Charity Ball raises over £8000 for Dementia A Black Tie Charity Ball for nearly 200 guests, held in the beautiful setting of St Mary’s Church, has raised over £8000 for Dementia UK and the Hadleigh Dementia Action Alliance. Stuart Service and James Hellyer, who are running this year’s London Marathon in aid of Dementia UK, would like to say a massive thank you to all those who supported this fabulous and very enjoyable event.

St Mary’s Church looked resplendent and, alongside fantastic food from Jamie Lee Smith Catering and our brilliant band, Turntable, a fabulous night was had by all! Collaboration – A better approach to separation Separating from a partner can be an extremely difficult time both emotionally and financially. In the past, the more traditional approach to Divorce has been for the parties to resolve their differences in the courtroom, but increasingly, with court delays, this process can often lead to increased stress and cost to both parties. The premise of dealing with separation ‘collaboratively’ is for the parties to agree to achieve a settlement through collaboration as opposed to making an application to the Family Court.

In the collaborative process, each party instructs a specialist, collaboratively trained divorce lawyer and all negotiations and decision making takes place in a series of four way meetings attended by both parties and their divorce solicitors. Control is given back to the parties in the divorce to set their own timetable and agenda for these meetings rather than a timetable being imposed by the court. As the parties have a direct input into the agenda they will each be able to discuss issues most pressing to them.

It is possible to bring in experts to the four way meetings, where required, such as Independent Financial Advisers to ensure that both parties have the correct assistance to help them make important decisions for the benefit of their family.

There is far more flexibility in the Collaborative process than the more traditional court process and so it can often lead to a speedier resolution of issues and therefore reduced legal fees.

If the parties have children it is essential that communication is maintained to enable the parents to be able to co-parent their children when they have completed the divorce process. One of the benefits of collaboration is being able to keep the children at the forefront of all discussions in the hope that the impact of the divorce on the children can be minimised.

There is still the obligation on the both parties to provide full disclosure of their financial positions to enable the parties to be fully informed before making any decisions. However, the process of providing this information is more informal and less restrictive.

Ultimately, the collaborative divorce process hopefully ends with an agreement being reached between the parties which they have both worked towards together rather than a decision being imposed upon them.

Most of us know that dementia can make life very difficult for people and for their family carers and one of the biggest worries is not knowing how people will respond if they meet in the shops or around the town. But most of us are unsure how best we can help and the week is an opportunity to find out more, to ask questions and to find out what you can do, whether as a business, voluntary or social group, or neighbour.

The Rosa Simon Music Fund In June 2014, our little daughter and sister, Rosa, was killed in a tragic accident as she scootered on the pavement just outside our house. The response of the people of Hadleigh and the surrounding villages was immense: compassion, empathy and support. A little after her death, with the help of so many others, we set up the Rosa Simon Music Fund. Its aim was to give local children the chance to have new opportunities to learn instruments, make music and to perform at a time when such opportunities were becoming harder to fund for most families.

Through the efforts and immense kindness of hundreds of people, ÂŁ21,100 was raised for the Fund. Aside from ÂŁ1.43, all of that money has been spent on everything from tuition fees for those whose family circumstances made such outlays prohibitive, new musical instruments for local schools and the hosting of live performances involving hundreds of children and young people.

We hope that the experiences gained with the assistance of Rosa’s Fund will be a source of pride and happy memories for everyone involved.

But we think now is the time to bring the Fund to a close. A simple ‘thank you’ seems so inadequate a way of expressing our gratitude to the people of Hadleigh and the surrounding villages, but we hope you can see that it is heartfelt. We would like, though, to single out the trustees of Rosa’s Fund: Maggie Addison, Matthew Coombs, Nigel Crisp and Karen Harman for their immense dedication and skill in managing its affairs over the years. Legends each and every one.

Mayors Monthly Well here we are fast approaching the end of the Mayoral year and also the upcoming Town Council elections. After 26 years serving on the council I have decided not to seek re-election.

Over the years I have served three terms as Mayor and would like to thank the council for putting their trust in me, and also to the townsfolk for supporting me.

This last year has been a difficult one as people have been using social media to issue statements about the council, ranging from “secret meetings� to unlawful practices.

For secret meetings you should read “Confidential�, this is standard practice in any council or business when dealing with financial tenders as these are sensitive to the bodies involved.

One of these has been the extension to the Friars Road Cemetery with many stories circulated about the legality of it. l had the councils solicitors look at the process involved and they found nothing wrong, but did suggest that as one of the companies that had tendered had subsequently gone into liquidation that we re-tender the project again. This was done by the council and a whole new set of tenders were received. The council then, through its agents narrowed them down until a robust tender was identified and in accordance with the council’s decision in February to proceed with awarding the contract. Work begins in April so that the land has time to settle before use.

There have been objections to this project, but as in any democracy the majority vote holds sway and councillors are obliged to support this. Some choose not to and issue unfounded claims of irregularity.

The process undertaken means that the work was advertised under EU regulations and therefore had to be open and transparent.

When you go to the ballot box in May l suggest you think carefully who you vote for as some of those responsible for these accusations will be standing.

Hadleigh War Memorial & Garden June 2021 will see the centenary of the unveiling of the Hadleigh War Memorial. Since 1921 the memorial and garden have been the focal point for the townâ&#x20AC;&#x2122;s annual remembrance activities. To mark this key anniversary the Hadleigh Branch of the RBL have started a project that will see the memorial and garden in particular regenerated. The aim is to create an accessible and inviting space where the townsfolk can pause, relax and reflect.

Work is already underway, new trees have been planted and two new benches have been installed. The main change will see the area around the memorial paved, which will improve accessibility. The project will be complete in time for a rededication ceremony on the anniversary in June 2021.

The current residents of Benton Street recently subscribed to the Hadleigh Great War Centenary memorial garden regeneration project in memory of the 23 residents of Benton Street who fell during the Great War of 1914 â&#x20AC;&#x201C; 1918 and who are listed on the memorial. A plaque on one of the new benches recognises this contribution. It reads â&#x20AC;&#x201C; â&#x20AC;&#x2DC;BENTON STREET MEMORIAL BENCH in memory of those who fell in the GREAT WAR of 1914 - 1918â&#x20AC;&#x2122;.

Lifting spirits with Hadleigh Community Choir Thanks to the good attendance at our Christmas concert, Hadleigh Community Choir were able to make a generous donation to local charity ‘Little Lifts’. This is a charity that helps women with primary breast cancer by supplying a box of gifts that will help with aspects of their illness and treatment. These include items from the practical – tissues and a water bottle, to comfort items – hot chocolate and lip balm, to the unexpected – herbs and spices because you may lose some of your sense of taste and seeds to grow to foster hope – by the time they are grown, your treatment will be complete!

Oa Hackett founded the charity after her own experience of breast cancer, starting at the Norwich and Norfolk hospital and now covering Ipswich hospital too. Stella and Pam from the choir went to meet Oa and her colleague and presented them with a cheque for £200. A generous gesture recently allowed us to make another charity donation. Our usual accompanist, the enormously patient and talented Graham Holmes, recently went on holiday for a couple of weeks. Another masterful musician, Jonathan Woods, ably stepped into the breach so that we could carry on with our rehearsals. When he insisted on waiving the accompanist’s fee, we suggested a donation and we have sent this to Cancer Research UK. Hadleigh Community Choir meet on Thursday evenings from 7.15pm in the United Reform Church. You'll find a warm welcome whether you are completely new, a returning member or have turned up once or twice and not felt sure.

Well, itâ&#x20AC;&#x2122;s been five months since the launch of the Inactive2active Service based at Hadleigh Boxford surgery and during this time it appears to be a great success! Over 50 patients have now met with me to discuss their physical activity needs and goals for activity in the future. The majority have become more mindful of living less sedentary lifestyles and the feedback indicates that many have tried a new activity such as chair based classes, swimming, Zumba Gold, Exercise on Referral, low impact aerobics and yoga to name but a few. Many have also increased their walking and have taken part in some of the many free health walks available locally.

This service is aimed at patients who are currently not achieving more than 30 minutes of moderate activity a week, but who would like to understand the wider health benefits of being active and receive encouragement and ideas on how to move more in their everyday lives. The service also supports those wanting to find and access an appropriate, more structured activity, in order to increase activity levels.

Itâ&#x20AC;&#x2122;s not my role to deliver physical activity, more to help others understand what would be appropriate and to make an informed choice. Here is just some of the feedback from those that I have helped find what they were looking for: â&#x20AC;&#x153;I saw your advert and decided to phone and meet with you. You were understanding, helpful and encouraging without being pushy, the whole ethos has been so helpful. I was so afraid I was losing the ability to walk but after just a few classes I can feel a difference I so want to keep this up. It has given me confidence so much so that I am taking an extra class, making two a week. I know you are available should I need advice. Thank you so much for giving me hope.â&#x20AC;? â&#x20AC;&#x153;I attended the recommended fitness class yesterday and thoroughly enjoyed it, just right for me and at the right tempo.â&#x20AC;? â&#x20AC;&#x153;The initial meeting with Janet and subsequent follow up and ongoing tailormade support have been second to none. I have found suggestions to integrate self-help and physical activities into my daily life, motivating.â&#x20AC;? â&#x20AC;&#x153;What a great programme that actually tries to help people stay healthy instead of just trying to fix them when they are ill.â&#x20AC;?

I am passionate that any form of movement is important and should be celebrated without reflecting on â&#x20AC;&#x2DC;what I used to be able to doâ&#x20AC;&#x2122; or â&#x20AC;&#x2DC;Iâ&#x20AC;&#x2122;m too old to worry about thatâ&#x20AC;&#x2122;. In my time here at Hadleigh and Boxford I have seen that there is a fantastic range of activities, providing something for everyone.

Hadleigh Walkers We had another good turnout (30) for March’s walk at Lamarsh and we were pleased to see a number of new faces. The weather held off and good food and refreshments at the Lion completed a good outing.

Our walk on Saturday 13th April will start and finish at Boxford and is a modest 6 miles. We will meet at 0930 at the entrance gate to the Boxford church.

Parking is available on the road approaching the school or on the LHS of the hill leading from the church up to the A1071. Our route will take us to Hagmore Green, Assington House, Bush Hill Grove, near Assington church, The Glebe House, George Grove and back into Boxford. Refreshments can be obtained at the Coffee Shop in Boxford at the end.

If anyone is in need of transport please let us know and we will see if there is any opportunity for car sharing. Everyone is welcome, including well behaved dogs. Strong shoes or preferably walking boots should be worn as the ground can be muddy or rough in places at any time of the year. As usual, route maps can be requested from the web site. Looking further out to May, our proposed walk will be an old favourite around Bentley which should be a good one (hopefully) for bluebells. More details next month.

Hotel, Golf & Spa Resort Saddles Up for 24-Hour Cycle in Aid of Local Mental Health Charity Staff, members and guests at Stoke by Nayland Hotel, Golf and Spa have taken part in a 24-hour cycle to raise essential funds for the Suffolk Mind charity and to increase awareness of the importance of exercising for mental wellbeing. The event, that kicked off at 10am on Friday 4th March, attracted over 40 volunteers who collectively cycled for 24-hours straight on an exercise bike set up in the hotel’s lobby. Cycling slots ranged between a leisurely 15-minute ride to a long 2-hour uphill cycle, with volunteers covering a total distance of 742.54km in 24-hours – equivalent to cycling from Stoke by Nayland to Inverness in Scotland! Throughout the day staff from Peake Fitness, the resort’s on-site gym and fitness centre, collected donations and also educated passers-by on the importance of physical activity in supporting mental health. Chris Grimwood, Leisure Club Manager at Peake Fitness, commented: ‘We’re so proud of our team for getting on board with this fantastic cause! We have over 250 staff here at SbN and nearly all of them got behind this challenge, whether by taking part, making a donation or simply coming along on the day to cheer on their colleagues.’ In addition to educating their team, visitors and members on how to improve wellbeing through exercise (and have a bit of fun along the way!) the team at SbN raised over £400 for the Suffolk branch of Mind, a charity that provides advice and support to individuals suffering from mental health problems. Lizzy Tuthill, Community Fundraising Coordinator at Suffolk Mind, added: ‘The importance of physical activity, combined with other emotional and physical needs, is essential to maintain mental wellbeing. This challenge and the support and dedication of the team at SbN will help to raise awareness of the services we offer and provide a platform to open up conversations around wellbeing. ‘Suffolk Mind aims to make Suffolk the best place in the world for talking about and taking care of mental wellbeing, and the team at SbN are certainly contributing to make that happen. Over 1,000 Pieces In Quilt

The most recent Country Threads Saturday workshop was devoted entirely to their new ambitious project - a massive hand sewn quilt. Ambitious is perhaps an understatement considering the plan is to cut out, quilt and back 480 pieces of colour coordinated squares of cotton lawn. These will then be painstakingly assembled and hand sewn to form a large colourful bedspread. The group is not daunted by the task ahead of them as they have already completed one such cover. There is also plenty of incentive to finish quilt number two as their first effort realised a considerable sum when it was raffled for the St Elizabeth Hospice several years ago. The new quilt will also be raffled and the proceeds will, once again, support the St Elizabeth Hospice, Ipswich.

