S106 money that is still available.

That SCC is consulted about the proposals being put forward and that they are requested to advise the Town Council of any current plans for cycle provision following the LTP3 consultation.

8. POLICE REPORT REGARDING PARKING ON MARKET DAYS Members discussed a police report regarding issues of parking on market days in Sudbury (copy of report shown at minute page 40). a. Parking restriction on south side of Market Hill – members agreed that parking on market days was a problem and recommended that with careful management of the location of stall holders the parking restriction could be removed. RECOMMENDED That SCC Highways be requested to remove the parking restrictions on the south side of Market Hill on market days b. Parking restriction in North Street – members were reluctant to recommend changing the parking restrictions in North Street but agreed that clearer signage was needed. RECOMMENDED That the signage in North Street indicating parking restrictions be improved and if possible incorporated in flower containers being considered by Sudbury in Bloom with agreement from SCC Highways c. Parking restriction outside Argos in North Street – members were reluctant to recommend changing the parking restriction but suggested discussing with Argos the possibility of allowing customer parking at the rear of their store. RECOMMENDED That the police contact Argos directly regarding the possibility of allowing customer parking at the rear of their store 9. LOCAL TRANSPORT PLAN 3 UPDATE Mr Platt updated members regarding the LTP3. He advised that he had contacted Halstead Town Council to suggest working together on plans for a future bypass and other related issues and finding ways in which the two councils can work together to lobby for better traffic arrangements for both towns. Mr Platt informed members that SCC have listened to public opinion following the LTP3 consultation and currently Belle Vue junction was the main priority.

RECOMMENDED That the LTP3 update report be noted 10. CAR PARKING GROUP REPORT Mr Platt advised members that discussions had been held with Mr C Fry from SCC regarding on and off street parking in Sudbury.

The car parking group will be inviting Insp. Crick, Suffolk Police, and Mr S Merry, SCC Highways, to attend a future group meeting to discuss the car parking issues. The public consultation on car parking has now been completed and approx 50% of the questionnaires have been returned. Mr Platt informed members that he had analysed the responses to the questionnaire and forwarded the analysis to SCC. RECOMMENDED That the Car Parking report be noted. The meeting closed at 8pm.

Peter Thorogood Public Relations orr Con? One is never short of copy when the local media follow the party line. Take for example our annual January “scoop”, “New Cinema planned for Sudbury”. That chestnut gets wheeled out with regular monotony in order to keep the townsfolk optimistic. Good one councillors, great news to cheer the gloom of a flooded winter! At the risk, yet again, of sounding boring, what hope is there of any entertainment complex on the Hamilton Road/Bus Park site until a finally cohesive scheme is formulated and approved. Our rulers and their officers have had over ten years to come up with something and to date seemingly nothing has been achieved. Lets cut through the red tape, delegate powers and finance to our own town councillors, and demand they get the job sorted. Or are the far flung councillors of Babergh so arrogant to think the people of Sudbury will be content with the headlines of January 2015 still peddling the same seasonal fairy tale?

Now not even Hans Christian Anderson could have come up with the latest fantasy. You’ve all read it “Warehouse set to Create 500 new Jobs”.

Our Babergh planners, ever eager to desecrate our countryside in the interests of profit, and to my mind, against the wishes of the majority of their electorate, gave permission for a massive unsightly warehouse development at Chilton.

The answer when qestioned “How could we endanger the possibility of 500 jobs?” Now, believe it or not, they have successfully peddled this fallacy to the media. Just one visit to any such development (take Amazon as a model) would have proved that such warehousing would probably provide forty jobs at the most. Sudbury Town Council raised objections as did our civic societies, Chilton Parish Council and residents, and all were brushed aside.

And finally just when you promise yourself that in the interests of a healthy blood pressure one stops being “Mr. Angry of North Street” we have another utterance from a so called public servant that puts their wisdom in doubt. It has now been fan fared that our long awaited health centre is on target. At last, some great news for the town. However, how about the statement of Dr. Ed Garratt of the West Suffolk Clinical Commissioning Group (whatever that group is - it sounds expensive!). And I quote “Given the economic climate, Sudbury should consider itself lucky to be getting a £10 million health centre”.

Until recently Sudbury was graced with two hospitals, one of which was largely funded by the townspeople, and the site of Peoples Park, owned by our own Common Lands Trust.

