Bulkhan has overstepped his boundaries – former minister …stage set for manipulation of results

T

he move made by the coalition Government to declare Mahdia, Region Eight (Potaro-Siparuni) a new town and add a number of new Neighbourhood Democratic Councils (NDCs) in several areas by an order of Communities Minister Ronald Bulkan has been heavily criticised.

Former Local Government Minister Ganga Persaud feels that Bulkan went beyond his ambit to do something he described as undemocratic.

Bulkan has announced plans to have some constituencies reduced some existing Local Government Areas (LAAs).

“I think what has happened there is the Minister has really overstepped his boundary, and in a conspiracy and secrecy, he made adjustment to boundaries by reducing the number of seats per constituencies in the selected Local Authority areas,” Persaud told Guyana Times on Tuesday.

Persaud said the Minister’s move runs counter to everything transparent, democratic and accountable. “He did it without consulting the residents. And what compounded the situation, too, was when the Guyana Elections Commission attempted to implement the decision of the Minister (in regard to) the boundaries (and) constituencies that were reduced.”

He continued, “What they sought to do was to merge those constituencies in which the People’s Progressive Party (PPP) had no contest in the last election, or won by 80 to 90 percent. So they sought to merge those right away, and you are taking away one seat from the PPP.” The former minister said this move highlights the undemocratic nature of A Partnership for National Unity (APNU) and the Alliance for Change (AFC).

“They are seeking once again to find innovative and creative ways to manipulate the elections and to put on the minds of Guyanese people scenarios and situations that are unconstitutional,” he explained.

Legal challenge

Asked whether there are grounds for a legal challenge in this issue, Persaud, a current Member of Parliament for the PPP, said he thinks there is enough reasons for one to be filed.

“Certainly! I think the people within the constituency have a right to challenge it and say, ‘Two years ago, we went to the polls as an independent area, where we were electing our own leader; and now you have not consulted us, but now merged us into a wider area’,” he said.

PPP executive member Gail Teixeira said on Monday that while the party is not contemplating any move to the court over the issue at this time, it is an opportunity for the GECOM to pull its socks up.

The PPP has asserted that the Minister failed to observe the constitutional provisions enshrined in Article 13 of the Guyana Constitution when he made the moves to increase LAAs. Another PPP executive member, Zulficar Mustapha, explained that Bulkan announced the creation of one new township and eight new NDCs, and an increase of nine LAAs, bringing the total LAAs to 80.

Mustapha said this created some confusion, as Orders 16 and 17 of 2018 created the Aranaputa/Upper Buro-Buro Neighbourhood and the Annai Neighbourhood, but Order 19 only included the Aranaputa/ Upper Buro-Buro NDC. He stressed that no consultations have been done prior to the changes, nor has the Minister made a move to pro-

vide reasons for his reduction of the LAAs. This is even though some two months has elapsed since the change was made.

The media was also informed that a meeting was held with the PPP and GECOM Chief Elections Officer Keith Lowenfield on July 30, 2018 to address some concerns the party has. In their list of approximately 13 observations and concerns, the Opposition noted that GECOM has not informed them as to what the specific re-demarcations in the constituencies are. The PPP said it is causing delays in commencing and finalising the identification of candidates for the 2018 LGE, “as the geographic identity of the proposed constituents remains unknown.”

In addition, the PPP informed Lowenfield of the need for security markers to be placed on all requisite forms to be used as part of the process for the upcoming November 12 LGE. The Party said it strongly

believes this would help to safeguard the integrity of the process. The PPP has also asserted that it remains convinced these developments point to gerrymandering of the boundaries of the constituencies in 14 LAAs, and the attempt to increase the APNU’s balance of votes through the creation of 10 new LAAs. Sacrificing for success

T

oday is Eid-ul-Adah, a most auspicious day for Muslims across the world. It signifies the ultimate sacrifice the Prophet Ibrahim was willing to make in obedience of God and embodies humility and generosity; attributes that are vital to the upliftment of humanity.

Throughout civilisation, mankind has been making sacrifices for personal and societally advancement. Here in Guyana, our history is inundated with stories about selfless sacrifices by Guyanese foreparents as they laboured in search of betterment for the generation following them.

That cycle continues and today none can dispute parents wanting the best for their children; a desire they would pursue with unwavering commitment. These are not mere words, but inherent in parenthood as exemplified by the untold and sometimes unrecognised sacrifices they make as that sense of responsibility through hard work, remains.

It is not without its difficulties, more so for some than others.

However, on the average, many, locally and across the globe, have unfortunate commonalities which are driven by financial challenges.

Despite this, parents and guardians remain steadfast to that responsibility of steering their children towards opportunities for societal upliftment.

This is more profound in the provision of education and will continue to be something on which they will not compromise while often masking their sacrifices and formidable challenges with a protective smile. That smile, which hides the pain over the years, becomes one of unbridled joy when success is finally achieved as evident following the recent announcement of this year’s CSEC and CAPE results.

For those whose achievements propelled them into the national spotlight, their academic brilliance will become added inspiration for those who will subsequently strive to emulate. Importantly, for those whose parents or guardians battled against the odds for its realisation, the achievements embody the many elements of their sacrifices as it becomes overtaken by pride and tears of joy.

