ne month after former Police Commissioner Seelall Persaud retired from the Guyana Police Force, his replacement will soon be determined as measures are afoot to facilitate the process.

In an interview with Guyana Times on Wednesday, Minister of State Joseph Harmon confirmed that the process to find a substantive replacement has begun.

When questioned if acting Police Commissioner David Ramnarine is being considered for the post of most senior Police Officer, Harmon by his response hinted that others may be in the running to head the law-enforcement body.

“There is a process and it will basically give others an equal opportunity,” he stressed.

However, Section 210 of Chapter 1:01 of the Constitution of Guyana outlines that there must be meaningful consultations with the Opposition Leader and Chairperson of the PSC. “The Commissioner of Police and every Deputy Commissioner of Police shall be appointed by the President acting after meaningful consultation with the Leader of the Opposition and Chairperson of the Police Service Commission after the Chairperson has consulted with the other members of the Commission,” the relevant section of the Constitution read.

Legal minds have interpreted that this section signals that the President is not bound by the Opposition Leader or the PSC’s input; suggesting that the President could “handpick” a Joint Services rank of his choice.

cant or if the holder thereof is for any reason unable to perform the functions of his or her office, a person may be appointed to act in that office and the provisions of the preceding paragraph shall apply to such an appointment as they apply to the appointment of a person to hold that office...” the supreme law of Guyana further noted.

While it is still unclear as to who will take up the top post, Minister Harmon hinted last year at the possibility that a female could assume the position of Commissioner of Police. When he had been asked whether Assistant Police Commissioner Paul Williams was likely to take up the man-

NGSA: The fork in the road

T

oday, 14,551 students from Grade Six in primary schools across the land will be taking the second part of their two-day “National Grade Six Assessment” papers. For most of these 10-12-year-olds, the results of these exams will, to a great extent, determine the trajectory of the rest of their lives. And we use the word “exam” rather than “Assessment”, which replaced it in 2003 when the “Common Entrance Exam” was discontinued.

The change was supposed to address some concerns raised over the preceding decades about the “make or break” event that came so early in the lives of Guyana’s children. The top five per cent, or approximately 600 from every cohort, would qualify to attend the top five or six “senior” secondary schools – all in Georgetown – and the remainder would be farmed out to the appropriately rated secondary schools closest to where they resided. The “bottom” three quarter understood from their placements not much was expected from them, academically.

In the past, they were farmed out to officially segregate in schools dubbed as “community high schools” but without doing anything to upgrade their status, the name reverted to the generic, unencumbered “secondary school”. And herein lies the rub. More than a decade ago, the Education Ministry, in changing the name of the primary school final exam to “assessment” promised that the grades obtained in the four subjects would be used to “assess” the strengths and weaknesses of the individual students and form the basis of individualised tutoring when they entered 7th Grade in the secondary schools. In fact, the notion of “assessments” formed the basis of introducing two others in the second and fourth grades, which made a nominal contribution to the final grades after the NGSA. The Ministry also then promised that the secondary schools in each region would be upgraded to match the “senior” secondary schools in Georgetown. That this was possible was well known since the Berbice High School and a few other rural secondary schools had in the past replicated the performance of the Georgetown “senior” schools. Since the introduction of the scheme of assessments and promise of equality in the delivery of secondary education, however, there has been absolutely no follow up.

And we return to the premise on which this editorial is based: it is time the Education Ministry relooks at the thinking behind the unfulfilled changes in the education of our youths prior to their entry into tertiary education.

There has certainly been much noise created about a “renaissance” at UG. But this renaissance will not arrive full blown from the head of Zeus or any other god who has been appointed to head the University. It can only be built after fixing what has been broken for a long time at the primary and secondary schools that feed the University of Guyana and other tertiary institutions.

The coming oil boom will create a new economy, whether that economy will be a victim of “Dutch Disease” or not. To insure the latter possibility, however, the entire focus of our educational system, from nursery to university and beyond must be revamped to cater for these changes and demands. Our educational system is still dominated by the British focus on “academics”, which, as we pointed out earlier, by those criteria doom most of our youths to kicking bricks on the streets, lives of not so quiet desperation or alternatively, lives of crime.

It is perhaps fortuitous that the new incumbent Education Minister is a relative newcomer to the delivery of education in Guyana and she personally has been recently exposed to new pedagogical tools and techniques. Her predecessor was the epitome of the “old school”, having attended the most elite ‘premier school” and universities to complete “classical degrees”.

It could be the case of the child who pointed out that the Emperor has no clothes, and that perchance the new clothes could be consciously made more appropriate to our climate.

There is nothing democratically beautiful about removing independent voices Dear Editor, In a recent interview with Guyana Times (March 26, 2017), the Alliance For Change (AFC) General Secretary, Marlon Williams, boasts about Guyana being a "beautiful" democracy. But there is nothing democratically beautiful about removing independent voices from the State-owned newspaper. And Williams cannot not know of the direct and indirect role AFC leaders played in removing me and Lincoln Lewis from the Chronicle.

We are now reliably informed that a senior AFC Minister has over time been raising at Cabinet the issue of Hinds and Lewis’ columns. It was that same Minister who gave the instructions to the Editor-in-Chief (EIC) to axe the columnists. To add insult to injury, two top AFC members, Sherod Duncan and Geeta Chandan-Edmond voted at the Board level to rubber stamp the decision, citing the legal right of the Editorin-Chief to make the decision. Whether Duncan and Chandan-Edmond knew they were rubberstamping a political decision is not known, but it would take a lot of convincing to assure me that they did not know. I hereby challenge the AFC to deny this version of events.

The Chronicle and the rest of the State media are controlled by the AFC as part of the distribution of spoils after the election. The Prime Minister has direct oversight of this sector. He is a journalist by profession, but we have not heard a single word from him on this matter. The AFC, as a party, has not said a single word. The AFC has from time to time hinted that it is being shortchanged by the A Partnership for National Unity within the Government.

It is hypocritical to complain of being bullied when you engage in similar behaviour in areas where you exercise authority. This was the same party that famously warned me that I should be thankful to it for the freedom it allowed me and one of its leaders– Freddie Kissoon – accused me of wanting to return the PPP to power.

Days before receiving the letter from the Editor-in Chief, I had been tipped off that the column would be discontinued and who were behind the move. I learnt that the EIC was tortured by the situation, but he had no choice in the matter. Armed with that information, I wrote to him asking for an explanation regarding the non-publication of the column for two consecutive weeks. It was then that

he sent the letter informing me of the decision. We now know that he did so without the knowledge of the Board.

What should be known is that in addition to my column, I have written scores of editorials for the newspaper; most of them complimentary to the Government. That they dispensed with the column while wanting to retain my services as an editorial writer speaks volumes about the mindset – they cannot stand my criticisms but are comfortable with my writings that sanitise them.

I always knew that my independent stances were causing concern among Government Ministers – some of them have told me directly.

I often wondered why they are so uneasy about self-critique.

What is it about us that we cannot deal sensibly with dissent. Despite, the uneasiness, I remained at the Chronicle as a matter of principle. I took the position that they must shove me out and prove to Guyana who they really are. And true to the tradition of Guyanese leadership culture, they have done just that. What a shame!

The People’s National Congress section is being blamed for what was executed by the AFC. But the public utterings of the party’s General Secretary suggest that they

have no problem with the action – a case of the AFC doing the dirty job for them. One must ask if a Government is prepared to encourage that kind of behaviour towards a coalition member, how would they behave towards presumed enemies?

There is something very ugly about government leaders stifling free expression and still preach about the beauty of democracy.

For me, my lifelong struggle for a better Guyana continues. My voice will not be silenced. I will continue to speak back to power and the powerful and challenge them to do better. I am determined that this Government must break the cycle of authoritarian governance. In this regard, I am inspired by the words of our national poetic voice and conscience, Martin Carter: No I will not still my voice/ I have too much to claim …

And so if you see me looking at your hands listening when you speak marching in your ranks you must know I do not sleep to dream, but dream to change the world.

Good luck, but fight harder, West Indies!

