ueens Atlantic Investment Inc (QAII), the corporate owners of the property which houses the Times Media Group – including Guyana Times newspaper – at Ruimveldt, Georgetown, has called out the State Assets Recovery Agency (SARA) for harassment.

This is in response to the announcement made by SARA on Friday that it has filed proceedings in the High Court seeking Civil Recovery Orders against QAII. The claim is made under the State Assets Recovery Act 2017 and is for the recovery of GY$2,701,619,960.

However, QAII in a stinging response on Saturday said that SARA has returned to its practice of political harassment; this time by seeking to directly intimidate QAII. On August 22, a notice was received by the company that SARA is seeking to recover the difference between an outside valuation of the Sanata property and

he Guyana Elections C o m m i s s i o n (GECOM) has been circling around distant timelines among other factors, which have influenced their inability to announce a date for elections. But Opposition Leader Bharrat Jagdeo has asserted that Chairperson, retired Justice Claudette Singh will have to rise above these inhibitions and make that very important decision.

This was the position he shared on Friday, as he recognised that the GECOM Chair must be in a very difficult position of having to consider every possibility before making an announcement. He stated that she is fixed in a position where Government Commissioners are pushing to stall the process while the technical advisors are presenting protracted timelines.

He expressed, “I’m trying to picture the job of the Chairperson…It must be very difficult for her to find an accommodation because I’m sure she doesn’t want to dismiss their concerns just like that….At some point in time, she will have to make the tough decision, which is, we are going to respect the Constitution and stop the prevaricating by the Commissioners to delay things. She has to say to the Secretariat: ‘We’re getting this done by this date.

You better go and work now to ensure that the timelines fit in.’”

However, the elections body is still confined by deceptive data and slothfulness.

“We ended the protest for a while because we wanted to give the Chairperson an opportunity to familiarise herself with what’s going on but what you have in there is a Commission that has to overcome the legacy of the illegalities and the sloth of the past. Even now, being trapped by that activity and the misinformation,” he said.

The decision on an elections date, he noted, can be achieved in a short time if all Commissioners and other staffers work with the intention of upholding the constitutional deadline. The deadline for elec-

tions is September 18, three months after the Caribbean Court of Justice’s ruling that the David Grangerled Administration toppled with the valid passing of the No-Confidence Motion.

“If they put their minds to it, they can get things done quickly without compromising quality. At some point in time, she has to say that.”

When asked for a date which the People’s Progressive Party (PPP) is willing to accept, he responded, “We believe way before the end of the year, it is still possible.”

Merger

Since the announcement to merge the data gathered from the incomplete Houseto-House Registration exer-

cise, there have been reservations about the accuracy and extended timeline surrounding this activity.

At a recent press conference, the Opposition Leader said that the plans to merge the data with the existing database will push the hosting of early elections to 2020. He argued that there is a much simpler way of ensuring that everyone, including new registrants, gets on the voters’ list.

The Opposition Leader explained that of the 285,000 registrations that were obtained during the H2H exercise, only approximately 2000 are new registrants.

As such, instead of adding the more than 280,000 registrations to the existing National Register of Registrants database which would have massive repetition, Jagdeo said GECOM should filter out those new registrants and have them re-register at their local divisions.

“With this merger, the optimistic scenario is to go to Claims and Objections in November because the merger will make about three months and then elections on the 27th April, next year. So you understand this merger will not improve the database. It’s a delaying tactic once again,” he stated.

A State for development

O

ver last three decades, there have been concerns raised about economic distribution in Guyana, which highlighted the issue of distributive justice.

Firstly, there have been concerns about the overall economic policy of the PNC and PPP favouring respectively African and Indian Guyanese at the expense of the “other”. Charges of “marginalisation” and even “economic genocide” were made by elements in the African Guyanese community during the PPP’s regime, echoing the similar cries of the Indians during the PNC’s rule between 1964-1992 and 2015-to the present.

What we have seen is that in severely divided societies, governmental policies will not be judged by intentions, but by results, and even in that case, results will be judged by very subjective criteria. Certain policies, which may appear facially neutral, can have differential ethnic impact. Take for instance, a key plank in the economic strategy pushed by the multilaterals – agricultural development in Guyana. From a standpoint of comparative advantage, it makes sense for Guyana to concentrate on agricultural development in the near term but since Indians dominate this sector, we can be sure that African Guyanese will have severe problems, as they demonstrated in the 60s, with a strategy that makes agriculture its central focus. It will be futile to argue that it is the most “economically feasible” choice. The economic policy of the government is then very important in securing justice, and ethnic peace in Guyana.

After a period of rapid growth engendered by the IMF/ World Bank dictated Economic Recovery Programme, beginning in 1990 under the PNC, where the economy expanded primarily in the traditional areas that had collapsed, it flattened out. The growth rate since 1997 was far below the eight to ten per cent deemed necessary to make initiate a self-sustaining level of prosperity for all groups. The evidence has made it evident by now that the neo-liberal economic regime imposed by the Washington Consensus was insufficient to facilitate the requisite growth rate.

To stimulate such a rate the, creation of a Catalytic Entrepreneurial State (CES) is proposed: one which strategically supports home-nurtured private firms that can compete in the world market. As with many other third world states, we had a disastrous experience with state involvement in development during the 70s and 80s and this has obviously soured the IFI’s enthusiasm for dirigiste policies. Out of this experience has arisen a not unreasonable fear of a “strong” state. The flawed premise of this fear, however, is to assume that the form of the state itself has to be constant, as it is used to perform large and more varied tasks. The Guyanese state has always been a centralised one and this condition was an integral part of the problem of retarded development, even before the seventies.

Even with a centralised state, not all its actions are negative and in fact there may be the necessity for government interventions when the free market or community coordinating mechanisms are stymied for one reason or other – market failure or community breakdown.

After our demonstrated experience with the failure of the market dominated approach since 1997, we propose that the State has to be transformed into one that is as small as possible but at the same time we have to insist that it should be as large as necessary to ensure that we move ourselves out of poverty in as short a time as possible with the onset of oil revenues. This expansion of the role of the State does not mean that Guyana has to repeat the mistakes of her past: the experience of the “Far Eastern Tigers” are a beacon.

Guyana’s development plans during the 70s and 80s were driven by State ownership of production, (State Capitalism) which destroyed the market and community— forces necessary for competition and other coordinating activities necessary for sustainable growth. Apart from the fact that there may be other, non-economic factors inhibiting investment – such as political instability – we need to nurture not just “local content” but local world-class firms.

Setting the record straight: What the APNU/ AFC really inherited from the PPP/C in 2015

Dear Editor, During the TV programme Square Talk, televised on Monday, August 26, 2019, an obviously irate caller, annoyed with the host, Kwame Mc Coy, for saying that the Granger Administration had done nothing constructive for Guyana since taking office, asked “What did the APNU inherit from the PPP?” This loaded question was meant to justify the non-performance of the Granger Administration by insinuating there wasn’t much they could have done with a “bankrupt” economy.

Sadly, this caller was one of the many mindless PNC/ APNU apologists who are unwilling to think for themselves, and prefer to repeat the mantra started by the caretaker President himself when he announced in the National Assembly that his Government inherited a “depressed economy” from the PPP/C in 2015. As we approach another national and regional election, it is, therefore, necessary to once again set the record straight by reminding everyone what the Guyana economy was like when the PPP/C demitted office, and why the PPP/C is the best choice, the most experienced, the most knowledgable with the best leadership to rebuild this economy when this caretaker President and his minions are through depleting the treasury.

In 1992, the Guyana economy was bankrupted. The then Finance Minister, Carl Greenidge, can testify to this.

The country’s infrastructure was in a state of disrepair.

Schools and hospital buildings were dilapidated and unfunded. Basic food items and pharmaceuticals were in short supply. And foreign currency was unavailable for the importation of vehicles, equipment, spare parts or anything else. 153 per cent of the country’s revenue was used to service foreign debt.

In May 2015, this was reduced to just 5 per cent. The

road to economic recovery came with a heavy price tag and lots of sacrifices. Over its 23 years in Government, the PPP/C paid off US$3 billion in external debts that the PNC had accumulated during its 28 years in Government.

It took prudent management of our resources by successive PPP/C Administrations to rebuild Guyana to the robust economy David Granger inherited in 2015, and it was done without waiting for oil revenue.

From 2006 to 2014, the Guyana economy was the fastest growing in the region with a continuous positive growth rate of 4.5 per cent per annum. This was also the longest period of uninterrupted economic growth in the history of independent Guyana. By contrast, due mainly to poor management and excessive spending, this growth rate declined to 3.1 per cent in 2015; 3.4 per cent in 2016; 2.1 per cent in 2017 and 3.4 per cent in 2018. (https://countryeconomy.com/ gdp/guyana). In 2014, the last full year of the PPP/C in office, Guyana’s total international reserves were US$668 million. By March of last year, that amount fell to US$518.5 million. At the end of 2014, gold reserves in the Bank of Guyana totalled $25 billion. In June 2018 this amount was reduced to $3.1 billion, and today, this has further dwindled to a disturbingly low $589 million.

In 2014, the last year that the PPP produced a budget, the total tax take by the GRA was $135 billion. Since 2015, the Granger Administration has introduced over 200 new tax measures on the backs of ordinary Guyanese, raking in $223 billion in taxes, that’s $88 billion more in tax revenue on an annual basis. At the end of 2014, the total assets held at commercial banks were $421.8 billion. Commercial banks were therefore in a position to provide substantial credit to the

Private Sector. Interest rates in 1992 were 35 per cent. By the end of 2014, Interest rates had reduced to 10.8 per cent, much more favourable to those borrowing. At the same time, our exchange rate was very stable. It was $206 to US$1.00 in 2014, compared to $216 to US$1 today. In addition, the APNU/AFC coalition borrowed over US$900 million, US$600 million of which was funded by the local banking system, adding to the national debt and making it difficult for ordinary citizens and the Private Sector to borrow money from commercial banks.

These figures, however, do not tell the whole story. The strides by the PPP/C were made in a very hostile environment by the then political Opposition, the APNU/AFC. One must recall the riots and destruction by fire after the 1992, 1997 and 2001 elections when businesses suffered millions of dollars in damage.

These were clear attempts to destabilise our country.

And we must not forget that the last three years of the PPP/C Government were even more difficult.

The APNU and the AFC displayed their total anti-developmental and anti-national side. They used their combined one-seat majority to block every developmental project including the Amaila Falls Hydro Electricity Project and the Specialty Hospital Project. They voted against paying Government workers, voted to cut the capital budget of the Ministry of Works and the Ministry of Amerindian Affairs. They voted against money to help the sugar industry to restructure and mechanise more of its operations in the field and factory, just to name a few.

The achievements were made in very unfavourable international circumstances as well.

