Day trips for the Town’s elderly and vulnerable Elderly and vulnerable people in and around Sudbury are being offered a rare opportunity to enjoy day trips thanks to a local community transport group. Go START – which runs a range of wide reaching community transport services in and around the Sudbury area – have arranged a programme of summer trips which are available to members of its vital dial-a-ride scheme and to those living in local residential care homes. The days out include visits to the Corncraft visitors centre in Monks Eleigh and the Tiptree Jam Museum, a trip for fish and chips at the seaside in Felixstowe and shopping excursions to Morrisons and Buy Right in Hadleigh.

Go START founder John Phillips said: “Many of these people do not have the opportunity to get out and about as much as they would like, so we organise a programme of summer trips every year. We try to make the trips as varied as possible so that there is plenty for people to choose from. Activities like these trips are just a part of what Go START offers to ensure all members of our community have access to transport they need to allow them to have a good quality of life without being left lonely or isolated.” The trips will be offered on a first come, first served basis and each trip can cater for a maximum of 12 people.

Dog owners face fines of up to £1,000 for fouling breaches Irresponsible dog owners are being warned they could face fines of up to £1,000 if they do not clear up after their pet’s fouling in the street.

Community wardens in Sudbury have issued the warning after being left frustrated by a particularly bad spate in dog fouling in the Suffolk Road area of the town. Wardens are currently investigating the incidents in the Suffolk Road area and will soon be issuing fixed penalty notices of ÂŁ50.00 to those responsible. However, persistent offenders and those who fail to pay the fixed penalty notices will be taken to court where they can be fined up to the maximum of ÂŁ1,000.

Community wardens in Sudbury were recently handed extended powers as part of the Community Safety Accreditation Scheme, which is being led by the Suffolk Constabulary in its battle to tackle low level crime and anti-social behaviour. The new powers allow the town’s community wardens to issue fixed penalty notices for a number of low level offences, including for littering, dog fouling, fly posting and cycling on footpaths.

Town clerk Sue Brotherwood said: “We are very concerned about the amount of dog fouling being seen in the town at the moment, the situation is very bad in the Suffolk Road area, which is very sad. Failing to clear up after your dog is simply irresponsible and very unpleasant. The wardens do have these new powers and will not hesitate to use them. I feel I must warn irresponsible dog owners that if they fail to pay any fixed penalty notice they receive they can be summons to the Magistrates’ Court where they can face a fine of up to ÂŁ1,000. “We are determined to stamp out this very unpleasant issue and we appeal to members of the public to get in touch with us if they know of any dog owners who allow their pet to foul in the street without cleaning it up.â€? The accreditation scheme is part of Suffolk Constabulary’s commitment to work in partnership with other organisations and to increase its strength within local communities.

This works hand in hand with ‘Safer Neighbourhood‘ policing to provide solutions tailored to the needs of individual communities.

Dancers celebrate move to purpose built new home More than 50 ballet and tap dancers of all ages have enjoyed practicing their moves in their state-of-the-art new home. For the past 14 years the Quay School of Theatre Dance, which has 400 members, has been based at Sudbury’s Quay Theatre. However, Young members if the Quay School of Theatre the dance school has now moved its Dance going through their tap routines at its new home at the MEL Group Stadium home to the modern purpose built Laurence Walter Suite at Sudbury’s MEL Group Stadium.

Around 15 children aged between five and six recently took part in a tap dancing lesson before 35 of the older members performed a number of ballet moves. Marie Morris, the dance school’s proprietor, said: “Over the past 14 years the school has grown and grown and the time has come for us to move to more suitable premises. The Laurence Walter Suite has a purpose built dance floor and is equipped with wall mirrors and a ballet barre, which is perfect for what we need. We are celebrating the move to our wonderful new home by holding a number of sessions there this week.� The Quay School of Theatre Dance, which also has a satellite branch in Ixworth, meets on Tuesdays, Wednesdays, Thursdays, Fridays and Saturdays. The school teaches tap, ballet, modern and street dance for children and tap for adults.

To add to the school’s excitement it is also preparing to perform at the growing Live and Kicking Music Festival, which is also being held at the MEL Group Stadium. The two day festival will feature a total of 19 live music acts and is expected to attract thousands of visitors. “With the move to our new home and with our performance at the festival on the horizon these are very exciting times for us,� said Ms Morris.

Young poster competition winner unveiled A primary school pupil’s winning entry into an anti-dog fouling poster competition is to be brought to life. Sofia Ilczenko beat off dozens of other entries to scoop 1st prize in the competition launched by Sudbury Town Council in a bid to help deter dog fouling which has been an issue in the town in recent months. The youngster, who attends Melford Primary School, will receive a prize but will also see her work come to life as it is now emblazoned on the vans used by Sudbury’s Community Wardens. Melford Primary School will also receive £100 to spend on its garden. A total of five local primary schools including those in Sudbury, Long Melford and Glemsford entered the competition.

