A

Police Constable took his own life on Tuesday evening after shooting his girlfriend, also a Police rank, following an argument during which he reportedly accused her of being unfaithful.

Dead is 20-year-old Constable 22834 Clement Cockfield, of Friendship, East Coast Demerara; while woman Constable 23464 Shanice Fraser, 21, of Lot 28 Middle Street, Pouderoyen, West Bank Demerara, is currently in a critical condition at the Georgetown Public Hospital (GPHC).

The incident occurred sometime around 08:30h at the La Grange Police Station, where the couple was stationed. Fraser, who has a two-year-old daughter, was reportedly shot

four times to her upper body – once to her back, shoulder, arm and throat – while Cockfield shot himself once to the head.

Guyana Times understands that the couple has been together for approximately six months and recently, they were having troubles in the relationship.

“They were starting to get a lil talking now and then…. because he was a very jealous person. He never used to want she talk to people, go out without him…,” Fraser’s aunt, Rennet Layers, told this newspaper.

According to Police reports, the two Constables worked different shifts at the La Grange Station and on Tuesday night, Cockfield reported for anti-crime patrol duty and uplifted a .38 service revolver with six rounds, while Fraser had

just completed a tour of duty.

A few minutes later, they were seen on the stairway of the Police station and gunshots were subsequently heard.

It was reported that Fraser ran down the stairs into the yard and was seen bleeding profusely. She was

assisted by other ranks on duty when Cockfield pursued her and discharged more shots at her.

Fraser attempted to escape the enraged man but collapsed in the station’s compound. The Police further stated that other ranks pleaded with Cockfield to stand down but instead he turned the gun on himself, firing the final shot to his head.

The couple was picked up and rushed to the West Demerara Regional Hospital where Cockfield was pronounced dead on arrival.

His injured girlfriend was subsequently transferred to the GPHC for further treatment. She is currently in the Intensive Care Unit and is expected to undergo more surgeries.

Meanwhile, the parents of the young man are claiming that the story they were told of what transpired does not add up. “(The Police) telling me that my son shot the girl, then shot himself; he get up back again and come towards the vehicle that they were trying to put the girl in and some officer go fuh hold he and he shot him-

self again… but I’m saying if a man shot himself in the head, how can he get up back and shot himself again.

I feel something of the sort ain’t right because, honestly, it is really hard to believe this,” the distraught father posited.

At the time, Cockfield’s family was retrieving his belongings from the La Grange Police Station. His father related that the 20-year-old has been serving the Police Force for over three years, having joined immediately after school.

On the other hand, Cockfield’s mother told Guyana Times that she saw

her son earlier on Tuesday and he showed no signs of being distressed.

“He didn’t say anything, he didn’t tell me anything.

He didn’t come as if he had a problem or anything,” the woman cried as she recalled the final moments with her son.

She noted that after spending about three hours at home, Cockfield left for work. Sometime later in the evening, the woman said she heard about a shooting incident involving Police Officers and after attempts to contact her son and his girlfriend proved futile, she

saying everybody was confused. I just come out of curiosity and when I reach, everybody was in shock… It’s painful, he is just 20 (years).

He didn’t even start enjoying anything, he ain’t even live his life yet,” the aggrieved woman cried.

Meanwhile, the relatives of 21-year-old Fraser told this newspaper on Wednesday that they are not sure what really transpired between the couple, noting that the mother of one appeared fine before she left for work on Tuesday morning.

hile declaring that the People’s Progressive Party (PPP) does not have any respect for President David Granger for a number of valid reasons, Opposition Leader Bharrat Jagdeo has said that his party has the highest regard for the position and the Office of the President.

Jagdeo told a news conference on Wednesday that the PPP’s non-respect for President Granger is mainly due to the many so-called broken promises, wasteful spending of taxpayers’ dollars and his blatant disregard for the office, the Constitution and the rule of law.

“We do respect the institution of the presidency but not the person who holds that office now,” Jagdeo declared, stating that the unilateral appointment of Justice James Patterson as Chairman of the Guyana Elections Commission (GECOM) after rejecting his 18 nominees is one bold example.

According to Jagdeo, presidential respect has to be earned and not taken for granted. Granger, he claimed, “loves” pomp, protocol and ceremony “but doesn’t like scrutiny”. “We will treat him with respect once he complies with the Constitution and laws,” the Opposition Leader asserted.

The former Head of State also defended the action of the PPP/Civic MPs in Parliament at the last sitting where they held up placards and chanted in opposition of the Government. Although several Government Ministers had referred to them as “vulgarians,” Jagdeo said the current Government has behaved worse.

And while the Speaker of the National Assembly, Dr Barton Scotland is yet to pronounce on the action, at the

next sitting on November 17, 2017, Jagdeo believes that the Speaker might have approved of the action in the House because he did not identify any breach of the standing orders.

“The Speaker might have agreed with our position because I did not see the Speaker intervene and tell us that we were breaking the standing orders,” the Opposition Leader said.

He added that Opposition Members of Parliament were not prepared to be lectured by the Speaker nor the President.

Jagdeo claimed that the actions taken by the now coalition Government both in and out of office has always been highly controversial.

“In contemporary history, the numerous instances of the worst display of lack of civility in politics… it was a [People’s National Congress] PNC-led group that invaded… led a mob that invaded the compound of the Office of the President, broke down the gate, came into the building and as a result of which some people were shot and killed. What about that for respect of the presidency?”

Jagdeo also recalled that burning of buildings in Georgetown led by the same group that also threatened business people. “What about the people who were beaten on the streets by the same group that talks about civility in politics now,” he added.

the public building, he said these same groups that were again PNC-inspired displayed the highest level of vulgarity on several national day’s events.

He recalled that he was addressing the crowd at the National Park on Republic Day and couldn’t hear himself because it was the vilest form of protest on display.