That feeling of success unfolding buries the uncertainty of the outcome which might have prevailed during the process. Not only parents make sacrifices, but the students too. While it may pale in comparison, the students speak of their own they consciously make in a world that is not short of lure and distraction. Some are quite aware of what their parents face in the process and often, that in itself galvanises and intensifies the efforts for a successful outcome bringing added value to it.

All must therefore be commended; students, parents, guardians, teachers and all those who contributed. In addition to the sacrifices and the hard work, the success took commitment, diligence and the ability to remain focus. The pride transcends that circle and is felt by all as those, once unknown to the masses, are catapulted into the national glare.

However, there is still much distance to travel for the final dreams to be realised. Much may not change in terms of what it will take. If anything, something may be added; the weight of the expectation of a nation.

As these young and brilliant minds step into the next phase of their academic life, those who would not have made it into the spotlight must not be forgotten. Many, and those around them, would have made similar sacrifices with similar dreams. It’s a natural part of life and they will also be entering another phase. They must be encouraged and not belittled. They must be inspired and not disappointed in the success of their peers for new opportunities would beckon.

The results will be analysed with the hope that strategic interventions be made to close existing gaps for the success to be holistic. While the nation once again exudes pride over sterling academic achievements, there are concerns over the disparity that exists and worrying pass rates in the pertinent subjects of Mathematics and English. There has been much talk about this and a practical national solution will have to be found soonest.

As the world continues in its technological evolution and competitiveness heightens, all will need to be adequately prepared as they inevitably enter the work sphere. This in itself dictates holistic preparation with an aim for increasing that success base to meet growing demands of this competitive environment. A practical mechanism that can help improve the national results would therefore have to be quickly derived and implemented. While there will be related challenges, the process of helping to derive that mechanism cannot be delayed.

It will necessitate the involvement of all with cognizance of the stark realities. A crucial component is the teachers. They also sacrifice, have their fair share of challenges and with some being parents with obvious dreams and aspirations, their challenges will be further exacerbated. For the process to derive wider positive results, it will take, among other things, unfettered commitment by those is charge to ensure the provision of adequate resources.

Naturally teachers will need to feel a sense of comfort so that their commitment would be adequately rewarded. In the end, for that pride to be sustained, the commitment to success must also be made by the policy makers as well; sooner the better.

How can M&CC whimsically change Constables’ uniforms?

Dear Editor, I have observed what seems to be a change of uniform of constables attached to the City Constabulary of Georgetown, from their traditional dark blue uniforms to light blue tops and dark bottoms. These persons moving around the markets and around the city with these new outfits look more like security guards than Policemen.

I would like to know if the Georgetown City Constabulary has changed its uniform just like that, without properly sensitising the public. Police departments all over the world are very strongly traditional, and they want their officers to look like Police officers. In other words, what the public associates with “Police

officer”.

Most people can identify a Police officer by the official Police uniform. When citizens on a busy street are in need of help, they scan the crowds of pedestrians looking for the distinctive uniform of a Police officer.

Drivers who come to an intersection occupied by a person in a Police uniform usually willingly submit to that person's hand directions.

Criminals usually curb their unlawful behaviours when they spot a uniformed Police officer in the area. Many parents teach their children to respect and trust a person in Police uniform. How can the Council just whimsically change the uniforms of their Constables like that?

Everyone knows that their uniforms were made

of cheap polyester, and were poorly tailored, resulting in their wearers being hot and uncomfortable, and that they faded and turned purple after being laundered a few times, but that does not give them the right to just arbitrarily change them?

They just needed to purchase high quality and properly tailored apparel.

The traditional dark blue crisp uniforms of the City Constabulary conveyed power and authority. Even the slightest alterations to the style of this uniform will change how citizens will perceive these constables.

The City Constabulary uniform is a tradition as old as the Constabulary itself, patterned after the London Metropolitan Police, who developed the first standard

Police apparel.

These first Police officers, the famous "Bobbies" of London, were issued a dark blue, paramilitary-style uniform. The colour blue was chosen to distinguish the Police from the British military, who wore red and white uniforms at the time.

Darker colours may have been preferred for their ease in cleaning and their ability to help conceal the wearer in tactical situations.

Dark colours help cover up stains and keep the officer from being easily spotted by lawbreakers, especially at night.

Is this change of uniform another hare-brained idea

Intended increase for minibus fares Dear Editor, While most travelling passengers do not mind paying more for minibuses fare, they do however mind that they travel in comfort; that is, no speeding and no incomprehensible loud music and no loud ‘boom boom’ rude music/songs.

Editor, drivers and conductors of route 44 buses – that ply the East Coast from Mahaica to Georgetown – must know that passengers do mind that they should be travelling in comfort and safety as the law permits.

Every day, and especially in the evening and nights when traffic ranks are off duty, drivers, owners and conductors of the majority of the minibuses along the route 44, "overload" their vehicles to sometimes unbearable "squeeze" conditions; the amount of passengers left in “ckoke up" spaces.

Overloading of minibuses with passengers is a violation of the traffic laws of which many minibus owners and conductors are guilty of, while some Cops turn a blind eye, pretending not to see.

Some conductors, owner and drivers do not understand that passengers deserve to travel in comfort.

While some conductors and some drivers benefit from this situation, one must also remember that some traffic Cops too also benefit from it.

I remember an incident one mid-day some months ago, a traffic Cop stopped a speeding minibus along the East Coast highway at Better Hope. The minibus was overload by four extra passengers.