One may recall the destructive financial and economic crisis that gripped the world at the beginning of 2008 and

lasted until 2012. That crisis affected our entire region, including our major trading partners. But impressive as the PPP/C Government was in the economic sphere, it was not all they managed to achieve. The PPP/C had secured US$250 million under the Guyana/Norway partnership on climate financing. Of this, US$190 million was already earned and only US$40 million disbursed to projects at the end of 2014.

The APNU regime, therefore, had a lot of money to spend.

More than US$500 million of resources were already secured to finance developmental projects. These included US$30 million for China Exim Bank to construct a new airport; US$66.2 million from the Inter-American Development Bank (IDB) to fund a road network upgrade and expansion project; US$64.6 million from the IDB and EU to fund a power utility upgrade programme; US$50 million from the India Exim Bank to fund the East Coast to East Bank bypass road; US$34.4 million from the Caribbean Development Bank to fund the West Coast Demerara highway upgrade project; US$31.7 million from the IDB and EU to fund a water and sanitation infrastructure improvement project; US$15 million from IDB for a new Citizens Security project; US$12 million from the World Bank for a Flood Risk Management project; US$10 million from the World Bank for a new Secondary Education Improvement project; US$10 million from the World Bank for the University of Guyana’s Science and Technology Support project; US$7.5 million from the Caribbean Development Bank to fund a sugar industry mechanisation project; and a firm commitment from the Indian Government to help in the re-capitalisation of the sugar industry. turn to page 5

Perpetuation of delay tactics Dear Editor, The insistence of the caretaker coalition Government for the data from the un-scrutinised House-to-House Registration to be merged with the National Register of Registrants Data Base (NRRDB) – which has been updated through several cycles of Continuous Registration and used as the basis for the last several elections, including the 2015 General and Regional Elections that led to the APNU/AFC coalition taking office – must be rejected as a perpetuation of delay tactics.

Any merger with the NRRDB is worrisome for several reasons. Firstly, the merger of the data with the existing National Register of Registrants will contaminate the database and it may take months to address any such contamination. Secondly, the data gathered is suspect since the gathering of said information was not scrutinised.

Thirdly, the form used in the House-to-House Registration was not the statutory form required for such a purpose.

Editor, it is clear that the push for a merger is pre-

mised on the caretaker coalition Government’s obsession with holding on to power – even if it means trampling of the Constitution of Guyana, which mandated that elections are to be held within three months of the successful passage of the No-Confidence Motion – that is by March 21, 2019.

The fact that the caretaker coalition Government has a complicit partner within the Secretariat of the Guyana Elections Commission (GECOM) is also not lost on the Guyanese people, given the options that were presented on the way forward by the Secretariat. Only today we saw another statutory GECOM meeting concluded without any serious talk about preparations for elections.

There can be no more delays, since Guyana is already over five months past the constitutional deadline for elections.

Additionally, Editor, the comments by the Director General of the Ministry of the Presidency, Joseph Harmon, as quoted by News Room in an article on September 6,

2019, headlined “No ‘credible, practical’ alternative to merger of House-to-House data – Harmon”, is misleading at best. While Mr Harmon insists that opponents of the merger have provided no “credible, practical and efficient alternative” he selectively forgets that the time-tested option of Claims and Objections is available.

This proposal we have been making will capture new registrants and sanitise the list of those who are deceased among other things.

There is no reason why extraneous matters should be allowed to cloud the situation at hand. A Preliminary List of Electors should be extracted from the National Register of Registrants Data Base and a Claims and Objections exercise should commence almost immediately to allow Guyana to move toward an election and end the uncertainty plaguing all sections of society.

Let’s all be reasonable and act with integrity.

GECOM must produce a credible voters’ list now!

Dear Editor, As we quickly approach September 18, 2019, tensions are skyrocketing across our nation in reaction to the wanton lawlessness of the PNCR push for a state of emergency in Guyana. Our citizens are Guyanese who are worried about the future of the nation, even as the widely unacceptable and condemned Houseto-House Registration has led to a most confused and unauthorised situation with no verification being done.

To conduct the activities, the GECOM Secretariat selected numerous biased PNC enumerators who proved to be outrageously deficient, given the limited training provided. Under the PNC orchestrator’s wicked delaying scheme, the chosen enumerators along with multiple PNC scrutineers rushed into action to counter the immediacy of the Caribbean Court of Justice (CCJ) upholding that the No-Confidence Motion (NCM) was properly passed in the Guyana National Assembly on December 21, 2018.

Combined with the absence of Opposition scrutineers, who were deliberately excluded by CEO Keith Lowenfield, the concocted plans resulted in threats of charges and prosecution to citizens who did not register.

They were threatening the residents with the present ID card becoming non-commissioned and the need to get register to obtain a new ID card.

Some citizens were wrongly placed to sit on the benches in the police stations and in the lock-ups while the cahoots used the police to force others to report to the stations, yet nobody was charged.

This was the wicked, disgraceful, and anti-social behaviour of some enumerators, who were clearly not fit and proper for the conduct of any House-to-House activity.

Their lackadaisical attitude contributed to their woeful and unprofessional conduct when dealing with registrants, which led to numerous rejections. It cannot be, therefore, seen or reasoned on any front that such biased and unqualified approach which lacks validation of additions to the National Register of Registrants, would earn the confidence and respect of Guyanese citizens.

Further, there are numerous additional questions which taint the LowenfieldPNC design in this instance and further informing the need for the highly credible and proven approach of the Claims and Objections. Why is more than ninety per cent of GECOM’s staff one ethnic origin? Who gave permission for the GECOM Secretariat to recruit temporary and permanent staff at GECOM? It is clear to all Guyanese that it is the Commission, which has the responsibility to employ all staff at GECOM, and the Commission was not in a place to address these matters at the time Lowenfield usurped the authority of the Commission.

With less than two weeks before the deadline for Regional and National Elections, the Commission must be supportive to the Chairperson, Retired Justice Claudette Singh, who clearly has some very difficult but necessary decisions to make in upholding Guyana’s Constitution. It is indeed very disappointing to ob-

serve the Secretariat recommending March 2020 as the proposed period for the holding of General and Regional Elections.

It is unbelievable that at the last statutory meeting, held on Tuesday, the issues on the table included fingerprint cross-matching of persons registered under the Lowenfield House-to-House activity; the possible printing of National Identification Cards and the preparation of a Preliminary Voters’ List.

In fact, the merger of data from the highly controversial and unverified House-toHouse Registration is a recipe for serious challenges and it is all because the APNU and Granger, in particular, are dodging and delaying the imminent Regional and National Elections.

The PPP Commissioners at GECOM should continue to be resilient and strong to carry their argument for elections at the earliest, knowing that it was due since March this year. The ID card printing seems to be the next area the caretaker Government is holding strong to, in further delaying the process. One hundred and forty-four days to print ID cards is total absurdity and Madam Justice Retired, Claudette Singh, is expected to make firm decisions in this regard to establish a clean list in the shortest possible time.

Let it be known that after September 18, 2019, there will be no cover for the illegal Ministers, sadly prompting a total disintegration of norms in our dear land.

Justice Singh must end GECOM’s conspiracy with APNU/AFC to delay elections Dear Editor, The GECOM Secretariat, led by the Chief Elections Officer, Keith Lowenfield, has provided a timeline for elections in late March 2020, more than a year after the deadline for elections expired and more than 15 months after a No-Confidence Motion (NCM) ended the life of the Government. The timeline is offensive to the Constitution and contemptuous of the Judiciary which has ordered that elections must be held at the earliest possible time.

Instead, GECOM provides a timeline for election as late as possible. GECOM’s proposed timeline further violates the Constitution which required elections before March 21, 2019, more than 6 months ago, after the NCM was passed in Parliament on December 21, 2018. A few days after the NCM, on December 27, GECOM assured the nation it was ready to conduct elections, in accordance with its constitutional mandate. But GECOM became beholden to and a creature of APNU/ AFC, doing the bidding of the Government in every way possible to prevent elections. The March 2020 proposal exposes again the conspiracy between Lowenfield, his staff and APNU/AFC, mocking the Constitution and the Judiciary and trampling democracy.

Even the most ardent anti-PPP critic cannot deny anymore that GECOM is compromised by APNU/AFC to do its dirty job of preventing elections. From the moment the NCM was passed on December 21, GECOM became a co-conspirator with APNU/AFC to breach the Constitution, delaying elections for as long as possible. With Justice James Patterson, a creature of the PNC and David Granger, at the helm before July 29, the Secretariat was transformed into an APNU/AFC frontline hatchet gang, taking orders from Congress Place, conspiring in every way whatsoever to administratively block the elections. Even with Justice Patterson’s

forced exit with the CCJ’s ruling his appointment was illegal, the GECOM Secretariat has continued virtually unimpeded to create as many roadblocks as possible to prevent the elections.

The new Chair, Justice Claudette Singh, has been in place now for almost six weeks. Her decision to terminate the House-to-House Registration on August 31 provided a glimmer of hope that GECOM’s integrity and independence would be restored. But that fleeting moment of good sense has not deterred the GECOM Secretariat from continuing its conspiracy with APNU/ AFC to delay elections.

GECOM has played its puppet role masterfully.

Justice Claudette Singh has built a sterling career and a reputation. She has shown she can steer GECOM to function as it was intended, with integrity, fairness, independence, at all times in accordance with the Constitution and the law.

Justice Singh promised she will act only in accordance with the Constitution and the law. Her action in terminating HTH was not in favour of or against any political party; it was based on the law and on the requirement for holding of elections at the earliest possible time.

But the decision is quickly becoming meaningless since the GECOM Secretariat is ensuring the timeline is still in the far distance, totally abrogating the orders of the court and continuing the reckless violation of the Constitution. Justice Singh must put a stop to this recklessness.

Given Guyana’s experience since December 21, 2018, there was always an expectation Lowenfield and his staff will insist on a timeline designed for the latest possible date for elections, instead of the earliest possible time. There are many experienced persons who could identify the obvious inflation of time. Justice Singh should seek advice from those who have conducted elections in the past.

Lowenfield was personally recruited to GECOM by Joe Singh, a former Chair of GECOM and worked under Steve Surujbally, the most recent former Chair of GECOM, Patterson being discounted because he was illegal. Both these former Chairs have had extensive experience. In addition, Rudy Collins served as the first Chairman of GECOM under the Carter formula.

There are former Chief and Deputy Elections Officers.

There are experienced persons outside of the political realm, like Lawrence Latchmansingh.

Among these persons, Justice Singh can find an independent team to analyse Lowenfield’s proposal to find the earliest possible date for elections.