Dear Editor, First, congratulations to the West Indies for making it to the World Cup 2019. However, there are some gaps in the team. We need an experienced wicket taking spinner to bowl the middle overs, even opening the batting if needed. The great Chris Gayle’s fitness and age seem to have taken its toll on the Universe Boss. Sunil Narine may be the best candidate for recall, especially since his batting has improved also, but he has

to get his action cleared. Shai Hope has to increase his scoring rate, while Bishoo has to air the ball more, and bowl more accurately. Shimron Hetmyer is one of my favourite young batsmen, and we hope he makes use of his undoubted talents and makes it all the way to the top.

Some sort of amnesty must be worked out to get match winners like with Pollard, the Bravo brothers, Simmons, Badree, Russell and others who are definitely more suited

for One Day cricket. Also, why is Phil Simmons not a part of the West Indian management outfit? Simmons had proved his coaching ability with assisting lesser teams, most recently Afghanistan in reaching the World Cup qualifiers, despite all odds.

We hope West Indies will compete hard and effectively. Hopefully win, if possible, although that is very unlikely. The other team members cannot leave everything to the

captain Holder. The fact that he had to summon Evin Lewis from the pavilion to take the field to qualify to open West Indies batting, and step up in all roles when his team fails, happens too often. Every player needs to pull his weight.

Cricket remains a game of glorious uncertainties, so step up Windies, the entire Caribbean will be rallying around you!

A response to Professor We are taking too many Seecharan’s tribute to Dr Jagan risks (Conclusion) Dear Editor, It is fitting and commendable that Stabroek News published an eightpage supplement to commemorate the one hundredth birth anniversary of Dr Cheddi B Jagan. I have thus far read Professor Clement Seecharran’s contribution, and would like to make a few observations: First, Professor Seecharran seems to place the full burden of Guyana’s unresolved “ethnic problem” on Cheddi Jagan by his failure to recognise the insecurities of Afro-Guyanese; insecurities which would not be allayed by his emphasis on class struggle. While there is some truth in this, the fact is that the seeds of

animosity had been sown by the colonial authorities through policies governing land ownership and culture, among other things.

That said, no discussion of the “ethnic problem” can ignore the role of Jagan’s political nemesis, Forbes Burnham, who not only controlled the first post-independence Government, but manipulated the “ethnic census” to maintain a one-party state, securing Afro-Guyanese collaboration by political patronage and the systematic dispossession of Indo-Guyanese. It is interesting to note that Seecharran repeatedly quotes Eusi Kwayana on this matter, seemingly oblivious of the fact that when

Kwayana, then Sydney King, had an opportunity to push for racial reconciliation as part of the Burnham ruling party, he was understood as advocating partition of the country on racial lines.

Secondly, in his protracted elaborations on the failings of Cheddi Jagan, Seecharran cites the sugar baron, Sir Jock Campbell, who he says could have produced miracles if Jagan had cooperated with him.

The miracle worker, whom Seecharran fondly refers to as Jock, may have conceded scraps to the sugar workers in the waning days of colonialism and in an effort to secure the sugar company’s footing, but in Seecharran’s

reflections, Jock towers benevolently over Jagan, who must bear the blame for the unmaterialised miracles.

Thirdly, in the most backhanded and belittling attributions in his article, Seecharran describes the Jagans as people “who did not steal…” There are far too many works on the politics of Guyana that credit the Jagans with considerably more. Any evaluation of a national leader such as Cheddi Jagan must afford some comparison with his contemporaries. In this case, his arch-rival was the dictator, Forbes Burnham.

Vulgar imposition of parking meters in Georgetown

Dear Editor, There is no dispute – the Parking Meter Contract is opposed by a vast majority of the citizens of Georgetown and of Guyana as a whole. The A Partnership for National Unity/Alliance For Change (APNU/AFC) is responsible for this fiasco. While it is City Hall in Georgetown which is implementing this horrendous contract, APNU/AFC is making it possible. I suspect Guyanese citizens will come out in force to protest and reject the parking meters. It is an obligation of the political parties and their leasers to state unequivocally what their position is. I am calling, therefore, for each political party to state their unequivocal position on parking meters and the newly amended Parking Meter Contract and By-laws.

The toxic Parking Meter Contract, unfortunately, is back, auspices of APNU/ AFC. The People’s National Congress (PNC) threat, as expressed by Oscar Clarke, that the parking meters cannot be stopped is vulgar and insulting. The People’s Progressive Party (PPP) Councillors have expressed their opposition and, as far as I know, their position reflects the position of the PPP. The PPP, like their Councillors at City Hall, is opposed to the parking meters, at least as far as I am aware of. Clearly, given the position of the Mayor, the Deputy Mayor and Oscar Clarke, we know that the PNC, and their creature, APNU, not only support parking meters, they want an imposition regardless of what the citizens feel. But what is the official position of the AFC and the

Working People’s Alliance (WPA)? Are these political parties political opportunists, waiting to see which way the wind blows?

The AFC, which has seen its autonomy usurped by the PNC (APNU), has a unique opportunity to demonstrate some guts and to show that they can stand up for the right thing. I know that certain Councillors with AFC labels, example Councillor Duncan, have expressed their dissatisfaction about parking meters for Georgetown. But I would like to hear the official position of the AFC, as well as the WPA, now.

Make no mistake the Oscar Clarke edict that nothing can stop the parking meters comes out of the belly of the PNC. While there might be a spattering of opposition within their ranks from certain Councillors, the APNU/ AFC machinery will ensure that they force the parking meters on the people. Will the AFC be a willing poodle or will they demonstrate spine and object now?

The City Council has made it clear that parking meters will become a part of daily living, no matter what citizens think. Oscar Clarke arrogantly declared that citizens can huff and puff, but they cannot stop the parking meters from being introduced now. In his own way, he made it known that no matter how many people protest and no matter how much noise in the world they make, nothing can stop City Hall from imposing parking meters. The PNC has spoken and they fully expect that the APNU/AFC machinery must follow the edict fully.

Clarke's blunt, if vulgar, warning to the citizens of Georgetown and of Guyana is not shocking. He sits as a Councillor at City Hall to ensure that the PNC-hegemony is unchallenged; his position reflects the position of Congress Place. He acts totally within the ambit of the PNC and in accordance with the PNC’s dictatorial DNA. In the PNC-world, City Hall is a creature of the PNC and must act accordingly. Thus, when Mayor Chase Greene and Deputy Mayor Peter, together with the City Clerk Royston King, act as if there is a divine right to impose parking meters, it is because they envisage those divine rights to have emanated from Congress Place and delivered

by Clarke, as if he is Moses.

While some Councillors did succeed in forcing a deferment on the vote for the amended parking meter Bylaws, this is just a temporary set-back and one can expect

that the By-laws would be passed and introduced very shortly. The AFC will permit a couple of their Councillors to express dismay, while the AFC executive standby, like spineless poodles, waiting to see what happens. If the public protest threatens to derail the parking meters again, the AFC Executive will claim that the Councillors who have stood up against the parking meters were reflecting the AFC position all along. This is what they did before. Well, this time we want to know from the AFC, the WPA and others what are their positions.

In the end, this fiasco is wholly the making of APNU/ AFC. It might be driven by Congress Place and the PNC, but the fiasco cannot be disowned by APNU/AFC. They must carry this albatross forever.

Dear Editor, Our population size relative to our resources is adequate enough to add in a responsible way the improved standard of living that is being pursued. Hence the call for added focus on debt reduction and the utilisation of wind and solar energy as our primary energy sources. This is very achievable with what has been developed thus far in the oil industry and now is the time to say we have enough to responsibly accomplish our long-term goals.

Now, everyone wants to make enough money to go out and have a good time while also taking care of their family or families. This doesn't mean that the next guy has to suffer for this to happen. Whether the next guy is a fisherman, cane cutter or the man up the road who is trying to take care of his own village. We do not have to take his living away to make ours happen. There is enough good land and a multitude of markets that we can support to make a good clean and honest living without putting everybody's house at risk.

We know a bad deal and a crook when we see one and there is no reason to encourage such bad behaviour and detrimental actions just to make another dollar. Being honest to one's self is very important and there is no reason for us to continue drilling new wells if we can't understand what is currently going on with the current costs being presented and the costs being avoided in the agreement. This is not supposed to be a cat and mouse game when you have "GOOD" business partners and suppliers. However, it

is prudent to "trust but verify". Stop spending what the nation does not have and check closely for what the problem is and might be, because if a lot of wells continue to be drilled there is increased opportunity to hide artificial costs and "rip us all off". Remember there are instances where less is more.

