Sudbury Library to become Babergh’s new access point

Babergh District Council, in partnership with Suffolk Libraries, has announced its customer access point will move to Sudbury Library, providing digital support and face to face services.

From April this year, the council’s customer access point will relocate to Sudbury Library, situated on Market Hill in the town centre.

Residents who have difficulty accessing council services online or over the phone will continue to be catered for by the new offer, co-designed with Suffolk Libraries. Council staff will be available for face-to-face visits, two full days a week, every week - ensuring customers receive the help they need at an accessible, central, location.

Library staff will offer support throughout the week, signposting to further information or helping customers with urgent council enquiries, through a variety of channels including phone calls, virtual appointments, and tablet and laptop devices.

Staff will also help customers who wish to develop their digital skills – putting council information and services at their fingertips 24/7 – while also connecting them with other library services and groups.

The move reflects the increasing numbers of people choosing to contact the council digitally. Discussions are now underway with the existing Sudbury Town Council Advice Centre staff over transferring to the new service.

By building on Babergh’s existing partnership with Suffolk Libraries, with their pop-up style customer access points in Hadleigh and Shotley, the council can continue to deliver face-to-face services, and better value for money for Babergh taxpayers. continued page 3

As a result of announcing my Locality Budget last month I have been inundated with enquiries, so hopefully I have been able to help several groups out, and apologise to those that I was unable to, I’m afraid it’s nearly all gone and as I will not be standing in the upcoming County Council election on May 6, I will not be in a position to help deserving groups out.

I’m afraid we were unable at this stage to turn around the decisions on car park charging, the Belle Vue House sale or the moving of the Advice Centre, but we will not give up, you will probably have read that a young member of our community went that extra mile to get 1,662 signatures with nearly all those who signed the petition opposing all 3 items, unfortunately the petition was not acceptable to the District because it did not have everyone’s full addresses on, but the Council cannot eliminate those who opposed by refusing to accept the will of the community, and given more time and not being in a National lock down, who knows what could have been achieved.

You can gather by my report that there still is not much going on from a mayoral point of view, but things are what they are, who knows I may be run off my feet in the last couple of months, but I’m not holding my breath.

If you shop at Sainsbury’s in Cornard Road (or reside in the Newton Croft area) you may have noticed an area of woodland behind the store. This is two and a half acres of 90% self seeded sycamore on the site of a disused chalk pit. Two years ago Eden Rose Coppice Trust, a Sudbury based conservation charity (on Facebook) took ownership of this much neglected woodland and have engaged in two cycles of planting of 900 trees including oak, rowan, field maple, hornebeam, silver birch, hazel and aspen as well as numerous woodland shrubs. This woodland needs substantial regeneration as it is a predominant monoculture of ivy choked sycamore.

These new trees were paid for by donations from Sudbury residents with the support of Ernest Doe and Perrywood of Sudbury. A big thankyou also to Councillor Jack Owen for a generous grant from his locality fund.

The objective of Eden Rose is to support those with life shortening illnesses, those with dementia and vulnerable adults including those with learning difficulties and Graham drinking mental health challenges. We do this is a tea - typical variety of ways in woodland settings. This conservation work is our third site.

Active Suffolk support 300 local women to participate in online physical activity

Active Suffolk reacted quickly to news of a rapid decline in female participation in sport and physical activity due to the pandemic, by launching an online event which saw 302 local women participating in activity.

The virtual event led by the This Girl Can Suffolk team was arranged following reports published by Sport England which suggested that in the 7 months following the first lockdown, the number of women doing 30 minutes of physical activity five days per week or more had fallen by a staggering 12%, with only 23% of women across the UK now participating in this level of exercise.

Laura Beale, Marketing Executive at Active Suffolk said: “This Girl Can is a Sport England initiative and at Active Suffolk, we lead on the campaign locally where we share the mission to inspire, motivate and support local women and girls to participate sport and physical activity, regardless of size, age, shape and ability.

Our virtual event was the first of its kind in Suffolk and it could not have come at a better time following the announcement of our third national lockdown.”

Enduring Powers of Attorney – do they last?

The other day, I was asked by clients whether their enduring powers of attorney (‘EPAs’) still worked. Their EPAs were made on 30 September 2007, just one day before EPAs were replaced by lasting powers of attorney (‘LPAs’). Maybe the clients’ solicitors were using up old forms, but giving poor advice because LPAs were introduced on 1 October 2007 at the same time as the new Mental Health Act became effective with major changes for powers of attorney.

