ne day after Government disclosed the receipt of information about a “potential domestic security threat” and launched a joint service operation, Police Commissioner Seelall Persaud has disclosed that the Police Force is looking into allegations of certain security companies renting licensed firearms to individuals not authorised to carry weapons.

In a video released by the Ministry of the Presidency, Persaud explained that certain security services that are inherent to business entities are being used for unlawful purposes.

“Right now, we have a murder investigation going on and one of the lines of enquiry is that a licensed firearm holder, (who) has a number of firearms for a security company, is renting those guns to persons who are not licensed and who are not authorised to carry them. And one such incident resulted in the death of a person – a murder – that we are investigating,” Persaud stated.

According to the Commissioner, the Police have been hearing about this unlawful practice in many other cases. He noted too that the Police Commissioner has the authority under the Private Security Act to conduct audits at the entities in light of such allegations.

However, the Top Cop recognised that more resources will be needed so that Police can conduct these audits more frequently and spontaneously to obtain evidence of what is happening.

This issue of gun rentals was raised last week by President David Granger, who said on “The Public Interest” programme earlier this month that private licensed firearm holders are renting their weapons to criminals.

To this end, the Head of State posited that he would like to have firearms be taken out of the hands of private citizens, noting that only law enforcement should be carrying weapons.

“We would like to see fewer weapons in the hands of private citizens. It is my

personal view that weapons should be used by law enforcement agencies…

We have heard stories now where legitimate firearm licences holders who rent their weapons out to criminals who will go rob somebody and maybe give them a part of the booty,” the President said just over a week ago.

The President came in for much criticism over this statement, with many saying that licensed firearm holders use their weapons to protect themselves, families and businesses.

In fact, one day prior to the President making the comment, a miner shot and killed a bandit, Elijah De Florimonte, 20, who along with another, attempted to break into his 5th Avenue, Diamond Housing Scheme, East Bank Demerara, house.

According to reports about 02:15h on November 2, a 38-year-old miner was awoken by loud noises in the lower flat of his house and upon investigating saw two males, one armed with a handgun, attempting to gain entry via a southern door.

He raised an alarm and during this process, discharged his licensed firearm at the bandits, hitting one of them, whilst his accomplice who was also armed managed to scale the fenced yard and escape.

tudent nurses in New Amsterdam, Berbice, who would have sat the Professional Nursing Programme Student’s Examination in October 2016, protested the Guyana Nursing Council’s decision to have them re-sit those exams.

The nurses on Friday took to the street in protest following a meeting to which they were summoned at New Amsterdam Nursing School.

During the meeting, a letter was read from the Council, which informed the student nurses that they will have to resit the entire examination. According to

the letter, the examination was compromised, and as such, they will all have to retake the examination later this month.

The nurses said they were not told or given evidence to support the Council’s claims that the examinations were compromised.

“We are here because we are highly annoyed and we are unhappy of a decision to punish an entire country for the mistakes of a few.

On top of that, the papers for the examination are being printed by the Council; it means that it was leaked from the Council, so we are annoyed because we don’t know why we should be pun-

ished for something that occurred in their organisation,” one of the nurses said.

Additionally, they argued that the time for a resit is too short since they were not given adequate time to prepare for another examination.

“Over at the school they have construction going on and many persons would have put their books down after the exams,” another nurse related.

Forty-four student nurses in Berbice are up in arms about the decision.

Govt’s crime-fighting failures defy logic, commonsense – Jagdeo … says Army should have been deployed earlier

he former Commander-in-Chief of the armed forces Bharrat Jagdeo said Government’s continuous failure in reducing crime defies logic and commonsense.

He also questioned whether Government’s emergency measure to deploy the Army in wake of a “domestic security threat” is a desperate response to the worrying crime situation, or an attempt to vindicate Head of State David Granger’s position that the spiralling crime situation is a part of an organised effort to embarrass his Administration.

Increase or decrease?

Jagdeo, during an exclusive interview with Guyana Times on Saturday, posited that the A Partnership for National Unity/Alliance For Change (APNU/AFC) coalition Administration is confusing the public on its posture on the crime situation.

“I don’t know whether in the Government’s eyes if crime is on the increase or decrease because one day you hear the Commissioner of Police and officials say based on statistics, the crime is falling, the next week you hear the Prime Minister Office say crime is on the increase, they say people who do drugs are now conducting acts of criminality, then the Ministry of the Presidency said it’s on the increase and yesterday (Friday), they said they’re launching this new security measure to tackle the increase spate of crime,” the former Head of State outlined.

He also pointed out that the President’s declaration that the crime is part of an organised effort sends the message that the crime situation is out of control.

Every month, the Guyana Police Force (GPF) has been announcing that crime continues to decrease when compared to the same periods last year however the general perception nationwide is that crime is

The pardoning of criminals, the order to Police to “bring them in alive”, and the move to lessen the number of legal guns to civilians are all signals which empower criminals, according to the Opposition Leader.

“Recently, after a series of robberies and a gun owner shot two criminals, the President then came out and said they were too many legal weapons out there and we need to start withdrawing legal weapons… it’s not the legal gun holders who are perpetrating crime and there’s absolutely no evidence that they were renting out their guns to criminals,” he said, noting that this policy is totally ludicrous.

Jagdeo also pointed out that he believes the criminals being pardoned are hardcore ones who are partially responsible for the crime wave in the country.

Failed policies

Moreover, he criticised the Government’s failed policies and apparent inepti-

tude in addressing this worrying crime situation.

“They failed miserably, and they failed in such a spectacular, unbelievable way that it often defies logic and common sense,” he posited.

He pointed out that all the policies the Government implemented since its assumption to office have done nothing to improve the crime situation.

These include the 02:00h (2am) curfew, the gun amnesty, procuring more horses and dogs, and the dismantling of the community policing groups.

Jagdeo also noted that the GPF’s focus on going after the Government’s political opponents is taking away from resources that could otherwise be used to tackle crime.

He also lambasted the Government for constantly

comparing the crime situation now to the 2002 era. He explained that the cases are completely difference since in 2002, majority of the crimes were conducted by “freedom fighters” who were empowered by the Peoples National Congress Reform (PNCR).

He was referencing the book written by political activist Eusi Kwayana who accused the PNCR of having ties with the Buxton gang.

The Opposition Leader said Government needs to step up its game in making Guyana safe, reminding that when the APNU/AFC were in Opposition, they had boasted of having the best crime fighting and prevention strategy. (Devina Samaroo)

Misreading the ordinary voter

T

he local media have joined in the handwringing and self-flagellation of their US compeers for missing the boat on the sentiments of the “ordinary voter” and thereby being completely flummoxed by the election of Donald Trump as the next president of the United States of America.

This lamentation, of course, follows the result of the UK’s “Brexit vote” which was also not predicted by the not so prescient “advanced” pollsters and pundits.

The analyses of those two events already can fill several libraries and will continue unabated for the next decade. But it is more than passing strange the local commentators have not realised an analogous phenomenon has been playing out for the last half century in Guyana and perchance they might be able to offer some advice to the perturbed parties up north.

In Guyana, for decades since the sixties, our political and chattering classes insisted that ordinary Guyanese were “mistaken” in identifying their political interests with their ethnic identity. They engaged in ponderous exegesis of texts written about the European experience and insisted that ethnic interests here were an “epiphenomenon” of more fundamental “class interests” and should therefore be ignored. When the ordinary people refused to buy this argument, which may or may not have been correct, the politicians then began to play a political game that has continued unchanged until very recently.

The reason why the political and chattering classes refused to concede the salience of ethnicity was because their world view was shaped by ideological premises that ethnicity and its “ties of sanguinity” were primeval and therefore “backward”. Class, on the other hand, came out of the “development of capitalism” and therefore was “modern” and progressive. “If only the ordinary voters would see the light,” was the cry by the politicians, even as they adjusted their mobilisation tactics to accommodate ethnicity.

We do not have to go into all the why’s and wherefore of the “ethnicity vs class” debate that helped to leave us mired in poverty since independence. Save to note that it all comes down to the insistence of elites that the epistemological bases of their theories are actually the ontological reality of their societies. Apart from their arrogant assumption that their “what ought to be” - jettisoning of ethnic interests was right for their society, their public rhetoric became the “politically correct” posture and created increasing cynicism in the populace because of the chasm between rhetoric and reality.

In the UK and Britain, the premises of the neo-liberal “revolution” launched by Margaret Thatcher and Ronald Reagan in the early 1980s became what they insisted was the reality of their people. The consequences of liberalisation - including free trade, globalisation and financialisation privatisation and stabilisation had to lead to salutary results because the theories said so. A “rising tide would lift all ships” the leaders insisted. Even those across the political divide that were expected to oppose neo-liberalism - Labour in UK and the Democrats in the US - jumped aboard and ignored the inexorable widening of the distribution of wealth in their societies.

Tony Blair crafted his “Third Way” and Bill Clinton deregulated the financial architecture and courted Wall Street with even more fervour than Reagan.