Community warden Bradley Smith, who coordinated the event, said: “The standard of entries was really high and choosing a winner was extremely difficult. However, we just felt Sofia’s entry presented a clear message whilst being eye-catching and colourful.” The competition was sponsored by Auto Innovations, The Landscape Group, Patrick Lowman PR, Sudbury Town Council, Glemford Parish Council and Lead the Way dog training.

Is it not a sad example of the current arrogance and greed now blatantly carried out by those we employ to govern us when our own MP, Tim Yeo, is subject to an undercover scam by the Sunday Times? Whether Tim is guilty or not is not what concerns me. Our MPs are not only supposed to be “Honourable” but also of above the average intelligence in order to run the country and best advise us. So why, since the advent of the scandal involving their expenses (remember the saga of the pink laptop?) has Tim been so gullible to fall for such a journalistic sting?

Are our legislature so driven by avarice and arrogance that they are so susceptible to such a ploy? From Lord Hanningfield and many others the same press that Parliament has sought to muzzle has uncovered countless scandals involving their greed and lack of principals. So thus warned they still offer themselves for sale.

Its not that our Tim is a bad chap. He has an enviable Parliamentary record, having voted against the proposed I.D. card and for greater autonomy for schools. But what of those local Conservative activists who have loyally toiled for their cause. Manning polling booths, distributing pamphlets and often subject to doorstep abuse. Local Tory councillors, many of whom serve for years, some (but not all) for little recompense or recognition. No O.B.E.s, just hours of meetings and frustration that they are powerless to do more for their communities. Not to mention the electorate who have become so disenchanted with such a system. But what is worse is that the cancer of corruption is not confined to Westminster but freely and flagrantly across all our institutions. From Health Authorities and other public bodies where failure and incompetence is rewarded by vast payouts and pensions. From banks, trade unions, quangos and other bodies we have come to accept standards that our forefathers would have found abhorrent. And what is worse, far, far worse, is that these are the morals and standards that we now pass on to our children!

Last summer Sudbury’s Lord Andrew Phillips gave a brilliantly perceptive speech at the Sudbury Society’s 40th Anniversary. He rightly stated that our fractured society can only be repaired, not by politicians, bankers and institutions but by us as concerned citizens and above all by the involvement of our youth.

We must again give them a country of which to be proud and serve. Whilst todays newspapers report that our government will make it a condition that migrants should know the first verse of our national anthem are they so ignorantly unaware that our own teenagers have never been in a situation to learn, let alone sing those words. Imagine the children of France, America or Ireland not so knowing.

But without an honourable example set by my generation why should they bother?

New Computer System Thank you to everyone for being so patient during the introduction of our new computer system. As you will hopefully appreciate, this was a major undertaking for everyone concerned and took a fair amount of bedding in. All the staff and doctors will be 6 week veterans by the time you are reading this, but we will continue to develop certain aspects over the coming months to ensure we make best possible use of the new system for the overall benefit of our patients.

Mark Catesby: Watercolours from the Royal Collection Gainsborough's House, Sudbury, Suffolk 6 July – 12 October 2013 The Gainsborough’s House summer exhibition celebrates the life and works of Mark Catesby (1682 – 1749) artist, naturalist and explorer. Born in the same year as Thomas Gainsborough’s father, Catesby was the fourth child of Elizabeth and John Catesby and was raised and educated in Sudbury, Suffolk.

His Father, a lawyer, was involved in local politics and served as town Mayor on five separate occasions. From a young age Catesby was interested in natural history, inspired by his grandfather’s botanic garden in Castle Hedingham, or perhaps by his connections with eminent scientists, botanists and ornithologists of the time.

After the death of his father Catesby travelled to the new world, the British Colonies in North America, to visit his sister Elizabeth. This was the first of two extended visits to America which spanned a total of eleven years – from 1712-19 and 1722-26. Visiting Virginia, Carolina, Florida and the West Indies Catesby collected plant specimens and made detailed drawings of the flora and fauna he encountered. On his return to England in 1726 Catesby began work on his Natural History of Florida, Carolina and the Bahama Islands.

Consisting of 220 etched illustrations and descriptions the resulting volumes were one of the first published works on the natural world of North America.