EPAs do still work - but there are several buts. EPA attorneys will have been appointed at least thirteen years ago. Are they still alive, hale and hearty and able to perform their jobs as attorneys? Do the donor and the attorneys still have the same good relationship? Have any of the parties moved away or gone abroad to live? Is anybody just too ancient? Would it be helpful to have at least one attorney who was internet savvy?

The law governing EPAs requires the attorney to start the registration process by applying to the Court of Protection only when he has reason to believe that the donor is or is becoming mentally incapable. The attorney is then required to register the EPA and give notice to at least three people from ten categories of relatives in a prescribed form.

If it is thought that giving this notice to any relative would be particularly upsetting or undesirable an application can be made to the Court to exclude this requirement. There follow various grounds for objection to the registration application (including the validity or otherwise of the EPA and an objection that the application is premature because the donor is not yet becoming mentally unstable).

The exercise of registering the EPA is likely to cost significantly more than the cost of signing and registering an LPA now, and the process will lack the certainty (and speed of implementation) achieved with an LPA. The time which it takes to register a power of attorney has become an important issue, mainly because of the pandemic and resultant lockdowns.

Registration applications, which are now made to the Office of the Public Guardian (‘OPG’), have been taking three months or more, although there have been signs recently that this has been improved.

In present circumstances, any undue delay can be critical when coupled with the threat of Covid 19 and the associated difficulties of access to the elderly and care homes and the ever changing menu of lockdown restrictions.

In this climate, an important factor has emerged, which concerns any couples owning their home jointly on an ‘in common’ basis. Our very strong advice is that they must sign LPAs. The reason? If either lost mental capacity without an LPA in place, a lengthy and expensive application would need to be made to the Court of Protection for appointment of a guardian to enable the downsizing of the family home.

Back to EPAs, they can work, but their use and effectiveness is far outweighed by LPAs. We register LPAs as soon as they have been signed so that they can be used at any time without the need for a check on the donor’s mental condition (and any stigma associated with that).

LPAs have the added advantage that there are two types, one dealing with the donor’s property and assets, and the other with a new responsibility, the donor’s health and care. We charge £250 for each type of LPA and the OPG charges a fee of £82 for each registration. There is no VAT on any of the fees.

Our work includes the preparation of the LPA, arranging for it be signed and witnessed by the donor and each attorney and giving a formal certificate as to the donor’s understanding of the document. Our fee also includes making the application to the OPG and dealing with any matters raised by their office.

Green light for new taxi fares Babergh has approved new taxi fares today, following wider consultation with cabbies, which will see the basic day time rate increase by 20p.

Babergh District Council’s Cabinet has today approved a new table of fares for Hackney carriages, which will come into effect from 5 April 2021.

The basic rate for day time fares will increase by 20p from £3.00 to £3.20.

Night rates will start at £4.80, and apply between 11pm and 7am instead of between midnight and 6am.

An additional table of fares with higher starting rates has also been created for larger vehicles. However, drivers can choose to charge less than the maximum fare set by the council, if desired.

The revised fares follow wider consultation with the trade, after original proposals were delegated back to licencing for further review in July last year. The new plans were approved by Babergh Licensing and Regulatory Committee on 11 December.

The fares will now be reviewed on a three yearly basis, in line with recommended Government best practice. This also ensures the rates are in line with the current economic climate.

Future green initiatives for taxis will also be explored as part of Babergh and Mid Suffolk’s climate change ambitions and EV Strategy.

Rotary Round-up At one of Sudbury Rotary’s February meetings, Stephen Hill gave us more details on how to avoid on-line fraud and described how careful we should all be not to be trapped into giving personal information on line, giving valuable advice and information of how to deal with such threats.

On 15 February, Club members agreed to hold a ‘frugal lunch’ and make a donation reflecting the cost of a ‘normal lunch’ to the charity ‘Mary’s Meals’ which provides food and support across many countries of the world where children are in need. In 2019, having heard more about the work which this charity does, members had promised to hold a fund-raising event to support them; lock-down has made such an event difficult, but Sudbury Rotary was determined to honour their promise to try to support some of the million poor children the world.

