Capturing the spirit of an artistic Eden Benton End House in Hadleigh was for many years the home of Sir Cedric Morris and Arthur Lett-Haines. As the East Anglian School of Painting and Drawing, it influenced the careers of many artists including the young Lucian Freud, Francis Bacon and Maggi Hambling, all of whom were students there. Lett-Haines died in 1978 and Morris in 1982; both are buried in Hadleigh. There is growing appreciation of their art and of the historical significance of the School. Morris was well-known in the town and a generous teacher of artists young and old. Not only an important influence on mid-20th Century British painting, he was also a gifted plantsman and an expert on the cultivation of irises. He developed more than eighty new cultivars, now much prized by horticulturalists and whose variety and beauty inspired many wonderful paintings. Benton End House has been purchased on behalf of a new charitable trust and will be recreated as an artistic and horticultural hub, inspired by Morris and Lett-Haines’ ethos of ‘encouraging freedom of invention, enthusiasm and enjoyment’. The Benton End House Trust will support, educate and encourage artists and gardeners of all levels of experience, with particular emphasis on the inspiration of young people from Suffolk. Beginning in 2020, the Trust will offer day and residential courses, both as implementation of the vision and as part of the fundraising required to assure Benton End House’s long-term future. Cllr. Hadleigh Choral Society’s Spring Concert is a performance of the St John Passion by J. S. Bach. The text of this great choral work is the account of Christ’s crucifixion, as written in the gospel according to St John. Traditionally this was read out in churches on Good Friday. The detail of the story is told in the work by the soloists, The Evangelist, Christ, Pilate and others, whilst the choir is the crowd of angry officials and onlookers baying for Jesus’s blood. There are plenty of dramatic and fiery choruses from the choir, reflective arias from the soloists, and wonderful melodic accompaniment from the orchestra. St John Passion is famous for it’s majestic chorales. These are simple melodies similar to hymn tunes which are magnificently harmonised for the choir, and comment on the unfolding story. Members of the Society are rehearsing hard for the occasion, the music is challenging and there are lots of notes to be learnt! An extra challenge is that we are singing the work in the original German, which is quite foreign to most of us. However, with tutoring from native German-speakers in the choir, and expert training from our Music Director, Chris Phelps, we hope to give an inspiring performance come concert day! The concert takes place in St Mary’s Church, Hadleigh on Saturday 6th April at 7.30pm. The Porch Project welcome The High Sheriff of Suffolk On Friday February 8th the Porch Project welcomed The High Sheriff of Suffolk, George Vestey to a drop-in session at St Mary’s Church Hadleigh. George spent time chatting to our youth workers Kayleigh and Zach about the work they are doing with the young people in Hadleigh, Gt Cornard and surrounding areas. He was very keen to hear about the one to one mentoring they provide along with other specific programmes run from our offices in Hadleigh High Street. We also work with local schools and other youth organisations. George also spoke at length with the young people who told him how important the Project is to them as the drop-ins provide a safe place to meet, play games and ‘hang out’ with friends. Also, very important to teenagers, they have a ‘listening ear’ in Kayleigh and Zach. The Project is very grateful to have had support from the High Sheriff’s Fund which is administered by Suffolk Community Foundation. The Porch Project is a registered charity 1143203. Hadleigh Cricket Club Sponsored by Celotex The club was deeply saddened to learn that our Life Member and former club captain Giles Langton passed away on February 13th. Giles was 85. Giles joined the club in 1959 and was part of what many see as a golden age at the club. He was a cultured, hard hitting batsman and a more than useful bowler. Early in his career at Hadleigh he shared in a 7th wicket stand of 110 with Claude Claireaux, which remained a club record for over 50 years. As club captain from 1966-68 he laid the foundations of what would become arguably the club’s greatest team, which would go on to win the Suffolk League in 1974. His farming commitments meant he could not play as much as he would have liked, but he was fully involved in all the club’s activities including its many social events. He is pictured above at a summer party at Kersey in the 1960s. Giles then became a key member of the club’s ‘A’ or 2nd XI, scoring 733 runs in the 1979 season and captaining from 1977-79. He continued to play for the club well into the 1990s, dropping down to support the development of the club’s youngsters in the 3rd XI, a new venture for the club. This is where I remember him most, playing games at Layham Road and other humble Suffolk venues, which must have been quite a come-down from his days in the 1st team. But Giles loved the game so much, and played it like a gentleman. In fact he was, as our Vice-Chairman Tim Warner has said, ‘a true gent’. Our thoughts are with the Langton family. Gary Wiles

Oncology Physiotherapy @ Hadleigh Physio We are very excited to introduce Jacqui Thorogood who specialises in treating Cancer patients. Jacqui is passionate about improving the survivorship care that is offered to patients who have been through cancer treatment, with specific focus on informing patients on the benefits of physical activity at every stage of treatment. Through her 11 years’ experience as an outpatient physio she can treat for all general aches and pains, as well as those specifically relating to cancer treatment such as restricted shoulder function and pain following breast surgery. There is an abundance of evidence surrounding not only the general health benefits of exercise in patients who are going through chemotherapy and radiotherapy treatment, but also that it can in fact reduce rates of recurrence in certain cancer types. This doesn’t have to be a gym class or something that makes you want to run for the hills! It’s all about finding something that you enjoy such as walking the dog or cycling to the shop, and then pacing it depending on your stage of treatment. Jacqui has trained in the Pink Ribbon method for Pilates following breast cancer treatment, the Willem Fourie myofascial release course for scar management and movement restrictions following breast cancer treatment and has completed three core modules in a masters entitled Clinical Leadership in Oncology and Palliative Care, amongst other short courses at Guys and St Thomas’ and The Royal Marsden. Through this time, she also taught a voluntary Pilates class through a local cancer charity and found that the group element of an exercise class offered significant psychological support to people who were all going through, or had been through, similar experiences. Hadleigh Elderly Peoples’ Welfare Committee It was with great sadness that we learned of the death of Pam Jacobs last December. Pam had been a member of our Committee for many years and had been Vice Chairman since 2005. Pam had also been involved with helping at our Friendly Club meetings for many years, and took over running the Club in 2009. She not only ran the regular meetings of the Club but organised entertainment, coach outings, shopping trips, Christmas parties, Christmas meals etc., all of which she did with her usual cheerful enthusiasm. Pam will be greatly missed and the Committee would like to extend their sympathy to her family at this sad time.

Library Life: Having a Top Time Is it just me, or is everyone else really starting to feel the fidget of Spring take hold? The infamous term, ‘Spring Clean’, starts being bandied about as many of us feel the urge to shake off the dull winter months of being bundled up indoors and our homes and activities not having had the opportunity to be aired. However, in my household at least, this mythical Big Clean often gets side-lined because the call to get outside or do something refreshing and perhaps even a new hobby or interest to pursue yells louder than the emptying of the kitchen cupboards. (I often feel this onerous task is much better tackled in the winter anyway, as you are more likely to be captive inside and have less opportunity to sidle past the drawers that get interminably cluttered and instead, just hunker down and get on with it whilst there’s not much else that can be done.) Sometimes though, it can be hard to know where to begin in discovering new opportunities and friendship groups, especially into mid and later life, when you finally start finding you have more time than you used to, to spend on or by yourself. If you think that this sounds familiar, then perhaps you would like to come along and visit the Top Time Group who meet at Hadleigh Library. It is an informal gathering for anyone over 55 who would like to enjoy a cup of tea, a chat and various activities. They meet in the top room at Hadleigh Library, every Wednesday from 10:30 am to 12:30 pm. playing games, discussing current affairs and enjoying talks and visits. A local Hadleigh resident recently celebrated her centenary, surrounded by family, friends, and Tesco colleagues Betty Carpenter was born on 19 January 1919, and held the birthday celebrations in her residential care home on 25 January. To celebrate the milestone birthday, which coincided with Tesco’s 100th birthday, the supermarket surprised Betty by holding a small tea party in the nursing home she resides. Betty, along with her family and friends, enjoyed a bespoke birthday cake and a luxury hamper, which was hand delivered by a team member from her local Tesco store.The team member, Betty’s daughter and fellow care home residents enjoyed the birthday cake over a cup of tea, where Betty showed guests her telegram from the Queen. Sarah Parmar, Tesco’s Head of Centenary Campaigns, said: “We were truly honoured to have been able to celebrate Betty’s milestone birthday with her, and we wish Betty and her family every happiness in the future!�

As spring will officially have sprung on 20th March, one local business is encouraging anyone experiencing difficulty with their hearing to ‘spring into action’ by attending a special event being held in Sudbury. Hadleigh Cycling Club 2019 Hadleigh is a great place for cycling. The countryside is lovely, there are great cafes and we have a successful bike retailer and local mechanics. We know that we will never convince everyone of the joys of cycling but there are lots of people who remember the fun of 2 wheels or who want an enjoyable way of getting fit with others. (And there are plenty of parents who want their children to put down the Xboxes and get on their bikes.) Hadleigh Cycling Club will be holding an open evening at The George Public House on Friday, 8th March (from 7.30pm). If you want to find out about the Club or renew your membership, please come along. Membership costs ÂŁ12.50 per annum and Family Membership is ÂŁ35. As a special offer, members can buy one piece of club kit half-price. The Club was established in 2012 and today we have nearly 100 members. It was founded by a group of keen cyclists who wanted others to enjoy a growing sport and above all to get youngsters on bikes. On the back of the success of British riders at the London Olympics and the Tour de France, the Club grew rapidly. The founding members took part in Ride London, the Dunwich Dynamo, Suffolk Sunrise and embarked on a ride from London to Paris in 24 hours. In recent years, the Club has focussed on attracting novice cyclists, helping children to learn safe cycling and getting more women members. We meet most Sunday mornings (9am winter/8am summer) at The George for our weekly social ride, which is normally about 25 miles with a nice stop for coffee/breakfast. No one is left behind. There are also other rides during the summer, organised by members which may be faster or slower than the Sunday ride. An early (6am) fast ride on a Sunday allows you to be home and ready to make Sunday lunch before anyone else is up! We have run Get Back on Your Bike courses for women over the last few years and we have a Monday evening ladies ride in the summer months and a group go out on Friday mornings. It takes children from 6 to 14 and gives them training and entertainment in a safe environment, under the guidance of British Cycling Coaches, and prepares them for any riding they may later wish to do, including on and off-road competitive cycling. We organise an annual Sportive, the Gayford Flyer (Sunday, 15th Sept). This is a ride for all abilities and we average around 200 participants. The ride acknowledges and celebrates the achievements of Oswald Gayford, a celebrated local pioneer airman, and locations relevant to him and aviation in South Suffolk. Cycle Safely with Porch Project On Friday 25th January Porch Project ran an awareness evening based around the importance of visibility at night of pedestrians and cyclists in Hadleigh. This came about after seeing large numbers of our young people leaving Porch sessions with no bike/scooter lights fitted. We wanted to instill the importance of staying visible to these young people without being patronising. We did this by having a quiz night and practical session based around driver reaction times and low light visibility conditions to teach these young people how dangerous it can be and what they can do to change this. The session went incredibly well, with over 45 young people taking part. Everyone who attended was given a set of rubberised bike lights that can be attached to bikes/scooters/trainers/bags so they can use these when out at night.

