Bartica massacre trial

Transporter jailed for 420 years T wo weeks after pleading guilty to the lesser count of manslaughter, one of the accused in the Bartica massacre was on Friday sentenced to 420 years imprisonment by trial Judge, Justice Roxanne George at the Demerara High Court.

The convict, Celbert “Chi-Chi” Reece, was indicted along with four others for executing an attack where 12 persons, including three Policemen were brutally murdered in Bartica, Region Seven (CuyuniMazaruni), in February 2008.

However, Reece along with another co-accused, Michael Caesar, pleaded guilty to the lesser count of

manslaughter earlier this month and the trial judge ordered probation reports to be presented on December 16, when sentencing would have been imposed for both men.

But Reece’s report was completed and submitted to the High Court early, hence the ruling was handed down on Friday. The trial judge began the sentence with 65 years on each count but deducted 10 years for the guilty plea, another 12 years for mitigating factors and eight years for the time he spent incarcerated awaiting trial.

This brought the sentence down to 35 years on each charge; however, the sentences will run concur-

rently. Reece will be eligible for parole only after serving 30 years of jail time.

State Prosecutor Diana Kaulesar had detailed the involvement of the kill-

ings, telling the court that he transported a group of men to an island in the Essequibo River just before Bartica and then the following night, he took them to Bartica where the heavily armed men disembarked.

She related that after a while, the group of men returned carrying high-powered weapons and two safes.

The Prosecutor added that the men then travelled to Sherima, where they ditched the boat and Reece was awarded with six ounces of gold.

Meanwhile, the trial into the Bartica massacre with three other accused continues in the Demerara High Court before Justice George.

Jagdeo denounces Govt’s “betrayal” of miners F

o l l o w i n g Government’s decision to first remove a range of concessions afforded to the mining industry and increase taxation and regulations, and its more recent consideration of giving miners below-world-market prices for their declared gold, Opposition Leader Bharrat Jagdeo has denounced such a move, which will certainly pressure the already struggling local mining sector.

In a statement on Friday night, the Opposition Leader pointed out that his party – the People’s Progressive Party/ Civic (PPP/C) – have always indicated its willingness to support the current Administration in implementing its manifesto promises, providing that they enhance the welfare and standard of living of all Guyanese people.

However, he noted that there have been numerous cases where the A Partnership for National Unity/Alliance For Change (APNU/AFC) Administration has broken those promises made in almost every sector, from rice farmers and sugar workers to public servants and pensioners.

“The latest betrayal was detailed in the local

media and relates to complaints from the Guyana Gold and Diamond Miners Association (GGDMA) and the Guyana Women Miners' Organisation (GWMO). This is the latest in a string of broken promises of support which were made to local small- and medium-scale miners by the APNU/AFC Government.

“We in the PPP/C do not support any action aimed at reducing concessions to local small- and medium-scale miners and we do not support any reduction, compared to world market prices, in the rates paid to them for their gold,” the Opposition Leader asserted.

He further outlined the

PPP/C has repeatedly called for greater support to local small- and medium-scale miners, calls which have often gone unheeded. In fact, he added that the Party’s positions have been made in the National Assembly Chambers, as well as at the parliamentary Natural Resources Sectoral Committee.

Jagdeo went on to recall last September, when he called for equitable support for local productive sectors and indicated that the parliamentary Opposition would support the reduction of royalty for small and medium-scale miners.

Moreover, he pointed out that Government should devise plans that are more productive-sector friendly, since more than 2000 permits have already been relinquished within the last year alone due to the high costs, forcing many small miners to abandon their operations.

“I want to reiterate my call for Budget 2017 to include greater support for our productive sectors – measures to address not only the plight of local small- and medium-scale miners, but also the steep decline in the forestry sector, across the country, particularly in the Ituni,

Kwakwani and Linden areas,” he stated.

The Opposition further added that the coalition Administration needs to be cognisant of the fact that actions such as these are only hurting the Guyanese people, whom they had promised a ‘better life’.

“The Government must grasp the fact that people matter and make efforts to ensure that decisions taken do not severely and negatively impact on the lives of our people. After all it was APNU/AFC that promised ‘the good life’ during the elections campaign,” Jagdeo noted. turn to page 14

Wearing Parliamentary cloak

W

hile Guyana’s Parliamentary Standing Orders are silent on the conduct of a sitting member of the assembly outside of a session of the legislative assembly, common sense, decency, convention and precedent dictates that members should act on all occasions in accordance with the public trust placed in them.

Guyana derives its parliamentary practices from centuries of tradition founded by the United Kingdom and the written and unwritten rules guiding those legislators— some of whom are referred to as Lords—prescribe that by virtue of the oath, or affirmation, of allegiance taken by all Members when they are elected to the House, that they have a duty to uphold the law, including the general law against discrimination.

Members have a general duty to act in the interests of the nation as a whole and a special duty to their constituents and should always behave with probity and integrity.

A recent outburst, albeit on a digital social platform has since called into question the integrity and public trust placed in a sitting Member of Parliament—the People’s Progressive Party’s Nigel Dharamlall.

Many in recent years have sought to make the argument that one’s use of his/her personal Facebook or social media platform should not be construed as a professional position but this is a farce.

An elected Parliamentarian sits in the National Assembly representing thousands of persons and despite not being full time Parliamentarians can never argue not wearing their parliamentary cloak at any time.

Parliamentarians are expected to conduct themselves in a manner that is beyond reproach since they are at all times held to a higher standard than that of the average citizens.

This brings into question, Dharamlall’s suitability to represent the interest of the thousands in whose place he sits in the highest decision-making forum in the land.

Just under half of the Guyanese population did not vote for President Granger and the APNU/AFC coalition Government but our democratic system of proportional representation has made him the President of all Guyanese—an office that has to be respected.

This sentiment was espoused recently by no less a person than that of former President of the Cooperative Republic of Guyana now Opposition Leader Dr Bharrat Jagdeo.

He recently made his position known that irrespective of personal feelings and opinions the Office of the President of the Cooperative Republic of Guyana must be respected at all times.

Jagdeo himself was forced to chastise his colleague Parliamentarian but is a public upbraid enough?

Should the Opposition Leader find that Dharamlall, as a result of his most recent outburst be found unfit and proper to represent his constituents?

Should the Opposition Leader not then inform the Speaker of the National Assembly that Dharamlall’s seat is vacant? In short, should Dharamlall be fired?

This is not Dharamlall’s first infraction. In addition to his now infamous and routine Facebook outbursts against the sitting administration, Dharamlall only recently escaped prosecution over an incident with a staffer of the InterAmerican Development Bank.

The PPP has over the years come in for rebuke over the actions of some of its members.

The PPP is gearing to host its congress in a matter of weeks and no doubt contesting for leadership positions will push some to up the ante and rhetoric but this however must never overshadow the basic tenets of what is expected of those in leadership. Especially those elected to hold a seat in the highest decision-making forum of the land in the Hallowed Chambers of the National Assembly.

The members of the PPP and the eyes of the nation are fixed firmly on the PPP and its leadership now that its congress is a matter of weeks away.

Opposition Leader Jagdeo must act and deal with Dharamlall to send a clear signal that such behaviour is unacceptable to the PPP.

GuySuCo workers continue to be disadvantaged Dear Editor, It was disappointing to learn that GuySuCo has chosen not to provide its hardworking workers with a pay raise this year. From what I have discerned from reports in the media, the Corporation is arguing its finances prohibit such an award. On the other hand, the Union is arguing that its examination of GuySuCo’s finances has pointed to poor agronomic practices, wastage of resources, poor and inefficient returns on investments, and overstating of expenditure.

Indeed while it is recognised that in 2016, GuySuCo sought to provide a modicum of engagement with the Union and by extension the workers, the Company, it seems, had a predetermined stance and was not prepared to listen to the Union, whatever its justification was.

Now the sugar workers are denied a pay increase for two straight years, though it is agreed by many that the cost of living is going up. The 2016 production demonstrates the proof is in the pudding. It must be asked, if after receiving what one can consider “bloated salaries”, what solutions are being proffered.

It seems none at this time.

And the workforce masses continue to be disadvantaged.

The current state of the industry cannot be laid further than the doorstep of the “best minds”. It is they who must be held responsible for the low worker morale and motivation currently seen in the industry.

It is generally accepted that no organisation will be successful without a strategic planning process, which also involves and understands the needs of the em-

ployees. It needs to be emphasised that all efforts, even those with good possibilities, cannot bear fruit if they do not have the strong support of employees.

Additionally, the current signs show that the diversification projects have not been seriously considered, but the Wales Estate is still to be closed, and we read that seed paddy is undergoing tests.