Many people are taking their personal time, free of charge, to show clearly that there is a problem. Stop, and go and check what is really going on is all that is being asked.

There was a lot of research done to show everyone that we are dealing with an industry where the players like to take the upper hand and it's not always done honestly. There is no reason to be naive. We are all from Guyana and common sense should tell us that this is what you do in such a situation. If there are continued requests to close our eyes to this important matter, people will start to question if there is corruption. Be honest about it, so the level of integrity of those involved is not furthered questioned.

This is Guyana and people are not stupid, even though some may appear to want them to be. Spending more time in our people's reality is a great way to better understand how annoyed people are getting with the perceived incompetence and bribery.

When people are frustrated with the corruption and incompetence, they look elsewhere for guidance. At the end of the day, this is why different parties get an opportunity to govern and lead.

And for those of you not yet expecting, don’t let me scare you off from the idea of ever having children. It’s important to recognise that it’s normal to have waves of anxiety about parenthood.

A little bit of everyday stress here and there isn’t going to harm your baby. In fact, small amounts of stress have actually been shown to have some positive impacts on development. It’s only when y o u ’ r e chronically stressed (for example, experienci n g toxic conf l i c t with your partner, daily discrimination or harassment at work, excessive and persistent worry) or have experienced an intensely stressful event (like a close family member passing away or a natural disaster in your hometown) that stress levels become worrisome.

Mixed reactions as 1st day of NGSA exams concludes

ver 14,000 pupils in the primary school system on Wednesday wrote the National Grade Six Assessment – an entrance exam into secondary school for the new academic school year.

As the first leg of the examinations kicked off, mixed reactions came from students. The examination commenced with the sitting of English Language papers 1 and 2 and Science papers 1 and 2.

Guyana Times visited three schools around Georgetown –Stella Maris, North Georgetown and St Margaret Primary Schools.

The students, even though they shared different reactions, were eager to speak with this publication and most were in high spirits.

Quincy Greenidge of North Georgetown Primary School, who is aiming for the top secondary school in Guyana, Queen’s College, noted that to him the examination was not difficult.

“The examination was really great and I think that I did really well, I am hoping to gain a place at Queen’s College and I hope that I worked hard enough for that,” the lad said confidently.

Tatianna Abrams, also of

North Georgetown Primary, said she also found the examination quite simple, adding that she prepared by devoting her free time to studying.

“I was studying all the time for the exams so I am hoping that I will get the Bishops High School,” Abrams articulated.

Azaria (only name given) of St Margaret Primary School proudly revealed that she is trusting in God for the success that she hopes to see come results day.

ome 14,551 students will today sit the final examinations of the two-day National Grade Six Assessment (NGSA) across the length and breadth of Guyana. The NGSA is a placement examination offered at the end of the primary school cycle to deter-

mine which secondary school students will be allotted. As students across the land were anxiously awaiting the start of Wednesday’s sitting, their colleagues at Rama Krishna, North Georgetown and St Margret’s Primary Schools in Georgetown were visited by Education Minister Nicolette

Henry and Chief Education Officer (CEO) Marcel Hutson.

Henry and Hutson not only met with children but teachers and parents, all of whom showcased varying levels of emotion as some students appeared nervous, resting their hands on their faces as though they were pondering, while parents were on hand to provide the extra support to their offspring. The Education Minister expressed to the candidates that they must do their best to make their parents and teachers proud of their achievement.

Minister Henry had last year underscored that 2017 was an improvement over 2016 and she once gain observed on Wednesday that efforts will be employed to ensure that this trend continues.

The Ministry’s CEO meanwhile said on Wednesday that the students should thoroughly read their question paper before putting answers.

These comments followed the launch of the Commission of Inquiry (CoI) into the investigations into the alleged assassination plot against President David Granger which recommended disciplinary actions for several senior ranks, including Seelall, who was sent on leave for extended periods between last year and this year.

The CoI report stated, “Commissioner Persaud’s ability to continue in the office of Commissioner of Police has become untenable.”

During a Post-Cabinet press briefing earlier this month, Minister Harmon had said the Guyana Police Force

has a number of competent officers who can take over from Ramnarine, in due course.

Meanwhile, speaking on the non-appointment of members to the Police Services Commission (PSC), the key movement Minister observed that alongside the search for a new Top Cop, moves are being made to appoint members. He explained that the Appointments Committee met late Wednesday to recommend persons for PSC posts.

I understand that the Committee of Appointments should be meeting today (Wednesday) to make the recommendations to the President with respect to those members of the Commission who are to be recommended by the National Assembly,” the Minister of State noted.

In November last year, it was revealed that President David Granger was reviewing the names and assurances were given that it would have been re-constituted with new members by December of that year, but that commitment never materialised.

Nothing sinister about oil bonus expenditure – Trotman

…Opposition Leader says entire bonus handled improperly

G

overnment has brushed aside allegations that it possibly spent or transferred a US$18 million signing bonus it received from ExxonMobil, claiming that there is nothing sinister about this move.

While Natural Resources Minister Raphael Trotman did not confirm nor deny allegations that the signing bonus might have been transferred from a private account at the Central Bank, or spent, the Minister did reiterate that the monies were put aside to deal with a specific matter.

“The Minister of Finance (Winston Jordan) has been speaking to Cabinet about this over a year and how it is going to be disbursed. Once we (Guyana) qualified for our appearance at the World Court which was the 30th of January I believe, then that triggered some release of the funds. There is nothing untoward or sinister about it,” referring to the border controversy between Guyana and Venezuela.

Guyanese Economist Ramon Gaskin on Monday in a letter sent to the local media called on the Government to explain to the Guyanese people the circumstances which led to the bonus being spent unlawfully and without the approval of the National Assembly.

Gaskin wrote, “The Bank of Guyana has published the list of 128 Government Account Balances at the end

of January 2018 in excess of 36 billion Guyana dollars.”

Gaskin said “the US$18M ‘Signing Bonus’ received by Guyana and allegedly placed in the account is not listed”.

“I conclude subject to correction by the Minister of Finance that the monies if indeed placed there have been removed or withdrawn or spent without the authorisation of the Parliament as required by Article 217 of the Constitution of Guyana,” Gaskin said in the letter.

He, therefore, called on “the Minister of Finance to immediately disclose precisely where exactly the money is, how much has been spent from it, and for what purpose, and what is the present balance in the account if, at all, there is any.” Gaskin said he was prepared to address the media on the matter once his findings were published as he was reliably informed that the monies might have

been spent. Commenting on the issue, Opposition Leader Bharrat Jagdeo said he is still upset with the manner in which the Government dealt with this matter, since the money was kept secret until it was brought to the public’s attention through the media.

“I think the way they treated the US$18 million knowing that it was illegally kept out of all Government accounts, so it could not be audited, once it is not formally in Government accounts. Then the Auditor General would not be able to audit it. That it was parked in that way, to be stolen. So while parts of it may be used to pay a lawyer etcetera, we would have seen inflated bills and a whole range of other issues… expenditure that would have used up all the money and it would have gone into people’s accounts.” The existence of the oil bonus and the renegotiated oil agreement with the company was kept a secret until evidence of the transaction was leaked in December 2017.

After mounting criticism, President David Granger defended the transaction by saying it was the thing to do at the time.

Government subsequently defended its move not to deposit the singing bonus into the Consolidated Fund, saying it was holding the money to pay legal fees for Guyana should it have to take its border case with Venezuela to the International Court of

Government’s decision to deposit the signing bonus received from ExxonMobil into a private account is being challenged by Opposition Member of Parliament, Anil Nandlall.

Nandlall is contending that Government is in “breach of and contrary to, the letter and spirit of Article 216 of the Constitution of the Republic of Guyana and Section 38 (1) of the Fiscal Management and Accountability Act, Chapter 73:02.”

At the last hearing on March 13, 2018, timelines were given for the parties to file the requisite documents.