The two hospitals will be closed and sold off for development, and Peoples Park will also be the subject of a massive housing development. The later could possibly have been re-purchased for the common good until our planners gave the Health Authority the necessary planning permission, thus trebling its value. No Doctor Ed, we are not lucky.

Your colleagues in the Public Sector have taken our Town’s assets and are disposing of the same for profit whilst we are given, in return, a clinic. No matter how fine and modern it is, the cost to our community with the loss of hospital bed facilities and Peoples Park cannot be measured in money alone whilst the only body that has profited appears to have been the Health Trust itself. Oh well, that lot is sure to get an angry response, my email is below!

Sudbury Mayor’s Report Hello to you all.

I hope you are well and not too wet.

My thoughts and prayers go out to those people whose homes are flooded and also those who live in fear of the rising waters. I hope that things soon improve for them.

The Town Council’s Community Wardens continue to work in the town on various issues such as litter, dog fouling and other anti social behaviour. They will be co-ordinating a number of community litter picks this year and if you wish to get involved please contact the Town Hall.

The Town Council also continues to work with Babergh to retain the 3 hour free parking and the recent survey undertaken with some residents in Sudbury to establish your views on Parking Permits is currently being analysed.

The Town Council’s Annual meeting is being held at the Town Hall on the 27th March from 7.00 pm until 9.00 pm. The first part of the meeting will give you the opportunity to talk to Councillors and view various displays that are relevant to events and planned projects in Sudbury. Please feel free to come along.

The next meeting of the Safer Neighbourhood will be on the 20th March at the Stevenson Centre in Cornard at 6.00 pm. This meeting gives you the opportunity to raise any concerns you may have with our local police.

On the 23rd January I was privileged to officially open the new location of the PHD Chiropractic in Gainsborough Street. It was a lovely evening and on behalf of the Town Council we wish them every success.

On the 29th January I was honoured to present the Poppy Appeal Awards to people who have given many, many years of their time and devotion to collecting for the Poppy Appeal fund. It was a lovely and happy evening that Jan and I really enjoyed. Well done to you all.

On the 7th February Jan and I attended a Charity Dinner at Stowmarket. It was a bit of a scary drive there as many of the roads were flooded but, with Jan as my back-seat driver, we arrived safely.

On the 9th February Jan and I joined forces with the BATs group, the Community Wardens, some residents and some other councillors to replant trees near Clermont Avenue that had died or been vandalised. Letters were sent to local residents informing them of the event and also asking for their support. The trees were donated by the Woodland Trust and the developer provided the tree guards and stakes. One of the residents who helped has offered to ‘keep an eye’ on the young trees with the hope of preventing vandalism. It looks really nice so let us hope that these trees will grow and provide a nice environment for all the residents.

The 12th February saw me giving a talk to the Sudbury Visually Impaired club at their coffee morning. I have never talked for so long before so I do hope that they found it interesting. If you would like to find out about your local Visually Impaired club they have a website at www.sudburyvips.co.uk Saturday 15th February I was dancing the night away during my Mayors Valentine Ball. It was truly a wonderful evening and I thank all those who organised the event and those who joined me for the evening. I would also like to thank those who gave a financial contribution towards my charities.

The Sudbury Festival of Performing Arts is currently taking place. It is in three sections, Dance, Music and Speech and Drama. Programmes are available from the library. It really is worth a visit as the standard of the performers is very high. I also fully recommend that you attend the Festival Concert on the 23rd March at the Ormiston Academy at 3.00pm. It is extremely entertaining and well worth attending.

Also I know that I mentioned this in my last article but it is well worth a second mention. Gainsborough House currently has on show the Brewer’s Map of Sudbury 1714. This is truly a splendid map which was hand drawn on vellum, using iron gall ink and various shades of watercolour. The map was created to show the extent of Sudbury’s common pastures. It was recently restored with contributions from Lord Andrew Phillip’s Trust and Gainsborough House.

This is a significant part of Sudbury’s history and many thanks to both Andrew and Gainsborough House for making this possible. I strongly recommend that you go and see this map as well as the other splendid exhibitions currently on show. Well done Mark and your team.

