he trio that Police sources claim confessed to hurling a container of faeces at controversial newspaper columnist and political activist Freddie Kissoon some six years ago, is expected to be charged with the offence as early as Monday at the Georgetown Magistrates’ Courts.

According to a senior Police Officer, Jason Abdulla, Okene Fraser and self-confessed death squad member Sean Hinds will be

placed before the courts for the incident.

The allegation is being strongly denied by the three accused who claimed that they were forced to sign a document after being repeatedly beaten and threatened.

A source close to the investigation told Guyana Times that the Police were up to late Friday evening writing the charges.

This publication could not confirm whether or not the case file was sent to the Director of Public Prosecutions for legal advice.

On Thursday when questioned as to whether the Police in fact had a statement of confession from the three accused, Crime Chief Wendell Blahnum declined to comment.

“I prefer not to comment on that,” he told this newspaper as he refused to confirm that the Police had in fact received a voluntary confession.

However, on Thursday evening, Attorney Latchmi Rahamat reiterated that to date, she has not seen the document, and as such, she is unaware that they have confessed to committing the act.

He had just emerged from the supermarket and had entered his vehicle when a man approached and threw the substance on him. Reports indicate that Kissoon then chased behind the perpetrator but the man escaped in a waiting vehicle.

ormer Linden Mayor and popular businessman Patrick Raymond Haynes, more affectionately known as “Gabbie”, passed away on Thursday, following a period of prolonged illness, at the age of 85. Haynes resided at Lot 537 Moraballi Street, Retrieve, Mackenzie, Linden, up to the time of his death.

He served in the capacity of Mayor of the Linden Municipality during the period 1990-1994 and founded the Linden welding and steel fabrication company Patnomike, which was coined after his first name, as well as the names of his sons Noel and Michael (Mike). The company was in operation from 1969 to 2003.

He also owned popular night spot ‘Cat Whiskers’, formerly ‘Moon Glow’.

Relatives of the deceased said he suffered from alzheimer’s disease during the final years of his life, and died while on his way to the Linden Hospital Complex.

He had been ill for approximately three years, according to his wife Johanna “Eula” Haynes.

Mrs Haynes related that the former Mayor was originally from the West Coast, Berbice, but moved to Linden during 1953, following their marriage. Haynes was a former Justice of Peace (JP) and former President of the Upper Demerara Lions Club. He was also a member of the Christ the King Anglican Church, the Mechanic Pride Lodge #21 and the People’s National Congress Reform (PNCR).

The former Mayor was also awarded by the Linden Tourism Committee and the Linden Mayor and Town Council in recognition of sterling contribution towards propelling Linden forward.

Additionally, he was elected Honorary Member of the Guyana Association of Professional Engineers and awarded a Medal of Service for providing general repairs and fabrication for the bauxite industry. Haynes is survived by his wife, 13 children and numerous grandchildren.

he renowned international three-member Commission of Inquiry (CoI) that was probing the circumstances which led to the death of political leader and scholar, Dr Walter Anthony Rodney has found that he was indeed the victim of a well organised and state orchestrated political assassination.

In a copy of the report seen by Guyana Times, the three Commissioners – Barbados Queens Counsel Richard Cheltenham, Jamaican Queens Counsel Jacqueline Samuels Brown and Trinidad-based Guyanese Senior Counsel Seenath Jairam – concluded that given all the relevant facts, events and circumstances set out in the report, they could do nothing else but establish that William Gregory Smith, was not acting alone but had the active and full support, participation and encouragement of, and/or was aided and abetted by the Guyana Police Force (GPF), the Guyana Defence Force(GDF) – both agencies of the State – and the political directorate including Prime Minister Forbes Burnham in the killing of Dr Rodney.

Rodney, a world respected political and social activist, had his face and upper torso blown off back in June of 1980, after a communication device he was examining exploded in his lap. It was the theory of those close to the Founding Leader of the Working People’s Alliance (WPA), that the man he had somewhat come to trust; a then Guyana Defence Force Sergeant and communication expert William Gregory Smith, had implanted the

explosive into the device Rodney was expected to test. The theory claimed too that the Government of the day, the People’s National Congress (PNC) and its leader, former Prime Minister Linden Forbes Sampson Burnham, had used Smith to carry out the attack.

The significant findings of the 155-page document said Dr Rodney was “a man of large and significant stature, both in Guyana and beyond, at the time of his death”. It said he “could only have been killed in what we find to be a State organised assassination with the knowledge of Prime Minister Burnham in Guyana at that period. It was a controlled society and Burnham had a large and detailed knowledge of whatever was being done by the State and its agencies,” the report stated.

During the course of the investigation, scores of witnesses spoke of the frightening political and social atmosphere which existed during the period leading up to Dr Rodney’s death, particularly between 1978 and 1980.

Robert Allan Gates had testified during the early period of the Inquiry and had informed the Commissioners that he was being used as a spy for the GPF at the time, to seek out the operations of the WPA. Speaking on the operations of the GPF, the report said it is clear that the Police were unprofessional, extremely inefficient in turning a blind eye to the obvious, deliberately botched investigation in Dr Rodney’s killing or were complicit with others, including the GDF in hiding or shielding Gregory Smith from facing the brunt of the law for having murdered Dr Rodney.

It said Laurie Lewis, then Head of the Special Branch and later Police Commissioner is now deceased. However, it said there is prima facie evidence that he, along with Major General Norman McLean, then Chief-of-Staff of the GDF; Cecil Skip Roberts, the Deputy Police Commissioner and Crime Chief, had significant roles to play in the conspiracy to kill Dr Walter Rodney and the subsequent attempt to conceal the circumstances surrounding his death.

“Resulting from the premature termination, the Commission, none of those alive and herein identified, was given an opportunity to testify”.

A dangerous precipice

I

t has become somewhat ironic that voices of dissent so strident several months ago have fallen silent, despite the many unlawful and questionable acts and events that have apparently become the modus operandi of the Administration of the A Partnership for National Unity/Alliance For Change (APNU/AFC).

One can perhaps infer that either all is wonderfully well with their world or they are too obligated to the present Government to voice dissent. “Waiting to see” how the coalition runs the country is no longer an excuse; APNU/AFC is already well into their approach.

Listening to certain media coverage of ministerial speeches is like still listening to political party campaigns, with a party focus rather than a national one.

At an overseas rally not long ago to garner foreign investment, rather than the Guyana flag prominently displayed behind the Government speaker, there was the coalition’s banner from its campaign days, while the speaker narrated the wonders his party promises for the country rather than explain frankly to potential investors what the Guyana Government can bring to the table worthy of their funds – in the real world.

Every governmental act is lathered as the magnanimity of APNU/AFC rather than a right of each citizen of Guyana to be provided for by the Government of the day. Have we not passed the campaign trail yet, and is it not time to get down to the business of running the country? Can a new bicycle, boat or bus be for the people rather than an ongoing APNU/AFC campaign?

Meanwhile, certain media pick up the sensational displays of party generosity and broadcast it as news, indebted, as they seem to be to the new Administration.

It has become obvious that many local media houses have become muzzled, unable to call a spade a spade because of their seemingly past involvement in political engineering, whose favours are being called in now.

How quiet is the call by some media houses for the Special Organised Crime Unit (SOCU) to be investigated, who before would have been screaming from the rooftops of the injustices that led to the cover up of the death of an innocent truck driver and an officer and his wife, and the recent ransacking of a businessman’s home.

Instead, their focus is on the past Government and their apparent past misdeeds. Ignoring the present for the past, so that their news would only show the new Government in good light. It is a ploy as old as politics, and just as dangerous.

Is it too dangerous as well for these media houses to criticise the coalition that they turn a blind eye to the obvious? Or is it that they tacitly approve of the human rights violations and petty political points scoring because it satisfies some – unknown to others – cause of theirs?

Whatever is the reason behind the sudden silence, it does not bode well for Guyana’s media and the country when an Administration is not being called out on its questionable policies and practices because of a clear bias.

Observing some media, it would seem that the only thing wrong with the country is the Opposition; the new Government has all the right policies and practices in place. It is a fallacy and a shame.

When individual obligations and opinion has the capacity to prejudice general judgement, then blind faith and devotion lead perilously close to party paramountcy; a situation Guyana cannot afford to reach again.

Bisram responds to Diaspora Jubilee Committee

Dear Editor, I thank Janice Hall for the invitation “to make recommendations for participation in the 50th Independence anniversary celebration committee” (Guyana Times, February 14) following complaints made by the NY diaspora about inadequate ethnic diversity (representation of Indians, Chinese, Amerindians, Whites, and Mixed) made at an open forum; I was merely a messenger or reporter of the complaints, not their purported spokesperson.

I thank Hall for admitting the committee does not represent the diversity of the Guyanese population. An event celebrating the country’s independence should be Truly representative of the population, especially when it is sanctioned by the Government of Guyana, which reports say, has wired US$300,000 to a law firm in Brooklyn to organise the US celebrations.

Complainants cannot help but to recall the racially biased (victory) celebration last

September in Brooklyn sanctioned by the government with several ministers and APNU officials present and hardly any representation of the culture of Indians, Amerindians, Chinese, and Portuguese.

An observer would have thought Guyana is a “monorace” nation. There cannot be a repeat of that racially and politically partisan affair.

Hall noted that “Dr Rajkumar (representing Richmond Hill) and ‘his team’ (?) have been working to ensure broad representation (of Indians)”.

If so, then the team is not doing a very good job because the complainants allege that in spite of Rajkumar’s involvement, along with Latchmee Singh and Rhonda Binda, only 14 (or about 10 per cent) of nearly 150 members are Indians in a greater New York Diaspora population where the distribution is some 60 per cent Indians, four per cent Amerindians, one per cent Chinese and whites, eight per cent Mixed, and 27 per cent Afros.

Clearly, the committee is not representative of the face of the Guyanese population abroad or at home.

Outreach has been woefully lacking and more must be done to be inclusive.