Nandlall had to file an affidavit in reply on or before March 26. Thereafter, the applicant has to file the submissions before April 20 and the respondents have to file their submissions before May 11.

The combined scores in Mathematics and English were then added to the scores gained in Science and Social Studies On April 12 and 13, 2017, about 13,657 students from across Guyana wrote the National Grade Six Assessment in four subject areas: English Language, Mathematics, Science and Social Studies – two on each day. Each subject consists of two papers – Paper Two was the first paper written and consisted of essay-type questions while Paper One consisted of multiple choice questions.

However, prior to this, the students had to write the National Grades Two and Four Assessments back in 2012 and 2014 respectively. A percentage of the marks from all three assessments will be calculated to determine the overall performance of each student.

After the exams conclude, students for the next few months will be anticipating where they will be placed when the results are released by the Education Ministry. The NGSA replaced the age-old Common Entrance Examination which was a one-off assessment at the Grade Six level.

…but not proper? or a party that some say is down to six (old) men inside Guyana and probably five outside, the WPA continues to dominate the headlines. And this is as it should be…because for a lot of folks, the WPA in its heyday was a very bold experiment in a new politics that tried to break out of the straitjacket the “old politics” had created.

Not that it was perfect or anything – what is? – but the envelope was pushed and that was important.

The PNC – with the connivance of the Americans – had effectively boxed the PPP out of the political equation even though they had the support of half of the country. With the 1973 elections rigged to give the PNC a two-thirds majority so they could do whatever they wanted to do and make it “legal” by amending the Constitution, the future looked bleak for engendering change from within. Enter the WPA – and more importantly – enter Walter Rodney in 1974.

Just as how it had taken a died-in-the-wool anticommunist – Richard Nixon – to visit Communist China in 1972 and legitimise it because he couldn’t be accused of being a “sell out” by anti-communists, Walter Rodney had the Pan-African and Black Power credentials locally and internationally to oppose Burnham and the PNC and not exacerbating the local racial divide. So while the star of the WPA certainly waned after Rodney’s assassination in 1980, the founding premises still smouldered. Even though as “what might’ve been”.

And we segue into the present fissioning of the remnants of the PNC under the gravitational force of the PNC, their old nemesis. The firing of David Hinds, the most vociferous WPA voice over the last two decades, in an effort to silence that voice was the PNC’s action that revived memories of the PNC’s “sharper steel”. But this time it would appear that instead of warning the WPA to “make their will”, the PNC is using State largesse al la Burnham’s older technique when he destroyed its UF coalition partner by buying off key members.

And we have the sorry spectacle of Rupert Roopnaraine – once seen as right up there with Walter Rodney in brainpower at least – saying he disagrees with his erstwhile WPA comrades that the time has come to think of departing the coalition. Sadly, he’s taken this position even though he’s been humiliated by the PNC when he was demoted from a senior Ministry – education – to replacing Jennifer Westford for Public Service.

DPP to determine blame in Kingston Seawall shooting – as probe launched

s there continues to be uncertainty over what transpired during the shooting incident at the Kingston Seawall earlier this month, President David Granger has ordered that an investigation be launched into the deaths of Dextroy Cordis, Kwame Assanah, and Errol Adams, who were shot dead by Police.

The Head of State said that the decision was made at the level of the National Security Committee. It was also decided that the findings of the probe would be sent for legal advice to determine whether there was any culpability for the shooting incident.

“We have ordered an investigation into the circumstances under which the men came to be killed, and I believe some actions will be taken to have the files

sent to the DDP (Director of Public Prosecutions) to determine whether there was any blameworthiness in the death of the persons,” Granger told reporters Wednesday morning, describing the response as “decisive and effective”.

According to the President, while he is yet

to receive a report on the shooting incident, it might already be with Public Security Minister Khemraj Ramjattan.

Nevertheless, President Granger went on to reiterate the need for such a probe when citizens die under abnormal or irregular circumstances. “…On any occasion where there is a death of a person by unnatural means, then that death should be investigated, particularly in the defence of the Police Force… The law – the Coroner’s Act – requires that the district magistrate conduct an inquest, I don’t have to order an inquest. I expect it, it’s under the law,” he asserted.

But on Monday, an eyewitness who was reportedly working nearby refuted the Police’s version of what transpired and accused the lawmen of executing the trio.

Devon Lyte, a construction worker of Mc Doom, Greater Georgetown, who was working on the roof of the Guyana Softball Association on Carifesta Avenue on the day of the shooting, said he noticed a black car being pursued by a silver motor car.

PPP opposing return of parking meters

lthough plans are in train to have the parking metre system reintroduced in the City of Georgetown, the Opposition People’s Progressive Party (PPP) has maintained its nonsupport for this initiative.

Opposition Leader Bharrat Jagdeo still believes that the metering system is not the best arrangement to assist with the reduction or organisation of traffic within the country’s capital city.

Addressing a media conference on Wednesday, Jagdeo said the PPP will continue to oppose the initiative for several reasons, chief of them, the fact that the initial contract was flawed.

against the backdrop of recent discussions at the Mayor and City Council (M&CC) surrounding the amended Bylaws for the metered parking reintroduction.

The M&CC has renegotiated the contract it has with the metering provider, Smart City Solutions (SCS).

Jagdeo is concerned about the persistence and continuous interest to have this project re-implemented even when the company is faced with several known controversies.

“I think the city can make more money by doing simple things even if it wants to introduce paid parking, without going through this contract again but the reason why they’re sticking with this contract is not just what will flow

to the city because it will be minimal sums. It is what will flow to individuals,” he stated.

Jagdeo reminded that he had pitched a proposal where the City Hall could gain more income and treated the parking of vehicles in a much dif-

ferent way as they did before.

“The City Council all they need is maybe 1000 gallons of paint and go around and mark every area in the city and once per month, sell a sticker for $1000 or $2000 and people pay you and they park anywhere in the city once they have the sticker on the vehicle itself,” he explained.

That plan, he claimed, is more affordable and takes away the huge administrative

cost that the M&CC would have to incur were they to go ahead with reintroducing the parking meters.

During a meeting on Monday, former People’s National Congress (PNC) General Secretary Oscar Clarke stated that installing parking meters is the legal right of the M&CC, and he went as far as saying that they will be implemented.

Councillors were given the extension of time and would meet on April 4 at 14:00h to complete discussion and vote on the amendments.

Following re-negotiation, SCS and the M&CC reached a new agreement under the controversial parking meter project, which will now see persons paying $150 per hour and $800 for eight hours of parking in the city.

Meanwhile, residents of the city would be issued with a restricted residential pass for free parking from

19:00h-07:00h (7pm-7am) Monday to Friday, while parking will be free on Saturdays.

Under the modified contract, both parties have agreed to have an oversight committee set up to monitor, review, and manage the operation of the project.

The committee is expected to have three representatives from City Hall, three from Smart City Solutions, and one third party with the Terms of Reference for the committee expected to be agreed upon at a later date.

The Committee’s report noted that during the renegotiations, the subject of share profit and contractual obligations were discussed and it was agreed to have it remain the same being the 20/80 M&CC-SCS for a period of 20 years. It was also disclosed that in the event of arbitration, the proceedings would be held in Miami, despite the jurisdiction being Guyana.

“We need to introduce anti-dumping legislation in Guyana. We have been preaching this for 10 years… we have moved from a state where we never had anything in 1985 and now we moved to a stage where we import everything.

In response, Minister Harmon urged the Private Sector to ensure there were no double standards when the Government fully implemented measures to tackle dumping.

“I recall last year when certain arms within the Government started to take steps to clamp down on dumping, many of us here in the Private Sector cried foul.

When people were bringing items that were mislabelled and passing it off on the Guyanese consumers, we were castigated about that, but it is the responsibility of the Government and I must say that it is your responsibili-

ty as the GMSA to ensure that consumers are protected from these vile practices,” Harmon indicated.

Addressing stakeholders was outgoing GMSA President Shyam Nokta, who noted that despite several measures implemented in the 2018 Budget, most of the proposed measures critical to the manufacturing process and the overall growth of the sector were still outstanding. He added that at the end of June 2017, light manufacturing had marginally grown from 1.3 per cent to 1.9 per cent with a 2.4 per cent projected growth for 2018.