Work didn’t come to an end when the Saturday Workshop finished. Leader, Mavis Gordon, made sure everyone went home armed with cereal box templates and plenty of squares to work on before they all meet up again at their Wednesday group nights. Needless to say none of this is carried out in silence. There is plenty of chat, laughter and time to put the world to rights as the work progresses. You can be sure of a warm welcome every Wednesday evening at the URC rooms.

Hadleigh Nursing Home’s Concert for Comic Relief Hadleigh Nursing Home’s home grown talent performed at a special concert on Friday March 15, from 6pm to 8pm, to raise funds for Comic Relief charities.

Esther Pemberton, administrator at the home in Friars Road, Hadleigh, sang with IIC Worship, a gospel choir attached to Ipswich International Church. Meanwhile, support worker Stewart Ashfield, a Michael Buble tribute artist, performed a medley of popular songs.

The public joined residents and their families for the free Red Nose Day event at the Kingsley Healthcare run home. There were light refreshments, including Red Nose cupcakes, and a choice of drinks. Manager Tracey Burt said: “I hope everyone found the event a lot of fun. We were taking donations for Comic Relief.”

At last that precocious Chihuahua is preoccupied, leaving the computer unguarded for me to write this month’s news from the feline point of view. Most importantly, I must tell you about two cats, mother and daughter Fat Cat (I can hardly bring myself to type such a name!) and Betty. They have been with us far too long and need a quiet, understanding household to help them overcome their timid natures. A more dignified name for the mother wouldn’t go amiss either! Kenny would have my guts for garters if I didn’t tell you we have dogs too.

The volunteers appreciated the warm spell in February but it’s back to wellies and warm jackets as the rain trickles down the office window. Hopefully the Spring will be in full flourish for our Easter Fair at the Old School, Long Melford, CO10 9DX, 10-3pm on 14th April. Lots of lovely items for friends, family and your pets, a big raffle and tombola, refreshments, free parking and only 50p admission. The Hadleigh Historian Issue 51 (April – May 2019) It was not until 1836 that Hadleigh’s volunteer fire The Hadleigh Historian brigade began to appear in official records, when The Hadleigh Historian its management was put on a more regular basis.

If called out to a fire in the parish, there was no charge but neighbouring villages could pay an annual subscription if they wished and Hadleigh brigade would attend when called upon. However, the constant problem was the lack of horses to pull the hand-pumped engine, which led a Hintlesham parishioner to write to the press, making the fact known that the service, in his opinion, was unreliable. It was local newspapers that recorded the efforts of not only the firemen of Hadleigh but also Manningtree and five brigades from Ipswich that attended the fire in 1850 at Raydon Hall. The smoke could be seen up to thirty miles away and was considered at the time to be the worst in the district that anyone could remember. In ‘Hadleigh fire brigade attended the scene’ the story of this event and other fires, big and small are retold. ‘Health and safety’ is nothing new as Hadleigh’s self-selected councillors formulated 38 ordinances to govern the town when they were granted a borough status. These included keeping the streets free from accumulating night-soil, building materials and runaway animals. Part 3 of ‘When Hadleigh was a borough 400 years ago’ relates the problems that worried the town’s elite, who felt their social superiority was being threatened by a host of perceived disorders arising among the 3000 population.

From his collection, Nigel Crisp of Hadleigh has kindly leant photographs of the Town Hall that appear on the front cover and as a follow-up to the article in Issue 49 entitled ‘Derrick’s Iron Foundry’ The series ‘The Hardacres of Hadleigh’ has reached the third generation, which tells of a surgeon’s widow in India; a victim of cholera in Dublin; the wife of a Suffolk poet and playwright; and a child prodigy. During the 1850s and 1860s, when the interior of St Mary’s church was reordered, Henry George Hardacre – organist, choir master and leader of Hadleigh Choral Society – played an important part in the successful outcome. Having highlighted ‘Four favourite discoveries’ in Issue 50, which were featured in earlier magazines, now ‘Four favourite people’ includes the person commemorated on the oldest memorial of its type in England; a popular entertainer who gave up her international career to settle in the town; Hadleigh’s first historian; and a world-record holder. Road Safety Event in Nedging with Naughton On the 7th March 2019 there was a social meeting of some of the residents of Wallow Lane and Marshmoor Park. This was to mark the reduction of the speed limit at the junction of Wallow Lane and B1078 from 60 MPH to 40MPH. Residents here have been trying to obtain a speed reduction since 2002 when the residents of Marshmoor Park enlisted the help of Baroness Rosalind Scott of Needham Market. Unfortunately all efforts failed to obtain a speed reduction at that time and several attempts since that date.

In 2015 yet another campaign was started involving local residents, Parish Councillors, District Councillors, County Councillors and even our MP Dr. Dan Poulter. After many meetings involving the Suffolk Highways Department, emails, letters and telephone calls it wasn't until 28th January 2019 that the new signs were approved and in place. After such a long time it was great for everyone to mark the occasion by having an afternoon tea celebration at Marshmoor Park. We had a special visitor, Julia Truelove who was one of the County Councillors at the start of this campaign. So a big congratulations to those who attended this event and helped during the campaign.

James Cartlidge writes Member of Parliament for South Suffolk It is often said that these are â&#x20AC;&#x2DC;historicâ&#x20AC;&#x2122; times in Parliament. However, most constituents would assume that word was referring to the passage of Brexit, with all its ups and downs. In fact, I would like to think that I recently participated in the passage of a Bill that could at least a little historic in terms of its future impact on social trends. I refer to the â&#x20AC;&#x2DC;Civil Partnershipsâ&#x20AC;&#x2122; legislation which I supported in its final stages last month, having also spoken at Second Reading (i.e. its very first debate).

A Civil Partnership is a way for two people to show their commitment to one another, and to gain most of the rights reserved hitherto for marrying couples, without using the â&#x20AC;&#x2DC;traditionalâ&#x20AC;&#x2122; route offered by civil or religious marriage.

However, at present, this form of union is only legally available to couples of the same sex. The purpose of the Civil Partnership legislation is to extend this right to heterosexual partners.

When I first heard of this change my instinct was to question if this would be a â&#x20AC;&#x2DC;commitment liteâ&#x20AC;&#x2122; way of conjoining. On reflection, and on hearing testimony from constituents and others who strongly support this option, I concluded that this would offer a new form of commitment to those who would otherwise probably make no such commitment at all.

I should clarify that my wife and I chose to be married in church, using the traditional service, but it is a fact of life that millions of couples choose to live together without any formal binding of their relationship. In my view, far from â&#x20AC;&#x2DC;threateningâ&#x20AC;&#x2122; marriage in church or even a registry office, for those who see marriage as outdated or too traditional (and I do not agree, but many feel that way) a Civil Partnership offers a way to bring greater stability to their lives â&#x20AC;&#x201C; and those of any children they have.

I also feel that this measure will become much more popular for generations to come. If that delivers greater stability and less family breakdown, that will be all to the good, and truly historic.

Travelling to the Show this year Over the last couple of years the issue of vehicles and pedestrians using Duke Street and the narrow Toppesfield Bridge together has become a concern. We have therefore taken the exciting decision to construct a brand new vehicular access running from Coram Street and coming in at the top of Holbecks Park. This new route will greatly improve the safety of pedestrians coming to the Show as Duke Street will be closed to all show vehicles and will become pedestrian only.

What Do These Changes Mean? Duke Street, leading from the High Street to the Showground, will be closed between 6am and 6pm on the day of the Show, and all vehicles which previously used this road will be directed away from the High Street to the new entrance.

• Vehicles coming from Colchester / East Bergholt or Ipswich directions will use the new track off Coram Street.

• Vehicles coming from Sudbury or Lavenham direction will continue to use the Gravel Pit Lane as in previous years.

• Please ensure you follow all road signs and instructions from traffic management staff and stewards to ensure your travel to the show is as smooth as possible.

News from Kersey School

Squirrels (Reception) Squirrels have had a busy start to this half term learning all about Space. They have been finding out all about our solar system and what Tim Peake did while he was in Space. They enjoyed making planets and the solar system with their parents during science week. The children have all written lists of things they would take into space and have also written about what qualities they would need to have to be an astronaut.

In maths they have been doing lots of practical activities focused around adding and subtracting.

Hedgehogs (Years 1 and 2) In Hedgehogs class we have been looking at the two stories, 'Jack and the Beanstalk' and 'Jim and the Beanstalk'. We have been re writing our own versions of 'Jack and the Beanstalk', by changing the characters and some of the events that happen.

On World Book Day we all worked hard to make a classroom display of 'Jack and the Beanstalk' where we made the beanstalk, clouds and the castle at the top!

Badgers (Years 3 and 4) We have been having great fun in Badgers class this month. As part of World Book Day we read 'Alice in Wonderland'. During the week we created our own versions of the story, created Alice inspired water colours, drink me bottles, teapots, cakes and 3D playing card roses! The children and parents had a brilliant time.

During our Science week we have conducted the experiment of making elephant toothpaste. After writing our own instructions we then used our stop art animation skills to make a video about how to make it. When we were at the village hall we had the task of bringing Tim Peake safely back to Earth. The children did a great job in making a capsule that worked.

Owls (Years 5 and 6) Owls class have been busy since half term, taking part in BBC Radio 2's 500 words competition, as well as enjoying a great lead-up to World Book Day, reading The Pancake King and designing their own pancakes. They thoroughly enjoyed making them and decorating them too!

The children have been focusing our learning around Science, in particular the topic of Earth and Space. They have found out about lunar rovers and heard the story of the Mars rover, Curiosity, which was launched back in 2011.

As part of our English work linked to Science week, they have been writing our own CVs to 'apply' for a job at NASA; it has been fascinating to find out how many job possibilities there are other than an astronaut at NASA. Uniting the drama and music departments, Ashley Betts, Head of Performing Arts, directed over fifty enthusiastic students who took part in our highly successful show, Joseph and the Amazing Technicolor Dreamcoat. Alongside the cast and band members, an indispensable back-stage crew, worked tirelessly, supporting the cast with lighting, sound, costume design and artwork.

This was a truly-magical production, demonstrating the school’s values of teamwork, creativity, excellence, independence, respect and resilience. The students were in their element, throwing every last ounce of energy into the show. Their huge enjoyment was reflected by the audience’s rapturous applause and frequent bursts of laughter.

Simply the Best!

The English department had another successful year and were delighted with the 2018 GCSE results. For English Language, Year 11 students achieved 76.9% grades 9-4 and for English Literature students achieved 79.1% grades 9-4. These results were the third best GCSE English results in the county and are a result of the hard work and dedication from both students and staff. Our current Year 11 cohort are working hard towards their exams this summer by completing lots of revision and we hope to achieve similar high results in August 2019.

Bouncing our way to success Trampolining club has attracted large numbers this last term across all 5 year groups. High participation numbers have led to a very successful outcome at the South Suffolk School games trampolining competition held at Suffolk New College on 12/03/2019. Three under 14 teams were entered, alongside two under 16 teams. Our students competed well and were a credit to the school displaying excellent technique and some outstanding routines. Hadleigh were successful in progressing two teams through to the county finals. The County Finals are taking place on 02/04/2019.