For a while there was a rising economic tide, but as the consequences played out, the ordinary man was forced by his reality to challenge the orthodoxy.

As in Guyana, the media in the UK and the US are controlled by “those that know better” and who snootily look down at the cries of the ordinary citizen as the bleating of “rednecks and yahoos from the sticks.” Up to now the ordinary citizen was ignored. But we predict the politicians from both sides of the divide will now follow the lead of Donald Trump and be more responsive to their ground reality.

As to whether they will be more honest about articulating what drives that reality is left to be seen.

Trump victory similar to Obama’s in 2008

Dear Editor, In one of the most hotly contested elections in one of the most ethnically divisive campaigns in US elections in modern political history, the outcome shocked political pundits as neophyte Republican candidate Donald Trump defeated Democratic candidate Hillary Clinton. Almost every political pundit, including this writer, felt it was going to be a runaway victory for Clinton. So how did Trump pull off this astonishing victory?

Ordinary folks did not see the election as political experts did. The common folks felt this election was Trump’s for the asking because white Americans were getting fed-up with politics as usual in Washington between the two establishment parties and their candidates.

Voters wanted something new and different as they did in 2008 when they also rejected the establishment candidates. Some analysts say this election was all about ethnicity and Trump played the ethnic card well, winning red neck voters in key areas to capture middleAmerica.

The minority votes plus the liberal whites were simply not enough to take Clinton over the top. Indeed, it was the most ethnically polarised election in the history of America since the civil war. Trump capitalised on the anti-immigrant, anti-Muslim, anti-Islam, anti-Hispanic, anti-terror, and anti-Obama sentiments that pervade the country eight years after an Obama Presidency and White America went for it.

Trump received one of the highest percentages of white votes in recent elections: even close to half white females went for him, abandoning a sister candidate in Hillary.

It shows that ethnic sentiments in America have not changed long after Jim Crow and in this the middle of the second decade of a new millennium. But not if this should take away from a Trump victory. He ran a focused campaign, fashioning a campaign theme that resonated with Republican type voters who came out in large numbers to give this non-politician a chance to govern America.

Americans were looking for a non-politician.

Trump was the anti-establishment candidate while Hillary was the establishment candidate, one who bettors gave the odds to win.

The voters’ mood was not that different from 2008.

Just as Obama’s message of change resonated among voters in 2008, so Trump’s call for change appeared to carry the day in 2016.

He constructed a campaign theme that appealed to voters who felt the source of their financial and security problems were immigrants and Muslims and the perennial fear of Islamic terror.

Trump repeatedly reminded voters that America has not been going in the right direction over the last several years and that if changes are not made soon, America will very soon cease to exist as the great country that people have known over the last 200 years.

Clearly, people bought into this message.

For too long, the voters have been taken for a ride by establishment candidates who pursue self-interests rather than the interests of voters. They view Trump as the man who owed noting to anyone one and who would stand up to big in-

terests. Trump tapped into their anger and resentment of Washington. And the voters were in a mood to send a pointed message to the politicians – they will not tolerate the status quo any more.

So they went for him.

With regards to a Trump victory, as expected, distraught Clinton supporters felt shock and grief over Trump victory. Some have refused to accept the results.

There are protests nationwide. In an election, only one candidate can win. But the voters have spoken and the results must be accepted. It is time for healing and to move on with the rebuilding of the American nation.

The loser has to accept the result and Clinton has conceded to Trump gracefully. And Trump himself was gracious toward his opponent, Clinton, and he called for unity.

A Trump Presidency may not be as bad as being made out by fear mongers. In fact, it may turn out to be good for the country as he will move to clean up a lot of bad policies and the corruption in Washington.

Police hunt 2 for former Minister’s home invasion A

s investigations intensify into the robbery committed on former Home Affairs Minister Clement Rohee, the Police are hunting two Georgetown residents.

The men were positively identified by their fingerprints that were taken from the home of the former Minister and General Secretary of the People’s Progressive Party (PPP) following the robbery.

Deputy Commander of A Division (GeorgetownEast Bank Demerara), Calvin Brutus when contacted told Guyana Times that after the fingerprints of the two men were found

in the Police database, detectives went to the houses where the men last stayed but came up empty handed.

Nevertheless, Brutus noted that the Police are continuing their manhunt with the aim of apprehending and prosecuting the two men. This publication understands the men were previously before the courts for similar offences.

The Police are continuing their investigation since their accomplices are yet to be identified. Three gunmen on Wednesday last executed the daring robbery on the Eccles, East Bank Demerara house, owned by the PPP General

Communities Ministry wrong Dear Editor, A letter by the Communities Ministry published in another section of the media on November 12, 2016, captioned ‘Ministry of Communities accuses Berbice Councillor of politicking’ is wrong. This letter was written by the Research Officer to the Minister, Mr Mark DaCosta.

If he had done some ‘research’, being the Research Officer, he would have known that in our application for the Subvention, we clearly outlined that 33 streets need urgent repairs and that we need four drainage tubes to alleviate our flooding problems. We applied for ‘crusher run’ to effect these repairs, gave a detailed breakdown of the amounts and the estimated costs.

Subsequently, we wrote to the Regional Democratic Council Chairman informing him of our capacity to do these repairs and he agreed.

This type of repair does not require great engineering skill – we were not doing new roads and the residents were willing to provide the required manpower since we do have a tractor, a heavyduty roller and a Hymac.

But even then, we should have been informed about our ‘incapacity’ to do the work instead of being briskly informed by the REO (ag) that ‘all works have been tendered out’. Is this the right manner of communication? This is total disregard for the Neighbourhood Democratic Council (NDC)!

Mr DaCosta treated a very important aspect of empowerment as though it was a trivial matter. The Procurement Act Chapter 73:05, Section 21(a) makes for the creation of a District Tender Board for procurement by NDCs and will comprise three members of which one must come from the relevant NDC. This is

to ensure that in the cases where NDC works are tendered out, then that NDC must have a representative on the Tender Board to overlook its interest. This law gives life to the empowerment to the NDC. Mr DaCosta then did a spin and said that ‘the preference of the Council for the works to be done by the NDC (for which the NDC had no capacity) was communicated to the REO (ag), Mr Claude Henry, after the work had already been awarded’. How can this be when we were even asked by an official of the RDC where we want the ‘crusher run’ to be deposited?

We wrote to the RDC since September 3, 2016, and we received the reply from the REO (ag) on November 1st. The letter was dated October 25, 2016. Why did it take nearly two months for him to send us a oneline letter? This is a mock-

ery to empowerment! Can Mr DaCosta tell us the date when this ‘tendering out’ was done? As a Research Officer he must know that dates are important. I provided dates in my letter.

How can we verify the accuracy of what he has written?

NDCs must be involved in the tendering process if this Government wants to truly empower NDC! He submitted that “When proposals are submitted to the Ministry by an NDC they are analysed and approved as is, or they are returned to the NDC for clarification or alteration.

The Ministry is not in the business of altering proposals or generating proposals for NDCs.” I have never accused the Ministry of any such practice; what I simply said was that we were not informed about ‘what projects will be done, by whom and at what cost’. We have submitted proposals to repair

entry via an open door on the lower flat of the house and tied up the two housekeepers.

Reports are that the men ransacked the house and carted off an undisclosed sum of cash and a quantity of jewellery. After the ordeal, the bandits escaped in a waiting car. The women subsequently managed to untie themselves and raised an alarm.

Speaking with the media, Rohee confirmed that he was not at home at the time of the robbery while noting that his two domestic staff were in the home and would have left the back door ajar through

which the men gained entry. The men were carrying guns and a knife.

After confronting the two women, the bandits held them at gunpoint and ordered them into the upper flat of the building, where they were gagged and bound with duct tape.

The men, Rohee stated, ransacked the home and found a quantity of jewellery belonging to himself and his wife and an undisclosed sum of money. Hours after the robbery, the car that was used was found abandoned. The Police is also searching for the owner of the car since it was rented to the bandits.

I wish to submit here again that the entire tender process is flawed and illegal and the establishment of the District Tender Board would have avoided this type of problem where the NDC is unaware of what is being tendered, who won the award and at what cost, yet the Ministry

has the audacity to justify its position! This is deceit!

In conclusion, in all my letters I have made bold attempts to bring to public focus many factual issues affecting regional and community development and Mr DaCosta’s letter is a ludicrous attempt to distort and invalidate the facts contained in my letter and to hoodwink the public!

’ve just spent the past two months in paediatrics. And to say that it hasn’t been my favourite rotation might be putting it mildly. But perhaps that was because I had certain expectations going into the rotation and I got disappointed when it fell short of my expectations.

Expectations are powerful things. We all have expectations.

We have expectations of our families, of our friends, of our leaders. After all, man is a social being, and the very meaning of “social” implies ‘expectations’.

By social conditioning, we expect certain things. It’s how we’re built.