“We are still waiting for full-year statistics from the Bank of Guyana for 2017,” Nokta noted.

He added that key barriers to the manufacturing sector continued to prevail, but explained that they were being addressed through the Ministerial Roundtable engagement with Finance Minister Winston Jordan.

Additionally, Nokta explained that the GMSA advocated for the removal of Valued Added Tax (VAT) on electricity as well as for locally manufactured items to be given a greater share in public procurement.

– 1 sentenced for Corentyne robbery spree

hree men who turned themselves into Police two days ago were remanded after appearing in two courts to answer to a total of 17 charges.

The charges included 15 for robberies committed on Corentyne residents recently.

Only three of the four were in court on Wednesday to answer to the charges. The fourth accused gang member – Premchan Ramsohai, 22, also known as “Akash”, of Ankerville, Port Mourant appeared on Tuesday in two courts to answer similar charges and was remanded at the Whim Magistrate’s Court and sentenced at the Albion Magistrate’s Court.

Ramsohai of lot 19 Ankerville appeared at the Whim Magistrate’s Court charged with robbery under arms committed on Gankee Bisnauth, 54. Bisnauth was robbed of her gold jewellery, a Samsung Galaxy cellular phone, and $60,000; all totalling $408,000.

He is also charged with stealing a cellular phone from Navini Deoki, and a laptop computer. Another charge stated that he robbed Anthony Dudnauth and three others of cash, gold jewellery and cellular phones at Ankerville. He

Ramsohai also appeared at the Albion Magistrate’s Court to answer eight robbery charges. He pleaded guilty to all and was sentenced to three years imprisonment. The sentences are to run concurrently.

At the time of his arrest, he had a T-shirt in his crotch which is believed to have been used as a face mask during the robbery.

Kowlessar also told the court that he received injuries as a result of beatings from the Police while in custody.

Nonetheless, the Magistrate refused bail.

The trio is being represented by Attorney Charrandass Persaud who was attending the High Court when the matters were called. The trio will have to attend the Albion Magistrate’s Court on April 16 when the matters come up again.

ays after it was alleged that a Government Minister had complained about the content of the articles written by outspoken columnists, Working People’s Alliance (WPA) Executive, Dr David Hinds and veteran Trade Unionist Lincoln Lewis, President David Granger on Wednesday denied that there was any political interference in the decision to discontinue the columns that often times criticised the coalition Administration.

“I have not interfered, my Government has not interfered (in the decision)… You heard me over the years, I’m a strong support of the free press. I’m also a strong supporter of responsible press, I’ve said this over and over again, and I’ve offered to support the Guyana Press Association in their educational work. And as a politician, I welcome criticisms because this helps me to correct faults and to improve the quality of the performance of the Government so I don’t have any objection,” Granger said, distancing his Administration from the decision to sack the two columnists.

Further asked whether he thought the content of columns of Lewis and Dr Hinds were irresponsible, President Granger said “It is not for me

to say, as I said I did not appoint them. I don’t know what circumstances govern their relationship with the paper and I’m not going to express an opinion about the content.”

Nevertheless, the Head of State outlined that over recent weeks, Government has been implementing regional public broadcasting systems throughout the country, having recognised the need for the public to receive information, particularly through the State media, which would help them make decisions.

“So there is a role for public information and the Chronicle… is a public information medium… Every me-

dium has a role and as a State medium, I’m sure the Editorin-Chief of the Chronicle would have some perception of the role of the paper,” the President asserted.

The Board of the Guyana National Newspapers Limited (GNNL), parent company of the Guyana Chronicle, had maintained that it played no role in the sacking of the two columnists, saying it was neither consulted on nor approved such a decision.

Despite this, the Board had voted by a one seat majority to support the editorial decision, saying that it has no authority to reverse a decision taken by the Editor-in-Chief

Man remanded for murder of drinking buddy

n afternoon of drinking which turned deadly has left one man dead and one before the court charged for murder.

Twenty-two-year-old Eno Charles appeared at the Georgetown Magistrates’ Courts before Chief Magistrate Ann McLennan and was not allowed to plead to the indictable charge of unlawful killing.

The charge against him alleged that on March 22, 2018, at Barima, North West District, Region One (Barima-Waini),he killed Lawrence Leon.

The PUC has promised to investigate the issue with the aim of protecting the customer from the company.

n order to better monitor the development of infrastructure within the prerequisite policy framework, the Central Housing and Planning Authority (CH&PA) introduced rangers to execute that function and they have since reported over 40 violations in one day.

Senior Development Planner, Fayola Azore, related that law enforcement for the Housing Authority has been a challenge and the introduction of rangers will aid significantly in combatting that challenge.

“We recently hired a number of rangers that will aid in our enforcement and they will be out there going around seeing things that are going up and bringing that information back to us.

I think in one day we saw about 40 violations in one community and we are now better able to track those activities so that’s one of the measure that we put in place as enforcement,” Azore informed.

She added that the violations were discovered in a recently opened housing settlement along the East Bank of the Demerara but failed to pinpoint the exact location. However, Azore indicated that there are systems in place to address the violations and that they work extensively with violating developers before any legal actions are taken.

“We have a system where we would speak to the offenders, they are given a specific period to make those corrective measures and after that we would take action whether legal action or serving the contravention notice so we do have a system in place to deal with that,” she explained.

Meanwhile, the Chief Executive Officer of the Housing Authority, Lelon Saul noted that the rangers were recruited to identify violations as it relates to planning and development.

“We have recruited rangers and basically the rangers are out there to identify any violations so that we can ad-

dress the whole issue of planning and development, the chaotic situation out there and there are several issues they will be addressing from illegal construction to dumping of waste, blocking of roadways and drains and so on. I want the public to be aware of the rangers outside there, they are agents of the CH&PA and they have the rights to enforce the regulations,” he said.

Currently, there are four rangers on staff at the CH&PA. Additionally, Saul indicated that he sees no reason to raise that number because he is positive citizens would adhere to the specifications.

“We hope that there would not be a need to increase because people would get the message and we all would be good citizens and comply with the regulations.

If there is the need for us to increase the number of rangers, it means that we have wayward citizens in our communities and I trust that we don’t come to that,” Saul opined.

No tolerance

While delivering remarks at an outreach session with local democratic organs in Region Four (DemeraraMahaica), Saul authoritatively informed that, the CH&PA would not be tolerating any violations as it relates to the development of public open spaces.

“You go around

“We observed that there was some construction going on there and I know for sure that the Guyana Lands and Surveys Commission would have intervened and stopped that construction.

We were not certain, we were not able to obtain information on that the agency or person persons that would have sanctioned that activity the construction of some form of building on that piece of land,” Saul added.

The CEO also informed of another incident in Section K, Campbellville along the Lamaha Conservancy, adding that it will not be tolerated. He noted that there is a developmental project currently being implemented without the relevant permission granted.

He further explained that according to the building regulations, no building activity is permitted within 200 meters of the canal’s embankment. He related that is the very reason they are aggressively moving to have the squatters along the Lamaha Conservancy removed.

“Our public open spaces must be preserved and vital watershed areas ought not to be compromised by human activities. Perhaps the aforementioned is as a result of overlapping and conflicting policies and regulations that govern various agencies that have responsibility for development,” he said.

“Hence, we have planning by interpretation, planning by precedent, planning by who have influence, planning by corruption among others. This is undesirous and the Central Authority is currently working with other agencies to address this issue,” Saul added.

Ram tells veterans to step aside, let new blood lead – at FITUG’s 6th Triennial Conference

ocial activist and commentator Christopher Ram while addressing the Sixth Triennial Conference of the Federation of Independent Trade Unions of Guyana (FITUG) urged veteran trade unionists to step aside and pave the way for a new generation to lead the movement.

“Changes apparently come to trade union movement leadership only when there is death… Is that what this movement is really all about? It’s time that there be change as much in the Government as it is in the labour movement. If we are to have development in this country, the labour movement is a critical part of our society and it has, it must bring new ideas, bring new blood, bring new initiatives and bring courage. You’re not going to be popular,” he told the gathering during the opening ceremony of the Conference.