“What about the respect for the international community at that time? Many of them were there in their full presence. Many said to me that they had to walk through a gauntlet of taunts and the vilest remarks thrown at them by the same people who are now lecturing us,” he claimed.

Free discussion must be fostered

F

ollowing the unilateral appointment by President Granger of the Guyana Elections Commission (GECOM) chair, there has been a heated discussion in the pages of the local newspapers and in social media about the salience of ethnicity in Guyanese politics. While the incident itself is unfortunate, and hopefully the issue will be settled in the courts to which it has been referred, the discussion premised on group identity if not necessarily bad.

The contra view harks back to the old Platonic notion that there is some standard of social, political and even moral “good” that somehow exists outside of our particulars.

This “universality” has been rejected through the millennia but it crops up ever-so-often when some people do not concede that whatever “universal” they posit, it had to have been extended from someone’s particulars. And those universalised particulars are inevitably those of the group with power in the society.

The problematic was posed from another angle by the political philosopher, John Stuart Mill, two thousand years later in his foundational “On Liberty”: “Society can and does execute its own mandates: and if it issues wrong mandates instead of right, or any mandates at all in things with which it ought not to meddle, it practices a social tyranny more formidable than many kinds of political oppression, since, though not usually upheld by such extreme penalties, it leaves fewer means of escape, penetrating much more deeply into the details of life, and enslaving the soul itself. Protection, therefore, against the tyranny of the magistrate is not enough; there needs protection also against the tyranny of the prevailing opinion and feeling, against the tendency of society to impose, by other means than civil penalties, its own ideas and practices as rules of conduct on those who dissent from them.”

The “protection also against the tyranny of the prevailing opinion” can only come if the individuals and groups in the society, who differ with the accepted wisdom, can have their opinions enter the public sphere for discussion and debate. And this is where the public intellectuals from the various groups – as they define themselves – have to play their role of interrogating the dominant paradigm and articulating alternative answers to questions posed to the nation towards the creation of a more just society.

In Guyana, it would appear that after a long period of public denial, most persons now accept that in the realm of politics our voting cleaves, more or less, along ethnic lines. This implies, for whatever reasons, people of this country believe that their political interests are secured by particular parties that then inevitably become identified as “ethnic parties”.

In a developing country like Guyana, because politics intrudes into every facet of human endeavour, areas such as culture, and even art, become arenas of political contestation. The public intellectual coming from the several camps – ethnic, gender, sexual orientation, race, colour, geography, etc – is inevitably seen as taking a political position. Not from the Foucauldian thesis that all relations actually mirror “power relations” but from the more visceral one that the public intellectual is seen to support one or the other political parties in the society. In other words, they are seen as “partisan”.

But maybe the need to accept intellectuals speaking as grounded ethnic individuals might be made easier to accept for those that see it as “divisive” by starting with one group that is now accepted as needing to speak for themselves: females. As late as the last century, women in the developed world did not even have the franchise – just as the “natives” in the colonies who were explicitly informed they were “not ready”. Women today not only have the right to vote for their representatives, even in Guyana there is a constitutional stipulation that 33 per cent of the representatives in Parliament must be female.

This was achieved because females honed an ideology (feminism) and agitated for inclusions in the political system.

No less must be allowed for all other groups, including ethnic groups.

Govt may believe it got away with another act of bullish ineptitude

Dear Editor, The Local Government Commission (LGC) is finally brought into being and its establishment was not easily achieved. This writer advocated almost weekly for more than a year for the expeditious establishment of the long overdue Commission, supported by other civil and bold enough persons who used the print and non-print media as well as the social network to speak out against the brutal manipulation and stifling of the local government system by the coalition Government.

While all Guyanese perhaps welcomed the establishment, the forged acclaim by the Government must be accepted with a pinch of salt, since the appointment of the members of the Commission did not occur easily.

In fact, it came with a somewhat forked “sleight of the hand” twist, that informs the need for continued scrutiny in ensuring balanced representation and decisions that favour or support meaningful interest of our Local Government Organs. It is acceptable that some observance over a reasonable time of operations is given.

For all purposes, however, the measured caution advanced in this edition, comes in light of the sleight of hand twist referred. The Local Government Commission Act of 2013 pronounces definitively on the composition of the Commission. The current situation however highlights yet another move

by President David Granger

to twist the constitutional meaning in favour of his party. The Act clearly provides that one of the members must be appointed after consultation with the Local Government Organs and this was not adhered to after all the delays.

The responsible Minister, Ronald Bulkan, by law, was supposed to consult with the Regional Democratic Councils (RDC), all Neighbourhood Democratic Councils (NDC) and the municipalities in choosing one of the Commissioners. It is also public knowledge that the People’s Progressive Party/Civic won more than two-thirds of the Local Authority Areas and this may have been the reason for his non-consultative approach.

The Minister without any discussion or consultation with the RDCs and NDCs went ahead and appointed Marlon Williams, the Alliance For Change’s (AFC) General Secretary, as a member of the Commission. It is a sad state of affairs which came into being because the AFC was not consulted in the process of identifying the three Government representatives. Thus to patronise the AFC in the People’s National Congress controlled coalition, the Granger Government decided to place an AFC Executive on the Commission to hold the peace.

As expected, the reasons for the appointment of Williams as a member of the Commission, and without any consultations

with the Local Government Organs, drew blatant and shamelessly stupid responses from the Communities Minister. He had the temerity to mention that he had consultations with the Guyana Association of Municipalities (GAM), a recently founded brainchild of the coalition Government that has been entrusted with coordinative responsibilities between the municipalities on behalf of the coalition.

The Minister knows fully well that GAM is not recognised in the Municipal and District Council Act, therefore it is not an essential complement of the Local Government Organs.