Some of the complainants query how the committee was formed, who was invited and who was excluded and why? It was alleged by NY AFC members that a partisan committee of a select few (APNU\ AFC affiliates) was first formed at a Brooklyn meeting and executives chosen and then “outsiders” were invited to be a part of it.

Complainants say it is egregiously biased. As the complainants note, the committee started out badly and its formation is hardly likely to attract the broadest of participation, especially given that decision-making is locked into a select group that is almost completely “uniethnic” and supportive of only one political party.

Even AFC complainants say it does not represent the coalition, much less the 50 per

cent of the nation who don’t support the coalition. People feel isolated and marginalised.

They query whether this is a celebration of only government supporters, I am sure the complainants have taken notice of Hall’s public invitation.

But it has been most difficult to convince non-participants and (original) non-invitees to join the committee; even some AFC NY activists don’t want to be part of it. Some have stated they do not wish to be mere “racial tokens” in the committee or lend legitimacy to an outfit that was constituted without the widest possible consultation or reflective of the AFC support in America.

Unless there is some drastic effort to be inclusive, this celebration is likely to take place along the lines of race and politics.

City Hall reeks of corruption Dear Editor, As a dedicated taxpayer in the city of Georgetown, I demand an explanation from the Mayor and/or the Town Clerk regarding the very crooked manner the City Constabulary is being run.

I have observed that the ranks of the City Constabulary have been withdrawn from guarding municipal locations such as the markets, daycare centres, health clinics, abattoir, etc and are replaced with guards from a private se-

curity firm to which a City Councillor has a financial interest. (It is no wonder this Councillor wishes to be re-elected for another three years) It should be noted that the security contract was given to this firm without any advertisements, tenders or bidding but more alarmingly, it was given to the very security outfit that was discharged a few years ago for overbilling the Council.

Unbelievable! This company used to charge for twice the amount of guards than it

provided and has been given the contract again above other security companies.

And so the Council, finding itself with scores of Constables who have nothing to do, seeing they are no longer guarding municipal property, have decided to set up a number of superfluous sections such as a traffic unit, as though the Guyana Police Force asked for help, a bicycle patrol unit for which these constables ride all day long doing nothing, an executive body protection unit to

protect the Mayor and Town Clerk, a special investigations unit which never solves any crimes such as who breaks and enters the markets.

Mayor, how could you allow our hard earned taxpaying dollars to be squandered like that? Paying the Police Department and then paying a guard service to do what the Constabulary should be doing?

Not one dollop (share) Massive corruption at City less of patriotism Hall under new Govt Dear Editor, “Not one dollop (share) less of patriotism in us of the People's Progressive Party/ Civic (PPP/C), now sitting in the Opposition benches, when compared with you in the Government seats.” Our Leader of the Opposition (LOP), visibly disturbed, was moved to firmly assert so as he wound up the Budget debate for the Opposition. He must have sensed that the patriotism of us of the PPP/C was being questioned.

But has the other major political party ever taken as quietly as we of the PPP/C a declared election loss and by such a small margin, a change of Government after the last elections and relying on the petition process to challenge the declared results?

We of the PPP/C may be different but we are not a lesser breed of Guyanese: we are no less patriotic, and though a case could be made that in our country’s history so far, we have been called upon and have made the greater sacrifice for people and the nation, and have managed the greater advances in growth, development and prosperity whenever in office – we would claim no greater patriotism less such be always expected of us, setting ourselves a higher bar.

For that archaic word, dollop, to have surfaced in his mind, our LOP must have been under great stress and filled with great frustration. And he had all right to be filled with a sense of righteous aggrievement and indignation, for it had already been indicated that the Government side would unilaterally break the hallowed convention of the LOP concluding the presentations on the Budget, to be followed by the reply from the Minister of Finance. The PPP/C adhered to that convention over its years in office. Leaders of the Opposition, Messrs Hoyte, Corbin, Granger and, if I recall correctly, Winston Murray (standing in for Mr Corbin) were all so privileged.

But in 2016 with its challenged majority of no more than 5000 votes and its oneseat majority in the National Assembly, the Coalition Government was flouting convention, was about to have its way.

The walkout led by our LOP was not one of disrespect for our National Assembly, nor for the Minister of Finance, not even for the Prime Minster; nor was it failure by us of the PPP/C to come to terms with the fact that we had been declared the losers at the last elections.

The walkout was not a case of cut and run: we sensed no need. We of the PPP/C believe that a growing majority of Guyanese of all races, of all religions, from all regions and of all political persuasions would in their quiet moments be reflecting on our presenta-

tions: * About the earlier complaints from members of the Coalition Government about the number of contract workers in the Public Service, but now in office they have further greatly increased the number of contract workers and at even higher average pay! * Now at the beginning of 2016, the average Guyanese is better off than he was in 1992 and working hard to keep ends meeting. The coalition’s proposals on vehicles, including trucks, and on tyres show how less attuned to and caring they are for the average Guyanese man and woman, than we of the PPP/C. * I sensed a focus in the presentations from the Government on monitoring and regulation and keeping citizens in line – with which I cannot protest, but an understanding and sympathy for what is involved in working and earning and learning as we produce the goods and services on which our prosperity is based seemed to be lacking. * In Opposition, members of the coalition sought to persuade the Guyanese citizens that VAT should be greatly reduced – but now in office VAT is respectable and necessary and studies are still required. * Mr Freddie Kissoon (in KN of 2016-02-17) has pointed out that the coalition in Opposition seemed to be against the barriers put up around Parliament, but now with the coalition in Government the barriers have been put further out!

It is true that in the real world, Governments are not free to do as they would like to. They find themselves hemmed in on many sides. In as much as that is so, overall, we of the PPP/C when in office do better for people and country. As Dr Jagan used to say in the early 1990s, “the cook matters”. Different cooks given the same recipes, the same food items and put in the same kitchen provide meals that are not the same.

We of the PPP/C have been the better cooks: we had no

need to cut and run.

The walkout was a dramatic protest to catch the attention of fellow Guyanese, a dramatic protest against the coalition Government trampling on another parliamentary convention. And trampling for what? To provide the Prime Minister the opportunity to speak without fear of reply? The truly brave and strong and courageous and able do not need to so arrange; and certainly one who has announced his earnest intent to head a team that would pursue some necessary working relationship between the Government and the Opposition would not start with breaking a convention.

Dear Editor, When will this new government realise the tragic mistake it is making by giving the Georgetown Mayor and City Council hundreds of millions of dollars to spend? It is being mismanaged, misappropriated and misspent.

Indeed it is just being used to fill the pockets of a few.

We now have one man well known as ‘Brother’ or ‘Puri Man’ who has moved from moving around the municipal markets selling puri and lending money, to becoming overnight the biggest contractor in the city, a multi-millionaire.

Everyone knows his relationship with a senior administrator. This individual is given almost all the contracts to clean the city without bidding of course, and with no prior experience.

Commission of Inquiry brought out clearly the corruption and the inept and ineffective management which have been permeating City Hall for decades. Well it has now gotten far worse.

It now seems as though the central government has virtually taken over road building and repairs in Georgetown and this is in addition to the support it has been providing in solid waste management.

In order to stop the graft at City Hall, I would suggest that central government take over not just those but all contractual work.

There has been a lot of fuss made about the cleanup in central Georgetown, but what has happened to all of the suburban areas of the capital (Greater Georgetown)? It is untouched and filthy as ever.

Do the residents living there have to wait on ‘Brother’ to

clean there as well? What has happened to the City Council’s workers?

City Hall claims that it has spent more than $131 million to date as part of efforts to clean up the Capital City, I would believe that over a hundred million from that must have gone to ‘Brother’ as right now works underway in the vicinity of La Penitence market being completed to accommodate vendors who ply their trade on the roadway is being effected by him. Works on the Merriman’s Mall, works in the Lacytown area, in fact just about everywhere, is being done by him.

Could the Minister of Communities bring some fairness to this process as Hamilton Green seems unwilling or unable to do any thing.

Govt bluffing on tackling landlordism Dear Editor, There has been a lot of talk by the current Coalition Government of APNU/AFC when in opposition of how they will tackle landlordism through the equitable distribution of Guyana’s mining and forest resources to all Guyanese. This was notably highlighted during the period leading up to the May 2015 Elections. I believe this commitment was also published in campaign ads and was also mentioned in the Coalition’s Manifesto.

In view of the current government’s commitment, I noticed the Minister within the Ministry of Natural Resources, Simona Broomes who is now responsible for Occupational Health and Safety within the natural resources sector also have several mining properties.

I am also aware that Minister Broomes has rented her mining properties to a large mining company, receiving a sizeable rent-

al worth millions. It makes one think if she is monitoring the welfare of the workers on her mining properties and if they have necessary safety equipment and gears, if their employers are paying NIS, etc. It would be interesting to see the conditions of the workers on her properties.

Additionally, recently it was published that most miners/landlords are delinquent in paying up taxes. I now ask: is Minister Broomes’ taxes and declarations up-to-date based on the sizeable rental fee she

is collecting as a “Landlord”.

It seems as though the current Coalition Government is not serious of stamping out landlordism, especially if it involves one of its own.

This is a clear instance of conflict of interest against Minister Broomes, especially as it relates to her recent appointment and her involvement in the mining sector as a “landlord”.

Isn’t this the same double standard that the Coalition Government promised to fight against?

Isn’t it a conflict of interest to be a Minister who

have responsibilities for mining and also have large mining properties?

Page Foundation Toddler tooth decay and how to prevent it

ooth decay isn’t a problem that affects only adults. Toddler tooth decay is a concern for parents because 42 per cent of children ages two to 11 develop a cavity in their primary teeth, reports the National Institute of Dental and Craniofacial Research. Nearly 28 per cent of children ages two to five develop at least one cavity. This may lead a parent to wonder what causes tooth decay, how to prevent it and how to treat it.

What causes tooth decay in toddlers

Tooth decay occurs in toddlers when bacteria within the mouth begin to eat away at the primary teeth.

Tooth decay is also known as a cavity or dental caries. Inadequate dental care and not brushing your child’s teeth enough can be causes of decay.