According to the social commentator, lengthy leadership spells not only weaken the trade union movement but put unions at a disadvantage to properly represent members. In fact, he noted that when leaders were ineffective and unions had democratic challenges, Governments enjoyed and even benefited from such a status quo.

movement is in disarray, because the trade union movement has no capacity or no standing to really challenge the Government… The whole structure of the movement needs to change, term and age limits introduced, and new blood nurtured. I must confess to a total lack of hope that things will change and as I look to the future, all I see is the further decimation of the movement by its leadership,” he posited.

Against this backdrop, Ram went on to talk about Government’s disregard for the trade union movement, which was seen in its failure to establish a dedicated Labour Ministry as well as failure to pass a single piece of worker-related or primary social legislation in its al-

“I have found it difficult to find another parallel and in terms of sheer numbers, this must be the single largest layoff in the history of Guyana. But what did I find?

Neither the Government nor the Corporation has put in place mechanisms to cushion the financial, social, economic and personal impact and consequences on lives and livelihoods of these people,” he stated.

Ram criticised Government for ignoring the recommendations made by the Commission of Inquiry (CoI) it had established and subsequently abandoning the White Paper it had presented to the National Assembly when it calved off substantial assets to the National Industrial and Commercial

Investment Limited (NICIL) – the same agency that was treated with derision and disdain by the governing parties when they were in Opposition.

The Sixth Triennial Conference of the Federation was held under the theme, “For betterment through organisation and solidarity”.

However, Ram highlighted that the apparent disparity and disunity between the unions has divided the trade union movement now more than ever with leaders fighting each other rather than Government for betterment of their members.

On this note, FITUG Chairman Carvil Duncan sought to call on the various unions to put aside their differences and re-establish one strong labour umbrella body.

“While as a Government, we are cognisant of the potential risks which come with developing this newfound petroleum resource we are equally committed to the protection of our environment and Guyana con-

tinues to be a fierce proponent for its protection internationally,” he asserted.

Reference was made to Guyana becoming a member of the UN’s International Maritime Organisation (IMO) and a signatory to the IMO’s International Convention on Oil Pollution Preparedness, Response and Cooperation (OPRC) in 1998. “I am aware that the IMO guidelines have been a driving force in the design of this National Oil Spill Contingency Plan,” he added. In 2010, Guyana acceded to the Cartagena

Convention and all three of its protocols, including the one concerning combating oil spills in the Caribbean.

Support mobilisation has already begun since 2017 with the procurement of four containers of oil spill response equipment and accessories including booms, skimmers, and dispersant.

These are presently stored at the CDC’s Alternate National Emergency Operations Centre at Timehri and will soon be pre-positioned at various locations to facilitate ease in deployment should the need arise.

Cheddi Jagan commemorative Minister Trotman stamps approved – President spreads Easter

espite what President David Granger calls a “delay to set the context to ensure that other deserving Guyanese would not be subject to arbitrary recommendations”, the Cheddi Jagan commemorative stamps to honour the late President have been approved.

According to President Granger, the persons who applied for the stamps misinterpreted the purpose of the honour.

The Head of State noted that his Government supports the honouring of its former Presidents but was however concerned with the context that this particular request was being made.

“The persons who applied for that I think misinterpreted the purpose of the honour. The Government of Guyana supports honouring its former Presidents, all of them, but we were concerned that the request that was put in the context of honouring President Jagan rather than a postal function. It’s a function of honouring a distinguished Guyanese and we wanted to put that in the correct context and we wanted to ensure that other distinguished Guyanese are also honoured,” the President explained.

However, following the eight-day delay, Granger announced that the stamps have been approved.

“There was a delay but we have approved the issue of the stamps but the delay was as a result of setting the

Minister, Cathy Hughes had announced last month that the Guyana Post Office Corporation (GPOC) would be issuing commemorative stamps to celebrate the former President’s 100th birth anniversary, following an arrangement with the Cheddi Jagan Research Centre.

However, on the day of Jagan’s birth anniversary, March 21, the Research Centre never received the stamps from the Post Office.

Following questions, GPOC referred the media to the Ministry of the Presidency to direct their questions.

After being accused of political interference, the Ministry issued a statement claiming that President David Granger will not allow national symbols to be used for private, partisan or political messages.

“The Government of Guyana will announce shortly, national symbols to celebrate the life and work of former Presidents of Guyana, H E Raymond Arthur Chung, OE and HE Dr Cheddi Jagan, OE, within the context of set criteria for honouring eminent Guyanese. This year marks the 100th anniversary of the birth of both former Presidents”.

“When the President of Guyana is trying to use fancy language to hoodwink the population, I stand by my original statement that I made, this intervention by the Ministry of the Presidency is petty, partisan politics,” Edghill said.

Former Attorney General Anil Nandlall also calls the President’s intervention unlawful.

Nanadall argued that the GPOC is a statutory body corporate managed by a Board of Directors and possesses its own persona. He said that it is not a department of the Government but an agency of the State.

he Guyana Global Fund-Country Coordinating Mechanism (CCM) on Monday held its first meeting for the year 2018 which saw two new representatives being elected.

The meeting which was held in the boardroom of the Education Ministry saw Alex Foster and Dr Nadia Liu being officially elected.

The CCM organisation is responsible for overseeing Global Fund-funded projects in the Caribbean.

The meeting was chaired by Education Minister Nicolette Henry who is the elected chair of Guyana’s CCM. However, the main focus of the meeting was to give representatives from

the Public Health Ministry the opportunity to inform the organisation’s members on the programmatic performance of the Tuberculosis (TB), Malaria and HIV programmes.

In addition, the CCM Oversight Committee Visits Report for 2017 was presented.

The CCM has already held three stakeholder consultations referred to as ‘Country Dialogues’, where the principal recipient, the Public Health Ministry explains the key findings of the assessment to inform programme continuation.

NDCs challenged to develop planning schemes ... as inter-agency taskforce established to address challenges

hief Executive Officer (CEO) of the Central Housing and Planning Authority (CH&PA), Lelon Saul, issued a challenge to several employees of the various Neighbourhood Democratic Councils (NDCs) in Region Four (DemeraraMahaica) to start developing their own planning schemes to regulate their communities.

Saul issued the challenge as the Housing Authority held the second of a series of outreaches with local democratic organs at the Regency Hotel in Georgetown. The outreaches are aimed at introducing new Local Government officers with the functions and responsibilities delegated to them in relation to building operations.

According to the CH&PA, they have recognised over the years the communication lines between the Authority and the NDCs have not always been too clear, especially when it comes to planning permits and the management of the Government’s housing schemes.

“Our focus is to help you get a better understand-

The Central Authority is reminding developers that they need to obtain planning per-

mits prior to initiating their projects,” Saul informed.

“I believe that the local democratic organs must play a major role in planning and development. I therefore challenge you to initiate the development of your own planning scheme. Yes, you can do that at the local development organ, you can initiate the process and we are here to help you. At a minimum, you can zone your district, designated areas for various types of activities while taking into consideration the impact of climate change,” he said.

She related that the CH&PA in collaboration with key stakeholder agencies have inaugurated the Inter-agency Coordination Committee. The purpose of this Committee is to provide a consultative forum to effectively address a range of planning and development control issues such as zoning, planning permissions, building regulations, violations and land use contravention and enforcement.

Azore explained that building codes are important because they are a set of standards that guide how any development can happen.

ood For The Poor (FFTP) Guyana Inc on Wednesday donated a quantity of medical equipment and supplies that will help Guyana’s public health sector meet the country’s United Nations (UN) obligations.

The UN Sustainable Development Goal #3 requires all countries ensure their citizens enjoy healthy lives and to “promote well-being for all at all ages”.

Guyana has embraced the covenant and Wednesday’s donation is slated for the West Demerara Chest Clinic in Region Three (Essequibo Islands-West Demerara) and the Port Mourant Maternity Hospital in Region Six, (East Berbice-Corentyne).

The items from FFTP included baby bassinet nets, incubators, recliner chairs, infant warmers, vital sign monitors and patient chairs, hospital beds and mattresses along with a number of pallets of medical supplies.

Speaking at the handing over ceremony at FFTP’s bond in South Ruimveldt, Georgetown, Chief Executive Officer (CEO), Kent Vincent pledged the organisation’s continued support for the local public health sector.