It is a right of any employee to know what direction GuySuCo is heading in and its strategic plan for the industry, in order to achieve sustainability. This information is of prime importance to sugar workers and is directly linked to their future. One should not keep employees in the dark when it is affecting their future and that of their families. They will become demotivated employees.

GuySuCo appears to be

embarking on a delaying approach, which is leading towards increasing demotivation of the workforce.

It is important to ask how will productivity techniques work when the employees are working in an environment where there is little job security.

The practices aimed to largely sideline the unions representing GuySuCo’s workforce are not in keeping with the best international human resources management principles .The workers’ interests cannot be ignored if the industry is to become profitable in the long run. Many organisations are successful when management staff are well trained and they understand well the importance of human resources. GuySuCo needs to follow suit.

Dear Editor, In 2013, as Attorney General, I piloted a Bill through the National Assembly to publish the Official Gazette Online and to give legal validity to the online version of the Official Gazette. This was an initiative which I included in the Modernisation of the Justice System Project which was funded by the IADB. Two employees of the Ministry of Legal Affairs were identified by the Project Coordinator and sent oversees for training to implement and

administer this initiative on a daily basis. When the Bill became law, the Official Gazette began to be published online every Friday evening. This was made possible through a collaborative relationship which I established between National Printers Ltd and the Ministry of Legal Affairs.

This initiative was deeply welcomed and appreciated both locally and internationally. At the click of a button persons living all over the world, were able to access, weekly, the important information published in the

Official Gazette. More particularly, it offered property owners who are oversees an opportunity to see whether their properties in Guyana are being fraudulently sold, or whether persons are applying for prescriptive title in relation to the same.

Every conveyance of immovable property and a notice of every application for title by prescription are required by law to be published in the Official Gazette. A great volume of other important information is also published in the Official Gazette.

The two staff trained to administer this system have both been politically and/ ethnically cleansed from the Ministry over the last few months. For several weeks now there has been no publication of the Official Gazette Online. This is absolutely unacceptable. The Attorney General is answerable. This is another blundering act of incompetence.

We must work to remove the fear, Military State mistrust, hate and envy (Part 2) in the making

Dear Editor, Like rational human beings, we all want the best for ourselves, our families, our organisation, our groups; but we need to recognise and to accept that while we have a right to ‘the good life’; so too do the other people nearby and next door. We need also to respect their rights and their cultural diversity. All of us must be involved. We must see ourselves as agents of change.

Thus the government has an important role in facilitating and accommodating the PPP’s involvement for we too have a continual important role as a Change Agent and an experienced one at that. Approximately 204,000 Guyanese voters by their votes at the 2015 Elections, affirmed this even as they also affirmed their confidence and trust in the PPP/C and we must never lose sight of that fact.

Let’s start in the home: Parents/guardians can make a difference by setting the right example. Installing hate-free values in your children and spending quality time with them. They learn not only by seeing and observing what

we do but by also listening to what we say.

The arrogance, disrespect and hostility displayed by many of our youths towards adults; the racial slurs hurled by many could only be a representation of the learned behaviour they would have inculcated in their homes, schools, work places and communities, and sadly enough, adults to whom they look often for guidance would have been the teachers.

At school through Family Life Education among others, we must help children develop the capacity to live in peace and harmony with and to love and respect each other’s culture and religious values; to show racial tolerance; to deal with emotions; to handle peer pressure and to make their own decisions.

Family Life Education must focus on character education: attitudes, behaviour, moral values, etc providing our children with the capacity to live in peace and harmony and to show love and respect for each other. Talk of Social Cohesion…empty!

The role of the Church

must go beyond the singing of hymns and praying, important though they be. The Church’s role must be redefined to include influencing thinking and positive behavioural change; and also being good examples to their congregation.

Many are they who are very vociferous on the pulpit and portray characteristics that must be similar to that possessed and displayed by some of Jesus’ disciples.

Albeit, off the pulpit the antagonist and questionable attributes they portray must have been similar to that displayed

by Judas Iscariot: Not good examples of laudable human behaviour.

Many are overtly hostile to the People’s Progressive Party and its supporters as if the Almighty had delegated the task of passing judgement to them.

My friends, we may never have a society free of ethnic suspicions and tensions but we must make special efforts to achieve this. Integral to the desired behaviour changes we seek is the work of the political parties among the people of Guyana.

We must all be carrying the same message intended to benefit all and not some; for the task before us is to govern our multiethnic Nation.

In this regard there is a very important role for the People’s Progressive Party.

After all, the PPP has always been in the forefront of every effort to bring improvement to the quality of the lives of Guyanese.

Let APNU+AFC be reminded that almost 50% of the Guyanese voters indicated by their votes on May 11, 2015, that they have confidence in the PPP’s ability to deliver further improvements in the lives of Guyanese. Presently, that figure would have moved closer to 55% or more.

Collectively we must work to remove the fear, hate, envy and mistrust that stalk this dear land of ours, or talk of change is merely what it has been thus far: mere empty talk devoid of any intent to deliver but intended to keep some people’s hopes and expectations alive.

The Police Commissioner should have led by example Dear Editor, I am taking the opportunity in this newspaper column to voice my concern over the Police Commissioner vs the Acting Police Commissioner, David Ramnarine. It is with utmost disgust that I read of the issue surrounding the Acting Police Commissioner.

Seelall Persaud, who is more senior in rank and service, should have led by example. This issue should never have come to the public domain. Persaud should have invited the Acting Police Commissioner to his office and have the matter dealt

with in an appropriate manner; Ramnarine is entitled to a hearing regardless of the circumstances surrounding the issue.

From all indications, Commissioner of Police Persaud deliberately set out to destroy the reputation of Ramnarine and by doing so, it sends a dangerous precedent to the Guyana Police Force and the international community as a whole.

Ramnarine must not be seen as a ‘rubber stamp’ or a ‘yes man’. He is highly respectful and has set a high standard by ridding corrupt

elements from the Guyana Police Force.

He is a disciplinarian and a plain-spoken individual. He must not be condemned for the decision he took. He must be complimented for a job well done.

Continue the good work Ramnarine, all the Divisional Commanders and Senior

Officers, including all ranks and subordinate Office Inspectors stand in support of your decision.

I now call on Minister of Public Security, Khemraj Ramjattan, to shed some light on the issue.

Dear Editor, When the Government announced that they wanted to reduce the amount of legal weapons held by citizens, they also said that they wanted weapons in the hands of the army and Police.

No less a person than President Granger is reported to have made that statement.

The question we are forced to ask is how safe will the law abiding and mostly peaceful people of this country be with legal weapons only in the hands of these two bodies?

It is apposite to remember that the 31 AK 47s that went missing from the army found their way to the criminals. Many are still out there as illegal weapons.

It is also apt to note that the Chief-of-Staff of the army, at the time those weapons went missing, is now an advisor to the President.

It is necessary to recall also that during the Commission of Inquiry into the brutal assassination of Walter Rodney, it was disclosed that hundreds of weapons of all types were taken from the army for the House of Israel, the PNC thugs and other operatives.

Many of those same weapons were found on the crim-

inals who were apprehended or eliminated by the Police.

When the five murderers escaped from the Camp Street Prison in 2002, they were quickly armed with all types of weapons, including AK 47s.

Where did they acquire these weapons from?

In his book, ‘The Morning After’, elder Eusi Kwayana provided a lot of information about the relationship between the bandits and the PNC leaders. His book disclosed how the bandits were armed by these leaders.

We also know that top PNC leaders came out in solidarity with criminals, attending their funerals, using their facilities at those funerals and even hailing them as heroes by draping their coffins with the country’s national flag, a blatant desecration of our national symbol.

Therefore, the Police and army alone having possession of legal weapons does not translate into a safer society.

The Government should not take away legally held weapons from the population.

A

lthough consistent nurturing relationships with significant adults are taken for granted by most of us as a necessity for babies and young children, we often do not put this commonly held belief into practice. Pioneers, such as Erik Erikson, Anna Freud, and Dorothy Burlingham, revealed that to pass successfully through the stages of early childhood, children require sensitive, nurturing care to build capacities for trust, empathy, and compassion.Supportive, warm, nurturing emotional interactions with infants and young children help the central nervous system grow appropriately. Listening to the human voice, for example, helps babies learn to distinguish sounds and develop language. Exchanging gestures helps babies learn to perceive and respond to emotional cues and form a sense of self.

Developing cognitive skills

Relationships enable a child to learn to think. In his interactions, the child goes from desiring Mom and grabbing her, to saying “Mom” and looking lovingly. Nurturing emotional relationships are the most crucial primary foundation for both intellectual and social growth. At the most basic level, relationships foster warmth, intimacy, and pleasure; furnish security, physical safety, and protection from illness and injury; and supply basic needs for nutrition and housing. The “regulatory” aspects of relationships (for example, protection of children from over- or understimulation) help children stay calm and alert for new learning.When there are secure, empathetic, nurturing relationships, children learn to be intimate and empathetic, and eventually to communicate their feelings, reflect on their own wishes, and develop their own relationships.