And those expectations can make all the difference. If you have unrealistically high expectations of someone, you could be disappointed when they don’t achieve what you expected them to. And it mightn’t even be their faultthey probably did their best. You just expected too much from them.

Conversely, not having high expectations of someone could be interpreted as you having no confidence in that person. And feeling like no one expects you to succeed can be one of the most discouraging feelings in the world.

There needs to be a balance.

Keeping your expectations high enough to encourage the person but at the same time not pressure them.

I’m sure everyone at some point has suffered either because of their expectations of other people, or because of what’s expected of them.

And expectations go deeper than just expecting people to succeed or fail. We expect certain behaviour from certain people. We expect friends to have our backs, we expect parents to guide us.

And feelings get hurt, egos bruised, friendships tarnished because of ambiguity about what exactly those expectations entail. Because we’re all different people. We have different world-views. We see

things differently. We interpret things differently.

So if someone doesn’t meet your expectations of them, it could be that they didn’t know what you expected of them.

Some things need to said, to be stated explicitly so there’s absolutely no ambiguity.

There are the supposedly clear-cut rules, for specific roles, like being a daughter or a mother.

And

those a r e probably the easiest. You know pretty much what’s expected of you. There are lots of bright neon lines drawn in the sand to make sure you never overstep the boundaries of your responsibility. But even there we face ambiguities in a fast-changing world.

But what about when your roles overlap? People are put

into leadership positions over their friends or family members every day.

It’s easier to reprimand strangers than friends. Because it’s your instinct to treat them as a friend not as if you were their boss. But yet, it should still be straightforward- separate personal feelings from the job, follow protocols.

And then they get hurt when you don’t.

And then there’s the expectations that people have of who you should be or who you should become. The expectations you have to live up to. Persons expecting you to be someone you’re not. Expecting you to choose a specific career when you’re better suited to another career that could be just as good or better.

We all have expectations of each other. We just need to take a good look at those expectations. We need to check whether we expect too much or too little of each other. We need to look at whether our expectations are fair to each other.

How to make learning fun even for your teenager

tudying is usually a chore for your teen. It can also be a chore for you to make your teen study. There are a few ways you can incorporate studying into your family life so that learning might move from being a chore to being fun for your teenager.

Be interested

The first and simplest way to get your teen interested in learning is to be interested yourself. Try to engage your teen in casual conversation about what they have been learning. Don’t make it seem like you are nagging to get them to study. Instead, show genuine interest in the topics they find interesting. An article from The Study Gurus states, “Try and help them realize the realworld relevance of what they’re learning and why it’s interesting through informal banter. They’ll never be interested in what they’re learning if you’re not.”

Promote informal learning

Try to incorporate fun and easy opportunities for learning and conversation around your home. Listen to interesting and fun radio shows or podcasts.

Have magazines or newspapers such as National Geographic or the New York Times readily available. Mention fascinating articles you’ve read, programs you’ve watched, or podcasts you’ve heard in conversation with your teenager. Learning together in casual environments is more fun than studying alone.

Parent challenge

Encourage your teenager to challenge you. When they are trying to stump you, they may be encouraged to learn more and put it to use. Here is a link to instructions for making an SAT vocabulary crossword. They can also challenge you to flashcards or write a quiz on the material they are learning to see how well you do. Teenagers will love to see how you measure up to their learned skills and knowledge and they will be synthesising and reinforcing material as they do it. A little competition can be a fun way to inspire learning.

Promote discovery

Help your students engage with things they are interested in. When you discover your teenager’s passion or particular interest help them explore it further. Use the Internet to find more resources, videos and information about the topic. Take weekend trips to investigate places of interest, check out museums, explore and record the natural world while out hiking, find interesting historical sites or go geocaching.

There are also many creative outlets for expressing what your teenager discovered on these excursions. Encourage them to make a podcast, video, journal entry or creative story to help them synthesize and remember the information they learned.

Not only will these experiences help your student learn and reinforce material, it may also help them discover a passion and future career path.

Display interest

When you take an interest in your child’s learning, your teenager will notice. Genuine interest and care is bound to make your teenager get excited about what they are learning and want to share it with you. Making learning fun for your teenager will help them continue to excel throughout life and it will create fun memories for you and your family. Learning is about a lot more than just studying and going to class. It takes engagement with the material to cement it in the brain. he election of Donald Trump as the 45th President of the United States of America (USA) has seen some expressing concerns, since he has among other things, committed to deporting all illegal migrants from that country when he officially takes Office.

President David Granger has since expressed some level of concern with regard Guyana’s ability to handle any possible influx of Guyanese being deported from the USA. The President was at the time engaging the local media for his weekly television programme – The Public Interest – and when questioned on the matter said bluntly “we don’t have the capability.”

He was speaking to the possible influx of deportees involved in the commission of violent crimes.

The President was adamant that Government will be looking to work with its US security counterparts with a view to being notified when such persons are being deported to Guyana.

Granger conceded that there is still some degree of narco-trafficking in Guyana in addition to execution-

type murders and “we don’t want to have people coming back here who contribute to that form of criminality.”

“We want to be better prepared,” the President said, as he disclosed that the issue is something the Public Security Ministry is aware of.

According to President Granger, “we will have to put measures in place to ensure deportees do not try to perpetrate crimes when they get back here but it is something we must prepare for.”

US President-elect Donald Trump has repeatedly over the course of his election bid pitched the idea of deporting all illegal immigrants from the US with particular reference to Mexican – with whom the American share a land border.

The remarks have however sent shockwaves across the US’ migrant communities including Guyanese, some of whom are resident illegally in that country.

Trump Policy Head of State Granger is of the view however that such practices cannot be condoned and it is within the right of any sovereign nation to ensure and take actions to minimise the impact of those abuses.

According to Granger, the deportation of illegals from a country “is not a Trump policy.”

No country, he said, “tolerates illegality and if there are abuses it is quite within the right of a sovereign state to minimise the impact of those abuses on the host country.”

He pointed to the fact that Guyana has over the years deported a number of persons from within its borders coupled with the fact that illegal Guyanese

have been deported from other countries, including neighbouring Trinidad and Tobago, Barbados and Suriname.

fter the US 9/11, whenever their government wants to suspend the civil liberties on which their Republic was founded and of which they're justly proud, they play their "national security" card.

And this trumps every right under their Bill of Rights.

And with Trump in power after January 20, 2017, that card's gonna be whipped out at the drop of a hat. Or a turban!

Now we know most allies of the US take their cues from "the land of the free and the home of the brave" but it seems our government have them beat by a ridiculous margin. Trump isn't even ensconced into the Oval Office and our Government's announced that because of the clear and present danger of some unidentified "domestic security threat" here, the army will be joining the police in massive "exercises" over the next 48 hours.

The "joint forces" will be deployed in a number of (unnamed) communities. And why can't they be named? Golly!! Because of the "security threat" you slow-witted person, you. And what's the said "threat" that demands such a massive military response? Jeez!

You ARE slow today, aren't you, dear reader: "National Security threat"!

But as we discovered from the US experience, this "national security" card can lead to all kinds of abuses especially against those who're dubbed to be "enemies of the state". Which of course, is actually the clear and present danger. Water boarding to elicit information?

Well Trump is now openly for it - so the US doesn't have to play ducks and drakes in friendly Third World countries. Will we? Remember the SOCU "hot pursuit"?

Well, that could be standard operating procedure (SOP) under the "national security" card.

It'll be interesting to view the results of the Joint Services exercises in the communities, this go around.

What was that? You don't remember "Operation Stiletto" back in the day to root out the gang in Buxton?

That's right. Remember bandits committing atrocities while soldiers played football? That's when we learnt that the army couldn't go after criminals unless they were accompanied by police. Appears they can't be deputized. But they could drive all the way to Corentyne to unearth weapons in a fowl pen!!

So your Eyewitness is pretty sure of the new role the army's gonna play when they march thought the communities. Under the new card of "national security" they'll be allowed to shoot, no? And they'll be allowed to go into "hot pursuit" mode at will.

But will the Army be used to intimidate "political opponents?" Naaah! That could happen during the earlier incarnation of the PNC.

What's with the protocols of communication in this new administration? They can't speak directly to each other but only via the press? Just in the last couple of days, there were at least two instances. First was the Dep Commissioner of Police who'd performed as Commissioner of Police for a few days.

He then promoted some ranks - something which can only be done constitutionally by the Commissioner of Police. Now being a policeman for donkey's years, this fella should've known the law' s very precise. The Commissioner is the Commissioner and not the fella who's sitting at his desk while he's on vacation. So when the real Commish‌reversed his illegal act, why did the Deputy go to the press and not to the Commish? This Sheriff gotta watch his deputy!!

Then there's this letter from Clive Thomas in the press, claiming his outfit SARU wasn't told OFFICIALLY about going after the missing US$5million from the sale of GTT stocks that was supposed to be with NICIL. Couldn't he have spoken to his old friend Maurice Odle, Chairman of NICIL?

s Government heightens security activities across the country following credible information of a potential domestic threat, the Joint Services conducted raids at the Georgetown and New Amsterdam Prisons, during which several contraband items were unearthed.