The Tuberculosis Step Down Care Unit, is in need of furnishings in order for it to be officially opened and to commence offering services to patients. lose to one month after announcing plans to seek a syndicated bond worth $30 billion to assist with the revitalisation of the cash-strapped Guyana Sugar Corporation (GuySuCo), it has been announced that Government was successful in acquiring this loan from several commercial banks.

Head of the Special Purpose Unit (SPU) of the National Industrial and Commercial Investments Limited (NICIL), Colvin Heath-London told sections of the media on Wednesday that the bond was secured at good rates with several banks, including Trinidadowned Republic Bank being the major lender.

He disclosed that the disbursement of this massive loan to GuySuCo could take place in two weeks’ time.

Heath-London who also heads the new GuySuCo Board said discussions regarding a proposal for these commercial banks to take a sum in exchange for what is owed to them have also been initiated. According to him, those discussions are going well and it is hoped that these institutions will buy into the idea.

The idea behind the borrowing of this syndicated bond is to assist the SPU with the reopening of the estates as an example to prove to potential investors that they are viable. HeathLondon was clear that the loan will also assist with plans to make GuySuCo debt free and return the industry to profitability.

He also disclosed that plans are being made to pursue several other new initiatives which include producing plantation white sugar and packaging sugar for concentrated markets, and starting a molasses and cane juice business, among others. He described the initiative as creating a new GuySuCo. The Opposition is of the firm view that the idea of securing a syndicated bond is mainly aimed at clearing the multibillion-dollar liabilities that GuySuCo has accrued, in order to give “handpicked” investors a clean slate and better opportunities to maximise their profitability when they purchase estates.

Finance Minister Winston Jordan had said the money Government hopes to acquire as a loan to fund the operations of these sugar estates should be acquired before mid-March.

He also declared that revenues generated from the sale of estates and other assets would be used to repay the loan.

Some 4000 sugar workers from Enmore, Rose Hall and Skeldon were dismissed from their jobs following the downsizing of the sugar industry which began to take effect in late 2017.

Opposition’s scepticism

When contacted for a comment on the announcement by the GuySuCo Chairman, Opposition Leader Bharrat Jagdeo said the People’s Progressive Party (PPP) is very con-

cerned about the disclosure given the fact that Government had claimed falsely for months that the PPP had left the sugar industry indebted by $84 billion.

Jagdeo said the loan or bond taken by this Government is bigger than any other loan that has ever been taken by the PPP. The Opposition Leader argued that if one were to do a closer analysis of the debt Government claimed was left by the PPP, one would recognise that a significant portion of debt is related to pension liabilities, long term debt (contracted on concessional terms), and payments outstanding to the Guyana Revenue Authority (GRA) and the National Insurance Scheme (NIS).

Jagdeo, an Economist by profession, stated that the $30 billion bond was a ‘commercial debt’ that may have not even been concluded on concessional terms.

He said the public, like the PPP, is yet to learn what are the terms under which the bond was secured and what are the concomitant consequences of the move by Government.

He questioned whether this move by GuySuCo and NICIL even fits in with the long-standing policy of the current Government to borrow long-term loans only on concessional terms.

Jagdeo therefore expressed scepticism and worry over the fact that the proposal by the Government to spend $30 billion on three or four estates could result

in a significant portion of the funds being “wasted” given the track record of the PNC Administration and no public statement fron the APNU/AFC Government.

He was particularly concerned that future generations would have to carry the burden of paying back the bond that Government has received and will be stuck with the debt.

The Opposition Leader said the PPP would be examining all aspects of the

transaction over the next few days and will be seeking answers to ensure that the process to secure and disburse the bond is transparent. Jagdeo said Government will have to disclose whether it gave a Government guarantee as collateral to secure the bond or whether the assets of GuySuCo were pledged.

Either way, he will be seeking pertinent answers and information about the transaction.

Man before the court for assault, damage to property

A

man who reportedly attacked his neighbour, whom he caught filming him fighting with another, has now found himself before the court.

Vijay Singh is being charged for attacking Rasheed Takur with a cutlass on September 18, 2017. He also denied damaging a minibus belonging to Takur.

The court heard that Singh was fighting with a man known only as “Abdool” when he observed Takur filming the altercation with his phone.

The angered man proceeded to attack Takur, taking away his Samsung phone valued $55,000.

He then proceeded into his yard where he armed himself with a cutlass and again attacked Takur, hit-

ting him on his arm.

Takur reportedly entered his bus in a bid to escape but Singh used the cutlass to damage two of the vehicle’s windows.

The matter was reported to the Police and he was arrested and charged. He was granted bail for the offence and is expected to return to court when the matter continues before Magistrate Rochelle Liverpool today.

Man charged for threatening to “slaughter” woman

man from the East Bank of Essequibo (EBE) found himself before Magistrate Rochelle Liverpool at the Leonora Magistrate’s Court on Wednesday charged for threatening to “slaughter” a woman and her family.

Oslyn Haynes, 30, of Lot 39 Old Road, Vergenoegen, EBE denied the allega-

tion against him. The court heard that on November 9, 2017, at his residence, he made the threats to Abiola McPherson.

In his defence, Haynes said he is a father of a threeyear-old and was upset over an issue which he had spoken to the Virtual Complainant (VC) about previously.

He explained that her

niece’s husband would drive dangerously in the area which caused him to become fearful for his child’s safety.

Haynes however denied threatening to slaughter McPherson but admitted to using strong language.

He was granted bail and will make his next court appearance on April 4 when the matter will continue.

rance has honoured its heroic gendarme Arnaud Beltrame, who died saving hostages’ lives at a supermarket siege last week, with all the respect, gratitude and emotion the grieving country could muster.

In a state ceremony that conveyed France’s pride and profound sadness, President Emmanuel Macron paid tribute on Wednesday to the officer who he said had the “gratitude, admiration and affection of the whole country”. It was the first time Macron had been called

upon to deliver a state funeral homage since his election in May 2017. He stood grimfaced as the Marseillaise was played. His speech made reference to Joan of Arc, members of the French resistance and others who had died for the country.

Before hundreds of people, including former presidents, government ministers, military officers and members of the public, Beltrame’s coffin was carried into the cour d’honneur at Les Invalides by 10 gendarmes who had known him. Hundreds more gath-

ered outside.

Beltrame’s képi, the gendarmerie’s headgear, in which he kept a photograph of himself with his wife, Marielle, and his decorations were carried by two officers. He was posthumously promoted to Colonel and made a commander of the Légion d’Honneur.

wo Police Officers have been sentenced to 25 years in prison for the murder of a Mexican journalist, marking a rare conviction in a country where crimes committed against media members almost always remain in the realm of impunity.

The Police Officers, identified as Luigui Heriberto N and José Francisco N, were convicted of killing newspaper owner Moisés Sánchez in the Gulf coast state of Veracruz, the most lethal jurisdiction for journalists in the hemisphere.

They were also ordered to pay US$18,000 (£12,900) in compensation, according to a statement from the Veracruz prosecutor’s office.

During the initial murder investigation, state prosecutors detained 36 officers – the entire Police Force of the town of Medellín de Bravo – for questioning.

“Two convictions of former Police Officers for breach of their legal duties is progress, but it is not justice,” Sánchez’s son Jorge wrote in Plumas Libres, an online news organisation.

Warne questions Shane Warne

teve Smith, David Warner, and Cameron Bancroft have been handed punishments that do not fit the crime of ball tampering, according to Australia great Shane Warne.

The trio were handed international and domestic suspensions by Cricket Australia on Wednesday after being found guilty of trying to alter the condition of the ball against South Africa in Cape Town.

Smith and Bancroft admitted the offence at a media conference after the third day’s play at Newlands, with the former subsequently stood down as Captain for the remainder of the Test. A Cricket Australia investigation

uyana Hockey Board (GHB) President Phillip Fernandes believes that youth involvement in the sport is crucial to its development.

Speaking on initiatives that have helped to introduce the sport to a younger audience, Fernandes noted that their recently-concluded Smalta Under-14 competition has seen a considerable turnout from interested youths with “good talent and good quality”. He explained that this tournament, and others similar to it, impacted the sport positively by popularising it.