Relationships also teach children which behaviours are appropriate and which are not.

As children’s behaviour becomes more complex in the second year of life, they learn from their caregivers’ facial expressions, tone of voice, gestures, and words what kinds of behaviour lead to approval or disapproval. Patterns are built up through the give-and-take between children and caregivers. Along with behaviour, however, emotions, wishes, and self-image are also coming into being. The emotional tone and

connect an image to a wish and then use this image to think, “If I’m nice to Mom, she will let me stay up late.” Figuring out the motives of a character in a story as well as the difference between 10 cookies and three cookies will depend on this capacity.

We have come to understand that emotional interactions are the foundation of most of a child’s intellectual abilities, including creativity and abstract thinking skills. Emotions are actually the internal architects of our minds.

They tell us how and what to think, what to say and when to say it, and what to do. We “know” things through our emotional interactions and then apply that knowledge to the cognitive world.

Developing morality

Not only thinking grows out of early emotional interactions—so does a moral sense of right and wrong. The ability to understand

another person’s feelings and to care about how he or she feels can arise only from the experience of nurturing interaction. We can feel empathy only if someone has been empathetic and caring with us. Children can learn altruistic behaviours, to do “the right thing,” but truly caring for another human being comes only through experiencing that feeling of compassion oneself in an ongoing relationship.

Developing self-regulation

The difference between children who can regulate their moods, emotions, and behaviours and children who can’t – children for whom the slightest frustration feels catastrophic, whose anger is enormous and explosive – lies in die degree to which the child masters the capacity for rapid exchange of emotions and gestures. When a child is capable of rapid interactions with his parents or another important caregiver, h e i s able to

negotiate how he feels. If he is annoyed, he can make an annoying look or hand gesture.

His father may come back with a gesture indicating “I understand,” or “OK, I’ll get the food more quickly.” Whatever the response is, if it is responsive to his signal, he is getting some immediate feedback that can modulate his own response. We now have a fine-tuned system rather than an extreme one. The child doesn’t have to have a tantrum to register his annoyance; he can do it with just a little glance and a little annoyed look.Interactive emotional relationships are important for many of our essential intellectual and social skills. The notion that relationships are essential for regulating our behaviour and moods and feelings, as well as for intellectual development, is one that needs greater emphasis as we think about the kinds of settings we want for young children. hildhood is rightly seen as a time of dependence.

Children are on the receiving end of nurture from adult caregivers who, one hopes, have children’s’ best welfare at heart. Gradually, children take on greater autonomy and independence.

By adolescence, we nurture our teens increasingly at a distance, scaffolding their solo adventures, while keeping our fingers crossed. By adulthood, though, the role of nurturing others takes centre stage. The once nurtured child grows into a parent, a caregiver for elderly and infirm relatives, or a support person who tends to the needs of those with disabilities. Often, adults are faced with taking on all three roles at once.

Demographic and societal trends make the role of nurturer increasingly central to adult life. As life expectancy extends and many lifethreatening conditions instead become chronic impairments, more and more adults need long-term support. In a society where virtually all able adults, male or female, are expected to work outside the home, more adults are needed to care for other people’s children. Climate change and environmental degradation call on us to expand our nurturing horizons even beyond people. The idea of being stewards of the environment and the planet, addressing habitat protection, species endangerment, and animal welfare, extends the nurturing mandate to all living things.

Yet, despite the importance of being a nurturer in adulthood, little attention seems to be paid to nurturing as a developmental process. That is, we often assume that as children move into adulthood, they will seamlessly don the mantle of nurturer. No practice at home, no lessons at school, no youth group programmes in nurturing are viewed as necessary while children are growing up. At the same time, everyday opportunities to observe and practise nurturing are disappearing.

In industrialised countries like the US and Western Europe, extended families, including elderly relatives, are a disappearing breed.

Specialised institutions, such as rehabilitation and assisted living centres, segregate older adults in need of care from younger generations. Smaller family size means that babies and younger children are less likely to be toddling around the house.

By contrast, at least among upwardly mobile parents, the habits of achievement, the work ethic, the striving to succeed economically, all are the focus of parenting strategies, from Baby Einstein to STEM courses and internships.

Along with my colleague, Alan Fogel (now at University of Utah) and others, I’ve been

studying how what we call “nurturance” puts down its initial roots and sends out shoots in early childhood.

We think of nurturance as something more than caregiving. Instead, nurturance comprises the attitudes, motives and behaviours that focus on supporting and enhancing the developmental needs of another. In this way, a nurturer sometimes might take a “hands-off” approach, withholding active care-giving, if the other person needs to exercise independence and risk-taking to grow into her best self.

Nurturance is a heady task. It involves understanding the developmental needs of another, even when those needs might be very different from one’s own, or from one’s expectations of what they should be. It involves a commitment to do what it takes to foster those needs.

It involves expertise, knowing what one should do to successfully nurture.

An obvious example might be nurturing an infant. When a baby cries, one challenge is to decode the meaning of the cry. Is it hunger, the need to be held, the need for a diaper change, or some other as yet mysterious cause? New parents struggle to decipher their baby’s ‘language’ so that their nurturing addresses the baby’s needs. Another challenge is disconnecting from all the other pulls –the work deadline, the cell phone, the broken washing machine – to focus on the nurturing task at hand. The third challenge is matching new parent skills –in the process of acquiring and practicing them – to the needs of the baby. And a fourth challenge is keeping up one’s nurturing spirit, in face of chronic fatigue, irritating screams, and poop smears on the new sofa.

Little wonder we never put the words “nurturer” and “child” together in the same sentence. And yet, on closer inspection, we find that ideas about nurturing others take root in early childhood and may influence our later adult roles. In one interview study we conducted, preschoolers and second-graders answered questions about how to take care of a baby with a variety of spot-on suggestions. Even the younger children talked about the need to put the baby to sleep, pick up, carry and rock the baby, change diapers, brush hair, bathe, protect, play and cuddle. The children even thought about indirect nurturing, such as providing money and shelter for the baby. Not surprisingly, children with younger siblings had more expertise than did same age kids without. In another study, we showed that caring for a pet also contributed many ideas about how to nurture a being quite different from oneself. (Excerpt from pyschologytoday.com)

ingling out Hamilton Green for a legislative package that statutes pension and other benefits of a former Prime Minister might not have been the best course of action since the package should have been tailored to suit all former Prime Ministers of Guyana.

This was the view expressed by sitting Prime Minister, Moses Nagamootoo, who was on Friday asked to weigh in on the now public discourse over the legislative package being promulgated by Government to hand to former Prime Minister Hamilton Green, a pension package calculated at the salary of the current office holder.Nagamootoo was at the time addressing members of the media as he hosted the Alliance For Change’s bi-weekly engagement with members of the press corps to deal with matters of public importance.

Asked to weigh in on why the Bill was drafted to suit solely Hamilton Green and not cater for all former Prime Ministers, Nagamootoo told members of the media, “It may be an issue that we may want to re-look as to why it was the Hamilton Green Pension Bill and not former Prime Minister Pension Bill.”He used the occasion to suggest that “If you want something to be seen as equitable, it has to have a broader rubric that allows it, maybe to have it as a futuristic piece of legislation rather than simply trying to go back to correct an anomaly.”

He currently serves at the helm of the Central Planning and Housing Authority – a position he was appointed to following the May 2015 electoral victory by the PNC-led APNU/AFC coalition.

he People’s National Congress Reform (PNCR) wants Opposition Member of Parliament (MP) Nigel Dharamlall, sanctioned for his highly “unusual, unprofessional and unbecoming behaviour” by a sitting member of the National Assembly.

The PNCR made its call on Friday, one day after Opposition Leader Bharrat Jagdeo would have publicly upbraided Dharamlall over his ranting on social media and directed against the sitting Head of State David Granger.

The PNCR, in calling for Dharamlall’s sanction, said that he should be condemned by all members of the legislative branch of Government regardless of political affilia-

tion.

According to the PNCR, “The conduct of all Members of the National Assembly must be above reproach and they are expected to conduct themselves in respectful manner at all times.”

IN THE COURTS Teen farmer nabbed with narcotics

A

19-year-old farmer of Lot 26 Soesdyke Public Road, East Bank Demerara, was on Friday granted bail in the sum of $25,000 after he made an appearance before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts.

Carl De Santos pled not guilty to the charge which

stated that on November 15, 2016, at Soesdyke Public Road, he had in his possession 16 grams of cannabis for the purpose of trafficking.