This was disclosed in a release from the Ministry of the Presidency on Saturday. The joint exercise – ‘Operation Safe Guard’ – was conducted by ranks from the Guyana Police Force (GPF) and the Guyana Defence Force (GDF) in collaboration with the Guyana Prison Service.

Among the contraband items found and seized at the Georgetown Prison were 21 improvised weapons and knives, 20 razor blades, 558 grams of marijuana, 22 cellular phones and five gallons of homemade wine, along with a number of other banned items.

However, a lesser number of items were found at the New Amsterdam Prison during the impromptu search exercise, which concluded sometime around 11:30h on Saturday at the Region Six (East BerbiceCorentyne) penitentiary.

In total, the raids unearthed 21 weapons, 22 cellular phones and eight

phone chargers, as well as four phone batteries and five SIM cards, 558 grams marijuana along with a quantity of ziplock bags and bamboo wrapper, nine packets of cigarettes and 45 lighters, one arrow, two scissors, four grabber hooks, 20 razor blades, one tattoo machine, $300 and TT$200 in cash, and some five gallons of homemade whine.

According to the statement from the Ministry of the Presidency, the security forces are concerned about the fact that the Georgetown Prison was last searched on September 23, 2016, which means that the contraband items accumulated in just

under two months.

N e v e r t h e l e s s , Government is assuring the public that it will continue to work closely with the Guyana Prison Service and the Joint Services to address on-going security weaknesses at the nation’s correction-

al facilities.

“The Guyana Police Force, along with the Joint Services where necessary, will continue to scale up security activities in targeted areas to ensure the security of residents and visitors across Guyana as the country enters the holiday season and in light of the up tick in criminal activity. The Government of Guyana continues to urge citizens to cooperate with the security forces,” the statement from the Ministry detailed.

In March, a similar raid at the Georgetown Prison resulted in one of the most deadly unrests in the country, causing the death of 17 inmates and injuring several others, including prison officers at the city penitentiary.

Inmates on remand at the facility started to protest after prison officials seized several contraband items

during a raid at the Capital A section on March 2, 2016.

In retaliation, the prisoners started several fires that night and another the following morning, which turned out to be deadly.

Then on March 4, 2016, angry inmates lashed out again, kicking out the entire wooden wall of one of the buildings located South in the compound. This behaviour prompted Public Security Minister Khemraj Ramjattan and Minister of State Joseph Harmon to meet with 18 prisoners who voiced their concerns about the living conditions in the Camp Street penitentiary.

Government subsequently conducted a $13 million Commission of Inquiry into the prison unrests, which highlighted some of the main issues affecting the penal facility such as overcrowding and relapse into criminal behaviour after serving time.

ormer Attorney General and Minister of Legal Affairs, Anil Nandlall, is of the view that should government hold out in its contention that the Pradoville 2 lands and their transactions were tainted with illegalities, then by that same token, the 50 per cent salary increases it had granted itself days after taking office is also illegal.

Nandlall made his position known over the weekend when he sought to set the record straight by debunking inaccuracies being peddled in the public domain with regard the Sparendaam Housing Project commonly referred to as Pradoville 2.

The former Legal Affairs Minister under the People’s Progressive Party/Civic (PPP/C) Administration noted that it has been argued that the then Cabinet approved a decision to give its members lands at Pradoville 2, below the market value of those lands, and therefore, the Cabinet and those who received the lands did so unlawfully.

According to Nandlall, “applying the same legal logic, did the current Cabinet and its members not act unlawfully, when they gave themselves a 50 per cent retroactive increase in salary, thereby guaranteeing to each member, a pension of seven-eighths of that salary, when the public sector employees were paid a mere five per cent increase...

In principle, state lands and public monies in the treasury are from the same genus and are all state assets.”

On the matter of the Pradoville 2 lands, Nandlall

objected to assertions that the then government had in fact paid to remove a National Communications Network (NCN) transmission tower, in order to use the lands to develop it into a high-end residential locale.

According to Nandlall, “This is simply not the truth…

In terms of time this tower was removed long before any work had begun at Pradoville 2.”

In fact Nandlall pointed to the European Union-funded expansion of Ogle Airport, which included the extension of its runway to facilitate greater traffic and larger aircraft and said, “it was determined by those in charge of that project and the Guyana Civil Aviation Authority that this transmission tower was in the flight path of aircraft leaving the airport.”

He said “they requested the removal of the tower. The Government agreed to do so…

That was the reason for the removal of the tower.”

Nandlall contends that as part of the misinformation,

the cost and expense in relation to the dismantling, removal, transportation and reinstallation of this tower at another site are all erroneously included in the calculations by those who have attempted to assess the value of the developmental works at Pradoville 2.

“This is obviously wrong and has led to exaggerated sums of money being peddled in the public domain as part of the costs of the developmental works which were done at Pradoville 2,” Nandlall argues.

Market value

Meanwhile as it relates to the cost of the properties developed at Pradoville 2, Nandlall observed that “all manner of formulae have been employed by those who have attempted to calculate the value of the lands at Pradoville 2.”

The former Attorney General is adamant that the price, for which the land was sold, was similar to, or comparable with, the price at which

the Government sold lands under its housing programme to individuals as well as developers at that point in time.

He pointed to the sale by way of public tender, of a block of land at Liliandaal that is much closer to the City at a price of $5 million per acre saying “this was the highest offer produced by a public tendering process.”

According to Nandlall, Government had similarly sold several hundred acres of land on the East Bank Demerara to private developers at around the same prices and argues, “when one calculates the value of a middle-income household, hundreds of which the Government sold for $1.2 million it approximates to just under $5 million per acre.” He surmises that “this is the approximate price at which Pradoville 2 lots were sold.”

Moreover, Nandlall asked whether, when applying the same logic, criminal charges be instituted against the Forbes Burnham family, who received five acres of prime land, East of Sheriff Street, in the vicinity of the Botanical Gardens, given to them by transport, by former President Bharrat Jagdeo.

The matter involving the Pradoville 2 properties have since been turned over to Guyana Police Force following the completion of a Forensic Audit into the transactions which pointed to purported illegalities.

The decision to have the document handed over to the Police Commissioner for investigation was made at Cabinet Meeting held on October 25, 2016.

Stranger in a strange land

Which was when he needed a "lil frek" - a circumstance that was becoming more frequent recently. But this time he was calling Cappo, his old canecutting friend who'd gotten a 10-year visa and decided to stay over in the states.

"So how you doin', old buddy?" said Satiricus rather loudly into his mouthpiece.

"Buddaay! De whole country a mek me feel like me deh right in Guyana!" Cappo exclaimed.

"Really?" said Satiricus doubtfully. He didn't see how the whole of America would do that for Cappo.

"Well, dem jus' done dem election," said Cappo excitedly. "And jus' like in Guyana, de people who lose, start fuh riat and protes'!! Jus' like how de Pee an See use fuh do!"

"And why you think they did that just because you are over there?" Satiricus wanted to know.

"Well me sissee tell me da nevah happen befo'!" replied Cappo. "Suh 'e gat fuh be me!"

"OK! Cappo, quit jokin'" said Satiricus, "How things really?"

"Man now dat dis chap Tramp get elected, me sissee mek me a sleep, andah de bed!" Cappo reported sorrowfully. "She seh immigra-shan guh raid abee."

"Immigration?" asked Satiricus in a puzzled voice.

"Bai, even doh me deh pan wan ten-year visa," said Cappo. "dem only gi'e me one month fuh stay.

Me now illegal!"

"Oh Jeez!" exclaimed Satiricus. "I'm sorry."

"Na worry, man," said Cappo bravely. "How t'ings in Guyana?? Me might come back."

"I'm sorry to tell you this, Cappo," said Satiricus slowly. "Crime got so bad Prezzie had to call out the army to help the police! And don't remind me my leader was Rum Jhaat."

Finance Ministry to resuscitate old public debt law

G

uyana’s existing legal framework for its debt management is not consistent with many elements of international best practices and would need to be improved since they are wholly inadequate and do not reflect the country’s fiscal and other macroeconomic realities.

The coalition A Partnership for National Unity/Alliance For Change (APNU/AFC) Administration has since signalled its intention to resuscitate a decade old draft debt management bill for enactment.

This position is documented in the recently compiled Public Debt Report for 2015, compiled by the Debt Management Division (DMD) of the Ministry of Finance, under the aegis of Substantive Minister, Winston Jordan.

The critical assessment of Guyana’s debt status quo has since pointed to the need for consolidated debt management legislation in conformity with international best practices.

The ministry in its Report has documented that the Fiscal Management and Accountability Act (FMAA), promulgated by the previous administration, did attempt to fill some of the gaps in the legislation.

That Law identifies the Ministry of Finance as being principally responsible for managing the public debt and cash-flow as they pertain to the Treasury functions.