Additionally, this so-called association has no jurisprudence and is merely a coalition political haven to carry out the mandate of the Government as it relates to the municipalities. Further, President Granger MUST also know that Williams was not fit and properly selected.

The Government may feel that it got away with another act of bullish ineptitude. In the context however, admiration must be given to the Opposition Leader for his approach of dealing with this as another unconstitutional and dictatorial appointment. We all know so well that the stifling of work in elected Local Authority Areas can never work in the long term.

It is of note that monies were appropriated in the 2016 as well as the 2017 National Budgets to support functions of the LGC.

Concurrent, we see the Minister advancing staff support to the LGC functions using staff of the Communities Ministry. The question must be asked regarding the monies that were budgeted for these purposes. Minister Bulkan should read the Local Government Commission Act to update himself that the Minister has no authority over the Commission.

As for the management, financial accounting and the evaluation of the work of the LGC it is imperative that certain basics are put in place. The LGC must have an ORGANOGRAM, Operations Manual along with a budget for its Capital and Current expenditures.

In addition, for the smooth financial processes and accountability, there must be linkages with the IFMAS and MISU systems.

Further, we look forward to the planned and structured approach by the Commission, evidence by inclusive meetings and clear guide lines to the elected councils under its mandate.

Transparency and accountability within the constitutional intent and the meaning of all applicable legislation must be pivotal.

Importantly, audited financial statements must be prepared annually. Above all, these functions must be accompanied with appropriate remuneration, thus professional and capable staff complement is a required necessity.

Is ‘stop’ the new Discontinuing traditional jobs while promoting progressive, profitable work code word used Dear Editor, The traditional concept of a ‘job’ for life with a particular company or organisation has been changing in the world of work and human resource management. For example: • UBER which connects people who need transport with people who provide transport without the intervention of a taxi company, has revolutionised the ‘job’ of ‘taxi drivers’ without reducing the opportunity for paid work or employment in transporting people.

• Call services or transcription services or financial services, etc, are transforming the traditional nature of office or clerical or secretarial or marketing jobs and the employment relationships between the service provider and the employer.

• Engineering services are being provided by

professional engineering firms and consultants which redound to the benefit of traditional employers by availing ready, state-of-the-art technology as and when required ‘off-the-shelf’ as it were.

• Similarly, professional human resource management and staff development services can be provided by HRM consultants who are au courant with the latest development in the field in the same way that law firms provide upto-date legal advice and services as and when required.

The sugar industry, for example, owns scores of tractors and employs numerous tractor operators, many of whom are ‘idle’ for more time than they actually transport canes and other materials; why can’t the industry ‘outsource’ the cane transportation so that the rice farmers

in the respective areas whose expensive tractors are idle for considerable periods of time can be involved in cane transport to the mutual benefit of both the sugar estate and rice farmers. Current tractor operators can also buy their own tractors and work for themselves, the estate and even rice farmers.

(The sugar estates have already beneficially outsourced labour and sugar transport!).

Similarly, the same people who plough the rice fields can be offered work, not jobs, to plough the cane fields and, who knows, we might eventually be able to also adapt the cane harvesting and rice harvesting machines to improve their versatility and transferability to the benefit of all involved.

The estates can reduce much overheads and get better, more economical services

by utilising, for example, the mechanical shops in the surrounding communities to service all the estates’ machines which will redound to the cost-benefit of the estates as well as the communities; similarly, the security services can be outsourced for the mutual benefit of the estates and the private security companies and we can go on and on!

Furthermore, we need to put the concept and title of “general agricultural workers” into practice not just in name! The potential and prospects for year-round beneficial, profitable work for all are indeed exciting providing we are not hung-up on ‘custom and practice’ which has been a bane of the sugar industry. We desperately need to think out of the box!

HPV vaccines are safe, all children should be immunised with it

Dear Editor, The Public Health Ministry of Guyana is on safe, strong ground in its programme to ensure that all girls and boys are immunised with the Human papillomavirus (HPV) vaccine. It is a necessary public health response and the Ministry will do a disservice to our children and to the overall fight against cancer in our country, particularly cervical cancer.

Make no mistake, HPV vaccines will lead to a lower incidence of cervical and other cancers in the adults of the next generation.

Guyana has a track record with this vaccine. We have safely used it since 2009, when I first introduced its use among young girls, ages nine to 11.

I have been patient, painfully patient, waiting for the Ministers of Health or their Chief Medical Officers and the Pan American Health Organisation (PAHO) to respond to a very reckless letter published in a number of newspapers and carried widely through social media calling for the withdrawing of the HPV vaccine. I did not want to be the lead person to respond because I am aware that some people might have seen my response with political lens.

HPV and cervical cancers are public health threats and the HPV vaccine is one of the effective tools to combat cervical cancer.

While the Public Health Ministry and PAHO have chosen silence, I am encouraged that a number of professionals, including some young doctors, stepped up to respond in a very professional and clear man-

ner, debunking the irresponsible position taken by a number of Guyanese, led by an old opponent of the HPV vaccine in Guyana, Ms Sherleena Nageer. I will not repeat the facts they outlined. I will simply ask that Guyanese support fully the 100 per cent HPV vaccine coverage for our children.

The scientific evidence is impressive, supporting both the safety and efficacy of the HPV vaccine. It is now more than a decade since the introduction of this vaccine and millions of children in virtually every country have now been immunised against the Human Papillomavirus, a virus that is the main cause of cervical cancer. This virus is also one of the causative agents for a number of other cancers, such as breast cancer.

When I advocated for and introduced HPV in Guyana in 2009, I presented evidence that the HPV vaccine is safe and will reduce future incidences of cervical cancer among women in Guyana in the years to come. Ms Nageer was one of the few voices that objected. Unfortunately, at the time, a number of MPs on the Opposition side provided some meek support for her position. I will not name those MPs, all of whom are now advocates for the vaccine. Since then, I have become an even more ardent advocate for the HPV vaccine because the evidence is now even stronger that the virus is linked to the overwhelming majority of cervical cancer and that HPV vaccine can be a major barrier against this cancer in the generations to come.

