Ramjattan laments lack of resources to police borders A

s government continues to explore ways to remove illegal firearms from the streets and curb gun-smuggling, Minister of Public Security Khemraj Ramjattan has recognised the need for additional resources to police the country’s porous borders.

In a video released by the Ministry of the Presidency on Saturday titled “Border Control”, the Minister explained that Guyana Revenue Authority (GRA) along with the Guyana Police Force (GPF) and Customs Anti-Narcotics Unit (CANU) have strengthened their efforts along the coast of Guyana to curb smuggling activities.

However, he pointed out that there has been an increase of illegal guns coming in through the porous borders from neighbouring Brazil and Venezuela, a situation which local law enforcements are not fully equipped to arrest. “…as you would appreciate, that’s a massive border for which there aren’t plenty controls because of our limited set of resources.

So a number of these weapons are coming in – some coming in through the border with Venezuela, we understand, and they are then reaching other mid-Guyana townships like Bartica and so on; and then they are being transferred out from there into Georgetown. So it is especially important that we get more resources to ensure that that kind of trafficking in arms is halted but of course that’s difficult,” the Minister lamented.

On this note, Ramjattan disclosed that he has lobbied the United States during a recent visit with the State Department for assistance in strengthening Guyana’s border controls under the Caribbean Basin Security Initiative (CBSI).

He noted that the Americans recognised the challenges Guyana face and have indicated their willingness to support the country.

ers that this request was based on new patterns observed by local law enforcements.

“I did identify border controls because more and more the evidence is that from Brazil, we are having more small arms coming in.

So whilst we have sharpened up in relation to interdictions of guns coming in from North America through our GRA system and the airplanes, we have to also have our eyes in the Brazilian territory which is a very long porous border too,” he disclosed.

Minister Ramjattan had noted too that such surveillance will be expensive, since it would more or less come in the form of an airplane or satellite imagery.

“I don’t know but we told them we would like to have surveillance equipment, if it’s not going to be airplanes then drones that can go a good hundred miles and come back at some command centre probably in Lethem…

In these exercise of trying to stop drugs and firearms from entering in Guyana, if all of that is what we will require, they have made a commitment that yes there will be assistance in that regard.”

Moreover, the Private Sector Commission (PSC) called on government to adequately equip local law enforcement agencies and personnel to better police the country’s borders in order to arrest gun-smuggling from neighbouring countries.

According to Chairman

President David Granger

of the Commission, Eddie Boyer, this will help in curbing the violent gun-related crimes that have been occurring in Guyana. He expressed that citizens are concerned about the inability of the State to generally protect them from widespread gun-related crime threatening their wellbeing and safety.

On this note the PSC Chairman is calling on President David Granger, who is also Commander-inChief of the Armed Forces, to publicly order the men and women in uniform to bring some order and control as it relates to criminal gangs and individuals terrorising the Guyanese community.

“While we commend the Minister and the Commissioner of Police for the recent reduction in serious crime; our country, nevertheless, remains unprotected from guns flowing across our borders into the hands of violent criminals virtually without restraint.

(Meanwhile) our country remains with a Police Force which is inadequately staffed, insufficiently

trained and underequipped to meet the challenge.”

Boyer continued that Guyanese are traumatised by fear almost every day, of having a gun pointed at them with criminal intent. He noted too that businesses, banks and even the Tourism Industry are also under threat: “This is not the good life. It is time that our President intervene… We believe that each and every one of our ordinary citizens feel threatened, regardless of where they happen to be, whether in the street, their workplace or in their homes, are under threat each day from violent gun-related crime.”

Meanwhile, President Granger had also expressed concerns over illegal weapons entering Guyana from Brazil and signalled intentions to up border control to get these guns off the streets: “Our biggest problem is the fact that we have a border with Brazil which is the border’s largest producer and exporter of small arms.

Many illegal weapons are traced to Brazil.”

The Head of State also surmised that private licensed firearm holders are renting their weapons to criminals and posited that he would like to have firearms to be taken out of the hands of private citizens, noting that only law enforcement should be carrying weapons.

That statement did not go down well with the public as criticisms mounted against the president since many believe that having personalised weapons is an avenue of protection against criminals, who are now perceived to be emboldened.

Relevant tertiary education

T

he University of Guyana just graduated its class of 2016 and sent off 1628 young persons into their next stage of their life, which for most, would be to secure a job. With statistics over the last decade suggesting that unemployment among their age cohort approached 40 per cent, the expectations of the graduates would be to stand a better chance of securing employment. But does Guyana have job opportunities to absorb this annual influx of "trained" persons from a University that now has an enrolment of 8000?

With all indications that the gold industry is pushing economic growth right now, the answer would have to be negative, since very few of these graduates were trained to function in that industry. And this raises the question from the other side of the equation – how relevant is the "education" offered by UG to the needs of the country? Almost two decades ago, on the cusp of the new millennium, UNESCO declared that the purpose of higher education was to "educate highly qualified graduates and responsible citizens able to meet the needs of all sectors of human activity, by offering relevant qualifications, including professional training, which combine high-level knowledge and skills, using courses and content continually tailored to the present and future needs of society."

The news reports did not offer a breakdown of the number of graduates per faculty, but if we go by the historical data, more than 70 per cent of the graduates would be females and more than 80 per cent of them would graduate with degrees from the social sciences, arts and humanities. With the glass ceiling for women in general and the dearth of jobs for those graduates, we should appreciate the other relevant statistic that is usually cited when we discuss "higher education" – almost 80 per cent of our university graduates migrate.

The need to make the "education" offered by UG more relevant to the country's needs is obvious, but concrete steps have been stymied by the unwillingness of successive administrations to integrate higher education with concrete projects for producing goods for the global marketplace, within a Strategic Development Plan that is driven by the Government. Take for example, the Low Carbon Development Strategy unrolled by the PPP Government.

There was much talk about "adding value" to the logs from our forest.

But after witnessing the reluctance of the local and foreign companies to make this a reality, if the Government had coordinated a programme at UG to train personnel in all phases of the necessary operations while launching an industrial estate for furniture and other wood products, we could have killed two birds with one stone. This was the approach taken by the Far Eastern Tigers that were able to leapfrog the older long development timeframe of the industrial north.

But there was another opportunity to fuse higher education with Guyana's developmental needs. The previous Government had made a strategic decision to simultaneously expand sugar production in the country and reduce its production price to be competitive in the residual world market. This was a very rational decision since economies of scale with the Skeldon modernisation and a focus on production in Berbice would feed into each other.

However, the management needs of a sugar industry in the 21st Century that had to be much less labour intensive than in the past should have been tasked to UG to fulfil. Both the new factory and new field operations needed highly trained personnel and this is an aspect of the challenge to the sugar industry that is still not appreciated.

Today, Guyana is on the verge of launching an "oil industry", which cannot be confined to mere extraction and shipping from our offshore fields. The natural gas, for instance, can become the source for producing fertilisers that would feed our agricultural potential. Why has UG not been drafted into this project, rather than investing $4 million to raise $2 million in "fund raising"?

Higher education must go hand in hand with an industrialisation policy.

So many university graduates, too few jobs Dear Editor, I read in most of the daily newspapers that the University of Guyana has once again produced over a thousand graduates for 2016 – 1628 to be exact.

While this is indeed commendable, I was struck by one thought while reading; how many of these holders of degrees, diplomas and certificates will find meaningful employment where they will be able to utilise their new found academic prowess? I am sure many others are thinking the same thing.

Many will find themselves forced into “temporary” occupations in bars, stores and offices that can turn uncomfortably permanent, and this is a reality that we cannot hide from.

These individuals must have asked themselves why they bothered writing dissertations and studying for years, just so they can run

up a large “debt” – in reality many have not cleared their student loans and many have borrowed to do just that so that they may be able to graduate. I know of at least one dozen such young people in this very position who graduated less than two years ago and who are still struggling to find meaningful employment.

Some may argue, “at least it pays the bills right?” This reality does not bode well for current University students.

Guyana simple does not generate sufficient hitech, high-income jobs.

Traditional graduate occupations in the public sector – teaching is the outstanding example – are hardly booming, given unattractive salaries. In the private sector, the usual professional routes are often also difficult to crack – as it is a matter of who you know. From veterinary practice, to jour-

nalism, the supply of willing graduates often exceeds the ability of the professions to absorb them. Exceptions, such as some fields of engineering or IT, merely prove the point that demand and supply are badly out of equilibrium.

