A

t a time of the year when many member institutions are at the end of their spring semester, the Association also ends its annual spring event, The Capitol Forum on Hispanic Higher Education, held virtually on April 5-6, 2022. We thank all who participated in the sessions and the distinguished speakers who discussed the priorities for Hispanic-Serving Institutions.

Among them were Xavier Becerra, Secretary of Health and Human Services; Dr. Miguel Cardona, Secretary of Education; James Kvaal, Under Secretary of Education; Don Graves, Deputy Secretary of the Department of Commerce, just to name a few. An HSI Caucus Policy update was also provided by Senator Alex Padilla (CA), Senator Mark Kelly (AZ) and Congressman Adriano Espaillat (NY). The Forum sessions and HACU’s Legislative Agenda aided participants in taking these priorities to their virtual meetings and conversations with members of Congress and their staff.

We were also very pleased that the Hispanic Educational Resources and Empowerment Act (HERE) Act was introduced by Congressman Joaquin Castro (TX) and Senator Alex Padilla. The legislation addresses college attendance and completion rates for Hispanic/Latino students by creating a new grant program supporting partnerships and collaborations between Hispanic-Serving Institutions and school districts with high enrollment of Hispanic students. More information on the bill is on page11.

HACU has been gratified to see advancements we have supported creating expanded opportunities for Hispanic students. New Mexico recently enacted the most expansive tuition-free college program supporting over half of undergraduate students in that state. Nationally, the Consolidated Appropriations Act passed by Congress and signed by President Biden is only a start in achieving equity for Hispanic students and the colleges and universities that serve them. Their underfunding is among the top priorities addressed in HACU’s Legislative Agenda at the Capitol Forum. We encourage you to include HACU’s Legislative Agenda in your advocacy efforts to urge Congress for equitable funding that meets the needs of our country’s 559 HSIs and 5.24 million students.

Our HACU news section of this issue includes both new partnerships and ongoing initiatives that support Hispanic student success, such as the HACU National Internship Program, an MOU signed with the Department of Homeland Security and a program for HSIs in partnership with Dominion Energy. Ongoing programs continue to expand, such as scholarships with corporate partners and the HACU Leadership Academy/La Academia de Liderazgo (which received a Carnegie Corporation of New York grant), and a new Global Faculty Exchange on the ProTalento Job Board – all programs that benefit Hispanics and other underserved students, faculty and administrators.

We welcome new members listed on page 7. Two HACU interns share their experiences of their work at the Library of Congress on page 14. Look for more stories this year celebrating 30 years of the HACU National Internship Program, an anniversary that will be featured in the summer issue of the magazine, as we celebrate over 14,000 internship placements since 1992. We are optimistic that we will see everyone again in person at our upcoming Annual Conference this fall in San Diego, and our 2023 Capitol Forum in Washington, D.C. Sincerely,

HACUNEWS HACU launches new Global Faculty Exchange

HACU receives grant from Carnegie Corporation of New York supporting fellowships HACU was awarded a philanthropic grant from Carnegie Corporation of New York to support 10 fellowships for individuals to participate in the year-long Leadership Academy/La Academia de Liderazgo. The Academy prepares a diverse talent pool to lead institutions educating the fast-growing Hispanic student population, which is nearly 20% of the more than 19 million college students nationwide. Applicants selected to receive fellowships to participate in the fourth cohort of HACU’s La Academia de Liderazgo will be announced in the fall.

HACU has launched its Global Faculty Exchange program at the one-year anniversary of the creation of its ProTalento Job Board.

This new program will serve to connect institutions with faculty, and vice versa, across the nation and internationally to bring talented professors to host institutions.

HACU-member institutions will be able to utilize the service as part of their membership benefits, and any other institution can post faculty exchange opportunities for a standard rate. The new global exchange program will benefit from the robust features of the HACU ProTalento job board that streamlines position postings by host institutions and faculty searching for overseas exchange opportunities.

Faculty interested in exchange opportunities available can apply directly through the job board. Personal profiles should also indicate an interest in exchange opportunities to be contacted by host institutions. ProTalento’s message center eases the process of connecting faculty to higher education institutions outside of their home region. HACU and Dominion Energy partner to develop Hispanic energy industry leaders HACU and Dominion Energy have entered into a partnership to support seven higher education institutions through a three-year, million-dollar initiative developing a summer bridge program starting the summer of 2022 for STEM-oriented high school students. The funds will also provide a HACU membership for each higher education institution, providing students with access to additional resources such as corporate internship programs, academic scholarships and leadership development opportunities.