“However, this Act still needs further elaboration regarding the management of borrowing, lending, investments and guarantees,” according to the Ministry’s findings.

Debt ceilings

The Ministry did find in addition, that the existing

legislation does not require an approved medium-term debt strategy being linked to a high-level debt management objective, expressed in terms of the cost-risk borrowing preferences of the Government.

It was found too that currently, the debt levels and ceilings catered for in the existing laws are not in fact linked to fiscal and macroeconomic conditions: “There is also no requirement for the involvement of the Parliament or the Cabinet in the drafting or approval of the National Debt Strategy and; no guidance regarding the organisational structure for debt management, the roles of debt management officials and their relations with fiscal, monetary and other agencies.”

The Ministry’s DMD found too that current legislation does not address the public dissemination of information or the flow of information among agencies regarding the public debt.

Transparency in debt management operations is an integral component of sound debt management practice.

According to the Ministry’s Public Debt Report, “while the existing legal framework provides for

the auditing of loans, there is no requirement for the specific auditing of the DMD and its debt operations.”

It was highlighted too that there is no provision for the evaluation of debt management activities and outcomes against goals and objectives in what is called performance auditing.

The Ministry said sound practice in public debt management requires the auditing of public debt management operations, especially activities related to the formulation of the debt strategy, recording and accounting for debt, debt system administration, and management of loan records.

Legislative weaknesses

In terms of weaknesses in the existing legislation, it was found that there is no single consolidated debt management legislation to prescribe the conduct of debt operations consistent with internationally accepted tenets of sound public debt management.

It was observed that while there is legislation which governs the issuance of loan guarantees and onlending, there is no corresponding operational policy or procedure that details the on-lending process.

“There is no mandate within the Primary Legislation to prepare a Debt Management Strategy that makes the government's high level debt objective operational.”

It was found too that the Law does not mandate annual reporting to the Parliament on debt management activities, including evaluation of debt management performance against established strategic benchmarks and a formulated and approved debt management strategy.

“No show” teachers in riverine communities will not be paid – REDO

R

egional Education Officer (REDO) of Region 10 (Upper Demerara-Berbice) Marcia Paddy Andrews said teachers in the region who were assigned posts at areas along the Berbice River will be replaced and not paid if they do not occupy those posts by January next year. Speaking on Thursday, Paddy Andrews said a meeting was held with the “no show” teachers on Wednesday where they were informed of this development.

"We would have met with them yesterday and we gave them up to January when schools reopen to be replaced.

They were told if they don't report by January we will cease to pay them," she noted.

Just last month, the REDO spoke on the issue of teachers’ refusal to work in riverine areas across the region, while addressing Education Commission Chairman Ed

She had highlighted issues whereby teachers in Linden refused to go to remote areas to teach, highlighting cases where medical conditions are often used as excuses. Paddy Andrews said

there are instances where teachers are assigned to riverine areas, more so the Berbice River areas but are not occupying their posts.

"As soon as they are called they come with a document stating that they have a hole in their heart, asthmatic problems, back problems... you name it... and these documents are being signed by the Mackenzie Hospital Complex". In addition, Paddy Andrews said there are some schools which do not have a full complement of staff while there is the issue of over staffing at Linden.

"We are seeking permission to have persons shuffled.

For example, Christiansburg has fallen greatly. We are now at 131 but have 16 teachers... So we have those schools where the number has fallen and so we have to shuffle around staff," she said.

1628 students graduate from UG

n what was history in the making, a student from the Faculty of Health Sciences secured the valedictorian spot at the 50th Convocation of the University of Guyana (UG).

Kibwey Peterkin, 23, who read for his Bachelor’s Degree in medicine, garnered the President’s Medal for Best Graduating student at this year’s graduation ceremony on the university’s tarmac on Saturday evening. Peterkin was one of 1628 students who successfully completed Degrees, Diplomas and Certificates in programmes across faculties.

Peterkin, in a blue tie that matched his dyed hair colour, credited his success to the devotion that his mother and family gave throughout

his period of study. He told his fellow graduates that as they are embarking on a new chapter, they should bask in their success.

“We will make Guyana great again…graduates, congratulations; we must bask in this moment. We have finally completed a chapter that we started five years ago; today we now embark on a new and exciting chapter. Even as we drink in the nostalgia of our memories made here, although our future may be uncertain, although we may not know what tomorrow holds [but] a famous street poet said: it’s time for us the conquer the world,” the jubilant young man posited.

“Commit to your craft, we have to write new chapters of innovation,” Peterkin

further encouraged.

He told his colleagues that they should strive to be the best version of themselves.

y now the initial shock of Donald Trump winning the US presidency is subsiding and the political pundits are busy with prognostications as to what this means for America and the rest of the world.

Trump’s campaign of hate, bigotry, and the demonising of everyone including Mexicans and Muslims scripted his simple narrative of “Make America Great Again” which resonated with the white working class. They decoded and understood the message which came with Trump’s promise to build a wall at the Mexican border, to ban Muslims, and to bring back Ryhaan Shah their jobs which had been shipped overseas.

He played to their fears and prejudices and they responded to the narrative which implied that there was a once golden age when everything was great for Americans and that this greatness has been lost to immigrants who are criminals and who have taken their jobs.

His supporters understood him clearly, and that the Ku Klux Klan endorsed Trump’s candidacy was no surprise. He did reject their endorsement when they too were simply responding to the Trump narrative and white supremacists are emboldened enough by his election to have started an online campaign of harassing Democrats in order to make them suicidal.

While Trump’s message spoke to his followers’ fears, it increased those of the other half the country. He gained the Electoral College votes needed to win the presidency but his Democratic opponent Hillary Clinton won the popular vote by a slim margin, reflecting the deep divide in America.

Young Democrats have taken to the streets in several cities to protest Trump’s election and have made over his campaign slogan to: “Make America Hate Again.” A few protests have grown riotous and the response from Trump’s surrogates that his victory speech, which spoke about uniting the country, cancels out the 18 months of his hate-filled campaign is very disingenuous.

In her gracious concession speech, Clinton reminded Americans of the democratic values of diversity, inclusiveness, and equality on which the country was founded. The US has stood as an example to the rest of the world as to how these values translate into progress and development.

But there is now great uncertainty in the US and abroad over Trump’s promised change. America’s allies are unsure about the future of NATO, and they are also unsure as to how Trump’s demagoguery and his admiration for Russian President Vladimir Putin will affect US foreign policy.

Their uncertainty is underlined by Trump’s own remarks on the campaign trail that he would “bomb the s**t out of ISIS” and that he loves war.

Perhaps, he was simply playing to his supporters who view hawkishness and war mongering as strength. Perhaps, now that he will be fully briefed on US top secret information, he might begin to understand the complexity of world politics and the importance of maintaining the status quo vis a vis America’s alliances in Europe and Asia.

Perhaps, the weight of the job as the leader of the free world will have a sobering effect. Much will depend on who he chooses as his aides and advisors and, also, whether he will listen to their advice.

Trump’s victory speech was scripted. Reading from a teleprompter, he can sound reasoned and reasonable.

However, his advisors will not be able to script every moment of the next four years. Off script, the real Trump emerges.

In that infamous “Access Hollywood” tape, he boasted that as a TV star he “can do anything” and went on to describe the grossest kind of grabbing and groping of women.

America voted for this man to be their president but here’s the rub: the anti-Trump protesters vow to make sure that he is a one-term president and the Democratic party is already looking to new leadership for their 2020 campaign.

For those elections, both the Republicans and Democrats will field fresh candidates. Trump might run for re-election but his success will depend on his performance in office and, given his character, half of America already expects that he will continue his vengeful, hateful divisiveness through his policies.

In four years, the US will have a chance at a do-over and could elect someone with the decency and principled character that most want in a leader. This is what makes America great again and again.

And this is what makes Guyana a continuing hellhole: at our next elections, we will again have the choice between two tired parties led by tired, old men who are immured in the politics of hate and division, and we will continue to vote for them as if our votes matter.

landlord who attempted to warn his 30-year-old tenant against conducting illegal business on his East Coast Demerara (ECD) property was on Friday night shot and injured.

Injured is Basil Murray, 66, of Lot 89 Melanie Damishana, ECD. The shooting reportedly occurred at

about 21:15h.

Reports are Murray was making a routine visit to another property in the village when he met the tenant in the yard and cautioned him about selling narcotics on the premises.

This reportedly led to a heated argument between the two men during which the tenant whipped out a

handgun and discharged several rounds at the landlord, hitting him twice to both legs. After the shooting, the tenant fled the scene.

Murray was taken to the Georgetown Public Hospital where he was admitted and is listed in a stable condition.

Detectives have retrieved seven spent shells from a small calibre weapon as they

continue their hunt for the suspect. Attempts to contact relatives of the injured man proved futile.

It is unclear if the suspect was ever placed before the courts or was ever investigated in connection with any other crime. The Police have since alerted their colleagues at various posts to be on the lookout for the suspect.