Superb EPQ Results We are delighted to announce another superb set of EPQ results for Hadleigh High School. The Extended Project Qualification is designed for A Level students, offering UCAS points in preparation for university. Pause For Thought Imagine boarding a plane for your dream holiday when suddenly the pilot announces, ‘Welcome aboard. After take-off we’ll serve you a wonderful meal and provide you with drinks and do all we can to make your flight enjoyable.

However, I need to tell you – we have no destination. That’s right; we’re just going to keep flying until we run out of fuel and drop into the ocean.’ No matter how wonderful the journey is, what’s the point if there’s no destination?

The Bible tells us that Jesus said: ‘What good is it for someone to gain the whole world, yet forfeit their soul? (Mark 8: 36). Jesus is teaching us in these words that our final destination is more important than anything else.

And, by the way, following Jesus in the here and now is the most peaceful, joyful and purposeful way to live your life confirmed in His words found in the Bible: ‘The thief comes only to steal and kill and destroy. I came that they may have life and have it abundantly’ (John 10: 10).

When you breathe in the air and soak up the sounds of nature this time of year, the benefits of being outdoors is instant. Which is why if you can take your fitness routine to the great outdoors – the benefits to your health and wellbeing increase tenfold.

One of the greatest benefits of outdoor exercise lies in its inherent opportunity to connect with Mother Nature and in turn getting a free daily dose of vitamin D through sunlight. NHS guidelines state that the body creates Vitamin D from direct sunlight on the skin. So through the months of October to early March we struggle to get the amounts needed from the sun. A lack of vitamin D can lead to bone pain caused by a condition called osteomalacia. Vitamin D also helps to regulate the amount of calcium and phosphate in the body – nutrients needed to keep bones teeth and muscles healthy.

A study by Barton and Pretty (2010) stated that outdoor exercise provides a mental health boost beyond that of indoor gyms. They said that moving outdoors can reduce anger and depression and improve mood as well as improve self-esteem. Barton and Pretty (2010) also suggested that low- to moderate-intensity physical activity proved to have greater improvements in self-esteem than high-intensity outdoor exercise.

Don’t let the prospect of outdoor activity scare you. If you’re new to exercise or just getting back into it, start with short exercise sessions and lighter intensity. Whether it’s completing a circuit workout at your local park, cycling to work, or walking your children to school and home. Any movement counts - all you have to do is get out and go! For the last three years Hadleigh Cycling Club has run Get Back on your Bike sessions for women of all ages who want to improve their cycling skills. Gale Pryor, Coach and Committee member said, “Since we began the sessions, we’ve had a terrific time. Some riders were complete novices when they started, others had simply lost their confidence. We’ve gone from the playground, to the Railway Walk and onto the road, in 6 weeks. “We are considering running another course this summer so if you are interested in finding out more, please contact me on 07811 435 883 by 30th April."

The Club’s Junior programme will commence on Wednesday evenings at 6.00 pm at Hadleigh Community Primary School, starting on April 3rd. Spring is upon us, and the sweet sounds of nature are music to our ears! Yet for those with hearing loss, some of these sounds go completely unheard. One local business is encouraging anyone experiencing hearing difficulties to ‘spring into action’ by attending a special event in Hadleigh.

Just as our eyes slowly deteriorate as we age, making it difficult to read small print, our ears can gradually lose their ability to hear sound. It may surprise you to know that sounds as common as birds singing, pages turning and the crunch of gravel underfoot are sounds that those with hearing loss completely miss out on.

Hearing loss can lead to isolation and frustration due to finding it difficult to follow conversations, over exhaustion after listening in challenging environments, and a greater risk of developing cognitive issues including dementia. Overall this leads to a reduced quality and experience of life. By taking action to monitor your hearing health you can make sure that you are experiencing life to the fullest.

The Hearing Care Centre is a local, family-run hearing care company. Last year the business celebrated its 20th anniversary, during which time it has grown from having just one branch to offering an award-winning hearing care service from 26 centres across East Anglia. This includes Hadleigh, where audiologist Michael Shade holds a fortnightly clinic at Health By Design, a health centre based on Hadleigh’s High Street.

On Tuesday 7th May (9am-5pm) The Hearing Care Centre are organising a ‘Hearing Care Day’ at their Hadleigh clinic, where complimentary hearing assessments (usually £20) will be on offer.

Hadleigh Hero dog Bowza Hadleigh Hero dog Bowza (A SESAW rescue dog) walked out the Ipswich Town FC Team in front of 25,000 people. All he wanted was the football the ref was carrying. A few days before, he was at the training ground at Playford road meeting the players and manager Paul Lambert, then having a kick around with some of the players.

A few weeks before his ITFC walk out, Bowza was on the channel five TV programme “Do The Right Thing” with Eammon Holmes, Ruth Langsford and Esther Rantzen. He sang on stage and was awarded a trophy (Dog of the Year) from Eammon Holmes. Now it's back to playing in the fields with all of his friends.

By the time you read this the roof of our new Craft Barn will be complete. At Orchard Barn we convert everything we do into learning opportunities. This unique building has been constructed by students and volunteers. They have learnt how to use 15-20 year old Elm poles for the rafters, plus coppice materials for the external cladding. Battens have been cleft from 10 year old coppice Ash and the 11,000 shingles from Sweet Chestnut. Elm typically gets to about 15 years old before succumbing to Dutch Elm Disease. We cut the Elm at the first signs of this disease and give the tree a second life as a rafter.

The Players have taken their final curtain call! This group, officially began in 1995, though they previously entertained and raised funds for local churches, youth groups, clubs and charities for nearly three years. 'Cinderella'... locally written, was the first of five Pantomimes, staged between Musical Shows, notably 'The Green Children'. Followed by Bless 'em All', The end of the Pier Show, The grand old Duke of York, It Must Be Love, Robinson Crusoe, ShowTime, ! and 2. Popular too, were themed music and drama evenings, Murder Mysteries, Three I Act dramas, and entertainment for Harvest Horkey nights, and Christmas fun for Whatfield and Bildeston.

Throughout much of this time we had the support and guidance of Robert James and Mona Bruce, professional actors who lived in the village. We also owe thanks to the help we had from Hadleigh Community Choir, and the technical expertise of H.A.D.S. The decision to call it a day, was hard, but the full committee agreed that we had to accept the situation. Membership had not grown, and casting anything became a problem, rehearsal schedules hit difficulties, yet the workload remained the same.

To cheer us all up..... All members past and present, are now invited to an evening of celebration, and memories. This will be held at Whatfield Village Hall, on, Saturday 1st June, 7.30. This will include a Buffet Supper, and there will be a bar. Bring along your scrap-books!

Club Events: 1 The Club's annual Charter Lunch was held at The Swan Hotel, Lavenham on 28th February and around 40 members and guests enjoyed an excellent meal in good company.The main speaker spoke about his life leading up to his arrival in Lavenham and read one or two of his poems. A raffle was held raising about £200 which will be split between Rotary's End Polio Now campaign and the Club's charitable fund.

Many thanks go to the management and staff at the Swan for looking after us so well.

2 End Polio Now!! - Have you seen the purple crocii in Magdelen road on the grassy strip beside Partridges? They have been a picture during the first 3 weeks of March and are the emblem of the Rotary Polio campaign.

Speaker: Dave Palmer of Birds I Images attended the first meeting in March bringing with him a number of Drones. He spoke about their very varied uses including overhead viewing of sports events, roof/solar panel inspections, mapping, crop inspections and treatment control, police searches and fire service inspections. In some circumstances drones may replace the use of helicopters at a much smaller cost. They may also be used for fun and entertainment but there are strict regulations which must be followed covering flying height, distance, area and safety. Civil Aviation Authority permission is required before drones may be used commercially and failure to obtain this will lead to prosecution. His business has two sides - Commercial which includes attendance at exhibitions and corporate events - Social which includes parties both for children and for adults. In addition he arranges drone racing events where the machines may reach speeds in excess of 90mph. Needless to say participants in these must have some training first.

At the meeting he exhibited one of his larger drones but also brought along a much smaller one which was suitable for indoor use. It sat in the palm of the hand and was equipped with a camera. Members were provided with a small screen each and were able to view the flight through the drone's camera as if buzzed around the room. This was highly entertaining and is, of course, very popular at children's parties where he sets up an obstacle course for the drone to negotiate. He also speculated on the future use such as emergency deliveries between hospitals, goods delivery between warehouses but he did not think that house to house deliveries would be feasible in the near future.

Dave will be at the Hadleigh Show this year with his drones so look out for him!!

New kids on the BLOC We have come a long way since the days when teenagers didn’t exist. Of course, the teen years have always been, people didn’t simply jump from 12 to 20 without the intervening period, but it wasn’t really all that long ago that you went from being considered a child, straight to becoming an adult. As part of the post-war changes, the 50’s developed teenagers, who in my opinion, have been largely overlooked until recent generations. These days, I think most of us recognise that the teenagers of today are the leaders of tomorrow. They are the creators, the teachers, developers, workers, constructors, doctors and all else and they will be the ones to take on the mantel of everything to come. To this end, surely, it is only right, that they get to have a say in the decades ahead?

Suffolk Libraries has been awarded National Portfolio Organisation status from Arts Council England and is facilitating county-wide events, under the name BLOC (Building Libraries on Creativity), to help young people develop arts and culture activities in libraries. At Hadleigh Library we are excited to say that we are now embarking on our step in this project and so we raise the loud hailer to say: teenagers, tell us what you want. We want to hear from anyone aged 12-20 about what creative activities would be engaging; be it digital photography, interpretive dance, filmography, music creation, theatre, art, spoken word - whatever it is that invokes a spark of interest. In an everchanging world, libraries are evolving too and we want to make sure that the users of the future feel involved in their direction. One local business has announced their inaugural charity golf day, which promises to be just as fun for complete beginners as it is for seasoned golfers.

The Hearing Care Centre, which has a clinic locally at Health By Design, Hadleigh, will be holding the event on Wednesday 17th July 2019 at Seckford Golf Club, near Woodbridge. All proceeds from the event will go towards the company’s chosen charity Hearing Dogs For Deaf People. Beginning at around 1pm, golfers will enjoy 18 holes of golf across this stunning course, while those who are new to golf will receive three hours of tuition with a PGA golf professional. The two groups will re-join at the clubhouse to enjoy a freshly cooked BBQ dinner, and conclude with the official awards ceremony. There will also be some fantastic prizes which all attendees will have a chance of winning during the event.

The Hearing Care Centre is an award winning family-run hearing care company which has 26 clinics across East Anglia. Last year the company raised £20,000 for Hearing Dogs For Deaf People as part of its 20th birthday celebrations. Entry for the event is £50 per person and includes the golf, BBQ, snacks and a donation to the charity. Golfers wishing to enter the tournament itself must enter in teams of 4 players. In a previous issue I wrote explaining that some South Suffolk Conservative Association members had blocked my reselection to stand as a Conservative candidate for Hadleigh in the Babergh District Council election (without any reason being given). I was offered wards elsewhere but am unable to stand as a Conservative candidate in Hadleigh due to the blocking by a small cabal.

I still have the support and trust of most senior local Conservatives.

I love living and representing Hadleigh! I have eight years experience of energetically serving the Hadleigh community and 21 years of living here. I am proud of having saved East House and Cox Park from executive housing, of being a member of Babergh District Council’s Cabinet and I am one of the main reasons parking has remained free in Hadleigh. Also, unlike some candidates, I live full time and on-going in Hadleigh! Thank you to the many people who have contacted me with their dismay and support. Because of such support and the fact that I will not be bullied, I have decided to stand as an Independent in Hadleigh. I recognise that without party support this will be a risk and also expensive, but thank you to the people who have offered to help (further help gratefully accepted). I apologise in advance if I do not manage to visit all Hadleigh South residents - the local boundary review has resulted in a very large ward, but I will see as many of you as I can. Moving forward, I hope to continue to fight passionately and positively for the residents of Hadleigh. Let’s go for it!