Applications open for undergraduate student Leaderin-Residence Program HACU is accepting applications for the HACU Leader-in-Residence Program, a competitive program for students from HACU-member institutions across the U.S. and Puerto Rico to receive leadership and career development training. Selected students will receive a sponsorship to participate in the ¡Adelante! Leadership Institute, the Student Track component of HACU’s 36th Annual Conference, Oct. 8-10, 2022, taking place in San Diego, Calif. The Leader-in-Residence application deadline is July 1, 2022.

Selected students are designated as a “HACU Leader-in-Residence” at their home institution. Benefits of the program include: • • • •

HACU, MGM Resorts International to award 17 scholarships

HACU is again partnering with Café Bustelo® to award twentyfive $5,000 El Café del Futuro Scholarships, a program which has awarded $465,000 in scholarship funds to 93 Hispanic students nationwide since 2016. To enter, students must complete the online application located on the HACU website and write an essay in English or Spanish, 800 words or less, responding to the following prompts:

HACU is partnering with MGM Resorts International to offer 17 scholarships of $500 each. Students at HACU-member institutions can apply for the scholarship to be awarded for the 2022-2023 academic year.

Describe how your Latino heritage, family and the community in which you grew up have impacted your desire and motivation to obtain a college degree. Additionally, describe what you intend to accomplish with your degree and how you will give back to your community.

The scholarship is available to undergraduate and graduate students of all majors who are enrolled full-time at a four-year HACUmember institution, are 18 years old or older, of Hispanic/Latino descent, and U.S. citizens or permanent legal residents. HACU, United Talent Agency to award scholarships HACU is partnering with the United Talent Agency to offer two scholarships of $2,500 each. Students enrolled at a four-year HACUmember institution and interested in pursuing a career within the business side of the entertainment industry are encouraged to apply. The scholarship is open to all majors. Students must meet the eligibility criteria and requirements below: • • • •

Must be currently enrolled as a full-time junior or senior at a four-year HACU-member institution Identify as Hispanic/Latinx Authorized to work in the United States Submit an online application and an essay of 500 words or less, addressing the following questions: What inspires you to pursue a career in the entertainment industry? What part of the industry has been able to influence culture and drive change? Who is a career role model for you and why?

HACU names Sonia Martinez assistant vice president for advancement and member services HACU appointed Sonia Martinez as assistant vice president for advancement and member services. The new position is a member of the executive team and will be responsible for coordinating the Association’s fundraising, marketing communications, conferences, and membership activities. Martinez will also be responsible for the implementation of HACU’s Capital Campaign.

Martinez first joined HACU in October 2021 as the inaugural executive director of STEM programs and has over 32 years of leadership, teambuilding, and higher education experience. She previously served as the chief academic officer with Great Minds in STEM, Inc. Martinez earned a master’s degree from the University of California, Berkeley, and a bachelor’s degree from The University of Texas at Austin.

HACU, Google host Latinx Student Leadership Summit The 2022 Latinx Student Leadership Summit, sponsored by Google in partnership with HACU was held virtually, on April 23, 2022.

A total of 130 undergraduate student leaders with a passion for technology (computer science, engineering or tech-related majors/ minors) and an interest in developing their leadership skills were part of the summit.

Acceptance to the 2022 Latinx Student Leadership Summit also includes a scholarship which students can use for the Google Career Certificate Program. Each scholarship will give students six month access to the Coursera platform where students can obtain one of five certificates in IT Support, Data Analytics, Project Management, UX Design and Digital Marketing and E-Commerce. This scholarship program will be administered by HACU. Now in its sixth year, the Latinx Student Leadership Summit (formally known as the Hispanic Student Leadership Summit), was created as an effort to bring Latinx leaders together to share innovative and creative best practices with one another, as well as collaborate with Google’s Latinx leadership to benefit students’ universities, organizations, and communities.