Looking even further afield, the Club is now linking with meetings of a Rotary Club in Sudbury, Ontario and several members will ‘join’ them on-line to take part in discussions as varied as ‘The power of education: Indigenous rights, resistance and resilience’, on 22 February, ‘Climate Reality in 2021’ on 22 March and on 12 April ‘Supporting Humanitarian Work in Nicaragua through a Canadian Coast to Coast Virtual Bike Ride (7,176 km)’. Sudbury UK will join the Canadian club at 5.00 p.m. British time.

The club has been investigating alternatives ways of raising funds to support local charities and is looking at the possibility of a virtual duck race or a ‘Pooches on parade’ dog show event. More details will be available in due course. We are also looking forward to being able to resume our face-to-face lunch time meetings, and are planning to extend invitations for potential Rotarians to come along to more informal get-togethers and discuss possible projects to benefit our community.

Porch Project receive £15,000 funding from Suffolk Freemasons The Porch Project’s aim is to provide a quality youth work so that the young people of Hadleigh, Great Cornard and the surrounding areas have the opportunity to achieve their full potential in life. The charity works with disadvantaged young people in the community to create opportunities to educate, inform and support. The project runs evening drop in sessions each week to provide a regular, safe and supervised place for young people to meet and socialise. It also offers small group learning programmes which aim to build emotional resilience and intelligence. The charity helps young people to develop wider opportunities, responsibilities and experiences and address the challenges of growing up.

“We are currently supporting around 30 young people a week with 1-2-1 coaching in a virtual capacity, around 100 people and their families have registered with our personal hygiene scheme and receive monthly packs free of charge and we have also continued to support our hard to reach and most vulnerable young people through outreach in both Hadleigh and Cornard. As expected, these numbers are slightly less in comparison to our usual figures, however considering the current climate, we are thrilled to still be engaging with so many through our adapted services. Without funding such as the Suffolk Freemasons grant, this just would not be possible and we would like to send our sincere thanks to everyone who has made this possible and has enabled our work to continue”.

County’s charities call for more volunteers in bid to help Suffolk families survive and thrive

SUFFOLK charities are collectively calling for more volunteers to play a vital role in keeping the county’s residents connected, supported and healthy, as the third lockdown extends toward March.

Organisations throughout the region have seen an unprecedented pull on their services since the pandemic began, and this month has seen another surge in requirement to fill crucial volunteer vacancies.

Dozens of adults are needed for such roles as mentors, NHS responders, family befrienders, community co-ordinators, hospice volunteers, and trustees.

Community Action Suffolk, a body which supports the voluntary sector, believes the county’s volunteers are the vital contribution in helping ensure fewer families and individuals suffer isolation, mental health difficulties or loneliness in this latest wave of the Covid crisis.

Janet Perry, Volunteering Development Officer for CAS, said: “We already know that voluntary organisations throughout Suffolk have seen an incredible increase in demand on their services throughout the pandemic, and yet at the same time, many who may have previously been regular volunteers are perhaps having to shield or are unable to give their time in the way they once were.

“It’s therefore vital we can find a new army of volunteer heroes who can contribute in so many positive ways to how our county’s residents are supported.

“The pressures on families are immense, as is the level of anxiety, often coupled with being isolated, so volunteers help provide the friendship and the additional support which is key to maintaining wellbeing.”

A YouGov poll released toward the end of last year confirmed there had been a decline in people’s ability to cope with the stress of the pandemic, from 72% to 63% (from April to November). Simone Black, from Your Own Place, said: “We are in our third year of running a mentoring project at HMP Warren Hill, thanks to funding from Vestey Holdings. The aim of the project is for the volunteers to support residents using our positive and restorative approaches, taught during our two-day training course, to reduce homelessness and reoffending.

“The project has an amazing effect on both mentors and mentees.”

In a bid to help more people take their first steps into volunteering, Community Action Suffolk is staging an online course referred to as the East Suffolk Volunteer Passport.

We have worked with 13 universities & colleges to get trainee counsellors on board at JustTalk2019 and in January we were delighted to hear that we have received an award from the GHP in their Social Care Awards for 2021. The award has been given for ‘The most dedicated counselling and psychotherapy service in the South of England’. This is great news for my team and shows the care they have been able to provide to those who may not have had access to help and support before.

Although our offices are currently closed we are able to offer telephone and on-line counselling to any who need it – wherever and whenever they need it. Because we work with trainee counsellors (who are fully supervised and supported at all times) we are able to offer affordable counselling (from as little as £5-£10 per hour depending on your level of income) with very short waiting times.