Dear Sir, Where are the Millennials with business acumen and intellect? Hadleigh Town Council needs you. Borrowing £500,000 for a cemetery extension with no business plan, no proven need and no start date is madness. Giving away 25 years income from the new Telecom Tower on the Hadleigh United Football Club ground, valued at over £200,000 in exchange for new floodlights, was crazy. The thought of building a costly multi-storey car park when the Town Council already owns the seldom used H.U.F.C. car park beggar’s belief. Why not signpost its existence? Far cheaper. Hadleigh needs bright, young professional councillors right now. Stand and be counted. Help Hadleigh pull together and plan its future.

Dear Sir, How tragic that the bilious atmosphere at Hadleigh Town Council fostered by some Councillors has now spectacularly spilled out into the public domain.

This public domain has gone beyond Hadleigh and does little credit for our lovely town which is renowned for its warmth and welcome. Please think on how you would feel if you came home from work having read the way forward was to “rough up the staff” If your husband/wife/son/daughter/friend/neighbour told you this? What would your reaction be? How would you comfort and reassure the person to whom it referred? Thank goodness this is Hadleigh, not the White House. Can Hadleigh pull back from this? Yes Hadleigh can. I totally believe in the goodness of people and trust that this overspill will enable folks reading the content to exercise their own discretion.

I write with regard to the forthcoming Town Council elections, giving us the opportunity to transform our Town Council, which is desperately needed. The Town Council has been much in the news over the past couple of years, even at National level, and shown in a very negative light. The Town Council was accused of being dysfunctional and the result of a Parish Poll a year ago called for all councillors to resign. Some agreed to resign if all would, but some refused and, as the result was not enforceable, it continued as before. It is obvious from attending council meetings and reading minutes that since that time the situation has only deteriorated further. We now have the opportunity to change the situation by electing new councillors. Some may be discouraged from standing because of all the problems there have been, but with a change in councillors and a Town Clerk who ensures that the council operates democratically and transparently, the problems should be resolved. Please give serious consideration to standing for election as a Town Councillor.

Dear Sir, Hadleigh Together is always citing Frome in Somerset as the perfect town compared to Hadleigh but here are a few facts which I have not seen

mentioned:- The population of Frome is nearly 30,000 (more than Sudbury & Great Cornard combined). The budgeted income expenditure is around ÂŁ1,500,000. The town precept for 2019-20 has been raised by 15p a week to ÂŁ159.59. It has a staff of 22 which includes the following officers: Town Clerk and Assistant Clerk, Economic Development, Planning & Design, 3 Community Project, 2 Marketing & Communications, Finance Administrator, Environment Manager, Business Manager, 2 Customer Services and someone called Resiliance.

Due to the unacceptable way in which the staff has been treated by a small group of councillors, as from April 1st Hadleigh Town Council staff will consist of a part time administration assistant and part time booking clerk. I doubt very much if they will have time to make bird boxes. Instead of continually criticising the Councillors who give their time and commitment to serve the community perhaps those sitting in ivory towers should get out and do something positive for the town and promote it instead of continually seeking to bring it into disrepute.

Hadleigh Evening WI Our March meeting was a very lively one with Brian Carline giving us, " An Amusing Account Of Life in Our Schools ". Mr. Carline retired about 10 years ago, having taught in Salford, Dagenham, Romford, Islington and Epping Forest. Some of these were quite challenging schools. In the early years of his teaching, he was also part of a comedy double act, Mr. carling & Mr .Warling, who in 1977 reached the Gala Final of the Talent Show, " New Faces ". When they came last, I think that they decided that it was time to give up. However, as Mr. Carling told us, that a sense of humour was important if you wanted to be a good teacher, he certainly had that in abundance and he has not lost his talent for, " Stand-Up ". To recount his anecdotes would be to steal his jokes which kept us laughing throughout his talk. His tales ranged from his first school interview, which turned out to be a lively char about Manchester United, as the headmaster was a fan and the boy who fell through the plaster in the ceiling, while trying to avoid a maths lesson, to the howlers that children come out with and problems with children and parents. He made it all sound like a rollicking comedy experience and we didn't stop laughing as he related it all.

An uplifting evening. We were joined by one new member and we are delighted to welcome new members at any time.

Table Groups are: Sports, The Arts, Caring and Support, Community Groups, History and Heritage, Nature and the Environment. A sub group has been formed to take forward this idea.

Although no new videos on Hadleigh TV, Stuart has recently filmed a video with Hot Mug Media to go on their Hadleigh Facebook Page. Regular content has built up and it is now time for a new Website to be designed. We are actively getting quotes and in conversation with a couple of web designers for a NEW VISIT HADLEIGH WEBSITE! We are looking for funding and need to raise £2400 for this! Website Stats are Looking good!

2. Town Guides We will be emailing our leaflet of Town Tours to organisations in Colchester, Ipswich, Sudbury and Bury St Edmunds as part of Tourism Week 30th March -7th April. In addition visiting the TIC/VIC in these towns with Town Tour leaflets and the new promotional Town map. Our Town tours are again part of the Suffolk Walking Festival 11th May -2nd June. This Festival has grown over the last 12 years and attracts a lot of interest. Regular Saturday morning Town Tours will be available from 18th May. 3. Visitor Information The Location of V.I and training for V.I volunteers are both still a priority and plans are underway for VISIT HADLEIGH V.I. training workshops weekends 4th & 11th May. This is an opportunity for customer services work experience at a high level for those who want to develop effective communication skills and love their town of Hadleigh. Tidy Town British Spring Clean starts on 22nd March for four weeks.

Unfortunately, the strong winds are causing some full blue bins with lids not closed properly to blow over and causing problems.

Town Council Support through grants have been provided to the British Legion for new benches and trees at the War memorial. Also the Dementia Action Alliance for their social group.

Babergh District Council 2nd May local Elections - A reminder to make sure you are registered to vote especially those who have recently moved into the area. HTC has forms for those thinking of standing for election.

Hadleigh and Boxford Patient Participation Group The numbers who fail to keep appointments is still of great concern. In addition the importance of updating the surgery if you have changed your address and/or telephone numbers. You can do this by calling the Health Centre o1473 822961.

Bildeston Primary School Our New School Minibus We are delighted to announce the arrival of our brand new minibus, complete with new branding and we couldn’t have done it without our schools’ partnership and its combined PE grant. The new minibus arrived last week and has been put to use straight away. It has 17 seats, allowing us to take children to more events and provide extra exciting opportunities! The bus will be used for lots of different trips which in turn will save the school additional costs in hiring coaches. Activities bring together parents, pupils and staff for share fun and enjoyable. Pupils and staff within the Bildeston & Whatfield partnership are delighted to have been able to make such a significant purchase.

Able Writers Two of our children joined an Able Writers’ Day at Chilton Community Primary School on Tuesday 26 February 2019. They worked with one of the UK’s leading fiction and non-fiction writers, Robin Price. Robin has been running workshops in schools for many years. They brought back signed copies of his new book to school to share with their school friends.

Westbourne U9 Mixed Basketball Event Bildeston sent a team to represent the school in a Basketball event held on Tuesday 26 February 2019 at Inspire Suffolk, Ipswich. Fourteen schools in total played at the event with a Bildeston pupil winning a fair play award at her first basketball event! She had no need to feel nervous!!

U9 Multi Skills Event A team represented Bildeston at a Multi-Skills Festival on Friday 1 March 2019. The festival was held in the sports hall at Hadleigh High School, with other schools within the pyramid taking part. Our U7 will enter a team for the same later this month.

World Book Day We celebrated World Book Day by holding a Reading Curiosity Café. The children all brought in their favourite book to show their class friends. Lots of parents joined us for the morning to enjoy some reading and activities with the children as well as refreshments kindly organised by our PTFA. Hadleigh & District Garden Club Monday 11th March 2019: AGM This year's AGM was very well attended which reflects the number of new members who have recently joined our happy band ! There were loads of winners for the raffle prizes, all the plants on the sales table were snapped up and congratulations go to Eve for winning the competition 'a bowl of crocus'. The members of the present committee were re-elected unanimously and will serve for another year. This past year we have had an acting chairman but I am pleased to say that he is now officially the chairman. We have had a lot to celebrate this year and this resulted in a very positive chairman's report. The coming season looks to be just as good with a programme of visits (see below), and speakers who will be covering a wide range of subjects from bees to willow weaving. As well as all that the club will also be involved in several community projects and events this year - so keep watching this space!

Over 100 members and guests enjoyed a highly entertaining and informative talk from our celebrity speaker for 2019, James Alexander-Sinclair. We really did ‘ Dance through the Borders’ with him, as he took us through gardens he had designed for various clients over many years. He told us how to focus on different areas of the garden, how to introduce focal points to lead the eye to points in the garden, and how to link those points to the landscape beyond. He showed us some of his original plans, how the plantings developed year after year from the initial planting, with seasonal photos, and encouragingly, when some failures happened, how they were rescued. Plants he particularly favours, and thinks should be in all gardens, were Rosa Mutabilis, for its simple flower forms and wonderful foliage; Lavender ‘Christiana’, a multi-headed bright blue variety, not hardy, but can be propagated by cuttings in the autumn; Rosa laevigata Cooperii, a vigorous climber, shiny evergreen foliage, with large single white flowers, it needs a hot wall to flower well, but once it is happy it is a sight to behold; white scented Sweet Rocket, to rampage through the borders at will, and finally Geranium Rozanne, for it’s bright blue colour. The plant he would banish forever from gardens is Forsythia!

On March 2nd, our speaker was Stephen Barstow, also known as the ‘extreme salad man’ who gave a wonderful talk on his new book - Around the World in 80 Plants. He has a vegetable garden in Norway which takes two days to tour around, with over 2000 varieties of edible plants, and he is a leading expert in edible propagation. His buzzword is ‘edimentals’ which is his combination of edible perennials.

We were all amazed at just how many of our perennial border plants are edible, all the Hostas, both leaves and flowers, the former cooked, and the latter in salads. Ligularia fischeri leaves can be used in stir fries and as wraps, all Mallows, ‘moschata’ and’ sylvestris’ being the most reliable, with the flowers, leaves and seed pods being used. The list was comprehensive, and we toured the world and its cuisine, with foraged plants. For anyone who would like further information on this fascinating subject, I would thoroughly recommend his book. Down to Earth ...with Dave This time last year we were recovering from the worst snow we had seen for many years, no snow this year but some biting winds that make working outside a bit unpleasant. After a weekend of very hard work the grass in the back garden has all gone and we now have a new expanse of gravel. So far there are over thirty pots of different shapes and sizes grouped on the fresh gravel, some are yet to show any sign of life emerging from them but others, like the tulips, have very attractive leaves showing. The entirely new look will take a bit of getting used to but it is nice to have the crunch of gravel underfoot rather than the wet muddy grass.

The advantage of having a greenhouse is that jobs can continue even when the weather is rough. The various seeds sown last month have germinated, as soon as they have started to show then the bottom heat is turned off, ventilation is increased and the baby plants can eventually be moved to a different shelf in the greenhouse. This allows the heated trays to be used for further seed sowing such as sunflowers, any of the brassicas and further sowings of peas. So far we have peas, sweet peas, tomatoes, leeks, spring onions, cucumbers and some dahlias all growing well. In the past it has been advised that these small plants are only watered with tap water but with the amount of rain we have had lately I am using fresh rainwater on them, we shall just have to wait and see if it causes any damage.

As soon as we get a dry spell the first early potatoes can be planted, provided they are earthed up well then any emerging shoots will be protected from a late frost. Talking of protecting it is surprising how much benefit can be gained from a polytunnel as used by many on the allotments. The crops grown survive the winter weather, giving a much earlier crop and are less affected by the various pests that can affect crops grown outside. Whether I will ever be the proud owner of one is doubtful, but I can admire others who have one.

Buddleia and climbing roses should have had a prune by now and hydrangeas should be cut back to a juicy fat bud, any overcrowded or crossing branches can be cut out.

Once the soil has warmed up a bit then seed like carrot, parsnip, chard and spinach can be grown directly into the soil. If you have any compost now is a good time to use it as a mulch as it will help to keep the moisture in the soil and enrich it. If you don't have a compost bin then why not start one?