“It’s really a good vehicle to spread the game and make the game a bit more popular,

especially in the junior division,” he said.

Fernandes went on to state

that the junior competitions tend to influence the quality of the senior teams in the long run. “We’ve found over the years that whenever we have a solid junior division, we then get good hockey in the future,” he explained.

Additionally, Fernandes expressed hope that the Board would be able to continue hosting competitions at the junior level in order to develop skills and groom young potential players for the senior division. He also disclosed that there would be an indoor Under-19 competition over the coming weekend. The competition will be open to male and female teams.

Amazon Warriors should benefit from Tahir’s wizardry S

outh African leg-spinner Imran Tahir’s inclusion in the Guyana Amazon Warriors team could significantly buff the local franchise’s bowling unit, come this summer when the sixth edition of the Hero Caribbean Premier League (CPL) bowls off in Guyana.

The “googly” specialist, who averages a stingy 15 in T20 cricket, will add the Guyana Warriors to his lengthy list of franchises for whom he has applied his mastery. The South African international has played for more than 20 franchises worldwide including South Africa, Delhi Daredevils, Derbyshire, Dolphins, Hampshire, Lahore Lions, Middlesex, Multan Sultans, No ttinghamshire, Paki stan A, Rising Pune Supergiants, South Africa A, Warwickshire, and

Yorkshire to name a few.

Guyanese spinners Devendra Bishoo and Veerasammy Permaul, two of the Region’s best and one of the most successful tag teams of spinners.

Despite this season being his first in CPL, Tahir is expected to bamboozle the batsmen the same way he has been doing recently. His last international assignment was back in February when India toured South Africa, but his returns in the One-Day Internationals were poor as the Indian spinners were the real stars of the series.

He returned to form recently, however, when he ended with 13 wickets from 10 games, including a hat-trick in the 2018 Pakistan Super League (PSL) T20 tournament playing for the Multan Sultans. A return to form in the PSL is a good sign for both Tahir and the Warriors, who will need as much magic from their bowlers as possible, with Tahir being the likely spearhead.

ineteen match officials participated in the Guyana Football Federation (GFF) First Quarterly Fitness Test on Saturday at the National Track and Field Centre, Leonora, West Coast Demerara.

Of the total, there were four FIFA and 15 national referees, the latter comprising four referees and 11 Assistant Referees (ARs).

According to Lindley Langhorne, Member Association Fitness Instructor, who administered the test, all of the FIFA officials successfully completed the test. “It was a clear indication from the FIFA officials that they were very much prepared for this

fitness test and, by extension, the game. They exhibited good physical condition throughout all aspects of the fitness test,” he noted.

Langhorne said the test for FIFA referees consisted of the Repeated Sprint Ability and Interval tests while the ARs were charged with completing the Code of Direction and Agility (CODA). “The Repeated Sprint Ability Test involves six sprints for which they have to pass at particular timings before six-eight minutes rest before heading into the Interval part of their evaluation. In the interval part of the evaluation, they are expected to do a number of runs, that’s 75-metre run followed by 25-me-

tre walk, which completes a total distance of 4000 metres around the track upon completion. These interval tests are a good indication as to how the referees’ body is prepared for the game,” he explained.

Langhorne outlined the purpose of the referees’ fitness test: “While the referees generally have to run 4000 metres around the track in comparison to the game, which they run some 1200 metres, this is just a sample of what they perform in the game. A referee who is properly prepared for the game will easily pass one of these fitness tests. This is just a general evaluation to indicate what level of fitness they currently have.

Regarding the heart rate, many of our officials have heart rate monitors, [from] which we’ll get some readings to determine how their bodies are responding to the various kinds of activities, whether it is the sprints or high intensity runs.”

For the ARs, there is an additional activity to be performed: “The test is similar for the Assistant Referees with the inclusion of one more activity in which they must do three different evaluations in this one test. They are engaged in the CODA, Repeated Sprint Ability, and Interval.

“The ARs have to do a series of sprints, since this is one of the elements that can be found ever so constant inside of the games. In comparison to referees, they both run about 4000 meters around the track, but the ARs generally run a shorter distance in the game, but the test still gives a good indication as to how well the referees are prepared for the game.”

The referees’ fitness test is a quarterly and mandatory element of the national referees’ programme to ensure match readiness of officials.

ollowing two weeks of intense match assessments, National Volleyball Coach Levi Nedd has shortlisted a few players, who will now look to make the final cut ahead of the May 26 start to the invitational in Bolivia.

No meeting with Prime Ministerial SubCommittee without Cameron – ICC

he International Cricket Council (ICC) has told the Chairman of the Prime Ministerial Sub-Committee on Cricket, Dr Ralph Gonzalves, that they will not entertain any meeting with his group unless the President of Cricket West Indies (CWI), Dave Cameron is present.

Dr Gonzalves, the Prime Minister of St Vincent and the Grenadines, had written to the ICC asking for a meeting with the world cricket body during the upcoming Commonwealth Heads of Government Meeting (CHOGM) in England from April 18 to 20.

Guardian Media obtained a letter sent by the ICC to Dr Gonzalves and copied to the Prime Minister of Barbados Freundel Stuart, Prime Minister of Jamaica Andrew Holness and Prime Minister of Trinidad and Tobago Dr Keith Rowley, in which it clearly stated that it would not meet with the SubCommittee unless Cameron was present.

“I refer to your letter dated 14 March 2018, addressed to the ICC Chairman, Mr Manohar. He has requested me to reply on his behalf. Mr Manohar is amenable to a meeting with the PMSC at a convenient date, but since Cricket West Indies is our Member, he is firmly of the view that the meeting should not take place without the attendance of the Chairman of the Cricket West Indies Board, Mr Cameron,” said Chief Executive of ICC, Dave Richardson, who was responding on behalf of the Chairman of the ICC, Shashank Manohar.

“The ICC offices are located in Dubai and Mr Manohar is based in Nagpur, India. Your proposal to meet in London during the course of your CHOGM from the 18-20 April 2018 will unfortunately not be possible, especially since we are holding our quarterly Board and Committee meetings in Kolkata from the 21-26 April. As you may be aware, the ICC is staging an ICC Women’s World T20 in the Caribbean in November this year. In the absence of an alternative, this may provide a more convenient opportunity to meet.” (SportsMax)

Team Manager Mayfield Taylor-Trim told the gathering that she expected the best results a Guyana Carifta squad has ever produced, since the performances have evidently increased over the past few years.

achin Singh and Daniel Mootoo powered the Demerara Cricket Club (DCC) to an easy five-wicket win over the Guyana National Industrial Company (GNIC) when the Guyana Diabetic Association (GDA)/Georgetown Cricket Association (GCA) Under-17 T20 competition continued.

The finals of the round-robin stage ended with the defending champs successfully beating off the GNIC team in Wednesday’s match played at the Everest Ground.

Although short, the match favoured DCC from the inception after they kept GNIC to 77-6 in 20 overs.

Mootoo, the young off-spinner, bagged 3-3 from four overs while right-arm medium pacer Elisha Bobb snared 1-3 from his two overs bowled. GNIC were indebted to top-scorer Trevon Jones, who, despite lacklustre performances from his teammates, hit two sixes and a four in his 23 with additional support coming from Raymond Bandhu with 15.

Lennox Braithwaite and Ransford Goodluck getting ready for training in Australia

he Guyanese pair of Lennox Braithwaite and Ransford Goodluck are already Down Under and getting primed for what is expected to be stern competition at the Gold Coast 2018 Commonwealth Games (GC 2018), which will take place at the Belmont Shooting Complex.

The pair, who left Guyana last Friday and arrived over the weekend, wasted little time in getting in much-needed practice ahead of the competition, which has two components – Pairs and Individuals.

Guyana National Rifle Association (GuyanaNRA) Fullbore Captain Mahendra Persaud was originally part of the team, but, unfortunately, fell ill during January and is presently recuperating in the USA. With Persaud not being able to attend, Goodluck was drafted into the team.

Official practice is set for April 5 with the first match (Pairs) to shoot off on April 9. The first stage of the Individual competition is on April 11.