Many of Catesy’s plant specimens are now contained within Sloane's herbarium, housed at London’s Natural History Museum and at the University of Oxford. Twenty-seven of the original watercolour studies have been generously lent by Her Majesty The Queen from the Royal Collection. The works were originally purchased by King George III, and are displayed at Gainsborough’s House alongside one of Catesby’s first edition volumes on loan from the University of Cambridge. This summer exhibition is an exciting opportunity to rediscover the pioneering man whose formative years, like Thomas Gainsborough, were spent in Sudbury, Suffolk.

Gainsborough’s House is the birthplace and childhood home of Thomas Gainsborough (1727-88), one of the greatest painters in the history of British art. With its nationally significant collections it seeks to promote the wider knowledge, appreciation and enjoyment of the art of Thomas Gainsborough within the context of the eighteenth century and the inspiration of the Suffolk landscape. It achieves this through its display of its permanent collection, and the annual series of changing displays and exhibitions. Learner of the Year runner up award for Jenny!

Jenny Turkentine, 66, from Sudbury has been chosen as runner up for the 65+ Learner of the Year award, sponsored by Suffolk Partnership for Informal Adult Learning, in the Suffolk Learner of the Year Awards 2013.

The Awards Ceremony was held at University Campus Suffolk in Ipswich in May. [Thursday 23 May 2013] BBC Radio Suffolk Breakfast presenter and University Campus Suffolk (UCS) Honorary Graduate Mark Murphy acted as compère.

Jenny was nominated by Gill Jenny Turkentine (L) and Gill Corke Corke, co-ordinator for West at the awards ceremony Suffolk College in Sudbury.

Jenny completed and passed Level 1 Adult Numeracy last year and in September 2012 enrolled onto the Level 2 Functional Skills course at the Sudbury Leap Centre of West Suffolk College.

Gill Corke said: "Jenny initially joined the class as a personal challenge and enjoyed it so much that she went all the way to Level 2. She wasn't IT literate but mastered the use of online resources to help her progress more quickly with her taught classes. She was a popular member of the class and worked well with other members of the group." Leap joined forces with the Suffolk Partnership for Informal Adult Learning (SPIAL) to organise the ceremony in celebration of National Adult Learners Week [18 to 24 May 2013]. A total of ten awards were presented on the night including Tutor of the Year, sponsored by West Suffolk College.

Tickets are now on sale for the Robbie Gladwell & Friends ‘special’ concert in Boxted Hall, Boxted (near Long Melford) which is taking place on Saturday 6th July at 7.30pm to help raise funds for Age UK Suffolk and Age UK Essex.

The event is being hosted by Jennie and Toby Weller-Poley whose ancestors have lived in the glorious moated manor house since the 14th century and who are delighted to be able to offer their home and host the concert to support Age UK Suffolk and Age UK Essex.

The music will take place inside the great hall and there will be a chance to look around the garden and the Hall and have a complementary drink and a bite to eat beforehand as well as during the evening. The buffet and bar will be available from 6.30pm.

The Robbie Gladwell and Friends concerts bring together many local musicians and singers of very different backgrounds and styles and gives them the chance to showcase their talent. One special guest who will be joining Robbie and making an appearance and doing an acoustic set is Alan Williams of the Rubettes as well as other ‘surprise’ guest appearances of other well known artists!

Toby Weller-Poley said “we are absolutely delighted to host the Robbie Gladwell and Friends Concert and help the local community by raising funds for Age UK Suffolk and Age UK Essex. We particularly wanted to help older people who are suffering hardship and are isolated and lonely and in need of support.”

Orchard Barn in the Heat of Summer The blossom on our old fruit trees has been quite spectacular this year, so we are looking forward to a bumper crop. To celebrate this harvest we are inviting everyone to our second Open Day, incorporating our Plum and Nut Festival, to be held on Saturday August 17, 11am to 5pm. Once again, we will have representatives from the Suffolk Traditional Orchards Group to help you identify your own varieties, and give you advice on cultivation and cooking.

In our second Basic woodworking skills community workshop, funded by Suffolk Foundation, Tom Castell taught participants how to use a range of hand tools including a saw, plane, chisel and hand drill, with the aim of helping them to feel more confident to undertake their own basic carpentry projects. The end result was a strong stand for our rainwater harvesting tank, using timber that had been reclaimed and donated to us by a local contractor– see photograph.

With expert teaching from Helen Woodbridge you will be able to help construct a chair using coppiced materials. Moves to help businesses hit by repair work Sudbury Town Council has thrown its weight behind businesses which have suffered due to extensive work being carried out on a landmark building.

For several weeks the town hall in Sudbury has been shrouded by scaffolding and plastic sheeting whilst urgent work to prevent parts of the building from crumbling away is being carried out. Nearby traders, in Gaol Lane, Sudbury, say the building work has deterred potential customers from going into the street, with some members of the public believing it is closed whilst the work – due to continue until the end of August – is taking place.