HACUNEWS HACU receives $125,000 grant from The Sallie Mae Fund HACU was one of two grant recipients announced by The Sallie Mae Fund on Dec. 20, 2021. The grant of $125,000 will support educational programs that advance social justice, diversity, inclusion and equality. This is the second grant HACU has received from The Sallie Mae Fund as part of its $4.5 million commitment to increase higher education access and completion among minority students, and students from underserved communities. HACU was chosen because of the internship opportunities, mentoring programs, and scholarships it offers to students through its programs.

“Throughout our 35-year history, we’ve been fortunate to create partnerships with individuals and organizations who champion our goal of advancing Hispanic student success,” said HACU President and CEO Antonio R. Flores. “We look forward to our continued partnership with The Sallie Mae Fund and helping more Hispanic students excel in college, their career, and in service to their communities, across the nation and abroad.”

HACU Scholarships awarded Sherwin Williams announce scholarship recipients Four students from HACU-member institutions are the recipients of the Sherwin Williams scholarships for the 2021-22 school year. The recipients of the $2,500 each are: Carolina Porto - Florida Atlantic University Lauren Reyna - Sam Houston State University Oscar Chavez - University of Central Florida Samantha Latz - University of Illinois Urbana-Champaign Kia America, Inc. awards 59 scholarships Kia America, Inc. announced 59 students from HACU-member institutions will receive Kia America, Inc. - HACU STEAM Scholarship for the 2021-22 school year. HACU and Denny’s award scholarships to five students Five students from HACU-member institutions were awarded scholarships through the 2021-22 Denny’s Hungry for Education program. Coca-Cola Foundation award scholarships to five students Coca-Cola Foundation announced five students from HACUmember institutions were the recipients of Coca-Cola First Generation Scholarships in the amount of $2,500 each. HACUNEWS Hispanic-Serving Institution allocations in recently passed Fiscal Year 2022 funding The Congressional passage of H.J.Res. 75, the Consolidated Appropriations Act, 2022, a $1.5 trillion package to fund the government through the end of Fiscal Year 2022 and signed into law

by President Biden, provides nominal increases in funding for the 569 institutions that comprise the largest cohort of Minority-Serving Institutions, but does not address the decades of inequity that HSIs have historically endured. Below is a summary of appropriations for HSIs in FY 2022: •

U.S. Department of Education – Title V, Parts A and B – HSIs received a $34.12 million increase for Part A (undergraduate education), or a 22.9% increase, for a total of $182.85 million, and a $5.81 million increase for Part B (graduate education), or a 42% increase, for a total of $19.66 million.

•

National Science Foundation – HSI Program – The agreement includes $48.5 million for the NSF HSI program to build capacity at institutions of higher education that typically do not receive high levels of funding. For FY 2021 the allocation was $46.5 million, a minor 4.3% increase.

•

USDA-Education Grants for HSIs – HSIs will receive $14 million in Fiscal Year 2022, or a 12% increase, compared to the FY 2021 allocation of $12.5 million.

The FY 2022 package increases the maximum Pell Grant award by $400, which is the largest in more than a decade. The package also includes a provision allowing Higher Education Emergency Relief Funding for the construction of infrastructure related to COVID-19 prevention, aiding HSIs in recovering from the widened economic and social gap incurred by the pandemic. The Government Accountability Office has also been instructed to perform a study on the physical and digital infrastructure needs of HSIs, which should include a review and analysis of the condition of HSI facilities, capital financing needs of HSIs, capacity building, and how to assist HSIs to better serve Hispanic communities.

HACU and Department of Homeland Security sign MOU to collaborate on outreach and recruitment with higher education institutions HACU and the Department of Homeland Security signed a Memorandum of Understanding on Nov. 3, 2021, in Washington, D.C., continuing a partnership for recruitment and outreach to diverse students and recent graduates of HACU-member institutions for DHS opportunities such as internships, fellowships, academic programs and employment. The MOU with DHS continues HACU’s work to provide pathways for college students to gain professional experience while diversifying the federal workforce.

DHS is the third largest government agency and plays a pivotal role in battling the pandemic, securing the border and administering asylum law, strengthening cybersecurity, preventing violent acts of domestic extremism, and building greater resilience and preparedness, among other responsibilities.

