1.0 LOWER MILL, COTSWOLDS INTRODUCTION 1.1 Introduction This Design and Access Statement has been prepared by Willmore Iles Architects,The Landmark Practice and Dr Phoebe Carter (Chief Ecologist) on behalf of Habitat First Group. It forms part of a submission for the Full Planning Application for the erection of twenty detached holiday units, ancillary buildings, provision for new landscaping, an ecological enhancement area, vehicular access plus amendments to the waters' edge of Minety Lake.

This statement is intended to be read in conjunction with the drawings and other documents that support the application.

1.2 Application Description A Full Planning Application to seek the approval of; the erection of 17 detached holiday units within Minety Lake South West (also referred to as Barberry Lake); the erection of three detached holiday units within Lakeshore Reserve West; amendments to the water’s edge of Minety Lake South West; ancillary buildings, provision for new landscaping and revised ecological areas, visitor parking and vehicular access.

permission, ref 13/00838/FUL for the erection of 296 holiday units and lake, approving in principle an updated design for the development at Lower Mill Estate in May 2013.

Description of proposal: Erection of 296 holiday units and lake with estate roads, parking provision, storage barns, play space, electricity substation (in accordance with approved outline planning permissions) variation of condition 2 of 11/03126/ FUL to substitute plans for different unit types and layout in an area north of the spa building.

Since then, four additional Full Planning permissions have been granted for: Minety Lake North-East, ref 15/02513/FUL approved in August 2015; Minety Lake North-West, ref 17/02967/FUL approved in March 2018; Minety Lake East, ref 19/00247/FUL approved in April 2019; Minety Lake South East, ref 20/03592/FUL approved in March 2021.

Following these, there have been a number of S.73 planning applications made to the Local Authority covering the Minety Lake West Area.

Additionally, across the whole of the Minety Lake development there have been numerous additional applications made in response to client specific amendments.

1.3 Planning History Cotswold District Council granted Full Planning permission, ref 11/03126/FUL, for the erection of 296 holiday units and lake, which included the area of Minety Lake South West, approving the principal development in October 2011.

Description of the proposal: Erection of 296 holiday units and lake with estate roads, parking provision, storage barns, play space, electricity substation (in accordance with approved outline planning permissions).

2.0 MINETY LAKE SOUTH WEST INTRODUCTION

2.1 Minety Lake South West Context

2.2 Site Development

The proposed development falls within the granted MP2 Minety Lake planning application and is in accordance with the design parameters established under the planning permission.

The development site is located along the southwest bank of Minety Lake, directly to the west of the approved Minety Lake South East development and to the south of the approved Minety Lake North West development.

The proposed development totals twenty detached units, replacing the permitted 17 single detached units, two semi-detached units, three terraced units and two apartments comprising eight units each within 1.98ha of land to the South West of Minety Lake and Lakeshore Reserve West.

Additionally, the three plots south of Barberry Lake are located to the north west bank of Swillbrook Lake directly to the west of the approved Lakeshore Reserve East development.

Minety Lake is a man-made lake and development area within the western part of the Lower Mill development. It lies to the south of Spinney Lake, to the east of Minety Road, to the west of Clear Water and to the north of Lakeshore Reserve. The site is located within Zone A of the Cotswold Water Park and open countryside.

Each plot and unit within Lower Mill will have individual owners, with the plot purchased through Habitat First Group, followed by a single build contract with an independent building company, Conservation Builders Ltd, for the build of the unit.

3.0 MINETY LAKE SOUTH WEST DESIGN DEVELOPMENT 3.1 Design Principles MINETY LAKE

3.0 MINETY LAKE SOUTH WEST PROPOSED SITE PLAN

3.2 MINETY LAKE SOUTH WEST SITE PLAN This application is seeking planning permission for the following unit mix: 2 x Skydeck 1 x Lighthouse 2 x 2 Storey Barn GFL 4 x Barn GFL 2 x Barn FFL 1 x Cotswold Barn with Dormers 1 x Cotswold Barn with Dormers (client variation) 1 x 5 Bed Corner House XL (client variation) 1 x Watergarden XL 5 x 3 Storey Watergarden XL All of the proposed unit types, except the 2 Storey Barn GFL, already have planning permission elsewhere on the Lower Mill Estate development, including Minety Lake North-East, North-West, East, South-East and Lakeshore Reserve.