But we are not resting there, we have more news and more things happening. Ben is joining the James Daniel team fresh from his 8 year adventure travelling the east Coast of Australia. Before Australia, Ben worked and trained at John Michael for 8 years, achieving level 3 in his NVQ and becoming part of the assessment team. With Ben’s inclusion we hope to dramatically reduce waiting times as we know it can sometimes be frustrating. Pet therapy is a recognised way of calming and lifting the mood of people living with dementia. Dogs, birds of prey and even donkeys have become regular visitors to care homes, dispensing their animal magic through contact with residents. Now one Suffolk care home has discovered the astonishing therapeutic qualities of a much more exotic animal – the alpaca. Hadleigh Nursing Home, in Friars Road, Hadleigh, was chosen to trial pet therapy using the South American breed by Jo Bridge who keeps a herd of 60 alpacas at Clay Hill Farm, in Wattisham. Ms Bridge, who had previously kept horses and goats, acquired her first alpacas in 2012, three pregnant females and two males, and confessed it had been “love at first sight”. “They are such an enchanting animal with a gentle nature. They lean forward and touch your face with their noses. We call them alpaca kisses,” she said. She has gradually turned her hobby into a business, breeding and selling alpacas which are kept for their prized fleece as well as being used as chicken guards, deterring foxes, and what she describes as “ornamental lawnmowers”. Ms Bridge said: “We host farm visits and alpaca walks and it was when we entertained a group of people with special needs that we noticed alpacas’ remarkable therapeutic impact. We were told one lady did not talk very much and might not even get out of the car. In fact, she had her carers in tears as she happily walked with an alpaca and chatted away.” Seeing the potential for care homes, she approached Kingsley Healthcare run Hadleigh Nursing Home last year to trial therapy visits. “From our first visit, it has proved so rewarding for everyone,” she said. “You can see the pleasure the alpacas bring just by the big smiles on residents’ faces.” Clair Perks, the home’s activities coordinator, said: “It really lifts the mood of people living with dementia. “One of our residents, Alfred Wright, who is normally not very expressive, sat bolt upright when he encountered one of the alpacas for the first time and said, ‘darling, you have made my evening’.” She said the residents loved the alpacas so much that they had decided to adopt two – Echo and Goose – which meant the home would be sent regular update newsletters and photographs from the farm. Hadleigh Walkers We’ve had a splendid start to 2019 with 34 walkers in January and 20 in February. For our March walk on Saturday 9th we are once again trying a route outside our immediate area and probably unfamiliar to most Hadleigh walkers. As weather can be a bit unpredictable at this time of the year our route is a little shorter than normal at 6 miles. We will meet at 0930 at The Lamarsh Lion a recently refurbished community pub on the Bures to Ballingdon road (CO8 5EP). Our route will then be Edgar’s Farm, across the railway line and then follow the river Stour into Bures. From there we walk to Ferrier’s Farm, Cook Green, Clees Hall, Parkhill Wood, Alphamstone, Moat Farm and back to Lamarsh. The walk is a very pleasant one covering a wide variation of terrains – rivers, woods, rolling hills, open field etc. In addition, the Lion is noted for its real ales, good food and friendly atmosphere – what’s not to like?. If anyone is in need of transport please let us know and we will see if there is any opportunity for car sharing. For those coming from Hadleigh we suggest following the A1071 then left onto the A134 and take the back road through Assington to Bures. Go over the bridge then immediately right onto the Lamarsh Road. Everyone is welcome, including well behaved dogs. Strong shoes or preferably walking boots should be worn as the ground can be muddy or rough in places at any time of the year. As usual, route maps can be requested from the web site. Dear all. I wanted to open up conversations this month about our mental wellbeing and how exercise can help toward ensuring a positive outlook, both about ourselves and the world around us. Our minds and bodies are closely linked, and what we do with our bodies can have a profound effect on our mental wellbeing. To enable everyone to feel the advantages of physical activity, it needs to be accessible. We can start by changing how we feel about exercise, shifting our mind-set so that we see it as something we want to do because we value its positive benefits to our wellbeing, as opposed to something that we feel we should do. NHS guidelines suggest that all adults over the age of 19 should partake in at least 150 minutes of physical activity per week to ensure the benefits from it. If you do not want to attend a gym or do not have the time for group activities, think about your activities of daily living to help reach your 150 minute goal. For example, activities such as hoovering, climbing the stairs, mowing the lawn or carrying the shopping all count. If you record your activity minutes and watch them clock up, your motivation to do more could grow, and you could notice over the course of time, that you are doing more and more. From this, you may feel an increase in your mental alertness, energy, positive mood, confidence and self-esteem. Doing more could lower stress levels and also help as a preventative measure, or alternative /combination treatment for anxiety and depression. Member of Parliament for South Suffolk One of the most important powers we enjoy as Members of Parliament is the ability to initiate our very own ‘private’ legislation. ‘Private Members’ Bills’ (PMBs), as such proposals for new laws are called, abound in quantity – but with very few ever reaching the statute book, as most laws are Government Bills. My only ever PMB to date, on compensation for victims of terrorism, was objected to at the first hurdle and did not proceed (a common fate for such Bills, no matter how worthy the cause). In this context, I was delighted to attend the Commons on Friday 8th February (PMBs are nearly always debated on a Friday) when we passed Finn’s Law, a PMB providing greater legal protection for service animals, and inspired by an attack on a Police Dog called Finn. Under current legislation, if a police dog is injured by a criminal trying to evade capture, the criminal can only be charged with criminal damage. During the debate I outlined the case of Police Dog (PD) Aman and his handler PC Steve Jay of Suffolk Constabulary. In 2011, the pair were called out to assist with an incident in Ipswich with an armed individual who had stabbed a member of the public. When the team arrived on site, the individual was attempting to break into a nearby house. PD Aman, under the control of this handler, attempted to restrain the individual, and both he and PC Jay were stabbed in the altercation. For his bravery PD Aman received the Police Dog Action and Humanitarian Action of the Year at Crufts in March 2012. The Bill ensures that criminals who injure police dogs or police horses can be prosecuted under animal cruelty provisions offering the prospect of stiffer sentences. This PMB comes alongside other Government measures to boost animal welfare, such as banning the sale of ivory products in the UK and stamping out third party sales of puppies and kittens. The second of these bans will help to crack down on puppy farms and make it much harder for ‘high volume low welfare’ breeders to operate.
Suffolk Bereavement Support The confusion of anger for the bereaved Bereavement is often a time when emotions run high and perhaps one of the most confusing is the anger that can be experienced alongside that awful sense of loss. Anger can have a positive side however, and used positively it can protect us and provide us with energy to promote positive action. Amongst other things anger can help us to communicate our feelings and attitudes which must be therapeutic. Anger is a topic which we cover regularly in our groups where we encourage our members to try to identify the many feelings that may be triggering their anger. The result is a better understanding of what it going on, which in turn helps us deal with it in a much more positive way. Second Novel launched from local author David

I’m a Lavenham author and have just launched my second novel – a conspiracy thriller set against a background of the Brexit controversy. EXIT DAY is a high-octane countdown to the day Britain quits the EC on 29 March 2019. None of the tedious bureaucratic detail though... instead, a rocky ride through danger, chaos and treachery to a dramatic finale. The storyline runs like this: As Exit Day looms on 29 March 2019, a senior Minister leaks Cabinet secrets to Brussels, a journalist tracks down a ring of foreign spies conspiring to block Brexit, and an assassin stalks the British Prime Minister. The novel is now available is an ebook, opening as a pre-order on Amazon with a special offer of 99p, released on 26th of November and switching to £3.99 three days later. The paperback edition is due to be published on January 28 next year, though will probably be available earlier. This is my second novel. The first was published in February this year - a mystery-thriller called MUNICH The Man Who Said No! about a woman’s search for her missing grandfather who disappears during the Munich Conference just before the Second World War. I’ve had several book signings in local bookshops in Sudbury, Bury St Edmunds, Ipswich, Colchester and Norwich. The latest was a talk-and-photo session at Lavenham Library and there are upcoming sessions at Great Cornard Library (Dec 4) and WHSmith in Ipswich (Dec 13). Many bookshop customers seem captivated by the story and my portfolio of location photographs. Panto success for HADS On 14th, 15th and 16th February HADS took over the URC Church in Hadleigh and transformed it in to a theatre as they performed their panto Beauty And The Beast. Since August the cast and crew had been working hard rehearsing and sorting out songs, props and costumes ready for the show. The URC church were very accommodating and I'd like to thank Jan and Tom and everyone from the URC church for making us feel so welcome. As HADS is self funded we always ask for sponsorship so id like to thank Hadleigh Town Council, Suffolk County Council Locality Budget fund and also Barbara and the team at Hadleigh Thrift Shop for your kind donations towards our show. I would also like to also thank Liz Wilson from the Thrift shop for helping with some of the costumes, this makes it so unique having someone make them. Extra thanks go to the Jet Lounge and QH Bar services for putting adverts in our programme. Big thanks to Mark who turned an old toaster in to a working prop for our kitchen scene and Partridges for helping us with van hire for transport for us too. Fidelis Activity News Winter is a vulnerable time when it comes to speakers. If seasonal sickness doesn’t strike them down then the weather will. So it was with the advertised speaker, Bob Entwistle, Conservation Officer with the Ipswich Museum Service. He was due to address a recent Fidelis meeting on his specialist subject ‘Conserving Our Ipswich Museum courtesy of Colchester Treasures’ with respect to and Ipswich Museums Christchurch Mansion. He had succumbed to the ‘flu and was dissuaded from staggering along by two of his colleagues, Dr Kate Riddington and Sammi Wong. They kindly offered to step in at the last moment with an equally absorbing ‘virtual’ tour of the Ipswich Museum. As we moved from one exhibit to another Kate gave us some background information which was fascinating and often amusing. We also heard of the ambitious future refurbishment plans for the Museum which will see it transformed into an exciting new venue for adults, children and educational use. As with all these public projects there are many planning and funding hoops to jump through before the work can go ahead but Kate is confident that they will eventually achieve their ambitious goals and transform the existing museum. Compensation for hearing loss caused by dangerous work equipment Our personal injury team recently succeeded in recovering £25,000 in compensation for a client who had suffered hearing loss as a result of an accident at work. The claimant worked as a general caretaker and had various roles, for which he was provided with numerous different machines and vehicles. One of these was an excavator which was around 20 years old. One day, after briefly using the excavator, the claimant had walked alongside the machine when one of the hydraulic pipes suddenly burst and covered him with oil down one side. As a result, his right ear became filled with oil Stevan Stratton and he soon noticed that he was deaf in that ear. Whilst his hearing improved over the following weeks, it never fully recovered. The claimant's employer denied any wrongdoing. They maintained that they had regularly serviced the vehicle and that the pipe only burst because the claimant had caused the pipe to burst by leaving the excavator bucket elevated. They refused to acknowledge that the machine should have been subjected to statutory thorough inspections or that the numerous photographs showing multiple other frayed pipes on the excavator provided evidence of its poor condition. Furthermore, the claimant had left the bucket in a safe position, with the sharp teeth dug into the ground for safety reasons. Whilst that would leave tension in the hydraulic pipes, that was standard safety practice and should not have caused any problems in a healthy machine. The company also tried to allege that the claimant was responsible for the maintenance of the excavator despite him having no mechanical experience and no relevant training. Other photographs also showed the poor condition of many of the company's other machines and vehicles that the claimant had been provided with to use at work. The company and their liability insurer refused to accept liability and so, once expert evidence had been obtained confirming that the claimant had suffered permanent exacerbated hearing loss as a result of the exposure to oil caused by this accident, court proceedings were issued. Shortly after service of proceedings and once the company's insurer had instructed solicitors, an opening offer of settlement was made by them and, following further negotiations, we achieved an increase of nearly 70% on that offer, resulting in the claimant receiving compensation of £25,000. The defendant and their insurer fought this case for 3 years. This is yet another case which goes to show that defendants and their insurance companies will invariably be reluctant to accept liability and pay compensation in anything other than obvious cases of negligence. We often find that our clients' claims are not taken seriously until court proceedings are issued, which is when defendant insurers will usually first look to take legal advice from their own solicitors. It is always important to take early and free legal advice from a local personal injury lawyer if you suffer injury following a workplace accident as defendants and their insurers will often do everything they can to avoid paying fair compensation, even when the evidence is stacked against them. News from Whatfield CEVCP School With a wonderful start to 2019, Whatfield pupils have enjoyed the Spring term so far. We ensure our curriculum is exciting and innovative, as the only school locally to teach the ‘International Primary Curriculum’ which we adapt as necessary to cover the ‘National Curriculum’. Classes have been studying the topic of ‘Islands’, but have also had time for some regular seasonal events. Last week’s birdwatch was a great success with children enjoying their time feeding and then spotting the birds around our beautiful grounds. Several pupils made their own feeders and with generous donations of bird-food the birds won’t go hungry for a while. Whatfield has always been a very small school throughout our history we have averaged somewhere around 30-35 on roll, but we are currently educating 53 pupils, and this popularity, together with our partnership with Bildeston Primary School, gives us great confidence for the future. We maintain three classes, and have a fully inclusive school with pupils and staff who love the ethos and atmosphere of our friendly and welcoming school. As a ‘gold’ sports-mark accredited school, we regularly attend, and sometimes win, local and regional sporting events at Hadleigh and Westbourne partnership tournaments. This means we are often asking for parental support to accompany the pupils and all enjoy the opportunity to see their children participate. However, we are excited to announce that as a partnership of Bildeston and Whatfield CEVCP Schools we have purchased a minibus, which we hope will make transporting pupils to and from sporting events easier. It will also help us with our regular outings to forest schools as well as other curriculum activities. Whatfield CEVCP School are once again celebrating excellent results in the 2018 schools performance tables. Results show that pupils, from whatever their starting point, make excellent progress due to the fantastic teaching and learning evident at the school. This doesn’t always show in published data, as the numbers involved are small and therefore often suppressed, but we were found to be fourth in the county for the progress of our pupils across English and Maths this year, which confirms the schools continuing success. Sporting success continued this term, with the success of our dodgeball team, and also opportunity for three excellent gymnasts to enter an elite gym competition in Harlow this month. The pupils worked hard to develop an interesting and challenging routine, and were pleased to come sixth overall. Our students love the opportunity to challenge themselves against their personal bests, as well as against the other teams. Hadleigh Community Primary School The children of Hadleigh Community Primary School have had an 'OUT OF THIS WORLD EXPERIENCE' in their science learning. They were given the rare opportunity to explore rocks from outer space, which we were privileged to have on loan from the Science & Technology Facilities Council and NASA! Children learnt how a meteorite is formed and held one aged at 5000 years old! They were also able to handle a range of other meteorites, along with rock and soil samples brought back from the moon during the Apollo missions between 1969 & 1972. The awe and wonder of science really took off with their expressions and feedback, some quotes being: “That was epic!” “That was an awesome lesson!” “That's just amazing! Music EXCITING NEWS!! We would very much like to thank the ‘Rosa Simon Music Fund’ for a donation enabling us to purchase a whole class set of African Djembe drums. The drums provide a colourful addition to the music room and will be used in class lessons from Nursery to Year 6. Drumming is an excellent way for children to develop self-awareness, listening skills, coordination, cooperation and rhythmic knowledge, while having fun and improving selfesteem. Gymnastics Some of our pupils have been lucky to travel to Halstead and London for recent competitions. The first competition was U11s Essex at Richard de Clare Primary School in Halstead. The girls performed well and were placed third in their heat, we now go onto a Plate competition. Next the girls travelled to Haberdashers' Aske's Boys' School in Elstree, London on Saturday 2nd February. There were over 50 schools competing in different age groups on the day and our girls once again, performed really well in the vault, group and their individual routines and were placed 6th and 12th in their age group. We are very proud of their performances.