Police Prosecutor Neville Jeffers told the court that on the day in question, the defendant was seen on the Soesdyke Public Road acting in a suspicious manner. He was subsequently searched

and the cannabis was found in his right side pocket.

However, the defendant’s Attorney Adrian Thompson, refuted the prosecution’s case, claiming that the drug was found on the roadside where a group of men were standing in the area. He noted that the drug could have belonged to any of the men standing at the location.

Thompson, in an attempt

to secure bail for his client stated that his client is a father of one, who has an unblemished record.

The Police Prosecutor had no objections to bail but requested that conditions be attached to the pre-trial liberty.

The matter will continue on December 6 at the Providence Magistrate’s Court.

Diamond man remanded on B&E charge

resident of Diamond Squatting Area, East Bank Demerara, was on Friday remanded to prison when he appeared before a City Magistrate on a charge of breaking and entering.

Marvin Williams pleaded not guilty to the charge which stated that on November 9 at Thomas Street, Georgetown, he broke and entered a car stealing clothing and gro-

ceries, among other items, amounting to $596,000, property of Babita Ragnauth.

According to the Prosecution’s case, Williams was seen on a nearby closed circuit television (CCTV) breaking into the car and removing the items mentioned in the charge. In addition, the Prosecution told the court that Williams was shown the CCTV footage.

However, the unrepresented defendant denied seeing himself on the footage removing the items but instead said saw himself going into his car.

Williams further pleaded for bail on the grounds that he did not clearly see himself on the footage and that he will lose business since he is a shopkeeper. He added that his business has been closed since his arrest and he has no one to

take up his duties if he is imprisoned.

The Police Prosecutor objected to bail.

Chief Magistrate Ann McLennan told the defendant that he will probably be able to recognise himself and his actions on the “big screen” when his trial begins.

He was refused bail and ordered to return to court on November 25, 2016.

Taxi driver charged for $6M hardware theft

taxi driver of East La Penitence, Georgetown, was on Friday slapped with a breaking and entering charge after he was accused of stealing over $6 million in hardware items.

Kenny Jones appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts where he pleaded not guilty to the charge.

It was alleged that be-

tween March 11 and 16, 2016, at Lot 53 Eastern Highway, Lamaha Gardens, Georgetown, he broke and entered the dwelling of Dale Ivan and stole a number of hardware articles valued $6,047,000.

According to the Prosecution’s case, some of the articles stolen were recovered and are currently lodged at the Brickdam Police Station.

The accused was repre-

sented by attorney Adrian Thompson who told the court that the charge against his client is inaccurate.

Thompson stated that the basis which the Prosecution has based its case is far from substantial.

In a bail application, the attorney stated that the prosecution is only acting on an accusation of a woman, who happened to be his client’s ex-wife.

However, the court heard

that the accused had a matter of a similar nature at the Providence Magistrate’s Court, which was recently dismissed. Bail was granted in the sum of $150,000.

The Chief Magistrate ordered the defendant to report to the Prashad Nagar Police outpost on the last Friday of every month pending the outcome of the matter.

The case will continue on December 19, 2016.

“People say believe half of what you see/Some and none of what you hear/But I can’t help but be confused/ If it’s true please tell me dear/Do you plan to let me go?” Well, it’s clear GuySuCo plans to let ALL sugar workers go! First it was Wales. Workers heard about its closing through an article in this newspaper. Which the geriatric crowd stoutly denied - but then sheepishly admitted even though they tried to dazzle the poor workers with the BS they didn’t “plan to REALLY let them go”. Wales’ cane’s was gonna be processed at Uitvlugt!! And there’s also a tooth fairy!

Now from the smallest factory, on to the largest - Skeldon. Do they really think Guyanese are fools?

They’ve started out with the identical tactic they used at Wales - criticising the condition of the factory.

Suddenly we hear the Skeldon Factory’s “falling apart”.

And why’s it falling apart, pray tell? Because that dastardly Jagdeo and his PPP gave it to the Chinese to build - who supposedly didn’t know much about building sugar factories.

But to confirm their charge, Skeldon guess which assessor they hired - Wartsilla!! You heard that right... a Polish power generation company with ABSOLUTELY no experience with sugar factories, judging the work of the criticised Chinese company that at least knows something about sugar factories!! Is there some kind of logic operating here? If there is, it certainly escapes this Eyewitness! The blind leading the blind?

And then while there’s been no official announcement, we hear Skeldon’s about to be privatised. But as your Eyewitness already asked...why would you want to undermine a factory you want to sell? The answer to that question isn’t so difficult to answer, is it? Especially when you hear Tony Vieira, the government’s Advisor on GuySuCo, is behind the move.

What it means, dear reader, is somebody’s gonna get a real steal on this deal...with the emphasis on the word “steal”. And it won’t be the workers. They’ll once again hear it on the grapevine: they’re been shafted!!

And like Marvin, they’ll be losin’ their mind.

...on crime

When Clement Rohee was the Home Affairs Minister, nobody hounded him more than Khemraj Ramjattan - purportedly for not doing his job. But any moron could tell it was personal: Ramjattan always had that peculiar look in his eyes when he glared at Rohee across the aisles. It was Ramjattan who insisted that a motion of ‘no confidence’ be moved against Rohee by the Parliament they controlled with APNU. Well, the shoe’s on the other foot, isn’t it? Khemraj Ramjattan is now the “Minister of Public Security”.

They changed the name of the Ministry from “Home Affairs” to emphasise the role Ramjattan had to perform - ENSURE PUBLIC SECURITY. So the question is - “How’s Ramjattan performing?” And we all know his performance is beyond piss poor.

He’s so clueless the best he could do was announce his Columbus-like discovery - “the cause of crime is greed”. No sh*t! So why doesn’t the PPP move a motion of “no confidence” against him?

Isn’t there ONE member of the government with the courage of her convictions?

As if Guyana isn’t inundated with enough “serious” crimes, we had a case of sheep rustling in Berbice. Well, just like in the days of the old American Wild West, our lawmen don’t take kindly to rustlers.

Economic woes deepen

Citizen Bank shuts up shop in Essequibo … as DICPON disposes of assets after failing to repay loan

IPCON Engineering Services Limited and the Charity branch of Citizens Bank are both the latest victims of Guyana’s dismal economic performance, which has been performing weaker and weaker in recent months.

The Trinidad and Tobagobased construction company is currently in receivership after it failed to make payments on a substantial loan to the Guyana Bank for Trade and Industry (GBTI).

The company had reportedly used its assets as collateral to secure the loan from GBTI, but failing to repay on

The company, through its liquidators, has begun publishing advertisements inviting potential buyers to take up the offer on its two asphalt plants and other equipment and vehicles are now on sale.

According to advertisements appearing in the local dailies this past week, the

Citizen’s Bank this past week announced too that it will be closing its Charity, Essequibo Branch, some four years after opening its doors.

According to advertisements appearing in the local dailies, the company will be closing its branch at Charity Waterfront on December 31 this year. The last day of business will be December 30, 2016.

According to a missive in

its advisory, this difficult decision had come after a careful review of the Charity Branch operations.

“We wish to assure all stakeholders that the necessary measures are in place to ensure a seamless cessation of business at the Charity branch location,” the adver-

tisement said.

It was pointed out too, that the 60 days advance notice has been given to customers of the bank, along with the various options open to them.

The Citizens Bank Charity Branch was commissioned on October 29, 2012, and is located in the Alphonso’s Complex at Charity Waterfront.

KN office assistant dies Govt to go plastic – seeks to digitalise many in Houston accident public services

n office assistant attached to Kaieteur News died following a head-on collision at Houston, Greater Georgetown, on Friday morning.

Dead is Harry Brijmohan, 27, of Perseverance, East Bank Demerara.

According to reports, the young man, who was engaged, was travelling along the East Bank Highway on his motorcycle when he came into contact with a car which was travelling in the opposite direction. He was reportedly heading home from work when the accident occurred.

This newspaper was told that Brijmohan sustained severe head injuries and was taken to the Georgetown Public Hospital where he later succumbed. The driver of the other vehicle is in Police custody assisting with the investigations.

when contacted, told Guyana Times that the Brijmohan left home early on Friday morning and went to his Saffon Street, Charlestown, Georgetown, office. “As normal when he leaves I would still be in bed so he kissed me and I told him to be careful.”

She noted that he normal-

ly returns at about 07:30h, but after time elapsed she attempted to phone him but realised his mobile phone was left at home. She explained that moments after Editorin-Chief of the newspaper, Adam Harris called her. “He asked me my location and I told him I was at home… he told me to head to the hospital, that Harry was involved in an accident.”

The devastated journalist and communications officer of the Mayor and City Council related that without hesitation, she rushed to the hospital where she saw her fiancé lying on a bed being treated.