When the lawman approached the driver, requested his driver’s licence and then asked “(write) right or (left) leff?”

The driver smiled and understood the lingo. He delved his hand into his pocket and gave (left with) the Police man a $1000.

Editor, most passengers travelling in minibuses do not mind the hike in fares, but they do mind to have a comfortable ride fear free.

he People’s Progressive Party (PPP) extends greetings to the Muslim communities, both here in Guyana and in the Diaspora, on the sacred occasion of Eid-ulAdah.

It reminds of the willingness to selflessly make sacrifices in obedience of God with a pertinent message for the spiritual upliftment of all mankind.

Eid-ul-Adah comes during the Hajj; an annual Holy Pilgrimage to Mecca.

It is a journey that embodies sacrifices in the quest to fulfill religious obligations and promotes an important tenet of Islam which reflects in the equality of all mankind.

The observance of Eidul-Adah demonstrates generosity, morality and love

for others. In a multifaceted society like Guyana, these attributes have proven to be invaluable in strengthening bonds among our people and to forge better understanding and appreciation of our cultures.

As our Muslim brothers and sisters celebrate this auspicious occasion, it once again brings into focus the many sacrifices Guyanese have made over time for self-advancement and na-

tion building with the common objective of a better life and future for all.

The PPP remains mindful of these sacrifices and urges all to remain hopeful drawing upon their engrained resilience and resoluteness.

Guyanese continue to make daily sacrifices for a better life for this and

future generations. Even as we prepare for better and more prosperous days ahead, sacrifice is not singular in concept or a time-bound concept and will be required in various forms.

W

e experience thousands of events across childhood, and yet as adults we recall only a handful. Some might be "firsts" (our first ice cream, our first day at school), or significant life events (the birth of a sibling, moving house). Others are surprisingly trivial.

So, what do your earliest childhood memories say about you? Do they reflect your early skill for remembering, your interests, or your individual experiences?

The answer to all three questions is "yes" — but this is not the whole story. Although we sometimes see memory as a video camera, recording our lives accurately and without bias, this is a myth.

Instead, our childhood memories are intricately shaped by our family and culture.

If you can't remember life as an infant, you're not alone.

As adults looking back to childhood, we cannot typically recall anything before age three to four years. This phenomenon is known as infantile amnesia.

Although some individuals report very early memories of being walked in their pram as a baby, or falling asleep in a cot, these memories are likely to be fictional.

One of the most important developments for the onset of memory is language. Research shows that language is needed not just for sharing our experiences, but for encoding

them.

For example, young children invited to use a fictional "magic shrinking machine" could only recall this one year later if they had the appropriate vocabulary at the time of the event.

We also know that bilingual adults who immigrated as children recall early memories in the language they spoke at the time the memory was formed.

In addition to language, children must also develop a coherent sense of self, or of "who I am". This emerging development allows them to pin events to a personal story that is continuous across time. The sense that "this happened" develops into a deeper understanding that "this happened to me".

Family factors While the development of language and sense of self enable our earliest childhood memories to form, family factors shape their contents.

Within families, parents reminisce with their children multiple times a day — reliving family holidays, for example, or bonding over sibling hijinks, or reflecting on past transgressions to discuss the lessons learned.

Interestingly, however, there are strong individual differences in the way they do so.

Some parents use a highly "elaborative" reminiscing style: asking questions and providing event detail and structure in a way that scaffolds and encourages the child's own contribution. Others are less elaborative.

Some parents also focus particularly on emotional content ("She was really sad!

Why did she start crying?"), while others focus more on factual details.

These individual differences have important implications, with children eventually coming to adopt the personalised style of their parents: first during shared reminiscing conversations, and later in their own independent memories.

What style of parent are you?

Here's an example of a conversation between a highly elaborative mother and her preschool aged child.

Mother: You and Daddy put the Christmas tree up together, and then you put on decorations! What decorations did you put on?

Child: Um… the Christmas balls!

Mother: That's right! Daddy bought Christmas balls and stars to hang on the tree. What colours were they?

Child: Red and gold.

Mother: Red and gold. Pretty red balls, and gold stars.

Child: And there was the paper circles too.

In contrast, below is a conversation between a less elaborative mother and her preschool aged child.

Mother: I'm going to ask you about your preschool Christmas concert. Was that good?

Child: Yeah Mother: What happened there?

Child: Dad came Mother: Yes, but what

happened?

Child: I don't know.

Broader family structures and experiences also play a role. In Italy, children growing up in intergenerational households tend to have both earlier childhood memories and more childhood memories than children growing up in traditional nuclear families. This probably occurs due to more opportunities to engage in rich and elaborative reminiscing conversations.

In contrast, parents and children experiencing depression may show a tendency for "overgeneral memory" — that is, difficulty recalling specific memory details. Poorer quality parent-child reminiscing is related to overgeneral memory among three- to six-year-olds

personal emotional experiences when remembering together, and it is likely that these early parent-child conversations serve as a mechanism for imparting cultural norms.

In New Zealand, where Maori culture includes a rich oral tradition in which stories are shared across generations, Maori mothers have been found to reminisce differently to Pakeha (European New Zealand) mothers about important life events. When talking with their children about their own birth stories, for example, Maori mothers include more

Consistent with the "individualist" values of Western culture, American college students' earliest childhood memories are typically long, specific and self-focused.

Consistent with the "collectivist" values of Chinese culture, Chinese students' earliest childhood memories are typically brief, and more likely to reference social responsibilities.