Hadleigh Evening WI This month, Chrissie Scott was our Speaker who told us all about her Grandmother who was a Suffragette. She was Caroline Wright, born in Bloomsbury in the 1850s. Her father was a groom and the family later moved to Kelvedon. Caroline hated farming and so, while still a very young teenager, she ran away to London. Eventually, she became a downstairs maid in a house opposite the Natural history Museum. After an unfortunate incident Caroline was sacked and she ended up down on the docks. There she again worked as a housemaid for a man who was a groom but also had his own Hackney Carriage and Caroline became his wife. Around this time she was recruited into The Limehouse Suffragette Movement. She rose up through the ranks to become an action Woman. This meant that she did things like, chain herself to Tower Bridge, she threw bricks and lay down in the road all in protest to get attention for the cause of Women's Rights. When more than 200 women were arrested, she was among those taken to Bishops Gate Station and there she was charged with, "Damage to Property" and sent to Holloway Prison. Caroline's husband subsequently left her and so her two children (one of them, Chrissie's Dad) were sent to the workhouse. When she got out of prison, Caroline got her children back and as she continued to support the cause, she took her children with her to meetings. In old age, Caroline came to live with Chrissie and died aged 100! Chrissie was a great admirer of her Grandmother. One day, she went to an exhibition of sewing in the Victoria & Albert Museum in London and there on display was a piece of embroidery sewed by Caroline Wright while in prison. A very inspiring story. Our W.I. has a thriving Lunch Club which meets every 3rd Saturday and this week we are meeting at the Marquis to celebrate 54 years of our W.I. Rae Stapleton

Am I alone as a Council Tax payer and long term resident of Hadleigh, in wondering whether our Town Council is completely dysfunctional? I recently took the time to read the October 2018 Report of the Meeting of the Council, and was left completely dismayed at how 12 supposedly intelligent, informed and impartial councilors could be so obviously at odds with each other when it came to voting on every issue on the agenda. The same councillors consistently voted with each other against the other group on amendment after amendment. It seems statistically highly improbable that this was anything other than two completely opposing factions masquerading as a functioning public body, at the expense of the hapless taxpayers of our town. Is this democracy at it`s most effective? I think not. I suggest that these elected representatives of ours are ALL doing us a disservice by failing to rise above personal animosities, and should instead try working together to discharge their duties to the electorate. Will I be the next person to be offered “words of advice”? Owen Neary
Dear Sir, Hadleigh Steering Group has been meeting for a number of years and is a forum open to anyone to give information about events or organisations and to discuss matters which are of interest to the town. Unfortunately the February meeting was taken over by some discontented members of the Town Council and a member of the public to make allegations about the proposed extension to the cemetery. I was not attending the meeting as a Councillor but as a retailer, however, as one of the councillors who sees the need for more space at the cemetery I was bombarded with questions about costs, capacity of the cemetery, etc. As this matter was not on the agenda and I am not on the committee dealing with the project I was quite unprepared for the questions thrown at me. A number of people who regularly attend the Group were appalled at the behaviour of these councillors. The Steering Group has a useful part to play in local affairs it is not there to be hi-jacked by the small disruptive group of present and former councillors who, for political reasons, continually seek to discredit the Town Council. Dear Sir, I read with interest John Cunninham's letter in last issue of HCN regarding incorrect grammar used on signage in the Morrisons' store. What a shame that some of his own grammar was incorrect, and could this be why nobody from Customer Relations at Morrisons ever responded positively? Firstly Staff should have a small s, not a capital letter. Incorrect worded signs, surely he must mean incorrectly worded signs. Where the 10 items or less (or fewer as he states) is concerned, his correction to ‘fewer than ten items’ means one can only buy nine or less (or fewer!) and not ten! ‘Parents being their children...’ should have read Parents bring their children. And as to My having written to Morrisons Customer Relations (no apostrophe - should have been Morrisons' Customer Relations.........and I'm not convinced My having written is correct grammar, well no wonder no one bothered to reply positively! In response to Jan Byrne’s request for suggestions on additional car parking in Hadleigh, and since the existing car park previously used by the councils employees, suddenly cannot be used, as a car park, because it falls mainly in flood risk zone 3 (which it has always done). Then I would suggest build a carpark in place of the “4 New Dwellings” proposed, that fall outside the flood risk zone 3 in this area. i.e. on the site proposed for the Dwellings, that rises away from the river towards the existing Bridge House. Dear Sir, Following my experience earlier today can I suggest a headline for the local press? ‘As we move ever closer to Brexit, stock piling ahead of our exit from the EU hits Hadleigh. Motorists clamour to park illegally (and often dangerously) in the High Street.’ Why is that? Suffolk committed to decriminalise parking offences in 2017 but nothing has changed. The reason as clarified by my local Councillor. "Unfortunately, it has to be agreed by Parliament and while the paperwork is simple and has been lodged a while ago, everything has been put on hold while the Government is busy with Brexit." So in the meantime motorists continue to park with impunity on single yellow lines, double yellow lines, close to junctions, their vehicles often jutting out and creating an obstruction. The photo shows the extent of the problem on a recent Saturday. Hadleigh is now one of the few places where there is more chance of getting a parking ticket in a public car park than there is on the highway! Have we now reached the point where the only solution is to name and shame offenders on social media websites? R. Southgate

All are welcome at the Steering Group meetings, which are usually held on the second Monday of the month. It is an opportunity for you to share your views and concerns with other members of the community. The meetings are attended by members of the Town Council, local groups and organisations and a representative from Babergh & Mid Suffolk Council and Suffolk County Council. Summary report of the meeting held on 11 February 2019, chaired by Anita Young:- The report of the meeting of 14 January 2019 was approved. Guest Speakers: Cllr. Carol Schleip and Cllr. Val Haines – Presentation of the Neighbourhood Plan: The Neighbourhood Plan was suspended by the Town Clerk in 2017 and regrettably no further progress has been made. A considerable amount of work had been carried out up to the suspension, some of which is still relevant, but there is much work to be done. Cllrs. Schleip and Haines have been appointed by the Town Council to re-start it. Consultants have been appointed to assist with the Plan as there are strict criteria, rules and legislation that must be followed. There must be consultation with the community, and involvement by it, in order for the final Plan to be approved. At the present time Hadleigh Town Council is in receipt of 15% of Community Infrastructure Levy Payments (CIL) but once a Neighbourhood Plan has been approved this will increase to 25% of CIL payments. It is hoped the Plan can be completed and approved within two years. Obviously the suspension has resulted in a loss of considerable revenue to Hadleigh. Information has been printed in the Hadleigh Community News inviting the public to participate. It is hoped that there will be interest so that working parties can be formed to deal with all aspects necessary for inclusion in the Plan. If you are interested, please contact Cllrs Schleip and Haines at Hadleigh Town Council. Visit Hadleigh: We were pleased to welcome a good number of Hadleigh people to the Visit Hadleigh AGM on Monday 28 January. Reports were provided to explain the work of the Website, the Town Guides and Visitor Information. We were able to share a draft of the new artistic pictorial map of Hadleigh detailing businesses and places of interest, funded by a grant from Suffolk County Council. This will be used as a promotional tool, provided for visitors here and at suitable outlets in the area. We look forward to supporting the work of the new Benton End Trust. Hadleigh Legacy: Exciting News! Benton End has been purchased privately and the new owners are setting up a charitable trust. This will raise funds to enable development in sympathy with its history as the East Anglian School of Painting and Drawing. For those who have an interest in this project an open meeting is being held on Friday 15 March at 7:00pm in St Mary’s Church. Tidy Town: BBC Radio Suffolk recently interviewed the Group at the start of a pick, talking about the benefits of litter picking. Apart from the satisfaction of keeping our beautiful town looking its best, it is a great way to exercise, meet new people, socialise and make friends. There are now 20 volunteers! The Tidy Town Volunteers will be participating in the Great British Spring Clean. Town Council: We were grateful to Cllrs Schleip and Haines for their presentation of the background to the Neighbourhood Plan. However, over the past year there has been little information provided by the Town Council representatives at Steering Group meetings, who for many months have stated “ it’s business as usual.” It was expressly asked that they provide us with more information than this. Babergh District Council: The Babergh Local Development Plan should be available by the end of the summer. Babergh will assist with Hadleigh’s Neighbourhood Plan, providing advice and guidance.