That said, some newwave jobs, such as the archetypal entrepreneur in a digital start-up, are there for the taking by the motivated graduate. This is not as fanciful as it sounds: Bill Gates (Microsoft), Mark Zuckerberg (Facebook), Michael Dell (Dell Computers), Steve Jobs (Apple), Evan Williams and Jack Dorsey (Twitter) didn’t even finish their degree courses. Few of them must worry about “what might have been” if they’d got that degree. So the fact that graduates are not always going into the sort of jobs their parents went into – often with big corporate

“lifetime” employers – may not be quite as distressing as it first appears.

As for entrepreneurship, I can also list about a dozen names of graduates who were looking for the next ‘big thing’ and who ended up investing in businesses only to have it fail in the first few months. Not for lack of trying, but owing to a struggling economy, where disposable income has dwindled.

The reality is that students who probably won’t get that much out of university will be deterred from applying. And those that have achieved their certification will migrate.

In Guyana we have a lot of BA’s and BSc’s with honours working as shelf-stackers and sales assistants; that cannot be right.

Garbage disposal still a big problem Dear Editor, The way I see it, all responsible agencies, including the EPA, have failed to protect our country’s environment from littering and irresponsible dumping of garbage. People still dump garbage wherever they want and nothing is being done to stop this vice.

When you travel along several community roads in Providence, sometimes you can actually witness people tossing garbage from cars with nobody stopping or reprimanding them. I guess they are of the view that ‘what eye na see, heart na bun’—if no one sees them,

then there is no harm.

There is no clear law to check this primitive behaviour, but we have existing agencies which should be policing areas for such behaviours. When you visit areas on the East Bank, you will notice that there are heaps of garbage that remain uncollected for several days. Some of this garbage is dumped in bags, while some are just dumped on the roadsides. There is even an entire burnt out car sitting on the side of the road.

As a matter of fact, there is what can be described as a ‘mini Haags Bosch’ developing. Some residents have

reported that they have witnessed dump trucks offloading on the sides of the road after dark, when the dump site is closed.

Why on earth would you want to close off the operations of the dump site? Do we stop producing garbage after hours? A once scenic area has become nothing more than another dumping ground which, when it starts to rot, stinks up the area.

I can vaguely remember the anti-litter laws which were touted some time back. Whatever happened there? Does the law only apply to those found litter-

ing in central areas? Or is it a case of out of sight, out of mind? Perhaps they can institute a ‘shame them campaign’ where the citizens themselves can become the watchdogs.

There has also been an active campaign to keep our country clean, which is not the case in Providence. It is time all agencies, EPA and Local Government agencies do something to protect our country and all of its citizens from irresponsible garbage disposal and littering.

PAHO echoes call for comprehensive cancer Fighting domestic prevention programme violence together T he Pan American Health Organisation (PAHO) believes that a comprehensive prevention programme is necessary in the fight against cancer, the third leading cause of death in Guyana.

According to a report released by the organisation, Guyana has no comprehensive cancer prevention, treatment and control programme, despite the disease being the third leading cause of death.

Fifty per cent of countries in the Americas, like Guyana, do not have any cancer programmes.

P A H O / W H O Representative Dr William Adu-Krow had indicated that 40 per cent of all cancers globally can be prevented, while 30 per cent can be cured altogether.

He had stressed the need for more preventive measures and screening.

The report indicated that in December 2015, PAHO supported the Ministry of Public Health to conduct a situation analysis of cancer prevention, treatment and control as a precondition to the development of a National Cancer Plan.

The second step is for the statistics collected from the consultancy to be used, and for key stakeholders to develop the plan and proceed with establishment of the comprehensive programme.

It noted that incidences of cancer have increased from 1995, where 37 cases were reported. In 1996 and

1997, reported neoplasms cases were 64 and 125, respectively.

There has been no other records of cancer data found apart from the comprehensive database of the Guyana Cancer Registry, which was established in May 2000, and which contained data from 20002013.

These figures were collected from all public and private institutions. From 2000-2012, 8153 cancers were recorded in the registry database; 6518 were recorded for a growing incidence of 867.7— which translates into an average annual incidence of 86.7 per 100,000 population.

PAHO indicated further that there were progressive annual increases in the numbers of cancers which peaked in 2007 and began fluctuating afterwards. The report denoted that females were affected 1.54 times more than males, with 3956 and 2561 cancers, respectively.

It added that approximately a fifth of all cancers were found in persons aged 75 years and older, with the second most affected age group 15-39 years with 597 (11%) of cancers. Only

2% of all recorded cancers were found in the paediatric age group (age less than 15).

It stated further that there has been no data found which demonstrated that Guyana has ever had a comprehensive cancer prevention, treatment and control programme inclusive of systematic and comprehensive screening.

In the 1990s some amount of screening of women attending gynaecological clinics with Pap smear was conducted, however, it was limited in scope and lacked promo-

tion, the report added.

In 2009, Visual Inspection with Acetic Acid (VIA) screening of women attending antenatal clinics commenced.

In addition to screening through staining of the cervix and surrounding vaginal vault with acetic acid, suspicious lesions were also treated with cryotherapy, while patients with gross lesions were referred for further evaluation and treatment.

In all, some 19 VIA clinics were established and data on all persons accessing this service were compiled. Data from 20132015 have revealed that 7572 women were screened at the Georgetown Public Hospital clinic, with 7544 having data entered.

The vast majority of those screened were of Afro-Guyanese descent, followed by IndoGuyanese.

Dear Editor, The tragedy of domestic violence in our community is often examined in the media. It seems all the more heartbreaking when it occurs at our very doorsteps, leaving the community asking how such a thing can happen.

Though it may be a relief to name a person or agency as responsible, to do so vastly oversimplifies the complex reasons why persons continue to suffer abuse.

Even as the society grapples with the reality and the responsible agencies struggle to meet increasing needs with ever dwindling resources, persons, especially women, continue to be at risk. They will still suffer unimaginable abuse and will have changed, and all will seem well until the next tragedy occurs. The cycle will repeat itself until the community comes forward to meet the challenge.

We can all help by becoming educated about the true reasons behind abuse and in turn, educating others in the community. It is time for the communities to become part of the solutions.

I am sure that we have many allies in the fight to stop abuse, agencies that provide mentoring, counselling and adequate housing, outreach to young families, food and job skills training.

There are neighbours and family members who can also step in to provide assistance or simply lend an ear to listen. Still, we need more people to step forward and make a commitment, small or large, to ensure that those most vulnerable among us are safe from harm. We cannot wait for the next tragedy before we take action.

– even when we love our children, we don’t always love them to the same extent

I

n The Sibling Effect: What the Bonds Among Brothers and Sisters Reveal About Us, American science writer Jeffrey Kluger maintains that the majority of the parents in the world have a favourite child, and that this is hard-wired into the human brain.

Science now provides evidence for this claim. In a Californian study, Catherine Conger, a professor of human and community development at the University of California at Davis visited a group of 384 sibling pairs and their parents three times a year and video recorded them as they worked through conflicts. The researchers found that 65 per cent of mothers and 70 per cent of fathers exhibited a preference for one child.

The Internet is spawned with personal stories of adults knowing they were their parents least favourite.

On the blog “The Frisky”, Daisy Barringer reports that as a child she was the one her mother liked least of her and her two older brothers.

When I was little, I was convinced my mother hated me. Between my two older brothers and me, I was positive I was the one she liked least. [...] My mother wanted a perfect daughter, one who would hold her hand, wear frilly dresses and worship her. Instead: she got me.

Juxtapose that with my oldest brother, nine years my elder, who was forced into adulthood at a very young age when our father left.

Todd was on the shy side, quiet, but smart. An athlete.

Well-mannered and well-behaved. As far as I know, the worst thing he did in high school was skateboard in illegal places. (I was taking acid before freshman year even

Being the least favoured child can lead to serious psychological disorders.

Developmental psychologist Clare Stocker studied parental favouritism in 136 families and then followed up after two and four years. Her observations showed that the least favoured children were more likely to develop anxi-

ety, depression and low selfesteem, which is not hard to comprehend if a child has to watch himself get locked in the emotional broom closet while his siblings receive all the compliments, adoration and love that he can only wish for. He senses that he is a disappointment, is consistently thought to act on the basis of malicious motives, has the wrong gender, doesn’t fit his parents’ dreams of a perfect, cooperative child.

One can only speculate how, in the case of single children, parents might have liked their counterparts –the children they might have had in place of the ones they actually had – to a greater or lesser extent.