The vast majority of

children who receive the vaccine experience no side effects. There are some side effects in a small percentage of people. None of these side effects are life-threatening.

These side effects include dizziness, fainting, nausea, headache and fever. All of these are side effects that a small percentage of people will experience, even with taking aspirin or eating certain popular foods. A larger percentage of people suffer from worse side effects by simply being exposed to second hand smoke or by taking an alcoholic drink.

As I have said thousands of times, there are no debates about vaccines, and certainly none about the safety and efficacy of the HPV vaccine. Real science, by real scientists, published in real medical journals, and reviewed by experts in epidemiology, virology, infectious diseases, cancer, and other biomedical researchers, verify both the safety and effectiveness of HPV vaccines.

There will always be naysayers. For sure there is a small number of people who are anti-vaxxers, against HPV vaccines and all vaccines. Many of these same people doubt the evidence that climate change is real.

Every year brings

528,000 new cases of cervical cancer and 266,000 deaths, linked to human papillomavirus (HPV). We have a highly effective HPV vaccine. Science published in Journals such as Nature, Science, New England Journal of Medicine, the British Medical Journal and others have published impressive research results testifying to the effectiveness of the HPV vaccines.

Importantly, after just over a decade of use in countries like the US, Canada, Europe, evidence is now mounting that HPV prevalence in young women has begun to decline.

It would be a colossal mistake for the Public Health Ministry to stop this programme.

It is a colossal mistake that the Ministry has allowed this disinformation to simmer for so long without responding. By using vaccines, we no longer have smallpox, rubella, whooping cough etc. Similarly, I expect that in the decades to come we will see a reduction in cervical and other cancers because we had the strength and the will to introduce and use the HPV vaccine.

Dear Editor, The origin of the word “STOP” is from old English, which related to the phrase “to block up” or the German word “stofen” which mean “to plug”. I have observed many of the speeches from the People’s National Congress (PNC) leaders – the Coalition is just a sham, this is a PNC government in substance – and they seem to like using the word “stop” in their attempt to lecture the Guyanese people living locally and even further afield in the Diaspora when they are given the chance.

A recent media report noted that President Granger, while in Atlanta, told the people to “stop attacking the PNC leader”. He reportedly re-emphasised his point by saying that the “PNC members must stop attacking him”. Locally, he demanded that we must “stop the Police promotion”, “stop blaming the Government”, and there are several more cases of such negaholism.

But the fever seems to be catching on because now we heard Minister Harmon calling for the PNC Councillors to “Stop the [People’s Progressive Party] PPP Councillors in their tracks”.

Are these all codes being used to plug freedom or block up the right to protest and speak out against a centralised and coordinated attempt of the Granger regime at establishing a creeping autocracy? President Granger has the proud history of being the only PNC Leader who has won elections in the entire history of Guyana; albeit by 4506 votes. So why this determined effort to mess up that record? Even Burnham cannot claim such an honour.

To disrespect the system of democracy is to disrespect the masses who are mainly the poor. It is said by the wise men, “he who oppresses the poor taunts his Maker”. Is this what President Granger is doing today with this massive level of misrule? And do they think the Guyanese people will roll over and graciously allow these PNC leaders to do their own thing?

If one observes the protest line in front of Parliament early in November 2017, it was dominated by women with their placards protesting the indignations of this Granger regime. Whoever did the grassroots mobilisation to achieve this end, did a great service to the Guyanese society. It was ordinary ladies who will bring the excesses of this Granger regime to an end, peacefully and gracefully, like Kowsilla who died for Guyana’s freedom in the 1960s.

So there is no need for any belligerence and pugnacity from Granger and Harmon. The Guyanese people in the true spirit of Kowsillism will stand up to their anti-democratic rhetoric, today, tomorrow and the next day. So bring it on baby!

Therefore it is imperative that the electorate not fall for this Granger trap populated with heavy doses of deception and subterfuge and wise up to what is happening. In the Granger camp, their agenda is not about the people, but really about the preservation of an affluent lifestyle of a small cabal that surrounds the presidency. The utterance from the President himself in Atlanta confirmed this commitment to such a cause rather than an ideological grounding in doing things for the poor and the working class although he did attempt to give lip service to the act of serving the poor. But a man is judged by his actions, not his words. It is our duty to continue to bring these matters to the eyes of the people so that they wisen up and oppose and reject this creeping dictatorship. Thus I encourage all UG students, this is your time. You need not be bystanders in this struggle for true freedom. It is time to flood the letter pages and join the protest line until the oppressors understand this country is really about you, the youths and not exclusively about the septuagenarians and octogenarians in power.

t’s easy to talk about people being victims and the need for them to step out of that role. But the process is often a one that moves through stages. Here is how it often evolves:

Stage 1: This is life

Here it’s easy to think of children growing up in abusive families, or those in places such as Syria or Darfur when war and genocide and fear are everyday life. It envelopes you so much that you have no sense of normal or rather this is your normal.

Here you are literally a victim and do what you can to survive.

This can run alongside the first, but this thinking can begin to develop when the victim is singled out, such as a scapegoated child in the family who can’t understand why he is the one always picked on by the abuser. Or where a child goes to school and is treated with kindness, but is trying to understand why she is treated so differently at home.

This can also be an adult in an abusive relationship where there is intermittent reinforcement, namely, that the abuser is not always abusive, but occasionally neutral or even kind. The lack of a set pattern keeps the vic-

e s , and so he can never figure it out, and easily stays mentally stuck and emotionally trapped.