Suffolk County Council Michael Fraser: “In my roll as County Councillor for Hadleigh, the majority of issues I have to deal with are highways related. I consider now that due to their number and complexity, it would be beneficial if I were to engage with the community in order to decide how best to address the concerns of residents regarding roads, pathways and verges. Therefore, I would like to re-form the Hadleigh Traffic Management Working Group and ask for the assistance of individual residents, local councillors and community organizations' representatives. My vision for the HTMWG would be to identify and evaluate traffic management issues and opportunities in the town, including: Parking; Pavements and their suitability for the disabled; Signage; Roads; Potholes; Drainage; Options for improving safety in Benton Street; The future of the High Street. There is also Suffolk County Council's Highways Self-Help initiative which would see local groups being equipped and trained to carryout low level highways maintenance and could involve trained local roads wardens, who would report issues identified to me and Highways officers for their attention. I have received a few volunteers as a result of my request in the Hadleigh Community News, but would also appreciate the involvement from the Steering Group and Tidy Towners. Please contact me should you wish to be involved.” Hadleigh and Boxford Patient Participation Group: In January 2019 Hadleigh and Boxford Surgeries had a combined rate of 222 missed appointments for GP’s and Nurses. Over the last three months, patients have failed to attend appointments on 690 occasions, the equivalent to 46 clinic sessions or a cost to the NHS of £20,700! Appointments can be cancelled by email, 24 hour on line service or simply by phoning the main number. AOB: The Police and Crime Commissioner held a meeting in Hadleigh recently and it was mentioned that, surprisingly, very few people attended. Hadleigh Hidden Gardens – 8 June 2019 - If you would like to participate in this event and open your garden to the public, please contact Ian Grutchfield. Details on the website: Visit Hadleigh Hadleigh Cemetery Extension Project:Hadleigh Town Council were invited to give a presentation of the cemetery extension project but declined, stating that they did not have information necessary to do so as they were still in the tendering process. It has been established that there is no plan for the site relating to the number of burial plots/cremations etc and no financial business plan has been produced, there have been environmental surveys but no soil suitability report. Despite this, Hadleigh Town Council borrowed £500,000 from the Public Works Loan Board. Cllr Shearly-Sanders said, speaking in his personal capacity, ‘The Good Councillors Guide to Finance and Transparency’ says that: “Major capital projects should not be embarked upon without a detailed feasibility report and a full financial appraisal being considered, covering funding sources, cash flow forecast, revenue and future budget implications.” A resident questioned the financial logic of Hadleigh Town Council borrowing £500,000 at 2.79% p.a. last year for the cemetery extension project, only to put it on deposit at 0.4%. He stated the cost to the town is £12,000 p.a. On the Hadleigh Town Council website - Schedule of Accounts for Payment approved at 15th November 2018, showed a direct debit for loan repayment to Public Works Loan Board of £16,835.50. This sum is for part repayment of capital and mostly interest on a loan of £500,000. The loan of £500,000 is costing Hadleigh Town Council £13,950 p.a. at an interest rate of 2.79% p.a. Hadleigh Town Council is losing money at the rate of £11,950 p.a. since before November 2018 on the cemetery extension project. To put this into perspective, according to Hadleigh Town Council Accounts, grants to community projects were:- 2016: £10,654 – 2017: £8,519 – 2018: £7,950. Hadleigh Town Council have been promising to provide information requested regarding the cemetery extension project since the last Annual Town Meeting in April 2018. A wide variety of snowdrops were on show over all of the 40 acre garden and there were even a few very early daffodils to be seen, alongside hellebores, aconites, catkins, grasses and even, in the sunny spots, two bees busy on the winter flowering heather. The scent of winter box (sarcococca) greeted us at the entrance to the gardens, but the star of the show was, of course, the winter garden. This year marks the 40th anniversary of the winter garden, it was planted to maximise the angle of the winter sun, with evergreen hedging to form a sheltered microclimate for the plants and it certainly succeeds. At this time of year full of colour, flower and scent from wintersweet (chimonanthus praecox), winter honeysuckle (lonicera x purpusii) and witchhazel (hamamelis) and so much more. The coloured bark of the cherries and birch, as well as the stems of cornus really glowed in the winter sunshine. But best of all tucked away in the corner a flowering apricot covered in delicate creamy white fowers each one with a soft pink centre. This is definitely a garden for all seasons. Monday March 11th 2019: Garden Club Agm This month's meeting sees us back in Hadleigh Town Hall for our AGM. The meeting starts at 7.30pm, gardeners are practical people so we like to keep things short and to the point and the same goes for our AGM, this also leaves more time for tea and biscuits afterwards! So if you are thinking of becoming a member or just want to find out more about us please come along, we look forward to seeing you. East Anglian Garden Group At our meeting on the 2nd February we all enjoyed a fabulous talk from Gail Harland on Snowdrops, their place in art and culture, planting and growing. We saw slides featuring snowdrops, ranging from the Besler Herbal in 1613 at the British Library, and early paintings to present day; snowdrops on Royal Copenhagen’s Flora Danica, Spirit of the Flowers, also in textiles through the ages, and how the drug Galanthamine is being used as a treatment for Alzheimers. She gave us a comprehensive list of wonderful gardens to visit, her personal Mecca being Colesbourne Park in Gloucestershire, although the more accessible recommendations included Beth Chatto’s garden, and Blakenham Woodland Garden. She gave us her favourite varieties, and advised us on propagation, companion plants, pests and diseases, an all encompassing and fascinating insight into the world of the galanthaphile! We are looking forward to the arrival of our Celebrity Speaker, James Alexander-Sinclair, garden and landscape designer, writer, television presenter and RHS Council Member on the 16th February. More of that next month, as his arrival will just miss the copy deadline for this edition. I will also be able to report on the visit from Stephen Barstow, with his talk on vegetables, Around the World in 80 Plants. Our next outing will be on Wednesday May 15 to the Fairhaven Water Gardens, and East Ruston Old Vicarage, which I am sure will be a memorable day out, hopefully the weather should be kind to us at that time of the year. We always welcome new members, you can contact us online on the website, we have nationally renowned speakers, and our meetings always have a book and plant stall, and excellent teas! Down to Earth ...with Dave We seem to be getting much drier summers these days and keeping the small area of grass in our back garden looking good is becoming more difficult. So with some reluctance we have decided to dig up the untidy and very mossy area we call a lawn and replace it with gravel. This will give us a chance to display many of the numerous pots we have acquired over the years in groups on the new gravel. The old turf will not go to waste but will be taken to the allotment, stacked in a heap, grass side down and will soon rot down into some lovely loam to be used as top dressing, we could just get rid of the old grass in a skip but this would be such a waste. When I was starting this project I found a very old turfing spade in the shed, this is a long, metal handled tool with a cranked handle and a blade shaped like the ace of spades on the end. It is a bit of a museum piece but it is the ideal tool for cutting up turf, much better than an ordinary spade. A sure sign that spring is on the way is that the first bunch of daffodil buds have been brought home from the allotment, in no time they fully open to give a lovely splash of colour. If there is room some seed sowing can continue in the greenhouse with early peas, leeks, celeriac, cucumbers and spring onions, all sown in plastic covered trays with some bottom heat. The National Open Gardens Scheme has begun and a visit to an NGS garden is a great way to spend an afternoon, most make a small charge which goes to nursing and caring charities. The NGS has donated £55 million to charity since 1927 and, in 2018 donated £3.1 million. One of the first to open on March 17th and on various other days during the year is 'Woodwards' at Coddenham just outside Ipswich, this is a 1.5 acre gently sloping garden overlooking rolling Suffolk countryside. One of the Hadleigh and District Garden Club members, Sue Mordey, is opening her garden in Semer on Sunday 23rd June as part of the scheme. Of similar interest are the Hidden Gardens of Hadleigh, open on the 8th of June, but not part of the NGS with proceeds going to The Friends of St Mary's church. The Garden Club recently organised a coach trip to the Cambridge University Botanical Gardens, a first time visit for us. This is a very large, tranquil and interesting place, suprisingly set in the heart of Cambridge. On returning home it was sad to find what little remained of a starling on the lawn, it would seem that a sparrow hawk had enjoyed a tasty meal while we had been away. Despite the occasional loss like this we will continue to encourage the birds and we have a pair of bluetits showing an interest in one of our nest boxes. That's all for this time, Dave

HADLEIGH TOWN COUNCIL Minutes of the Meeting of the Council held on the 17th January 2019 Present: Councillors: Matthews (Chair), Angland, Byrne, Cook, Fraser, Free, Haines, Haylock, Knock, Loftus, Monks, Sheldrick, Schleip, Shearly-Sanders and Wiltshire. In attendance: Suffolk County Councillor Fraser and Babergh District Councillor Campbell and 10 members of the public. APOLOGIES FOR ABSENCE There were no apologies. DECLARATIONS OF INTEREST Councillor Cook declared a non-pecuniary interest in the Reports of County and District Councillors - as she is a Governor of Beaumont Primary School. Councillor Free declared a non-pecuniary interest in the Payment Schedule as a member of the Hadleigh Elderly People’s Welfare Trust and the Christmas Present Trust. Councillor Shearly-Sanders declared a non-pecuniary interest in the Defibrillator as he lives on Benton Street. MINUTES The Minutes of the Meeting of the Council held on the 20th December 2018 were confirmed as a correct record and signed. MATTERS ARISING Minutes: The Mayor stated that at the meeting held on the 20th December 2018 Councillor Shearly-Sanders read a statement stating that the action I took as Mayor on the 15th November was not lawful. At the meeting of the 15th November 2018 members of the public refused to leave the room during confidential items. I adjourned the meeting and moved to the Council Chamber. Councillors who accompanied me agreed to reconvene the meeting and complete the November agenda. The meeting was quorate. The Arnold Baker Book states: A meeting may be adjourned for any reasonable length of time but after the resumption it can consider only the remainder of the agenda being considered before the adjournment. Hadleigh Town Council’s standing order 24 states: If a resolution made under standing order 23 is ignored the Chairperson of the meeting may take further reasonable steps to restore order or to progress the meeting. This may include temporarily suspending or closing the meeting. Therefore as Mayor the action I took at the November meeting was correct and lawful. Matters Arising Councillor Knock asked if any action had been taken over the staffs’ holiday over the Christmas period. He was advised that there had not been a Finance & Personnel Committee since the last meeting so no action had been taken. At this point the meeting was adjourned for members of the public to speak on the Town Council’s accounts, cemetery extension and defibrillator. CONFIDENTIAL ITEMS – STAFFING ISSUES AND CEMETERY EXTENSION The Mayor stated that as Councillor Shearly-Sanders resolution was based on incorrect information he requested Council to reinstate the minutes from the November meeting. This was seconded by Councillor Monks. Voting was: 9 for, 4 against, 1 abstention. BUDGET 2019/20 Members considered the Budget Report of the Finance & Personnel Committee and voted on the recommendations as follows: Councillor Shearly-Sanders advised the Clerk that he had e.mailed over a set of questions at 3.15pm that afternoon. The Clerk advised that she was not in receipt of the e.mail as she had gone home. Councillor Sheldrick asked Councillor Shearly-Sanders why he waited until the office is closed to put forward an email at such a late stage especially as the papers have been available for the last two months to ask questions of the RFO. Councillor Shearly-Sanders declined to answer. Councillor Byrne requested that the precept be agreed first: 12.1(e) Members were required to determine a recommended Precept for the year 2019/2020 of £321,876. It was noted that this was a 0% increase for Hadleigh residents. This holds the figure on an equivalent Band D property at the 2016/2017 and 2017/2018 level of £110.81. This was proposed by Cllr Cook/Seconded by Cllr Byrne. Voting was: For: Cllrs. Angland, Byrne, Cook, Fraser, Free, Haines, Haylock, Loftus, Matthews, Monks, Schleip, Shearly-Sanders and Sheldrick, Against: Cllr. Knock, Abstention: Cllr. Wiltshire. 12.1(a) to approve the budgets for 2019/2020 of Income £366,524 and Expenditure £400,416, This was proposed by Cllr Cook/seconded by Cllr Monks. Voting was: For: Cllrs: Angland, Byrne, Cook, Fraser, Free, Haines, Haylock, Loftus, Matthews, Monks and Sheldrick, Against: Cllrs. Knock, Schleip, Shearly-Sanders and Wiltshire. 12.1(b) to approve revised expenditure budget for 2018/2019 of £407,634, This was proposed by Cllr Sheldrick/seconded by Cllr Free, Voting was: For: Cllrs: Angland, Byrne, Cook, Fraser, Free, Haines, Haylock, Loftus, Matthews, Monks and Sheldrick, Against: Cllrs: Knock, Schleip, Shearly-Sanders and Wiltshire. 12.1(c) to approve revised income budget for 2018/2019 of £867,079, This was proposed by Cllr Byrne/seconded by Cllr Haylock, Voting was: For: Cllrs: Angland, Byrne, Cook, Fraser, Free, Haines, Haylock, Loftus, Matthews, Monks and Sheldrick, Against: Cllrs: Knock, Schleip, Shearly-Sanders and Wiltshire. 12.1(d) to endorse the proposals for the continuing use of Funds outlined in Section 6, 7 and 8, This was proposed by Cllr Cook/seconded by Cllr Monks, Voting was: For: Cllrs: Angland, Byrne, Cook, Fraser, Free, Haines, Haylock, Loftus, Matthews, Monks and Sheldrick, Against: Cllrs: Knock, Schleip, Shearly-Sanders and Wiltshire. It was noted again Hadleigh Town Council had made no increase to their portion of the Council Tax but that the precept had increased by £6,000 due to the new houses being built. FINANCIAL REGULATIONS Councillor Loftus had provided the RFO with suggested alterations. These and the ones highlighted in yellow by the RFO were all recommended for approval. Voting was: For: Councillors: Angland, Byrne, Cook, Fraser, Free, Haines, Haylock, Loftus, Matthews, Monks and Sheldrick, Against: Councillors: Knock, Schleip, Shearly-Sanders and Wiltshire. POLICE Councillor Cook reported the article in the EADT stated that the IP7 area was a high risk area for burglaries. She also advised Council of recent incidents of vandalism that had taken place at the Beaumont Primary School. The Clerk advised that Inspector Horton had contacted the office and disputed the figures and felt that Hadleigh was still a safe place. Councillor Fraser advised that there was to be a significant increase in Council tax of £12 per Band D household which should provide another 30 police officers and it was hoped this would provide a greater police presence in Hadleigh. REPORTS OF THE COUNTY & DISTRICT COUNCILLORS Written reports had been received from Suffolk County Councillor Fraser. Councillor Cook reported that for the key stage 2 results Beaumont Primary School have the greatest gain in South Suffolk. Apologies had been received Babergh District Councillors Dr. Dawson and Grandon. Councillor Campbell presented a verbal report as the written report presented was incomplete. MAYOR’S COMMUNICATIONS The Mayor advised that interviews had been held on Monday 14th January for the position of Services Officer. The interviewers being myself, Mr. D. Crimmin and Cllr. Byrne. Five candidates were interviewed for the position. All candidates were asked the same questions and a score chart was also produced. These