According to the American Academy of Paediatric Dentistry (AAPD), a common cause of toddler tooth decay is going to bed with a bottle. This particular condition is known as baby bottle tooth decay. The milk or juice from the bottle can sit in your tot’s mouth all night and create an ideal breeding ground for bacteria Unhealthy eating habits contribute to tooth decay, too. Allowing your child to suck on candy for prolonged periods or to eat a lot of sugary foods will play a role.

How to prevent tooth decay in toddlers

To prevent tooth decay in toddlers, you shouldn’t let your child go to bed with a bottle or a sippy cup of milk or juice. If you give your child a drink before bed or to help him go to sleep, always choose water. The AAPD recommends that children drink milk or sugary drinks quickly instead of sipping them slowly. This reduces the amount of time during which teeth are

exposed to decay-causing sugars from the drinks in a bottle or sippy cup.

Make sure you brush and floss your child’s teeth daily, and be sure to avoid sugary foods. Foods that are high in acid, such as citrus fruits, will weaken the enamel and make your child more susceptible to cavities.

Your child should see the dentist for the first time before his first birthday, according the AADP. You should brush your toddler’s teeth with a soft-bristled brush at least twice per day and after your child eats sweets. You shouldn’t, however, use a fluoride toothpaste until your little one is at least two years old or when he can spit the fluoride

toothpaste out of his mouth and not swallow it. When he does reach this age, try a child-friendly toothpaste, such as Colgate® Dora the Explorer™ Anticavity Fluoride Toothpaste. To brush correctly, you or your child should hold the brush at a 45-degree angle and use gentle strokes over the entire surface of the tooth and along the gum line. Each brushing should last at least two minutes.

Treatment for tooth decay in toddlers

Once a child has developed tooth decay, he will require dental work, notes the AAPD. Fillings may be used to correct smaller cavities, and a full crown may be needed if the damage is extensive. This will prevent the bacteria from spreading. A tooth that has decay throughout may have to be extracted because the bacteria can cause the secondary or adult teeth, to develop abnormally. Pitting or staining in the adult teeth may occur if decay is severe enough in the primary teeth.

As a parent, in addition to your role in the protection of your child’s baby and adult teeth, you’re laying

the groundwork for his oral hygiene for the rest of his life. This means you should start good habits early so that he maintains a healthy set of adult teeth.

he first incarnation of the modern tooth fairy can be traced back to a Chicago Daily Tribune article dating back to 1908, though the actual history behind this popular little tutu-clad lady can probably be traced back even further – all the way to the European Middle Ages, when it became customary to slip a coin under a child’s pillow after they lost their sixth tooth as an act of good luck.

European history aside, today’s tooth fairy can actually serve as a very effective teaching tool when it comes to oral hygiene with a fun twist – starting from a very early age.

On average, the tooth fairy visits roughly 86 per cent of all homes with small children in the US Overall, the idea of a magical fairy that collects their baby teeth and leaves a small trinket or money in exchange appeals to the wideeyed imagination of youth, especially at the young age when magic seems most plausible.

As parents, being able to harness this natural curiosity towards the tooth fairy and use it as an effective teaching tool can open the door between a fun reward and efficient oral hygiene education. Here’s a look at some playful ways to utilise the tooth fairy as part of your own oral care routine, starting at a young age.

Start young

High Court moves ahead with Crum-Ewing murder trial Police get approval to further PPP Elections Petition detain Talk Show Host McCoy – throws out GECOM’s summons to halt case

he summons filed by Chief Elections Officer (CEO) Keith Lowenfield of the Guyana Elections Commission (GECOM) to have the Elections Petition thrown out, was dismissed by former Chief Justice Ian Chang on Friday at the High Court, days before he is scheduled to retire.

The Petition filed on June 24 last year by People’s Progressive Party (PPP) member Ganga Persaud is asking the court to grant a number of orders including the nullification of the May 11 Elections as well as an order for new elections to be held.

Lowenfield and the representatives of the List of Candidates for all eight parties that contested the 2015 General and Regional Elections, were named as the defendants in the litigation. The Chief Elections Officer subsequently counter-filed legal actions, claiming in a summons that the Petition does not have sufficient facts to support the claims being made.

However, Justice Chang did not agree in this decision, which was handed down in Chambers on Friday, and quashed the counter litigation.

Speaking with reporters following the ruling, Attorney Anil Nandlall representing Persaud, related that the former Chief Justice said the summons was “misconceived” and “without merit” in his ruling.

“The Chief Justice has ruled that the Elections Petition filed has sufficient grounds, that at this stage it would be premature for him to make a finding that it would not succeed and that indeed he has no jurisdiction to prematurely determine the Elections

However, before the Court can proceed with hearing the substantive case, there is several other summonses that will have to be heard and determined.

One such litigation is the a summons filed by the representative of the A Partnership for National Unity/Alliance For Change (APNU/AFC) List of Candidate Professor Harold Lutchman seeking “further and better particulars” from the Elections Petition.

Moreover, with Justice Chang slated to retire at the end of February, it will have to be heard now by newly appointed Chief Justice (ag) Yonette CummingsEdwards or she can assign it to another Judge.

However, Attorney Roydsdale Forde representing the Chief Elections Officer, explained that with this situation at hand, it is

unsure when these matters will be dealt with.

“There are a number of summons waiting to be heard before we get to the Petition itself,” he noted, while adding that there is no other hearing on the matter before Justice Chang steps down.

Prior to the filing the petition, Persaud was required to file an ex-parte application, seeking permission from the Court to file the actual Elections Petition. The matter was heard before the acting Chief Justice, who granted leave for the petition to be filed.

Some of the grounds laid out in the 13-page Elections Petition include: valid ballots being wrongly deemed rejected; Statements of Poll (SOP) used to ascertain the results contain arithmetic errors; multiple voting by persons, and impersonation of persons; PPP/ Civic ballot attendants and polling agents being prevented from accompanying the ballot boxes; and the fact that there were fraudulently concocted SOPs.

ne day after the Police would have been successful in an application to the High Court to further detain Jason Abdulla and Sean Hinds for questioning in connection with the execution-style killing of Courtney Crum-Ewing, they were again successful in another application, this time to further question Talk Show Host Kwame McCoy. Crime Chief Wendell Blanhum told Guyana Times on Friday that the Police over the weekend will continue to grill the trio in connection with the murder of the ex-soldier.

McCoy’s detention period expired on Friday evening, thus the Police approached the court for an extension.

The Crime Chief further added that investigations are ongoing and could not reveal information pertaining to the case and what pieces of evidence the Police are looking at.

The trio, Guyana Times understands, will be further questioned based on a statement that was provided to the Police by one of the men in custody.

However, defence Attorney Latchmie Rahamat said the last time she spoke with her client, he was not served a court order. “I spoke with him around 2:45 pm and at that point, he was not served, I am not certain if he was served afterwards,” the lawyer stated.

If indeed granted, she was not sure on what grounds, adding that she is unsure as to what was presented to the Chief Justice that would have led to the granting of the application.

An autopsy revealed that CrumEwing was shot five times – three bullets to the head and one to the back of the neck, while the fifth bullet entered under one of his arms.

All of the bullets were fired from behind and at close range, except for the one that hit under his arm and exited through his shoulder.

It was also reported that the bullet wound to the back of the man’s neck was at point-blank range and gunpowder residue was found on the back of the collar of the shirt he was wearing. This newspaper was told that two .38 war heads were removed from the dead man’s head.

Following the death of CrumEwing, who rose to popularity after picketing former Attorney General Anil Nandlall’s office; Reagan Rodrigues, also called “Grey Boy” was arrested and charged for the death of the activist. Nandlall’s former bodyguard, Rajput Narine, was also arrested as investigations continued into the man’s murder.

our persons were on Friday remanded to prison when they appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts to answer to the charge of conspiring to traffic a quantity of cocaine.

It was alleged that between February 1 and February 2, the three immigration officers attached to the Cheddi Jagan

International Airport – Orin Parris, 24, of 74 Timehri, East Bank Demerara; Oral David, 29, of 401 Non Pariel, East Coast Demerara; and Raduskie Wright, 24, of 271 Number 77 New Housing Scheme, Corriverton, Berbice; and other persons along with a Roraima Airways Security Officer Diane Jackson, 31, of 17 Soesdyke Linden Highway, conspired to traffic a quantity of cocaine.

Earlier reports regarding this matter stated that a package with cocaine was discovered in the baggage hold of a Dynamic International Airways flight that landed at the John F Kennedy International Airport (JFK) in New York from Guyana on Tuesday, February 1.

Attorney Glen Hanoman represented Wright who has been working as an immigration officer for over

five years. In his arguments to the court, the Attorney argued that his client has been charged based on an incomplete investigation and is being locked away while the Police are not in possession of any narcotics or sufficient evidence. The other Attorneys representing the other defendants submitted similar arguments.

Meanwhile, Police Prosecutor Deniro Jones told the court that he had secured caution statements along with an oral confession and outlined the local Drug Enforcement Agency’s (DEA) involvement in further investigations.

However, there was an objection to bail due to the gravity of the charge and it was upheld; hence, all of the defendants were remanded to prison and the matter was adjourned for March 10.

3 remanded for robbery

hree young men were on Friday remanded when they appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts charged with robbery.

Ken Bell, 23, of Wismar, Linden; Kurt Nelson, 20,

of 195 Middle Road La Penitence; and Ronaldo Johnson, 20, of Linden; stood before the court to answer to the charge which stated that on Wednesday, February 10, at Bay Rock ball field, the three accused robbed Osmond McAllister of a cellphone value $10,000,

a Republic Bank card, an identification card, among other items at a total value of $31,800.

It was also alleged that on Tuesday, February 16, at 161 Wismar, Ken Belle had in his possession a BlackBerry cellular phone, and a Coral phone – both

thought to be unlawfully obtained.

In court, there was an objection to bail due to the gravity of the offence and the Magistrate remanded the three defendants to prison.

The matter was transferred to the Linden Magistrate’s Court for March 9.

21-year-old remanded for narcotics possession

A

21-year-old man on Friday was remanded to prison after he appeared before Magistrate Annette Singh at the Georgetown Magistrates’ Courts charged with narcotics possession.