Already we know one way to cut the time Lowenfield proposed. The merging of the recent HTH data with the existing NRR is unnecessary. In any case, it is also illegal since the recent HTH data was compiled without the scrutiny of the PPP, a fatal fault. With Justice Singh’s decision to end HTH on August 31, everyone now accepts Claims and Objections provide the legal remedy to add unregistered persons and to remove any name which is successfully objected to. This would mean the cross-matching of and printing of new ID cards for only several thousands of new registrants, not the 370,000 Lowenfield wants.

In any case, the merging would require cross-matching with the entire NRR, an impossible feat with the time limits available. Should Justice Singh seek advice from those who previously conducted elections, she would find that many of the sequential steps Lowenfield identified can be done concurrently and in less time.

In fact, the Lowenfield plan for March 2020 can be deflated for elections as soon as November 2019. Justice Singh must end the conspiracy now.

The APNU regime took over at a time when Guyana was leading the rest of the region. This regime had a very sound foundation on which to build upon. They screwed up big time.

Why is reading important?

rom time to time people have wondered why reading is important. There seems to be so many other things to do with one’s time. Reading is important for a variety of reasons. We will look at some of those fundamental reasons below, but it is important to realise that struggling with vital reading skills is not a sign of low intelligence. For example, John Corcoran, who wrote The Teacher Who Couldn’t Read, is a very intelligent man. He graduated from high school and college, became a popular high school teacher and later a successful businessman, all without being able to read. Many highly intelligent people have struggled with reading; although, when properly taught, most people can learn to read easily and quickly.

Now, if a man like John Corcoran can succeed without reading, why is reading important? A person should really read Mr Corcoran’s story to get the feeling of shame, loneliness, and fear that he experienced before he learnt to read. He was able to succeed in spite of this major handicap because he was a man of intelligence, ability, and determination.

But, make no mistake, it was a handicap that made life harder and less enjoyable.

Reading is fundamental to functioning in today’s society

There are many adults who cannot read well enough to understand the instructions on a medicine bottle.

That is a scary thought - especially for their children.

Filling out applications becomes impossible without help. Reading road or warn-

ing signs is difficult. Even following a map becomes a chore. Day-to-day activities that many people take for granted become a source of frustration, anger, and fear.

Reading is a vital skill in finding a good job

Many well-paying jobs require reading as a part of job performance. There are reports and memos which must be read and respond-

ed to. Poor reading skills increases the amount of time it takes to absorb and react in the workplace. A person is limited in what they can accomplish without good reading and comprehension skills.

Reading is important because it develops the mind

The mind is like a muscle. It needs exercise.

Understanding the written word is one way the mind grows in its ability. Teaching young children to read helps them develop their language skills. It also helps them learn to listen. Everybody wants to talk, but few can really listen. Lack of listening skills can result in major misunderstandings which can lead to job loss, marriage break-up, and other disasters - small and great.

Reading helps children (and adults) focus on what some-

one else is communicating.

Reading is how we discover new things

Books, magazines, and even the Internet are great learning tools which require the ability to read and understand what is read. A person who knows how to read can educate themselves in any area of life they are interested in. We live in an age where we overflow with

information, but reading is the main way to take advantage of it.

Reading develops the imagination

TV and computer games have their place, but they are more for amusement.

Amusement comes from two words “a” [non] and “muse” [think]. Amusement is non-thinking activity.

With reading, a person can go anywhere in the world... or even out of it! They can be a king, or an adventurer, or a princess, or... The possibilities are endless. Nonreaders never experience these joys to the same extent.

Reading develops the creative side of people

Often, the struggling reader tends to “give up”.

Why is reading important? Let’s keep going... Good reading skills, especially in a phonics reading programme, improve spelling.

As students learn to sound out letters and words, spelling becomes easier. Also, reading helps to expand the vocabulary. Reading new words puts them in their mind for later use. Seeing how words are used in different contexts can give a better understanding of the word usage and its definitions rather than just the cold facts of a dictionary.

There is an old saying, “The pen is mightier than the sword.” Ideas written down have changed the destiny of men and nations for better or worse. The flow of ideas cannot be stopped. We need to read and research to build on the good ideas and expose the bad ideas before they bring destruction. Only

by reading can we be armed in this never-ending, lifeand-death struggle.

The fact of the power of written ideas communicated through reading is a foundational reason why some Governments oppose free and honest communication. Illiterate people are easier to control and manipulate. They cannot do their own research and thinking. They must rely on what they are told and how their emotions are swayed. There is a good possibility that this is one of the main rea-

Finally, reading is important because words - spoken and written - are the building blocks of life. You are, right now, the result of words that you have heard or read AND believed about yourself. The importance of reading widely

Informational books

What makes a volcano erupt? How tall is the tallest man? Where does the word pumpkin come from?

Kids ask many questions, and reference books help them find the answers.

When choosing reference books for your child, make sure they were recently written and seem to contain accurate information.

Poetry

Poetry just isn’t as widely read as it should be. Several children’s poets have collections that will make your child howl with laughter. Poetry is often shorter too, which makes the task of reading less overwhelming for new or reluctant readers.

Jack Prelutsky and Shel Silverstein are great authors to start with in this genre.

Whatever you choose to read with your child, make it an enjoyable experience.

GECOM Secretariat’s March 2020 election date proposal “shocking”– PSC Chairman …questions sudden lack of efficiency in election machinery …says a prolonged ‘caretaker’ Govt bad for business

She did promise that she will abide by the law and the Constitution” – PSC Chairman Gerry Gouveia The Guyana Elections Commission (GECOM) Secretariat’s proposal on Friday that elections be held in March 2020, more than a year after the Government was defeated by a No-Confidence Motion, has been met with shock by the head of the umbrella representative of the local Private Sector.

According to Private Sector Commission (PSC) Chairman, retired Captain Gerry Gouveia, this recent pronouncement by GECOM’s Secretariat is particularly surprising considering the fact that when they met with the GECOM Secretariat last week, no mention was made of elections in 2020.

“I am stunned. We met and had a very cordial meeting with GECOM. A very clear path was [articulated].

We discussed a lot of things.

Nowhere in all of that was there any discussion of March.

So I’m stunned.”

Gouveia also expressed concern over the likely effects on the economic climate and business environment. This is considering the prolonged

political uncertainty an election delayed until March 2020 will cause. However, he retained some optimism that GECOM Chair, retired Justice Claudette Singh, would make the right decision and uphold the Constitution of Guyana.

“I don’t think it augurs well for Guyana. Everybody is just waiting for elections. We want our country to be managed by a Government with full powers. Not a country that is operating at half or quarter power,” Gouveia said.

“It’s not good for business. It’s not good for development. And I am shocked at GECOM, that an organisation that was once highly efficient and well organised would be demonstrating this level of [inefficiency]. I still think the Chairman of GECOM will make the right decision. She did promise that she will abide by the law and the Constitution.”

Four-hour meeting

After a more than fourhour-long meeting on Friday, both Opposition and Government-aligned Commissioners disclosed to media operatives that this is one among several timelines proposed by the Secretariat.

“We have now at least four proposals from the Secretariat which suggest that elections will be held in March of next year,” Commissioner Robeson Benn stated, noting that the Opposition Commissioners are opposed to that suggestion.

Commissioner Vincent Alexander confirmed that March 2020 is one of the dates discussed during the meeting.

“The document which was before us, the proposition was March. But that document is under revision,” Alexander explained.

“So, I would prefer to not be specific about a date. But indeed, the document before us did say March [2020],” he added.

According to the Commissioners, one of the activities proposed to be undertaken by GECOM during that period is the printing of new national identification cards.

However, Commissioner Bibi Shadick contended that such an initiative is unnecessary.

She pointed out that ID cards are not needed to vote, as any other form of identification, such as a passport, is accepted. In lieu of any such documents, she said voters can sign an oath at the polling stations.

Asked what other activities GECOM proposed to undertake from now until March 2020, Shadick did not go into details but stated “they have a lot of things they want to do”.

On the other hand, Commissioner Alexander explained that the March 2020 timeframe is to allow GECOM to conduct “administrative activities”. “…How many days before you give people notice for them to prepare the nomination list? how many days to publish the OLE (Official List of Electors)?” Alexander said

are some of the activities to be undertaken by GECOM before elections are held.

Opposition Commissioner Sase Gunraj argued that the timeline could be pulled back to November 2019.

The Commissioners are expected to meet again shortly to further discuss the March 2020 proposal and explore other options.

No confidence

Article 106 (6) of the Constitution states: “The Cabinet including the President shall resign if the Government is defeated by the vote of a majority of all the elected members of the National Assembly on a vote of confidence.”

Meanwhile, Article 106 (7) goes on to say: “Notwithstanding its defeat, the Government shall remain in office and shall hold an election within three months, or such longer period as the National Assembly shall by resolution supported by not less than two-thirds of the votes of all the elected members of the National Assembly determine, and shall resign after the President takes the oath of office following the election.”

A No-Confidence Motion was passed against the Government since December 21 of last year. However, elections were not held and there was no resignation. Instead, the Government went through several levels of court, unsuccessfully arguing that the NoConfidence Motion was not

validly passed.

At the Caribbean Court of Justice (CCJ), the final court had thrown out the Government’s case and had handed down judgement saying that when the No-Confidence Motion was passed on December 21, 2019, Article 106 of the Constitution had immediately been activated. In addition, the court had noted that the provisions of the Article were clear.

Bound by law

CCJ President Adrian Saunders himself had noted that GECOM “too must abide by the provisions of the Constitution”. He went on to point out that elections should have been held on March 21, 2019, following the December passage of the Oppositionsponsored motion but that process was on “pause” pending the legal proceedings.

That process, he added, however, was no longer on pause following the court’s June 18, 2019, ruling which upheld the validity of the NoConfidence Motion and thus triggering the need for fresh elections.

shortest possible time, however, GECOM proceeded to carry out House-to-House Registration based on the orders of unilaterally appointed former Chairman, retired Justice James Patterson.

While that process was ultimately stopped by his successor, the decision to merge the new data from Houseto-House and to prioritise the printing of identification cards, instead of seeking to have elections held as soon as possible, has been criticised

by People’s Progressive Party (PPP) nominated GECOM Commissioners as part of the Government’s delaying tactics.

In the 2000 Esther Perreira election petition case, then Justice Claudette Singh had ordered that elections must be held by March 31, 2001. Particularly, Justice Singh had ruled that the requirements for voters to have an ID card for the 1997 election was a breach of Articles 59 and 159 of the Constitution and that the elections were null and void.

The PPP has, therefore, contended that prioritising ID cards over early elections is a case of putting the cart before the horse.

nother major oil find is expected to be announced in the coming days, according to Chief Executive Officer (CEO) of the Guyana Office for Investment (GO-Invest), Owen Verwey.

He made this announcement during an address at the Society of Petroleum Engineers (SPE) Offshore Europe Conference and Exhibition in Aberdeen, Scotland.

According to a report by online magazine Petroleum Economist, Verwey said the announcement is expected next week.