Hadleigh Town Council Report of the Meeting of the Council held on the 21st February 2019 Present: Councillors: Matthews (Chair), Angland, Byrne, Cook, Fraser, Free, Haylock, Knock, Loftus, Monks, Sheldrick, Schleip, Shearly-Sanders and Wiltshire. In attendance: Suffolk County Councillor Fraser, Babergh District Councillor Grandon and 13 members of the public. The Mayor informed Council that Mrs Muriel Andrews had passed away on January 2nd 2019.

Mrs Andrews had been the Mayoress in 1975-76.

Apologies For Absence Apologies were received from Councillor Haines due to personal reasons. This apology was accepted.

Declarations Of Interest And Request For Dispensation Councillor Fraser declared a non-pecuniary interest in the Finance & Personnel Committee Report – as he is Treasurer of the Royal British Legion. Councillor Wiltshire declared a nonpecuniary interest in the Finance & Personnel Committee Report – as she is a signatory on the Skatepark Trust account. Councillor Free and Sheldrick declared a non-pecuniary interest in the Finance & Personnel Committee Report – as they are members of the Hadleigh Dementia Action Alliance.

Minutes The Minutes of the Meeting of the Council held on the 17th January 2019 were discussed in length. The outcome being: Budget 2019/20 There was a long discussion over the accuracy of this minute and why it had not been minuted that the Mayor did not allow any discussion regarding the Budget as the RFO could not be present as advised at the December meeting.

It was pointed out that Councillors had been in receipt of the papers for at least two months and any questions could have been put directly to the RFO prior to the meeting as he had stated that he would not be available at the January meeting to answer any questions raised.

Councillor Wiltshire proposed that the wording: The Mayor did not allow any discussion to take place. Be added to the Minutes. Voting was: 4 for and 10 against.

The motion was not carried The vote to put the question to approve the minutes was proposed by Councillor Cook and seconded by Councillor Angland. Voting was: 10 for and 4 against.

Voting to approve the minutes was: For: Cllrs. Angland, Byrne, Cook, Fraser, Free, Haylock, Loftus, Matthews, Monks and Sheldrick, Against: Cllrs. Knock, Schleip, Shearly-Sanders and Wiltshire. The Minutes were approved.

Matters Arising At this point the meeting had become extremely heated with Councillors Knock, Wiltshire and Shearly-Sanders disagreeing with a number of items. Councillor Shearly-Sanders felt that the minutes were misleading stating that he ‘declined to answer’ – he stated that he was ‘gobsmacked’ at the question that had been raised and was shocked into silence. Councillors were advised that comments were being made on the January minutes which had already been passed as a correct record.

Minutes No: 165 and 166 Councillor Knock stated that in his opinion the meeting had not been properly adjourned and these minutes should not have been reinstated. He was advised that the Mayor had stated at the January meeting that the appropriate action had been taken and proven that the decision of the Council had been based on inaccurate information and therefore the Minutes stood. The Mayor stated that he had had his actions verified by certain bodies but Councillor Knock stated that he too had taken advice which conflicted with that received by the Mayor. He did not state where the information had come from. Standing Orders were then raised by Councillor Shearly-Sanders who raised Cemetery Lodge at which point the Mayor objected and stopped any more statements being provided.

Councillor Knock made reference to the recent employment of the Services Officer as he felt that no resolution had been made for the interview panel – the Clerk advised him that this had been received by Council and the proper procedures had been followed. Councillor Schleip, at this point, asked that the meeting be adjourned for a period of five minutes in order for Councillors to calm down.

Councillor Byrne proposed that Council move on to the next item. This was seconded by Councillor Cook. Voting was: For: Councillors: Angland, Byrne, Cook, Fraser, Free, Haylock, Loftus, Matthews, Monks and Sheldrick, Against: Councillors Knock, Schleip, Shearly-Sanders and Wiltshire. At this point the meeting was adjourned for members of the public to speak on: the minutes of the Town Council which one member of the public felt did not correctly reflect the meetings held; dangerous trees on Frog Hall Lane; coin machines in car parks; width of public footpaths; Cllr. Shearly-Sanders incorrect response in that he was heard to decline to answer the question raised at January’s meeting and the unacceptable behaviour of Cllrs. Knock and Wiltshire at the January meeting.

Police Councillors were in receipt of the monthly police newsletter. A correction was made that the next Police and Parish Forum on the 27th February will be held at the Community Centre, Laburnum Close in Pinewood – not Hadleigh as stated.

Councillor Fraser advised that he had contacted Tim Passmore about recent burglaries on the High Street and asked for the CCTV at the Kings Head roundabout to be reactivated. The Clerk provided the lorry watch figures for the period 1st October 2018 to 31st December 2018: Reports received: 13, Reports still

Reports Of The County & District Councillors Written reports had been received from Suffolk County Councillor Fraser, Babergh District Councillors Dr. Dawson and Campbell. Apologies had been tendered by both Babergh District Councillors.

Councillor Grandon requested that all members write to the District Council and support the Hadleigh view that parking charges should not be introduced. She reported on the recent Babergh magazine which had been delivered to all households in the District at a cost of 32p per household. She felt this was good value for money. Councillor Fraser responded to questions on the newly formed Hadleigh Traffic Management Working Group. It is hoped that the inaugural meeting can be held in March 2019. Councillor Cook, as Chair of the Environment & General Purposes Committee put herself forward to represent Hadleigh Town Council on the group until such time as the new Council were elected. Councillor Wiltshire felt it would be in the best interest of the Council to take up Councillor Dr. Dawson’s offer to assist to move the cemetery extension forward. Councillors Schleip and Shearly-Sanders felt this would be advantageous but the majority of the Councillors did not feel this appropriate. It was pointed out that this was not an item on the agenda for discussion and Councillor Dr. Dawson could contact the Council direct if she required further information.

Mayor’s Communications The Clerk reported that the forms for the election in May were available in the office. The forms cannot be dated before the 12th March when the official notice should be in place and must be lodged with the District Council by the 3rd April 2019. She had attended a training course on the election and advised all Councillors that as of the 7th May they would stand down. The Mayor reported that he will be holding a Wine Quiz on Friday 29th March in the Town Hall Complex - £12.00 per person – tickets available from the Council offices.

Standing Order No. 21 Councillor Wiltshire asked the following questions: 1. I would like to follow up the question I sent in by email to the Mayor and Clerk on 8th February regarding the completed DCLG borrowing approval application form and associated papers. Please provide the copy of the completed form and associated papers and documents.

2. In accordance with Section 56(4) of the Town and Country Planning Act 1990, in order to commence development, contractors need to carry out a material operation in association with the planning permission. There are five elements which constitute a material operation, comprising: (A) Any construction work to erect a building; (AA) Any demolition of the building; (B) The digging of a trench to contain the foundations or part of the foundations of a building; (C) The laying of underground mains or pipes to the foundations; (D) Any works involved with the laying out or construction of a road or part of a road; and (E) A material change in the use of the site. Has there been a Material start or commencement of work on the cemetery extension relating to the planning permission of April 2015?

Please provide the paper trail which evidences that commencement has occurred including- • Any evidence of commencement including photographs (timed/dated) and emails and correspondence from engineers / contractors confirming the scope of the works and payment for the works • Any letters of comfort exchanged between ourselves and contractors that development has commenced • Any documents which contain legal opinion from solicitors and /or Counsel as to the lawfulness of commencement • Should it exist a certificate of lawfulness to confirm the lawfulness of the works that have been done on site i.e. that they are in accordance with the permission.

When was the material start agreed by council? As councillors are aware, we are still to decide on our contractor. So - Who did it? How much were they paid? When was this done?

3. When did this council resolve to draw down the money from the PWLB loan?

Where is it now? Who decided to do this? Why? Councillor Shearly-Sanders asked the following questions: 1. At the Hadleigh Steering Group meeting on Tuesday 11th February it was noted that The Good Councillor's Guide to Finance and Transparency says for Capital Finance and Borrowing – There may sometimes be larger projects, for instance the purchase of land, construction of buildings. This may require the council to borrow funds for the capital expenditure which will then be repaid over a number of years.

Major capital projects should not be embarked upon without a detailed feasibility report and a full financial appraisal being considered, covering funding sources, cashflow forecast, revenue and future budget implications. Financial appraisals were asked for before a decision to go ahead. Additionally financial appraisals, including risk assessments, and business plans were asked for by both councillors and members of the public at the Annual Town Meeting at the end of April last year and subsequently. They have still not been provided. In A Guide to Parish and Town Council Borrowing in England, published under the joint banners of the Department of Communities and Local Government and the National Association of Local Councils it is said that - The council should have consulted local residents on the project and associated borrowing. The format of consultation with residents is a matter for the council to decide, however councils should note the following: details of the project and plans for borrowing and loan repayment must be accessible to residents from an early stage, decisions on borrowing must be taken in an open and transparent way, following discussion in open meetings, inclusion of the matter on an agenda for a public meeting of the council will not, in itself, be considered sufficient evidence of consultation, the council should ensure that information about the progress of the project continues to be available to residents following the approval to borrow, a Please confirm – (a) when the detailed Feasibility Report will be available and published, and (b) when the full Financial Appraisal will be available and published. b Please confirm that Councillors will not be requested to approve results of any tender process or the letting of any contracts until at least the requisite reports are available and councillors have had a reasonable time to consider them so that they may be able to come to fully informed judgements c With the project having commenced well before planning permission was applied

for in 2013, and the proximity of the commencement of the Purdah period for the election of the new Council, and further having regard to the result of the Town Poll (Referendum) last summer, please confirm that no contracts will be rushed through before the new Council takes office.

2. Hadleigh Market Feoffment Charity (“Hmfc” Or “The Charity”) East Anglian Daily Times article projected on straight line basis potential Bank Account be reduced by anticipated losses to potential loss of approx. £6,500 end of September [2018] 7 June 2018 Chair of Charity (sitting in Finance Committee (Fin Comm) and without declaring an interest) as for Council rent to be increased to £17,169 and from I July to be paid monthly Possible sign of financial problems at Charity. From Charity Commission website losses/ profit 2012 £586, 2013 - (£4,703), 2014 £1,102, 2015 - (£1,726), 2016 (£11,732), 2017 - (£12,175). Losses increasing – accumulated losses 2012-2017 inc - £28738, Why difficult to find – need number – as under Market Feoffment Charity at Charity Commission Town Council’s Budget Report 2010-2011 Fin Comm meeting 17 Dec 2009 “10.2 proposed budget provision of £11,750 provides for grants to many local groups and to cover losses by the Charity” In Council’s Budget Report the “Charity” is neither identified nor is any obligation on the Council, as Trustee of the Charity, apparent and appears “well camouflaged” by references to local groups. Clearly losses were anticipated at least as far back as December 2009.

The Town Council’s Budget Report 2019 -2020 Fin Comm 20 Dec 2018 “10.3 A proposed budget provision of £14,500 provides for grants to many local groups and to cover losses by the Charity” From Town Councils Accounts (mentioned at Hadleigh Steering Group)[meeting on 11 February 2019] grants to community projects from [Town Council have been ] reducing – 2016 £10,654, 2017 £8,519, 2018 £7,950 At Fin Comm on 14 February 2019 the Chair of the Charity [who should have disclosed an interest] asked for a grant of £5,000. Fin Comm recommended a grant of £2,000. Any payments under the budget allocation at para 10.3 for grants under the Councils general power of competence will reduce the amount available to local groups. The Charity is supposed to generate income for distribution for general charitable purposes in Hadleigh not to receive subsidies to cover its losses from Hadleigh taxpayers through the Council Insolvency remarks were made by public at Annual Town meeting [April 2018] As both Mayor, and a feoffee of the Charity 1 please explain why the Town Council, the present Trustee of the Charity, should provide financial support to the Charity which, as Trustee through the feoffees, it has allowed to drift into very serious financial difficulties which will reduce the budgeted funds available to help other local groups and charities 2 please explain why the Town Council, the present Trustee of the Charity, should provide subsidies to the Charity which, as Trustee through the feoffees, it has allowed to drift into very serious financial difficulties at the same time as running a venue in competition with other venues in Hadleigh 3 please say when the Charity is going to publish the "business plan" which the Mayor said at the Town Meeting (before the Town Poll) last summer, was being worked on.