Mark Greene, 21, a painter of Lot 10 Grove Public Road, East Bank Demerara, stood before the court to answer to the charge which alleged that on Thursday, February 18, in the vicinity of Grove Sea Dam, he had in

his possession a quantity of 18.2 grams of cannabis for the purpose of trafficking.

He was subsequently arrested and charged for the offence. The young man pleased with the court for reasonable bail, stating that

he lived with his mother and sister.

There was an objection to bail due to the seriousness of the offence and he was remanded to prison and the matter was adjourned for March 17.

50th Anniversary...

...of Geneva Agreement

he news about the 50th anniversary of the Geneva Agreement should at least evoke the question of why it was signed just before our independence. What’s the nexus? And the short answer – according to Sonny Ramphal, who was with Burnham when the “Agreement” was signed – is if there were no agreement, there would’ve been no independence for Guyana.

From this standpoint, it might be said the Geneva Agreement was Burnham’s equivalent moment of weakness to Cheddi – who’d agreed to committing political Hara Kiri when he signed on the dotted line for PR. Burnham however, committed Guyana to finding a “practical” solution to the Venezuelan controversy.

Now if we’re following Burnham’s subsequent position and insisting the “controversy” has to do with whether the Venezuelan claim of the Award being “void” and NOT on the substance of the Award...then why did Burnham agree to a “practical” settlement? Isn’t this like asking subsequent negotiators to square the circle? It just can’t be done!

What cynics have subsequently hypothesised is the Americans nudged that “practical settlement” agreement – to ensure they retained leverage to ensure that a “communist” Jagan never ruled Guyana. They obviously never counted on the wiliness of Burnham to accomplish THAT job for them. The Americans are on record assuring the Venezuelans of their good faith as friends of Venezuela.

But as the world turns, these international treaties, like the Geneva Agreement, take on lives of their own. The Government in Caracas is far from being “friends” with the Americans or with the old Venezuelan oligarchy that cooked up Geneva. They’ve made common cause with the latter to use the Agreement as a sword of Damocles over our development.

Fifty years down the line, it’s the same old story. Even though our Government’s insisting the “controversy” be taken to the World Court, the Venezuelans aren’t going to go along – because they knew then – as they do now – they don’t have a substantive case. But their acquiescence is necessary. So what do we do?

Well, since the Americans got us into this pickle in the first case, and the new Government’s supposed to be THEIR friend, why don’t our Government insist THEY resolve the matter? And it’s not like we want them to send a new <<<SS Maine>>> into Port Caracas to effect regime change. The Americans have friends in all kinds of places and have IOU’s from so many countries and institutions.

Maybe we can request they use their resources – as they did in the 1960’s – to get the matter to the World Court?

And for what it’s worth, we’ll be giving ExxonMobil unimpeded access to our oil.

...of “Green Land of Guyana”

This year’s also the 50th anniversary of the National Anthem of Guyana: “Green Land of Guyana”. But according to the Natural Resources Minister – operating out of the Ministry of the Presidency, under the leadership of the Minister of State Joseph Harmon – the dastardly People’s Progressive Party (PPP) has given away all our greenery to its friends and family and we’re just about to become the “Brown Land of Guyana”, Now all of this would be a tempest in a teapot in the Ministry of the Presidency if it weren’t for the fact that we have millions and millions of dollars owed to us by the Norwegians. And scads of other countries and institutions lining up to join them to give us money – but only if we remain “Green Land of Guyana”.

So you could imagine the PPP’s taking this accusation very seriously. But the Government also ought to, no?

After all, with the economy determinedly heading South, wouldn’t they want some cash injections into the Consolidated Funds?

How else are they gonna pay for the Jubilee bash?

While the Golden Arrowhead’s design was done under the PPP, it was hoisted in 1966. But with the “lampooning” proclamation of the Speaker, is it now the “Yellow Arrowhead”?

Ramjattan denies torture allegations TCV strives to tackle …despite no inquest held

ublic Security Minister Khemraj Ramjattan has denied allegations of torture being levelled against the Guyana Police Force (GPF) by incarcerated People’s Progressive Party (PPP) employee Jason Abdullah, despite no investigations.

Abdullah who was held since Tuesday at the Criminal Investigations Department (CID) Headquarters, Eve Leary, in connection with the Courtney Crum-Ewing murder investigation, was reportedly severely beaten by police whilst in custody and subsequently taken to two city hospitals.

Reports indicate that Abdulla claimed he was beaten by investigators into signing a “document”.

Functioning apparently as both judge and jury, Minister Ramjattan declared he has not received any reports that Abdullah was tortured.

“No. I have not received any reports. As a matter of fact, I have received reports to the contrary that he was not tortured and that’s my comment,” a hostile Ramjattan told Guyana Times Friday evening.

The Public Security Minister said that based on the nature of the crime being investigated, there will be allegations levelled at law enforcement.

“The police are carrying out an investigation into a major murder committed and they are going to get allegations and you are going to get also statements from the police and they (the police) have submitted a state-

ment that they did not torture. Thank you very much,” Ramjattan said before arbitrarily ending the call.

Guyana Times understands that Abdullah told his lawyers who visited him Thursday that his foot was swollen and paining due to the beating he received from investigators.

Sources say the lawyers then requested that he be taken to the hospital for medical attention, however, that request was denied by investigators.

Later Thursday evening, another lawyer for Abdullah visited him at CID Headquarters, where he continued to complain about pain. There another request was made for the injured man to be taken to the hospital, which was granted.

He was taken to Georgetown Public Hospital (GPH), along with Kwame McCoy, another PPP official who was also arrested in the same probe, where he was

examined by a doctor, who reportedly confirmed swelling and abrasions on his right feet and recommended an X-Ray be done.

The X-Ray machine at GPH was not functioning at the time, so the doctor placed the injured leg in a cast and referred the man to the Woodlands Hospital, where the X-ray was done and a medical report prepared.

Guyana Times understands that the medial report confirmed swelling, tenderness and injures to the muscle of the foot But, upon return to CID Headquarters, a senior officer there instructed that the injured man be taken back to hospital and that ranks “bring back another medical”.

Upon return to Woodlands, Abdullah alleged that he overheard ranks telling the doctor “what to be

“I want the GPF to know that it will be zero tolerance for any harassment of any

citizen of people’s rights, harassment to the extent of bullyism and even the grave one of burning people’s genitalia.

They are all going to go and there will be criminal prosecutions,” Ramjattan had declared in June 2015.

“All rogue cops, especially when judicial officers would have pronounced on the wrongdoings, will go and even those cops who have had serious allegations if internally there are investigations we find them culpable, they are going to go, too,” he added.

The opposition PPP has declared that Abdullah and McCoy are victims of political persecution under the President David Granger Administration.

The PPP declared the duo as the APNU/AFC government’s first political prisoners.

he Caribbean Voice (TCV) on Friday reaffirmed its pledge to fully support the Public Health Ministry in its bid to tackle the scourge of suicide in Guyana.

With the theme “Suicide is Everybody’s Business”, the non-governmental organisation (NGO) launched its ‘ME’ – Myself Esteem – campaign, aimed at identifying the root issues that contribute to suicide in Guyana, thus enabling them to formulate effective strategies to combat this.

TCV called for the support of regional administrations, NGO’s, regional health institutions, community-based organisations, religious institutions and schools nationwide, to take the lead with them in this respect; that is, to pledge their support for the cause by signing the ‘ME’

period of time. She explained that the name of the campaign ‘ME’ suggests that we are all unique and that all of us matter, our lives have a purpose, our story is important, our dreams count and we all have a voice.

Miss Guyana World and founder of Prevention of Teenage Suicide (POTS) Lisa Punch called on all Guyanese to be our brother’s keeper.

In her remarks, Punch called for more awareness to be raised so that the issue could be ‘put out there’.

“We are trying to get the message out there and we are reaching out to people via the media, on the radio and various places but we are not reaching all of those people so every outlet that we can use to get the message out, we should,” she explained.

This signing, which was done today at Conservation International on Robb Street aims to enhance sustainable development of Indigenous villages, and develop viable practices within the mining industry.

Meanwhile, the MoU with GGDMA will see some US$5.7 million funding from the Norwegian Society being split between Guyana and Peru to tackle the environmental challenges that come with mining. Three million dollars of the total amonnt will be invested in Guyana.

This collaboration will complement the GGDMA’s efforts to not only extract the wealth of Guyana, but to do so in a sustainable and environmentally friendly manner.

Minister Trotman pointed out that apart from the MoU, the GGDMA has been working with other bodies to improve mining practices to better theirtechniques and ensure that there is less damage to the environment.

“At the end of the day, we are looking at preserving that patrimony of Guyana so that generations to come can enjoy the benefits in the same way that we are enjoying them,’ the Minister emphasised.

He noted that, this event was a fitting one because it heralded the coming of a better way in which the entities can achieve their objectives, that is through conservation, as well as safe mining of the country’s resources.

Prime suspect acquitted

lvin Semple on Friday received a unanimous not guilty verdict by the jury before Justice Jo-Ann Barlow at the High Court on a charge which read that on April 13, 2011, he murdered minibus driver Balram Teekaram at Sea View, Anna Catherina, West Coast Demerara (WCD), during the course of a robbery.

Reports are that on the night in question, the deceased was awoken by intruders who demanded valuables. The men shot the deceased to his eye and subsequently made good their escape with $700,000 in cash, cellular phones, jewellery and iPods. He was rushed to the Intensive Care Unit at Georgetown

Public Hospital where he succumbed to his injuries.

Semple was later arrested and charged for the murder.

The State was represented by Attorneys Shawnette Austin and Tomeika Clarke, while the

accused was represented by Attorney Madan Kissoon.

Yogindra Teekaram, son of the deceased, testified that on the night of the incident, he was awakened at about 01:00h, when a cold object was placed to his ear.