Stage 3: I don’t deserve this but I can’t change it

This is where the person realises that the abuser is being an abuser, but feels helpless to change it, often because she literally can’t – think again a child or teen – or realistically believes she can’t – think an adult who has no money or kids and really feels

helpless and trapped. This can be combined with the intermittent reinforcement that again keeps them unbalanced. This is also where that forever trapped feeling, the no escape, can lead to despair and suicide attempts.

Stage 4: I don’t deserve this; I may be able to change it, but I’m afraid and not sure how

This is the victim at the brink of change. Ready to break out but understandably afraid because they have been hearing messages for years t h a t they a r e worthl e s s , that others won’t care about them, that the larger world is frightening, that they will fail, that the abuser will hunt them down.

Here think of teens who attempt to run away from home, women who check into shelters who on the threat of the abuser or the promise by them to change, go back home after a couple of days.

This is fragile time when the person needs much support — physical and emotional — and lots of messages that their reality is right, that they don’t deserve how they have been treated, that

there is a better life to found in the future.

Stage 5: I’m afraid but I will change my life

Oftentimes for some it takes many tries to finally get to this stage. Or for others some bottom line is finally reached that makes breaking out and stepping up feel like the wake-up call, the only last option. Again, the person needs support of all kinds as they move into new emotional territory and life challenges.

Stage 6: I’m finally free & empowered

The person has fully arrived. The old self-critical messages and fear are fading away, the confidence in oneself and the future is more solid. On bad days, the person may regret having not acted sooner, having “wasted” years in such an awful situation, but on most days, she is proud of her courage and strength. She is a role-model for others, a testament to resilience.

The challenge that runs through these stages is one that we encounter in other arenas and times in our lives — that we cultivate and listen as best we can those small and often fragile voices inside that let us know that we are good not bad, have choices and ways out and are not trapped, that we deserve better, that this too can pass. Don’t feel guilty about it either. You aren’t responsible for making someone else’s goals, dreams or ideas a reality. Just as they aren’t responsible for yours.

Meditate. To achieve high levels of success, you have to know yourself inside and out. You have to be prepared to take on life when it throws things at you and tries to derail you from your path. meditation heightens your problem-solving skills and increases your inspiration and motivation.

The deepest state that you can achieve helps your body rejuvenate and strengthens your immune system.

Achieve all of these levels and you’re on your way to success in any endeavour!

Find a mentor. If you want to succeed in something, find someone who has achieved before you and learn from them. Find out what worked and what didn’t. Study their processes and patterns. Why reinvent the wheel and try everything on your own?

If you don’t know someone personally who has achieved what you desire to achieve, find someone famous. Watch television programmes that feature them.

If they’ve published any books, read them and take in the valuable information. Research them on the Internet. One word of caution with this one; make sure the information is from a reputable source before you put too much credibility in it.

Expect return of “Burnhamism” – Jagdeo warns – says Granger is stuck in 70s/80s mindset

uyanese have been put on notice that the country could return to the days of “Burnhamism” as President David Granger is finding it difficult to adapt to the values of the 21st century and keeps referring to policies and positions that were imposed during the 70s and 80s in Guyana.

Jagdeo said this position of the President was further reinforced when he addressed the gathering of People’s National Congress (PNC) supporters in the United States recently. The Opposition Leader said he is convinced that Guyana could return to the worse era in the country because most of the President’s speech showed descent in the PNC and a return of the days of late President Forbes Burnham.

“The President probably did not know he was being live streamed when he spoke at a PNC Chapter abroad so when he thought he was making a speech that it may be confined to the room... and so that speech is very revealing to many people and it showed significant descent in the PNC… I think he’s stuck in the mind-set of the 70s and the 80s,” he told media operatives on Wednesday.

Jagdeo said based on the President’s speech, it seems that there is a significant yield of descent over the path the PNC is pursuing and its programmes in the Government. He also believes that the President is trying to return to authoritarian leadership, where “he wants to crown all of this by saying, you know, you have to be faithful to the leader.”

Further, the Opposition Leader elaborated another reason to believe his assertions were accurate was the fact that Granger’s examples of “people being unfaithful” involved former Prime Minister Hamilton Green, and others who left the PNC

party and affected the support base. “…he had the most scathing criticism for former President (Desmond) Hoyte and if you read the coded messages about President Hoyte is that he (Hoyte) made an error in changing the economic programme of the PNC, he made an error in allowing free and fair elections, and President Hoyte departed from Burnhamism, didn’t want to be called comrade anymore and that he, Granger is going to go back to ensure that Burnham’s legacy is maintained and fulfilled,” Jagdeo said.

In addition, the former Head of State posited that Granger’s mindset is dominated by the memories of the 70s and 80s era when he became a part of the elite and failed to recognise how the actions of the then PNC Leader, Linden Forbes Sampson Burnham “devastated this country.”

“I remember saying this in the campaign trail in 2015 that his [Granger’s] whole philosophy and therefore his policies are locked into that [70s and 80s] era because his mindset is dominated by those things that he remembers fondly because he was part of an elite…without see-

ing how those same policies devastated this country, pauperised the Public Sector, led to huge accumulation of debt, many of our people [out of Guyana] feeling that [the country] was a pariah state.”

“He did not experience those things because he is part of the ruling elite and again we see the same thing.

He does not sympathise with people,” Jagdeo posited.

As such, the People’s Progressive Party (PPP) is calling on Guyanese to “bring our President into our 21st century” by voicing their criticisms and displaying public advocacy so as to prevent an electoral fraud. “… Burnhamism tried and the lack of democracy tried because we were a closed society… but now it’s not going to work Mister President; it’s not going to work again,” the Opposition Leader bluntly declared.

He posited that if this Administration works hard and ensure that their policies are appropriate for Guyanese development, then they are capable of fairly winning the elections in this modern era.