In a bid to help the traders the town council has put a giant banner up on the scaffolding at the front of the street informing the public Gaol Lane is open as usual. Town clerk Sue Brotherwood said: “We had no choice but to carry out this work as a matter of urgency for the sake of the future preservation of the building and the safety of the public walking below, however we feel desperately sorry for the businesses whose trade has been affected, it is the last thing they need in these difficult times.

“Some of the traders have been to see us to explain the situation and ask if there is anything we could do to help and we felt this is something we must try to do. In a bid to help them we have commissioned a banner to go up outside the town hall and we are publicising the fact the street is open for business as usual as widely as we can. “I would like to extend a personal thank you to the traders suffering for being so understanding and patient.”

Shops in Gaol Lane include hairdressers, a toy shop, a beauty clinic, a bookmakers and a take away restaurant.

Students attending Sugarcraft classes at West Suffolk College in Sudbury have learned that sugar flowers are not just for cakes!

As well as learning to make sugar flowers as cake decorations, this year's students have extended their skills and made life-like flowers for use as stunning floral arrangements for the home. Tutor Glenda Price says: "The level of skill displayed here are breathtaking. Most people looking at the arrangement would not know they were not real flowers. As the arrangements came together I had to stand back and say 'Have we really created this?'" Students were delighted to have made something that would be a talking point for friends and family for a long time. In previous years, as well as sprays for celebration cakes, the students have made lifesize bridal bouquets and bridesmaid headdresses, posies and button-hole arrangements all in sugar, showing how versatile this hobby can be.

Sudbury Mayor’s Report I am Adrian Osborne and I am your Sudbury Town Mayor for the next 12 months. Firstly I would like to thank our outgoing Mayor Jack and his wife Maureen.

I really enjoyed being his Deputy Mayor and we had some memorable times together. I am very proud to take up this honourable office. As your Mayor I will endeavour to help the town remain vibrant, to be a proactive Ambassador for Sudbury, and to help the Town be a place in East Anglia that people come to for shopping, tourism, leisure and heritage. I will endeavour to bring the Town Council to the people, ensuring that all groups are listened to.

Your council is working very hard under extremely challenging times to enhance our Town and to meet the needs and requirements of all sectors of our community and we will continue to work together to achieve this aim. I do strongly hope that during the next twelve months we see the completion of our long awaited community Health Centre, significant progress on the Hamilton Road project which is being driven by both Babergh and the Town Council, concerns addressed that have been raised at the consultation

undertaken by Suffolk County Council, including issues with traffic movement and congestion, and also the retention of the 3 hour free parking, as well as the many projects and initiatives that are currently being pursued by both Babergh and the Town Council We all depend more and more on our fantastic voluntary and community groups and my chosen charities are Compassion, Home Start and MacMillan Nurses for Young People. In addition to this I shall be supporting some of our smaller community groups. Although I was elected to be your Mayor in May it has already been a very busy time. I had the privilege of attending Frances Gentry’s 100th birthday celebration. What a wonderful lady and so many stories to tell, including her contributions to the war effort on the Home Front.

I attended the re-launch of the Melford Court Nursing Home and met some really lovely people. I also attended the Uplands Middle School for a Memory Box presentation. I found this to be a very emotional event as the school is closing this summer.

Littering is a very expensive habit and I was pleased to help launch the Town Council’s ‘Ciggy’ campaign. I also attended the launch of the Street Watch website. This is an initiative run by volunteers who take time to walk our streets to help keep our town clean and safe and to present a friendly face. They are always looking for more volunteers so please visit www.suffolkstreetwatch.co.uk if you are interested in joining.

As you all know on the 2nd June we celebrated the 60th Anniversary of the Coronation of our Queen Elizabeth and I was privileged to attend a service at Bury St Edmunds Cathedral. It was a very lovely service. Another emotional event was the Thanksgiving for the Dunkirk Little Ships held at Ipswich. After a moving service Jan and I was privileged to be allowed on one of these boats that during Dunkirk made 35 trips and saved the lives of 2800 soldiers.

I visited the Lee-Stock Festival and well done to Lee’s family and friends for all their hard work. Jan and I were also very privileged to be part of the Reenactment of the 100 year Unveiling of the Gainsborough Statue. What a wonderful and well-planned event this was.

I was also presented with a tie made especially for this anniversary by Vanners. It is a beautiful tie as can be seen by the picture.. I was also very fortunate to be asked to present the prizes to the winners of the Dog Littering Poster competition. The standard was extremely high from all entries and congratulations to the winning entries.