He explained that when he awoke, there were two men in his bedroom; one of whom was holding a gun to his face. He stated that the men demanded valuables and he begged them to take such while sparing the lives of his family. Despite this, the witness recollected that a few moments later, a loud explosion was heard in his father’s bedroom and the men left. While leaving, he stated one of the men’s rags which they used to conceal their faces fell off and he

recognised the intruder as “Alvin”, the defendant.

Meanwhile, the defence’s case was built on the sworn testimonies of the defendant and his aunt.

The defendant denied the

allegations that he usually played cricket with the son of the deceased and that he played any part in the murder.

The only defence witness, who is the aunt of the accused, was called last Friday. Dhanraji Gurdai testified that during the period of the murder, her nephew was living with her.

She swore that on the night of the incident, Semple was at home sleeping.

In their address to the Jury, the Prosecutors questioned Gurdai’s honesty during her testimony. They urged the Jury to consider the fact that the defendant is the witness’ nephew and that she was present during the key witness’ testimony, thereby she may

have been able to concoct an alibi for her nephew to counter the Police’s facts.

They recollected that under cross examination, the woman stated that her memory was good and as such, she could testify that Semple was at home on the night in question. However, the Prosecution highlighted that when asked by the Prosecutor if she could remember the events of April 11 and April 17, 2011, she responded in the negative telling the court that it was too long ago to remember.

Nevertheless, after almost three hours of deliberation, the jury returned with the verdict, freeing the defendant who had been in Police custody since his arrest in 2011.

Fishermen detained at Guyana/Suriname border – Indigenous People's Affairs Ministry to visit areas soon

ndigenous People’s Affairs Minister Sydney Allicock on Friday said the Ministry will soon be visiting areas where several Guyanese fishermen were detained by the Surinamese military.

He said the Ministry intends to engage in meetings to discuss the situation but was not yet able to do so. He opined that this will change after the budget debates.

“We have not been able to have a meeting, as such, we have not also been called to any notice or anything but we’re still planning and hope that as soon as after the budget [de-

bates], we will be moving into the areas,” Allicock explained.

He opined that the situation has eased, since the Ministry did not receive any additional reports of further detentions by military personnel from Guyana’s eastern continental neighbour, Suriname. The Minister stated: “It’s just quiet, no other thing of excitement, so I gather that it’s back to normal.”

On January 22, The Indigenous People’s Affairs Ministry confirmed reports of nine residents from Orealla/Siparuta being arrested and detained by the Surinamese military. The

men – Armaan Edwards, Genovese Davair, Alistair Peneux, George Edwards, Ackley Felix, Bob Peneux, Rodrick Herman, Edward Herman and Clifton Edwards – were engaged in subsistence fishing in the Corentyne River at the time of their arrest.

Some reports claimed that the men were being taxed as much as GY$10,000 to engage in fishing activities.

The Ministry in a release had said the men were using hooks and lines and were in small boats and canoes. It was posited that subsistence fishing is part of the culture of the indigenous community.

It was also noted that in the Amerindian Village of Orealla/Siparuta, subsistence fishing forms part of village life and economy and the Corentyne River is the village’s sole source of fresh fish.

According to the statement, the men were taken some 30 miles upriver to Apoera in Suriname, where that country’s military processed and later released them. It was reported that some of the men had to paddle for hours to get back home.

Movement of Guyana (TAAMOG) on February 4 stated its concern over the detention and opined that the action of Suriname’s military was a “blatant violation of the rights of Indigenous people and more particularly, a violation of articles 20(1)(2) and 36(1)(2) of the United Nation Declaration on the Rights of Indigenous Peoples (UNDRIP).

The organisation called on the Government of Suriname to, “ensure that the rights of the Indigenous people of Orealla/ Siparuta and those of any Indigenous person are upheld when they are using the Corentyne River.”

egotiations between the Guyana Sugar Corporation (GuySuCo) and the Guyana Agricultural and General Workers Union (GAWU) were declared a deadlock on Thursday by Chief Labour, Occupational Safety and Health Officer (CLOSHO) Charles Ogle who has been acting as Conciliator, after the two parties failed to meet any compromise on the Annual Production Incentive (API) for 2015.

Speaking with reporters Thursday, GAWU General Secretary Seepaul Narine following negotiations, confirmed the decision taken by the CLOSHO. “The Chief Labour Officer has said that the matter is declared deadlocked because he is unable to get the parties to move. At the previous meeting (December 11), he had undertook to discuss the matter with the minister, so he told us this morning that he

GPL’s Board fires controversial RPA condemns Govt for sole sourcing fertiliser Interim CEO

ess than six months after he was appointed interim Chief Executive Officer (CEO), controversial personality Colin Welch has been given marching orders by the recently established board of the Guyana Power and Light.

Sources close to Welch said the board made the decision based on mounting allegations about his involvement in an illegal operation regarding contract awards late last year Sources say too he is likely to be replaced by the acting Deputy Chief Executive Officer Renford Hommer.

Welch found himself in hot water in December after evidence surfaced that he had interfered in a multimillion-dollar contract.

The contract was for the supply of pre-paid meters.

Reports stated that Welch had asked a supplier to lie about the specifications with regards to the tender for the supply of thousands of prepaid meters valued at over US$4 million.

In April last, the National Procurement and Tender Administration Board (NPTAB) closed the bids with Tesco PLC, a British company that won the contract and under-

Tesco was going to procure the meters from Shenzhen Clou Electronics Company Limited of China to supply to GPL. Subsequently, one bidder raised an objection about the evaluation and award, claiming that Tesco’s supplier, Shenzhen Clou Electronics does not manufacture the 100-amp meters required by GPL. Another objection raised was in relation to the inspection of the meters.

Guyana Times was told that the almost 30,000 meters had to be certified by an internationally accepted laboratory before shipment could commence.

Questions also surfaced over the certification documents which were presented.

As such, the tender board wrote both Tesco and Shenzhen, seeking clarifications.

It was during the waiting period for responses that the controversially appointed Welch allegedly contacted the Chinese company stating that it must also lie about having the 100 amps prepaid meters available in other countries.

The acting CEO of GPL was elevated from Deputy CEO – Technical following the ‘dismissal’ of former CEO Bharat Dindyal in August last.

At that time Welch was accused of forging his credentials. In early August, Welch had clashed with Dindyal at GPL’s Sheriff Street offices after the then CEO overturned a decision to send home two senior staffers.

When the new Governing board was commissioned last month, Minister of Public Infrastructure David Patterson had said that the allegation against the former CEO could be one of the issues members would have to examine.

he Guyana Rice Producers Association (RPA) criticised Government for moving from the traditional acquisition of fertilisers for rice farmers.

A situation, it says, that is causing financial strain.

General Secretary of RPA Dharamkumar Seeraj said on Friday that the organisation, which represents the interests of rice farmers across Guyana, was only made aware of the situation a few days ago. He said Cabinet recently approved a contract for the procurement of urea fertiliser to the value of some $420 million, with the executing agent being the Guyana Rice Development Board.

This he said is in direct contravention of laws, norms and conventions applicable to the acquisition of farmer’s inputs.

“There was no advertisement and no bidding, which is the imperative prelude to a process that follows the prescribed conventions for the sourcing of rice farming supplies. The contractor identified is not known to be a supplier of urea but has been a popular and publicly known campaign financier of the APNU/AFC coalition in the recent elections”, he told journalists at press conference Friday.

According to Seeraj, companies and individuals that have for years been supply-

ing urea to the Guyanese market at highly competitive prices and were negotiated by the RPA were not even notified of the contract.

The RPA head is also calling on the GRDB to reject what he said was the subversion of the organisation, which is supposed to represent support and empower farmers.

“In its capacity of the farmer’s mandated representative, the RPA strongly condemns this contravention of the laws, norms and protocols for the acquisition of farmer’s inputs and subversion of the GRDB for corrupting the processes governing the provision of essential goods to the farming community”.

He said the previous Administration had always bargained, through the combined efforts of the GRDB and RPA, for competitive prices for farming inputs, given all the challenges of the Agriculture sector. He said the Administration had also on numerous occasions, subsidised inputs to sustain the sector when it was faced with challenges that threatened its viability.

“This new development is not only an abdication of the government’s responsibility to source farmers’ inputs at the most competitive prices, it is also a further burden to the embattled farmers because the new prices be-

ing quoted is $5000 per bag of urea, which is $500 above the current price”.

He said the planned contractual deal is the “perceived” reason why government had rejected the RPA representatives on the GRDB Act. He said the rejection is an “open disdain” by government for citizens whom they had hoodwinked with their pre-elections rhetoric of restoring accountability and transparency.

“In effect, daily, they are showing how little respect they have for their supporters who had faith in their promises, none of which has been delivered”, he said, continuing that by their actions, they are imposing increasing difficulties on the lives of the grass-root people.

“The rice farmers being the first to be confronted with the devastating consequences of their broken promises, which has led to the threat of foreclosure against property in many instances, and has even eventuated in suicide in a couple of instances.”

Seeraj said the “corrupt” transaction must be condemned by all, especially the decades long suppliers who have always tried to adjust their prices as much as possible to suit farmers’ needs and to join with the former government’s efforts to succour the farmers during challenging times.

Bishops’ High School achieved 99 per cent passes at the 2015 sitting of Caribbean Secondary Certificate Examination.

The school was established in 1870 by the Anglican Church and in January 1936, the school was handed over to the government of British Guiana.

s investigations continue into the allegations against Attorney Gordon Gilhuys who was charged with attempting to pervert the course of justice in a statutory rape case, a file for legal advice was sent to Director of Public Prosecutions (DPP) yesterday (Friday).

Police in Linden said that they were investigating a matter of alleged rape committed against a Lindener, 16, by accused, Michael Franklin, whose lawyer is Gilhuys.

According to reports, the rape is alleged to have occurred sometime last month. Gilhuys was arrested on Tuesday at the Linden Magistrate’s Court and taken to the Mackenzie Police Station

by Inspector Singh and was later released on $10,000 station bail.

Reports from the Mackenzie Station further indicated that the Attorney approached Corporal Sabrina Quimby, urging her to prepare a false statement in favour of his client.