HACUNEWS HERE Act addresses gap in college completion for Hispanic Students The Hispanic Educational Resources and Empowerment Act (HERE) Act, recently introduced by Congressman Joaquin Castro (TX-20) and Senator Alex Padilla (CA), addresses college attendance and completion rates for Hispanic/Latino students by creating a new grant program to support partnerships and collaboration between Hispanic-Serving Institutions and school districts with high enrollments of Hispanic students.

Hispanics in the U.S. comprise nearly 20% of the population in 2020, totaling 62.1 million. The Census Bureau projects there will be 111 million Hispanics living in the U.S. in 2060, yet despite this growth, the current education system has failed to sufficiently support Hispanic college completion. Hispanic students are 12% less likely to graduate than their white peers at four-year institutions and if this persists, there will not be enough educated workers to fill the jobs left by retiring baby boomers.

The bill would address the following: • Creating a college-going culture for students • Improving school-based and institutional practices to prepare eligible students for postsecondary education and provide high-quality postsecondary remediation when needed • Supporting students through the college application and transition process • Addressing non-academic needs that serve as barriers to college enrollment and completion • Developing and offering ‘grow your own’ programs that encourage students to pursue teaching as a profession • Promote and support PK-12 and higher education collaboration between HSIs and local educational agencies with high enrollments of Hispanic students • Expand and enhance the course offerings, program quality, and overall functionality of the colleges, universities and school districts that educate the majority of Hispanic students • Authorize the Secretary of Education to provide grants and related assistance to HSIs for the development of model and innovative agreements between higher education and secondary schools For the full HACU press release on the HERE ACT, visit hacu.net.

MEMBERNEWS National Inaugural Fulbright HSI leaders for 2019-2021

HACU-member Institutions in Top 20 for ROI of bachelor’s degrees

The U.S. Department of State’s Bureau of Educational and Cultural Affairs recognized 35 Hispanic-Serving Institutions with a strong engagement in the Fulbright Program, receiving the inaugural “Fulbright HSI Leaders” designation. The designated colleges and universities below include HACU-member institutions in bold.

The Georgetown University Center on Education and the Workforce report, “The Colleges Where Low-Income Students Get the Highest ROI,” concludes that public institutions that predominantly grant bachelor’s degrees give low-income students the greatest longterm return on investment. The report highlights graduation rates and earnings of Pell Grant students after graduation, and the vast majority of the top 20 institutions with the highest ROI at the bachelor’s level are Hispanic-Serving Institutions and emerging HSIs (HACU-member institutions in bold):

MEMBERNEWS California Five HACU-member institutions receive Michelson 20MM grant

HACU-member institutions win $1.7 million state grant to promote community service

HACU-member institutions California State University, Northridge, Cal Poly Pomona, Cal State Los Angeles, Sacramento State, and San Francisco State University, as well as Fresno State - received a $25,000 grant from the nonprofit Michelson 20MM to develop a datainformed toolkit to help formerly incarcerated students on campuses throughout the California State University system find housing.

A $1.7 million grant from California Volunteers will launch a #CaliforniansForAll College Corps program, creating paid community service opportunities for students at 45 colleges and universities across the state, 31 of which are HACU-member institutions. The program will provide 6,500 students with service opportunities over two academic years in areas such as climate action, K-12 education, and COVID-19 recovery. Students who complete a year of service will receive $10,000 while gaining experience serving in their communities.

The grant will support efforts to leverage basic needs assessment data collected by the Project Rebound Consortium, a coalition of CSU campuses that offer the program, and housing insecurity data about CSU students as a whole to develop the toolkit. The kit will include a flexible template that campuses across the system can use to identify housing needs and ways to find and secure grants, as well as suggestions for establishing off-campus partnerships and tapping into other available resources.

Richard Yao appointed president of CSU Channel Islands Richard Yao, Ph.D., has been appointed the fourth president of California State University Channel Islands, having served as interim president of CSUCI since January 2021. Yao joined CSUCI as vice president for student affairs in 2018 from Nevada State College, where he was the founding dean of students and the chief student affairs officer. He previously served as a senior lecturer in psychology for eight years, and as chair of the Nevada System of Higher Education Student Affairs Council. Yao earned a bachelor’s and master’s degree from Eastern Illinois University, and a doctorate from Fielding Graduate University in Santa Barbara.