Nevertheless, Jagdeo emphasised that citizens need to express their dissatisfaction with the Government’s attempts to return to a past that devastated the lives of many.

“We are not asking anyone to support…PPP’s position. All we’re asking is that people support and express descent now, in whatever fashion they can. Not with violence because violence has no place in our society but expressing robustly their dissatisfaction with attempt to take us back to that sordid past that destroyed the lives of so many people.”

In Granger’s speech while in Atlanta a few days ago, the statement that caught the attention of many and brought about fear was when he said: “You have to ask yourself how

the PNC gained office in 1964.

Ask how the PNC remained in office and what it did to do so.

Ask yourself how the PNC regained office in 2015 and ask yourself how would the PNC retain office in 2020”.

Since then, several members of the public have voiced their interpretations of the President’s words. According

to former Minister, Dr Leslie Ramsammy, “there is no room for misinterpretation.

Every one of the PNC activists knows exactly what he was speaking of.”

Ramsammy said that the statement describes an elicit promise by leaders of the PNC to their supporters to restore the legacy of Forbes Burnham

– the legacy of usurping and keeping power through rigged elections and dictatorship.

“President David Granger gave his clearest, most unambiguous, most explicit promise that his mission is to carry on from where Forbes Burnham left off in 1985,” he said.

Bourda Market labourer charged Vulgarians… for stealing from GPHC A P

labourer found himself before the court of Magistrate Fabayo Azore at the Georgetown Magistrates’ Courts on Wednesday to face a charge of simple larceny.

According to the prosecution’s case, Clive Bobb, 41, of no known address, is accused of stealing on November 3, 2017, at New Market Street, Georgetown, a facing belonging to the Georgetown Public Hospital Corporation (GPHC) valued at $10,000.

Bobb vehemently denied

the charge and claimed that on the day of the alleged incident he was near the vicinity of the Hospital riding his bicycle when he

was accosted by two men who took away his beloved bicycle and arrested him.

He further contended that he was beaten by a security

guard while in custody at the Hospital’s Police outpost and accused of an offence he had no knowledge of.

Police Prosecutor Simone Payne did not pose an objection to bail, and when the Magistrate inquired, Bobb related that he had no one to post his bail, so he asked to be released on self-bail.

The case was transferred to be heard by Magistrate Annette Singh in Court 11 and the defendant was placed on $5000 bail.

Fisherman charged Bagotville taxi driver remanded with larceny

A

27-year-old fisherman, Vishal Jones of Zeeburg, West Coast Demerara, pleaded not guilty to a charge of break and enter and larceny on Wednesday morning when he faced Magistrate Fabayo Azore at the Georgetown Magistrates’ Courts.

The Police are alleging that Jones broke and entered the dwelling house of Virtual Complainant (VC) Michelle Michcado, located in George Street, Werken-Rust, Georgetown, between October 25, 2017 and November 1, 2017, therein

stealing building materials and clothing, among other items, totalling $559,000 in value.

Jones initially pleaded guilty with explanation and stated, inter alia, that he was innocent and that he has no knowledge of the charge at hand. After hearing his explanation, the Magistrate changed his plea to not guilty.

Bail was set in the sum of $50,000 and the case will be called again on November 27, 2017, for hearing.

n unrepresented taxi driver appeared before the Georgetown Magistrates’ Courts on Wednesday morning to answer to the charge of armed robbery.

The information was sworn by investigating rank Collis Fraser.

Presiding Magistrate Fabayo Azore read the charge which stated d that on October 29, 2017, Quincy Abrams, a father of three, was in the company of others and armed with a gun when he robbed Virtual Complainant (VC) Brenrick Goman of a gold chain valued $175,000.

Police Prosecutor Simone Payne made reference to the gravity of the offence in her bail objection while indicating that the Police file was still incomplete.

Abrams, who appeared calm, denied any knowledge of the offence and indicated that he was a 31-yearold resident of Bagotville, Region Three (Essequibo Islands-West Demerara).

Bail was refused and the defendant was remanded to prison.

The case will be called again on November 22, 2017.

…at the gates rezzie described the PPP MP’s who staged a raucous placard protest while he was addressing Parliament as “vulgarians”. The neologism, of course, invoked the term “barbarians”. And in case anyone missed the allusion, for good measure, Prezzie insisted the PPP has a “contempt for culture”. In the midst of invoking “1964” – the year in which the PNC was ensconced into office after violent riots – the reference was not by accident.

Reiterating to the black-tie audience of the overseas PNC faithful that he was “a Burnhamite”, Prezzie vowed, “My brothers and sisters, that is where I take my ideas from, my ideology from and it’s good for you to know that.” Part of the tradition of a Burnhamite is to genuflect to the forms of “civilised” behaviour – even as the most uncivilised policies are being executed.

Burnham illustrated this literally, even when he walked out of Parliament with the rest of his PPP colleagues back when they were all together: he took time to bow to the Speaker!!

He could mock Rodney by alluding to the latter’s prowess at high jumping at Queens, when his goons violently broke up the WPA’s meeting and Rodney was forced to scale fences to escape being maimed for life.

Burnham was not a “vulgarian”, presumably because he didn’t actually break the legs of other politicians. He of course, (in)famously advised Rodney to “make his will” since his (Burnham’s) “steel was sharper”, just before having him (Rodney) blown to smithereens. But he was not a “vulgarian” because he offered his challenge with his well-modulated Churchillian English.

Prezzie, in like manner, is not a “vulgarian” even though he let the whole country down the primrose path by letting them think he had moved past his original demand for a judge – and then pulled the (constitutional) rug out from under them. He was not a “vulgarian” because he took time to call Jagdeo for a five-minute meeting to inform him he’d selected an 84-year-old judge with absolutely no experience in “electoral matters” and padded his CV to boot!!