Councillor Shearly-Sanders then attempted to read a long report on staffing matters. The Mayor interrupted and confirmed that he was the line manager for the staff. Councillor Shearly-Sanders disagreed and tried to continue with his report but was stopped and advised by the Chair of the Finance & Personnel Committee that this was unacceptable and was appalled as information could be misinterpreted and this should not be raised in the public section of the meeting. All staffing matters are confidential. Councillor Knock asked why two agenda items he had requested had been refused by the Mayor and the Acting Proper Officer and why the Mayor had been involved in this decision when he had a disclosable pecuniary interest? Councillor Schleip asked if there was a grant application form? Councillor Monks advised that there wasn’t one in place at the moment but this could be discussed at the next Finance & Personnel Committee. Councillor Monks asked if these questions were being raised to filibuster in an attempt to prevent getting to the end of the agenda and, if so, this was not good Council business.

Councillor Shearly-Sanders ignored this statement and continued to raise further questions about the Hadleigh Market Feoffment Charity which the Mayor felt should be raised at a Charity meeting.

Accounts For Payment It was RESOLVED that accounts amounting to £81,672.64 including HMRC, Utilities, SCC Pension Fund and staff salaries be approved for payment.

Questions were raised regarding the payments to Gill Associates, Hadleigh Market Feoffment Charity and the management fee for the Leisure Centre. Voting to agree the payment schedule was: For: Cllrs. Angland, Byrne, Cook, Fraser, Free, Haylock, Loftus, Matthews, Monks and Sheldrick, Against: Cllrs: Knock, Schleip, ShearlySanders and Wiltshire.

Planning Committee The Minutes of the Meeting of the Committee held on the 7th February 2019 were noted.

Sports & Open Spaces Committee The Report of the Meeting of the Committee held on the 31st January 2019, was received and accepted including the recommendation to review the cemetery fees annually and waive the fee for a Commonwealth War Grave stone. A request was made to make resolutions more visible in the Committee reports.

Environment & General Purposes Committee The Report of the Meeting of the Committee held on the 14th February 2019 was received and accepted including the recommendation to spend £185 for an annual licence to access the National Tree Map. Councillor Fraser pointed out that he had requested the milestone to be refurbished, not just cleaned. Councillor Byrne advised him of the reasons why the lettering had not be replaced. Councillor Shearly-Sanders queried the end time of the two Committees. The Clerk advised that with the agreement of the two Chairs and the

amount of business on the agendas, it made sense to hold the Environment & General Purposes Committee first.

Finance & Personnel Committee The Report of the Meeting of the Committee held on the 14th February 2019, a copy of which is included in the Minute Book, was received and accepted including the recommendation to make grants of: i) £206.96 - Hadleigh Town Guides ii) £1,400 - Great War Project – this is the unspent amount from the budget bid for this project. iii) £3,000 – Hadleigh Dementia Action Alliance iv) Fresh Start – the Clerk was asked to contact the charity for information on specific support for Hadleigh residents v) £300 – Hadleigh Community Choir vi) £250 – Suffolk Accident Rescue Service vii) £2,000 – Hadleigh Market Feoffment Charity - The request for this grant to the Hadleigh Market Feoffment Charity was questioned and had been made by the Chair of the Charity under Budget Item 10.3 which states that: A proposed budget provision of £14,500 provides for grants to many local groups and to cover losses by the Charity. Voting for the HMFC Grant was: For: Councillors: Angland, Byrne, Cook, Fraser, Free, Haylock, Loftus, Matthews, Monks and Sheldrick. Against: Councillors: Knock, Schleip, Shearly-Sanders and Wiltshire Whilst Councillor Schleip felt that the £3,000 for the Dementia Action Alliance was a worthy cause, she raised the matter again of having a procedure and form in place for grant applications for amounts over £2,000. The Chair of Finance & Personnel advised that more of the applications were below this amount and felt that the item that appears every month in the Hadleigh Community News inviting grant applications was sufficient. A complicated form may deter small groups applying.

It was questioned as to why members of the Committee did not declare an interest when working on the Hadleigh Market Feoffment Charity. It was pointed out that as over 50% of the Committee are members they do not have to declare an interest.

The Chair pointed out that the Internal Auditor did not wish to carry on working for Hadleigh Town Council. It was agreed that SALC be asked to carry out the Internal Audit for 2019/20 at a cost of £455.

The Clerk requested full Council’s approval on the resolution to sign the application from the Leader project to extend the local skatepark for £48,000 with a total spend of £72,000. Concerns were raised over the timescale by which this money would be received as Hadleigh Town Council would be making the payment before the monies was received. Information was provided that the money should be forthcoming within four weeks.

Councillor Cook proposed the motion. Councillor Sheldrick seconded. All were in favour.

Councillor Wiltshire abstained as she is a signatory on the skatepark account.

Council approved the recommendation for legal advice to be taken on the Questions raised by Councillor Wiltshire at a cost of £260 plus VAT. Councillor Monks and the Acting Proper Officer would attend an initial meeting. Councillor Schleip proposed that Councillor Shearly-Sanders and/or Wiltshire also attend the meeting.This was seconded by Councillor Shearly-Sanders. Voting was: 4 for; 8 against; 2 abstentions. This meeting is an opportunity to obtain information and to report back to Council not to deal with the actual questions raised.

Meeting Date Schedule The Meeting Date Schedule was approved. It was agreed to move the Planning Committee Meeting from the 2nd May to the 30th April in order that it could be held in the Dining Room if the room is available. Voting was: 7 for; 4 against; 3 abstentions. The Planning Committee Meetings in September, October and March would be provisionally booked into the Council Chamber so that a room was booked but with the proviso that the new Council could change this arrangement.

Annual Town Meeting A draft Agenda had been provided to Councillors. It was explained that there were legal requirements to be upheld in the advertising of the meeting so the Mayor had suggested that this would be an ideal opportunity for the residents to meet with the new Council. It was agreed that the first two items would be covered by the addition of the year 2018/19 in order that Councillor Matthews presided over these items. Councillor Schleip asked if members of the public would have the opportunity to put forward agenda items. The Clerk confirmed that this is part of the procedure.

Representatives Councillor Haylock reported on a recent Wool Town Association Meeting.

Ethical Property Foundation The Clerk reported that it would cost £900 to have a health check carried out by this organisation. It was agreed that this be held in abeyance for the new Council in May to make a decision as to whether to progress this matter. Councillor Angland, as Chair of the Charity, reported that the Charity had decided not to progress this matter. Councillor Knock stated that this was Charity business but the Clerk pointed out that Councillor Shearly-Sanders had requested this be investigated on behalf of the Council. There being no further business the meeting ended at 10.15pm.

It was also felt that this application should be held in abeyance until Babergh District Council receive planning approval for the site.

Externally - replace existing deck, new covered pergola, planters, fences and freestanding booth seating Approval was recommended (Voting was unanimous) TOWN AND COUNTRY PLANNING The Committee noted the Schedule of Decisions of the Local Planning Authority.

NEIGHBOURHOOD PLAN The Chair reported that the first meeting had been held with those residents who had shown an interest in being involved. It was felt that this had been very successful. The Chair agreed to distribute her full report to all members.

The Chair advised that she would be passing all the information back to Hadleigh Town Council for the next Chair of the Planning Committee to take over responsibility for the Neighbourhood Plan.

APPLICATION FOR PLANNING PERMISSION – DC/18/04753 Beestons Yard, Off Lady Lane Industrial Estate, Installation of Liquid Natural Gas tank and portable cabin within trailer depot. The Committee noted that this application has been withdraw.

ALDHAM (SUFFOLK) NEIGHBOURHOOD PLAN – PRE-SUBMISSION CONSULTATION (REGULATION 14) The Committee noted that Aldham Parish Council is undertaking a pre-submission consultation on the draft Aldham Neighbourhood Plan APPEAL DECISION Appeal Ref: APP/D3505/W/18/3201065 Land Rear of 4-14 Benton Street, Hadleigh, The Committee noted that this appeal had been dismissed.

Councillor Byrne asked as Hadleigh Town Council had made comment on this appeal had there been an invitation for a representative to attend the hearing. The Clerk advised that nothing had been received at the office.

ANY OTHER RELEVANT BUSINESS The Clerk reported that the following applications had been re-submitted but as Hadleigh Town Council had already approved the applications these were just for noting: DC/18/04971 The Cottage & Adjoining Buildings, Corks Lane, DC/18/04992 23 Bridge Street, DC/18/04991 21 Bridge Street & Adjoining Buildings.

Councillor Cook reported that she had attended the Babergh District Council Liaison meeting and updated the Committee on the planning information which should be available in the future and a document will be provided before the election. It was disappointing that it was not available at the meeting.

Babergh District Council is working with Suffolk Design. Councillor Sheldrick advised that he had attended Suffolk Design Working Day. There is now a website – suffolkdesign.co.uk and are asking all those engaged in Neighbourhood Plans to input onto this site to share ideas and information.

Councillor Matthews riased the possibility of selling a piece of Hadleigh Town Council’s land to Babergh District Council as they are already leasing it for use as a car park. Councillor Byrne pointed out that this land could not be sold as it is part of the cricket club land which is held in trust. It was felt that if Babergh District Council continued to lease the land it may go some way to alleviating parking at the front of the development.

There being no further business the meeting closed at 8.37pm.

Parish Council The main matters discussed at the meeting of 27 February 2019 were|: • District Council report Councillor Ward confirmed that the budget for 2019/20 had been approved on 19 February and included a rise in Council Tax of £5 for a Band D property (10p per week). In response to a question, he explained that ‘care leavers’ were people who had been in care but were no longer; Babergh would offer them additional support until they reached 25 years of age. The draft Joint Area Parking Plan had also been approved by Babergh and Mid Suffolk Cabinets. The draft Communities Strategy was now out for consultation, but the deadline for comments was 1 March. In response to a request from the Chairman, Councillor Ward agreed to see if an extension might be possible in order to allow the PC time to respond. (*he subsequently confirmed this was not possible due to elections and ‘purdah’).

• County Council report The latest consultation about Sizewell C was under way and would end on 29 March; Councillor Jones said the issue of pylons would once again arise. With regard to SCC’s proposal to borrow up to £45.1 million to fund new places for specialist education, he said the money would be used to help SCC comply with statutory needs and provide a better service for children. He also drew councillors’ attention to an application from Brett Aggregates for additional time periods for the completion of extraction and restoration at Layham Quarry; comments were required by 20 March. It was agreed that JC would request an extension to this deadline; she would also contact the Layham Quarry Liaison Group. In response to the PC’s letter concerning the overgrown vegetation along the pavement from Upper Layham to Benton Street, the Head of Environmental Management at Suffolk Highways had asked the community engineer to liaise with the PC. New road sign • Water Lane The ‘unsuitable for HGVs’ sign had now been installed. However, it appeared that some vehicles were also turning into Water Lane at the bottom and there could be a need for a sign there as well; it was agreed to monitor the situation.

• Brett Green defibrillator The cabinet had now been installed. The cable that was going to have been installed on the rear of the supporting board had been put on the front instead; the electrician had confirmed regulations stated that no other holes could be drilled in the cabinet. UK Power Networks had confirmed that the supply would go live week commencing 25 March.

• Flooding across road near Rugby Club Following the Chairman’s meeting with a representative of Hadleigh Town Council in November 2018, the report had gone to their Environment meeting in December; HTC had now confirmed that the gullies should be cleaned before the end of March.

• Local History Recorder The annual report was noted; it would also be available on the website (www.layham.org).

them a huge vote of thanks for their enthusiasm and hard work. As well as litter picking, village signs were cleaned, pavements cleared to improve access and overgrown hedges and trees cut back. These were not easy tasks, but all made a lot more pleasant by the lovely sunny weather and the wonderful community spirit! Again, we are pleased to report less litter than usual in most areas of the village thanks to parishioners who dispose of rubbish carefully and who go out and collect it on a regular basis.

We thank Babergh District Council for providing brown bins and for removing the refuse we collect. We share a litter picking kit consisting of hi-vis jackets and litter pickers with other neighbouring Parishes.