Planning permission is also being sought for the amendments to the water's edge, addition of two refuse and recycling stores, six garage barns, eleven plot specific glazed gable end boat stores, three pitched roof boat stores, an on-plot summer room, plot specific jetties, a communal jetty, plot specific parking spaces, along with visitor parking spaces and a secondary road to access plots 64-70.

These type of proposed changes are supported by the design ethos of the Lower Mill Estate development.

4.0 LOWER MILL CONFORMITY CONFORMITY TO THE CHARACTER OF LOWER MILL ESTATE 4.1 CONFORMITY TO CHARACTER The site will reflect the essence of Lower Mill Estate through choice of unit types, materials and integration with the landscape.

The Estate has developed over time with the Local Authority supporting the design concept and Habitat First Group's vision; embracing the opportunity to create high quality designs and exemplary models of sustainable construction with landscape and biodiversity a fundamental central feature.

Unit choice helps define individual character. The mix creates a distinct and exciting part of the Estate and further demonstrates the quality and characteristics of the Minety Lake masterplan.

The variety of individual unit design is amalgamated by essential consistent parameters to ensure the cohesive integration of this proposal with the rest of the Estate to create a diverse but unified holiday environment.

Proposed massing and scale relates to and sits within the agreed masterplan layout and principles as well as responding to the landscape context to provide a peaceful and tranquil environment.

The massing, form and grouping of units creates a smaller distinct community feel within the wider estate with a shared focus and respectful relationship with the Minety Lake and Lakeshore Reserve development area.

Views and an enhanced relationship with water is a defining characteristic throughout the estate and this site proposes extensive and frequent views between and from within the units connecting the lake, landscaping and road.

Continuing the spirit of biodiversity, wildlife and biodiversity enhancement will be a key feature of the site through sensitive interventions such as bat boxes/roosts and native planting.

5.0 UNIT DESIGN 5.1 UNIT DESIGN

5.2 PRECEDENTED UNITS

Key principles that influenced the unit choice underpinning the design rationale have been derived from the overall design concept for the Estate;

The following units have been granted approval on previous planning applications for Lower Mill Estate; Watergarden, Skydeck, Lighthouse, the Barn, the Habitat House and the Corner House.

• All units to have access to enjoy the local unique natural environment

All most recently approved on either the Minety Lake North West Full Planning Application, ref 17/02967/ FUL, Minety Lake East Full Planning Application, ref 19/00247/FUL or Minety Lake South East Full Planning Application, ref 20/03592/FUL.

• To respect and enhance ecological corridors and habitats • Views and connectivity (sense of place) • Sustainability, including flood risk and high quality design with minimal impact on the landscape.

The units have been designed by various architects with a brief to create an exceptional and diverse holiday environment. In proposing a contemporary approach, as encouraged in The Cotswold Design Guide, the new buildings are of the highest standards of craftsmanship that will ‘wear and age well’.

The differing unit types collate a mix from already established buildings on the Estate and approved types from previous planning applications, all working with both the site constraints and opportunities. The relationship between and repetition of the units creates a good rhythm and balance as well as unity and cohesion.

Units are placed at a sufficient ground floor level to ensure they are above the required level in relation to flood risk and the 1:100 year + climate assessment. Refer to the floor risk assessment report which accompanies this application for further information.

Minor changes to the designs of the previously consented units have been made over time and a full set of plans and elevations are included in this application.

The three storey unit is similar to the 2 storey unit with the addition of a lounge area to the top storey.

This unit design was based on an original design concept by AR Design Studios.

5.2.2 SKYDECK

The Skydeck (previously known as the Special Feature Watergarden was granted permission as part of the application 16/02188/NONMAT. The design was derived from the Watergarden; to provide a smaller alternative that retains the same design principles.