If you were blessed with a baby who slept through the night after two weeks with-

out any Ferberizing, how much would you have liked a colicky infant who would have pierced your eardrums with his screams, preventing you from sleeping more than a few hours a night for months? If, on the other hand, you are the parent of a colicky baby, might you have hated parenting a little less, had you had an easy snooz-

er?

Few confront their parents about the fact that they didn’t receive as much parental love as they would have gotten had they been a different person. And for good reasons. This sort of confrontation inevitably leads to denial, as it did when Barringer confronted her mother about not being her mom’s favourite: “Clearly, Todd is your favourite child,” I said. Not in an accusatory way, but as a simple fact that was obvious to all.

“I don’t have a favourite child,” she insisted.

“But you do,” I pushed back.

“I love all of my children equally,” she said.

“I know you do,” I replied.

“But that doesn’t change the fact that Todd is your favou-

rite.”

She thought about it for a while. “Well, Todd and I have more intellectual conversations. He opens up to more.”

“Right,” I said.

“But that doesn’t mean he’s my favourite.”

“Mom,” I insisted. “I honestly don’t care that he is.

You’ve known him nine years longer than you’ve known me. It would only make sense that you like him better.”

And then a nurse came in and the conversation was over.

Barringer is in all likelihood right, and her mom was in denial. As I argued in my book On Romantic Love, love is a degree notion. You can love someone a little, or a lot. You can love one person more than another. You can love a person a lot one day, and not so much the next.

While my point in that book was about romantic love, there is no reason to think parental love is altogether different in this respect. The thought “I love my children equally and love them the same no matter what they do,” is, therefore, bound to be false. So is “I love my child more than any parent could possibility love a child.”

Empirical studies confirm it but reflections on the very concept of love reveal it, too. We love different individuals to a different degree and the same individuals differently at different times.

Favouritism is bound to happen. So is varying degrees of parental love. The trick is not to let that shine through in your actions, because no one wants to feel like the least favourite child. But setting up a filter through which to purify your actions is easier said than done. (psychologytoday.com)

Students can learn a lot from current events

ews items about human behaviour make wonderful teaching devices. I find articles most useful when they are short, of local interest, and capture the imagination. I recently ran across this story, which is not especially current but still pretty interesting: Ramos, a Black Labrador and Rottweiler mix, defeated two humans to win the election as mayor of Sunol way back in 1981…. Mayor Ramos served 13 years in office, until he died. He was interviewed on television, appeared on game shows and news reports that became controversial headlines in Communist China.

The Beijing newspaper, The People’s Daily, held up Mayor Ramos as an example of why free elections don’t work. That prompted a story about Mayor Bosco on the NBC Nightly News with Tom Brokaw.

Now the country’s first non-human mayor will be immortalised in bronze. The statue dedication will be held in Sunol on Friday at the Sunol Post Office.

As my students and I discuss an article like this in class, we could get the ball rolling with a seemingly simple question like, “Why would a dog get elected in this town? What makes people vote for a dog?” However, I would encourage students to go beyond simple explanations and their personal feelings (e.g., “I would vote for a dog if it was cuddly!” Or, “It’s clear that the dog would be a good watchdog!”). I would help students appreciate the complexity of human behaviour by applying several psychological perspectives.

For example: Some cognitive theories conceptualise humans as rational beings who will weigh out pros and cons of the individual candidates and simply vote for the candidate with the highest proportion of pros over cons. According to this approach, as long as people agreed on the criteria to be evaluated, any rational human would make the same decision. Of course, getting agreement on criteria can be

difficult! These types of theories were popular, especially among economists, until researchers like Daniel Kahneman came along and found that humans are prone to biases in their decision making, especially under conditions of uncertainty.

Other explanations of people’s voting choices in this case might include “individual difference” variables (traits), such as the tendency for some people to be oppositional. Some voters might have voted for Ramos because they knew (and had feelings about) people who were voting against him.

They may have been making a political commentary-they may not have respected the Sunol election system (for whatever reasons).

Emotions play a part in human decisions, and some Ramos voters may have voted to demonstrate their hatred, fear, contempt, and other feelings. Of course, positive emotions might be a factor as well: Some voters –even those with respect for the system –might have wanted to elect a dog for the pure pleasure and entertainment that such an occurrence would generate. Indeed, one story about Mayor Ramos said this: Between official functions, the mayor had “free run of the town”, and apparently had a plan to increase his constituency. “He’s the father of a lot of little puppies around Sunol,” one local told us.

Granger to engage Trump as Caricom chair P resident David Granger will be the first Head of State to initiate dialogue with President-elect of the United States, Donald Trump as part of a multination bloc.

The President made the disclosure this past week when he met with journalists for his weekly televised programme, “The Public Interest”.

Speaking on the Donald Trump Presidency and its effect on the Caribbean Community (Caricom)—of which he will assume the chairmanship shortly— the President at the time said it, “means a lot and it means a little.”

Explaining his position, Granger noted that over the past two decades, Caricom has been engaging US Presidents, among them George Bush, Bill Clinton and more recently, Barack Obama.

Granger said he is confident that Caricom will in similar fashion be engaging the Donald Trump administration.

The President has since disclosed that when he assumes Chair of Caricom early in the coming year, he will be looking to initiate talks with the Donald Trump administration on behalf of the region.

even though the US Government will effectively be a new administration; there remains continuity through the numerous partnerships in the region, such as the Caribbean Basin Security Initiative.

Granger said that he is confident there will be no significant shifts in the US’ policy towards the Caribbean and has in fact encouraged the incoming President-elect to continue with those initiatives implemented by his predecessors Clinton and Obama.

the occasion to downplay the possible mass re-migration of Caribbean and Guyanese nationals as a result of the rhetoric associated with the US Presidentelect.

In fact, the President said he has in recent times been looking to woo members of the diaspora to return to Guyana: “I wish some of them would return and help to develop the country.”

He pointed to the fact that many Guyanese living in the USA would have over time, accumulated some level of capital, im-

proved qualifications and experience, all of which would benefit not only Guyana, but the region as a whole.

Granger said he is optimistic that over time, as Trump continues to receive advice and prepares for his presidency, some of his hard-line views would be modified.

The President said he was not in any way worried that a Donald Trump Presidency will be harmful to Guyana and Caricom: “No I am not afraid that any action he will take will be harmful to Guyana,

he is a businessman, he is a tycoon, a magnate,” the President observed, saying, “if he can help to stimulate business in Caribbean and Guyana I am for it.”

Granger said he would in fact like to see more US and North American Investors coming to Guyana to assist with its green energy programme, mining and manufacturing, among other sectors: “If that is the type of businessman he is, I would welcome investment from the United States.”

Govt teams up with petroleum group to prepare for oil

he Natural Resources Ministry is collaborating with the New Petroleum Producers Group to host a seminar on “Governance of the Petroleum Sector: Preparing for First Oil.” The group is organised by Chatham House the Royal Institute of International Affairs, with support of the Commonwealth Secretariat, and Natural R e s o u r c e s Governance Institute (NRGI).

The seminar is being held from November 17 to 18, 2016, and aims to enhance the capaci-

ty of Guyana as an emerging oil and gas producer to es-

tablish contextappropriate rules and institutions for good governance in its

petroleum sector. This is a key component of Guyana’s efforts as it prepares for the impending oil production.

The first day of t h e seminar is being geared to assist Government Ministries and Agencies with responsibility for various aspects of the petroleum sector, regulatory and development regime. Discussions will cover: Introduction to Oil and Gas, Good Governance; Petroleum

Fiscal Systems design, and the establishment of a National Oil Company.

The second day is designed specifically for Certified Accountants and Attorneys to provide insight on key elements of the oil and gas sector in relation to their areas of practice. Legal Frameworks, Contract

Negotiation, Financial Risk Management, and Internal Controls for the oil and gas sector are among the topics for discussion.

Sessions will be facilitated by a team of international experts and local participation will be enhanced by contributions from new and experienced petroleum pro-

ducers and advisors from Ghana, Uganda, Suriname, Trinidad, Liberia, the United Kingdom and the United States of America.

The Natural Resources Ministry has since extended an invitation to Certified Accountants and Attorneys to attend the seminar that begins next Friday.

Man who stole to get brother’s attention sentenced A Crying wolf… man was on Friday brought before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts charged with breaking and entering a storage bond belonging to his brother and making off with a number of items.

Joseph Smith, 28, of East Bank Demerara (EBD) pleaded guilty to the charge when it was read to him.