CSUCI shares environmental science research techniques with Oxnard area teachers at Santa Cruz Island Oxnard area elementary, middle, and high school teachers and California State University Channel Islands faculty, staff, and students visited Santa Cruz Island as part of the Islands Around Us project to share science research techniques that the teachers can take back to their students.

The project is funded by a $72,450 grant from the National Oceanic and Atmospheric Administration Bay Watershed Education and Training program, and is designed to align with the Next Generation Science Standards. The trip will provide teachers tools and techniques for measuring the health and biodiversity of the islands that they can teach students.

MEMBERNEWS Florida FIU receives $12.8 million NSF grant for extreme wind, surge and wave testing facility The U.S. National Science Foundation awarded a $12.8 million, four-year grant to Florida International University’s Extreme Events Institute supporting the design of a national, full-scale testing facility capable of generating wind speeds of up to 200 miles per hour, combined with a water basin to simulate storm surge and wave action.

FIU’s Department of Civil and Environmental Engineering faculty will lead a multidisciplinary team of researchers and practitioners from eight other universities to design the Cat 6 prototype facility.

FIU’s academic partners for the NICHE project include HACUmember institutions Oregon State University, University of Illinois at Urbana-Champaign, and Colorado State University.

Massachusetts Hubert Benitez appointed president of AIC Hubert Benitez, DDS, Ph.D., has been selected as the twelfth president of American International College. Benitez previously served as vice president for Strategic Initiatives and Academic Innovation and acting chief inclusion officer at Rockhurst University in Kansas City, Mo. Prior to Rockhurst, Benitez served as president and chief executive officer for Saint Luke’s College of Health Sciences for nearly five years. Benitez received a doctoral degree in dentistry from Pontificia Universidad Javeriana in Latin America, and a Ph.D. in higher education administration from Saint Louis University’s College of Education and Public Service.

New Mexico New Mexico Governor Lujan Grisham signs legislation making college tuition-free in New Mexico New Mexico’s Senate Bill 140 (Opportunity Scholarship Act), sponsored by Sen. Liz Stefanics and Rep. Joy Garratt, was signed by Governor Michelle Lujan Grisham, making New Mexico’s program for tuition free college the most expansive in the nation. New Mexico is home to 24 Hispanic-Serving Institutions, two Emerging HSIs and almost half of New Mexico undergraduates are Hispanic. The General Appropriations Act directs $75 million to the scholarship program, which could support up to 35,000 students beginning this fall, or over half of all undergraduate students in New Mexico.

“The Hispanic Association of Colleges and Universities applauds Governor Michelle Lujan Grishman and the Legislature for the passage of SB 140 to offer tuition free college education for New Mexico residents,” said HACU President and CEO Antonio R. Flores. “The legislation will allow most New Mexico students to earn their degree without the burden of tuition and fees, enabling them to complete college in a timely and affordable manner.”

New Mexico’s Opportunity Scholarship, implemented by the Lujan Grisham administration in 2020, is the only state-funded scholarship program in the nation to include both recent high school graduates and returning adult learners; accommodate part-time students; include career training certificates, associate degrees and bachelor’s degrees; and cover summer courses. Over 10,000 Opportunity Scholarships have already been awarded to students over the past two years through prior appropriations.

Texas OLLU names Abel Antonio Chávez as 10th President Our Lady of the Lake University has named Abel A. Chávez, Ph.D., as its 10th president effective July 2022. Chavez will be the first Latino to serve as university president. He is currently vice president for enrollment and student success at Western Colorado University. A first-generation college graduate, Chávez has served WCU as dean of graduate studies, associate vice president for academic affairs, and associate professor in the school of environment and sustainability. He received a bachelor’s degree and doctorate from the University of Colorado Denver, and a master’s degree from the University of Houston.

Over 20 schools join Grow with Google’s HSI Career Readiness Program to train 200,000 Students in digital skills by 2025 Over 20 new schools announced their participation in the Grow with Google HSI Career Readiness Program at the beginning of the year. The initiative will help Latino students at Hispanic Serving Institutions prepare for the workforce through digital skills training and career workshops. Through a $2 million investment and collaboration with the Hispanic Association of Colleges and Universities, the program will train 200,000 Latino students by 2025.