Community is extremely important to us, we are making a positive difference in the lives of the many people that use our affordable services.

Suffolk County Council Budget The Suffolk County Council Budget has now been presented to Scrutiny and to Cabinet, and was presented to Full Council on February 11th. Key points include: • This year’s budget strategy focuses on responding to COVID-19, delivering transformation savings, making use of the risk reserve for this year only to deal with one-off pressures, and looking ahead while continuing to adapt.

• The net expenditure budget is £597.877m.

• Basic council tax will be raised by 1.99%, the maximum amount allowable without a referendum.

• The Social Care Precept will be raised by 2%, rather than the full 3% allowed.

• £16.702m from risk reserves will be used to balance the budget.

2020 might be a year many will want to forget and none more so than the museum community and in particular the smaller ones.

At Bentwaters Cold War Museum located at the former American air base near Rendlesham just north of Woodbridge, the doors have been closed to the public since the end of the 2019 season.

The museum is housed in the original United States Air Force Command Post, a large bunker with three foot thick walls, narrow corridors and a single entrance and not designed with the problems of access during a pandemic!

Not only was the museum unable to receive visitors, but the support organisation, the Bentwaters Aviation Society which is normally a vibrant group, had to cancel all meetings and events. Everything came to a standstill.

But not to be defeated the society and museum came up with some ideas to help get through lockdowns and restrictions. There have been regular updates to society members with information and entertainment.

Facebook and website updates for the public. A photo shoot with limited numbers outside with social distancing in the summer proved very popular and an online photo competition for the members at Christmas attracted a good number, including American veterans from across the pond!

The encouragement and kindness of those who support the museum has been tremendous and very much appreciated by the volunteers who work to keep it maintained and ready to reopen as soon as permitted.

The biggest challenge has been funding with little income received in 2020. The chairman and museum manager, Graham Haynes said “2020 was a challenging year for us all but with the dedication of our amazing staff, we still managed to complete a few projects and survive the year.

Hopefully the spring will bring the opportunity to open our doors again and we look forward to welcoming you all to see what we have been up to. There has been a great deal of work going on in the background, so I want to thank the volunteers for all that they have been doing, both at the museum prior to lockdown and from home when they couldn’t get in. I sincerely hope you all stay safe and well and we look forward to seeing you at Bentwaters, as soon as we are able to do so.”

Like many other museums the difficulties are having a real effect and at Bentwaters there has been a great deal of thought put into how the museum might reopen. An online booking system, controlled entrance and exit, limiting numbers, more ventilation are all under consideration, but it all means more expense and reduced income. A funding programme is soon to be launched to give supporters an opportunity to help where it is needed.

Above all else though the museum is determined to open and share the history of the twin bases of Bentwaters and Woodbridge. And in this year that history has a significant milestone as we commemorate the arrival of the Americans in 1951 and the huge impact they had on this part of Suffolk.

We’ve had a lot of issues receiving our post recently and haven’t seen our usual postie around in a little while. I know that a couple of Christmas cards I sent in December still haven’t been received. And some of my neighbours who are shielding, and completely reliant on shopping online, have had some of their deliveries delayed too. Is there anything I can do?

You’re not alone, we know posties are currently working very hard, but we’ve seen a huge increase in the number of people coming to us for advice about post and parcel issues.

Letters If you haven’t received any letters in your post, think about if there’s anything you were expecting like bills that might be due soon. If you’re missing a bill you could check your account online to see how else, you could pay. Lots of businesses offer online chat, email and phone to contact them.

If you’re worried about missing letters about any benefits you receive you can contact the Department for Work and Pensions on the number given on any previous letters you’ve had. If you have questions about Universal Credit and don’t have a digital account, you can call the Universal Credit helpline on 0800 328 5644 You can check Royal Mail’s website at royalmail.com for updates on areas which may be experiencing delays.

Parcels If you bought something from a business to be delivered, it’s the seller’s responsibility to make sure the item is delivered to you.

If the seller used a courier, they should chase the courier to find out what’s happened to your order - it’s not your responsibility.

Check the delivery address you gave the seller. Then contact them and ask where your order is.

If the seller claims they’ve delivered it or don’t know where it is, you can ask for a redelivery. You might be able to get a refund in some circumstances where the delivery time was essential, and you let the trader know ahead of time.