Meal in village hall The village hall (or ‘hut’ as it was affectionately known) appears to have been well used over the years. In the village archive there are a number of photographs of events. The photograph used here is not dated – nor annotated with the nature of the event. It looks like a meal for elderly people of the village and feels like the 1940s.

Layham Playgroup We celebrated World Book Day, with staff and children either dressing up or bringing in their favourite book to share. Our focus for the month has been our favourite stories, which we have brought into all areas of our play with junk modelling, collages, story sacks, CD’s, puzzles, games and even snack time.

Our Family Quiz was very successful, with only ½ a point between the top two teams! A big thankyou to all who helped make it a such a great events; Jenna our quiz master, Lenny’s for delivery all the fish and chips, The Thrift Shop for donating the prize money, and Maggies for helping with the childrens prize. All the money raised will be put towards our garden project.

We are holding our annual EASTER FUN MORNING on Wednesday 10th April 10–12. Crafts and refreshments within the village hall, an Easter egg trail around the village. Open to all children under 10 with an accompanying adult, £2.00 per child. Snooker Table for Sale The Porch Project have an 8ft slate bed snooker table, solid mahogany with turned legs, which we are looking to sell. It’s been maintained by Drinkwater’s and is in reasonable condition other than a torn cloth. It comes with a set of balls, triangle and dust cover. We are hoping to raise £400 from the sale but any reasonable offer will be considered.

The reason for the sale is that we need to have more flexibility with our equipment in St Mary’s Church and although this is a lovely piece of furniture it cannot be easily moved. Our intention is to replace with a smaller portable pool table so whatever we raise from the sale will go towards this purchase.

The recordings are on USB sticks, and listeners are provided with USB players free of charge. The USB sticks are posted to the recipient’s home.

Avenue of Oaks Memorial Bench In last month’s Community News, I gave details of various spending from my Locality Budget. One item I was delighted to fund is a Memorial Bench, which has been installed by Babergh DC at the ‘Avenue of Oaks’. This bench is a very smart addition to the wonderful sixteen oak tree avenue recently planted there and funded by Babergh DC. The Memorial Bench commemorates Hadleigh’s fallen of the Great War and is sited in the area known as Beaumont Park, close to Beaumont Primary school. Its positioning allows for views over the Brett vale towards Kersey and allow its users to sit, reflect and enjoy the ambience.

I believe that this is a well-funded and lasting tribute, and I would like to encourage you to take a stroll up to the Avenue to look at it for yourselves.

High Street Roadworks The ongoing roadworks at the north end of the High Street in the vicinity of the McCarthy & Stone site access, as well as frequent building material deliveries are problematic. Unfortunately, they disrupt traffic flow, reduce parking, cause difficulties for businesses, road users and pedestrians alike. I have asked that as much prior notice as possible is given so that these works can be anticipated for alternative arrangements to be put in place.

An electricity supply will be connected along this stretch of road during the period 4th April through 4th May 19. Unfortunately, this will result in the suspension of up to five parking spaces at a time as the works progress from Bridge St to the roundabout at The Kings Head Public House. Parking spaces will be reinstated as soon as possible in order to cause as little disruption and inconvenience as possible.

Locality Budget Moratorium Due to the up coming local elections, a moratorium has been imposed preventing any Locality Budget applications being processed until after the elections on 2nd May. Please feel free to submit any requests to me in the meantime, should you wish to have your project considered for funding. Just be aware that they won’t be progressed until after this date.

Hadleigh North District Report

by Cllr Dr Siân Dawson May I take this opportunity of thanking you for your support at the Cedric Morris - Benton End House event.

Whilst the Pinchbeck Trust had made arrangements for seating, we were overwhelmed when 350 arrived!!

Hadleigh needs this and words cannot express the pleasure and how proud I felt of my community to come along and support what was a rather nerve- racking event for the host and hostess. I have made a public promise to do everything I can to assist this project. I will be displaying some of the Cedric Morris Florilegium pictures for the Hidden Gardens in June.

Babergh District Elections Thursday 2nd May, 2019 - The pre-election period (known as purdah) for the Local Elections will begin on the 26th of March 19, this does not prevent Councillors from continuing to undertake normal activities and officers will continue to support ward members working on behalf of their residents during this period.

Disposal of Corks Lane Buildings - The plan to bring the disposal of Corks Lane to the Planning Committee early in 2019 were frustrated by an attempt to have the old Babergh Council Chamber listed grade II. This has now been reviewed by the Secretary of State and refused. The plan now is to bring it to the Planning Committee in March 19 as any further delay would push it back to after the Local Election May, 2019.

Babergh Joint Area Parking Plan - This plan, which does not include any proposals to increase car parking charges in Babergh, sets out eight parking policy objectives and what they are intended to achieve. They include proposals that will: • Establish a principle whereby parking will be allowed where possible and controlled where necessary • Utilise off-street parking places to assist with traffic management and support local communities • Set out how parking petitions and consultations will be managed • Establish standard on-street parking scheme operating hours, with scope for different timings where need is proven • Make clear the council’s position on parking on footpaths The policies will be used to guide councils’ decision making around parking.

The proposed plan does not set out specific proposals for parking restrictions for specific areas, nor is it a blue-print to change current paid parking arrangements. More locally, I have an overriding concern that Babergh DC does not have a long-term strategic plan to provide additional parking in Hadleigh. With the likely growth in housing locally, this issue needs to be addressed by the new Administration as a matter of urgency.

Investments - This has been mentioned before, but to update you, Parish Council members will wish to be aware that Babergh and Mid Suffolk DCs have the green light to double their lending from Central Government from £50M to £100M. The principle being our borrowing at a low rate of interest to then allow CIFCO Capital Ltd to invest in commercial assets for profit. To date the first £50M has been invested/allocated to the purchase of a mixed portfolio of assets including office, retail and warehousing space. When all £100M is invested, we expect to achieve a healthy return in the order of 6%.

I will be formally appointed as a Director of the Holding Companies at the next Babergh Council Meeting on 19th March 19. But having attended (as an observer) a meeting of the Holding Companies on 17th February 19, I was encouraged by the level of expertise and scrutiny involved. I was also pleased to hear that further investment in retail has been given a lower priority until we have a better understanding of Brexit and the likely future of struggling high streets in competition with the internet.

Irrespective, this will be a very important element of Babergh’s future income stream if services are to be maintained.

Services - I was recently made aware that Babergh is failing to carry out hedge cutting in some areas of the Parish. This is quite unacceptable, and I have asked the Cabinet Member to make enquiries as to why this has not been done. The question has been posed to the Officer responsible for this aspect of Babergh’s support but as of today, the question had not been answered. I will follow up as required.

Local Elections - The Local Elections for the new 32 Councillor Babergh District (down from 43) will take place on Thursday 2nd May 19. Irrespective of who you actually vote for, can I encourage you to drop into your local polling station on the day. Every vote really does count. A Charity Ball in St Mary’s Church on 23rd February raised £5,000 for Dementia UK and £3,021.10 for the Hadleigh Dementia Action Alliance.

Organised by Stuart Service from the Gables & James Hellyer (both of whom are running in the London Marathon for Dementia UK) the Ball attracted almost 200 local people who were treated to fine dining in a unique setting. As well as raising many glasses and everyone’s spirits in general, the event, which also had a raffle and a magnificent auction, raised much needed funds for Dementia UK and our own Dementia Action Alliance (the HDAA).

The HDAA is busy working with local voluntary groups, services and businesses to ensure that they are inclusive and supportive of customers and members who are living with dementia, as well as raising awareness of what we can all do to make life that little bit easier.

Phil Wells, Chair of the HDAA, said: “It is great to have this kind of support from so many local people, especially Stuart who has been a huge asset to the community in so many ways.”

The HDAA is planning to use the funds to set up a “Challenge Fund” so that local organisations and individuals with a great idea for making Hadleigh friendlier for people with dementia can get a grant to see their ideas blossom.

French’s Care Haven & Care Farm Spring is here and everyone has that joyful spring in their step, which is lovely to see, but here at our animal rescue centre we are still in desperate need of a new base for our charity to continue all its good work with the animals and young people. URGENT APPEAL FOR LAND TO RENT Please ask about and spread the word of our appeal for a minimum of 20 acres grazing land preferably with a barn and some out buildings on it for us to rent/lease. We would love to have someone come on board as an investor or supporter of what we do, I am keeping faith that there is a kind soul who will help and I continue fighting the negativity that comes from people saying, ‘there is very few people now a days like that out there, they are all for themselves’. I think if you lose hope, what is there left? As a positive hopeful person myself, I carry on and do not give up. If you are on social media or know of notice boards in your area please spread the word of our appeal, as we need your help. All the animals in our care are well and we do have a 16hh horse up for loan, to go to a caring person that will give him lots of love and TLC. At the moment we are trying to raise the money for a vet visit we had to make for a horse with a face fracture, this is healing now, but x-rays and vet fees come at a large cost, especially for a horse.

Are there any ladies out there who would like to join our small team and head the fundraising/projects team? You could have a hidden talent for this or maybe you have been a successful team member elsewhere before? We need a couple of ladies to take the reins and have a go at as many different types of events they can think of, it is not all work, there is a lot of fun and personal reward that you get from doing so much good to help a Charity in need. Please contact me if you would like to have a go. The Barn Dance we put on at The Ansell Centre in Hadleigh went well in December and we managed to raise £600. A big thank you goes out to the local Hose Pipe Band, especially Simon and Val. Our 4 donkeys have been little darlings throughout the winter and they play daily with their toys and anything they can get their mouths into, as you can see above.

We are still managing to help young people that have learning difficulties and anxiety issues and they are all progressing very well working alongside of our animals. Kersey Mill Newsletter Works have commenced and are at the early stages of the building of the stone furniture, above and around the stones is the stone furniture.

How does it work? Well the grain, in the bins above, drops down the wooden chute into the hopper, the box above the millstones. Wooden sliders in the chutes can be pushed in to stop the flow of grain. The hopper is supported by the frame known as the horse, Below the hopper the shoe slopes down towards the eye of the stone. But the slope is not sufficiently steep for the grain to slide down and off the end unless it is agitated. This is done by the lower end of the quant which is square in section. As it turns, driving the millstone, the corners act as cams and strike the oak block on the end of the shoe. This joggles the grain into the eye of the Pictured is part of the stone. The end of the quant that does this is hexagonal tun cut from known as the damsel. The block is held against locally sourced Larch the damsel by a rope connected to a wooden leaf spring; a piece of ash that has been split along its length and bolted to the wooden tun around the stones. The arrangement of damsel and shoe is very elegant for it allows both manual and automatic control of the flow of grain. A watermill rarely runs at a constant speed. As the mill speeds up the quant turns faster, more grain is jogged off the end of the shoe. Likewise, as the mill slows, the flow of grain slows and even stops completely if the mill comes to rest. Thus the flow of grain is matched to the speed of the mill. But the miller, working on the floor may decide that there is not enough grain going through. By slackening off the rope that supports the end of the shoe, he can increase the slope of the shoe; the flow of grain increases.

And likewise, if too much grain is going in and the stones are beginning to clog, tightening the rope reduces the slope of the shoe and thus the flow of grain.

The DIY Deli Hot-smoked Pork Tenderloin This recipe adds a new dimension to a cut of meat that is very lean and unless cooked carefully can lack the flavour of the fattier cuts. The use of the water bath is essential as it serves to prevent the meat from drying out.

Shopping Given that it is the pig equivalent of fillet steak pork tenderloin is surprisingly affordable; you can buy excellent free range tenderloin for around £10/kg. If you buy tenderloin from the supermarket it will usually have a silvery sinew on the outside; this needs to be carefully removed with a sharp knife as it shrinks with cooking to form a tough outer that compresses the meat and blocks the penetration of the cure. If you buy from a butcher removal of the membrane is part of the service – you only need ask if it hasn’t been done already.