It is alleged that between October 8 and 9, 2016, at Mocha, EBD, he broke and entered the storage bond of Andrew Dowling, making off with one generator, one pressure washer and one television, a total value of $180,000.

The Prosecution told the court that on the day of the incident, Dowling secured his premises at around 18:30h, however, the fol-

lowing day he returned to the Lot 50 Nelson Street, Mocha, storeroom and noticed that the lock was broken and the above mentioned items missing.

A report was made to the Providence Police Station and an investigation was carried out. The defendant was found to be in possession of the articles. He was arrested and charged with the offence.

The defendant told Magistrate McLennan that he stole the articles to get his brother’s attention and added that he needed a job but his brother refused to give one to him. He apologised for his actions, stating that he would never “do this again”.

The defendant will face eight weeks community service or a default of six months imprisonment.

Man charged for stealing wife’s property

man who allegedly stole some of his wife’s property after their relationship ended, was made to answer to Chief Magistrate Ann McLennan when he appeared at the Georgetown Magistrates’ Courts.

Sherwin Johnson, 34,

of Lot 1 Wales Street, Bagotstown, East Bank Demerara, pleaded not guilty to the charge when it was read to him.

It is alleged that on October 1, 2016, at Bagotstown, he stole from Candacy Lanford one lap-

top and one Samsung Galaxy cell phone to a total value of $245,000.

According to the Prosecution’s facts, the defendant and Lanford who share three children together, are no longer in a relationship but when he left the

home he took the above mentioned items with him.

After he was summoned by a Police Officer, he returned with the items.

He was granted $30,000 bail and is scheduled to return to court on November 18, 2016.

Essequibo trio nabbed after alleged break and enter at Henrietta

olice in G Division (Essequibo Coast/ Essequibo Islands) acting promptly on information about a break and enter at a Henrietta residence, apprehended three men who were allegedly involved in the act.

The trio: Akim Spellen, 21, Deon Dwarka, 23, and Mark McKenzie, 33, aka Bora, all of Henrietta Housing Scheme are in Police custody.

The Police nabbed the suspects and recovered the stolen items when the men admitted to committing the act.

into the home of Norma Hercules between November 9 and 10 at around 06:00h.

One flat-screen television valued $200,000 and one camera monitor valued $20,000 were stolen.

According to information, on November 10, pensioner Ivy John, 69, who usually takes care of the house and who would visit regularly to clean, discovered the house was broken and the items missing.

The Police were summoned and the suspects later apprehended. Investigations are ongoing.

earing about the "security threat" from Prezzie and Security Minister Ramjattan that "forced" them to call the army out of its barracks to join the Police Force - and enter "certain communities", citizens can be excused for being in a heightened state of alarm. After all they're already jumpy after witnessing - and experiencing - the onslaught of violent armed robberies in almost every community.

If the government's gonna follow Homeland Security threat alerts, they'd better start issuing "coloured" warnings of the threat level… so that citizens can know what should be their appropriate "worry level". The US levels were: Severe (red) severe risk; High (orange) - high risk; Elevated (yellow) - significant risk; Guarded (blue) - general risk; Low (green) - low risk.

So after the first day, what risk was detected?

What we do know is that the Camp Street and New Amsterdam jails were raided. Was the threat that the "intelligence" presumably uncovered was that there might be another prison riot? Were any matches found? Well for the general populace, that would seem to be a "green" for ordinary folks, but "red" for the prison guards.

It didn't seem, however, that any guns were found which could've signalled that maybe a prison breakout was not in the offing. That would've been a threat "red" for both citizens and prison guards. But if the threat was coming only from the prisons… was there need for the government to alarm the entire country?

And that brings us back to the American experience with all these warnings about "national security". To be blunt, the threats were abused by the politicians to violate the civil rights of citizens. And to show they were "doing something" in the "war against terrorism" that was draining the treasury and social programmes - while fattening the military-industrial complex. They never revealed the reasons for their warnings - citing the circular reasoning that they couldn't expand on the national security threat because of national security!

All the citizens knew was that they were harassed and subjected to all sorts of restrictions and searches and seizures. For the security forces, the threat colours became useless. How could they, for instance, maintain a "significant risk" readiness level for a "yellow" threat for two and a half years, as was the case in the States? Will we in Guyana ever be told what this present "security threat" was? You bet we won't. National security, you know!!

It shouldn't surprise anyone that the colour coded risk levels were abandoned by 2011. Here in Guyana, President Granger didn't take too kindly to the GDF being deployed in Buxton during what he called "the troubles".

So are we assured there'll be no new "troubles"??

...on jobs for Americans

Donald Trump, the next President of the USA, boasted that he didn't pay any taxes for years and years. And none of his supporters batted an eyelid, much less thought THAT it’ll disqualified him from running a country that depends on taxes for paying the government's bills. And they didn't, because not paying taxes is the DUTY of every businessman and business. In law school and accountancy programmes they teach their graduates specifically how to parse the 74,608 pages of the US tax code so their employers don't pay taxes.

You'd be surprised how little taxes the biggest US corporations pay. 20 per cent of them - including General Electric that made $5.8 billion in profits in 2014 - paid NO taxes! The Donald? He uses the depreciation allowance on his buildings to shield all his profits… and it's all legal. Why should he be embarrassed?

But what's so different here? Why is it our President - who's paid from the taxes of the working poor he represents - pay NO taxes on his salary of $1.8 million?

Legalised in Guyana for the past 20 years, abortion is still a taboo subject, causing many women to choose “bottom house style” abortions and some private medical practitioners not reporting cases when they are performed.

Persaud stated that the cases might be double the recorded amount. There is evidence that the number of abortions is lessening with more planned pregnancies being implemented but while the figures suggest one thing, the situation might be contrary and might be well over 1000 since there are many unreported cases.

He stated that the ministry has been encouraging private practitioners to report cases of abortion, but so far there has been little to none.

In Guyana, abortion is legal until the pregnancy is into its 28 week, when the foetus is legally believed to be a human life and thus can survive on its own. However, Persaud highlighted that while abortions are free at public hospitals and other public facilities, there is a procedure to abide by.

He stated that the pregnant mother would be tested to see if her pregnancy is eligible for termination and once approval is given, she will be given a date to return and forty hours to discuss the termination with her partner.

Prior to the termination, the pregnant woman would be counselled and also after the abortion, he said, adding that she will be given a chance to protect herself from future pregnancies by using a contraceptive of her choice.

Although abortion has been legal for 20 years, the majority of terminations are not done at public hospitals, save for cases where the patient faces a life threatening medical emergency or is raped.

Persaud indicated that carrying out an abortion is a risk in every stage, not only in the latter trimesters of pregnancy.

Kamarang farmer killed, Diamond trio nabbed with illegal gun, ammo body dumped in river

– suspect confesses

olice in F Division (Interior Locations) are expected to seek advice from the Director of Public Prosecutions (DPP) today after one of three suspects confessed to killing a Kamarang, Region Seven (Cuyuni-Mazaruni), farmer and dumping his body into a river.

The partially decomposed body of Dexter Edwards, 27, of Pariuma River, Kamarang, was discovered on November 5 in the Ochi Top River in Kamarang by a group of campers. According to Police reports, a post-mortem revealed that the farmer died from multiple injuries.

This caused Police in the Division to ramp-up their investigations, which led to the arrest of three suspects, all Guyanese.

The men were taken into custody and questioned, during which one of them admitted to killing Edwards.

Guyana Times understands that the prime suspect told detectives during his confession Saturday night that he and the deceased, along with the two other suspects, had gone to neighbouring Venezuela.

He recounted that during that time, they were consuming alcohol when he and the deceased got into a heated argument.

The suspect related that during the altercation, he hit Edwards in the head causing him to collapse.

This, the man said, caused him to panic so he picked up Edwards and dumped him into the river.

Commander of F Division, Ravindranauth Budhram, told this newspaper on Sunday that even though one of the suspects has admitted to the killing, the other two remain in custody pending advice to be sought today.

olice in A Division have arrested a fisher and two young women after an unlicensed firearm and matching ammunition were discovered in a house they were occupying.

According to reports, at about 00:30h on Sunday, ranks from the Grove/ Diamond Police Station received information and went to a house at 17th Avenue, Diamond Housing Scheme, East Bank Demerara, where they conducted a search on the premises.

During the exercise, the Police unearthed an unlicensed .32 pistol, along with two matching rounds.

A fisher, 23, and two females in the house at the time have since been arrested and taken into custody. It was reported that the male suspect was found hiding in the ceiling of his one-flat home when the Police arrived.