Jagdeo should probably be grateful some goons hadn’t softened him up with a baton.

But this is all part of the demonisation of the PPP and their supporters as they’re set up for whatever condign treatment Prezzie deems necessary as his PNC follows their path of 1964 to return to office in 2020.

Who cares for the squeals of “uncivilised” vulgarians?

They’ve got to be taught good manners, don’t they?

Like by the young “non-vulgarian” PNC supporter exposing his privates to the PPP women protesting in from of Parliament.

They’ve got to be civilised – by any means necessary.

…in economics Prezzie was also not a “vulgarian” when in addressing Parliament he claimed, his “Government wrested the nation from the vice of divisive and destructive winner-takes-all politics and laid the basis for a system of inclusionary democracy – (which) seeks cooperation for the ‘common good’ rather than one that fosters confrontation and chaos.” Even as he’d just slapped Jagdeo across the face with his (glove) of rejecting all three lists!

Prezzie was also not a “vulgarian” when he boasted about his “prudent” management of the economy to deliver 3.1 per cent growth – even as he accepted that all due to gold production! So what if the other FIVE SISTERS are on life support and 7000 sugar workers are going to be out of jobs – with no new employment in sight!

So Jagdeo and his PPP MP’s are supposed to cheer daintily at these bon mots – like the gentry looking on at a game of cricket at Lords.

Not too loudly – that would be vulgar!!

…at the bridge Those cussing captains of the oil ships stuck for days as engineers tried valiantly (but successfully) to fix the winch to retract the Demerara Harbour Bridge were definitely “vulgarians”.

That’s why the new bridge will also be retracting!!

Man stabbed to death West Berbice Bee Project launched while making peace …in North Ruimveldt

mason was on Wednesday stabbed to death while making peace between two brothers who were reportedly fighting at a shop at Last Entrance, North Ruimveldt, Georgetown.

Twenty-nine-year-old Hafeez Douglas, also called “Gargon”, of Lot 2981 North Ruimveldt, Georgetown, was stabbed once to his chest after which he collapsed and hit his head on a concrete drain. He reportedly died on the spot.

Based on reports received, the two brothers, Jermaine and “Lappy” were involved in a heated argument which quickly escalated into a scuffle. The now dead man who was friends with the two brothers intervened and attempted to make peace.

“One ah de brothers went one way and the other went the other way… but one of them pick up an ice pick and meh brother try to hold he back and he get bore… Meh

brother fall in a gutter and hit his head”, Teon Herod, a brother of the dead man stated.

Herod further stated that he was on his way home when he received the tragic news.

The aggrieved man however learnt that his brother was stabbed once in the chest and that might have been the fatal blow. After realising that the young mason was motionless, the two brothers attempted to escape but the alleged stabber was held by the Police. The other brother is still on the run.

Guyana Times understands that the now dead man would normally go out and socialise with the two brothers and as such, the stabbing incident came as a shock to the family.

When this publication visited the scene, persons were still gathered but did not utter a word about what took place. The dead man’s mother, Alter Douglas, had gone to the East La

Penitence Station to provide ranks with a statement.

Nevertheless, before she left, she told media operatives that she was at home and about to collect her two young children from school when a friend informed her that her son’s body was lying in front of the shop.

Without hesitation, she went to the scene and saw her eldest child lying motionless. “By this time, the ambulance come and when they check his pulse, he de done dead,” she cried. In tears, she explained that earlier in the day, she and her now dead son had a misunderstanding and he left the house.

Her intention, she noted, was to forgive him when he returned home. “Now I can’t even forgive he… he dead… how I go get to forgive he,” she noted. The young mason leaves to mourn his mother and four siblings. The Police are continuing their investigation into the fatal stabbing.

s Guyana gears up to launch the JOF Haynes Law School in 2018, the University of Guyana hosted the first in a series of law conversations where the life and work of the man behind the school’s name was remembered.

Haynes, who died in 1988, was remembered as a great Caribbean jurist at an inaugural conversation on law and society facilitated

by UG at the Herdmanston Lodge on Tuesday evening.

Haynes was a headteacher at the Mara Primary School along the Berbice River before he ventured into the law pro-

Acting Chancellor of the Judiciary, Yonette Cummings-Edwards, who was one of his students while he lectured at UG, recalled the many achievements of Haynes, who ruled on many cases in Guyana and Grenada, where he served at the court of appeal. s the Government moves ahead with plans for the implementation of the Security Sector Reform Programme, President David Granger on Monday announcement that this initiative is expected to take off as early as next year.

While speaking at a momentous occasion for the Guyana Police Force on Monday, the President indicated that further enhancements are awaiting the country’s crime fighting system.

This was as he noted, “We restarted, with the permission of the British Government, the Security Sector Reform Project and next year that project will be transformed into a formal department in order to implement the recommendations which are now being drafted.”

With the impending establishment of the Security Sector Reform Programme, the Head of State went on to outline what is in store for this initiative.

He pointed out that, “The Force’s efficiency will be enhanced further through improved management, training and the provision of more, and improved, equipment. Your government is committed to ensuring that the Force is given the tools to do the work which it is required to do.”

Having highlighted the need for this undertaking, Granger further underlined one of the major changes which will take place in

the Guyana Police Force as part of the reform venture.

“The Police Force will adapt the same divisional structure as the 10 administrative regions of our country so that every divisional commander will be able to relay to a Regional Chairman in the RDC. Every capital town will be the headquarters of a Police division,” the Head of State conveyed.

Meanwhile, even with the longstanding intentions to revisit and restructure Guyana’s security sector, this reform was fasttracked, especially after the Camp Street fire and jailbreak which posed a major national threat to public security.

As such, a security expert from the United Kingdom, who was brought in last year to assist the Government with the Reform Programme, was also asked to look at the July prison riots as a part of the reform venture.