“There have been some big discoveries and, by next Friday, we will be announcing another one… We are one of the hottest destinations for the oil and gas industry right now and that is set to continue,” Verwey was quoted as saying.

Canada-based Eco Atlantic Oil and Gas, the partner of British-owned Tullow Oil which recently found oil in the Orinduik block, spud another well late last month.

It is drilling on the Joe1 well using the Stena Forth

drill ship. Eco Atlantic had said it will take approximately three weeks to drill this well. The well itself is located in approximately 700 metres of water and according to estimates by international natural resource consultants, Gustavson Associates, it might hold 148 millions of barrels of oil.

On August 12, Tullow announced the discovery of oil in commercial quantities at the Jethro-1 exploration well in the Orinduik Block.

This is the first discovery in the Orinduik Block, which is located in close proximity to the Stabroek Block – where United States oil giant ExxonMobil had already made 13 lucrative oil discoveries in the Liza and Payara fields.

The Jethro-1 well was drilled by the Stena Forth drillship to a total depth of 4400 metres in approximately 1350 metres of water.

According to a statement from the company, evaluation of the logging data confirmed that Jethro-1 comprises high-quality oil-bearing sandstone reservoirs of Lower Tertiary age, which simply means they date back to millions of years ago. It was noted that the well encountered 55m of net oil pay, which indicates a recoverable oil resource estimate that exceeds Tullow’s pre-drill forecast of 100 million barrels of oil.

Tullow is the operator of the Orinduik Block, with a 60 per cent stake. Total holds 25 per cent with the remaining 15 per cent being held by Eco (Atlantic) Guyana Inc. Meanwhile, Repsol Exploration, a Spanish oil company, has also commenced drilling in the Kanuku Block of the maritime zone earlier last week. turn to page 18

First of all, he interjects himself into a (claimed) ‘question and answer’ session with “Haitians and Africans”, along with Minister of Citizenship, Winston Felix at the Critchlow Labour Institute, and then accuses others who raised concerns of being “xenophobic and racist”!! The question that arises, of course, is what’s his locus standi??

One government official said the man was there in his “private capacity”. Well, that may be so…but what exactly is that “capacity” that allows him to answer questions about immigration matters? He claimed that “Haitians are entitled to work permits under the tenets of Caribbean Single Market and Economy”. But that’s not really so, is it?

Haiti still has to meet some additional requirements in the free trade of goods and services before they can qualify for the benefit. They were supposed to do so by next month.

Did Heath-Retemeyer waive this requirement in his “private capacity”??

But even so, individuals desiring to work here have to first obtain a “Free Movement of Skills” certificate – which they’re supposed to present before they are allowed into Guyana. And this certificate is for SKILLED persons in specified fields as per the Caricom Treaty: Musicians, Artistes, Sports Persons, Media Workers, Registered Nurses, Trained Teachers from specified tertiary institutions, and Artisans who’ve obtained a Caribbean Vocational Qualification (CVQ).

Even if they had the necessary qualifications – along with those who’re just visitors – they would’ve had to present evidence they had enough funds to take care of themselves for the six months they were allowed in. Did they?? Private Citizen Heath-Retemeyer also trotted out statistics to show that some 979 foreigners of various nationalities received permits to extend their stay in Guyana last year. There were no Haitians and Africans in the list.

But this just shows that these other nationalities knew what had to be done to regularise their stay…since we didn’t notice that Private Citizen Heath -Retemeyer held any “Question and Answers” sessions with them. Couldn’t the Private Citizen and Minister Felix be accused of giving special and differential treatment to Haitians and Africans?

Especially since the latter aren’t members of Caricom, much less CSME! Then, very predictably, Citizen Heath-Retemeyer pulled the race card from his sleeve: “I am vehemently condemning the xenophobic and racist attacks against the African and Haitian nationals”. And how exactly were THEY attacked?

What’s race got to do with raising concerns about one possible motive for the special and differential treatment?

Shouldn’t Citizen Heath-Retemeyer explain exactly how he became involved?

In the absence of such an explanation, aren’t citizens going to speculate about fire being present once they see smoke?? …on Geographical indications The former Minister of Business and his successor hosted a private sector meeting that facilitated an IDB representative touting the benefits of “Geographical indications” to getting better prices for our locally-produced goods. One wonders how many new Columbuses will discover this particular New World. Way back in 2005, didn’t we pass a “Geographical Indications Act”?

The WTO Agreement on Trade Related Aspects of Intellectual Property Rights (TRIPS) had long recognised “Geographical Indications (GIs)” protection. This was defined by Article 22(1) as “indications which identify a good as originating in the territory of a Member, or a region or locality in that territory, where a given quality, reputation or other characteristic of the good is essentially attributed to its geographic origin”.

Initially utilised only for wines, it was extended to include other foodstuffs: “Florida” for oranges “Idaho” for potatoes “Washington State” for apples etc. DDL received GI for their rum in 2017.

So why didn’t the Government have GI certification for “Demerara Sugar” for brown sugar and save the Demerara Estates?

Spite, that’s what! …at Seven Ponds Robert Mugabe’s death brings to mind the many similarities he shared with Burnham. They both loved to read and things English. But it was all form over substance.

They were both very flawed men who had cruel streaks.

GBTI hits back at SARA ...says State asset laws being used to intimidate ...vows to “vigorously” defend itself in court

he Guyana Bank of Trade and Industry (GBTI) has hit back against the State Asset Recovery Agency’s (SARA) move to take them to court, saying that the Government agency is using the laws as intimidation and vowing to vigorously defend itself in court.

According to GBTI, these allegations are baseless and designed to attack the bank.

Moreover, it stated that SARA’s reliance on the State Asset Recovery Act of 2017 appears to be geared at intimidation.

“GBTI takes note of the spurious allegations engineered to further attack GBTI in a gross and unconscionable manner. And that the use of such legislation after so many years is inimical to the interests of justice and smacks of intimidation,” the bank said in the statement.

GBTI reminded in its statement that it has served Guyana since the 1800’s and is the largest indigenous bank. The bank noted that it will be taking appropriate legal action and expressed confidence that the charges will be dismissed.

“The Bank intends to commence appropriate legal action to vigorously de-

fend itself against these malicious claims. GBTI has full confidence in the judicial system, and that it will be fully vindicated as per recent false charges which were duly dismissed,” the bank stressed in its statement.

The Bank has been serving Guyana for over 180 years and is regarded as one of the most trusted and loyal banks in the country.

“In all its dealings with its many stakeholders, GBTI has always discharged its responsibilities with professionalism and integrity as we continue to hold our tagline with the highest level of standards as “We See Guyana though your eyes”.

In a statement of claim against GBTI, SARA is seeking $274.1 million, plus interest, from the bank. The claim has to do with the acquisition of land at the Kingston Seawall, where GBTI built one of its branches.

SARA alleges that when the bank bid for and acquired the right to purchase this land, it was the fourth highest of 14 bids. SARA is claiming that GBTI’s purchase price of $224 million is less than the most recent valuation of the property at the time.

SARA was created when

the State Asset Recovery Act was passed in the National Assembly in 2017. It is mandated to recover unlawfully acquired state assets through civil procedures.

However, the Parliamentary Opposition has also maintained that the cases it did pursue were aimed at harassing political opponents.

Both SARA and the Special Organised Crime Unit (SOCU), which have both been hit by these accusations, have failed to successfully prosecute any case.

In fact, GBTI featured prominently in one of several such cases to be thrown out by the court.

Back in March of this year, contempt of court charges brought by SOCU against eight top executives of the Guyana Bank for Trade and Industry Limited (GBTI) were thrown out by the magistrates’ court.

The matter stemmed from the matter in October 2017, when SOCU charged the bank’s directors with contempt based on the advice of the Director of Public Prosecutions (DPP). The contempt proceedings stemmed from the bank’s allegedly failure to comply with a production order made by acting Chief Justice Roxane George

The bank had contended in its application for the variation of the order granted by Justice George that countless efforts were made to gather

all the documents requested but it was discovered that some were either destroyed or could not be found. The documents were pertinent to the US$500 million Guyana

Rice Development Board (GRDB) probe that was being conducted by SOCU. The GRDB case has also since been thrown out by the local courts.

taxi driver is now in Police custody after he reported that two men hijacked his car, committed a robbery, and then brought the car back to him.

According to reports, the driver of a taxi service situated at Rosignol, West Bank Berbice, was asked to pick up two passengers at Rosignol.

He claimed that after the pickup, the men then tied him up and dumped him

out of the car at Number Two Village, WCB. Reports are the bandits then stopped a car being driven by an employee of Church’s Chicken, Rosignol and demanded that she handed over a bag she had in the car. The bag reportedly had the company’s day’s sales.

Guyana Times was told that the employee out of fear for her life handed over the bag containing

$226,000.

Meanwhile, the driver claimed that the two bandits returned to Number Two Village where they left him, abandoned the car, and then made good their escape.

He subsequently reported the matter to the Police and after telling them his story, he was taken into custody.

An investigation has been launched.

Dr Balwant Singh’s Hospital subsidising dialysis cost

I

n light of the increasing need of dialysis treatment for patients suffering with kidney failure complications, Dr Balwant Singh’s Hospital has now subsidised the cost for treatment.

As of September 1, the hospital is now charging patients $12,000 per dialysis session, a 20 per cent decrease from the original cost of $15,000.

According to the Dr Balwant Singh’s Hospital, the move to lower its price for dialysis treatment is because of the great need for dialysis conducted under “adequate supervision” which is done by their in-house nephrologist.

Chief Executive Officer (CEO) of the Hospital, Dr Madhu Singh stated that there should be careful consideration when obtaining dialysis treatment.

She explained that the Dr Balwant Singh’s Hospital’s resident Nephrologist, Dr Justo Tamayo has been in Guyana for over one year and

Meanwhile, Dr Velazquez said that the incidence of renal failure in Guyana is high because of the extremely high prevalence of chronic diseases such as diabetes and hypertension.

in Section 28, requires that every Dialysis Centre be supervised directly by a nephrologist.

Hemodialysis is a treatment that filters and purifies the blood using a machine.

Dialysis keeps the fluid and different molecules and ions in your blood in balance when your kidneys cannot carry out this process efficiently. Most patients on dialysis have sessions done about two-three times per week, in order to maintain a good fluid and electrolyte balance. The dialysis treatment process is not standard and it is often tailored to a patient’s needs in order to maintain fluid levels and other parameters within the desired ranges.

Currently, the hospital’s dialysis centre has five machines, and plans are apace to expand this number to eight within the next month. An average of 200 to 300 dialysis sessions per month are conducted for outpatients.