5.2.1 WATERGARDEN XL & 3 Storey XL

5.2.3 LIGHTHOUSE

The Watergarden unit type was originally granted permission as part of the applications 13/00838/ FUL.

The Lighthouse was granted permission as part of the application 14/05286/FUL

The contemporary detached building is two storeys with an accessible roof terrace providing an enjoyable additional private external area with views over Minety Lake.

The spaces within the home are flexible, functional and adaptable, with an open plan kitchen, dining and living area plus an integrated boot store at ground floor creating ample storage to allow for comfortable living.

The elongated rectangular layout focuses on the short elevations and are characterised by large areas of glazing providing an interesting solid and void aspect. The ground and first floor bi-fold doors lead out onto the decking and balcony. These large windows, decked areas and the roof terrace allow the residences to enjoy and interact with the immediate surrounding natural environment and promotes bringing the outdoors in.

The units use stone and render along the ground floor running through the building, with the upper floors clad in timber boarding providing a contrasting light feel and promoting natural materials. Natural materials help soften the buildings simple form and creates uniformity with the other units.

The design maximises daylight and views out to the surrounding landscape, focusing on the health and wellbeing of the residences.

The external decked terrace will capture early afternoon sun with the bi-folding doors opening up the living area to the immediate natural environment.

The proposed materials will reflect and compliment the surrounding Cotswold palette. The pitched roofs provide an opportunity to install PV’s or solar thermal panels.

5.0 UNIT DESIGN 5.2.4 BARN GFL The Barn (Ground Floor Living) was granted permission as part of the application 14/05286/FUL. The Barn draws inspiration from barn conversions combining the traditional historic barn features of expansive walls, deep punched windows and an industrial style roof with the orientation emphasising the gable end.

The three storey design and layouts are flexible and adaptable with open plan living located on the lower floor. The framed recessed glazed gable end opens up onto a private decked area extending over the lake.

The simplicity and elegance of the material palette work well to create a harmonious and calm aesthetic which does not detract from the landscape.

5.2.5 2 STOREY BARN The two storey barn is an adaptation of the standard Barn that again draws inspiration from the architectural qualities of barn conversions.

The design and layouts are equally as flexible as the standard three storey Barn; offering a generous open plan living located on the ground floor. The framed recessed glazed gable end opens up onto a private decked area extending over the lake.

The two storey Barn offers a smaller and more economical alternative for prospective buyers yet retains the characteristics of the three storey Barn providing cohesive design approach.

5.2.6 COTSWOLD BARN WITH DORMERS

The Cotswold Barn was a concept design by Richard Reid & Associates, introduced to Clearwater and Howell's Mere.

The large ground floor plan allows the occupier to connect with and benefit from the natural surroundings due to the glazed facade. The decking and first floor terrace further enhances the connectivity with the lake.

There are a number of Cotswold Barns within Clearwater and Howells Mere. This unit has not yet been sold within the Minety Lake development, but it is a house type offered to clients. It has been particularly popular and successful at Silverlake, Dorset.

5.0 UNIT DESIGN 5.2.7 CORNER HOUSE The Corner House was granted permission as part of the application Minety Lake East Full Planning Application, ref 19/00247/FUL. The Corner House is a contemporary design that maximises and enjoys long views across the water.

The L shaped house is composed of two elegant linear forms emphasised and exaggerated by use of materials and contemporary detailing and forms a semi-private 'internal' courtyard with decking and balconies extending towards the water.

Large panes of glazing along the ground floor gives the impression first floor is floating.

The extensive glazing along the facades overlooking the lake maximises the natural light within the

building and allows the occupiers to benefit from passive solar gain during the day.

The large open plan living across the ground floor is predominantly south west facing with large opening sliding doors promoting interaction with the natural environment and distorting the inside /outside boundary.