Of recent, the Police have been cracking down on illegal weapons on the streets, as government works to strengthen the country’s porous borders through which illegal guns are smuggled into Guyana from

In fact, over the last few days the Police have recovered illegal weapons from various locations in the hinterland.

Only Wednesday last, a miner found a firearm and four live rounds in Konawaruk, Mahdia, and handed over same to Police.

Reports revealed that the miner was prospecting when he came across a bag containing a .22 semi-automatic pistol, a magazine and four live matching rounds. This gun was also sent for ballistics testing to ascertain if it was used in any illegal act.

Also on that same day, a female Central Rupununi Ranch Manager was arrested with an unlicensed .38 Special Rifle at Manari, Lethem.

Police ranks acting on information went to the 36-yearold female’s ranch and conducted a search where the discovery was made. She was since charged and remanded to prison.

wo persons were rushed to the Georgetown Public Hospital late Saturday afternoon following a three-vehicle collision at Homestretch Avenue and Vlissingen Road, Georgetown.

The accident occurred around 16:00h.

According to eyewitnesses, a speeding Route 41 minibus, which bore registration number BVV 3571, was proceeding west along Homestretch Avenue when one of its front tyres suddenly had a “blow out”.

This resulted in the driver losing control of the minibus and colliding with a Route 48 minibus, BTT 9774, as well as a Toyota Sprinter motor car, PGG 4328.

Two passengers in the Route 41 minibus suffered minor injuries.

ness that blood was seen on at least one of the two persons.

This newspaper understands that the driver of the Route 41 minibus, who is reportedly called “Terry”, was also involved in another minor collision earlier on Saturday with a pick-up.

Minutes after the injured persons were transported to the hospital by a passing Route 45 minibus, Police ranks arrived on the scene and began conducting their investigations.

Amid an increasing and noisy crowd, ranks also had to intervene as two of the drivers were arguing over who or what was responsible for the three-vehicle collision.

Over the years, several accidents, many fatal, have been recorded along Homestretch Avenue and speeding is the main contributory factor.

However, Guyana Times was reliably informed that the car was registered to a Clarence Beaton of Vigilance, East Coast Demerara. This newspaper could not, however, confirm whether the man who died was the owner.

Meanwhile, the second car involved in the accident, a white Toyota Premio, bearing registration number PRR 8983, had only one occupant – the driver, Jermaine Gray of Patentia,

When Guyana Times arrived at the scene, the silver car was toppled on the roadway and the lifeless body of the driver was lying nearby.

He was pulled from the wreckage by public-spirited persons. The white car, on the other hand, was stuck head-on in a nearby drain.

This newspaper was told that the occupants of the silver vehicle had just left a birthday celebration in Parfaite Harmonie and were heading home to the East Coast of Demerara.

This newspaper was told that the two other occupants of that vehicle, along with Gray, the driver of the white car, were taken to the West Demerara Regional Hospital for treatment.

Gray reportedly took a transfer to a private city hospital, while the two other persons were treated and sent away. At the hospital, a relative of Gray related that he was heading to her house in Parfaite Harmonie, when the accident happened.

“I was waiting on him at home when somebody called and tell me that there was an accident and I asked what the licence number was and when she tell me, I knew it was him,” the woman told this newspaper.

The body of the unidentified man is at the WDRH Mortuary awaiting identification.

Chinese chef shot, robbed outside Campbellville home

A

28-year-old Chinese national is currently hospitalised with a single gunshot wound to his leg after he was robbed and shot by gunmen outside his home.

The injured man has been identified as Coa Ben Fei, a chef of Bonasika Street, Section K Campbellville, Greater Georgetown.

According to Police reports, the incident occurred around 00:05h on Sunday.

It was reported that the victim had just pulled up in front of his house, exited his motor car and opened the gate, when he was confronted by three men. One of the men was armed with a handgun and held him at gunpoint. The men then proceeded to relieve him of his cell phone, a chain and $80,000 cash.

After robbing the Chinese national of his belongings, the armed suspect shot him in the upper right thigh after which the ban-

dits escaped in a dark-coloured motor car.

The injured man was picked up and rushed to the Woodlands Hospital, where he underwent surgery. He is still hospitalised, but his condition has been listed as stable.

Meanwhile, investigators have retrieved a 9mm spent shell at the scene. No arrests have been made as yet, but investigations are ongoing.

Over the past weeks, several businesses owned

by Chinese nationals were robbed. Only Thursday last, armed bandits beat and robbed Chinese nationals who were operating a supermarket.

Based on reports, four men on two Honda CG motorcycles pulled up in front of Prance Chinese Supermarket at Crown Dam, Industry, East Coast Demerara, two of them stayed outside to keep guard while the others rushed into

the business place.

They held the cashier and the owner at gunpoint, and demanded money. At the time of the robbery, around 14:30h, there were no customers in the supermarket. One of the bandits then gun-butted the cashier and continued to make demands. Another worker who was close by was also struck to the head.

Out of fear, the cashier opened the register and handed over the money and a quantity of phone cards.

Not satisfied, the bandit went around the cashier’s counter and pulled out a bag containing an undisclosed sum of money. He reportedly placed the bag on the counter and the second gunman collected it, as he waved his gun at the cashier, threatening her.

The perpetrators then left the supermarket, jumped onto the waiting motorcycles and fled the scene.

No arrest has been made.

Can you imagine how frightened the shepherds who were tending their sheep? The Christian calendar this season is known as the advent, it is the season where we celebrate the birth of Jesus and our Saviour”, the First Lady said. She further noted that children especially look forward to the grand celebration and expressed her elation to be a part of the festive celebration: “So let’s turn on the lights and begin our celebration of this season of joy, peace and goodwill towards all! I am so happy to be among the first to wish you all a Merry Christmas.”

World Diabetes Day 2016

“Eyes on Diabetes” – Ministry of Public Health

s World Diabetes Day 2016 is observed today under the theme “Eyes on Diabetes”, Minister within the Public Health Ministry, Dr Karen Cummings announced that a week of activities was scheduled, with special focus on eye care for patients with diabetes.

The junior Minister stated that the Public Health Ministry was working closely with the Georgetown Public Hospital Corporation (GPHC) to observe World Diabetes Day and to bring awareness about the disease.

The year’s activities and materials will focus on promoting the importance of screening to ensure early diagnosis of Type 2 Diabetes and treatment to reduce the risk of serious complications. The annual event is coordinated by the International Diabetes Federation.

The Public Health Ministry and the GPHC have been collaborating with the World Diabetes Foundation, University of Toronto and Orbis International in the establishment of the Guyana Retinopathy Diabetic Programme.

The Guyana Diabetic Retinopathy Programme will introduce for the first time in Guyana easy access for all diabetics to have their eyes screened for diabetic eye complications. Usually, diabetics begin to have changes in their eyes and are not aware of these changes. The only method of detecting these changes in the past was an annual eye examination by an ophthalmologist.

The GPHC will now be introducing a modern method of detecting eye complications.

That is to have digital retinal photos taken of the inside of the eye. These photos will then be read by highly trained eyecare professionals who will then grade the stage of retinopathy.

This programme is also being developed to offer laser treatment to patients.

Over the past two years, this project has been developed and put into place at the GPHC’s Eye Clinic and is being led by the Head of the Ophthalmology Department, Dr Shailendra Sugrim.

The main donor is the World Diabetes Foundation, which helped to procure expensive retinal cameras, ophthalmological examination instruments and also for the first time in the public system, a retinal laser to treat patients who have severe diabetic eye complications.

he West Berbice Chamber of Industry and Commerce (WBCIC) last Sunday made a monetary donation towards Roopchand Hemraj, 30, and his wife, Devi Hemraj, 23, of Lot 75 Les Beholden North, Black Bush Polder, who lost their home and belongings in a recent fire.

The couple has three children together ages nine, 19 months and three months.

Through the initiative, the WBCIC was honouring its corporate social responsibility. The donation was a joint undertaking between the Chamber and business organisations which responded to the call, including Greens Massive, Big ‘B’ Restaurant, Silver Lining Auto Rental, Ricky Moore Fish Depot and the Port Mourant Cricket Club.

Sports and Fun Day held at the Blairmont Community Centre.

President of the Chamber, Imran Sakoor, said the Chamber is committed to honouring its social responsibility and will be utilising some of the proceeds earned from the event towards charitable projects and for development of young people.

He noted that a Christmas treat will be given to children next month, from the proceeds of the Cavalcade of Sports.