are available to the non-successful candidates if required. All candidates identified that they would accept the position if it were to be offered to them. The highest scoring, and in our view, the most appropriate candidate will be offered the position on Friday 18th January, the offer being subject to references. All candidates will be contacted on Friday 18th January. ACCOUNTS FOR PAYMENT It was RESOLVED that accounts amounting to £22,389.60 including HMRC, Utilities, SCC Pension Fund and staff salaries be approved for payment. There were questions raised over the occupational fee being paid to the Hadleigh Market Feoffment Charity as this included a caretaking payment, the Mayors and Deputy Mayors payments (although this had been answered at the December meeting), and utility payments. The option of producing two payment schedules and meeting the needs of the new Financial Regulations would be discussed at the next Finance & Personnel Committee. Voting to agree the payment schedule was: For: Councillors: Angland, Fraser, Free, Haines, Haylock, Loftus, Matthews, Monks and Sheldrick, Against: Councillors Knock, Schleip, Shearly-Sanders and Wiltshire. TO AGREE SPECIFIC QUESTIONS TO BE GIVEN TO GOTELEE & GOLDSMITHS REGARDING HADLEIGH TOWN COUNCIL’S POSITION AS A TRUSTEE Councillor Wiltshire had requested this item and also requested an amendment to the item to include: This Council agrees to obtain legal advice for the Town Council regarding its position as a Trustee. This was seconded by Councillor Knock, Voting was: For: Cllrs: Fraser, Haines, Knock, Schleip, Shearly-Sanders and Wiltshire, Against: Cllrs: Angland, Byrne, Cook, Free, Haylock, Loftus, Matthews, Monks and Sheldrick . The motion was not carried. Councillor Wiltshire then read out the questions to be asked of Gotelee and Goldsmith and agreed to provide an electronic copy to the Clerk. Position Hadleigh Town Council is both a statutory Local Authority (Local Government Act 1972 etc) and a Trustee of the Hadleigh Market Feoffment Charity (Trustee Act 1925 and Charities Act 1960 etc) – 1. Potential for conflicts of interest with present position as a Council and Trustee, how to manage? 2. Is risk of conflict now too high for the Council to continue as a Trustee? Obligations 1. Arising from office of Trustee, under general law, are we compliant or in breach? 2. Are we in breach of obligation to let as an investment property under Charity Commission Scheme? 3. Are we in breach of duties to repair and maintain? 4. What is the risk if we are in breach? 5. If we have never made distributions under the Charity Commission Scheme since becoming trustee or at least in last ten years and not turned the Charity’s financial position around are we in breach? 6. The Extraordinary Repair Fund (required under the Charity Commission Scheme) seems very low for such a large complex 6.1 Should we have taken professional advice as to a suitable level, and managed the property to achieve this? 6.2 If not are we in breach of our obligations? Financial Position 1. As the Charity is not a company do we have unlimited liability? 2. If so, do we have an indemnity out of trust property? 3. If we have an indemnity could we lose this by our conduct, for example, neither letting, nor having a letting strategy and programme for the various component parts of the complex or failing to repair or maintain unlet parts? Actions 1. What could we do to mitigate any potential liability? 2. Would resignation as Trustee avoid or reduce any liability? 3. Do we have a duty to find, or restructure arrangements for owning and dealing with the complex, for a replacement trustee? 4. Official Custodian of Charities holds the Property. Is this a role as nominee for us so that we, as Trustees make decisions? 5. If so, can we in the name of OCC, and signing for the OCC grant and accept surrenders of leases and licences and generally deal with the complex (provided we comply with the Charity Commission Scheme) 6. Should we seek professional advice to protect our position as Council when acting as the trustee? eg – from event venue specialists, property investment advice, planners, architects etc. It was felt that most of the answers would be available from the Charity Commission. The Clerk would now find out the financial implications to obtain the answers to the questions raised and report back to Council. STANDING ORDERS 25 AND 48 It was agreed to change the wording of Standing Order 25: Delete: ‘Any such resolution should be made at 9.45pm if it is thought necessary” and replace it with: If it is thought necessary any such resolution shall be made on or before 9.45pm and shall be in the following form: It is resolved that the time limitations in Standing Order 25 and in Standing Order 48 shall be suspended for this meeting only which shall finish by 10.15pm THIS COUNCIL AGREES THAT COUNCILLORS SHOULD BE ABLE TO ACCESS ADVICE AND SUPPORT, ESPECIALLY AT THIS DIFFICULT TIME, IN ORDER TO FULFIL THEIR OBLIGATIONS AND ROLE AS COUNCILLORS AND ADEQUATELY REPRESENT THEIR CONSTITUTENTS; TO ACHIEVE THIS, COUNCILLORS WHO SO WISH, MAY TAKE UP THE OFFER OF FURTHER MEETINGS WITH JIM FRIEND OF SALC. It was agreed that as inviting Jim Friend to attend future meetings would cost the Council £220 per visit any future meetings would only be arranged with the approval of full Council. It was agreed that the Clerk would arrange for a meeting with Mr. Friend and should further meetings be required the request would be made to full Council. Councillor Sheldrick proposed that future meetings are only arranged with the approval of full Council. This was seconded by Cllr Monks, Voting was: For: Cllrs: Cook, Fraser, Free, Haines, Haylock, Knock, Loftus, Monks, Schleip, Shearly-Sanders, Sheldrick and Wiltshire. Against: Cllrs: Angland and Byrne, Abstention: Cllr Matthews. DO HADLEIGH TOWN COUNCIL WANT THE ACTING PROPER OFFICER AND RESPONSIBLE FINANCE OFFICER TO INVESTIGATE THE ISSUES RAISED BY COUNCILLOR SHEARLY-SANDERS RELATING TO THE HADLEIGH TOWN COUNCIL/HADLEIGH MARKET FEOFFMENT CHARITY ISSUES AS RAISED IN HIS LETTER DATED 24th SEPTEMBER 2018 Voting was: For: Cllrs: Haines, Schleip, Shearly-Sanders, Sheldrick and Wiltshire, Against: Cllrs: Angland, Cook, Fraser, Free, Haylock, Loftus, Matthews and Monks, Abstention: Cllr Byrne. Therefore no work will be carried out by the Acting Proper Officer or Responsible Finance Officer.
TO PROVIDE ANY COUNCILLOR THAT ASK FOR A COPY OF THE AGREEMENT THAT REQUIRES THE TOWN COUNCIL TO PAY FOR REPAIRS TO THE GUILDHALL COMPLEX AND SET A TIME PERIOD FOR THE INFORMATION TO BE SENT. The Clerk advised that Cllr. Knock had received a reply and a document showing the agreement for Hadleigh Town Council to meet certain repair costs to the Guildhall Complex. Cllr. Knock did not accept the reply. He was advised to visit the office and look himself for the documentation he required as the Clerk had provided the information to the best of her ability. TO PROVIDE ANY COUNCILLOR THAT ASK FOR A STATEMENT OF ACCOUNT FOR BULLARDS AND SET A TIME PERIOD FOR THAT INFORMATION TO BE PROVIDED Councillor Knock was advised that this was on the list of jobs for the Responsible Finance Officer. HADLEIGH GUILDHALL AND TOWN HALL – A MOTION BE MOVED FOR A RESOLUTION THAT THE ACTING TOWN CLERK, ON BEHALF OF THE TOWN COUNCIL, AS TRUSTEE OF THE CHARITY KNOWN AS THE MARKET FEOFFMENT TRUST, BE INSTRUCTED TO CONTACT THE ETHICAL PROPERTY FOUNDATION FOR MORE INFORMATION ABOUT THE FOUNDATION’S PROPERTY HEALTH CHECK AND A VISIT TO THE HADLEIGH TOWN HALL AND GUILDHALL COMPLEX Councillor Shearly-Sanders had recommended this to the Council. Councillor Angland advised that a member of the public had contacted this organisation who then contacted the Hadleigh Market Feoffment Charity to talk to the member of public who had stated they were a Trustee of the Charity. This was incorrect. Councillor Sheldrick made an amendment to the motion that the words: “and a visit to the Hadleigh Town Hall and Guildhall Complex” be removed. This would allow the Clerk to contact the Foundation and obtain more information about the Health Check and any cost implications. Councillor Cook asked Councillor Angland, in her capacity as Chair of the Charity, if this could also be discussed at the Hadleigh Market Feoffment Charity meeting on the 24th January. This was agreed – Councillor Angland abstained from voting. DEFIBRILLATOR Councillor Monks had requested that Hadleigh Town Council consider siting a defibrillator in the phone box on Benton Street. It would cost £1.00 to adopt the phone box. The electricity supply would need to be checked but this would be provided free of charge. Costs of the defibrillators varied but were in the region of £1,000 and then the safe box to site it in is around £600. There are options where some organisations provide them free of charge or some provide training. This would be investigated once the Council had agreed to go ahead. The Clerk was asked to contact Babergh District Council and ask if they would consider siting a defibrillator on the side of their building as part of their project because the opportunity to site a defibrillator in the phone box at Ann Beaumont Way had been lost. BT had removed the phone box before the adoption process could take place. Councillor Knock stated that the wording on the agenda did not include for Hadleigh Town Council to adopt the phone box on Benton Street and, in his opinion, could not be discussed or voted on. He was advised that the adoption of the phone box is required as part of the process to provide the defibrillator. In order that this was not held up any longer Councillor Byrne agreed to purchase the phone box for £1.00 and gift this to the Town Council whilst investigations regarding the defibrillator took place. Councillor Knock asked Councillor Byrne if she was willing to take over the financial responsibility of the phone box if Hadleigh Town Council does not site the defibrillator there. Councillor Byrne advised that if siting the defibrillator did not go ahead, for whatever reason, she will arrange to have the phone box moved to her property. Voting to provide a defibrillator on this site was: For: Cllrs. Angland, Byrne, Cook, Fraser, Free, Haines, Haylock, Knock, Loftus, Matthews, Monks, Schleip, Sheldrick and Wiltshire, Abstention: Cllr Shearly-Sanders. More information will be provided to Town Council. LAYHAM ROAD SPORTS GROUND PAVILION WORKING PARTY It was felt that there was no need to have a second working party for Layham Road as there is already the Layham Road Sports Ground Management Committee in existence. Councillor ShearlySanders recommended that this be taken back to the next Sports & Open Spaces Committee meeting to try and find out the original terms of reference. REPRESENTATIVES Councillor Free reported on the Hadleigh Elderly People’s Welfare Committee: The Committee delivered 297 single vouchers at £11.00 each and 89 double vouchers at £22.00 each. The voucher value was increased by £1.00 this year. The total value = £5,225 and recipients have until the end of January to spend it. Councillor Free mentioned Pam Jacobs, the lady she had given her Mayor’s award to in April last year for all her good work she had done since moving to Hadleigh in 1982. Unfortunately she lost her fight, as she was diagnosed with Cancer, and passed away peacefully on Sunday 9th December 2018. The Committee held their Christmas lunch at the Brewers Arms on the 12th December as pre-arranged by Pam. Her husband said that it was the wishes of his wife for the lunch to go ahead. Everyone enjoyed the meal along with a little sadness as Pam not being there after 21 years. Her husband delivered boxes of chocolates and biscuits to the care/nursing homes in the town and Sydney Brown Court. The Over 60 Friendly Club will carry on and there are 26 people attending at the moment. The Hadleigh Elderly People’s Welfare Committee were thanked for the great work they do for the residents of the town. Councillor Shearly-Sanders advised that Hadleigh Town Council is still a member of the Chamber of Commerce. The Chamber has not issued membership invoices as it is not carrying out any business at the present time. He also stated that the PABTC is working on its constitution and he will report back to Council. TOWN MATTERS Councillor Fraser reported on the work he was carrying out to reinstate the Hadleigh Traffic Management Working Group following Hadleigh Town Council’s approval last month. He would be putting information in to the Hadleigh Community News and will approach the Steering Group. He felt that a maximum of three Town Councillors should be involved – one from the North and two from the South. He will keep Council informed as this moves forward. TOWN AND COUNTRY PLANNING The Committee noted the Schedule of Decisions of the Local Planning Authority. NEIGHBOURHOOD PLAN The Chair reported: i) Herself and Councillor Schleip will be attending the Steering Group meeting on Monday 11th February to talk about the NP and seek support for the group. ii) An e.mail received from Paul Bryant of BDC providing an update and advice on the Joint Local Plan. This will now not be available until the summer putting on hold any discussions of housing numbers but Babergh will still give support for emerging Neighbour Hood Plans where needed. iii) A meeting is being arranged with the residents who have already shown an interest and Navigus Planning. PROPOSED HADLEIGH LOCAL LIST The Chair invited Mr. R.J. Fletcher of the Hadleigh Society to speak to the Committee regarding the production of a Local List for the properties in the town that are not listed but are considered to be of heritage value. It was agreed that Hadleigh Town Council will work together with Hadleigh Society and members of the public in order to produce a local list for Hadleigh. ANY OTHER RELEVANT BUSINESS Councillor Cook requested that Babergh District Council be requested to supply hard copies of printed plans for future major developments in the town. Parish Council The main matters dealt with during the Parish Council meeting of 23 January 2019 were as follows: • District Council report A planning application had been submitted for 78 new homes in Hadleigh, with proposals to develop the former council offices in Corks Lane, and the former care home at Angel Court. The Angel Court application had now been approved. However, the Sudbury Society had made an application for the entire Corks Lane site to be listed, including the 1980’s infill buildings; this had resulted in a delay in that application going to committee. A decision was expected at the end of January on the appeal against the Judicial Review’s decision to uphold Babergh’s Panning Committee’s decision to approve an application for 144 homes in East Bergholt. • County Council report The Chairman said the ‘Most Active County’ initiative referred to ‘collaboration’ in the same way as the Suffolk Walking Strategy two years ago; this was relevant to the Parish Council’s ongoing attempts to have overgrown vegetation cut back along the pavement from Upper Layham to Hadleigh in order to make it safer for pedestrians. He proposed that a note be sent to Councillor Gordon Jones asking him to pass it on to relevant officers and councillors; this was agreed unanimously. With regard to the proposed cut in funding for the Citizen’s Advice Bureau, it was agreed that the Parish Council should respond to the consultation to say it was unhappy with the lack of ongoing support for the CAB. • ANPR / Community Speedwatch The ANPR report report was not yet available. It was agreed that there should be an item on the February agenda, whether or not the report was available then, to discuss the way forward. In the meantime, the Clerk would find out whether CIL funding could be used for the purchase of speeding devices etc. • Finance It was noted that Section 106 funding had been received from Babergh DC for the gates to the conservation area of the playing field. The Clerk had received a letter from SCC confirming that a payment of £1000 towards the Brett Green defibrillator from Councillor Jones’ Locality Budget would be made during January. • Parish Plan Several responses to the questionnaire had been received. It was agreed to hold two ‘drop-in’ sessions on Saturday 6 April in the Village Hall as part of the consultation process. The working party would meet again to review the questionnaire responses and discuss this event. • Annual Parish Meeting This would be held on Wednesday 24 April. The meeting would be followed by refreshments. • Spring Clean It was agreed to hold the annual Spring Clean on Saturday 23 February. SR would discuss with the Green Team the possibility of re-seeding the wild flower meadow in line with B-Line guidance. • Mobile Post Office service The Clerk had been contacted by the Area Network Change Manager, who said there was an opportunity to introduce a mobile Post Office service in Layham; she had asked for suggestions on a possible location. It was agreed that the most sensible option would be where the mobile library currently stopped, on Brett Green. Should there also be an option for a stop in Lower Layham, this could be outside the Queen’s Head. • 2019 Elections The elections would be held on Thursday 2 May. Election notices would be issued between 12 and 26 March and nomination papers would be available from the Clerk, or Babergh DC. The deadline for submission of applications was 4pm on 3 April. All current councillors would retire and the new councillors would take office on 7 May 2019. • Layham Playgroup Layham Playgroup, a registered charity, had approached the PC to see whether there were any opportunities to collaborate to try and save this community asset and raise awareness. It was agreed that this should form part of the Parish Plan discussions. • Redundant telegraph poles A parishioner had noted that the new telegraph poles at the bottom of Church Lane had still not been connected, despite having been installed some years ago; the old poles were still in use. UK Power Networks were looking into the issue.