American mothers are also more likely than Chinese mothers to focus on their child's own

elaborations, more references to emotion, and more references to relational time.

Interestingly, Maori also have the earliest average age of first memory on record. At 2.5 years of age, these earliest memories occur a full year earlier than in some other groups.

So the research is clear: our earliest childhood memories are intricately shaped by our experiences within our own families and cultures.

Taxi drivers slapped with illegal possession of ammo charge

wo taxi drivers who were each reportedly busted with one live round of .9mm ammunition were on Tuesday arraigned before Chief Magistrate Ann McLennan on separate possession of ammunition charges.

According to Defence Attorney George Thomas, his clients were not found

with the unlicensed ammunition on their persons, but the ammunition was in their motor vehicles, PVV 1984 and PNN 9864 respectively, which are used to transport passengers daily.

In his application for bail, the lawyer expressed his clients’ willingness to have their travel documents lodged as a condition to bail.

The Police prosecutor has no objection to the defendants being placed on bail, and each man was placed on $50,000 bail. The case will continue on September 10.

Real estate agent charged for threatening to kill Minister

eal estate agent Nigel Reid of Princes and Laing Streets, Charlestown Georgetown, who allegedly threatened to kill Junior Minister of Indigenous Peoples Affairs Valarie Garrido-Lowe on August 7 at the Indigenous Peoples Affairs Ministry (MoIPA), appeared on Tuesday before Chief Magistrate Ann McLennan on a charge of behaving in a disorderly manner in a public building, thereby breaching the peace.

The 47-year-old Reid denied the charge. He was represented by defence attorney Tiffany Durant, who, in a bail application, told the court that her client was seeking justice for a rape victim at the MoIPA. The attorney told the court that while at the ministry, her client was encountering some difficulties in getting personnel to take the report, and in frustration he made an outburst. However, Police Prosecutor Deniro Jones told the Chief Magistrate that Reid visited the MoIPA and requested to speak with the minister. However, after being told that the minister was unable to meet with him, he became enraged, began to use indecent language, and behaved in a disorderly manner, prompting the minister to have him escorted from the building. At about 13:15h the said day, Reid reportedly placed a call to the said minister’s secretary, threatening to kill the minister. As such, he was arrested and later charged for the offence. Reid was placed on $10,000 bail and is required to observe the following conditions as terms of his bail: (1) He has to stay at least 50 feet away from the Indigenous Peoples Affairs Ministry; (2) he is required to report to the Alberttown Police Station on a weekly basis; (3) he has been bonded to be of good behaviour.

Say it ain’t so…

S

ome are asking how come it took more than seven hours to count just 826 votes at the PNC Biennial Congress election for the Chairman. Fifty years ago, asked a similar question at a PPP Congress, PPP AG Dr Fenton Ramsahoye gave a cryptic answer that is quite applicable to the PNC conundrum: “The party works in mysterious ways!!” He was, of course, alluding to the biblical homily on the “ways” of the Lord, which are beyond the ken or ordinary mortals like you and your Eyewitness!!

Now the party we’re presently trying to divine is the PNC – which gave a whole new meaning to the word “rigging” when it used the technique to stay in power between 1968 and 1992. You’re talking about 24 years to perfect a practice during at least five general elections with scads of International and Regional Observers in close attendance. If you can earn a PhD in, say, four years, think of the institutional memory and techniques on rigging you accumulate in 24!!

Problem is, it wasn’t just the PNC party that did the job. As your Eyewitness has been at pains to point out, the REGIME Burnham constructed to keep the PPP at bay (and out of Government) involved also the Bureaucracy and the Disciplined Forces. The latter was more crucial than the party on the rigging front. After playing the “overseas vote” card in 1968, the PNC couldn’t very well cash that cheque a second time. So, in 1973, they called in the Disciplined Forces.

The GDF were the ones who seized ballot boxes, and the GNS “counted” the votes at Camp Ayanganna.

This counting wasn’t as simple as it sounded – duplicate ballot papers had to be printed; they had to be filled in in a prescribed formula to give the PNC a two-thirds majority – but still keep the PPP alive, to show the world there was an “Opposition”! This operation, of course, was replicated in 1978 (the “house” or “mouse” referendum); 1980, and 1985.

During this time, the PNC party had absolutely NO role in keeping the regime in power!! So when your Eyewitness hears that the “party” people conspired to keep out the “army” people, he wonders how come, with a historian as leader, the history of the Disciplined Forces to keep the regime in power isn’t appreciated.

But that’s part of the problem with Guyanese politics, isn’t it?

It isn’t “politically correct” to say parties in general are, by definition, “ethnic”…so we pretend they’re “multi-ethnic”. And with the PNC, since they won’t admit to rigging, they won’t admit the military types are more PNC than the PNC. So the party outrigged the army?!! How ironic!! …on liquorgate!!

What a tangled web we weave when first we practise to deceive!! Looks like the “liquour lie” might just be the straw to break the “camel of corruption’s” back!!

After all, with sixty-five MPs having access to the MP Lounge at Parliament, surely the PNC didn’t think only teetotaller Jagdeo would spill the alcohol?!!

Well, we now have confirmation that not only is liquour served during “sittings”; the servings might go on into the wee hours of the morning, when the occasions become ‘staggerings” or even “lie-ings”!! The imbibers didn’t even have respect for the 2am curfew of their member Ramjattan, Minister of Public Security – who’s a card-carrying imbiber!!