Despite valiant attempts by doctors to save Brijmohan’s life, he took his last breath a few hours after admittance.

Henry stated that upon enquiring about the accident, she was told Police had opened a lane on the eastern carriageway to facilitate traf-

fic heading to Georgetown. As the man reached Houston, he attempted to go into the other lane but instead ended up in the path of a car heading to the city.

After the collision, he was taken to the hospital in an unconscious state. Harry and Henry recently got engaged and were expected to tie the knot early next year.

Henry described her fiancé as a gem and the complete opposite to her. He was a jovial person who was always optimistic about life and cared a lot about living life to the fullest. She explained that when she is down, he was always there to give advice.

Brijmohan had been employed at the newspaper entity for close to five years and was described as a dedicated worker.

He leaves to mourn his fiancé, relatives and friends.

overnment says it will be taking another major leap towards development, this time along technological and digital lines, encouraging through legislation the use of cards to transact financial businesses. b l i c P u Telecommunications Minister Cathy Hughes again on Friday said Guyana is still behind in this area, and urged that thoughts against development be wiped out.

“My message to the whole of Guyana is start thinking differently. We have to start embracing the use of plastic. We have to stop walking with millions of dollars. It doesn’t make sense. It doesn’t happen anywhere else in the world and what we don’t realise is that there is a financial cost to operating financial system so heavily dependent on cash,” Hughes told the media on Friday.

In terms of the legislation, which she hopes to take to Parliament next year, she has already had discussion with Bank of Guyana Governor Gobind Ganga.

“The banking community, the Bank of Guyana is already putting things in place to up the game. So we improve and we move to a less cash-based financial system.”

Hughes, giving more details into the Ministry’s plans for 2017, disclosed that it will be upping the game in the types of services government gives to citizens. She again spoke of making available online service for passport application. This she hopes could be made possible by the end of 2017.

“I’d like to say to you that by the end of 2017, the passport application process should be in a digital format.

You should be able to stay at home, apply for your passport and they should get a response from the passport office and

they would only have to visit the office to take a photograph and uplift their passport.”

She is also hoping for the same thing for the registry of births and deaths, all other services provided by government to citizens, “we want to be able to do them online”, she said.

According to Hughes, a lot of persons underestimate the powerfulness and benefit of the internet.

She spoke of the recently held hackathon and what she said were the amazing opportunities afforded the many, particularly the youth. There she said, a number of apps were developed.

She said there was an application that was developed that was able to put farmers and markets together.

“There’s a market of 100 pounds of plantains every Thursday morning, who is the farmer that delivers that plantain?” There’s an app she said that is able to address this.

The Minister said she recently had a conversation with an overseas-based Guyanese who informed her of the immense need for plantains for what is said to be the fastest growing fast food chain in North America. She said through these applications, farmers can get themselves together in a network, in the “digital game” to get the businesses going and meet the capacity that is demanded in an era where everything is found online.

Meanwhile, Hughes said her ministry is also seeking to expand internet and broadband access to some rural areas, especially the hinterland and rural communities.

“I feel that soon we will be moving in the direction of encouraging everything digital; I feel like we have almost eight out of the ten things that we need. We just don’t maximize it.”

4 arraigned for narco possession, smoking utensils

our men on Thursday appeared before Magistrate Clive Nurse at the Wales Magistrate’s Court charged with possession of narcotics for the purpose of trafficking and the possession of smoking utensils.

Dennis Brewster, 41, a farmer of 116 Victory Valley, Wismar, Linden, pleaded guilty to the possession of narcotics charge and was placed on $50,000 bail; while Anastasia Marques, 23, of Industrial Squatting Area, Mackenzie, Linden, pleaded not guilty to the possession of narcotics for the purpose of trafficking and was remanded to prison.

In addition, Naugubie Saul, 23, a mason, of Victory Valley Squatting Area, Mackenzie, pleaded guilty to a possession of narcotics charge, as well as a possession of a smoking utensil charge and

was sentenced to 50 hours of Community Service. Finally, Andrew Brian, of Wismar who was arrested after an arrest warrant was issued for him was remanded to prison on a possession of narcotics charge.

Brewster, Marques and Brian will make their next court appearance on December 20. The charges were laid following a raid by Police ranks for possession and sale of illicit drugs in the Wismar and Mackenzie Area.

Several raids were conducted in the Victory Valley Squatting Area and Industrial Area, Mackenzie and the three men and the woman were arrested for trafficking in narcotics, possession of narcotics and possession of smoking utensils. The raids were done with the intention of getting rid of illegal drugs from the streets.

n light of a recent maternal death where the drug cytotec was used to induce labour in the patient, Chief Medical Officer (CMO), Dr Shamdeo Persaud, has stated that that drug has been approved for use by medical practitioners and not for over-thecounter use.

Dr Shamdeo Persaud, when questioned on why the drug is still being administered even though it poses severe health risks, stated

that the drug has been approved for use by medical practitioners and not for over-the-counter use.

“This is where the mixup is. It is not that it is not approved. It is, but for medical practitioners, not overthe-counter use,” the CMO said, noting that the woman’s labour was induced following protocol.

He stated that the hospital is currently compiling a report to be submitted to him before he could make a

more pronounced determination on the matter.

The mother of three died after cytotec was administered to induce labour at the Georgetown Public Hospital, making it the eleventh maternal death for the year.

The woman, Rhonda Cornelius of Gafoor’s compound, Land of Canaan, East Bank Demerara, died at the hospital on Saturday morning after giving birth four days earlier. According to the coroner’s report,

s ranks of the Police narcotics branch continue their eradication exercise, a 10-hour operation in the Berbice River has led to the destruction of several acres of cannabis and nine camps. Based on reports, the camps were found at Hofwerk and Gatetroy, located several miles out of New Amsterdam.

In addition, in excess of 8000 cannabis plants, ranging from two to six feet in height with an estimated weight of 17,000 kilograms, were found under cultivation.

Also, a quantity of dried and packaged marijuana was found under makeshift tents.

The packaged ganja amounted to 9000 kilograms when weighed. No one has been ar-

rested, but Police are continuing their investigations.

In the latter part of September, Police ranks in Essequibo, Region Two (Pomeroon-Supenaam) and Berbice had arrested five men in two separate drug eradication exercises.

In Berbice, two men were busted with a quarter kilogram of cannabis, which they tried to discard after being caught smoking a ‘joint’.

Meanwhile, in Essequibo, during a 12-hour drug eradication exercise at Araray Village, Upper Essequibo, ranks stumbled upon several acres of marijuana. In excess of nine acres of cultivated cannabis with about 8000 plants ranging in heights from one foot to 10 feet, several nurseries with

over 3000 seedlings, along with two makeshift tents were found and destroyed.

Three males, who were found tending to the plants, were taken into custody and charged with cultivating prohibited plants.

Cornelius suffered a ruptured uterus, causing her death. It was reported that cytotec was given to her to induce her labour, although the doctor was aware that

she was hypertensive.

The woman’s husband, Rodwell Cornelius, said his wife was suffering from high blood pressure during her pregnancy, but managed to carry the baby full-term without any major complications.

Cornelius recalled that he received a call from the hospital at about midnight, but he was not graced with good news. “They told me to come now to the hospital that she was bleeding bad and that they had to operate on her. So they take out her womb because she was bleeding too much,” the man said, recalling that the doctor told him that his wife had lost 80 per cent of her blood and that they would try their best to save her life.

According to the husband, he was told by doctors that the only way she could be saved is if they remove the uterus, to which he agreed.

“But my wife never wake up back. She did open her eyes after the surgery. All I could remember is she shaking her head in the coma and I thought that she was coming around. But she left me with two children and a baby,” the grieving husband said.

Cytotec, which is often used in an attempt to force labour to begin prematurely (ie, "induction"), has accounted for over 10 per cent of maternal deaths in Guyana, former Health Minister, Dr Leslie Ramsammy had stated in 2009.

Adolescent clinic opens at West Dem Hospital

n an effort to fight teenage pregnancy, the Public Health Ministry on Friday launched its adolescent clinic and teen pregnancy support group at the West Demerara Regional Hospital, West Coast Demerara.

Junior Public Health Minister Dr Karen Cummings stated that the ministry was pleased to launch the clinic in order to acutely address the various health needs of adolescents.

She said the Ministry will continue to work assiduously to remove the social and economic barriers to healthcare and wellness for young people by providing high quality comprehensive vital services in a confidential setting.

She said the ministry will advance adolescent health as a national imperative by establishing leading clinical care and fostering innovative research.

The Adolescent Health and Wellness Day is a new initiative which seeks to have one day set aside per week for the delivery of healthcare to teenagers across the nation, who are both in and out of school.