It is alleged that he told the Corporal to prepare the statement stating that the victim did not wish to pursue the matter and did not want any further Police action.

He has however denied the claim, according to Police.

he was granted bail in the sum of $200,000 on December 30, 2015.

The man, who hails from Lot 223 Block 22, Wismar, Linden, is charged with engaging in sexual penetration of a female without her consent on July 23, 2015. The incident allegedly occurred at One Mile, Wismar.

Meanwhile, E Division Commander Calvin Brutus said yesterday (Friday) that the Attorney also caused the suspect and his mother to approach the victim and her mother, allegedly to have them drop the charge.

The issue was reportedly reported to Probation and Welfare officers in Linden. Brutus said there is evidence in the file, including text messages, among other things, of efforts by Gilhuys to obstruct the course of justice.

“We have those statements that yes, there were

some serious efforts by Gilhuys and his client to intervene and obstruct the investigation”, he said.

Brutus noted too that there is a “tactic” used by the Attorney and his clients who allege Police brutality as he alleged that some of the people who picketed recently in Linden are also relatives of Gilhuys’s clients.

He said at least two incidents are being investigated by the Police Office of Professional Responsibility (OPR), based on complaints of Police brutality by at least one of the clients which he stated was compiled and sent by the Attorney.

According to Brutus, the client who is a prisoner, alleged that he had assaulted him following the escape of two murder suspects who were held in connection with the murder of popular Linden businesswoman Shevon Gordon.

The other complaint, Brutus said, involves suspect Rawle Hinds, who was recently charged in connection to a recent robbery on the Mabura Public Road.

According to Brutus, Hinds has alleged that Police stole four ounces of gold, among other items from his home at Wisroc, Wismar, Linden, during a search.

“We’ve submitted our statements and those investigations are being done”, Brutus said in relation to the incident.

Construction of Umana Yana on target – Allicock

he reconstruction of the historic Umana Yana is said to be on target according to Indigenous People's Affairs Minister Sydney Allicock on Friday who revealed that the $60.7 million building should be completed in time for the Golden Jubilee celebrations.

“The deadline for the Umana Yana is April, that’s in our agreement and we are on target,” the minister stated. He also explained that he has contacted the Toshao responsible for the project: “He [the Toshao] said that he going to complete it for April as long as nothing goes wrong with the leaves

and so on,” Allicock pointed out.

from Indigenous communities.

At the turning of the sod in September last year, Public Infrastructure

Minister David Patterson had related that the project is a joint initiative between the Public Infrastructure Ministry and the Indigenous people of Guyana.

He also said villages in Moraikobai and St Cuthbert’s Mission would provide the leaves for the roof. Patterson revealed that $16 million was budgeted for the installation of solar panels to provide the structure with power.

Umana Yana, meaning meeting place, was built in 1972 for the NonAligned Foreign Ministers Conference in Georgetown.

In its subsequent years, the structure served as a VIP Lounge and was also

used for exhibitions and as a recreation centre.

Fashioned like the Wai Wai benabs or shelters in Guyana’s interior, it occupies an area of 460 square metres which made it the largest benab in the country. The cultural edifice towered at 55 feet high (16.78 metres) and was made from thatched allibanna and manicole palm leaves, with wallaba posts lashed together with mukru, turu and nibbi vines, which are found in Guyana’s interior.

The historical structure was razed to the ground in September 2014 by a fire believed to be electrical in origin.

n one of the most historic rulings in recent times, former Chief Justice Ian Chang has ruled that Government Members of Parliament (MP), Ministers Winston Felix and Keith Scott, cannot sit in the National Assembly as Technocrat Members.

Last year, People’s Progressive Party (PPP) member Desmond Morian filed a motion against Attorney General and Legal Affairs Minister Basil Williams and Speaker of the National Assembly Dr Barton Scotland, challenging the appointment of the Minister of Citizenship within the Ministry of the Presidency (Felix) and Minister within the Ministry of Social Protection (Scott who has responsibility for Labour), stating that they are illegally present in the National Assembly as technocrats. The motion states: “Winston Gordon Felix and Keith Winston Harold Scott are not lawful members of and cannot sit in the National Assembly of the 11th Parliament of Guyana”.

Justice Chang in his ruling on Friday afternoon declared that no legal or constitutional basis could be found upon which the two ministers have the right to sit in the Assembly. He explained that Felix and Scott cannot sit in the National Assembly as Technocrat Members since they are on the A Partnership for National Unity/Alliance For Change (APNU/AFC) successful List of Candidates and are therefore elected members of Parliament.

He stated that seats of National Assembly are allocated to the successful lists of candidates cumulatively.

Hence, it follows that members of that list are constitutionally recognised as “elected members” even before the stage of allocation of seats between those successful lists is reached, let alone before extraction is made.

“Article 160 (3) (a) (v) makes it pellucidly clear that extraction is made from the lists of candidates who have been elected. Therefore, the status of a candidate as an elected member of the Assembly necessarily precedes any act of extraction made by the representative of

Technocrat members, Felix and Scott do not have voting rights and therefore cannot fully represent their electorates, hence making their presence in the National Assembly unconstitutional.

Furthermore, Justice Chang outlined that there appears to be no provision in the Constitution that allows a Minister, who is an elected member of the National Assembly but whose name has not been extracted from the successful list of candidates, to hold a seat in the Assembly even as a nonvoting member. However, he noted that as a matter of practice, such ministers are usually junior ministers as in the case of Felix and Scott, who undisputedly are still elected members of the National Assembly since they were on the successful list of candidates.

“However, their names were not extracted by the representative of that list to hold any of the number of seats allocated to that list.

Therefore, they cannot enter the Assembly as holders of seats on behalf of that list of candidates. Nevertheless, the President did see it fit to appoint them as Minister of Citizenship within the Ministry of Presidency and A Minister within the Ministry of (Social Protection)... – apparently as junior Ministers within Ministries.

Since they are elected members of the Assembly for reason that their names did appear on the successful APNU/AFC list of candidates, Article 105 of the Constitution, which applies to non-elected members of the Assembly, cannot apply to them as elected members of the Assembly. The court can find no legal or constitutional basis on which they can claim that right to sit in the

Assembly, whether as voting or non-voting members thereof – despite their appointed status as executive Ministers of Government,” Chang’s ruling detailed.

Moreover, Justice Chang pointed out that while the High Court does not have jurisdiction to interfere with the internal operation of the National Assembly, as guardian of the Constitution it has supervisory jurisdiction over the House to ensure constitutionality and to prevent unconstitutionality in its affairs.

“The question of legal entitlement to sit in the National Assembly is a matter of constitutional legality or illegality – which falls outwith the internal operations of the Assembly. Therefore, the court has jurisdiction to issue a writ of Prohibition or Mandamus to the Speaker to prevent or to put an end to unconstitutionality.

However, in the instant case, the court does not foresee that the Honourable Speaker will not act in ac-

“The PNCR is proud to salute its Founder Leader ever grateful and mindful of the fact that he has blazed a path in national and international affairs which the Party can follow to its benefit and which it can use as a basis for further success and development,” the party stated in a release.

Burnham, the first Executive President of Guyana, was born in Kitty, Georgetown to James Ethelbert Burnham and Rachel Abigail nee Sampson. He gained his primary education at the Kitty Methodist School, and his secondary education at the Central High School, however, went on to Queen’s College in 1935.

In 1942 he won the highest scholastic award in the country at that time, the British Guiana Scholarship, awarded annually to the scholar attaining the highest grades at the Senior Cambridge Examinations held locally.

the Bachelor of Arts Degree at External Examinations of the University of London and left for the United Kingdom where he read for the Bachelor of Laws honours degree which he gained at the University of London in 1947. Burnham returned to Guyana in 1949 and co-founded the People’s Progressive Party (PPP) with Dr Cheddi Jagan. He also served as Mayor of Georgetown and President of the Bar Association of Guyana.

In 1957 Burnham founded the People’s National Congress (PNC) and in

December 1964, the PNC became the major party in a coalition Government with the United Force, and Burnham became Premier of British Guiana.

When the People’s New Constitution was promulgated on October 6, 1980, Burnham became Guyana’s first Executive President, a position he held until his death on August 6, 1985 at the Georgetown Public Hospital after a throat operation.

“Today, is the birth anniversary of the Founder Leader of the People’s National Congress, Prime Minister and Executive President of the Co-operative Republic of Guyana. During his lifetime he made a significant contribution to the political and national development of Guyana and by his brilliant diplomacy ensures a place for this country in the councils of the integration process and the major international organisations which govern global affairs,” the PNCR stated, adding that as a politician Burnham was deeply committed to ensuring Guyana became a cohesive and united country whose political culture must be based on relevant aspects of its history.

he Government of Guyana, through the Basic Needs Trust Fund (BNTF) on Wednesday bestowed contracts for the restoration of a bridge and the upgrading of roads in Samatta Point, Grove and Fyrish, on the Corentyne, in Berbice.

Services at a cost of $432,579,812. The road exterior would be upgraded to asphaltic concrete, with the construction of speed humps and clay shoulders, along with the cleaning of roadside drains.

Inhabitants of Church and Sixth Streets, Fyrish Village, Corentyne will benefit from a

Financing for social and economic infrastructure such as schools, roads and water projects and support for small and medium-sized enterprises are funded by CDB. eventh Day Adventist Pastor Wendell Jeffrey has joined the political sphere to contest the 2016 Local Government Elections (LGE) with the hope of tackling homelessness, unemployment and crime.

At the Hadfield Street launch of his campaign, Jeffrey, who is contesting as an individual candidate, was born in Durban Street, Lodge, stated that Constituency Eight [Stabroek-WortmanvilleWerk-en-Rust] needs transformation. Under his symbol of the dove said to represent unity and peace, the candidate promised residents a clean and safe environment, job creation and children being educated.

He noted that the constituency is “riddled with high levels of unemployment, vagrancy, addicts, homelessness and criminal activity.”

To this end, the candidate

pledged to table motions and lead discussions in City Council that would seek to implement programmes to address these concerns.