Now, most corruption is conducted in secret, so when the accusations are hurled and fingers pointed – such as in the present Demerara Harbour Bridge Design Bid – the denials may have some plausibility. In the case of Liquourgate, it’s not going to take much – just a question in the house – for the parliamentary tab on liquour to be revealed!!

So who’re the lushes?

MPs cannot make requests GTT unfazed by competition from liberalisation for booze – House Clerk

W

hile the debate continues over whether in fact alcohol is served to Guyana’s legislators on a regular basis or on special occasions, Clerk to the Parliament, Sherlock Isaacs has denied any knowledge of requests made by Members of Parliament (MPs) for alcoholic beverages.

Isaacs, who is currently on leave, told Guyana Times on Tuesday that an MPs requesting a drink at the VIP Longue of the Parliament has not happened before and will not be tolerated. He claimed that he is unaware of any situation where an MP requested an alcoholic drink and got one.

He reminded that MPs only indulge in the drinking of alcohol at special occasions in cases where there is a party or one organised by the Parliament. Isaac said he cannot recall at any time where alcohol was served outside of those occasions or for any other reason.

However, sources have claimed that alcohol have been served to MPs without a special occasion. In fact, the source alleged that during one occasion, two MPs were even engaged in imbibing with Parliament staff which ended in the whey hours of the morning.

P u b l i c Telecommunications Minister Cathy Hughes in defending the Government denied that alcoholic beverages are served at Parliament. She said the whopping $700,000 food bill for every sitting is justified in the number of persons catered for.

Hughes said that just over 300 persons eat at every sitting of the National Assembly. That works out

to be $2200 (US$11) per person. Among that 300 persons would be the MPs, 65 of them; 40 media workers; 115 Parliament staffers; drivers and medical personnel.

Opposition Leader Bharrat Jagdeo has suggested that free alcoholic beverages should no longer be served at Parliament.

He made this statement after he was asked to comment on the large spending on food at Parliament.

According to him, this may reduce the spending.

“It’s not just food. It’s a huge amount of alcohol that gets consumed and imbibed in the Parliament … fancy, fancy liquor,” he said, explaining that this comes at the expense of taxpayers.

Jagdeo made it clear that he is not opposed to having food served to legislators, but he believes that alcohol should not be an option nor should it be on the menu at Parliament. He claimed that Opposition parliamentarians also did not indulge in consuming the alcohol but did eat the food.

“They do eat. We eat. I eat the food. What do you

suggest? I don’t go and eat the food? … I eat the food, but I don’t drink the liquor,” the Opposition Leader said.

He has recommended that parliamentarians buy their own alcohol if they wish to drink when they meet for sittings of the National Assembly.

“We should buy our own alcohol in Parliament. Put a canteen there and let somebody sell it and if an MP wants, let them do that, but not to have taxpayers pay for our drinking bills. Buy your own liquor!”

Isaacs recently disclosed that $700,000 was spent for each sitting of Parliament.

If committee meetings are to be included, it means almost $80 million would have been spent in the last three years alone overall on food.

But besides the high food bill, Jagdeo, a former President, argued that the dietary expenditure has increased tremendously under the coalition Administration.

he prospect of increased competition from other companies, likely to come from a liberalised telecommunications sector, does not faze the Guyana Telephone Telegraph (GTT).

This was expressed

by GTT’s Chief Executive Officer, Justin Nedd during a press conference on Tuesday.

According to Nedd, the sector is to a large extent already liberalised; even if there is a monopoly on paper. “The reality is we have, on paper, exclusivity for international long distance. We’re not the only one that provides international long distance services. We have exclusivity of providing Internet and data services. We’re not the only one that provides it.”

He pointed out that they have exclusivity for land line services but are also not the only ones who provide such.

According to Nedd, the service is not an economically feasible one for others to provide.

Armed men invade Chinese supermarket

…escape with large sum of cash

T

hree armed men in the wee hours of Tuesday morning executed a daring robbery on the owner of the popular Real Value Supermarket, Church Street, Georgetown.

Jun Wong of Lot 246 Church and Thomas Streets, Georgetown, was relieved of an undisclosed sum of foreign and local currency by three bandits.

Based on Police preliminary investigations, the incident occurred between 03:00h and 04:15h. The bandits gained access to the building through a door that was open.

Upon gaining entry, the men – all armed with handguns – woke up the 40-year-

old owner and demanded that he open the safe that contained the money.

Wong reportedly put up resistance but was dealt several blows, held and gun-

point and forced to open the safe. The Chinese national eventually opened the safe thus allowing the men to collect the money.

They escaped by opening

the main access door to the supermarket and entered a waiting motorcar. The Police were contacted and an investigation was launched.

A Division (GeorgetownEast Bank Demerara) Commander when contacted told Guyana Times that the Police are conducting their preliminary investigations and the detectives are looking at the possibility of collecting the recordings from the CCTV footage from the nearby buildings.

No arrests were made.

Only recently, the Police reported that armed robberies were up by a whopping 25 per cent at the end of July when compared to the same period last year.

Handyman crushed to death in hit-and-run A handyman was on Tuesday morning killed in a hit-andrun accident along the Land of Canaan Public Road, East Bank Demerara. The dead man has been identified as Eon Sam, also called “Yankee”, of no fixed place of abode. He is suspected to be in his 50s.