Our Deputy Mayor, Robert, has also been busy and many thanks to him for his support. As you can see it has been busy. However, apart from being an Ambassador for Sudbury when attending all these events I am also committed to working for the people of Sudbury and the Town. I will be holding some ‘Come and Meet the Mayor Coffee Mornings’ when you are invited to come and talk to me so please watch the notice boards for these dates The first one is on the 6th July at the Town Hall from 10.00 a.m. to 11.30 am.

I will also be making on the spot visits to our various organisations, clubs and schools throughout the town to give you all the opportunity to talk to me about your concerns as well as what you feel is good about our town. I would also like to take this opportunity to remind the good people of Sudbury that the Anglia in Bloom competition is fast approaching and the judges will be visiting Sudbury on the 11th July so please make sure that we are litter free and tidy for the judging. Before I close I would like to report about the Council’s Shadowing a Councillor Scheme. This initiative has been adapted by the Town Council and is run by the National Youth Council.It enables young people to shadow a councillor during their day to day responsibilities. Over the last few months four of our Town Councillors have had the privilege of having a young person shadow them. It is proving to be very successful and I know that your Town Councillors have really enjoyed having these young people, with their humour and input, join us at our Full Council and committee meetings. Babergh offers free drop-in advice service District Council has teamed up with SNAP – the Support & Advice Project – to offer a free, drop-in service for those in need of housing-related support.

From Wednesday 12 June 9.30am-12.30pm and the second Wednesday morning of every month thereafter, a room will be set aside at the Council offices where members of the general public can gain advice on anything to do with housing. SNAP Team Leader Wendy Shepherd said: “We want to help those struggling to live independently in their own home. Many people may face being made homeless because they may be behind on their rent payments or in mortgage arrears and our aim is to prevent this. Or they want to improve their money management and budgeting skills. “We can signpost people to the right service. So please come along and see if we can help you.”

Other issues SNAP can help with include developing life skills, access to health and well-being, working and training and accessing community and social networks. The SNAP service is also available at Hadleigh children’s centre and the intention is to offer a similar service at Mid Suffolk District Council in the near future.

The Return of International Star Mr Pustra, to Clare in Kabarett der Namenlosen The Eye of Time Vintage Boutique in Clare, on the Essex/Suffolk border is to celebrate its first anniversary on Saturday 6th of July with a spectacular vintage evening of theatre, song and dance. The glitz of the 20’s will be fused with the decadence of the 30’s for an evening of wonderful nostalgic entertainment. The boutique is fast building a reputation for selling beautiful quality vintage pieces from its lovely vintage shop located in the Clare High Street. It was opened last July, by International performer and artist, Mr Pustra who then returned to Clare in a 30’s cabaret in the Town Hall last December. The audience came dressed to the nines; many in period and awaited Mr Pustra perform his magic. Pustra normally is found on stage in New York, London and Hong Kong, and has a reputation as’ vaudevilles darkest muse’. No-one was quite sure what to expect in rural Suffolk however, by the end of his performance they were baying for more.

The Eye of Time is delighted to once again introduce the inimitable Mr. Pustra.

On this occasion accompanied by burlesque starlet Vicky Butterfly and hosted by the compelling Benjamin Louche in a spectacular and nostalgic Cabaret show. The evening will conclude with delicious 20’s and 30’s tunes being played allowing everyone to show their Deco style nimbleness on the dance floor. The Mayor stated that he strongly hoped that during the next twelve months, the town would see the completion of the long awaited community Health Centre and significant progress on the Hamilton Road project. The Mayor announced that his Charities this year will be: Compassion – a charity that provides support to those suffering from domestic violence. Home Start – Home Start South Suffolk & District offers one to one personalised support for parents with young children who are going through difficult times. Their aim is to prevent the development of family crises and breakdown. MacMillan Nurses for Young People – The Mayor stated that cancer had touched many people in Sudbury and the Macmillan Nurses provide support to those in need.

RECOMMENDED That an offer of £100 grant is given, or an offer to photocopy leaflets for the Neighbourhood Watch up to this value.

10. OLD MARKET PLACE Members discussed the possibility of funding the purchase of 12 lights required for the Old Market Place to replace those no longer working due to water ingress. Members were advised that the existing lights did not conform to the specification required for such lighting, but it had not been possible to claim against the manufacturer, as they were no longer in business. The Town Clerk advised members that each light would cost approximately £300 to replace. RECOMMENDED That such expenditure could not be justified at this time and that the Town Clerk obtains costs for permanently removing the existing lights, with the exception of the ones lighting the Plinth which do work.