Latino workers face systemic barriers to economic opportunity, including significant challenges to obtaining digital skills training. Over 80% of U.S. jobs require digital skills, but 55% of Latinos have little to no digital skills training. Latinos are also overrepresented in jobs that are at the highest risk of elimination due to automation, furthering the need to upskill in an increasingly digital economy. Google’s latest commitments, alongside HACU and other partners, aim to increase economic mobility in the Latino community by providing access to the training and digital skills needed to obtain an in-demand job.

“Ensuring Hispanic-Serving Institutions have the resources available to help students excel in the workforce is crucial preparation for today’s competitive job market,” said HACU President and CEO Antonio R. Flores. “We are excited to partner with Google on this ground-breaking initiative and collaborate with HSIs to offer students digital skills and training that can expand their employment prospects after graduation.”

Since 2013, the company’s Google in Residence program has partnered with HSIs and HBCUs to place Google software engineers in schools as faculty, and also hosts Tech Exchange, a virtual student exchange program that teaches HSI and HBCU students applied computer science courses.

HACU released its 2022 Legislative Agenda for the 117th Congress to address Hispanic higher education needs as well as critical K-20 pipeline issues. The top priorities of the agenda were the focus of the 27th Annual National Capitol Forum on Hispanic Higher Education, a virtual gathering held April 5-6, 2022, that also included virtual congressional visits.

“Hispanic-Serving Institutions need increased access to affordable capital to ensure students are being educated in facilities equipped with the latest learning tools and technology to prepare them for the jobs of our new economy, particularly in the critical STEM fields,” said HACU President and CEO Antonio R. Flores. “Low-income college students also need access to more substantial financial aid, not just loans, to help them pay for college.”

HACU and Excelencia in Education released the 2020-21 HispanicServing Institutions list, and for the first time in 20 years, the number of HSIs decreased due to a drop in the enrollment and concentration of Hispanic students in colleges and universities around the country.

There were 559 institutions in 2020-21 that met the definition of an HSI, compared to 569 in 2019-20, revealing the severe impact COVID-19 has had on higher education institutions and students. In contrast, the number of Emerging HSIs, colleges approaching the 25% Latino student enrollment threshold, showed significant growth from 362 to 393, highlighting the growing population of Hispanics pursuing higher education nationally.

Interns gain experience at the Library of Congress Carlos Carrero These past few weeks have passed so fast, and it is a bittersweet feeling knowing the internship ends for some of my colleagues. Though I am happy that I got extended to continue my internship until May 25, I am sad that some of the friends I have made in the internship will return to their hometowns. Something that gives me hope is that HACU and HNIP gives you the opportunity to network and build friendships that will last a lifetime.

I recently gave a conference presentation on Puerto Rican maps at the Library of Congress. This presentation was a result of research I started after attending a presentation on Cuban maps last semester. I noticed how Cuba and Puerto Rico were similar countries, not only in geography but in history. I decided to do research on my own and look at the influence of history on the creation of maps. I am excited and proud of the work that I did and how the conference turned out.

A lot of the interns at the Library of Congress attended the conference and that filled me with immense pride, showing my culture and my background in a professional yet creative, environment.

This week we had our farewell reception at the Library of Congress and at HNIP. As part of the Library of Congress farewell, we participated in a video interview, asking us about our experience and knowledge gained at the Library of Congress. It was a fun yet terrifying experience. Even though I love working in film, I consider myself a behind-the--camera kind of guy. Having a camera in front of my face was scary but I think that in the end the experience was good and I cannot wait to see the final product.

Alejandra Medina Cruz During these last few weeks, I have been able to take a step back and realize that I have accomplished goals that I never thought I would be part of - that I would be able to work on Capitol Hill, let alone at the Library of Congress. HACU has given me the opportunity to develop myself as a professional and to get out of my comfort zone. The projects I am most proud being part of at the Library of Congress have been the relocation of the African and Middle Eastern Reading Room, and the refurbishment of the Human Resources Services Training Room. I assisted with the design of the new reading room located in the Jefferson building, and was project manager of the training room project. I gathered requirements, documented existing furniture, selected new furniture and finishes, planned space, developed cost estimates and handled procurement for both projects. During my eight months working at the Library, I made great connections and friends that guided me through the decision-making of the next steps of my life.