Finance Ministry to resuscitate...

“Primary Legislation does not specifically mandate that external audits be carried out on debt management activities…There is no single annual borrowing limit linked to the broader economic or fiscal performance; rather, there are several limits applied to different types of instruments under various Acts, eg, External Loans, Domestic Loans and Loan Guarantees.”

The debt management division found too that there are no articulated roles and

responsibilities of entities associated with government debt management, including other ministries, Bank of Guyana and Parliament.

Further outlining the weaknesses in the existing legislation, the Ministry’s debt management division found that there is no requirement for external auditing, compliance or performance auditing of debt management operations.

There is also no high-level Public Debt Management Committee or similar decision making committee that

provides oversight of debt management operations and acts as advisor to the government on debt related matters, according to the 2015 Report.

With regards the improvement of the existing legislative framework, it was pointed out that with the help of an Inter-American Development Bank- funded Consultant, a single Public Debt and Aid Management Act and Regulations were drafted in 2006.

cording to the Ministry, “there are plans in place in the second half of 2016, with external assistance from the Commonwealth Secretariat, to have the draft Public Debt and Aid Management Act and Regulations reviewed and updated.”

According to the Ministry, once the current debt legislation is revamped and the several existing Acts are replaced with a single Public Debt Management Act, this legislation should be enacted in the near future.

White Knight campaign launched Younge’s Take …several persons arrested for DUI

he Guyana Police Force’s (GPF) traffic ranks took several persons into custody for driving while above the prescribed alcohol limit during the first White Knight campaign on Friday night.

The White Knight campaign is a collaborative effort of the Guyana National Road Safety Council (GNRSC) and the GPF. The aim of the campaign is to team education awareness with enforcement during strategic roadblocks across the country.

At the roadblock on Vlissengen Road and Station Street, Georgetown, in A Division (Georgetown-East Bank Demerara), Police ranks were administering random breathalyser tests to drivers while the GNRSC members and other stakeholders distributed magazines, pamphlets and encouraged drivers to be safe on the roadways.

According to the Government Information

Agency (GINA), it observed several drivers taking the breathalyser test and five of them, including a driver who stopped and volunteered to take the test, were found to be above the prescribed alcohol limit, which is a traffic violation that carries a fine for the charge of Driving Under the Influence (DUI) of alcohol.

Members of the GNRSC spoke to the drivers about the dangers of their practice before they were taken to the nearest Police station.

One driver could be overhead telling one GRNSC member, “I don’t do this often. Is only on Fridays I does drink.”

Coordinator of the GNRSC Ramona Doorgen told GINA the aim of the campaign is “... to encourage them not to drink and drive.

We’re asking them to come on board with us and let us reduce death (on the roadways)… so we won’t have any more deaths on the road for the rest of the year.”

Trump triumphs but America falls

S citizens and by extension the world must brace themselves for dark days ahead following the victory of Donald Trump which will now see him becoming the 45th President of the United States of America.

Trump, 70, this week managed to destroy Hillary Clinton’s hope of creating history by becoming the first woman to occupy the Oval Office. He also managed to destroy the media’s predictions via polls that he would lose the election because of a series of missteps and in other cases his apparent unsuitability for the job, apart from his unforgiveable demeanour and tweet-rants against America’s political establishment and his Michael Younge opponents.

Also by winning Tuesday’s elections, Trump has triumphed against the intellectuals who simply has no respect for him or the policies he campaigned on during the last year-and-a-half since announcing his candidacy.

What is more worrisome though is the fact that Trump will have all of the political power, authority and resources to run the world’s only Superpower over the next four-and-a-half years while attempting to implement all he said he would were he to win.

And even as the media and political analysts at home here and abroad continue to do their post-mortems on the US elections, the surprising turn of events and mood of the electors at that time, no one has revealed the real and naked truth about the outcome of the elections and Trump’s victory.

The truth is his victory has revealed the core values, ideals and beliefs of a majority of modern America which has undergone a significant period of transformation with the advent of technology and science since the turn of the millennium. Let us not forget that America is a diverse nation with diverse peoples and diverse beliefs.

Let us also not forget the country’s history which is really not defined by the piecemeal and iconic stories that its leaders chose to tell the world daily. America’s history is defined by its struggle for civil rights, social justice and equity. It is also defined by its uphill and apparently still continuing battle to end an endemic trend of racism and racial disharmony because of the distrust of a vast majority of whites when it comes to the subject of immigrants.

Perhaps, Trump knew this and understood the concerns that a majority of citizens born in the US had about the increase in the number of people from around world who were flocking to the US and undermining their opportunities.

Maybe he also understood the fact that Americans love to be entertained by conspiracy theories, juicy reality shows, drama and personalities that were edgy, unpredictable and most times unusual.

He must have also understood too that in order to get elected, all he had to do was ‘good acting’ and he would secure the most prestigious award in the world. And that is exactly what he did because all politicians are really good actors and those who end up in elected office are perhaps even better actors especially when the electorate discovers that the things they do when given power are significantly different from the things they promised to do in the first place.

But in this case, Trump who has been described as a sexist, bigot, foul-mouthed and racist politician is sure to deliver on all he said he would do. In fact, he’s always disregarded the advice of those around him and has done things his way and how he feels they should be done. Just look at his businesses and the filing of constantly appeals for bankruptcy in order to make them viable as well as profitable when things get tough and you’ll understand.

Old habits die hard, and it would be inconceivable to think that a 70-year-old who apparently cares less about morals, climate change, immigrants and women would change now on account of “acting Presidential and right to give the right impression to the world”. He did not do it on the campaign trail and I have no reason to think that he will very soon.

The fact that the US which lectures Third World countries about their governance systems and the style of their leaders could elect Trump with a majority to office is astounding but not unbelievable. In four years’ time, the US will not have the moral authority or political rectitude to speak to Venezuela, Brazil, Guyana or any other country for that matter about governance if Trump remains Trump and does all that he said he intends to do.

The world must be concerned about the stability of power as any little provocation of the US could result in an unprecedented wave of attacks, sanctions, withdrawal of humanitarian aid and support or even war. It was the liberals and conservatives that defeated Hillary Clinton not Donald Trump and she should run again in the next elections. It might be her time then, the circumstances different and the moment even more historic because iconic women are golden having been made out of fire, steel, and difficult circumstances. If not Hillary, then Michelle Obama.

GCCA meets with operators, pilots on new system for aviation safety

he Guyana Civil Aviation Authority (GCAA) hosted a consultation on Friday on Performance-based Navigation (PBN) and Automatic Dependent Surveillance-Broadcast (ADS-B) Implementation with operators and pilots to bolster safety in the aviation sector.

The consultation which was held at the Eugene F Correia International Airport, Ogle, East Coast Demerara, saw GCAA’s Director General, Colonel (Retired) Egbert Fields and Director of Air Navigation Services and operator from Air Navigation Services, Rickford Samaroo, making presentations.

Fields said safety is paramount in the aviation industry, explaining that the GCCA will be cooperating with operators.

“I expect their cooperation in return because that is the only way to enhance safety. It is the only path that you and I can take to ensure that the business of aviation continues with Guyana in a safe light,” Fields explained.

The Director General pointed out that in order to enhance safety in the aviation industry, it is necessary for the GCCA to not only listen to the operators, but also seek advice from them.

He noted that the GCCA will use the feedback to provide a safe zone in the aviation industry.

“We’re looking for your ideas to blend with ours, and

that blend can only lead to one item, safety. We are moving onwards, we are moving technology to make this industry safe. The ADS-B system will be helpful in knowing where you are, to space you properly, and also in the event of emergencies we will be able to find you quickly,” Fields explained.

Fields noted that this system being implemented is costly. He urged the operators to learn as much as they can about it so that it can be utilised efficiently and effectively.

Meanwhile, Samaroo presenting on the ADS-B and PBN, told the operators that the PBM system will help with better spacing (of aircraft) in the air. He said air traffic is growing rapidly and there is need to increase capacity of air space because the air space does not grow.

“While we can grow the airport on the ground we can’t grow the airspace so ADS-B or surveillance is technology that is used to separate and reduce the spacing of aircraft, and we hope to implement this in its full dimension so we can utilise all its potential and all its benefit that it offers.”

Samaroo also noted that the system allows air navigation to have the traffic management system, (an alerting system) be used as a minimum safe altitude for short – term conflict resolution.

It was reported that on Thursday evening at about 22:00h, the deceased attempted to pacify a heated argument between the suspect and some other men but his bicycle was left behind.

According to preliminary investigations, at about 06:30h on Friday morning, the deceased and his uncle went to the suspect’s house to retrieve the bicycle but after repeatedly calling and banging on the door and not receiving an answer, they allegedly kicked down the door.

After doing so, they confronted the suspect and a scuffle ensued and it was during this encounter several loud explosions were heard.

A tenant of the apartment building explained that he was asleep and was awakened by someone calling for “Beggar”. He noted that soon after he heard footsteps followed by an argument and then a commotion. The man recalled that he subsequently heard gunshots.