At the County Conference in January our Chairman Stuart Hume accepted the Small Branch Efficiency Trophy and Standard from the County President Bill Rimmer. This is awarded annually to the branch who is adjudged to have been active in the Community in respect of Welfare and all activities within and outside of the branch. This years programme looks busier than ever as we approach the 100th anniversary of the first shot fired in WW1 which was on 4th August 1914. The weekend of 2nd and 3rd August will be commemorating the 100 years and to this end there will be a Service of Commemoration on Sunday 3rd August at both St Andrews Church Gt Cornard at 10.00 a.m. and at St Gregory’s Church Sudbury at 3.00 p.m. The Sudbury Service will be a Civic Service and we are reminded to be seated by 2.45 p.m. to allow for the entry of the Mayor and Councillors. Both Services will be followed by Wreath Laying at the British Memorials.

Open Nights are when we have a Speaker and anyone is invited to attend.

The dates are 8th April, 10th June and 9th September and are held as are all our meetings at the Conservative Club New Street Sudbury. If you would like to attend please give me a ring or turn up on the night for a 7.30 p.m. start.

Armed Forces Day is now a regular Event in Sudbury and this year’s Parade of Veterans will start at the bottom of the Market Hill at 11.00 a.m. to finish in front of the Town Hall on Saturday 28th June. The Parade will be led by members of the Colchester Pipes and Drums Band. The Mayors welcome speech will be followed by a short Service given by Rev.Canon Gregory Webb.

To commemorate the centenary of the First World War there will be a display in Sudbury Library from 28th July – 9th August arranged by two of our members Shirley Smith and Alan Brockbank. The display will give an insight into the impact of the war on Sudbury and about some of the men who lost their lives. The book ‘No Glorious Dead, the impact of war on Sudbury, a Suffolk Market Town’ written by Valerie Herbert and Shirley Smith is available from Sudbury Tourist Information Centre and Kestral Bookshop priced ÂŁ9.95, all proceeds to Sudbury Royal British Legion and Sudbury Heritage Museum.

Cut in Solar Feed-in Tariff now confirmed It has now been confirmed that the UK Government’s Feed-in Tariff for Solar PV systems will be reduced with effect from the 1st April 2014. The tariff is being reduced by just over 0.5p, meaning that the Solar industry as a whole will now get incredibly busy for the next few weeks, as people look to maximise their potential returns and get their systems installed and registered before the cut-off date of March 31st.

It is widely predicted that the wholesale price of electricity will double in the next decade, so inevitably there will come a time when it is cheaper to invest in equipment for your home that generates a good proportion of your energy, than it will be to pay your energy provider for all the power you need. We are now seeing this situation arise in countries like Spain, where there is no Feed-in Tariff, but still the demand for energy-producing systems such as Solar PV has drastically increased.

The Feed-in Tariff gets reduced periodically, depending on how many Solar systems have been installed in the UK. It is purely an incentive to attract people to ‘go green’ and help the Government reach their targets for reducing the UK’s Carbon emissions, it therefore won’t be around for ever, and will

continue to reduce over time. So whilst the facility is there to have your system pay for itself over time, and to then go on to make you a very good return that far outperforms those being offered by most financial products, why not make full use of it?

ABOUT FEED-IN TARIFFS Feed-In Tariffs were introduced on the 1st April 2010 and replaced UK government grants as the main financial incentive to encourage uptake of renewable electricity-generating technologies. The UK Government's Department for Energy and Climate Change (DECC) makes the key decisions on FITs in terms of government policy. The energy regulator Ofgem administers the scheme. Your energy supplier will make the FITs payments to you. The large energy suppliers are required by law to provide them; smaller suppliers are not, but many have opted to offer them anyway.

For you to qualify for the Feed-in Tariff, the installer and the products you use must both be certified under the Microgeneration Certification Scheme (MCS).

The tariffs you receive depend on both the eligibility date and, for solar PV, your property’s Energy Performance Certificate (EPC) rating.

If you are eligible to receive the Feed-in Tariff you will benefit in three ways: ● Generation tariff: your energy supplier will pay you a set rate for each unit (or kWh) of electricity you generate. Once your system has been registered, the tariff levels are guaranteed for the period of the tariff (up to 20 years) and are index-linked, so the amount of money you will receive each year from the Feed-in Tariff actually increases. ● Export tariff: you will get a further 4.64p/kWh from your energy supplier for each unit you export back to the electricity grid, so you can sell any electricity you generate but don't use yourself. This rate is the same for all technologies.