“My desire for being a Councillor is driven by the possibility that I can be involved in the decision-making on ways of improving the lives of folks in my constituency and by extension, the city of Georgetown,” candidate Jeffrey emphasised.

He feels that having lived in “progressive societies” gives him a fresh outlook in his approach to local governance.

“I’ve lived [in] many different countries for many years and I’ve seen how leaders in the progressive countries operate and how the citizens operate and so I’ll be bringing to the table that international flare and scope,” Jeffery posited.

He observed that while efforts to clean up the city are commendable, residents

need more than just a cleanup campaign.

“Everybody saying [they] will clean the drains and they will weed and so on but there’s only so many drains to be cleaned. Over the last eight or nine months, Georgetown has been transformed [and] once you’re finished cleaning the drains

and the parapets, where do you go from there… for me I am looking at the human capital,” promising candidate Jeffrey explained.

The candidate stated that he intends to push a recycling culture in the city.

He explained that discussions are currently ongoing with a Surinamese recycling

company which wants to establish a recycling plant in Guyana. Jeffrey also stated he has contacted the Mayor and City Council to hold meetings on this proposal.

“Whether or not I satisfy my constituents to win the votes to be on the Council, I would really like to see that we set up a recycling plant here in Guyana,” explained the candidate.

He posited that he has already engaged Town Clerk Royston King on the recycling proposals and hopes that these discussions will continue.

Candidate Jeffrey said despite his religious affiliation he will represent the

interests of all constituents and said further that he will be an approachable representative.

“I don’t want folks to feel that if they are Hindu they don’t have my support or I wouldn’t be interested in educating their children, or if they’re Muslim; so I’m not running as a Pastor neither am I running as a politician; I am running to help everybody in my constituency.”

“I don’t want anybody to feel that they cannot approach me,” Jeffrey emphasised.

This year’s Local Government polls will be held on March 18 and will be the first since 1994.

UGSS President calls for reduced tuition fees

resident of the University of Guyana Students Society (UGSS) Joshua Griffith said Wednesday that students are still finding difficulties with the 2014 increase in tuition fees.

“We are not coping. We have already put forward a petition to have the fees reduced and we have assessed the first year of implementation and called for a reimbursement based on the assessment,” Griffith said.

It was also explained that funds garnered from the increase were “not properly spent.”

One student of who prefers to remain anonymous told Guyana Times her fees are currently $245,000 and posited that a measure to reduce fees would be welcomed.

“Given the fact that the University of Guyana still lacks the basic amenities necessary for proper tertiary education to take place, and given the fact that as a student I hardly see good returns for the monies paid per semester I think a reduction is a good idea. Had I been able to print for example, assignments as is promised through my fees at CCS [Centre for Communication

Studies] or had I been able to use the internet I pay for without being bumped off every few seconds, then maybe I wouldn’t mind it as is,” stated the student.

The UGSS president informed this publication that the quality of service offered to students is in need of great improvement “Some [measures] are in place but we still need a lot more to be done. As it pertains to the quality of service, that is still in need of mass overhaul,” Griffith emphasised.

Other areas which the UGSS President said needs urgent attention included policies to better address exam regulations and transparency in the classrooms with regard to the grading process. Griffith has called on lecturers to be more approachable.

“We need staff that can actually have an office time so that students can actually visit them with issues,” opined Griffith.

Acting Vice Chancellor, Dr Barbara Reynolds confirmed at recent UG Press Conference that negotiations between the University’s Administration and student society body are continuing.

During an interview with Guyana Times Thursday, Dr Norton was elated to inform that of recent there were over 30 successful deliveries, with both mother and child being free from any complications or incidents where patients suffered harm.

According to the minister, the Georgetown Public Hospital Corporation (GPHC) had recently admitted 21 pregnancies, of that amount they did five successful caesarean sections

and 10 normal deliveries.

In addition, 10 babies were admitted to the Neonatal Intensive Care Unit (NICU) but have all been deemed ‘stable’ by the medical team which he says is working tirelessly to offer high quality service to mothers and newborns.

In Berbice, the New Amsterdam maternity ward had four admissions, recording one normal delivery.

However, one of the pregnancies was transferred to the GPHC for ‘better management’ since she is a sickle cell patient who needs more intense medical attention.

The Minister said Lethem and Mabaruma have also been functioning adequately as they had admitted two women each and

both deliveries were normal.

Dr Norton reported that this attests to efficiency of the public health facilities, and furthermore the renewed dedication of health practitioners in charge of safely attending to the mothers and newborns.

Earlier, the MoPH had announced that it would be implementing programmes and training to boost child health care, since the number of avoidable maternal deaths, due to the fluctuating level at which prenatal and neonatal care is being offered, had not gone unnoticed by the ministry.

ire car drivers plying the Diamond short drop route, on the East Bank of Demerara, have expressed concerns over the invasion of their car park by private taxi drivers.

On Thursday, a number of hire car drivers – who ply from Diamond Public Road to inner Diamond Housing Scheme – complained bitterly over the unceremonious takeover of their designated area.

Speaking with Guyana Times, hire car driver Troy Gray, who has been working the short drop route for 13 years now, said that the

Another driver lamented that the situation at the front of Diamond was raised on countless occasions but nothing has been done to rectify the situation.

They stressed that they are unaware as to who is directly responsible for the area, and as such, the only option available to them is to appeal to the media for help.

The drivers said that some three years ago, the former Public Works Minister, Robeson Benn, had promised them a designated car

park. At the time, the area identified was being used by a private contractor to store material and machinery for a road project in the area.

The road project has since been completed but they are still awaiting the park.

Moreover, they recapped that in 2011, they were constantly being shifted from one location to another.

During the East Bank Road Rehabilitation project, they were again promised a proper car park which they are still awaiting. As such, they are calling on the Government and local authorities to look into their plea.

He explained that stakeholders should be closely connected during this period, while Councillors are expected to work as a political body. Lowenfield emphasised that officers need to have a concise idea as it relates to the process of voting on election day.

He emphasised the fact that the upcoming Local Government Elections would be done via the use of the hybrid system, where it combines elements of First Past the Post and voters are given the opportunity to place their X next to the candidate of their choice, within their constituency.

GECOM’s CEO reiterated that officers with the Mayor and City Council cannot contest the elections. He noted that all contestants voting are elected as Councillors and not Mayor and Deputy Mayor.

The victorious party would then decide on who they would be electing for the two positions.

The CEO urged officers to impart knowledge to other individuals within their party, for the smooth flow of work to be carried out in their community.

ew Zealander Martin Guptill believes his fourth straight season in the Caribbean Premier League could be his best ever.

The 29-year-old featured for Guyana Amazon Warriors in the first two seasons and then for new franchise St Kitts and Nevis Patriots last year.

For the upcoming season, he will once again turn out for Amazon Warriors in a campaign he hopes will be a successful one.

“I’m really excited. I’ve been here three years in a row and it’s going to be my fourth year this year. So I’m really looking forward to getting over there,” the right-hander said.

“Even from the very first CPL it was an extremely exciting atmosphere and to be out there in the middle and witness the crowd having a great big party is pretty special to watch and it’s something I’ve really enjoyed being involved

In fact, he has scored 273 runs in his last five ODI innings at an average of 54, over the last three weeks.

An attacking player, who bats at the top of the order, Guptill said he was a big admirer of Brian Lara and had been inspired by the legendary West Indies batsman.

“Growing up, I was probably in the era of watching Brian Lara play.

He played with a lot of flair and he was a seriously good player,” Guptill said.

“So, watching him was fantastic and seeing some of the stuff that he achieved in Test cricket and One-Day cricket was incredible. Being a part of the Caribbean Premier League, knowing that he plays a part with the Trinidad and Tobago team is pretty special.”

Score’s Even set for Simmons dismisses Test series, CPL clash as conflict grand return on Sunday

est Indies coach Phil Simmons says that there is no conflict between the upcoming Test series against India and the Caribbean Premier League (CPL) T20 tournament happening at the same time in the Caribbean.

The centrally retained West Indies players have not been allowed to be drafted for the 2016 CPL T20 tournament because the Indian Test series in the region, will clash with the tournament in July and August.

Speaking on the matter Simmons said: “There is no conflict there, or no choice, the players have been retained for the Test series, they know that and they will play the Test matches.”

Looking at the West Indies next international assignment which is the World T20 in India, the former West Indies all-rounder said he was very happy going in as one of the favourites.

“The tournament should be brilliant. A bit disappointed that we not going in as one, but we will be going in as two and looking to finish the tournament by winning and getting back to the number one position in the rankings.”

Last year I looked at the crowds during the semis and finals of the CPL in Trinidad and noticed just how big the format has gotten down here.

“T20 is plenty pressure for the players, because how I see it is, Tests adjust by session, ODI adjust by overs and T20s by balls. So you have to be sharp and think on your feet and our players have done that well, hence their success in the format.”

The former Ireland coach was also very happy with the success of the West Indies U-19 team which won the World Cup on Saturday against India.

he time has come for serious action to save West Indies cricket.

Speaking upon his arrival from Belize on Thursday night, Prime Minister Dr Keith Rowley said the deterioration of Windies cricket, and the lack of proper management by the WICB, was discussed by CARICOM Heads.

He says based on past discussions with the WICB, CARICOM Heads have decided that nothing more can come from discussions with the board.

Dr Rowley said based on recommendations of a cricket sub-committee, CARICOM is now insisting that the WICB be dissolved.

“CARICOM will now discontinue any further discussions on the matter with West Indies Cricket

Board and the decision of the heads is that we insist that the recommendations of the committee be implemented… Is that the West Indies Cricket Board be dissolved and that an interim body be put in place to begin the restructuring of the management of West Indies Cricket.

This is a position which is resolutely opposed by West Indies Cricket Board and in seeking to impose upon us that nothing is wrong with the management of West Indies Cricket.”

Dr Rowley adds that CARICOM will also inform the ICC about the position of the Heads of Government.