This programme will be rolled out in all 10 Regions of Guyana by December 12, 2016. The initiative was adopted from the best practices in community improvement of Maternal Health in Japan. It was first launched in 2015 in seven health centres in Region 4 as a pilot, then in Region Seven (Cuyuni/Mazaruni) and its Adolescent Antenatal Support group focuses on reducing repeat pregnancies among adolescents along with preparing the already pregnant parents for safe delivery and caring for the newborn. The programme is

set to be launched in at least two health centres in each region by the end of 2016.

Cummings stated that the clinic assures confidentiality, efficient and freedom from bias.

She added that while the ministry works at developing improved adolescent healthcare full attention will be paid to quality screening, behavioural-based health problems, health promotion, disease prevention and youth development practices.

At present, the ministry is also collaborating with the Education Ministry to launch its school health programme in primary schools.

She predicted that the collaboration will be a major success since adolescent health and social problems cannot be done alone.

National Adolescent Health Coordinator, Dr Oneka Scott, told the pregnant teens present at the launch that it is the ministry’s aim to see them safely through their pregnancy and have them reintegrated into the school system, through the help of the Ministry of Education.

Scott applauded one of the fathers for coming out, stating that male partner involvement is vital in reducing unwanted pregnancies and repeat of teen pregnancies.

An important aspect of the initiative is the collaboration between the Public Health and Education ministries on school reintegration for the teenage mothers as well as the distribution of basic supplies for babies.

In January of next year, the programme will be further expanded to other health centres, until all health centres in Guyana are included.

oon to be Dr Kibwey Peterkin, 23, this year’s University of Guyana (UG) Valedictorian has embraced a saying and is urging every person to be the best version of themselves.

Peterkin of Bachelor’s Adventure, East Coast Demerara (ECD), was named this year’s University of Guyana’s Valedictorian, a first time achievement for the Faculty of Health Science, through which he pursued a Bachelor of Science (BS) in Medicine.

The recent graduate is extremely happy, giving praises to God and much appreciation to his family, close relatives and friends. He dubbed his family the “Peterkin and Stuart Clans”, who he said turned up in their numbers to witness him accept both his valedictorian and the Prime Minister’s awards.

The young man related that his journey through medical school was not a smooth ride, and explained: “The type of person I am, (not to sound cocky or anything), I don’t consider them to be struggles per se. Although they might have been disappointments in a way. I don’t think that they were things that really deterred me from progressing through medical school because the type of person I am, once I’m committed to something, I try to excel at it as much as I can.”

Peterkin said too that he has been trying to tell whoever listens to “be the best version of yourself.

Work towards developing that part of your character that might be lacking, that lack of motivation that you have... Try to work around it, try to become excellent in whatever you do”.

He is confident that if this approach is taken, things would not be considered struggles, only stumbling blocks that one would need to overcome. Speaking about his award, Peterkin said he is humbled by the opportunity afforded him by the university. He said as much as it is a one-man reward, he believes that everyone at the university deserves it since they have all worked hard...

“We all are valedictorians who gave encouragement even though I myself thought I couldn’t do it. The award is to bring pride and joy to everyone, especially my MBBS colleagues who graduated. We are not officially doctors as yet, because we have not taken the oath and registered with the medical board,” he said.

Meanwhile, Peterkin also spent some time talking about his family life, which he said has been very normal.

Chinese company to conduct assessment on nationwide broadband network

he Public Telecommunications Ministry signed an agreement with a Chinese firm, Huawei Telecommunications Equipment Company, to perform a comprehensive needs assessment to develop scope for the establishment of a nationwide broadband network.

Government spokesperson Raphael Trotman during his post-Cabinet press briefing on Thursday explained that the assessment is a part of the country’s efforts to develop its Information Communication and Technology (ICT) hub.

He said the assessment will examine the level of effort and financing required and consideration of information systems application for all levels of Government.

According to the Minister, this agreement does not preclude Government from entering into similar arrangements with other interested parties.

When asked about previous studies conducted on Guyana’s E-governance programme, Trotman noted that the assessments found that the existing plans cannot be used.

He said it is unfortunate

that Government will have to start all over from scratch.

M e a n w h i l e , Telecommunications Minister Cathy Hughes will be travelling to Santiago, Chile, next month to participate in the Fourth Meeting of Ministers of E-government of Latin America and the Caribbean.

The meeting will bring together Latin American and Caribbean leaders in the information technology sector to develop frameworks to promote successful ICT policies for implementation of digital programmes in Government work.

Additionally, the forum will provide an opportunity for Guyana to build a network with Latin American and Caribbean countries and be provided with insights into how ICT is incorporated in their nations.

The forum is being hosted by the Inter-American Development Bank in collaboration with the Organisation of American States and the Government of Chile.

Director of the E-Government Unit under the Telecommunications Ministry, Floyd Levi, will be accompanying the Minister to this event.

The programme is geared towards making the community safe over the next two months.

Speaking at the launch of the programme in New Amsterdam, acting Divisional Commander, Senior Superintendent Kevin Adonis said that from November 15 to January 15, 2017, the Region will see an increase in business activities.

“We will be seeing an increase in traffic both vehicular and pedestrian traffic. Our aim is to minimise the occurrence of criminal activities and traffic accidents and traffic congestion,” he told the media.

Detailing the programme, Adonis said ranks will monitor the banking areas at Rosignol,

New Amsterdam, Rose Hall Town, Port Mourant and Corriverton at scheduled times; New Amsterdam - Mondays to Saturdays, Rose Hall Town - Mondays to Fridays, Port Mourant - Fridays and Saturdays, Corriverton Mondays to Fridays and Rosignol - Mondays to Fridays.

Police mobile and foot patrols will also be operating both day and night, in both the housing and business areas.

During the two-month period, marine patrols will also be conducted when necessary in the Berbice River and Canje Creek: “Based on intelligence provided and when necessary the following exercises will be conducted - snap road blocks, stop and search and narcotics searches. We will be making special arrangements for Christmas Eve Night in Rosignol, New Amsterdam, Rose Hall Town and Springlands.”

The Division’s capacity will be boosted with the use of a lorry, two minibusses, one van, twelve pick-ups, five cars, 22 motorbikes and two boats.

Jagdeo upbraids Freddie Kissoon over Cuban doctors’ comments

pposition Leader Bharrat Jagdeo has taken a swing at columnist Freddie Kissoon for what he said was a slanderous article about the Government of Cuba and the medical scholarships it provides to countries, which appeared in the November 18, 2016, edition of Kaieteur News.

According to Jagdeo, Kissoon has accused the Cuban Government of fraud perpetrated on the countries to which it offers medical scholarships, and the doctors that have been recipients of

that scholarship programme of being “murderers, or potential murderers”.

In a statement to the media, Jagdeo said his office has rarely responded to any of Kissoon’s “lamentably illogical and spurious defamatory and inflammatory fulminations,” which he said, seem to emanate out of a mind that has long since lost any reason. However, this latest harangue against defenceless persons who have no means of protecting themselves from his defamatory accusations has hit a level so low, the statement noted.

Jagdeo said that after 30 years as a lecturer at a university, Kissoon has never produced “even one peer-reviewed publication, although he claims he has; but this has been disproved.”

The statement said that the vile and irrational ramblings in the Kaieteur News, Kissoon has denounced a nation that has, despite its own internal problems, generously provided other Third World countries the wherewithal to develop a strong personnel corps for their health sectors and dispar-

aged and consequently demotivated the entire corps of doctors that came with all their bright optimism to serve their country and their countrymen.

There are real achievers and intellectuals who focus on positivity and on optimising their capacity for greatness and then there are the naysayers and doomsayers who snipe and carp at those greater than themselves, whom they cannot aspire to emulate. Kissoon is of the latter breed whose tirades against anyone who has achieved a greater status than his (which is almost

100% of the population) are signs of a rapidly-deteriorating mind, Jagdeo said.

Lone gunman robs fruit vendor

fruit vendor was on Friday afternoon robbed of his day’s earnings by a gunman as he was vending in Queenstown, Georgetown.

Guyana Times understands that the inci-

dent occurred at about 18:00h on Oronoque Street, Queenstown, after the man had just finalised a transaction.

According to reports, the fruit vendor was collecting goods from a vehicle and af-

ter the vehicle left, the lone gunman ran up and pointed his weapon to the vendor and snatched the money that was in the vendor’s hand.

This newspaper understands that persons who

were in the vicinity did not intervene since the lone gunman fired shots in the air as he fled the scene. The Police responded quickly but were unable to capture the gunman. An investigation has been launched.

PM defends party candidate as GNNL interim Chairman

espite mounting criticisms over the appointment of yet another party member into a senior Government position, Prime Minister Moses Nagamootoo has defended the decision to appoint Alliance For Change (AFC) member and Director of Public Information, Imran Khan, as the acting Chairman of the Board of Directors of the Guyana National Newspaper Limited (GNNL) – publisher of the State-owned Chronicle Newspaper.