At some stage smart meters will be installed to measure what you export, but until then it is estimated as being 50% of the electricity you generate. ● Energy bill savings: you will be making savings on your electricity bills because generating electricity to power your home and appliances means you don’t have to buy as much electricity from your energy supplier. The amount you save will vary depending how much of the electricity you use on site.

For more information visit www.betterbroadbandsuffolk.com Schools on track to receive over £10million extra government funding thanks to parents claiming free school meals However, schools could potentially receive an additional £2 million if every parent of children eligible for free school meals claimed them. There are currently 1,808 parents missing out on this opportunity.

Under the Government's 'pupil premium' scheme, schools can get £900 of extra funding for every eligible child. Children are eligible if their parents are in receipt of certain benefits, or if they are entitled to free school meals. The pupil premium can be used to increase teaching capacity and improve learning.

At the start of 2013 there were some 5,100 young people in Suffolk who were entitled to free school meals but not claiming them. This was twice the national average and led to Suffolk County Council launching a campaign to increase take up. A number of initiatives were launched with schools to try to drive down this number to ensure Suffolk children benefit from the funding.

Suffolk County Council encouraged school governors and leaders to support and drive registration. The process of applying has been simplified and made much more discreet for both parents and pupils.

Now, nearly a year on, under registration has been cut to around 13% - just above the national average. This is a vast improvement and shows progress is being made.

Back to work scheme receives £65k A scheme helping unemployed people in east Suffolk return to work is hoped to be up and running by April after £65,000 in start-up funding was awarded to the project. The East Suffolk Partnership (ESP) made the contribution to the Work Club programme to help job seekers across the region develop the skills and confidence to find employment. Partnership chairman, Suffolk Coastal District Council leader Ray Herring, said the scheme was likely to help about 300 people back into work and would be targeted at areas where there was most need.

The Suffolk Constabulary Male Voice Choir is pleased to once again present a concert in aid of a local charity, at St John the Baptist Church, Cauldwell Hall Road, Ipswich. The choir is delighted that St Edmundsbury Male Voice Choir will be their guests on what will be a wonderful evening of male voice singing. The concert commences at 7.30pm. The charity to benefit from the proceeds on this occasion will be the Suffolk Family Carers ‘8 Days A Week Appeal’. This appeal has been launched to raise over £500,000 to buy a mobile family carers centre. This vehicle will tour the more rural and isolated areas of the county, reaching many of Suffolk’s hidden Family Carers and providing a place where Family Carers can be listened to and supported. It will also provide a space to deliver health and well-being activities.

Sudbury Rowing Club Sudbury Rowing club was started in 1873 when it was known as the Stour boat club. Sudbury Rowing Club is situated five minutes from the centre of Sudbury on the Suffolk side of the River Stour, in the middle of scenic Constable country. Rowing and sculling take place on a 1500m stretch of water between a weir at one end of the river and a low bridge with shallow water at the other. The club is active the whole year round, concentrating on competing in side by side racing action in regatta events in the summer, including the Sudbury regatta held in august, this involves crews competing in competitive racing which will be familiar to those who saw the rowing in the Olympics. In the Winter longer time trial events take over, with the club competing in events such as the prestigious ‘Head of the River’ race on the Thames which sees clubs from all over the country competing for a place among the best clubs GB has to offer.

In the last year Sudbury have competed at the ‘Fours Head’ on the Thames and achieved a club best position of 211th out of over 450 crews which included the top clubs in the country, with a strong new crew who are currently preparing for the summer regatta season where they can prove themselves.

2013 was also the year where the clubs only Adaptive rower Sophie Brown won at Women's Henley where she received her medal from olympic champion Katherine Grainger, as well as winning at British Championships, doing herself and the club proud. Achieving a club record of 52 victories in the 2013 regatta season the club looks ahead to a good summer of racing in 2014.

The next event takes the club to Norwich within the coming weeks as winter training continues and preparations for the summer regatta season are made by competing crews.

Who am I to judge?

By ex-punk rocker Andrew Stewart-Darling, Senior Pastor, Stour Valley Vineyard Church Herbie Hancock recalls a great story about the jazz musician Miles Davis. He says, “We had the audience in the palm of our hands. And right as everything was really peaking and Miles was soloing, I played a chord and it was completely wrong.