He was reportedly deported from the United States some six years ago and has since been doing odd

jobs after Barama Company Limited closed operations.

However, while the vehicle has not been intercepted, an eyewitness told Police that it was a green-coloured double axel truck. No registration number was seen nor was the driver recognisable.

According to information received, the incident reportedly occurred at about 05:15h as the pedestrian was attempting to cross the

road in the vicinity of “Boat House”.

The eyewitness claimed that the motor lorry was driving at a fast rate when it collided with the now dead man. However, after hitting the man, the driver drove from the scene.

The eyewitness stated that he stopped his vehicle and began to flag down other vehicles with the intention of alerting them of the man on the roadway. However,

another car which was also speeding also ran over the now dead man.

At that time, the eyewitness explained that he contacted the Police. The injured man was picked up and taken to the Diamond Diagnostic Centre where he was pronounced dead on arrival. His body is at the Lyken Funeral Home awaiting identification and a post-mortem examination.

The delay

As a KFC member who was joined at the hip to the Pee an’ See in the Government, he had some skin in the game.

And as such, he knew he’d have some explaining to do to the fellas at the Back Street Bar, where he was headed.

By the time he took his seat, he’d called his leader Rum Jhaat.

“Listen fellas, this was real democracy in action!!” said Satiricus. “You know they say, ‘democracy is one man one vote’?”

“Yes,” said Hari, leaning forward with interest.

“Well, the Pee an’ See went further than that,” said Satiricus. “Every delegate counted the vote! One man, one count!!”

“Beca’se none a dem na trus’ matie, right?” asked Cappo. “All a dem know how dem a rig!!”

“No boy! Remember how the PPCEE called for ‘counting at the places of poll’ to increase accuracy of the polls?” asked Satiricus. “This is every voter counting!

“Sato, maybe the ballot counters were in that ‘drunk and disorderly’ crash at the Georgetown Club,” said Hari with a smile. “And were still too drunk to count!”

“Yes, na gi’e abee dis ‘demacracy” crap!” said Cappo.

“Me see Rum Jhaat bin deh. Wha’ r’ally happen?”

“All right…all right,” conceded Satiricus. “I’ll tell you what happened.” Everyone leaned forward as Satiricus continued.

“The army boys DID seize the ballots,” admitted Satiricus. “But they were no match for those Pee an’ See women who beat the sh*t out of them in a six-hour battle!!”

Sentencing looms for man found guilty of raping 7-year-old

wenty-five-year-old Rowland Sam was on Monday afternoon found guilty of raping a girl who was just seven years old at the time he committed the act. He was charged with rape of a child under sixteen, and he pleaded not-guilty when the State presented the indictment at the Sexual Offences Court last week. The prosecution’s case detailed that Sam sexually penetrated the young child sometime in the month of January 2015, when he was 22 years old. The jury returned its 10-2 majority verdict after some deliberation, but Sam had little reaction after the jury foreperson announced the decision.

Presiding judge Justice Priya Sewnarine-Beharry delayed sentencing to September 5, 2018 after Sam’s attorney Clyde Forde requested a probation report be prepared for his client. State Counsels Lisa Cave and Orinthia Schmidt prosecuted the case.

Natural Resources Ministry promotes mercury-free mining

he Ministry of Natural Resources held a public lecture last evening on Affordable Mercury-Free Solutions for Artisanal and SmallScale Gold Mining (ASGM) Miners in Guyana.

The talk was facilitat-

ed by Canadian instructor Bruce Marshall who is a post-doctoral fellow in Mining Engineering from the University of British Columbia.

In his lecture, held at Education Lecture Theatre at the University of Guyana,

She will also be working alongside the CSA to lobby for student’s rights; Government and Private Sector involvement in the education sector and set up a working national student association. This will involve stakeholders to ensure positive impacts are made within the education sector for all parties involved.

Presently, Bux is the co-founder of Give Foundation Guyana, a non-profit organisation geared at bringing primary healthcare and assistance in any way possible to the less fortunate.

Block maker loses right eye

unir Amin of Lot 51 First Street, Garden of Eden, East Bank Demerara, the block maker who was found on Monday morning on the roadway with injuries to his body, has lost his right eye and part of his face is disfigured as a result of the severe injuries he received.

This was confirmed by one of his sisters, who told Guyana Times that he remains in a stable condition.

Guyana feels tremors from 7.3 Venezuelan earthquake – Region 1 reports most intense shaking in recent memory

he Barima-Waini (Region One) region was hit with intense shaking from Tuesday evening’s tremor and according to Regional Democratic

Council (RDC) Chairman Brentnol Ashley, it was the worst they have seen in recent memory.

The unsettling movements stemmed from a

magnitude 7.3 earthquake 20km NNW of Yaguaraparo, Venezuela, which resulted in tremors being felt in Guyana, as well as in neighbouring countries such

as Trinidad and Tobago, Barbados and Grenada. It occurred around 05:30h and lasted for several minutes.

Apart from Region One, other sections of Guyana

The supermarket in Goed Fortuin, West Bank Demerara where several items were thrown off the shelves

felt the tremors at varying intensities, which left some running out of buildings while others held on to anything that could assist them in their bid to remain steady.

Ashley told this newspaper that he was gathering information to determine to what extent the tremors affected his district, given that Region One was closest in proximity to the epicenter.