O

ne of the most poignant and persistent cries heard around Guyana – especially around elections time – is, “Why do we have to hear about ‘Africans’ and ‘Indians’ or ‘Amerindians’? Why can’t we all just be ‘Guyanese’?” The poignancy is a bit ironic, however, since those same putatively ‘Guyanese’, by and large, have been going into the voting booths and voting along ethnic lines for the past fifty years and more and creating the problem they implicitly bemoan: divisiveness and lack of a national ethos. What is the problem?

Are we so much sheep that we are led by the politicians to vote in a way that we don’t want? The reality is a bit more complex than that, and we intuitively know it.

Part of the problem is that the issue is presented as if the fact of our diverse heritage, which has resulted in the presence of different ethnic groups in our country, Ravi Dev is in contradiction to being “Guyanese”. This is a false dilemma. Our reference to ourselves to being “African” etc is simply an acknowledgement of our particular heritage, which we shouldn’t try to erase because history has shown it’s an almost impossible task that in the end, is not really necessary. For most of mankind’s history this was how we defined ourselves and it was not, per se, the source of conflicts. The problem arose only a few hundred years ago when Europe, led by England and France constructed “states and citizens” and a new way of defining identity – by the territory in which one happened to be residing.

The rationale for the imposed “nation-state” unity was that it was necessary for the people as a whole to apply themselves in a joint endeavour to build their common prosperity. What happened, in reality, was that contrary to expectation, the particular identities did not disappear. One of the main reasons was that the various ethnic groups – Scots and Irish – did not, in fact, believe they were being treated fairly or equally by the state, which remained controlled by the English.

This is what we need to do in Guyana today. The ethnic conflict that defines our politics – and our frustration – could be an “effect of” as well as an “affect on” the iniquities of the political operations of the state on the various groups.

The task of politics and politicians today in Guyana is therefore to create a Guyanese state that promulgates the values of Guyanese citizenship without regard to race, religion, ethnicity etc. The immediate task is to remove the discriminatory conditions, which the ethnic groups have to react against for their very survival.

There is no question that we, the citizens of Guyana, must see our state and country as a “common venture”. But at independence, we inherited a state but not a nation and one does not identify with the state just like that – that’s partially why we have clung to our ethnicities so rigidly. The problem before us is how do we construct a “unity” of the peoples within our state that does not seek to obliterate our diversities.

We can situate this construction of a national outlook within what has labelled “Project Democracy” – the creation of conditions where we are all treated as one, equally, by the state. Equality of opportunity, human rights, and encouragement of diversities, due process, justice and fair play and rule of law may seem dry compared to the warmth of the blood ties of “nation”, but they can engender the unity of public purpose and the recognition of individual worth where we can be proud of our common citizenship.

Citizenship of Guyana has to become something that has concrete meaning to all of us.

It was the United States, made up of immigrants with diverse cultural backgrounds like us in Guyana, that first attempted to institutionalise this ideological definition of “national identity” when they announced ringingly in their Declaration of Independence: “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their creator with certain inalienable rights that among these are life, liberty and the pursuit of happiness”. We, of course, must avoid their selective application of the equality standard. Guyana leaders cannot just tell people to jettison their heritages but work to create a state that we can proudly say is working for: “We the Guyanese people…”

$65M Police station commissioned at La Parfaite Harmonie

Macroeconomic stability outlook 2020-2023:

in light of the emerging oil and gas industry

T

here are many debates and optimistic analyses in the public domain by both international analysts and local commentators and analysts alike – as to the future of Guyana in light of the emerging oil and gas sector. There is absolutely no doubt that as Guyana starts to produce oil, there will be much more foreigners and foreign direct investments on account of this new industry flowing into the economy. This, in turn, will create a new sea of wealth for Guyanese and investment opportunities for the private sector businesses as well.

Of critical importance, however, ignored from the multifaceted debates in this regard, is what will be the macroeconomic stability outlook in the next three years with anticipated oil revenues in the equation, and this is despite the positive picture painted in the Article IV report of the International Monetary Fund (IMF). To this end, the analyses of this author are contrary to those of the projections of the IMF in light of previous analyses of economy presented in this column where it was shown that all the other major sectors have been grossly underperforming and that oil and gold are very volatile commodities – susceptible to market crashes or distress. This analysis has to be put into context of what the projected oil revenues will be for at least the first three years as shown in a very simplified calculation in the table below, which has also been confirmed by the Finance Minister that oil revenues will be anywhere in the region of about US$300M in the first three years.

As shown in previous articles, the Bank of Guyana (BoG) net foreign assets will continue to deplete to stabilise the international foreign reserve, which, in turn, is the most important macroeconomic stability component of the economy. Why? Because this is directly linked to exchange rate stability which is directly linked to the stability of the domestic currency against the US dollar, thus, guarding against hyper-inflation.

Ironically, based on the historic pattern of the trend over the last four years, it is hard press to posit, unfortunately, that as oil production commences in 2020, the net foreign asset of the bank may well continue to deplete at an even more rapid rate. Why? Because from examining the half-year report 2019, the balance of payment deficit position driven by a surge in the import bill by some 30% compared to the previous half-year, logic, or common sense, dictates that when Guyana actually starts to produce oil, the import bill will balloon at an even higher rate, thus, placing further pressure on the net foreign assets to pay for these imports.

Now, what is the theoretical assumption behind this? It has been established extensively in previous writings that this balance of payment deficit and increase in imports and net capital inflow by the private sector and/or foreign direct investment are largely on account of oil and gas-related activities. Imagine, therefore, if Guyana is not producing oil as yet, it would mean quite logically, without any sophisticated model of forecasting, that importation for the oil and gas sector of materials and equipment, including foreign labour for the sector, will increase exponentially. The foreign inflow that will come in from foreign investments and the projected oil revenue will not be sufficient to offset the outflows simply because all the FDIs flowing into the system right now, 2020 and beyond, will flow out from the economy when they have to repatriate their profits, simply because most of these are foreign companies. An insignificant amount of Foreign Exchange (FX) will remain in the economy.

The projected oil revenues in the first three years will not be more than US$300M. As such, this will only come into to fill the void from the losses of FX we have had over the last four years from our traditional sectors and export commodities. Then, there is, and will be, wage inflation. These foreign companies are taking away the best in the labour market and paying them double or more than what they earn from local companies. With all the influx of foreigners coming in now and 2020 onwards, businesses like MovieTowne, Hard Rock, Pegasus and the Marriot, prices will start to increase for the services they provide and this demand will be driven by the foreigners in the country and the labour force servicing the oil and gas players. There is already the creation of a different high-end consumption goods and services, examples of which were mentioned previously, catering for this. As this will continue to grow, importation of luxury goods and normal consumption goods, apart from oil and gas-related imports, will altogether skyrocket the import bill, thus, placing increasing levels of constraint on the BoG net foreign assets and reserves. It would not be surprising henceforth, that the BoG would eventually, within the next three years, fail to meet its three months of import cover (minimum target), and would then have to engage the IMF for help, to borrow FX from the IMF in the short term to stabilise our exchange rate and overall macroeconomic stability, to avert a currency and economic crisis.

It is a clear display of the fact that we are all serious to deal with the issue of crime, to deal with the issue of protecting our citizens in the length and breadth of this great nation. So today (Friday), being here to witness this simple, but important, ceremony which is the commissioning of the La Parfaite Harmonie Police station augurs well for the Force, augurs well for the country…”

Meanwhile, Deputy Police Commissioner Paul Williams, who has responsibility for the GPF’s Administration Department, pointed out that the move to construct and open the Police station in La Parfaite Harmonie materialised after careful consideration.

“With all of our analysis, with all our inspection and with all we would have done from a security standpoint, we recognise it is very important and critical for this community. Without law, there would be lawlessness, without a Police station, it simply means it definitely can contribute to chaos, public disorder and even to some amount of extent, an increase in crime”.

Additionally, Public Security Minister Khemraj Ramjattan noted that the Police station is better equipped with a modernised lay out. He added that the ranks who operate there will be in a better position to do their duties of serving and protecting citizens.

He stated that the station is also equipped with external washrooms and waiting area for visitors and that much effort has been made to ensure that it is “user-friendly” by members of the public. “…and those who will come to make complaints, use it, giving witness statements and those who in view of a new development with domestic violence and intra-family incidents so that they are going to have privacy when talking and not having the entire community hearing their private business…There will be confidentiality in certain proceedings and the space to ensure that confidentiality,”

GTT’s Pinktober activities launched to support cancer fight 2 T

What is the International Coastal Clean-up about?

he Guyana Telephone and Telegraph Company (GTT) launched its annual Pinktober activities on Friday evening, aimed at educating Guyanese on cancer care and raising funds to support treatment for patients.

Themed “Live Aware”, the company is seeking to share knowledge on the types of cancers to reduce the mortality rate from the disease. This is the third year this activity has been organised, but emphasis was lifted from only breast cancer and placed on other leading forms that affect men, women and children.

Funds will be used towards the access to cancer screening treatment, care and psychological support. Speaking at the launch held at MovieTowne, Public Health Minister Volda

“We’re all susceptible, so let us wake up and join the fight to lower the risk factors associated with cancer…The

time for action most certainly is now, so I encourage everyone to get screened so that you do not become another statistic. Screening is imperative. We know that

She shared that women in the population are at risk for cancer, resulting in increased efforts to lower the statistics. This has been done through campaigning by the Ministry.

Meanwhile, Coordinator Diana Gittens mentioned that there are many activities which Guyanese can look forward to during the month of October.

The Cancer Care Symposium is the very first Pinktober 2019 event, slated for October 1, which will provide a platform for survivors, caregivers, patients and health care professionals to speak of the challenges and other areas of cancer-care management in Guyana.

Later in the month, on October 13, ‘Strike for the Fight’ Pinktober Football Match is a fundraising event which will educate Guyanese on the importance of early screening, exercising, and having knowledge of family medical history.

This will be linked to the role it plays in early detection.

Meanwhile, the 5k and 10k walk and run will be hosted on October 26.

This is the most supported Pinktober event, which brings together a diverse range of stakeholders to walk in recognition of cancer awareness.

Additionally, “Live Aware, Live Beautiful” will be an ongoing initiative throughout the month that will provide small businesses with the opportunity to indulge patients, caregivers and survivors who were affected in some way by cancer.

019 marks 30 years since Linda Maraniss and Kathy O’Hara united their efforts to rid the ocean of trash, giving birth to Ocean Conservancy’s first clean-up. This event has evolved into what is now known as International Coastal Clean-up (ICC), where volunteers in over 100 countries converge each year with the common goal of collecting and documenting the trash littering their coastline. The national body responsible for the coordination of Guyana’s Coastal Clean-up is the Caribbean Youth Environment Network, Guyana Chapter (CYEN) with support from the Environmental Protection Agency (EPA), Department of Environment. It is a day set aside to encourage individuals to help reduce the challenges the oceans face, by going out to clean the beaches.