Your Parish Councillors Stand Down In May Your Parish Councillors are elected for a maximum of four years, after which they retire and may stand for re-election. The current Parish Council meets for the last time on Wednesday 27 March. The Chairman invites you to the Annual Parish Meeting on Wednesday 24 April, when reports are presented on what has been achieved during the past year - not only by the Parish Council, but by all organisations in the village. On this occasion, the intention is for councillors to review what has been achieved over the last four years and we invite all who are interested to join us for a celebration of life in the village. Election of a new Parish Council This year’s Parish Council election will take place on Thursday 2 May. Four years ago there were seven nominations for seven vacancies and so a poll was not necessary. Layham Playgroup The birds have been visiting to eat the food we have put out for them. We are also very excited as some birds have shown an interest in our new birdboxes in the playgroup garden. Club Events: The Club's 41st Charter Anniversary Lunch will have taken place by the time this article appears but a full report will appear in the next issue. Speakers: Two speakers visited the Club during the past month. 1. Barbara Boyd from the Hadleigh Thrift Shop spoke about the history of the shop and her part in running it and also supporting a village in Albania. She first heard about the problems of life in Albania during 1996 from a charity based in Bury St Edmunds and was persuaded to visit with one of the aid convoys. In 1999 she took over the running of the shop from the Hadleigh Lions who started it. With the help of funds raised in the shop she has been able to help families in the village with supplies of furniture, food, and housing.In particular she has supported one family and through her one son was able to study at University of East Anglia and he now works in England. A daughter is due to leave school soon and hopes to follow him with Barbara's help. She still visits and stays with the family. However this is only part of the story and over the years the Thrift Shop has provided funds for countless local organisations and individuals. Currently it is turning over ÂŁ80000 a year. Hadleigh owes Barbara a huge debt of gratitude. 2. Paul Goodman from Hadleigh Fire Service spoke about the work of the station covering three main areas. Fire response, Fire safety in home and business, Youth work. He touched on business safety including inspections re extinguishers, fire doors etc. Youth work includes Crucial Crew where they work with police and local authorities to give children training in fire safety, personal safety etc. whilst there is also a fire service cadets unit. He did concentrate his talk on fire safety in the home, however, as most members are retired. The Fire service will supply and fit fire alarms whilst thereare supplies available of fire retardant bedding, blankets etc. Special fire alarms are available for the hard of hearing. Hadleigh Table Tennis Club Hadleigh “A” playing up in Division 1 currently lie in 7th spot with four games left to play. A winning finish to this season’s campaign may be necessary to avoid the drop back into Division 2. The past five games have produced 3 wins and 2 losses. Playing back at his best is Mike Emmerson who has won 13 of his 15 singles. Backing him up has been Steve Holland winning 6 from 9 singles. Over the five matches the team has won 27 singles against 23 lost, a promising achievement. Apart from League matches there is a semifinal of the League’s Knockout Cup against Pickwicks “A” of Division Two to come. It promises to be a very close match. Hadleigh “Owls” playing in Division 3 are comfortably placed 7th with five games left. The last three games have produced one win, a draw, and one loss. Dean Abbott continues to be in good form winning seven out of nine singles. Captain Rupert Pyett has won three from six, and David Rickett two from six. This is an opportune time for anyone interested in trying their hand in League play, in either Team, before the season ends in April with a view to playing a full season starting September. The first half of the spring term has raced away and we’ve all been very busy. The Nursery children have continued their regular visits to Sydney Brown Court where they share books, help to do jigsaws, and sing and play with the residents. As the weather gets warmer there are plans afoot for gardening and seed-planting. The children look forward to the visits and relate to the residents as greatgrandparents! Reception class children have enjoyed the book ‘Dinosaurs Love Underpants’ which has resulted in lots of dinosaur exploration, making fossils using clay and other malleable materials, digging for fossils in the courtyard garden, and writing their own dinosaur stories. Daphne the Story Lady came into Year 1 with her sensory stories to help the children celebrate Chinese New Year. They ate Chinese food, created and performed a dragon dance, and made Chinese lanterns. In RE they have learned about Islam, in PE they have been practising gymnastics and putting sequences of movements together, and they have all enjoyed their topic work on Space. In Year 2, the children have been keenly engaged in their topic about ‘Wonderful Women’, learning about the life and work of Mary Seacole, Florence Nightingale, Marie Curie and Rosa Parkes among others. They have been studying animals, including humans, in Science and loved having the opportunity to ask questions about the development of the babies and toddlers who came into their classroom! We are now using the ‘Maths, No Problem!’ scheme throughout the school, and in Year 2 it has certainly helped the children to work together, share ideas, support each other’s learning, and use maths vocabulary confidently. Year 3 had a fantastic trip to BT for a day of ‘Computational Thinking’. The children took part in 8 different workshops, all of which involved algorithms and programming skills. They used Beebots, iPads, laptops and their own minds to create or use sets of instructions. They enjoyed the challenge of programming traffic lights and a propeller. Three lucky children took part in a singing enrichment day at Beaumont School and had a delightful time. One commented, “singing gives me a warm feeling” and “I enjoyed singing to the adults and the younger children”. Year 3’s link governor, Brian Hempstead, brought his violin into the class. He talked about the history of the violin and how it makes its sound, and naturally played plenty of music! The children asked him lots of interesting questions and were a very appreciative audience. Year 4 have also been extremely musical. They are busy practising the songs for the lower KS2 production, ‘Pirates of the Curry Bean’, which we are all looking forward to watching! When they aren’t singing, the children have been dancing with Dance East in the ‘Hullabaloo’ project, creating dances about the wool process and learning about the history of Hadleigh as a wool town. Their creativity has continued in Art with their rain forest collages, and in Literacy with their rain forest stories. They are studying sounds in Science, which has involved making ‘animal ears’! At the start of this term, Year 5 celebrated the New Year in French style by eating cake and crowning their ‘King’ for the day. They took part in a sports tournament at Hadleigh High School, putting in an excellent, whole-hearted effort and giving good mutual support. They all enjoyed a visit to Suez in Great Blakenham, learning about making energy from waste. Much fascinating information and lots of hands-on activities made this a very worthwhile trip. The children were complimented on their behaviour and the interesting questions they asked.

A group of children from Year 6 went to see an evening performance of ‘Joseph’ at the High School, which was inspirational for those who are interested in going on to study drama. And excellent team spirit was demonstrated by the participants in the swimming gala. Back in school, there has been much cross-curricular work on blood! The children have made clay hearts, ‘blood’ smoothies, and some great artwork on blood cells. We were delighted to welcome Sharon Lockhart from FCC Environment into school for a special assembly and workshops for the whole school all about the three Rs: Reduce, Re-use, Recycle! Children learned all about ways to cut down on waste and packaging, and how to look after the environment by making new things from products we have used. The children enjoyed finding out what things we can recycle in our blue bins and sorting lots of rubbish! It was lots of fun and very informative. Collective worship - We have been fortunate again to have had a variety of visitors to our assemblies, including Father Jo Delfgou, who kept the children enthralled with a story about a dragon, David Atkins, Joyce Willis and Brian Hempstead, from St Mary’s Church. A representative from Blue Cross talked to the children about how to be safe around dogs, and another from One Life Suffolk encouraged them to look at and understand food labelling. Many thanks to all the people who enrich the children’s learning experiences!