“From my perspective this is the first time we experienced a tremor of that magnitude because it was in excess of four to five minutes and you could physically see the earth trembling and buildings shaking and vehicles as well,” Ashley said Tuesday evening.

Guyana Times learnt that in Region Two (Pomeroon-Supenaam), the tremors were felt to the point where some persons fled from their homes as the shaking intensified.

Similarly, in Region Three (Essequibo Islands-West Demerara), the vibrations

got to the point where the proprietors of a Chinese supermarket in Goed Fortuin, West Bank Demerara suffered minor losses when several items fell off shelves.

Information coming out of Cuyuni-Mazaruni (Region Seven) was that tremors were felt across the region, including areas such as Kamarang, Upper Mazaruni and in the town of Bartica. Chairman of the district, Gordon Bradford told Guyana Times that no damage was recorded, according to the information that was relayed to him.

This publication was told that in Berbice, persons there were also running out of their homes.

In the capital city Georgetown, several persons were seen gathering on the streets as they anxiously waited for the tremors to end. However, reports also stated that business entities saw employees being temporarily evacuated as the frequency of the tremors increased.

City Hall cannot pay workers owed monies in lump sum – Town Clerk …payment plan suggested

its workers in lump sum the money it owes them for retroactive payments on wages and salaries and increases given to the workers.

at a meeting held with the GLU to discuss the workers’ welfare one day after scores of City Hall workers (M&CC) had taken to the streets to protest the non-payment of

“We have a mind-set of pushing for improved services. We are transitioning to a much more customer-oriented organisation.

And in some cases, we have transitioned. So I would say in practical terms (liberalisation) is already here,” he explained.

When asked exactly what was holding up the official liberalisation of the sector, Nedd would only reference the ongoing negotiations and the exchange of documents. An announcement was made in June that a new timeline of year end would be set for the liberalisation of the sector.

In January of 2018, it was reported that negotiations with the GTT and the Ministry to address the lifting of the monopoly were

effective. These negotiations began in 2016, where the intention of ending the 26-year-old monopoly on the fixed line market was discussed. The liberalisation, once in place, would ensure there is fair competition and regulation among all enterprises in the business sector.

The liberalisation of the sector is heavily dependent on the settlement of a US$44 million tax claim against GTT. Atlantic Tele Network, GTT’s parent company, makes mention of this in its Quarterly filings to the United States Securities and Exchange Commission… including a sum of US$5 million for an adverse decision against the telecoms giant.

in several legal claims regarding its tax filings with the Guyana Revenue Authority dating back to 1991 regarding the deductibility of intercompany advisory fees as well as other tax assessments,” the report states.

“The company maintains that any liability GTT might be found to have with respect to the disputed tax assessments, totalling $44.1 million, would be offset in part by the amounts necessary to ensure that GTT’s return on investment was no less than 15 per cent per annum for the relevant periods. The company believes that some adverse outcome is probable and has accordingly accrued $5.0 million as of June 30, 2018 for these matters.”

The workers’ strike action was also in regard to deductions for National Insurance Scheme (NIS) contributions, PAYE and union dues being taken from their earnings but not being remitted to the relevant agencies.

However, as the main source of contention was regarding the payment of retroactive monies on wages and salaries, and increase given to the workers, King suggested a payment plan be implemented, and this was reportedly accepted with some modifications by the Union.

“The council, at this point in time, is unable to pay the retroactive monies in a lump sum… However, we suggested a payment plan, which was accepted with some modifications, by the union,” the town Clerk disclosed.

King stated on Monday that retroactive payments have already been paid for 2015 and 2016, while City Hall is now working to pay out the outstanding amounts

for 2017.

The workers are, however, contending that they are owed a small sum of money from the year 2016 and the entire of 2017.

“Out of 27 months, they have 13 months left back for us, and they said that they gon pay it this month, and we can’t get a date…,” one protester revealed.

The group of protesters who were represented by the GLU consisted of members of the City Engineer’s Department and the Solid Waste Department. They have declared themselves tired of receiving failed promises.

“We’re protesting here because of an injustice that [has] been going on here for the longest while. I wuking here 10 years now, and you ain’t getting nothing tangible. Everything is just promises, promises, and nothing ain’t coming out of it…” a protester decried.

In defending City Council’s current financial position, King told the media during the protest that the

increases initially promised to the workers were anticipated revenues which have fallen through.

“The Council awarded its workers a pay package across-the-board in 2015; a 5 percent in 2016; 2017, seven percent; and 2018, eight percent across-the-board to all of its workers; and these increases were based on anticipated revenues which were not realised by the Council,” King explained.

Regarding the non-remittance of NIS, PAYE and union dues deducted from the workers’ earnings, the Town Clerk related that “other concerns raised by the union are being adequately addressed by the Mayor and City Council”.

His father, Noel Seu, had stated that he could not say if his son was a victim of a hit-andrun accident or if his son was beaten.

“What ever happen to him, we don’t know… all we want is some justice…”, the father stated.

The young man is described as a peaceful individual who does not get into trouble.

The Police have since taken statements from the young man as they continue their investigations.

uildings in the Venezuelan capital of Caracas were evacuated on Tuesday after a powerful earthquake was recorded off the North-East coast of the country, sending shockwaves as far West as Bogotá, Colombia, and as far East as Trinidad and Tobago.