Speaking at the AFC press conference on Friday, Nagamootoo, who is also the party’s acting Chairman, explained that Khan is a member of the GNNL Board, a position which he earned from a Cabinet decision.

Nagamootoo further pointed out that there was a vacancy for the Chairman and in such circumstances, someone from among the Board members usually takes up the position in the interim while a replacement is sought.

“Mr Khan, in the way I had appointed the

Chairperson in the first instance, has been appointed by the competent Minister to be the acting chairperson until such a time that you would have a permanent person named and the vacancy in the GNNL is filled,” he stated.

Nevertheless, the Prime Minister posited that he is confident that Khan, who is his representative on the GNNL Board, will efficiently execute his new duties since he is already seeing position changes at the State-owned newspaper.

“I have full confidence in the capacity of Mr Khan to execute the functions of the Chairman of the GNNL, and in fact I must say that under his stewardship I have seen some improvement in the public image of the Chronicle Newspaper,” Nagamootoo remarked.

Prime Minister Nagamootoo had announced Khan’s appointment on October 31; one month after former GNNL Chairman Jean La Rose had resigned to take up a new office provided

by Government in which she

will have more opportunities and space to work with and on behalf of indigenous communities in Guyana.

Khan’s appointment came as a surprise by many, especially since there have been concerns over the independence of the media entity.

Khan was a candidate for the A Partnership for National Unity/Alliance For Change (APNU/AFC) coalition in the May 2015 General and Regional Elections.

In September 2015,

Prime Minister Nagamootoo had explained that Khan was appointed a member of the GNNL and National Communications Network (NCN) boards to represent him and the interest of Government.

However, Khan subsequently resigned from the NCN Board following the selection and later appointment of Lennox Cornette as the State broadcaster’s Chief Executive Officer.

Ramson Sn to account for tenure at Information Office

T

he Office of the Commissioner of Information, headed by retired Justice Charles Ramson Sr, will come under scrutiny by the Coalition Government over its operations.

This is according to Prime Minister Moses Nagamootoo on Friday at a news conference hosted by the Alliance For Change (AFC). Nagamootoo explained to reporters that the Commissioner is bounded by the laws to uphold certain responsibilities but there is yet to be any evidence of such.

“I’m not aware that this office has done anything really so being pleased is very subjective. There is a law and the Commissioner of Information is bound by that law to carry out certain functions including receiving complaints and facilitating inquiries into these complaints,” he stated.

To this end, the Prime Minister said he will be writing to the Commissioner of Information to enquire whether since his appointment three years ago, he had submitted any reports to the National Assembly for review.

“I am not aware that any report had been submitted since the appointment of the commissioner, I believe, in 2013… So I would expect upon receipt of my letter, which hasn’t gone out as yet…, the commissioner would be given a time frame within which certain information would have to be available to the Prime Minister,” Nagamootoo pointed out.

When told that the Justice Ramson would have previously explained that he had nothing to report to the House since no one has been asking him for information, the Prime Minister posited that the Commissioner, nevertheless, had a duty to file a report to the House.

“Well, there is a statutory requirement for a report to be lodged in the National Assembly and we would only know what are the difficulties being confronted by the Commissioner, if the Commissioner were to submit those difficulties in writing and have them subjected to scrutiny by the National Assembly,” the Prime Minister asserted.

F u r t h e r m o r e , Nagamootoo added that based on Justice Ramson’s response, Government will consider what steps needs to be taken in order to improve transparency and accountability of the Office of the Commissioner of Information, in terms of discharging responsibilities.

Justice Ramson, who currently operates out of one of his privately-owned houses located on East Street, Georgetown, was sworn in as Guyana’s first Commissioner of Information in July, 2013.

The office held by the former Attorney General is responsible for making available information requested by any member of the public in relation to public institutions such as government owned company, agency or statutory bodies.

The appointment of a Commissioner of Information is catered for under the Access to Information Act of 2011. The Act was passed in September of 2011 in after in-depth examination at the level of the special select committee of the National Assembly.

In accordance with Article 146 of the Constitution and Article 19 of the Universal Declaration of Human Rights, the act seeks to set out a practical regime of right to information for persons to secure access to information under the control of public authorities in order to promote transparency and accountability in the working of the government and public authorities.

A section of the legislation that was made an act enables members of the public to correct inaccurate personal information and protection of the media, with regard to source confidentiality issues.

The GGDMA and the GWMO in their joint missive sounded the alarm, saying they wish to “inform all miners that the Government

of Guyana is seriously considering a scheme, which would force small- and medium-scale gold miners to sell their gold for three per cent less than the world market price to the Guyana Gold Board. The move is believed to have been geared at ensuring that the Gold Board stayed afloat.

According to the stakeholders, at current market prices, miners will lose

$8000 for every ounce of gold sold.

However, the Natural Resources Ministry has since responded, making it clear that “the discussion on asking gold miners to pay a percentage below the London Fix price for gold has been ongoing for many years”, but “no decisions have been taken on this as the matter is before the Cabinet.”

resident-elect Donald Trump announced Friday that he plans to nominate Senator Jeff Sessions (Republican – Alabama) as Attorney General and Mike Pompeo (Republican – Kansas) as CIA Director, the first selections to his Cabinet as his transition continues to build momentum.

Trump also confirmed that he has selected retired general Mike Flynn as his national security adviser, news that had been reported a day earlier.

“The President-elect is a man of action, and we’ve got a great number of men and women with great qualifications look forward to serving in this administration, and I am just humbled to be a part of it,” Vice Presidentelect Mike Pence told reporters in New York. “Our agency teams arrived in Washington, DC this morning, and I am very confident it will be a smooth transition that will serve to lead this country forward.”

he United States has circulated to the UN Security Council a draft resolution to impose an arms embargo on South Sudan and further targeted sanctions amid warnings by a senior UN official of possible genocide.

Political rivalry between South Sudan’s President Salva Kiir, an ethnic Dinka, and his former deputy Riek Machar, a Nuer, led to civil war in 2013 that has often followed ethnic lines.

The pair signed a peace

deal last year, but fighting has continued and Machar fled the country in July.

Adama Dieng, UN special adviser on the prevention of genocide, last week visited South Sudan, which gained independence from Sudan in 2011.

Samantha Power, US Ambassador to the UN, told the Security Council that Dieng’s warning should serve as a wake-up call.

“None of us can say we did not see it coming,” she said. The Security Council

has long threatened to impose an arms embargo on South Sudan, but Russia and China, which have veto powers, are sceptical whether such a move would make a difference as the country is already awash with weapons.

Sushma Swaraj: Indians offer kidneys to ailing Minister

any Indians are offering to donate their kidneys to Foreign Minister Sushma Swaraj after she tweeted she was undergoing tests for a transplant.

The 64-year-old minister has a history of chronic diabetes and was admitted to a Delhi hospital earlier this month.

Swaraj is one the most high-profile Ministers in Prime Minister Narendra Modi’s Cabinet.

On Tuesday she tweeted that she was undergoing dialysis after kidney failure.

n a classroom of a devastated local college, an instructor is impressing upon a group of construction workers that the earthquakes and other natural disasters that seem to inflict disproportionate pain on the people of Haiti are not “God’s wrath”.

It has been just over a month since Hurricane Matthew laid waste to the coastal city of Jérémie, killing more than 1000 people in the region and destroying the flimsy homes of thousands of families, including scores who have taken refuge in the college and in other schools or public places.

Yet to the disbelief of people focused on the day-today task of recovery and basic survival, many of these same buildings are to be transformed on Sunday into voting booths for a Haitian presidential election that was postponed after the hurricane made landfall on October 4.

In the western hemisphere’s poorest country, mention of the politically seismic presidential election that has just taken place a two-hour flight away in the US is met with a shrug. Chile’s President Bachelet again reshuffles Cabinet

hilean President Michelle Bachelet announced a slight reshuffling of her Cabinet on Friday, the second time in a month she has replaced Ministers in her inner circle.

In a brief speech at the La Moneda presidential palace in Santiago, centre-left Bachelet said she had accepted the resignations of Labour Minister Ximena Rincon, Government spokesman Marcelo Diaz and Sports Minister Natalia Riffo.

“In this new phase, the

Government must ensure that we advance and consolidate the changes we’ve begun. That will be the central task of this cabinet, to move this work forward and produce a positive and concrete impact,” she said.

Bachelet has attempted to push through an ambitious package of reforms during her second term in office, including changes to the tax code to help pay for improvements to education and a restructuring of the electoral system. But many of her reforms have been stymied, as

weak economic growth has drained public resources and corruption scandals have dragged her approval rating into the gutter.