The WBCIC made a call for enhanced firefighting capabilities by the Guyana Fire Service and better crime fighting initiatives by the Guyana Police Force, in the wake of the recent surge in criminal activity.

Barneveld said that he has been enjoying Guyana tremendously: “It’s one of the nicest unspoilt countries we have been to, one thing that must be said here (is) that we were seduced by your rum to come here.”

The journalist explained that they were in Alaska and while having a conversation about rum and which rum is better, a Guyanese who was present asked if they ever tried Guyana’s rum; when they did, they were left speechless. He noted that the rum was not the main reason why they should visit, but “it was definitely the push.”

Barneveld also said that they have seen Georgetown and the interior, and they have also been to Costa Rica, which has many American tourists: “frankly I don’t understand why they are not coming here.

Colombia peace deal: T&T Govt sues ex-HDC officials Government and FARC reach new agreement F

The first peace deal met resistance as many claimed it allowed FARC rebels to get away with murder

T

he Colombian Government and the FARC rebel group have announced a new peace agreement, six weeks after the original deal was rejected in a popular vote.

The two sides, which have been holding talks in Cuba for four years, said the revised plan incorporated proposals from the Opposition and other groups.

The initial deal had been deemed to be too favourable to the left-wing rebels.

The new agreement is not expected to be put to another popular vote, but rather submitted to Congress.

“We have reached a new final agreement to end the armed conflict, which incorporates changes, clarifications and some new contributions from various social groups,” the two sides said

in a statement.

It was read by diplomats from Cuba and Norway, the mediating countries, in the Cuban capital, Havana.

The statement did not give details of the revised agreement, but Colombia’s lead negotiator, Humberto de la Calle, said it “resolves many criticisms” of the previous deal.

One new requirement was for the FARC to draw up a complete list of its assets, to be used for victim compensation, he added.

Further details are expected to be released over the weekend.

However the leader of the “No” campaign, former President Alvaro Uribe, said the new proposals did not go far enough.

The previous deal was rejected by 50.2 per cent of voters in a vote held on October 2.

Many objected to the lenient sentences given to fighters who confessed to crimes. Some would have avoided serving any time in conventional prisons.

Those who opposed the deal also balked at the Government’s plan to pay demobilised FARC rebels a monthly stipend while offering those wanting to start a business financial help.

Polls had initially indicated that the agreement would be approved by a comfortable margin, but opposition to the agreement had been stronger than expected.

Despite the rejection of the deal by voters, President Juan Manuel Santos was awarded the Nobel Peace Prize for his part in the negotiations.

Jamaica: Police shoot gunman after pastor, deacon shot dead in St James

pastor and a deacon were on Saturday shot dead by unknown assailants in Kerr Crescent, St James.

Dead are 27-year-old pastor Ryan Jackson and 23-year-old deacon Bucklair Smith, both of Rose Heights in the parish.

The Police say a firearm was also seized.

Reports from the Montego Bay Police are that

about 17:40h, ranks were on an operation in the area when they heard several explosions and went to investigate.

The Police say two men opened fire on them when they got to the location.

The Police reportedly took evasive action and returned the gunfire, hitting one of the assailants, who was later found with a 9mm pistol containing six rounds

of ammunition. His accomplice managed to escape, the Police say.

Jackson and Smith were found with gunshot wounds and were assisted to hospital where they were pronounced dead.

Meanwhile, the injured gunman has been hospitalised under Police guard.

10 babies confirmed with Zika-linked microcephaly in Dominican Republic

ominican Republic Health officials have confirmed that 10 babies have been born with microcephaly, a neurological condition that is linked to the mosquito borne Zika Virus.

On Saturday, the Public Health Minister released data which revealed that 18 additional cases are yet

to be confirmed by the US Centres for Disease Control and Prevention (CDC).

So far this year, the suspected Zika cases in the country total 5216, of this amount 948 are women in the first six months of pregnancy.

The health officials also revealed that 274 cases of Guillain-Barré Syndrome

were reported in people with a previous history of symptoms compatible with the Virus.

The data covers the week from October 16 to 22.

To date, 17 countries have reported confirmed cases of congenital syndrome associated with the Zika Virus. (CMC)

ormer Managing Director of the Housing Development Corporation (HDC) Jearlean John and former HDC Chairman Henckle Lall are among eight officials and entities that the Attorney General Faris Al- Rawi has commenced legal action against, according to documents from Attorney Gerald Ramdeen.

Two Thursdays ago, Prime Minister Dr Keith Rowley announced that the Government filed proceedings against people “who have improperly removed public monies for their own benefit through conspiracies”.

Al-Rawi announced that the multimillion-dollar lawsuit was against nine former public officials. The documents have been sealed at the Hall of Justice, Port-of-

However, Ramdeen, in a letter to Al-Rawi dated November 7, revealed that he was able to find out the names of those being sued.

He only listed eight names.

The other entities that are expected to be sued apart

from John and Lall are Greg Davis, Peter Ford, Project Specialists Ltd, Point Lisas Park Ltd, Anthony Sampath, and Patrick Soo Ting, Ramdeen said. The name of the ninth entity has not been revealed.

In his letter to Al-Rawi, Ramdeen said on November 4 he caused searches to be made at the High Court Registry and discovered that on November 2 the Attorney General had filed the legal action against John and the rest.

Ramdeen, who is John’s attorney, said his client has still not received any pre-action protocol correspondence related to the matter.

Earthquakes rattle Haiti, Trinidad

here were no reports of death or injury either after Haiti was rattled by a 4.4 magnitude earthquake, or when a 4.0 tremor was recorded off Trinidad and Tobago Saturday.

The Haiti quake occurred around 13:00h local

time, about five kilometres north of Les Anglais, 51 km northwest of Les Cayes, and 35 km southwest of Jérémie and was also felt in the capital, Port-au-Prince.

According to the US Geological Survey, the quake struck at a depth of 12.3km.

Later in the day, around 16:57h., a 4.0 magnitude tremor was recorded 86 km west north west of Trinidad and Tobago’s capital, Port of Spain, 111 km west north west of Arima, and the same distance east north east of Carúpano, Venezuela.

he Caribbean Public Health Agency (CARPHA) has declared the Caribbean region and the Americas free of measles transmission.

Minister of Health Molwyn Joseph says that this milestone is an indication that the Region has the potential to rid itself of communicable diseases through vaccines.

Joseph believes that the people of Antigua & Barbuda should trust other tested vaccines such as the one for the Human Papilloma Virus (HPV) based on the success of measles eradication.

Search on for alleged child molester in Antigua

A

ntiguan Police are currently on the lookout for a prominent individual after allegations of sexual misconduct were levelled against him by a minor.

The report, which was made against the 43-yearold by his adopted son, has prompted an island-wide search by Police.

According to information from sources close to the matter, the young boy, who is now 13 years old, claimed to have been sexually assaulted by that individual for several years.

Reports are that the accused, who was the commonlaw husband of the minor’s mother, adopted her children immediately following

her death in 2013.

Several relatives, including the other children, were questioned by the Police.

The minor confessed to three family members what had transpired over the years.

The Police have removed

the minor from the house and placed him into protective custody, while the search for the accused continues.

2 dead after New Zealand earthquake

wo people have died after a powerful magnitude 7.8 earthquake struck New Zealand’s South Island.

Prime Minister John Key said further details were not yet known.

The US Geological Survey said it hit just after midnight (11:02 GMT on Sunday), some 95 kilometres (59 miles) from Christchurch.

A tsunami arrived about two hours later. Officials warned everyone along the eastern coast to head inland or for higher ground.

A gauge at Kaikoura, 181 km (112 miles) north of Christchurch, measured a wave of 2.5m (8ft 2ins) in the early hours of the morning, according to Weatherwatch. co.nz.

At one point, the Ministry of Civil Defence suggested tsunami waves as tall as 5m could hit the eastern coast But, by just after 08:00 local time (19:00 GMT), the warning was scaled back to

a “marine and beach threat” with waves of just one metre along a small stretch of coast, including the Chatham Islands, an archipelago 423 miles (680km) south-east of the mainland.

Speaking to reporters in the capital Wellington on Monday morning, Key said they had had very little communication from the most affected areas, like Kaikoura and Culverden inland.

“We don’t have any indications at the moment to believe [the death toll] will rise, but we can’t rule that out,” Key said, adding that a military helicopter was being dispatched to Kaikoura.

Aerial images show tunnels along the coastal highway close to Kaikoura, a popular tourist destination, covered by a landslide.