In the month of September, tens of thousands volunteers around the globe will unite their efforts to create public awareness on inappropriate waste management practices under the theme “Microplastics”.

Not just about cleaning…

The International Coastal Clean-up day is not about just cleaning the coastline, the main aim is to collect and document garbage from coastlines. Data from the annual Coastal Cleanups pointed out that single-use plastic pollution has been a major local and global issue. Plastic beverage bottles, bottle caps, cups and plates remain the top items found by the coastal volunteers. Other common items found includes plastic straws and stirrers, beverage cans and grocery bags.

Why should we care?

Marine litter has been a major problem locally and globally.

Marine litter is an environmental, economic, health and aesthetic problem. Marine litter can kill or maim unsuspecting wildlife. Entanglement and ingestion are the primary forms of direct damage to wildlife caused by marine litter. Other threats to wildlife and habitats from marine litter include: smothering of the seabed and disturbance of benthic communities by mechanical scouring. Pieces of marine litter can also transport invasive species between oceans. Medical and sanitary wastes constitute a health hazard and can seriously injure people.

Every year, marine litter results in tremendous economic costs and losses to individuals and communities around the world.

It can spoil, foul and destroy the beauty of the ocean and the coastal zone.

What can we do to help? * Be responsible for the waste you generate— dispose of your garbage properly. * Practice reducing, reusing and recycling. * Choose reusable items over disposal ones. * Talk to your family and friends about the importance of proper waste management. * Take part in the annual International Coastal Clean-up.

Get involved You can join the national clean-up efforts or coordinate one in your area.

The first leg of the clean-up will be on September 21 & 22 at the Kingston Seawall which we will see a number of volunteers from both government and NGOs, along with members of civil society, religious groups, schools etc, all working toward the same aim, a cleaner ocean for all. The next leg will be in the Berbice area on September 28 where volunteers will gather at the No 63. Both events commence at 06:00h. All cleaning supplies will be provided.

he Board of Industrial Training (BIT) has certified 23 youths from Baracara in Region Six (East Berbice-Corentyne) in boat building, after they would have completed a four-month training programme to that effect.

A 30-foot wooden boat, which was built by the students, was donated to the residents within the community, along with a 75 horsepower engine to assist residents with their daily transportation.

In addition to the construction skills which they would have acquired, the participants received courses in Mathematics, English, Microenterprise, Sexual Reproductive Health, and Operational and Health Safety.

BIT Chairman Clinton Williams remarked that this was made possible through the National Training Programme for Youth Empowerment (NYTE) programme, which was launched in 2006 with the objective of providing technical and vocational training to at-risk youths.

“The programmes are in-

troduced to every region in Guyana and are designed to target vulnerable groups, such as school dropouts and youths from depressed communities,” Williams said.

He estimated that by the end of this year, a total of 2500 persons would’ve been trained in areas such as, forestry, home economics, health sciences, mechanical and introductory engineering, garment construction, information communication technology (ICT), catering among other fields. Throughout this time, they have managed to extend these programmes across other public institutions.

“We have expanded our relationship over the years by using all five of the Government Technical Institutes, two Industrial Training Centres, GuySuCo Training School at Port Mourant, the Forestry Training Centre and other recognised Non-Government Organisations and privately-owned workshops,” the Chairman related.

This boat building project was the first of its kind for Region Six and mate-

rialised to transform the lives of residents. The vessel will serve the residents of the small farming village in transporting agriculture produce to the coastland, since farming is the community’s main economic source.

Williams disclosed that in the near future, collaborative efforts will be in placed between his organisation and US-oil giant ExxonMobil to roll out three boat building programmes in other riverine communities along Regions Six and Two (Pomeroon-Supenaam).

This is part of the plan to fill the gap in demanded technical skills and transportation logistics.

he body of a man was found on Saturday morning at the Guinness Bar on Main Street and Lad Lane, New Amsterdam, Region Six (East Berbice-Corentyne).

United Kingdom-based oil company Tullow announced the discovery of oil last month in commercial quantities at the Jethro-1 exploration well in the Orinduik Block, becoming the second oil company to announce an oil find offshore Guyana.

This is the first discovery in the Orinduik Block, which is located in close proximity to the Stabroek Block – where United States oil giant ExxonMobil has already made 13 lucrative oil discoveries.

The Orinduik oil block is just a few kilometres from Exxon’s discoveries in the Liza and Payara fields.

Oil industry has paved the way for “name recognition” – Business Director W hile recognising the importance of branding to market local products, Business Director Dominic Gaskin has identified the oil sector as a driving force for name recognition here in Guyana.

He shared these remarks earlier this week, noting that for a long while, the country was suffering from a deficiency to create reputable products that are demanded internationally. He measured that this response will increase as the booming oil sector expands and urged manufacturers to capitalise.

BBCI calls out Public Infrastructure Minister for peddling lies

…says company did accept $120M Govt offer for repairs

he Berbice Bridge Company Incorporated (BBCI) has once again had to step in to correct what it says is misinformation, denying claims

by Public Infrastructure Minister David Patterson that the company rejected the Government’s offer of $120 million to repair six of its pontoons.

According to a statement from the company, it wrote to the Minister accepting his offer of the money to rehabilitate the pontoons since October 25, 2018. According to BBCI, the Minister replied by saying that he would write officially to communicate the offer.

“The Minister also needs to be reminded that no shareholder has received a cent since commencement of operations of this company” – BBCI In fact, the company noted that talks of a technical nature are currently underway with the Demerara Harbour Bridge Company

(DHBC), which is reportedly providing the funds from its 2019 budget, raising serious questions about how aware the Minister is about the workings of agencies falling under his ministerial responsibility.

“On 13th February, 2019, the General Manager of the Demerara Harbour Bridge Corporation wrote the Chief Executive Officer of the BBCI informing that G$120M was included in the Corporation’s 2019 Budget Subvention funding for the maintenance of pontoons for the Berbice Bridge and requesting an urgent meeting to discuss this project,” the BBCI said on Saturday.

It added that on March 8, 2019, the Finance Controller/ Corporate Secretary of the BBCI wrote DHBC acknowledging the letter of February 13, 2019, referring to the BBCI Chairman’s letter to Minister Paterson of October 25, 2018, accepting the Government’s offer to provide the resources to maintain the pontoons.

The company also noted that it had requested that the Harbour Bridge Corporation send them further details to get the ball rolling, including a schedule of works to carry out and the methodology for removing and servicing the pontoons.

The company had also requested an independent surveyor, Jim Henderson, be appointed for the works.

“Representative teams from the BBCI and the DHBC met on 12th March, 2019, at which it was agreed that an agreement between the DHBC and the BBCI would be prepared setting out the ‘technical, logistics, financial, areas of responsibilities and quality assurance aspects for this project’.

This was included and confirmed in a letter to DHBC from BBCI dated 19th March, 2019”.

Over the last few months, BBCI and the DHBC met on several occasions, where discussions on technical arrangements for undertaking

the task were discussed.

“We have requested a further meeting with the DHBC to continue our discussion,” the Berbice Bridge Company added in its statement.

The company also lashed out at the Minister’s assertion that the company is focused on maximising profits. BBCI noted that since the bridge was built in 2008, shareholders have not received any returns on their investment in the bridge.

“Minister Patterson needs to be reminded that had it not been for the voluntary investment of private companies to build the bridge at no cost to the taxpayer, there would be no bridge today. The Minister

also needs to be reminded that no shareholder has received a cent since commencement of operations of this Company,” BBCI said.

Lies and misleading statements

According to the company, Patterson has persisted in making inaccurate and misleading statements to the public with the obvious intention of damaging the public image of its partners in a public-private partnership. “This is hardly the way for the Government to conduct a Public-Private Partnership Policy which it professes to embrace”.

Hero CPL, Republic Bank to raise funds for Hurricane Dorian relief efforts

he Hero Caribbean Premier League will be working with Republic Bank to raise funds to support those who have been affected by Hurricane Dorian. This will be known as the “6 for 6” campaign with every six hit during the 2019 tournament generating funds and supplies for those in need of support in their efforts to recover from the damage caused by Dorian.

To launch the initiative with a bang, during the first match of the tournament, which saw Trinbago Knight Riders take on St Kitts & Nevis Patriots, each six raised US$600 meaning a total of US$8,400 was raised, with Kieron Pollard clearing the fence most often. In game two of the tournament the Guyana Amazon Warriors took on St Lucia Zouks. For that match Republic Bank donated US$60 for every six hit.

Future “6 for 6” campaigns will see each maximum generating other critical supplies in the relief effort including fresh water, medical packs or food

packs as Republic Bank and Hero CPL work together to help the rebuilding efforts across the region.

These will be announced prior to each match.

by Dorian as it has made its way across the region. We are delighted that Republic Bank have been so generous in donating funds and supplies. We hope that this goes some way towards easing the burden of those who have been so badly affected by the hurricane.”

Duminy, Lalor join Barbados Tridents

The Barbados Tridents have announced two replacements to their squad for the 2019 season, with

JP Duminy and Josh Lalor now set to play at this year’s Hero Caribbean Premier League. They will replace Wahab Riaz and Imad Wasim who are now no longer available due to international commitments.

Batting all-rounder, JP Duminy, has played for South Africa more than 300 times across Tests, ODIs and T20s, scoring over 9000 runs in international cricket as well as claiming well over 100 international wickets.

Having played in T20 leagues in India, Pakistan, England and his native South Africa, Duminy has a huge amount of experience to bring to the Tridents.

Josh Lalor is a left-arm seam bowler who has succeeded in the Big Bash League for the Brisbane Heat. He was one of the standout players in the

2019 tournament where he claimed a hat-trick against the Perth Scorchers and a five wicket haul against the Sydney Sixers. His left arm seamers will add valuable variation to the Tridents already strong bowling attack.

Dwayne Bravo's finger injury has ruled him out of the entire CPL 2019.

3rd Prime Minister’s Cup T20 set for November 1-3

– PM, Minister Norton, urge inclusion of female components

T

he third edition of the highly anticipated Prime Minister’s Cup T20 competition was launched on Friday at the Guyana National Industrial Corporation (GNIC) Sports ground on Woolford Avenue in Georgetown.

Organised by the Georgetown Softball Cricket League (GSCL) Incorporated, this event will feature three categories of players: namely, the Legends Over-50, Masters Over-45, and the All-Stars; and will be hosted under the theme ‘Fostering social cohesion through sports’.

It will run from November 1-3 at different grounds in Georgetown, but the finals will be held at the Everest Cricket Ground.

Opening the launching ceremony of the tournament, GSCL President Ian John said the GSCL has lived up to its word on improving the tournament by the addition of an over-50 category featuring at least 24 teams.

John also noted that these tournaments are important as a way of promoting the sport in Guyana, and this tournament will feature teams from Georgetown, Berbice and overseas.