Kersey Mill Newsletter Finally, with all the decorations and staging taken down following Santa’s Workshop the Mill is looking and sounding bare and quiet. It was a hive of activity with excited children enthralling in Santa’s Workshop throughout December, but now we look forward to pushing ahead with further restoration. Phase 4 starts with the installation of the runner stones and the building of the stone furniture before we move onto the reinstatement and repair of the crown wheels and teeth below. Plans are well underway for the next major open day on April 28th 10am – 4pm. Drive it Day is when a lot of classic and vintage vehicles descend on Kersey Mill, in fact early indications would suggest that we will have more display vehicles on show that any previous year. Weather permitting it does make for a great day out with lots of display vehicles on show. Display vehicles enter free of charge so do get your pride and joy out of the garage and mark the start of the season with a trip to Kersey Mill. There is also an opportunity to view the mill and enjoy the many attractions including the recently refurbished Café and several of the new businesses involved in health and wellbeing along with the wedding venue, craft studio’s and shops. It is a wonderful opportunity for classic and vintage vehicle owners to commence the season and come to Kersey Mill where you can admire and discuss with other owners the delights of yesterday’s vehicles. All public will be welcomed, so come and enjoy a lovely day out, admire the beautiful vehicles, tour the Mill, sample some delicious refreshments on offer. Entry for display vehicles is free. Free entry for pedestrians £5 public parking. We are also welcoming students from Cambridge on an Historic England tour of the mill to witness the restoration in progress. More on this next month.

The DIY Deli Cold-smoked Mackerel Mackerel on sale in the UK is hotsmoked and often has a slightly chewy centre; cold-smoked mackerel is a very different product, highly prized in France, and well worth the effort, providing you can get the fish absolutely fresh. Mackerel will stand up to the intense smoke flavour of oak or ash (hickory); if you prefer a milder flavour go for apple. First catch your mackerel If you go to the supermarket the chances are you will be presented with fish of a dark blue colouration with a sunken eye; don’t think about buying it; it is not fit for catfood. Fresh mackerel has silvery flanks and a huge eye that glares at you; you might get lucky at the supermarket, but the ideal way of getting it is to catch it yourself; otherwise find a fishmonger who can source it from an inshore vessel, ideally on the day it was caught, but certainly by the next day. A longshore vessel that has been out to sea for 6 weeks is not a reliable source of fresh mackerel. Essential equipment 1. A cold smoke generator 2. Fish pliers to deal with the bones; tweezers can work but only if you have a grip like a vice; even then they tend to slip; among the best are from the German master cutler Wüsthof. 3. If you don’t have a purpose built smoker or BBQ, something to contain the mounted fish in the smoke environment; this can be a cardboard box, tea chest, what-have-you? It must have vent holes towards the bottom and an adjustable vent at the top; the latter can take the form of a hole that is partially covered by a beer mat with a paperweight 4. A rectangular dish capable of holding 6 large mackerel 5. In an ideal world, a vacuum bagger; this not only prevents drying out; it increases freezer life fourfold 6. A rack capable of holding 12 fillets 7. A steamer; the bamboo product used in Chinese cooking is ideal Ingredients 6 large fresh mackerel, Around 2kg in total Universal dry cure for oily fish – ingredients below 400g Oak, ash or apple wood dust For a batch of cure mix the following: 500g each of sea salt and soft brown sugar; 1 tsp ground black pepper; ½ tsp each allspice garlic powder & ground ginger; 5 bay leaves, crumbled. What is not used straight away can be stored in an airtight container for up to 3 months. Method 1. Fillet the mackerel into sides, or ask your fishmonger to do it for you; don’t expect a boneless result 2. The pin bones will be in distinct rows rather than randomly scattered; locate them by running your finger along the flesh from tail to head; they have a way of making you aware of their presence; tease the tip into a visible position and extract the bone with your pliers 3. Place the fillets in a large rectangular ceramic dish, skin side up and dust with the cure; turn skin side down, cover with the top surface with cure and seal the dish with cling film 4. Place the dish in the fridge for 10 hours or overnight 5. Rinse off all the cure and steep in cold water for 10 minutes 6. Remove the fish and dry thoroughly on kitchen paper; place it on a wire rack and return to the fridge for 24 hours; during this time it will develop a slightly tacky coating called a pellicle; this is important as it creates a layer that encourages osmosis and enhances smoke penetration 7. Place the wire rack in the receptacle for the smoke generator 8. Load your smoke generator with beech dust and ignite 9. Smoke for 6-10 hours according to taste 10.Leave to settle for 2 hours in the fridge; this will ensure even distribution of the smoke flavour 11.Transfer the slices to bags of around 250g Storage The product will keep in the fridge for up to 1 week (4 if vacuum packed) or 13 weeks in the freezer (12 months vacuum packed) To serve Steam the fillets for around 5 minutes and serve with boiled new potatoes and a can of mixed beans; 2 large fillets will serve 2.

This month, we asking the patients of the Hadleigh & Boxford Group Practice to confirm that their contact details, held on the practice database, are correct. If you have recently changed your address, or your telephone number, please inform the Hadleigh & Boxford Group Practice to ensure that this information is kept up-to date as the Practice may need to contact you urgently. You can do this by calling the Health Centre on 01473 822961 or by completing a contact details form available from Reception. If you are registered for SystemOnline, the Patient Online Service, you can update your contact details on your account page. The purpose of this exercise is to make sure the practice lists are as accurate as possible. Accurate records help you to receive the support you need from your GP. Practice lists of NHS patients with their correct, up-to-date address and contact details are essential for making sure patients can be contacted about their healthcare. Surgeries need to be able to contact their patients to provide them with test results, invite them for screening to protect against cancer for example, or to be vaccinated against infectious diseases such as flu or measles. Hospitals also rely on GP lists to ensure they can write to patients with appointments and results of tests or other information. Naturally, people change address or move to a different area. This can result in the database being inaccurate and means important information may not reach patients. Debra Elliott, Director of Commissioning at NHS England, South, said: “It’s really important that GP practices can maintain accurate lists of the patients they serve, and for this reason we call on everyone to let us know their contact details are correct. You will be supporting your practice to provide the best possible service to all its patients and ensuring the NHS uses its resources efficiently.”

This now Annual Event proved as popular as ever with 112 present, all enjoying a sumptuous five course meal served with a complimentary glass of ‘finest’ Malt Whiskey. ‘The Address to The Haggis’ was carried out in the usual exuberant style, accompanied by the skirl of the bagpipes. A raffle was held during the evening and £800.00 was raised through the generosity of those present and which will be added to monies already held to be distributed to local charities in due course. Support worker Stewart Ashfield underwent a Stars in their Eyes transformation to perform as Michael Buble at Hadleigh Nursing Home, in Friars Road, Hadleigh, from 10.30am to noon on Thursday, February 14. (Valentine's Day). Members of the public joined residents and staff for a coffee morning with Valentine's chocolates and beautifully decorated Valentine's cake. Mr Ashfield, 25, who lives in Hadleigh, worked as a carer for people with learning disabilities for six years before joining the staff at Hadleigh Nursing Home five months ago. He said: "I have always loved to sing alongside my care work and already have nearly 20 gigs booked for this year." Home manager Tracey Burt said: “We are lucky to have so much talent in our home. As well as Stewart, our administrator Esther Pemberton sings in a gospel group, Ipswich International Church Choir, and she has promised they will perform for us in the near future.” The coffee morning, the Hadleigh Coffee Club, will be held at the same time on the second Thursday of every month. At next month's event, there will be a talk by Kate Brett, nurse practitioner at Hadleigh Health Centre.

Report To Hadleigh Town Council March 2019 Report by District Cllr Dr Siân Dawson (Hadleigh North Ward) Angel Court Planning Approved - The first stage of plans to build homes on vacant sites in Hadleigh has been approved. Babergh District Council’s planning committee has backed the demolition of the disused Angel Court Care Home in Angel Street for the construction of 21 new homes. The proposals are a mix of nine one-bedroom or two-bedroom flats for affordable rent, and 12 one-bedroom or two-bedroom flats for shared ownership. These 21 affordable homes will make living in the town possible for those who might otherwise have been forced to leave. This will transform the derelict building from an unused eyesore into new homes in keeping with the rest of the town. I have had many meetings ensuring the detail of the building will be an attractive design and have endeavoured to ensure the detail and colour of windows, roof and landscaping make this affordable housing good design. I have spent 3 years chasing officers and ensuring we successfully got this development completed. Thank goodness it is finalised. Work should commence on site March ’19. Government’s £675m High Street Fund Initiative - The government is looking for bids that are seeking to co-fund projects and places that have already started to formulate a vision for the future of their town centres. The first bid will be for Sudbury and is being driven by the Vision for Prosperity document which was produced last year. We will be going out to tender for a similar Visioning project for Hadleigh in the second bid round, expected sometime next year. The provisional timetable for this vision work is between March - July this year. We want to capture the ‘Vision for Hadleigh’ so that it captures everyone’s ideas for the town and can structure them in a way that will maximise the chance of a successful future bid for funding. A Working Party will be set to consult with residents and business. Hadleigh Cemetery - As regrettable as the situation is in Hadleigh Town Council, the District Council has no ability to regulate the activities of the corporate body of the Town Council. The Monitoring Offficer of Babergh has advised several people, councillors and public, that if they believe the Town Council has acted unlawfully, their first route is to report the activity to the Town Council's auditors and then if still unsatisfied to seek redress through the courts via a Judicial Review. However, whilst this is in my Ward, without being invited to assist, District Councillors cannot advise. Due to the large sums involved, I believe this would merit another independent Financial Expert, alongside a Town Councillor and a representative from Babergh of the Town Councils choice to assist in working a way forward. Please could the town Council consider this option please? Benton End House - I am pleased to announce that Benton End House Trust will complete the purchase of Benton End House end of February. It must raise £1.2 million in order to buy the property and make the investments required for viability. Benton End House will be developed as a dynamic artistic and horticultural hub, seeking to replicate Morris and Lett-Haines’ original ethos of ‘encouraging freedom of invention, enthusiasm and enjoyment’ supporting, educating and encouraging the development of artists and gardeners of all levels of experience, with particular emphasis on the inspiration of young people from Suffolk, and beyond. To recreate the artistic and horticultural ethos of Sir Cedric Morris and Arthur Lett Haines for the benefit of Suffolk and beyond. To support and encourage the development of figurative artists and gardeners of all ages, connecting adults and children with the creative arts, gardening and the natural world. To focus especially on the artistic, horticultural and botanical education of young people from Suffolk and beyond, recognising the benefits of health and wellbeing of artistic and outdoor activities. To develop Benton End House as an enduring centre for the study of the work of Morris, Lett-Haines and contemporaries. This vision will be delivered through the provision of fee-generating day and residential courses. Some twenty Visiting Faculty, encompassing a wide range of specialities and expertise, have already been enrolled. Courses will commence in early 2020. The Trustees will include Philip Mould (Art expert & broadcaster), Arne Maynard (Garden Designer & Chelsea Gold Medallist), Christopher Woodward (Director, The Garden Museum), Matthew Wilkinson (Partner, Sudbury accountants Moore Green) and Bridget Pinchbeck (Financial Donor). The Trust have generously put forward this proposal which I trust you will all appreciate is an exceptional opportunity for Hadleigh. I have given my full support to this project and will endeavour to assist in any way that I can via the community and planning requirements. Please give your support and lets all get behind this wonderful project. Above the Parapet County Council Report - Cllr Mick Fraser Suffolk County Budget 2019/20 and Council Tax Increases On Thursday 14th February, Suffolk County Council (SCC) delivered its annual budget report. This report details the Revenue Budget for 2019-20 and the level of Council Tax to be raised from the people living in Suffolk to deliver the Council’s services. In 2019/20, the budget will increase to £519.3 million - a rise of nearly 4%. The level of general CT is recommended to be increased by 2.99% to £1,199.06 and the Adult Social Care (ASC) Precept has been increased by 1% to £93.07 for a Band D Property. This part utilizes the final amount allowed from the Government’s 6% ASC precept incrementally added over 3-years. This overall increase in CT (3.99%) is 1% less than last year. Over the period 2011 - 2019 the Council has made over £260 million of savings in response to reductions in funding from Central Government and increasing demand for services. This year we have proposed a range of savings totalling around £10 million to help balance the budget - something that the council must do by law. SCC has once again had to draw on our cash reserves, our unallocated reserves are currently just over £50 million. Our reserves have been falling and have reached a level that we need to maintain, at about 10% of the overall budget. I am proud to say that Suffolk is Financially Sound, when other similar sized authorities are struggling to fund services and have made substantial cuts this year. Where will this budget be spent: SCC recognizes the unrelenting rise in demand and the complexity of support required by vulnerable children and adults in Suffolk. Therefore, the council is significantly increasing spending in these two high priority areas. This is an increase of just over £14 million for ACS and Health Wellbeing and Children’s Services (HWCS). ACS and HWCS will account for 75% of the total spend – 3 in every 4 pounds we spend. This leaves us with 1 in 4 pounds for all our other services; including Highways! Funding agreed for Citizens Advice in Suffolk One area of savings by SCC is to reduce the funding given to Citizens Advice (CA) by 50% (£187k), in 2019/20. However, CA in Suffolk will not see any difference in their funding for next year following collaboration between SCC, NHS Ipswich, East Suffolk and NHS West Suffolk Clinical Commissioning Groups. This joint agreement now in place means that a total of £374k will be provided by SCC and these partners. Funding for CA in 2019/20 will remain the same as the previous year and is a great example of Suffolk’s authorities supporting each other to find solutions. Upper Orwell Crossings project proves unaffordable On 29th January 2019, SCC’s Cabinet agreed the recommendations of a report on the Upper Orwell Crossings that the project be stopped. Last year an independent examination of the project estimated that an additional £43.2 million was required, due to a range of factors including: ground investigation costs; changes in bridge design post consultation; and unforeseen procurement costs. Extensive work to secure additional financial backing from the Department for Transport for the three bridges project, has been unsuccessful. This has led to the decision by SCC to scale back the project and instead work with partners to deliver the two smaller crossings in the Waterfront area of Ipswich. Locality Budget So far during this financial year I have been delighted to support the following projects by providing funding from the Locality Budget: Cancer Support in Suffolk – Education and therapy sessions £500.00 Babergh District council – Avenue of Oaks Remembrance Bench £984.00 Suffolk Bereavement Support – Venue Hire £500.00 Student Life – Printing and distribution costs £1,250.00 Visit Hadleigh – Artwork and printing for new visitors map £850.00 HADS – Panto venue hire £500.00 Dance East – Hullabaloo dance project £350.00 Should you have a project that requires funding and fulfils the locality budget criteria, then please contact me as below. Hadleigh Art Club Activities The Art Club meets every Tuesday afternoon at 2pm in the Library Seminar room. Quite a number of new members have joined recently and we are always ready to welcome more. The annual subscription is only £5 with a weekly attendance payment of £3. A programme of work is set out and the March programme is as follows; March 5, Draw and paint primroses (bring some along with you). On the following Tuesday an ominous subject; Raindrops and puddles, stormy weather! Don’t bring any with you, Mother Nature will be providing it. This brings us to a highlight of the month. Hazel Bradshaw will be conducting a watercolour workshop. This will start at 1.30pm. The subject is “Wet on Wet/ Wet on Dry”. Please bring a stretched piece of watercolour paper, paints and watercolour pencils if you possess them…there will be some available to borrow. Dare I repeat? Start time is 1.30pm. The next week on the 26th it is suggested we put into effect the things that we learnt from the workshop.