Relaxation of Real Time Information rules extended to 2014 HM Revenue & Customs (HMRC) has announced that the temporary relaxation of its Real Time Information (RTI) reporting rules will be extended until April 2014. Under the new RTI regime, from 6 April this year employers have been required to report the payments and deductions they have made under PAYE on or before the time of payment, rather than at the end of the year. However, following concerns over the impact of the changes on smaller businesses, HMRC granted a temporary relaxation of the rules to businesses with fewer than 50 employees, allowing them to report via the new system but on a monthly basis, until 5 October 2013. HMRC has now extended this deadline to April 2014, in order that smaller businesses do not need to change their approach midway through the tax year.

More than 1.4 million employer PAYE schemes are currently reporting in real time, with around 83% of small and medium-sized businesses and 77% of micro businesses now using the new system.

New campaign to track down 900,000 unclaimed Premium Bond prizes 05 Jun 2013 A nationwide campaign has been launched to track down hundreds of thousands of people who have unclaimed Premium Bond prizes, worth a total of £44 million. National Savings and Investments (NS&I) is searching for 898,000 Premium Bond winners, with unclaimed prizes ranging from £25 to £100,000. According to officials, the unclaimed money includes two prizes of £100,000, which are owed to a woman from London, and another from Manchester. The oldest unclaimed prize of £25 belongs to a man in South Yorkshire and dates back to 1957.

There is no time limit for claiming prizes, although inflation will gradually erode the value of any win. 'Prizes often become unclaimed as a result of people moving house, or forgetting that bonds have been bought for them as a child, or executors are unaware the bonds are held when someone dies,' explained Jill Walters, NS&I's operations manager. Individuals are advised to inform NS&I of any change in their personal details or to arrange for their winnings to be paid directly into their bank account by BACS, thus reducing the chance of a prize going unclaimed. An estimated 20 million people are thought to have invested a total of £45 billion in Premium Bonds. Instead of paying interest, bond holders are entered into a monthly prize draw with a £1 million jackpot and over a million other tax-free cash prizes. Response from Leader of Suffolk County Council on Broadband As Richard alluded to, broadband speeds in Suffolk are inconsistent and very often quite poor. Indeed, only 59% of the county will benefit from commercially funded upgrades. To address this, Suffolk County Council has now awarded BT a contract to intervene in the c41% of Suffolk premises which are outside of the scope of commercially funded broadband upgrades (eg BT Infinity, Virgin Media). This contract will ensure that, when combined with the 59% of commercial coverage, 90% of Suffolk premises are served from fibre broadband, and the remaining 10% of premises will enjoy speeds ranging from 2Mbps to 24Mbps, with a minimum universal commitment of at least 2Mbps across all premises in the county. This will be completed in 2015, with incremental progress along the way. Beyond 2015, we intend to secure additional funding to push coverage and speed further.

Work is already underway on delivering these improvements, and in the coming weeks we will be publishing a broad phasing map, showing where in the programme each parish will fall. You will appreciate that the information we currently use is based upon various assumptions, and is therefore fit for a bid, but not complete enough to publish a committed rollout schedule. Suffolk is in fact one of the first two Local Authorities to proceed under the national government funding scheme, and are also ahead of schedule with the deployment programme. BT have also brought forward the completion date for their commercial rollout by twelve months, so broadband improvements in Suffolk are moving as fast as anywhere in the country. Of course, we would always love to be able to deliver this instantly, but it is a complex engineering process. Although frustrating, we are unable to publish detailed information on coverage and speeds until survey and design work is completed for each phase of deployment. This is also due to the regulation around broadband provision in that we must announce new areas of coverage on an equivalent basis to all retail service providers (eg Orange, Sky) through an established process. We will however release information on new areas of coverage throughout the programme as soon as it becomes available, via the website www.suffolk.gov.uk/broadband In terms of the area referred to, I have asked my team to look into this and it appears that the cabinet which serves your premises is one which is currently progressing through the planning system, and should be deployed within the next few months. Water Result! Do you remember the Inking About Africa story earlier this month, where CSD’s Faye McSloy provided an update on a project aimed at raising money to install a new well in an African village? The project is now complete, with the well in place and fresh drinking water available to residents.

Are you Care Aware? A new referral service provided by Care Aware has been launched by Suffolk County Council that will provide sound information and advice on how to fund long term care. SCC is the first local authority in the country to directly refer customers to Care Aware in order to help families prepare for any future care needs. Care Aware offers free and impartial information & advice for the people of Suffolk.

Care Aware is a non profit making information and advisory service specialising in the issues relating to the funding of long term care for older people. Its objectives are to improve public understanding and knowledge about the care system, to reinforce the rights and choices of the individual and to assist the public on the issues associated with the provision of care.