“Miles took a breath and then played some notes, and the notes made my chord right. … Somehow, what he chose to play fit my chord to the structure of the music. … What I learned is that Miles didn’t hear the chord as being wrong. He just heard it as something new that happened. So, he didn’t judge it. I learned the importance of being non-judgmental, taking what happens and trying to make it work … And it can lead you to other ideas, to something maybe you hadn’t expressed before.”

When we fail to meet someone’s expectations, we tend to react badly. As relational beings, we are naturally sensitive to any form of personal criticism.

And it is not always what is said. It can be merely the inference or the body language itself. But what if someone fails us, maybe a spouse, parent, friend, politician, doctor or teacher? What’s our reaction?

Stour Valley Vineyard Church has the privilege of operating Storehouse Foodbank, an emergency service that covers Sudbury and the surrounding areas. It is important that our clients know they won't be judged when they have mustered up the courage to step through our front doors. We want them to know that we give without any moral judgment.

People, like Herbie Hancock, know when they have got it wrong. They don't need someone else to further highlight their shortcomings. Instead, they need to experience kindness and generosity. In the Christian faith, we call this ‘grace’, which roughly translates as undeserved, or unmerited, favour. The problem is if we have not experienced divine grace, it is hard to serve it up out of our own experiences, not least if we have been judged by others.

As someone who enjoys having a prayerful relationship with God, I am brought to my knees in gratitude when I remember that my own failures won't ultimately count against me. The fact that I can be forgiven and loved by someone much greater than me gives me the courage to be hopeful for myself and others.

The words of Jesus challenge me to judge the condition of my own life, not others. They also show me to have mercy as I have experienced God’s mercy.

I can screw it up big time. Yet, I know that I always have a way back.

When Jesus saw the crowd were about to stone a woman who had been caught in adultery he chose not to judge her. Instead, he turned on the religious intelligentsia. He told them, “Let the one without sin throw the first stone.” Not, perhaps, unsurprisingly the crowd started to drift off. Jesus chose not to condemn the woman. However, he did gently challenge her to sort out her life, her relationships and start afresh.

When people come for prayer at our church, they might or might not believe in God. They might be in unhealthy relationships or in situations that have got the better of them. That’s okay. For those who need the Storehouse Foodbank, they come as our equal. We need each other to become better and closer to God!” As there are no irredeemable bum jazz notes for Miles Davis, so there is nothing God can't redeem in us. I believe good can come from everything if we are willing to bear with one another’s weaknesses.

Newton Seniors Pass £1,000 Charity Mark Charity fund raising for the men’s senior section at Newton Green Golf Club passed the four figure sum for the first time during the last year.

Section retiring captain Bill Havers handed a cheque for £1,030 to Abbi Lang of East Anglia’s Children’s Hospices (EACH) at the annual meeting.

The sum was on top of £278 raised in a one-off gesture during the year for victims of the Philippines hurricane disaster.

It was reported half the club’s senior matches against other clubs had been won, and 53 of the section’s 75 members had played in the weekly summer Tuesday Stableford competition. To enable seniors to achieve more realistic handicaps, it was decided all games in the Thursday Ken Brown Trophy would be played off competition white tees.

Mike Norton was elected captain for the coming year and he will be supporting as his charity Canine Partners, which trains dogs for disabled people.

With the improving weather its time to prepare for the oncoming season and as usual this is a stressful period for the groundsman hoping all the work at the end of last season has been successful. As with most clubs, memberships are in decline and we would welcome any one to come along. I hope many of you watched the World Bowls on television and could appreciate the skill plus luck of the bowlers but also to note that the ladies are equal in all respect! But also showing it’s NOT a sport just for the elderly. Congratulation to Kathryn Rednal who is only 18, winning the ladies final, coached by her father who is an England player, often seen playing at the Felix Bowls Club.

Seaside clubs seem to do well as many holiday makers try their hand at the sport whilst enjoying a break and although they enjoy it, once home they do not pursue the sport, which is a shame as it is a very family orientated activity, for the young or old. It is also a cheap sport.

Our opening day is on 12th April 2.00pm why not come and give it a try.

Our green will open in April and thereafter every Tuesday is club night which is a good night to experience the game and get some instruction.