Firstly the appointment of our New First Team Manager Christian Appleford who is a vastly experienced Manager at this level, having had spells at Stowmarket Town, Mildenhall Town and more recently Asst Manager at Bury Town F.C. Christian has appointed Paul Bugg as his Assistant. Player Danny Smy has taken on the role as Player/Coach and finally Tom Rowson has joined as Sports Therapist /Physio. Merv Bignell has stepped down from the roll of Physio as he is unable to make some of our long trips, but will be assisting Tom when needed, Merv continues as our Groundsman. Essex Prestige Homes Ltd have become Sponsors of our Reserve Team providing them with a new kit and also taken two pitch side advertising boards thanks go to Mr Shaun Barnes for his kind Sponsorship. Our old website provider have recently been taken over, so the Committee decided it was the right time to change to a new provider which if you care to take a look is much more user friendly than the old one. Quiz Night March 29th A general knowledge quiz night has been arranged staring at 7.00pm tickets are £5 per person with a max table of 6 tables can be booked by contacting Lynda Ward on 07515 128947. First Team Round Up 19th January saw a trip to Haverhill Rovers with the "Two Andy's" still at the helm saw a 3-2 victory. The following Saturday was Long Melford at the Millfield which saw us win 2-0. Christian Appleford first match in charge was a trip to Framlingham Town, with Coach Scott Lawrence having to don the "keepers gloves" due to regular 'keeper Nick Punter being unwell. Leading 10 at the interval the players turned in a superb performance for the new manager and the travelling supporters who did not expect to see us score 6 more goals in the second half, but unfortunately we did conceded 2 goals in the final 15 minutes. After beating us 4-0 at the start of the new year Great Yarmouth arrived at the Millfield looking to do the "double" but we had other ideas running out winning 2-1 in this hard fought contest. 12th of February saw a trip to Bostik League side Felixstowe & Walton in the quarter final of Suffolk Premier Cup, despite them taking in a one goal lead at half time and scoring an early second half goal, the whole team put in a tremendous second half performance to get on level terms with 15 minutes of normal time left, but we conceded a penalty just before full time to see Felixstowe go through to the semi-finals. Saturday 16th Feb saw Woodbridge Town the visitors for a league match, going in 1-1 at half time against a strong Woodbridge side gave the Hadleigh supporters hope that things were going our way Wrong! For some reason we totally collapsed in the second half conceding 7 further goals as the "Peckers" ran riot. Reserve Team Round Up With the Reserve Team managers The two Andy's on first team duties Jamie Garwood took charge of the Reserves for two matches which saw a 3-2 home win against Cornard Utd and a trip to Thetford followed with a 2-1 win. February 9th Away to Witham Town Res saw us win 2-0. 16th Feb a Suffolk Senior Res Cup quarter final at Trimley-stMary home of Trimley Red Devil Reserves unfortunately we lost 3-1 in a some what feisty match which saw us reduced to nine men and Trimley reduced to ten Under 18's Round Up Yes at last they finally got to play albeit the League did not arrange any matches during January, their scheduled match at Whitton on Feb 7th was postponed due to an unfit pitch. 14th Feb saw an away trip to Framlingham Town which probably being rusty through lack of games saw us lose 3-2 with Ryan Chidlow and Curtis Harvey scoring our goals. Veterans Round Up Just one match to mention Sunday Feb 17th saw the Vets host Diss Heywood Vets in a league match which saw us run out 5-1 winners. Millfielder

Ebony’s Blog Life at The Shelley Centre Who, out of my readership, thinks they would like to run a marathon? None of my mates in the herd would do such a thing, but I gather humans can train themselves up to go the distance. We have been fortunate to get two runners in the London marathon on April 28tth this year, and training is in full swing. Both men would love to be sponsored for their efforts. Adam Bensusan has to raise the entry fee him self, and once that target is reached he can donate all the rest of the money he gets to us! Yeah, thanks mate. I hope you get lots of support. The Centre’s next fundraiser is the horse race night is on 23rd March at Nayland Village Hall. 7pm for 7.30pm start. Tickets are £15 each which includes a two course supper. It is a fun night with jockeys hoping to win a place in the final. You won’t be expected to ride any of the Shelley herd, by the way. We had a bit of a rocky start to the term with some freezing temperatures, but two new child riders joined us and they are doing very well.
My photo shows a Thursday morning ride enjoying a bit of outdoor air and sunlight, but you can tell from the clothing that it was cold. In comparison the other photo shows the ‘tail end’ of a ride at the Dubai branch of the Riding for the Disabled Association, taken in January by one of our own volunteers. The temperature was a pleasant 24 degrees. There the rides finish at 11.00, and don’t resume until 16.00 to avoid the mid day heat. The ponies live in big loose boxes in large open-ended barns, with a team of grooms to care for them. They were still in their shaggy winter coats when this visit took place. The children (no adult riders in that branch) do not have any hands on experience in horse care as ours do, but their rides are similar to the ones we give, with plenty of educational games, movement and laughter. Her Highness Sheikha Hassa bint Mohammed bin Rashid Al Maktoum donated three of her ponies to the fledgling group to help it get started. Hadleigh Hares A Flying Scott Ramsey! The winter North East Essex and South Suffolk cross country series is now finished. The penultimate event was hosted by the Hares at Holbecks on Sunday 10th February. Despite the now traditionally cold and wet conditions a field of 161 men and 80 women lined up for the seniors’ race. The testing, hilly, muddy, but slightly shorter course than last year made for particularly tough going, but once again, the Hares came up trumps winning the men’s Pool B race and coming second in the women’s event overall. Among a strong team performance, the efforts of Claire Jacobs who won the women’s race, Scott Ramsey who came third man and Danny Preece and Dan Widdowson who finished 7th and 8th respectively deserve a special mention. With just one more race to go Hadleigh Hares were one point clear at the top of Pool B above old rivals Tiptree as the last race loomed at Halstead on 17th February. Another great result at Halstead with the Hares men winning and the ladies coming second finally put us above Tiptree to take the overall season win. Congratulations to all of our cross country runners, and here’s to a successful next season in Pool A. Another Hare with something to celebrate was Paul McAllister who, by competing in Seville, has now finished no less than 25 marathons. Many congratulations to him for an epic achievement. On a more sombre note, it was with great shock and sadness that we learned of the sudden death this month of our friend, past chairman and one time head coach, Clive Pinnion. Clive was a great supporter of the Hares over many years and gave a huge amount of his time and energy into making the club what it is today. Although his involvement had reduced over recent years, he will be remembered by many as a great champion for athletics in the town, not least for his commitment to the junior section, many of whom have gone on to achieve great things. It was fitting that a minute’s silence was held in his honour at the Cross Country in his home town where many will remember him with kindness and gratitude. Clive’s funeral will be held at Seven Hills Crematorium at 10:30 on Friday 8th March. Whether you have run before or you are a complete novice, Hadleigh Hares has a session to suit you. Charity presentation at Stoke On Saturday the 2nd of February, Alan Line presented a cheque to Norman Davidson of Wooden Spoon for the money raised during his 2018 Captaincy at Stoke by Nayland Golf Club. The plague will be displayed in the club as a thankyou from Wooden Spoon. A total of £ 4266.23 was accumulated & Wooden Spoon is most grateful for the generosity of members in raising these funds to help them continue their work in supporting disadvantaged children in our area. At the same time Mr Don Wiggins, the 2017 captain, was presenting his cheque to the representative form his chosen charity, Prostate Cancer UK. Hadleigh Tennis Club Well the new tennis season is almost here and Hadleigh Tennis Club is ready to entertain you. During the winter our Mixed, Ladies’ and Men’s teams have completed in the local leagues with some notable success for the Men’s team who are currently top of Division 4 of the Floodlit League. This year the Club will have been in existence for at least 138 years making it one of the oldest Lawn Tennis Clubs in the world. That said we are a friendly informal club welcoming players of all abilities. If it’s a while since you last played why not play a few sessions to see how you get on before deciding whether or not to join. We can put you in touch with local coaches if required. If you have young children who want to start playing Mary Claire Tweedy runs group coaching sessions for Reception to High School ages at the courts in the summer months. Hadleigh Swimming Club This month, Hadleigh Swimming Club has been put to the test in the Suffolk ASA’s annual County Championships – and they did not disappoint. As you may have read in last month’s Community News, Hadleigh swimmers achieved an impressive 60 qualifying swims and were keen to show their strength and skills against of some of Suffolk’s best aquatic athletes. Plenty of the Dolphins achieved strong personal best times and a number of the team finished in the top ten. Three swimmers; Lottie, Darcy and Benny achieved places in the finals of their events and Lottie topped it all off with a Bronze medal in the 200 metres Breaststroke – we’re all so proud of her and indeed, all of our competitors.