Friday’s Cabinet reshuffle followed one in October, in which Bachelet replaced the Ministers of energy, national assets and justice.

The PNCR says it is of the view that Daramlall’s has embarrassed his party (the PPP) and the entire National Assembly and should be sanctioned.

Jagdeo, also a former President, added that “we can deal with the venality that is happening now, the proneness of this Government to be corrupt, the duplicity and incompetence using language that is not hateful and personal.”

In this regard, the Opposition Leader urged supporters to conduct themselves in a respectful manner and advised that if they must be critical of the Government, to do so responsibly.

Region 2 Police assure of top security during Christmas season

eputy Commander of G Division (Essequibo Coast/ Islands) Mahendra Siwnarine assured residents, the business community and neighbouring Islands in Region Two (Pomeroon-Supenaam) that security will be the top priority for the Guyana Police Force (GPF) during the upcoming Christmas period. Siwnarine was at the time giving a presentation on behalf of Divisional Commander Khali Pareshram who was absent.

Addressing ranks, representatives from the Region Two Administration, Neighbourhood Democratic Councillors (NDC) and the business community during the unveiling of the Division's Christmas plans, Siwnarine assured that it is the Force’s intention to minimise the activities of criminal elements, thereby ensuring safer neighbourhoods.

gether to reduce traffic congestion, reduce accidents, create a crime-free environment and foster a high de-

Eroded areas in Region 10 to receive urgent attention

inden Mayor Carwyn Holland has assured that relief is in sight for some areas across the Region that are affected by soil erosion. Several of the affected communities, including Canvas City main and back roads, Katapulli Bridge and Canvas City Ice Water Road are expected to benefit from emergency works.

According to Holland who recently visited some of the communities, the intervention is much needed as residents have reached out and appealed for assistance.

"Emergency works are needed and the Ministries of Communities, Agriculture, Infrastructure - they all would have already sent engineers to assess these emergencies. Though those (areas) are the ones with urgency, there are a lot of other places right across the hills of Wismar where there is soil erosion. We have Victory Valley, where houses are under threat, Canvas City, Blueberry Hill, Block 22", the mayor outlined.

He noted however that councillors led by Wainwright Bethune, have been working assiduously to assess the situation; he pointed out that residents have also been very alert in pointing the issues out.

he main operating theatre at the Suddie Public Hospital in Region Two (PomeroonSupenaam) was closed by the Hospital’s administration due to major electrical problems.

Although fully equipped with modern machines, the facility has been branded ‘unsafe’ and ‘risky’, since there seems to be an electrical problem; medical practitioners have since refused to operate there.

Consequently, a smaller theatre, which is situated on the bottom flat of the facility, had to be put into operation to facilitate surgeries; the small theatre, in the past, was only used to con-

duct amputations and minor surgeries.

However, medical practitioners/surgeons are claiming that this area is also unsafe and unfit to perform major procedures.

During a visit by Regional Democratic Council (RDC) Councillors on Tuesday, nurses, surgeons and doctors bitterly complained about the theatre, pointing to the risks to life and limb.

ith assistance from the Ministry of Communities, Region 10 (Upper Demerara/ Berbice) Democratic Council (RDC) is slated to undertake construction of approximately 10 internal roads within Linden community. The roads, which are situated at both Wismar and Mackenzie were identified by councillors and Regional Chairman Renis Morian last week, prior to a meeting with representatives of the Ministry, last Friday.

The RDC has identified several roads in Amelia’s Ward, Kwakwani and Wisroc as critical areas, which will be prioritised. These include at Amelia’s Ward (Teachers’ hostel street and

Main street), Wisroc (Tank Street and adjoining street), Block 22 (Ice Water Road), Kwakwani (from the arch to Worrel’s Park), Wismar Housing Scheme (Primary school street), Blueberry Hill, One Mile Extension, and Christiansburg (cemetery road).

According to Morian, before the roads were identified, the Council had considered many factors including the amount of persons using the roads as well as the population of the community where it is located. He said the Ministry of Public Infrastructure has also expressed interest in undertaking a similar project in Linden.

Regional bodybuilders pumped up for inaugural ‘stage of champions’

he inaugural ‘Stage of champions’ is set for tonight at the Theater Guild, Parade Street, Georgetown and with more than 34 muscle men and women arriving from various destinations across the region and are ready to make history.

Up to press time on Friday night, a total of 33 athletes, including the Guyanese contenders and countries such as Suriname, Anguilla, Barbados and Trinidad and Tobagowere here and ready to go head to head across the various categories to mark t h e start of the latest bodybuilding feature on the Guyana Amateur Body Building Federation’s (GABBFF) calendar.

Upon the arrival of the athletes, the organizer along with the GABBFF hosted a media briefing at Olympic House, High Street where chairperson of the Event, Melissa ‘Vanilla’ Roberts said that the idea of the event was birthed three years ago at the Darcy Beckles Classic in Barbados and “it was an ideal where Guyana would be a premier destination in the last quarter of the year where we could have bodybuilding and fitness.”

ndia took firm control of the second Test as England's top order failed on the second evening in Visakhapatnam.

On a pitch showing low bounce and some turn, the tourists slumped to 103-5, still 352 behind.

Joe Root made 53 but Haseeb Hameed was the only other member of the top five to reach double figures.

England earlier did well to bowl India out for 455 Moeen Ali taking three wickets - but the home total already looks to be a winning one.

After having the better of the drawn first Test in Rajkot, this was a chastening experience for England and much more in keeping with what was expected at the beginning of the tour.

St Angela’s, St Agnes in preparation mode for riveting final

T

his Sunday, the fifth annual Courts Pee-Wee Schools Football Championships will come to a close and the curtains are set to be drawn on what is expected to be highly competitive final between defending champions St. Angela’s and St. Agnes at the Banks DIH Thirst Park Ground.

Guyana Times Sport visited both camps on Friday and both teams were visibly focused on making sure all their various tactical assaults for the match.

Under the guidance of Coach Oscar Payne, the champions held their practice sessions in the school’s compound where Payne sated that there is no pressure on the boys to perform.

“There is no pressure on the team, we are not going to lose, we are going there as champions to defend our title, we got to win to show who are the real champions,” Payne explained.

The coach further explained that he is very impressed with the players since the work he has been putting has given him the desired results due to the fact that they are constantly winning games.

Most notably, Payne revealed that one of the main formula for their success lies with the discipline the players showcase as they must put academics before football.

He said, “the players are very discipline since because I told them they cannot put football before school and the boys are focused on their academics because they know if they don’t do well with the books they cannot play football.”

Commenting on the opposition, Payne said his players are in no way afraid of the challenge and all the boys will be rearing to go Sunday.

The boys in green and kaki will look to their leading goal scorer Seon Cato, who has netted 10 goals to date and showed the ability to be a head ache for the defence of opposing teams.

Captain Antonio McArthur along with Antwonie Vincent are also some of the other talented players who can inspire their team to title repeat.

On the other hand, St. Agnes coach Troy Wright and his player are all confident they can dethrone their neighbours since they are hungry for success.

“The guys are eager to win, the schools always have grievances not with football but just being neighbours and this is a chance end the grievance by beating Angela’s,” Wright posited.

He added, “We have been playing well for the last seven weeks and the aim was to reach the last four and now we did, there is no turning back, we have to go and win.”

Having beaten Stella Maris [2014 winners], Marian Academy [2012 champs] and West Ruimveldt [2013 finalist] and now we are facing current champion, Wright feels the path only shows that they are destined to win the final.

The Church Street unit which is in their second year of the competition finished eight last year and their only loss this year occurred in the group stages when they loss 1-0 to Redeemer Primary.

Wright says that they made some mistakes in their semi-final against West Ruimveldt but they are rectified those issues and more so he said that he noticed some weak areas of the opposition which they are seeking to exploit to bring success.

Wright was extremely pleased with some of his standout performers such as Nikhail Carter, who before this tournament never played football and also the impressive duo of Anton McKoy and David Xavier.

The championship match will commence at 15:00 hrs and top players and schools will be rewarded various trophies and football cleats.

The payouts are for the seniors 1st-6th place paying $40,000, $30,000, $23,000, $16,000 and $10,000 respectively while juniors will have $16,000,$14,000 and $10,000 respectively for the 1st-3rd prize.

In the veterans category there will be the same payout as in the juniors class while Mountain bike payout from 1st-3rd are

$8,000, $6,000 and $4,000 respectively.

There will be 10 prime prizes at $2,000 each and trophies for BMX 6-9 years, BMX 9-12 years and BMX 12-14 years. These BMX riders and the younger riders will be using this race to gauge their competition before taking part in the National Schools cycling Championship on Monday, building their stamina and momentum.