Other pictures of the devastated area show at least one collapsed home.

rance’s state of emergency imposed after last year’s terror attacks in Paris is likely to be extended, Prime Minister Manuel Valls has told the BBC. He said the measures were needed to protect democracy.

France is marking a year since militants from so-called Islamic State (IS) killed 130 people in gun and bomb attacks around the capital.

President Francois Hollande unveiled plaques for the victims, most of whom died at the Bataclan concert hall.

Prosecutors to question South Korean President over political scandal

outh Korean Prosecutors will question President Park Geun-hye over a political corruption scandal engulfing her presidency, an official said on Sunday, the first time a sitting president will be questioned by prosecutors over a criminal case.

Hundreds of thousands marched in the capital Seoul on Saturday demanding Park resign. Many protesters said Park, whose public support has dropped to the lowest point ever for a democratically elected South Korean leader at five per cent, was unfit to rule.

Prosecutors are investigating whether Park exerted improper pressure on “chaebol” conglomerate bosses to raise funds for two founda-

Up to 3 million migrants to be targeted – Trump

S President-elect Donald Trump has said he will deport or jail up to three million illegal migrants initially.

Those targeted would be migrants with criminal records, such as gang members and drug dealers, he told US broadcaster CBS in an interview.

He also confirmed that another election promise, to build a wall with Mexico, still stood but could include fencing.

The Republican defeated Democrat Hillary Clinton in Tuesday’s presidential vote.

His victory shocked many who had expected Clinton to win following favourable opinion polls.

Trump is due to take over at the White House on January 20, when Barack Obama steps down after two terms in office.

Both Houses of Congress are also under Republican control.

There are around 11 million undocumented immigrants in the US, many of them from Mexico.

Trump pledged during the election campaign to overturn amnesties introduced by President Obama, and strictly enforce immigration laws, deporting those without correct documents.

In his first major interview with a US broadcaster since the election, Trump told CBS: “What we are going to do is get the people that are criminal and have criminal records, gang members, drug dealers, where a lot of these people, probably two million, it could be even three million, we are getting them out of our country or we are going to incarcerate.”

South African Minister linked to rhino trafficker

l Jazeera’s Investigative Unit has uncovered evidence of high-level political connections to rhino poaching in Africa.

The investigation raises serious questions about the involvement of a South African Government Minister and members of a Chinese presidential delegation in the illegal rhino horn trade.

Of the just 25,000 remaining African rhinos, the biggest population is in South Africa’s Kruger National Park, where at least two rhinos are killed for their horns by poachers every night.

The selling of products from endangered species is banned worldwide, but high demand in China and Vietnam – where the horn is considered a sign of status and wealth – has kept the trade alive.

In Pretoria, South Africa, Al Jazeera secretly filmed a conversation with the manager of a Chinese restaurant who owns a collection of rhino horn bracelets and ivory chopsticks.

The restaurant manager told Al Jazeera that when Chinese President Xi Jinping visited South Africa last December a delegation accompanying him asked to be taken shopping for illegal souvenirs to smuggle home.

In South Africa, one rhino horn trafficker bragged to Al Jazeera about his close connections to Minister of State Security David Mahlobo, who runs the country’s intelligence services.

“He came to my massage parlour every week or at least twice a month,” said the trafficker. “I know him very well.”

ust in time for the holidays, 31 residents from communities in Region 10 (Upper Demerara/Berbice) were on Friday the recipients of the $50,000 Jubilee Year Home Improvement Subsidy, an initiative of the Ministry of Communities, Central Housing and Planning Authority (CHPA). Twentynine of the successful applicants are from Linden while two hail from Ituni, Berbice River. Region 10 was the final Region to benefit from the country-wide project, with the exception of Region 8.

The initiative targeted allottees in housing schemes and regularised squatter settlements developed by the CHPA. Minister within the Ministry of Communities Valerie Adams-Patterson, while speaking at the distribution in Linden Friday, noted that the ministry has wrapped up the initiative in the other Regions.

She disclosed however that four persons who had applied from Region 8 (Potaro/Siparuni) did not qualify to benefit from the initiative since there are no housing schemes developed

by CHPA in that area.

Patterson noted too that Region 3 (Essequibo-Islands West Demerara) outshone the other regions with 109 residents benefitting. The project, Minister AdamsPatterson said, is part of the Government’s aim in fulfilling a good life for all Guyanese.

mit $15 million to the initiative and had initially anticipated handing over 300 subsidies, however due to poor response only 259 vouchers were given.

During her address to recipients at the Linden Enterprise Network (LEN), Adams-Patterson further said Government is cognizant of the fact that there is a link between poor living conditions and other social

ills. She noted that the World Health Organisation (WHO) in an article titled “Housing and Health”, made calls for the development of healthy housing as a means of combating diseases and injuries.

The Minister explained that with thousands of Guyanese living in substandard conditions, the need for decent, adequate and affordable shelter has never been more urgent.

She added that Government

is tasked with the responsibility of providing healthier homes: “It was established that there’s a direct link between the quality of housing and the quality of health and it also points to the fact that children who live in ne-

glected homes - and this is statistically proven - that they suffer more illnesses, they have more hospital admissions, they do more poorly at school...Statistics show that children who live in poor housing conditions are often exposed to domestic violence...due to the stress that is related to their poor living conditions.”

As such, she declared the Government aims to give every eligible Guyanese adequate and affordable housing in the form of a house lot or a home. In this regard, she said Government has embarked on the process of building cohesive communities. AdamsPatterson disclosed that the project was carefully worked out so funds will be used for its intended use: “It is to bring improvement to your home...and let me say that this is just the beginning “, she told recipients, while adding, “The vision of our President is not just to give a house lot...”

Minister Patterson said Government is currently working on new initiatives with the aim of refocusing on housing and continues to maintain meaningful partnerships with various organisations. This she said aims at making housing solutions a possibility, in an effort for families to escape the scourge of substandard living.

Meanwhile, CHPA senior Community Development Officer Donna Bess-Bascom

said the subsidies are not being disbursed in the form of cash, but rather vouchers to secure hardware items to effect home improvement works. The vouchers are redeemable at three selected suppliers within the Region.

Bess-Bascom outlined that eligibility for the programme was based on income, as the initiative sought to target low income families.

She said low income families were also required to complete 100 per cent of payment for their houselots while the requirement for those in CHPA regularised squatter settlements is 50 per cent. Persons who benefitted were also required to be living on the said house lots, in addition to their commitment to provide the necessary labour required.

Bess-Bascom highlighted that of the 732 applications distributed nationally, 494 were returned to CHPA. Of those returned, 259 were deemed eligible.

In Region 10, 43 of the 65 applications were returned, with only 31 reaching eligibility requirements.

The vouchers handed over to the recipients are valid from December 1, 2016 to January 31, 2017.

Bess-Bascom advised that the vouchers cannot be exchanged in return for cash.

A beneficiary, Dewana Emanuel expressed gratitude to the ministry for the provision of the subsidy.

est Indies Women again failed to spark at the crease as India took an unassailable 2-0 series lead following a fivewicket win in the second One Day International (ODI) at Malapudu, Andhra Pradesh on Sunday.

After being sent in to bat the regional team failed to put together a strong effort at the crease for a second straight match after ending at 153-7 in 50 overs.

Suknanan, Deo rose to GYCANAM challenge

he pair of Jaipaul Suknanan (36/3) and Joaan Deo (31/11) were in fine form on Sunday as they collective for top honours at the second GYCANAM Golf Tournament.

Played at the Lusignan Golf Course, the duo giving their combined score (67/14) were the best and thus emerged as champions.

The tournament was a partners’ tournament, played over 12 holes. The handicap used for each group was 1/2 of the combined handicap of the two players that formed the group. There were 12 groups or teams of two at teeoff time. In second place was team - father and son – Fazil Haniff (35/7) and Richard Haniff (33/5) – with a team score of (68/12) while third place had three teams contesting with a combined net of 70. However, since there was only prizes for the top four, the team with the third net 70 was placed in fifth.

T

he 13th edition of the Guyana Hockey Board (GHB) Diamond Mineral Water Indoor Hockey Festival is set for November 24-27 at the home of Indoor Hockey, the National Gymnasium, Mandela Avenue and five time champions in the female division, Pizza Hut GCC are pumped and ready to defend their title.

The Regent Road based team has remained undefeated in the last two tournaments prior to this, and feel that with their core comprising of experienced leaders and a number of fast, talented youths, their chances of maintaining a perfect 2016 season is very much on the cards.