John said the inflow of overseas teams would definitely boost the economy

it is important to keep our young people active and engaging in sport, to showcase their creativeness and talents. Softball cricket has a large following in the cricket nations. I am also pleased that softball cricket is flexible with age, but I must urge the GSCL to include a female component of the league.”

Echoing those remarks, Prime Minister Moses Nagamootoo said, “When I agreed, three years ago, to

associate the Office of the Prime Minister with this softball tournament, I had very high hopes that this would become one of the major tournaments in Guyana.

It seems that that expectation has not gone astray. It is very innovative that there is a category for the older folks. I do support strongly that there should be a women’s component to the game, to make it more inclusionary.”

The first prize for

the Legends Over-50 is $300,000, while the runners-up will receive $50,000.

The ‘man-of-the-match’ in the finals will receive $10,000 and a trophy, and the ‘man-of-the-series’ will receive one gold bracelet.

In the Masters Over-45 category, the winner will pocket $500,000 and the runner up $100,000; while the ‘man-of-the-match’ in the finale will receive $10,000 and a trophy.

The ‘man-of-the-series’ will carry away a brand new 55” Smart TV. In the All Stars category, (open to all ages), the winner will pocket a handsome $500,000; the runner-up $100,000; ‘man-ofthe-match’ in the finals will pocket $10,000 and a trophy; and the ‘man-of-the-series’ will receive a Hero Honda motorcycle.

ith one day remaining before the Guyana Jaguars play the first of their three home matches of the CONCACAF Nations League (CNL) tourney, against Jamaica at the National Track and Field Centre at Leonora, corporate Guyana have noted the significance of the match and are roaring with the Golden Jaguars.

The Caribbean International Distributors Inc. (CIDI), under their Blue Life Water brand, Extra Beer, and Extra Energy Drink; Grill Kings; the National Communications Network, and Tourism Guyana have all come on board in support of the Guyana Jaguars in various forms, and have committed to the success of the event.

ndia wicketkeeperbatsman Dinesh Karthik has been issued a notice by the BCCI for violating the guidelines of his central contract.

Karthik was spotted in the Trinbago Knight Riders dressing room during the inaugural match of the Caribbean Premier League 2019 on Thursday.

As per the BCCI contracts, players are not allowed to participate in or be present at any other sporting activity or sport without prior permission from the board.

It is understood that Karthik was issued the notice, signed by BCCI chief executive officer Rahul Johri, on Friday and has been given a week to respond, and the three-person Committee of Administrators will adjudicate on the matter once Karthik's response comes in.

Karthik captains Kolkata Knight Riders, the IPL franchise that shares owners with Trinbago. He was shown on live broadcast during the match in a Trinbago jersey, seated next to coach Brendon McCullum, and personal mentor Abhishek Nayar, who is also on the coaching staff of Kolkata Knight Riders in the IPL. McCullum was also recently handed charge of the

Kolkata team for the next IPL season.

Karthik, 34, last played for India at the World Cup in England, as a specialist batsman in their semi-final loss to New Zealand. Since then, he has been out of the ODI and T20I squads, and turned up in one Tamil Nadu Premier League match.

He was, however, appointed captain of Tamil Nadu for the Vijay Hazare Trophy, which is set to begin from September 24.

It has been a far from ideal year for Karthik, who led Kolkata Knight Riders with some success last IPL while also bringing himself strongly back into national team reckoning.

However, the multiple IPL winners couldn't replicate the performance in 2019. Apart from a dip in scoring, Karthik had to deal with off-field issues too. In the second half of the tournament, amid a string of losses, he copped what looked like public criticism from his star player Andre Russell, who suggested he was willing to bat higher up the order days after Karthik had told the press there had been no complaints from the allrounder about his batting position. uyana Amazon Warriors (GAW) and Barbados Tridents have always been involved in excited matches in the Hero Caribbean Premier League (CPL). One of the most exciting matches between these two teams came in 2018 at Providence, with

the clash, the Tridents team completed their final practice session ahead of their opening clash in the 2019 edition of Hero CPL. Speaking exclusively to this daily publication, Tridents batsman, Jonathan Carter disclosed that the team is all rearing to go for their opening match.

“The boys have been training really hard back in Barbados before they get in Guyana and the team has been gelling great”, Carter stated that this team is in good spirits.

“We always expect big crowds in Guyana, obviously it’s in Guyana and it’s just for us as a team to go out there come out on top while

executing our skills,” Carter echoed.

With some big International names featuring in the Barbados squad, they have been, Carter revealed that they senior guys have been influential.

The likes of South African star JP Duminy, England’s Alex Hales and the West Indies captain Jason Holder along with Sandeep Lamichhane the Tridents looks a formidable unit on paper.

“Hales has been speaking to the local players, giving them tips although he just gotten here,” Carter highlighted.

Both the Tridents and the GAW has some new players, Nicholas Pooran who played in 2018 for Tridents is now with the GAW while Roshon Primus who played with GAW in 2018 is with the Tridents. Head Coach of the Tridents, Phil Simmons and Roddy Estwick have been working with the Tridents as they prepare for their opening match in this edition of the tournament.

Fruta Conquerors U20, Buxton Stars bag exciting wins F ruta Conquerors’ Under-20 outfit dismantled the Northern Rangers team while Buxton Stars reigned supreme after a thriller against GFC, in the fourth edition of the Limacol Football tournament.

The first matchup saw Buxton Stars being paired with Georgetown Football Club (GFC), in what eventually became a nail biting encounter.

Dennis Fordyce of Buxton Stars was the first to put his name on the score sheet in the 33rd, giving his team the lead. However, GFC’sMichaelStewartsooncapitalizedontheopportunitytolevel

Speaking about the game, Buxton Stars’ captain Jamally Major explained that the team wasn’t too pleased with their first half performance and tried to better it, in the second.

The Fruta Conquerors Under-20 team showed early signs of defeating the Northern Rangers as Rayon Bailey netted the first goal in the 5th minute. 5 minutes later, his team mate Deashawn Rich followed suit, extending Fruta Conquerors’ lead to 2-0.

The younger team continued to rotate their passes, which simultaneously frustrated their opponents and opened many scoring opportunities for themselves. Nicholas McArthur netted the first of his two in the 24th making for a 3-0 score by the half.

Travis Martin saved face for the Northern Rangers, with a consolation goal in the 66th but McArthur returned to put icing on the cake with a fourth goal in the 89th for a 4-1 victory.

The Limacol football tournament will continue on Sunday evening with another double header.

Riddim Squad will take on GT Panthers at 19:00hrs while Camptown battles Timehri Panthers at 21:00hrs. The tournament is sponsored by New GPC Inc under their Limacol brand and supported by W. J. Enterprise.

Why the world wants more of Pooran

T

he name Nicholas Pooran has become a global name and has been uttered on the lips of many ever since making his Hero Caribbean Premiere League (CPL) debut in 2013. In his debut season, Pooran turned out for the then Trinidad and Tobago Red Steel (now Trinbago Knight Riders) at the tender age of 16, which still remains a record for the youngest player in the tournament.

In 2019, the now 23-year old Trinidad and Tobago born player, will be making his debut for the Guyana Amazon Warriors after he was selected as the franchise’s marquee player.

Back in 2013, the stylish wicketkeeper batsman announced himself on the T20 scene with a pugnacious 24 ball 54 against Guyana Amazon Warriors at Providence when his side was struggling. He singlehandedly took on the likes of Sunil Narine, Mohammed Hafeez, James Franklin and Krishamr Santokie and almost pulled off a miracle.

Since then, the Trinidadian earned the reputation of one of the Caribbean’s most explosive power hitters while exhibiting a touch of class. The south paw batsman has played for the Trinbago Knight Riders, St Kitts and Nevis Patriots and Barbados Tridents in previous editions of CPL and is in demand from various white ball franchise leagues around the world.

But his success did not come on a platter. After ordinary returns in CPL 2013 and 2014 where he ended with 102 runs from 8 innings and 107 from 8 innings respectively his career took another b l o w .

I n January of 2015 the budding talent

was involved in an accident while driving home from training.

He came out with a ruptured left patella tendon and fractured his right ankle, raising a serious concern about him ever playing cricket again. Spending two years out of the game, Pooran announced his return in the 2016 edition of CPL when he amassed 217 runs in eight innings, earning him a maiden international call up to the West Indies side to take on Pakistan in Dubai. In 2017 while not having such a good outing he managed to score 151 runs, but his never give up attitude propelled him into the best form of his life.

Pooran was able to amass a total of 267 runs at an average of 33.37, making 2018 his best year in the CPL. To date, he has appeared in 102 T20 matches including stints in the Pakistan Super League, Indian Premier League, Bangladesh Premier League, Canada Global T20, Sharjah T10 League and the Vitality T20 Blast in England.

As the world tries to get more of

Pooran he will be looking to add to his nine half centuries in the format and to better his highest score of 81 feats that should be achieved in CPL in 2019 which is b y far his best year.

Since playing for Kings XI Punjab in the 2019 IPL, the explosive Pooran has further developed as a batsman and showed his maturity when he shouldered West Indies batting in the 2019 World Cup in England. After stroking his maiden ODI half-century against England, the gifted Pooran went on to make a valiant 115 against Sri Lanka and wrapped up the campaign with 58 against Afghanistan to finish as the leading run scorer for the West Indies with a total of 367 runs at an average of 52.42. He was also ranked number 16 out of a total of 50 of the tournament’s top batsmen.

Bursting with an abundance of talent, the gifted wicket-keeper batsman, Pooran, is a player to watch out for during the 2019 Hero CPL when he suits up for the Guyana Amazon Warriors.

hoaib Malik is one of those cricketers who has seen it all throughout his momentous career which now has him at the helm of the Guyana Amazon Warriors squad.

The illustrious all-rounder, now enters his seventh year in the Caribbean Premier League, as the Hero sponsored event also gears up for a highly anticipated seventh edition.

Speaking with one of the most experienced T20Is players in the world, he was amused at the love for cricket he has seen in the Caribbean, especially by the fans.

“They’re very passionate about cricket… and even last year I’ve seen people show up at the grounds and see the crowd cheer for both teams and that was very fascinating for me. They enjoy every moment being at the ground.”

The 37-year old believes the CPL product is giving

a lot of cricketers the exposure they need, especially the West Indian Team. “You see team the teams doing well in white ball cricket, even though they struggled a bit in ODI-cricket, things are getting better and that’s what any good league does for the Country and I think the CPL is doing the same thing.”

Malik opined that Franchise cricket is about winning the tournament but at the same time, it’s about developing your product and then expect consistent results which is the goal.

“You need experience with all the youngsters; we have a lot of youngsters and also experienced guys; especially [Shimron] Hetmyer, who did well last year and you can see he is improving day by day.” He also made mentioned of Sherfane Rutherford who played some great innings for the team yesteryear.