Essential equipment 1. A purpose built (ideally charcoal fired) hot smoker equipped with a water bath 2. A charcoal starter funnel 3. A rectangular ceramic or glass dish, around 40-50mm deep and big enough to hold the meat 4. A stainless steel rack about the same size as the dish 5. A pestle & mortar 6. A stainless steel container with a perforated lid for the wood chips Ingredients Pork tenderloin, trimmed of sinew, around 500g, Sea salt 100g Soft brown sugar 100g, Bay leaves, ideally fresh 6 leaves Fresh sage leaves, removed from stalks 5g, Dried juniper berries 3g Apple wood chips, sufficient for one fill of the container Method 1. Crush the juniper berries in the pestle and mortar 2. Chop the sage and bay leaves into pieces around 2-3mm square; there are specialised tools available, but a sharp knife & wooden or plastic board can provide the same result 3. Mix the sugar, salt & herbs thoroughly to form the cure 4. Place the meat in the dish & coat thoroughly with the cure – use all of it 5. Place the dish in the fridge for around 1½ hours turning it in the remaining cure every half hour 6. Rinse the meat in cold water until all the cure is removed 7. Pat the meat dry on kitchen towel and place on the rack to dry for ½ hour; this is essential to enhance smoke penetration 8. While the meat is drying bring the charcoal fully up to speed using the starter funnel; briquettes are better than restaurant grade charcoal when using the water bath 9. Place the wood chips in the container and top up with water; leave to soak for 5 minutes & drain 10. Transfer the charcoal to the basket in the base of the smoker with the air inlet nets fully open place the wood chip container directly onto the hot coals 11. Introduce the water bath at the mezzanine level between the charcoal basket and the top grill rack; fill with boiling water to around 30 mm below the rim 12. Add the top cylinder of the smoker and griddle rack 13. Place the meat on the griddle rack and cover 14. Smoke for around 1½ hours at 90º 15. Remove the meat and allow to rest for 15 minutes Storage The product will keep in the fridge for up to 3 days, tightly wrapped in foil To serve Slice diagonally and serve with Boulangere potatoes and a green veg; alternatively serve cold with sauerkraut; serves 4.

Ebony’s Blog Life at The Shelley Centre Welcome to my news feed from the horses at The Shelley Centre. We are privileged to work here with so many interesting riders; the care we receive is first class (thanks to Lyn our stable manager) and we get to meet all sorts of humans. The live herd and myself and Babs enjoy meeting new volunteers and training them up into our ways. We also love the comfort and company of our long-standing helpers who come to understand us completely.

So that we can feel relaxed and useful in our work Lyn organised a training day last month to remind our volunteers how we like to be handled, and how the Riding for the Disabled Association like its members to behave. ‘Health & Safety’, eat your heart out, we trot ahead of you here in this establishment.

I like the cheerful colour of Charlie’s coat in my first photograph. He is chatting to our volunteer David whilst Bryn is being got ready for their lesson. How our riders do grow up! Charlie was just a small boy when he started coming to us, look at him now!

Celebrating 30 years of our existence here at Shelley is quite something. I wondered what, as a blogger, I could throw in. Well, over the next few issues I shall get the folk here to tell me 30 reasons why they like coming to the Centre. Starting with two of MY riders (of course): No 1, Matthew “I like Ebony’s years.” Yeah, good man, Matthew, I like my ears too.

No 2, Evie “ I like feeling my core muscles being used, and I really like knowing that when I’m sitting on Ebony (out of my wheelchair) I can still keep my balance”.

Now for riders on Parys and Alfie: No 3, From Ross’s Mum “definitely the social side” and you can see this in my photo of Ross and Brittany on the sofa getting ready to ride.

Suffolk Rockets Netball Club All sections of the club have been buzzing lately!

The teenies, juniors and adult clubs have all been very busy playing in the winter league and securing some fantastic results. Our Walking Netball is thriving, and we welcome new players each session. In February we entered 3 teams into the OBH annual u13 Tournament, all teams did amazingly and won at least 1 game. Sky Rockets went through the tournament with some fantastic play and won in the final 6-3 against Civil Service A, a fantastic result for Suffolk Rockets and our first Tournament win for the club.

Everyone month we enter 2 Junior teams into the u16 Suffolk Junior Tournaments, our teams consist of u15/u14/u13 players, so far we have come 3rd or 4th each tournament out of 7 or 8 teams, great results considering the age group we enter. These tournaments really push the girls to play their best netball. Our Adult teams are enjoying the challenge of their first ever competitive Netball League and putting into practice what they have learnt in the last 2 seasons. Our ladies have a 'Back to Netball' Tournament in May, and shortly after will be starting the summer league in Colchester. We are also working with JC Personal Training to support our Adults to increase fitness.

Walking Netball continues every fortnight at Hadleigh High School 9-10.30am, Walking Netball is a slower version of the game and is ideal for anyone who feels they lack fitness or confidence to go straight into our adult club, its also perfect for anyone recovering from injuries or has mobility concerns. Walking Netball is for any age. Our next sessions are 23rd March and 6th April. £5 a session which includes cake!

Newton Green Golf Club AGM It was standing room only when Newton Green Golf Club held its annual meeting and awards presentation evening. Pictures show mixed competition winners and new trophy holders from the men's section. New men's captain Brian Joy, who spent more than three decades in information technology marketing, and has recently completely revamped the club's web site, was elected men's captain, and named Ian Woodhead as his vice captain. The evening also saw the retirement of Peter Philpott after six years in the chair.

At the meeting, a cheque for £5,041 was presented to the Hope for Tomorrow charity, which provides mobile cancer care treatment for patients in West Suffolk. The presentation was made by recently retired captains Harry Wordley (seniors) and Lizzie Johnson (ladies) to the charity represented by Rachel Stokes (centre). The club has also sent a £270 donation to St Nicholas Hospice, the proceeds from an annual competition in memory of former head green keep Kelvin Sansum.

Hadleigh Table Tennis Club Bad Luck In Semi-Final Hadleigh “A” Team were very unfortunate playing the semi-final of the League’s Knockout Cup when halfway through the match their Captain, Peter Wright, playing a singles game, sustained a serious ankle injury which meant he was unable to continue for rest of the evening’s play. At that time the match was fairly even. However without his involvement in following games it was not possible to continue the match and it was conceded to their opponents, Pickwicks Stowmarket “A” who will play the Final in early April.

Peter’s injury means he will be side lined for the remainder of the season, leaving the team with a minimum of just three players. In their last four League matches the only win was by 6 games to 4 against Wherstead Comets., Mike Emmerson winning three singles, and Steve Holland two. With only one match left to play it will be touch and go as to whether they retain their Division One status. In their last three matches Hadleigh “Owls”, playing in Division Three, met Kingsfleet of Felixstowe on two occasions. The away game was a 5-5 draw, but the home game was lost 4-6. The other game was against promotion candidates, Rosary Green, at home. The team played very well even though they went down by six games to four. With two matches to play the team remains full of enthusiasm and should finish around mid-table.

It was literally a joyous occasion when Newton Green Golf Club’s tech-savvy new captain drove off to celebrate the opening of his year in office. The rain clouds separated and sun appeared as he put his opening drive 183 yards down the fairway. Brian Joy has recently transformed the club’s information technology capacity, with all the latest aids now on board to push the 100-year-old organisation further forward, including a new web site. His joy was made even more complete when he and partner Peter Wordley won the day’s better ball competition. A 12-handicapper, he spent more than three decades in the managerial field of information technology marketing, before retiring to the Sudbury area. He had been a member of Purley Downs golf club in South London, and started golfing at Redhill and Reigate which, like Newton, is a James Braid designed course.

Hadleigh RFC in their new kit sponsored by the Marquis Hadleigh travelled north to the home of Norwich Union at the Sprowston Cricket ground with a heavily depleted squad, which saw six players injured or unavailable for this mighty Eastern Counties Div 1 play-off clash.

With so many Hadleigh players out, a reshuffle saw players in unfamiliar positions facing a huge pack, and that set the tone for the first twenty minutes as Hadleigh were camped on the edge of their own twenty two. Facing a massive weight difference, Hadleigh were pushed back at three successive scrums yet still maintained a strong defensive line on the back foot. Wave after wave of Norwich pressure finally paid off as they broke the stoic Hadleigh line for their first try and this also resulted with the Hadleigh tight head prop leaving the field injured. With resolute leadership from hooker Ollie Beckerlegge and Eric Munezero coming on to prop, Hadleigh started fighting back with some hard running lines and support to open the field and take the pressure off, pushing for space and getting the backs running.

This counter attack instantly bore fruit as Jake Kerr was put through for a try.

Hadleigh finished the half with a narrow three point advantage but it was all to play for as the second half kicked off and a further injury saw veteran Neil Farrow come on to shore up the second row and help Hadleigh slowly get parity in the scrum. The big Norwich first receivers started to punch holes in the Hadleigh defense from the ruck’s and after a few penalties they again broke through to score.

It was a close tense battle from the outset and the strong wind had a big influence on the line-outs but Hadleigh’s Logan Unwin was undaunted and managed a near faultless display in the air winning strategic ball for the backs to play off, resulting in a massively strong run from Charlie Eaden who crashed through three tackles to score for Hadleigh with Ryan Steer converting.

With yet another injury another veteran was called upon, and Adam Miles came onto the field to join the second row with energetic new man Goff moving from six to twelve.

The last fifteen minutes was a dogfight but after a successful penalty from Ryan Steer, Hadleigh mentally and physically held it together. After winning a defensive five-meter scrum resulting from Norwich being held up over the line, Hadleigh collectively cheered the final whistle and a 12-16 away victory.

Select your bird and paint it. The following week, April 16, is the Annual General Meeting. If the meeting is short let’s try sketches of views from the room or objects within it. April 23rd is St George’s Day and Shakespeare’s birthday. Celebrate this by drawing a knight or a dragon or a character from one of the bard’s plays, or ‘What you will’.

Basement club Framlingham Town visit to the Millfield on 2nd March saw us back to winning ways with a 3-1 win, Kyle Cassell, Kyron Andrews and new signing Mekhi McKenzie scoring a debut goal. March 9th saw a trip to the " Essex Seaside" to play FC Clacton at a wind swept Rush Green Bowl , the wind certainly affected play although both teams attempted to play some decent football which saw a 0-0 draw and another point to ease our relegation fears.

Saturday 16th we had a day off with no scheduled match.

Reserve Team Round Up Saturday 23rd Feb a 9 goal thriller was witnessed at the Millfield as Sean Liggett and George Crowe scored a hat-trick each in our 6-3 victory over Thetford Town, the following Saturday saw no match to continue their fine form.

9th March saw a visit to lowly Wivenhoe Town Res, with a win a certainty but nothing is certain in football as we come only come away with a point in a 11 draw. Like the First Team Saturday 16th March saw no match.

Under 18's Round Up The Under 18's got back to winning ways with a hard fought 4-1 win over Woodbridge, 2 from Ryan Chidlow, 1 each for Lewis Oakes and Dan Liggett, next up a visit by Felixstowe us another tough match with a 3-3 draw Shane Murphy (2) and Dan Liggett our scorers. A long trip to Leiston on the 14th March saw a 1-1 with Shane Murphy scoring a second half equaliser, we also gave a debut to goalkeeper Pacey Laughlin.

Veterans Round Up Again just one match to report on a 5-0 win away at Framlingham with Greg Hills (2), Jon Chinnery, Ross Parker & Stewart Wright one each, this result puts them in good standing to win the Division Four South League and gain promotion (by the time of my next notes this should be mission accomplished).

April sees the conclusion (weather permitting) of all our matches.

First Team 6th April Wroxham away, 13th April Histon away, 20th April home to Thetford, 22nd April Stowmarket away, and finally 27th Newmarket at home Reserves 6th April home to Wivenhoe Town Res. HUFC Youth Football HUFC Wildcats - The weekly girls only Wildcats sessions have restarted.

Recently, this group of enthusiastic footballers took part in a Suffolk F.A. festival at Capel St Mary F.C. 28 teams participated in the 4 v. 4 games (from age under 8s to under 11s). Due to the weekly Wildcats sessions, the number of girls now playing football at HUFC continues to grow.

Hadleigh are hosting a girls 4 v. 4 festival in association with Suffolk F.A. on Saturday 27th April from 10:00 am to 12:00 noon at HUFC. HUFC Community Football Programme - After the winter break, the minis and diddys (ages 4 to 9) have returned enthusiastic ready for the new season.

The children are learning new skills and playing mini games on a Saturday morning. These young players are preparing themselves to be involved in the future of HUFC.