“Against the background that West Indies Cricket Board has taken the position that they are

in fact a body corporate outside of the region… By the interest of the heads of government of the region the heads of government determined on Thursday that we will go over the head of the West Indies Cricket Board and we would inform the ICC and the BCCI of the position of the heads of government and let them be put on notice of the position of the heads of government of the region. In short the heads of CARICOM will have decided that the time has come in trying to save West Indies Cricket. “ The PM says CARICOM is also ready to take legal counsel, following the response of the WICB. niversity of Guyana (UG) Wolves have a slim lead at the completion of the first round of the GTT/Guyana Rugby Football Union (GRFU) 15s First Division League.

Following three games, inclusive of two wins and a loss, UG Wolves have 12

points, comprising four bonus points. Pepsi Hornets and Yamaha Caribs also have two wins and a loss from their three games, but with only two bonus points each, they are tied on 10 points in second position.

With three losses, Police Falcons are in the cellar po-

sition without a point. UG Wolves would be looking to extend their lead against Police Falcons today when round two commences at the National Park rugby field.

On Sunday, Pepsi Hornets will tackle Yamaha Caribs.

Trophy Stall embraces grass track series

ith the days counting down to the much anticipated Corona Beer Grass Track Championship, Trophy Stall has thrown its support behind the venture, by collaborating with the organisers to provide trophies for the February 28 event at the Ogle Community Centre ground.

Coordinator Sheik Yaseen said the organising body is pleased to welcome the company on board as a partner in the championship, which is deemed as a revival event for grass track racing in Guyana.

Ramesh Sunich of the Trophy Stall, with branches at Bourda Market, City Mall and South Road, said his business is always supportive of sport, and will continue to do so. He wished the organisers all success, and called on fanatics of the sport to support the mandate of the organisers to once again bring grass track racing in the limelight.

The event, which promises skills, thrills, spills and daredevilry, will be the first of six days of racing during the year, with other events planned for Berbice,

Enterprise, Linden and Essequibo, before riders return to the Ogle Community Centre for the grand finale.

Action will speed off at 11:00h on February 28, and according to Yaseen, riders from Bartica, East Coast, Georgetown and Berbice have so far been confirmed to compete in the first installment of the series.

Yaseen explained that while the top six riders in each category will be rewarded, all the participants will be given points based on their finish, which will ultimately be tallied on the final day to determine the overall champion of the different divisions.

The coordinator further stated that the aim of the event is to revitalise grass track racing in Guyana, noting that on the first day, there will be two races for persons with “regular bikes.”

In order to be entered into these races, participants would be required to strip their machines of parts that are deemed to be hazardous.

A total of 10 races are carded for the first day.

Apart from the expected thrilling showdown among the bikers, there will also be the launch of the Guyana Grass Track Hall of Fame, with seven persons set to be honoured for their contribution to the sport.

They are Terrence Clarke, Brian McIntosh, Kevin Jeffrey, Stanley Ming, Mazar Mazarally, Mahesh Premsukh and Victor Pires.

The teams are busy preparing to take to the court for the one day open Mashramani volleyball tournament slated for Tuesday at the Skeldon volleyball court.

A number of teams from throughout Berbice, including male, female and youth teams are expected to participate in the competition.

A number of teams from the Orealla/Siparuta areas are also expected to travel to the coast to be a part of the action.

Among them are Port

Mourant Training Centre One, Two and Three, ThreeDoor Strikers, Port Mourant Jaguars, Albion United, Number 53 Survival, Tain Humanitarian, Corriverton Jets, and Fyrish.

Among the female teams expected to participate are Black Birds Volleyball Club, Corriverton females and Berbice High School and Canje Secondary School. Incentives will be presented to the top teams in the various categories and the outstanding individual players. Serve off time is 09:00h.

Female outreach

Meanwhile, the BVA, in its continued drive to bolster its volleyball programme,

and have more female volleyball teams participate in the game, has organised a female volleyball outreach for Sunday at the Skeldon Line Path Community Centre.

A number of female teams, including seniors, Under-19s and school girls, are expected to participate in the day’s activity, which is expected to start at 09:00h.

Players and teams from the Orealla/Siparuta areas are also expected to the coastland for the event. Lectures, coaching and a few exhibition games will form part of the day’s programme.

Resource persons include BVA president Levi Nedd and former president Gregory Rambarran.

he GUMDAC annual Open Doubles badminton tournament got off to a riveting start this week at the Cliff Anderson Sports Hall with a mixture of senior and junior players competing for top honours.

In the Men’s Doubles event, the Caribbean number one ranked Narayan Ramdhani and long-time partner Jonathon Mangra coasted to the final with a 21-8, 21-19 win over Avinash Odit and Stephen Muridall.

In the other semi-final, Darrell Carpenay and Marlon Chung defeated Ernesto Choo-A-Fat and

Ronald Chang Yuen 21-14, 21-9 to join Ramdhani and Mangra in the final.

In the Ladies round-robin action, Priyanna Ramdhani and Siya Persaud defeated Gabriella Pertab and Priyanka Shivnauth 21-5, 21-3 to reach the final, while Ayanna Wickham-Watson and Emelia Ramdhani defeated Gabriella Pertab and Priyanka Shivnauth 21-11, 21-14 to book the other spot in the final.

A

ll-rounder Keemo Paul stated that being in the successful West Indies World Cup Under-19 side was an unbelievable , following their tense five-wicket win over India in Dhaka, Bangladesh.

“Well it’s a great feeling, unexplainable I would say; can’t compare the feelings to any other,” Paul related via email.

Paul was very instrumental in the championship contest, grabbing two wickets for 17 runs from 6.1 overs while he scored an unbeaten 40 when the Caribbean boys chased down 145 to win their International Cricket Council Under-19 title for the very first time.

He spoke about the team’s unity from the commencement of the series

and rated the performance to be extremely high.

“I would definitely rate it right up there- 10 out of 10- because the team’s unity and spirit was excellent and [I] must give the guys absolute credit for that; just a completely special set of guys,” Paul commented.

The right-handed batsman and right-arm fast bowler plays club cricket for Demerara Cricket Club in Georgetown and was very thankful to his mates for their consistent encouragement.

Paul was born in Saxacalli in the Essequibo River, but then moved across to Wakenaam, approximately one hour drive from his place of birth, also in Essequibo, and honed most of his cricketing skills there.

According to Paul, South Africa’s exciting middle-order batsman AB DeVillier is

his favourite cricketer, and he strongly believes that hard work and total commitment would take one to great heights. He is already aiming to represent the West Indies team at the highest level.

“Yes, definitely I want to go on and play for the senior team; that’s my utmost goal now,” the 17-year-old Paul mentioned. He said his family and friends must come in for a heap of praise.

His three sisters and three brothers, along with the Essequibo and Guyana Cricket Boards, have also supported him during his cricketing endeavours so far.

Paul was among the three Guyanese on the team that created history by emerging victorious since the Youth World Cup was inaugurated in 1988. Skipper and opener Shimron Hetmyer led the side, while wicketkeeper/ batsman Tevin Imlach are the other two Guyanese cricketers.

Paul felt the conditions were hugely different from the Caribbean, but his fellow teammates adapted quickly and the guys were eager to succeed at the mega event.

His highest score of 65 was against England in a preliminary round, but in a losing cause, while his best bowling figure was 3-20 against the host nation. Paul is satisfied with all-round his performances which ultimately helped West Indies to lift the coveted trophy.

He even stated that without the YWCC, there would have been no Shimron Hetmyer, referring to the winning captain of the West Indies Under-19 team. he Regal Sports/ Trophy Stall’s Wakenaam Cricket Committee’s T20 cricket competition got off in earnest earlier this week with Zeelandia, San Souci Jaguars, Cavaliers and Good Success recording wins.

The highlight of the first round of matches in Wakenaam was an unbeaten hundred from former national youth all-rounder Ricardo Adams, which propelled Zeelandia to a 92-run win over Sans Souci.

Adams slammed 104 and got support from Ajay Ghansam with 59 and Navishaul Pooran 30 as Zeelandia posted 217-3, batting first at G Square Cavaliers SC ground in Belle Plaine. Community Centre ground, Good Success defeated Noitgedacht SC (NSC) by seven wickets. NSC were routed for 98 in 18.3 overs, taking first turn at the crease. Matthew Chung made 40 and Shazaam Mohamed 13, while Wazir Khan grabbed 4-10, Vickram Ramnarine 2-15 and Gurnauth Khemraj 2-19.

Good Success got to 1003 in 11.3 overs in response.

Imran Khan slammed 62 not out and Khemraj 29.

Deonarine Persaud had 2-19.

Sans Souci Jaguars handed NSC their second defeat, this time by five wickets at the said venue.

NSC managed 124 all out in 18 overs, taking first knock.

Chung cracked 24, Neil Ramalho 18 and Mohamed 12. Sanjay Jairam had 2-6, Derwin Daniels 2-20 and Zameer Zaman 2-24.

Jaguars replied with 125-5 in 15 overs. Beesham Moses struck 46 and Nokta Moses 36; Chung and Omal Bacon picked up two wickets each.

Another seven games are carded for this weekend

A

total of seven games will be played this weekend when action continues in the highly popular and competitive Milo Under-20 Schools football tournament at the Ministry of Education ground, Carifesta Avenue.

Over the past two weekends, talented footballers from the city’s secondary schools have been showcasing their skills, wooing fans with their ability to control a football, and their understanding of the game at such a young age.

Four games are slated for today, with action set to kick off at 11:00h. Kingston Secondary and St Mary’s will start the ball rolling in what is Match 33 of the Petra-organised tournament.

At 12:30h, Cummings Lodge will face Dolphin, followed by St Winefride’s against Tucville at 14:00h.

Bringing the curtains down on the day’s action will be a clash between Chase Academy and East Ruimveldt Secondary, with action starting at 15:30h.

On Sunday, another three games will be played, the first of which will start at 12:30h, when North Georgetown face off with St Joseph’s High. An hour and a half later, Brickdam Secondary will collide with Lodge, followed by North Ruimveldt versus Queen’s College in the day’s final contest, commencing at 15:30h.

The competition, which has over the years served as a base for city clubs to spot new talents, is being sponsored by Beepat’s Trading under its Milo brand.