5.2.8 HABITAT HOUSE The Habitat House has set a precedent for excellent contemporary design and sustainable construction, something the Estate has embraced with the support of the Cotswold District Council. The council has already granted consent for the Habitat House within the Estate (14/03250/FUL, Spinney Lake and a first floor living alternative 14/05286/FUL at Lakeshore Reserve).

The form of the Habitat House is described by the architect as being conceived as emerging from the landscape rather than being imposed on, achieved with sloping roofs that rise up from the entrance side. The wildflower roofs are designed to complement and integrate into the surrounding landscape so not to be perceived as an imposing addition.

The house has extensive glazing to the facade overlooking the lake with additional roof lights allowing light into the building to maximise natural lighting and passive solar gain during the day.

The unit form rises up from the road side responding sensitively to the landscape and surrounding context opening up and maximising the views across the lake. The spine wall defines the bookends to the crescent whilst also reducing over-looking.

The chimney structure is an integral feature to the south elevation and could be used for passive stack effect ventilation as well as have a thermal massing role, as does the spine wall.

Rough walls without mortar pointing and with crevices and openings provide habitat opportunities.

The living roof and hanging tiles with accessible voids behind provide further habitable environments for wildlife. The living roofs will bring seasonal variety to the houses, changing throughout the year in colour and vegetation, attracting a range of species.

This unit design was based on an original design concept by Featherstone Young Architects.

6.0 LANDSCAPE The units are orientated such that decked areas face directly onto to water, providing views across Barberry and Minety Lake. A small island within Barberry Lake will provide a focus and privacy to opposite plots looking over Barberry Lake. The careful alignment and offsetting of the units, as well as the integrated planting, ensures the lake is the point of focus from for residents, rather than neighbouring units. The three units along Lakeshore Reserve face south with established vegetation along Flagham Brook that will need to be retained and managed for otters, GCN and bats.

6.6 ECOLOGICAL ENHANCEMENTS • Great Crested Newts – An underpass and a bespoke newt bridge will be created in Barberry Village to ensure connectivity between all the areas of suitable terrestrial GCN habitat. The GCN underpass will connect to the GCN eco zone to the west of the site where a GCN pond will be reinstated. The proposed newt bridge will allow passage of the newts from this pond to the suitable lakeshore habitat in front of units 67-70 and on to the additional suitable habitat to the east of the red line boundary. The bridge is being created to provide additional suitable newt habitat and refuges along its length. This proposal will provide a total of 3049 m2 of GCN habitat greater than the area (2694 m2) set out in the GCN licence.

• Hibernacula – Two hibernacula will be created around the GCN pond to the north-west of the village. These will offer refuge for a variety of amphibians and reptiles on site.

• Birds, Bats and Bees – 20 bat boxes, 20 swift boxes and 20 bee bricks will be incorporated onto built structures in Barberry Village.

• Bat loft – A bat loft will be created in the roof space of one of the stores in Barberry Village. The design of the loft space and access will be agreed with Conservation Builders prior to construction.

Habitat First has created several bat lofts across their three sites for Lesser horseshoe, Brown longeared and Pipistrelle bats.

• Kingfisher – Two kingfisher nesting boxes will be installed in the steep bank in the inlet to Barberry Lake. Many kingfishers tend to use two different tunnels for its first and second broods. We will, therefore, put two boxes in the same steep slope, keeping them at least 70 cm apart.

Inclusive access has informed the design, to ensure those with restricted mobility can easily access the site and units. The layouts are designed to comply with Part M of the Approved Building Regulations Document.

Each unit has 2 no. parking spaces allocated which will be level and finished with a firm surface.

The distance between the car parking space and holiday unit has been kept to a minimum and located in front of the house or with a clear level route between the parking space and front entrance.

The approach to the entrance will not exceed a gradient of 1:20 with level access across the threshold.

7.2 Inclusive Design for Units: The front doors and all internal doors have a clear opening that will allow wheelchair access.

Within the entrance storey, the corridors are sufficiently wide enough to allow convenient circulation by a wheelchair user.

The spaces within the units are flexible, easy to function and adaptable, with a ground floor open plan kitchen and dining space.