They’re gelling together and it a great sign for any team.” Attributed to this is the fact that GAW team is keeping the same cricketers and youngsters which will in term grow together.

He disclosed that he has spoken to both owner and management of the Amazon Warriors team and added that they are on the right track because you can see that the team has been performing consistently, so it’s just one step away from winning the title.

Family is my best partnership – Keemo T

h e old saying, ‘The family that prays together, stays together’ is true in the case for Guyana Amazon Warriors’ allrounder Keemo Paul who revealed that without sacrifice, prayers and love his dreams of being an international cricketer would not have been possible.

Born in the small riverine village of Saxacalli in the Essequibo river, the naturally talented right hander said there were tough days in his early days as a cricketer but the sacrifices of his family ensured that he was in the right place at the right time.

“When I got my first complete cricket kit it was my brother who was working in the interior that bought it since my dad was making just enough money to provide the basics for our family,” Keemo confessed.

The 21 year-old who has featured in 13 matches for the Amazon Warriors since his debut in 2017 further stated that his mother kept him and the rest of the family grounded with prayers and motivational speeches that still resonate with him even if he is halfway round the world.

While journeying to Georgetown to play cricket was not always easy financially for the Pauls, Keemo was still able to follow his passion largely due to the dedication of his father. “Dad was always there for me, he left work sometimes to come watch me play every game in Guyana sometimes with no money [and] when we got lunch I would eat half and take the other half for him in the stands. We are really close. My family is my rock, my pillar of strength,” Keemo expressed.

“It feels good to become a Warrior!" – Hemraj

A

fter an encouraging debut season in 2018 with the St Lucia Stars (now Zouks) Guyanese lefthander Chandrapaul Hemraj had pretty much picked himself for another Hero Caribbean Premier League (CPL) season. However, playing all of his cricket in Guyana and just two matches for Zouks Hemraj was hoping to be picked by the Guyana Amazon Warriors one day.

The Everest Cricket Club player closely followed the Player Draft in May and got his heart’s desire and breathed a sigh of relief upon hearing his name in the same sentence with the Guyana based franchise for the ‘Biggest Party in Sport.’

“It’s a great feeling to be part of the warriors this year, I didn’t play much t20 cricket recently but I enjoy playing the format be-

cause I’m naturally aggressive. I bring that aggressiveness at the top of the order, I would look to give the team a good start and capitalize on the power play and also entertain the crowd. I also want to help the team win the most games as possible and bring home the trophy this year.”

In his debut match Hemraj did not bat but watched from the dugout as his team mates piled up an impressive 212 for 2 only for the total to be overhauled by eventual champions Trinbago Knight Riders in an epic chase in St Lucia.

However, the 26-year old got an opportunity against Barbados Tridents and completely dominated a 56-run partnership with Australian David Warner with a typically entertaining 37 with three sixes and three fours against an attack that included Wahab Riaz, Jason Holder and Mohammad Irfan at the Kensington Oval.

Consistency remained with Hemraj and he was rewarded with his One Day International Cap against India towards

the end of 2018 and retained his spot against Bangladesh in the series that followed to end the year on a high with huge expectations in 2019.

In his first match of the Regional Four Day tournament after international duties, the purple patch continued when Hemraj cracked an authoritative 144 for Guyana Jaguars against Barbados Pride right back at Kensington.

‘Hemmy’ who also bowls tidy slow left arm spin noted that he gained invaluable experience playing for the West Indies and once given a run in CPL he will use his expertise at the top of the order to get good

starts and to win matches for the Warriors.

“It’s all franchise cricket, whenever you get the opportunity you want to go out there and do your best. But you know playing at the Providence Stadium, it’s going to be exciting, especially in front of incredible supporters and it is something I am going to be looking forward to” The young aggressive left hander also noted that the performance he gave in 2018 is not going to be the same in 2019, but one of a higher standard. Hemraj related that his fitness has improved a lot from the last time he played and that it is going to get better for CPL. Hemraj ended the interview by saying, “to all my fans just come out and show your love, come out and show your support to the boys and we are going to try our best to bring home the trophy this year.”

s many would categorize him back in the day Reon King showed attributes of genuine pace, accuracy and an upright action from a smooth rhythmic run up.

King had all the ingredients of becoming the torchbearer of the West Indian pace bowling attack after the retirements of Courtney Walsh and Curtly Ambrose but with injuries playing truant his playing career was shortened.

His overall career saw him bagging 76 and 53 wickets in 19 Tests and 50 ODIs respectively, while economy rate in the limited overs format of 4.16 was not to be taken lightly. King also took 293 wickets from 95 matches in his first class career and 170 wickets in his List A career which lasted more than 12 years.

After his exit from the international stage, the Guyanese speedster played more of a ‘behind the scene’ role when he began his career as a match referee. The Match Referee is the person

The 43 year old former Georgetown Cricket Club player is also involved in coaching at schools and his former club and is often seen passing on the knowledge at various venues to persons of all ages. espite a life-changing car accident back in 2011 on the East Coast of Demerara, Uttamkumar Isurdeen has always maintained his supreme love for cricket. He is no stranger at the cricket field and he is a super fan of his home franchise, the Guyana Amazon Warriors (GAW). In terms of cricket, one of his most monumental moment was back in 2017 where he first witnessed International cricket live.

Isurdeen, who does not see his disability as a disadvantage, was invited by the former West Indies sponsors, Digicel for the coin toss of the first One Day International (ODI) between West Indies and Pakistan at the Guyana National Stadium Providence.

His first outing felt as if he represented the Caribbean team, and it will always remain special, since West Indies clinched victory by four wickets with an over to spare, chasing 309 against a descent Pakistani lineup.

An inspirational Isurdeen who is now investing greatly into his son’s life, always admires Shivnarine Chanderpaul, his all-time favourite player. Having the passion of following cricket, Isurdeen who is originally from the Essequibo Coast is now approaching his third season as a super fan for the Guyana Amazon Warriors in the Hero Caribbean Premier League (CPL).

The bubbly father of one who has seen many cricket matches noted that his most memorable match in CPL will always be

The family oriented Isurdeen who is always accompanied by his 10 year old son Narindra and wife Sharon to cricket matches disclosed that Narindra also enjoys the game and is a big fan of Trinbago Knight Riders star player, Dwayne Bravo.

Isurdeen senior was at the recent West Indies versus India One Day International at Providence and witnessed his son participating in the Scotiabank Kiddies cricket programme which was also another special moment.

Sharing his views on the GAW, the mega fan disclosed that this is the year where GAW will reign supreme and lift the title.

He also mentioned that his favorite Amazon Warrior is captain Shoaib Malik stating that the Pakistani player is very humble.

In addition to following cricket, Isurdeen is a cycling fan that is also involved in wheelchair races.

When the first match between GAW and St Lucia Zouks bowls off at Providence, be sure to look out for mega fan Uttamkumar Isurdeen.

Should you choose to enjoy the match from the electric grass mound, then you cannot enter without getting a whiff of the mouthwatering aroma of bar-b-que chicken.

t was a massive hit by Ramnaresh Sarwan and it has gone miles out of the Providence Stadium for six.

This is a colossal shot by the former West Indian player!”

Those are some of the words that Leroy Phillips hopes to utter one day, from the commentary boxes at the National Stadium, Providence as he lives out his dream of being a part of the broadcast team for a cricket match.

However, if you had met Leroy some 14 years ago, this dream would be farfetched given that the visually impaired athlete did not even like the sport of cricket at the time.

“I never liked cricket to begin with,” Phillips admitted.

Back in 2006, thanks to two friends who Phillips identified as Asif Khan and Vishal Mohabir, the now radio broadcaster was introduced to ‘Blind Cricket’, while at the St. Rose’s High School. During this time, although Phillips began to develop an affection for the sport, there was still one aspect of it that he did not appreciate as much.

“I did hear my uncles listening to it before and in 2006 and it really used to sound pretty boring, with the English and Australian commentary,” Phillips explained.

While One Day Internationals and Test Matches contributed to his appreciation for the sport, the one format and event that really got him excit-

ed about cricket was the Her Caribbean premiere League (CPL).

“That was quite an experience that I’ll never forget,” Phillips reminisced, as he began to tell the story of his fondest CPL memory.

It was the inaugural year of CPL, in 2013, Phillips was seated in the lower parts of the Orange stand, enjoying one of the Guyana Amazon Warrior’s home games.

Former West Indian batsman, Ramnaresh Sarwan was at the crease and being a visually impaired person, all Phillips could recall was hearing shouts and screams from those around him.

“Before I knew it a ball landed so painfully on my right shoulder, luckily it didn’t hit anywhere else.

“It’s an exciting thing to do and I hope that someday soon I’ll get the chance to sit behind that mic in the studio. It would be a great start to do it with CPL.”

e’s been in the film business long enough to qualify as a connoisseur of the craft, and actor Anupam Kher believes in teaching it to other people too. Which is why he manages his professional commitments along with with his acting school, which he started with a desire to “give back to his craft”. He has since trained actors such as Deepika Padukone, Varun Dhawan and Kirti Kulhari.

On the occasion of Teachers’ Day, the Hindustan Times asked him to narrate an incident involving any one of the celebs, to whom he was teaching the ropes, and he recalls, “I remember one about Deepika. She was a very successful model before she joined my school. She was good at everything, punctual, and would do things with finesse. I had told her ‘you are here for three months, you can’t take a break’. I felt that she wanted to do everything perfectly. My point is, acting is not about perfection, it’s about the rough edges too. One day, to break her composure of being a perfectionist, I gave her an exercise in improvisation. I told her ‘you work as a bai (maid) in a house, there is nothing called ‘perfection’ (about her)’. She was spick and span about mannerisms, but her character wouldn’t know how to use a fork and a knife. That went on for 45 minutes… till I felt she had discovered (new things). I think she started crying!”

I used to work with newcomers, who had no background or formal education in theatre or acting… I used to see their beautiful faces, nervous and frightened of acting, and made up my mind,” says Anupam, crediting “his Hindi medium school teacher, Balwant Gargi, and (former Director of National School of Drama) Ebrahim Alkazi” for his acting skills. The boy’s father (and Britney’s ex-husband) Kevin Federline claimed to police that Jamie, 67, laid his hands on 13-year-old Sean Preston Federline, TMZ reports. Sources told the outlet that Jamie allegedly broke down a door to get to the teenager during a fight and grabbed him. Sean Preston did not bruise from the incident, the outlet reported.

Federline’s rep, Los Angeles family law attorney Mark Vincent Kaplan, elaborated to People, “There was a disagreement that occurred while Britney and the children were visiting with Jamie at his home that led to a physical altercation that was observed by [their other son] Jayden. Britney did the right thing and removed the children and took them out of there, but the trauma to the kids is nonetheless.”