The need for care invariably creates issues across a range of professional matters including health, finance, taxation & law and therefore it is important that any advice takes into account each of these issues. Where individual circumstances require more detailed advice and guidance regarding the legal, tax and financial aspects of paying for care, Care Aware may recommend access to an Endorsed Later Life Adviser provided by Care Asset Management Limited. Each of their advisers is an Endorsed Later Life Adviser and is a full member of the Society of Later Life Advisers (SOLLA). Care Asset Management Limited is authorised and regulated by the Financial Services Authority and provides independent advice from the whole of the financial market.

Since its soft launch on 17th October last year Care Aware has received over 80 enquiries from the people of Suffolk requesting further information and advice for later life planning and paying for long-term care.

Councillor Colin Noble, Suffolk County Council portfolio holder for Adult and Community Services said: “I am delighted to announce the launch of Care Aware in Suffolk. This service is designed to help people make informed choices about paying for care and to reduce the risk of money running out whilst still protecting any inheritance legacies. I am confident this new service will really help people better understand what options are available to them.

The service being provided will go a long way to helping individuals and families understand the true cost of care in later life and will help them plan for the future”.

Last week’s Learning at Work Day was a first for the council and hopefully just the start of an annual celebration of learning new skills in the workplace.

Good news on Stroke in Suffolk Stroke patients and their families have two reasons to celebrate this week, one short term; the news from the Stroke Review Project board, that both Ipswich and West Suffolk hospitals will be supported to be both “hyperacute” and “acute” stroke units, providing the full range of diagnostic tests, thrombolysis (clot dissolving) expertise and rehabilitation services. The other news is the early work from Glasgow University / Glasgow’s Southern General Hospital, where a small number of stroke patients have been involved in a pilot clinical trial to assess the safety of injecting human stem cells into a stroke-affected brain. This marks the first real, but as yet distant promise of significant recovery after a part of the brain has essentially died as a result of blood being shut off.

The residents of Suffolk will, I am sure, continue to support local services for Stroke, the details of which have still to be hammered out at hospital level.

Organising a 24 hour day, 7 day week service with rapid access to senior clinicians for decisions after scanning as to the best course of action is not easy. The Health Service has long suffered from a shortage of senior staff “on the front door” and the European Time Directive has not helped in limiting junior doctor’s hours (which were of course generally too long) and which to some extent has hampered the use of the more “senior” junior doctors in training. Simply put, we continue not to have enough seniors in the hospital at all hours and enough juniors in training. Face to face, doctor to patient relationships are vital and telemedicine (video links between hospitals and specialists) will also have a role to play in helping the speed of diagnosis and treatment, but are not a substitute for the ever-important appearance at the bedside of “the man/woman that knows”, who has the confidence of patient and family alike. The real key to making this work will involve the patients themselves and their close family, as personal support through a time of crisis has so much bearing on the outcome. No doubt patients, relatives, nurses, therapy staff and doctors may all have to travel that extra mile to keep our vital services within the borders of Suffolk. Those of us that are peripheral to the stroke arena at present can also be effective in recognising and minimising the risks in stroke: smoking, inactivity, high blood cholesterol levels and obesity and of course, supporting the voluntary sector which helps patients and families in so many ways

Our Annual Fete on the 28th will be extra special because 2013 marks 20 years of animal rescue at Idano, Stoke Road in Leavenheath, CO6 4PP. Richard Pearce of Semer with son Martin took part in the Numball Rally Robin Challenge raising money on behalf of Breast Cancer Care which is a fantastic charity that provides support for anyone that is affected by Breast Cancer.

Richard and Martin have taken part in the Numball Rally 3 times previously and were thrilled to take part in the 2013 event with their trusted 41 year old Reliant Regal named 'Sir Douglas.' Previous challenges have seen the convoy of Robins travel to the Isle of Sky, Paris, Amsterdam and Wales. 'Sir Douglas', Richard and Martin left Semer and embarked on a total of 1320 miles in just five days. Leaving Essex with 10 other Robins this year was tasked with driving from Takeley in Essex to a tour of Ireland. Sir Douglas had an intensive 'makeover' with new seats fitted, new carpet throughout and had been sprayed bright red to take on the ‘role’ as Postman Pat’s van; and of course driven by Postman Pat accompanied by his black and white cat! This years route was the longest ever undertaken by the Robins and ‘Sir Douglas’ was the oldest Robin of the group and suffered no breakdowns or problems! Through money raised and Richard’s families combined charity events they have raised over £7,000 pounds for Breast Cancer. Science versus Religion. Really!