The US Geological Survey (USGS) said a 7.3-magnitude quake struck 12 miles North-west of Yaguaraparo, Venezuela. The USGS recorded its depth to be 76 miles.

The Pacific Tsunami Warning Centre said at 18:00h, there was no threat of a tsunami as a result of the earthquake, after a preliminary report that “hazardous tsunami waves are possible for coasts located within

Escarraga wins historic first title

ocal pro golfer Guillermo Escarraga outdistanced the competition last Saturday, August 18; as he bagged the maiden Hospitality Golf title at the Lusignan Golf Club (LGC).

Playing under fine weather and with the course in pristine condition, the golfers all had their eyes on the prizes of the Inaugural Hotel and Hospitality Open sponsored by the Marriott Guyana Hotel, the Aracari Resort, and the Grand Coastal Hotel.

The coveted first prize compliments of the Marriott Hotel saw the gift voucher of two-nights-for-two, being awarded to the MACORP Executive following his top perfromances which went completely unchallenged.

Among the participants of Saturday’s Hospitality Tournament, Escarraga copped first with 64/90, Patrick Prashad 73/85, Patanjalee Persaud 74/91 and Aleem Hussain 75/85 were the top Net performers.

uyana Captain Bhaskar Yadram propelled the defending champions to a comfortable 5-wicket win over Jamaica when action in the 3rd round of the U19 50 Overs tourney continued on Monday.

At Cumberland, the Windies U19 all-rounder Yadram bagged 4-19 from 7.3 overs, Joshua Jones captured 3-38 from 10 while Windies Under-19 left-spinner Ashmead Nedd returned 2-16, as the Guyanese bowled out Jamaica for 166 in 48.3 overs.

Carlos Brown defied the Guyana attack to lead the Jamaican batting with an enterprising 79 from 91 balls that was studded with four fours and four sixes.

Five of the Guyanese batsmen – including top-scorer Sachin Singh, a former Windies Under-15 captain and Yadram – got starts without carrying on, but the reigning champions successfully chased the target and comfortably won with 87 balls remaining.

After losing back-to-back games versus the Guyana Amazon Warriors followed by defending champs Trinbago Knight Riders; the Tallawahs are seemingly under some sort of pressure having lost two games at this year’s second home venue in Florida. There is no doubt that Guyanese fans will be eagerly anticipating the two encounters and with the Guyana Amazon Warriors currently sitting at the top of the points table, Guyanese cricket lovers are expectant that their home team will be featured in one of those

matches on September 11 and 12.

As promised by CPL Chief Operations Officer Pete Russell, when the introduction of the playoff to Guyana was made, ticket prices for the playoffs remain affordable, so that fans across the diaspora can enjoy the ‘Biggest Party in Sport.’ Those prices will match the home games with the Red and Green stands costing $5,000, $3,000 for the Orange stand and $2,500 for the Grass mound.

Hero CPL CEO Damien O’ Donohoe spoke extensively on the release of the tickets stating, “The support that we have over the years from the Guyanese government and the Guyanese public has been outstanding. The games in Guyana have an atmosphere like no were else on earth. This is the biggest sports event of the year and I urge fans to get their tickets early and not be left disappointed. There was so many fans who missed the home games as the tickets sold out so fast. We also have a few

surprises up our sleeve for the Playoffs... so make sure to follow us.”

Fans are being urged to pick up their tickets before they are all sold out at the CPL offices at 238 Camp and Quamina Streets, Lot 19 Princess Elizabeth Road, Queenstown New Amsterdam and Imam Bacchus and Sons General Store at Affiance Essequibo Coast in order to be a part of history as play-off matches in Cricket Played Louder head to Providence.

The play-offs will see the top four teams after the league stage of CPL battling for places in the September 16 final in Trinidad. On September 11, the top two teams on the points table will meet with the winner going straight to the final while on September 12 the third and fourth place teams will clash with the winner qualifying to play the loser of Play-off one while the loser will be eliminated.

Both play-offs will begin at 18:00h.

Patriots sink the Stars at home A

fter finally breaking the curse of 14 consecutive losses, St Lucia Stars (SLS) found themselves in a familiar position when they lost by seven wickets to the St Kitts and Nevis Patriots (SKNP) on Tuesday evening at the Darren Sammy Stadium in St Lucia.

The square-off was between the Hero Caribbean Premier League (CPL) bottom runners, but the visiting side, Patriots, did well to secure the win and move on to four points while Stars still sit in the cellar seat on two points.

Stars, given the opportunity to bat first could only get 69 on the board as Mahmudullah, Sheldon Cottrell and Sandeep Lamichhane bedazzled the top order.

Cottrel finished with 3 – 14 from 2.3 overs while Mahmudullah was excellent with 2 – 20 from 4 and Lamichhane had 2 – 13 from two overs. A wicket each went to Carlos Brathwaite and Ben Cutting as Qais Ahmed top scored with a fighting 24.

David Warner (14) was the only other batsman to reach double figures.

In reply, Patriots raced

to 70 – 3 in eight overs even, with Devon Thomas top scoring at the top of the order with 38.

The skipper Chris Gayle gave Thomas the opportunity to face the new ball alongside Evin Lewis (13), and he was aggressive with five

boundaries and a six in the 21 balls he played.

Patriots lost Brandon King, (17) and Tom Cooper (00) in the chase but it stopped at Anton Devcich who was left not out with Thomas as the Nevis side triumphed.