Meanwhile, relatives of the dead man claim it was cold blooded murder, reiterating that after the shooting incident, Payne was relieved of a quantity of gold jewellery he was wearing and about $400,000 in cash that he had in his possession.

The forgotten people of Red Village

A

t first impression, Red Village appears to be quite peaceful and neat, albeit the modest homes in sight. Yet, this village unknown to many Guyanese, is troubled and struggles every day to survive.

Its young people are the first victims of its poverty, and its women are its backbone.

The community, located several miles off the Suddie public road, was founded circa 2008 and is dotted by small SIMAP houses. It is home to a population of predominantly Amerindians and mixed, but has no health centre, community multipurpose building or Anna Correia properly maintained play field.

The access road to Red Village is built with sand and loam, rendering it difficult to navigate during the rainy season, especially for pedestrians.

Last week the Guyana Empowered Peoples Action Network (GEPAN) published a report, “Insight Into Guyana’s Rural Communities – Struggles of the Essequibian Woman”, which captured the daily challenges with which the women of Red Village are confronted.

Based on a house-to-house survey conducted by the organisation, the majority of men work as manual and polyvalent labourers, or in the logging and mining sectors. Those who work in the logging and mining sectors are absent from their families for extended periods of time, going up to 4 – 6 months. Families depend on their return for income, or occasionally, on monies they earn, sent from the interior via third parties.

The women of Red Village, mostly of Amerindian ancestry, associate their disempowerment with inaccessibility to the job market due to varying factors, notably limited education and a significantly high level of unemployment on the Essequibo Coast.

Another problematic identified is the heavy consumption of illicit substances, in particular marijuana, by young men within the community. This is believed to be a direct consequence of the high level of school drop-outs due primarily to the financial difficulties faced by households. The mothers who were interviewed in the survey, singled out unemployment as the source of all the challenges affecting families. 27% of the women interviewed were employed, as opposed to a remaining 73%.

The consumption of illicit substances (mainly marijuana) as well as alcoholism ranks highly among young people who dropped out of school.

Teenage pregnancy was also picked up as another consequence of financial difficulties faced in single parent homes in Red Village. All teenage mothers surveyed dropped out of school, were unemployed and depended either on their families or their partners for financial support.

70% of the participants interviewed identified school dropout and unemployment of young men to be a leading cause of the crime rate which plagues the community, especially at nightfall. Because of its high crime rate, Red Village is commonly thought of by Essequibians as an unsafe place for women in particular, leading to a certain form of stigmatisation for its occupants. Women interviewed explained that it is a challenge to raise their daughters in this environment, despite the presence of a Community Policing Group.

Boys are identified as the first victims of school drop-out because they are under pressure to provide financial support to their families. The removal of the annual government funded $10,000 back-to-school voucher per child, was deplored by those mothers who are unable to send their children to school regularly.

While Red Village is not located on Amerindian titled or propose title land, the majority of its population are of Amerindian lineage, mostly of Arawak, Carib and Warau descent, although Wai Wai and Patamona women were also identified during the survey.

As a result, it is the responsibility of the Indigenous Peoples Affairs Ministry to divert some of its attention and resources to this community in dire need of assistance, especially since its inhabitants are entitled to their Amerindian rights under the Amerindian Act no. 6 – 2006, regardless of whether they live on communal land or not.

A holistic approach necessitating the combined, urgent intervention of the Social Protection Ministry and regional authorities is also necessary to address the high level of teenage pregnancy and school drop-out which plagues Red Village.

Sustainable initiatives targeting local job creation and capacity building is vital to assist families and keep them off the streets.

Until then, the women and children will continue to be the invisible faces of what seems to be another forgotten village of the Essequibo Coast.

GTA welcomes visitors to Guyana

he Guyana Tourism Authority (GTA) on Friday welcomed visitors to Guyana with locally made snacks at the Cheddi Jagan and the Eugene F Correia International Airports. The travellers, whether they are vacationing or visiting for the holiday season were welcomed warmly with local treats and souvenirs.

Director of the GTA, Indranauth Haralsingh, said visitors are the backbone of tourism, noting that the initiative is a way of thanking them for coming to this country.

“It’s just to show appreciation; basically to say thanks to the thousands of

visitors who chose to come to Guyana and whether they are an international leisure visitor or [from the Diasporas]; thank you for choosing Guyana,” Haralsingh expressed.

Among the treats offered to the incoming passengers were plantain chips, salseer – more commonly referred to as ‘chicken foot’ – and cassava chips.

The Director added that

giving treats to tourists is unique to Guyana and further noted that it is part of the GTA’s strategy for Tourism Awareness Month and to boost the local tourism industry.

“Visitors do appreciate this; it is something unique for Guyana and the entire Caribbean because you do see this happening. It is not only for this month we do this, but for Diwali, Holi, Easter, Arrival Day… It is an important part of our strategy,” he pointed out.

Other activities planned for Tourism Awareness Month include motor racing, the Rockstone Fish Festival and South Pakaraimas Mountain Safari.

Calcuni Health Centre closed – as Medex proceeds on leave

egional Chairman Renis Morian and councillors of Region 10 (Upper Demerara/ Berbice) Democratic Council (RDC) have expressed dissatisfaction over closure of the Calcuni Health Centre due to its Medex proceeding

on annual leave.

In light of several reports of issues relating to health facilities in Sub-Region Two (areas along the Berbice River), Morian has made a call for a look at standard operating procedures regarding health posts.

The chairman during the Council's statutory meeting Thursday established

that he wants systems to be put in place for a health worker to always be present at the facility, noting that "no health centre should be closed.” He reported a similar incident at Ebini where there is also no replacement for the health worker who is

on leave.

"One staff is on leave, so there is no replacement.

At Calcuni, the Medex is on leave, so it means the health post is closed...The objective of having the health post in the community is so that healthcare can reach the people...Closing down the health post or health clinic is defeating the whole purpose

of having one," the Regional Chairman declared.

Speaking on behalf of the Regional Health Department, Medex Jacqueline Baird said that at Calcuni, it is customary that when the Medex proceeds on leave they remain close but the health post can render assistance in case of emergency.

However Morian asserted that legally, the Medex, while on leave has no responsibility and can choose not to respond.

"What we want here is a system that the office is opened all the time... You're aware that somebody is going on leave, make all the necessary provision for somebody else (to be present)... If it was working, the residents would not have raised this concern," Morian replied while urging that systems be put in place so there is no recurrence.

also affects the effectiveness of the Expanded Programme on Immunization (EPI) since they are usually closed when that programme is conducted.

He said it is now time to think outside of what is customary and to make provision for someone else to be present, and added that the onus is on the Health

Department to ensure that training is provided since residents are asking for more community health workers to work alongside Medexes.

Meanwhile, Councillor Vladimir Glasgow suggested that the Department must either budget for persons to be trained in these areas or have a nurse present in the absence of the Medex, while Morian assured the Council that money is in the 2017 Budget for training.

Speaking on the issue, Councillor Gordon Callendar noted that the situation is not satisfactory for a Region which allocates money towards its health posts. He

questioned the adequacy of the number of staff assigned to the health posts since it was noted that one staff is customary.

Councillor Douglas Gittens outlined that one staff to a building is very inadequate.

Morian also pointed out that where there is one staff, community health workers can be trained to assist.

Social cohesion strategic plan coming soon …as Minister defends no policy laid in National Assembly yet

onsultations are ongoing across the country with the aim of crafting a five-year strategic plan to address divisiveness among the population by promoting social cohesion.

Social Cohesion Minister Amna Ally told the media that the ministry is hosting consultative meetings with residents from a number of communities across the country with the intention of getting their views on what is needed to encourage persons to become united.

Ally was at the time explaining why no social cohesion policy has been laid in the National Assembly for consideration: “What we are doing in Social Cohesion now is a lot of sensitisation in the regions and get people to have a buy-in to what social cohesion is and so on.”

She explained that the Social Cohesion Ministry is a fairly new establishment and therefore a lot of work must be done to familiarise the public about the responsibilities of the ministry.

The minister said that at the end of the consultations, a five-year strategic plan will be compiled and then implemented.

Coordinator of the Ministry Sharon Patterson recently told the Government Information Agency (GINA) in an interview that young people are very important to the drafting of the plan: “We are attempting to meet with young people through media and online activity because they play a key role in the process, and the consultations have been rewarding so far with the regions and communities we have visited.”

She explained that the consultations are being held based on five themes that underpin the roundtable discussion on social cohesion that took place in September.

The first outcome is economic equity and opportunities. She envisioned that by 2021, persons belonging to different race groups, unemployed youth, low-wage workers in mining, agriculture and other sectors,

should feel less economically unequal to others.

Outcome Two – Citizen Safety and Security – relates to safety for communities.

Residents should feel safer and there should be a lessening of tension, personal, ethnic, racial and criminal insecurity among all groups.