Speaking with Guyana Times Sport, Captain of the top local side, Tiffany Soloman said it was a very good year for the team with a lot of the players developing well and the wins giving them the encouragement to defend their title against some strong local and international teams.

“I think this win has given us a lot of momentum heading into the Diamond Mineral Water in two weeks time where we play teams we don’t usually play coming in from Canada and the USA so we really have to come together and work on our bases, make sure our bases are strong and hope our game plan works out but I think we are pretty confident going in and I hope it will go our way,” she said.

Talking on the teams locally, Solomon explained that her side is lucky to have such a dominant run, nevertheless, the experience and practice was well received heading into the chal-

lenge of the internationally exposed teams.

“As you know there is not a lot of local tournament so we have been lucky enough to be dominant in the local scene but in terms of the more exposed teams it will actually test us and it will probably make us play at a level we don’t usually play at because we are pretty confident at home but it will push us and we will really see what we are made of,” the captain related.

The team’s composition has been through some slight adjustments

b u t the core remains the same and the girls have all been playing with each other for a number of months.

Solomon indicated that this will be very beneficial to the team’s chances.

“We have a really good core of girls, some of the more older girls and some of the younger girls that have come up and I think they have really improved a lot so I think we have a really good depth within the team so I think a mix of the experience and the new young talent we have coming up will probably give us a good mix to hopefully win Diamond Mineral Water League.

The youngest in the team is probably Aliyah Gordon

who has been playing since she was probably 12 and she is a very fast striker and ball handler and we have Marzana Fiedtkou who is recently back from school, she is a very strong defender,” Solomon reiterated.

With three divisions in the festival, male, female and veterans, a total of 17 teams, including both local and international, have been confirmed to participate with time and space for more teams to join the festival. Registration fee per team in the male and female categories set at USD$400 while the veterans’ teams are required to pay US$200 each.

Returning to the tournament are four time winners, Canada’s Toronto Hockey who will be spare headed by past Most Valuable Player (MVP) on multiple occasions, Jonathan Roberts which includes gold medal winners from the Canadian team who participated in the last Pan American Cup in Uruguay.

Last year’s runners-up, Trinidad and Tobago’s Queens Park Hockey Club (H.C.) and debutants, Ball Washers out o f Washington, U S A will both be looking for success. Also in the mix are, 2012 winners Toronto Academy, Carib H.C., Malvern H.C. and the top local sides, Pepsi Hikers, Old Fort, Bounty GCC and others.

ays before the final leg of the Caribbean Motor Racing Championships (CMRC) at the South Dakota Circuit, suspense grew as to who would be crowned the new CMRC Super stock champion but that question was answered by Matthew Vieira on Sunday. Though no official results have been released by the Guyana Motor Racing & Sports Club (GMR&SC), Vieira, who held a slim 22-point lead over Cousin Stephen and despite not winning any of his races on the day he managed to finish in the top pack which allowed him to secure his title.

However, the trill for the thousands in attendance was seeing Team Mohammed’s Enterprise two riders Bryce Prince and Matt Truelove, who were simply unstoppable winning all three of their races in the Super stock and Super bike (outlaw) category.

Prince, riding a Yamaha R6 was clearing a gear above his opponents on race day as from the word go he opened substantial lead on all his competitors and the only racer who came was close in his rear view was former Champion Elliot Vieira.

The Moto America Champion arouse the fans in attendance with is guile and precession on the corners and ability to push the 600cc bike down the straight away.

three races in the outlaw category in fine style to ride around the track with chequered flag. Meanwhile, in the group four category, local boy and former champion Kristian Jeffrey made a grand return to home turf.

Jeffrey, who before Sunday would have surrendered his title, had the crowd cheering his name as his Mitsubishi EVO 9 which has been plagued with mechanical problems throughout the three previous legs came good and held off the new group four champion Doug

Gore in his Audi TTRS to win his first two races.

His second was most impressive as he spin off the track coming out of the “goose neck” putting him in last place with about five to seven laps to go and the Jeffrey managed to still hold off a challenging Vishok Persaud to win the race comfortably.

Daniel Deokie, Paul Vieira were also some other standout drivers on the day.

At a simple handing over ceremony at the company’s 72 light Street, Alberttown location where New Era’s Director Kenrick Noel received the sponsorship cheque from Technical Executive of the Auto Spares company, Lakeram Prabudial.

The tournament will commence on November 25 with action set for the Mackenzie Hard Court in Linden and will run for nine nights with the finals set for December 26. The event is open to all Futsal teams and attracts an entry fee of $5,000 per team. Forms and the fees should be submitted by today which is the closing date for registration.

Noel expressed thanks to the company for their contribution to the development of the sport, the people of linden and the tournament as they aim to get everyone involved to make the tournament one of the biggest in the region.

Johnson, the right handed opener was looking for quick runs and was run out attempting a second run when he failed to beat a perfect throw from Jason Dawes from deep cover. The batsman who scored 86 in the first innings was gone for 34 at 89/2. Vishaul Singh then joined his captain and they went to lunch at 109 without further loss with Johnson on 17 and Singh 11. The lead was stretched to 199 after 83 runs were scored in the opening session from 27 overs.

he Kennard’s Memorial Turf Club will once again host their annual Boxing Day horserace Meeting on Monday December 26 at the Bush Lot Farm, Corentyne, Berbice racetrack.

In the West Indian Bred (Maiden) & Guyana Bred H1 and Lower 7 fur race, a $250,000 cash payout for the top horse is set and an entry of $28,000.

furs for $220,000 while LOpen Class running for 5 furlongs will try winning the $130,000 first prize and the J1 & Lower & two Years Guyana Bred will aim for the first prize pot of $180,000 in the 6 fur race and in the final race, a 7 fur sprint for $280,000 in the G1 & Lower class.

he Guyana Amateur Powerlifting Federation (GAPF) will be hosting the National Clash of the Seniors at the St. Stanislaus College Auditorium on Sunday November 27.

Following the hosting of three competitions for the 2016 season the GAPF will be using this event to close off the season with what has been one of the ‘more prolific’ local competition.

Over 25 top local athletes have already signaled their intention of participation where there is a likelihood that records could be broken once again as well as rivalries being renewed.

Powerlifting enthusiasts can expect the talents of young powerhouses who continue to impress including 18 year old Romario Gonsalves, who is intent on continuing his winning ways in the 59KG Open weight class since his arrival on the scene in both juniors and open class.

The former Bishops’ High student has promised a jaw dropping performance as he looks to set unofficial SubJunior World Records in both squat and dead lift which both stand at 235.5kg or 519lbs.

Also on show in the 66kg Class, will be the stalwart out of the Ancient County, Vijai‘Antsman’ Rahim who will be coming to reclaim the Best Lifter Title after withdrawing from last year’s competition due to injury.

On the distaff side, expectations are therefore young Strong woman Tineisha Toney who has dominated the strength sport scene for the year 2016 with victories recorded at every event she has competed in from Junior and Intermediate Powerlifting, Barbell Wars and most recently placed 2nd at the GTM Fitness Expo. She will face keen competition from her mother Jacquelyn Toney and Nadina Taharally who will all be vying

for the Female Best Lifter Title.

Spectators will be treated to the biggest battle of local Powerlifting History as Colin Chesney makes his return to the equipped stage to compete against 2016’s 120kg champion Farouk Abdool and to usher the return of one of Guyana’s Most Decorated Powerlifters, Big John Edwards who is also making a return to geared lifting. This promises to be a true Battle of Titans as each of these Juggernauts has had his brief time of dominance in the 120 kg division and spectators can look forward to a keenly contested battle as Heavy Weights are destined to tumble. Much can also be expected of young Carlos Petterson who will be competing in the Raw Category/unequipped as he looks to claim his 4th Title of 2016 as he has won every powerlifting meet in his divi-

sion since his appearance on the scene.

The Sponsors Trophy Stall, Buddy’s Gym and Fitness Express have already expressed pleasure with the level of competition and the new talent that has emerged out of Powerlifting in 2016 and are proud to be part of the development of the sport. GAPF is encouraging spectators to come out to lend their support as they have always done throughout the years.

Tickets are on sale for $1,000 and will be available with all members of the GAPF’s Executive Body.

Athletes are reminded that the second date of registration is today (November 14) attracts a penalty of $500 for late registration. No forms will be taken after November 14. Weigh in has been set from 7:00h to 8:30h and will extend no later.