By ex-punk rocker Andrew Stewart-Darling, Senior Pastor, Stour Valley Vineyard Church Tom Waits, the American singer wrote: “Like all great things in the world, women and religion and the sky…you wonder about it, and you don’t stop wondering about it.” I think I have a curious mind, but it wasn’t always that way. My younger me resonated more with another American singer Sam Cooke who sung: “Don't know much about history. Don't know much biology. Don't know much about a science book. Don't know much about the French I took. But I do know that I love you.” Yet, now science fascinates me. I mean, where to start? It turns out that the universe is still expanding much like Pound stores. The edge of the universe is estimated to be some ninety billion trillion miles away. The solar system we live in fills less than a trillionth of available space. It is part of the Milky Way and takes some 200 and 250 years to orbit just once.

Apparently before everything was anything, there was a point, called singularity and then there was a bang involving inconceivably high temperatures, loaded with enough energy and potential and possibility to eventually create what you and I know to be life, the universe and everything in it. Let’s now talk about time. I know this is going to sound like a script from Doctor Who, but time is not consistent. It bends, and warps, and curves.

And if you stand outside on a clear night and see stars, the light you see from the stars is as they were when the light left them. You are looking literally into the past. Coming a bit closer to home, on a summer’s day you are enjoying the sun as it was eight minutes ago. And techno geeks talk about real time! Now science does a brilliant job of telling me why I don’t have fins or fur, but what about the soul? One of the problems science faces is that theories turn into assumptions. And we are often none the wiser when they do. The universe is complex, wonderful and, let’s be honest, just a little scary. Friends have said to me: you are an intelligent man, how can you believe in the concept of God? (Okay, I made up the ‘intelligent’ bit!) Surely once we have enough knowledge of the universe the notion of God will be redundant and it will have to reside in the history book?

But that belief rests on a very deep faith indeed. One mathematic physicist (not a Christian) deduced that God has to exist because singularity comes down to such a knife-edge you are forced to fall one way or the other. His conclusions led him to believe in God. Some talk simplistically, and even derogatively, about God being a ‘friend in the sky’, or a cosmic-mythical story for the weak and uneducated, but that attitude betrays all sorts of problems.

We have to adopt the same open-mindedness as we do with the pursuit of science and be willing to engage with the possibility of an omnipotent divine being. So when I talk about God I am talking about the source of all truth, the foundation of all life, the mystery of the soul and the universe, the one who instils the desire to create art, music, dance, poetry, to show compassion and inspire others to greatness. I just can’t believe that this is all there is and that we are simply collections of neurons and atoms. In fact, the possibility that there is more - a supernatural power - makes life even more awe-inspiring.

Of course, the problem scientists have is this ‘crazy little thing called love’. It is just plain irrational and really should not have a place in our rational, reductionist modern life. And yet, incredibly, it does! To believe in a God of love who sent his only son into the world is an outrageous thing to suggest. But is it any less believable than some of the grand theories of science. What’s my proof? After all, God can’t be seen. True. But then I haven’t seen a gamma ray. Have you? I find myself pondering the lyrics of Sam Cooke: “And I know that if you love me too. What a wonderful world this would be.”

Succesful Planting Event About 15 volunteers met at 10am on Sunday 9th June to plant flowers, recently removed from the town’s flower beds, along the banks at Springlands Way. The winter bedding plants are usually sent to landfill after their flowering period. We are hoping that the plants will thrive and bring some colour to the roadside in the autumn/spring every year. We are grateful to Ernest Doe, B&Q and Homebase who all donated tools to help with the project. We are hoping to make the planting an annual event when the winter bedding is removed each year and gradually produce a show of colour along the banks at Springlands Way. Students who took part in the Six's junior golf tournament with Newton professional Tim Cooper (back, centre) They won through the area final at Newton Green Golf Club after local professionals gave lessons in six schools. From each school a team of was selected to take part in a six hole, par three tournament at Newton, and the countury final takes place at Stonham Barns on July 2.

The best score at Newton was achieved by Stour Valley Community School, Clare, but as they included youngsters who were already regular golfers, stood aside to allow All Saints to take the place in the final. This brand new competition, backed by the Golf Foundation, is specifically aimed at introducing young people into the sport for the first time. Final organiser, Newton professional Tim Cooper, hopes the event will lead to juniors joining the club, and he starts a five week course for young beginners from 4-5 pm on Saturday, June 29. Looking after the Hearts of West Suffolk Upbeat Heart Support Fundraising Update: Our Annual Lunch at Stoke by Nayland in March raised a magnificent sum of £2,318 and a Rock & Roll Night in May raised £1000. A big thank you to everyone who worked so hard in organising and supporting these events. Our fundraising is a necessary part of our group. We receive no money from the British Heart Foundation or the NHS and need these funds to keep helping all the new heart patients that will inevitably keep coming.