Outcome Three – Social inclusion and tolerance – states that persons belonging to groups such as those with disabilities, the aged and infirm, homeless and indigent, persons from the Lesbian, Gay, Bisexual and transgender (LGBT) and other minorities should feel equal to others and the discrimination and exclusion that they may feel should be reduced.

Outcome Four – Inclusive and participatory Governance – relates to persons in communities having a better understanding of the Constitution, the system of Government and institutions of national, regional and community levels, and should be more involved and have more confidence in the decisions taken that affect individuals and communities.

Outcome Five deals with harmonious ethnic and racial relations. The ministry is hopeful that by 2021, they would like to see a clear improvement in relations and interactions among the various ethnic and race groups in Guyana, and a positive appreciation of the cultural diversity of different groups at the national and community levels.

resh off fierce competition in Guyana’s premier golf challenge, the Digicel Guyana Open Golf tournament, golfers were once again faced with an uphill task in the 10th MACORP Golf tournament yesterday at the Lusignan Golf Course. And this time around it was no other than Parmanand ‘Max’ Persaud, who emerged as the overall winner of the major yearend event.

In what was a very closely competed contest involving 36 golfers on a day that was conducive for golf, Parmanand Persaud edged Pur Persaud on count back after both finished on a net of 66. There was another count back for the third position as both Patrick Prashad and Balgobin Ragnauth finished on a 67 net, but it was Prashad, who took the third position.

Each of the top four finishers received trophies for their achievement in the well-organized tournament.

Meanwhile speaking at the presentation, President of the Lusignan Golf Club, Oncar Ramroop, thanked MACORP’s executives, who were present, for their long term relationship with the club which goes beyond sponsorship for golf and includes providing better access to the club by upgrading the road.

While Chief Executive Officer of MACORP, Jorge Medina, said his entity is honoured to participate in such event as he was pleased with the structure and is happy to contribute to sport development in Guyana.

There were several other prizes on offer- in flight 19-36-Ragnauth (67n) finished as the winner while

Maurice Solomon (70n) placed second. 10-18 flight- Parmanand Persaud was the winner while Pur Persaud was the runner up. 0-9 Patrick Prashad finished in the summit position while Mohanlall Dinanauth (69) came in second. Dinanauth won best gross while Parmanand Persaud won nearest to the pin after falling some six feet from the whole.

Several players also won prizes from a raffle for participating in the event.

He made a special mention of the schools from the Black bush Polder.

St Agnes to challenge St Angela’s for title

he winners of the 5th annual Courts Pee-wee football championships will be determined by a clash of neighbours as defending champions St. Angela’s will clash with St. Agnes in the final on November 20 at the Banks DIH Thirst park Ground.

Defending champions, St. Angela’s reached their second consecutive final on the bank of a brace by the talented Seon Cato who netted in the 17th to lead their team past a challenging St. Pius 1-0 in the first semi-final on Saturday at the Thirst Park ground.

Since the defending champions, were safely through to the final, the attention turned to who will face them and that question was answered until the 30th minute in the match between St. Agnes and West Ruimveldt Primary; Nikhail Carter’s conversion sent wide celebrations in the Church Street based school.

Meanwhile, in the 5th to 8th play-off matches, Marian Academy won 4-2 on sudden death kicks after the game was locked at 1-1 after regulation time. F.E. Pollard’s goal came off the heels of Bryan Wharton in the 2nd minute while Michael Alphonso equalized in the 48th.

The second match saw, also needed to be decided by spot kicks as St. Stephens and

North Georgetown were locked in stalemate. However, the latter won 5-4 on sudden death kicks.

In the 9-12 section, Mickelle Andrews in the 32nd lead St. Margaret’s to a 1-0 victory over Tucville while Winfer Gardens defeated Stella Maris 1-0 when Makhaya Munroe netted in the 32nd.

For the 13th to 16th positions, South Ruimveldt hammered St. Gabriel’s 4-0 as Saleem Rameshwar recorded a double, netting in the 2nd and 8th minute; John Simon (10th) and Antonio Leitch (12th) were the other goal scorers.

In the other match, Redeemer won 1-0 against Mae’s Schools when Deshawn Lynch scored in the 6th.

Winners of the tourney will receive the championship trophy, medals, one set of team uniforms and certificates, while the runners-up will collect the second place trophy, medals, six footballs and certificates.

The third placed side will receive the respective trophy, four balls and certificates while fourth placed will be presented with a trophy and certificates. The most disciplined team will also be presented with a trophy.

he best young cyclists in Berbice are expected to dominate the cycling when the fourth annual Track Attack gets on the way today at the Welfare Community Centre at Rosehall East Canje today.

The event which is being organised by the Flying Ace Cycling Club (FACC) is being staged ahead of the Guyana Teachers Union National Track and Field championships to give athletes and last opportunity at competing as they prepare for the championships.

The day’s event will see 100, 200 and 400 meters athletics from Districts 6 and 13 as well as cyclist on the field.

Among the featured cycle events will be 25-lap race, the devil takes the hindmost and a race of an unknown distance.

Athletes will have the opportunity of winning attractive prizes. Track attack is only opened to athletes attend school and who will be participating at the 2016 Guyana Teachers Union National Track and Field championships later this month.

By Akeem Greene he South Dakota Circuit will be a hive of activity today as the nation’s top drivers and riders will go bumper to bumper to with their Caribbean and International counterparts as this year’s Caribbean Motor Racing Championships (CMRC) come to an end in grand style.

The race meet is expected to be the biggest in recent years in Guyana since not only the Caribbean’s best will battle the locals, the presence of American and British riders will be felt.

Though Guyana are defending champions, they have already surrendered their title to Trinidad and Tobago who have 1151 points while home side are in distant fourth on 358 points; Barbados are second with 504 and Jamaica third with 465 points.

The suspense in the thriller expected lies with the motor bikes since, it is a three-way battle between the Vieira’s.

Matthew currently leads the CMRC Super stock championship with 166 points and is closely followed by Stephen on 122 points while and defending Champion Elliot is in third on 93 points and all three riders have stated that they will be gunning for championship honours. Added to the intense family rivalry expected to the two international riders should make it even more riveting action.

Based on reports emanating from the qualifying rounds on Saturday, Moto America Champion and Team Mohammed’s Enterprise Byrce Prince qualified in P1 clocking 34.304 seconds mark while Elliot recorded a time of 34.590 in second.

uyanese Motor Biker, Matthew Vieira says that his main goal today will be securing the championship title in the 600cc Super stock category as the Caribbean Motor Racing Championships (CMRC) conclude at the South Dakota Circuit.

Vieira currently leads the points table on 166 points and his closely followed by his cousins Stephen on 122 points and defending champion Elliot on 93.

Added to the family rivalry, the young driver is expected to face stern challenge from Mohammed’s Enterprise duo, MotoAmerica Superbike champion Bryce Prince and British Rider Matt Truelove.

The biker stated, “Stephen is very close to me, it will be hard for him to break that down in the three races and instead of focusing on the other riders, I need to focus on him, my main focus is securing my championship, after that I can push the bike to the max.”

Vieira, whose machine of choice is a Yamaha R6 says feels the international riders brings great competition to the days’ event but bemoans the fact that his bike is no where the near the speed of the foreign duo but believes once he has the proper equipment to compete he can pose a challenge.

The son of speedster Mark Vieira says that his fans can expect a treat since “I will push my machine to the limit and they will see me ride my heart out; the races will be very good two so I urge everyone to come out, it will be an action pack day.”

eft-arm spinners Veerasammy Permaul and Gudakesh Motie combined for nine wickets on day two to give Guyana Jaguars control of their opening round clash against the Jamaica Scorpions in the West Indies Cricket Board Professional Cricket League Digicel Regional Four Day tournament match at Providence.

On his way to his 19th First Class five-wicket haul, Veerasammy Permaul became the fifth bowler to take 300 wickets in the modern West Indies first-class championship (1966 onwards) when he dismissed Nikita Miller. The Albion player joins Shane Shillingford (377 + wickets in current match), Nikita Miller (376 + wickets in current match), Mahendra Nagamootoo (325) and Ryan Austin (305) in the illustrious 300 club.

Test player, Jermaine Blackwood hit three fours in a breezy knock from 24 balls but was Motie’s first victim after surviving a previous scare for a caught and bowl off the same bowler. Motie claimed the catch and the entire Jaguars team was disappointed when Umpire Nigel Dugid said not out after consulting with square leg umpire Jonathan Blade.

Operating in tandem, the Albion pair of Motie and Permaul ensured that the defending champions control the game with a 90-run first inning lead after the last nine Scorpions wickets fell for 95 runs. Only Andre Mc Carthy stuck around after hitting three sixes and two fours in a cameo. Off spinner Eon Hooper bowled with control but was wicketless after causing some trouble.

Batting a second time, the Jaguars looked comfortable facing the 11 overs sent down as Rajendra Chandrika and Shimron Hetmyer put on 26 before stumps.