With the preparations already well underway, this initiative is expected to commence bearing fruits within the coming months.

In fact, Minister of State Joseph Harmon told the media at the same occasion that the Security Sector Reform Programme is slated to kick off in less than five months.

This is as Foreign Affairs Minister Carl Greenidge revealed in May that funding for Guyana’s revised Security Sector Reform Action Plan (SSRAP) could be dispersed by the end of the year.

This was one of the many causes that the late Shri Prakash Gossai, a Guyanese Hindu missionary, who is often regarded as one of the architects of modern Hinduism in the Caribbean, propagated during his many sermons in Guyana and abroad. He strongly felt that both secular and non-secular education were vital cornerstones for the upliftment of the human kind.

To ensure that the vision and great legacy of this respected Hindu missionary are upheld, the Shri Prakash Gossai Foundation and Bhuvaneshwar Mandir in Queens, New York decided to issue the inaugural Shri Prakash Gossai academic scholarship to a Guyanese child so that he/she can achieve their academic dreams, as well as to pursue their careers.

What was initially designed to be one scholarship per year was subsequently increased to two.

Students registered at the University of Guyana were invited to submit their applications during the period September 1 -30, 2017.

All applications were carefully reviewed by the board of Bhuvaneshwar Mandir in New York and after careful consideration, Chitramattie Dhanraj and Tiffany Kamani Ramotar were announced as the 2017-2018 awardees. Each received a cheque for $200,000.

Ramotar is 16 years old and is a first year student at the University of Guyana, registered for an Associate Degree in Biology. She is a resident of Crane, on the West Coast of Demerara.

The second recipient is 19-yearold Chitramattie Dhanraj, of Cornelia Ida on the West Coast of Demerara, currently reading for a one-year programme in International Relations. She is hoping to get into the Law programme in the near future.

She alluded that it is hard to put in words how grateful both her parents and herself are for the scholarship, which no doubt has ignited her academic journey and career.

M&CC, Region 4 RDC sensitised about anti-corruption legislation T

he Regional Democratic Council of Region Four (Demerara-Mahaica) and the Mayor and City Councillors (M&CC) of Georgetown, in collaboration with the Legal Affairs Ministry, hosted on Wednesday an anti-corruption sensitisation for local government officers in the region. The seminar was aimed at making local government functionaries aware of the laws and regulations surrounding Guyana’s anti-corruption regime, particularly on the

recent State Asset Recovery Act 2017, the Protected Disclosures Bill and the Witness Protection Bill.

Regional Chairman Genevieve Allen said the seminar is a timely one as the region’s administration are eager to be educated on the various rules and regulations as it relates to anti-corruption practices.

“When our Councillors and representatives leave here, they will leave here with a better understanding that as a region we have been involved in the public awareness session and that

we are going to work together to ensure that Guyana stands out as that country where corrupt practices are no longer taking place in our country,” Allen said.

At the seminar, there were representatives from the 15 Neighbourhood Democratic Councils within the region, along with representatives from the various Community Development Councils, the Guyana Police Force and the M&CC. Additionally, Attorney General Basil Williams told the participants that they are from the most populated region in Guyana that han-

dles billions of dollars but also millions are being misappropriated.

seriously its international commitments under the conventions against corruption and it pledges to ensure that the State’s assets belong to the benefit of the Guyanese people,” he said.

Williams also noted that there are several forensic audits which have resulted in charges against corrupt Government officers and it is against that backdrop that Government created a legislative framework to eradicate corruption.

“The State Assets Recovery Act 2017 has been passed to pursue civil recovery of State assets. This is also in conjunction with the criminal aspect of State assets being acquired by unlawful conduct of officials.

We laid the whistleblower act and the Witness Protection Bills have been laid in Parliament. The Bills are to allow fellow employees to stay safe to disclose corrupt dealing legally and enjoy the protection of the state,” Williams added.

As it relates to the

Witness Protection Bill, the Attorney General said the Government would continue to ensure State employees continue to feel comfortable when reporting corrupt officials. “The Witness Protection Bill allows us to give protection to someone in another [Caribbean Community] Caricom state because there is a Caricom Witness Protection Programme…”

This is the third anti-corruption seminar being conducted by Government, having started in Linden, Region 10 (Upper DemeraraBerbice) and then to Region Two (Pomeroon-Supenaam) with plans to take this seminar to all 10 administrative regions, where State employees will also be educated on the State Asset Recovery Act, the State Asset Recovery Agency, the Protected Disclosures Bill and the Witness Protection Bill. nother batch of participants graduated on Tuesday evening from the Information Communication Technology (ICT) programme undertaken by First Lady Sandra Granger.

The graduation ceremony held at Eccles Youth Skills and Information Technology (IT) Centre saw 33 persons receiving their certificates accredited by the Board of Industrial Training (BIT).

In brief remarks, the First Lady praised the participants for completing the eight-week programme, noting that the skills provided would serve to benefit them as they enter the world of work.

“I have to applaud and commend you for your discipline and dedication for staying the course and learning,

because one thing I have discovered that our young people want to learn and they want to work.” According to the Department of Public Information (DPI), Mrs Granger advised the young adults to surround themselves with positive role models who would encourage them to strive for excellence.

The First Lady said though the initiative was launched through her office, the Social Protection Ministry should be commended for its continuing support in the development of the nation’s youths.

The programme, spearheaded by the Office of the First Lady, provides young adults with training in the areas of ICT; literacy and numeracy; entrepreneurship; sexual reproductive health; Science, Technology, Engineering and Mathematics (STEM) subjects; micromanagement development and soft skills, including ethics and time management. Similar workshops are slated to be implemented throughout the country.

BIT Vice Chairperson Donald Ainsworth said that

the programme was testimony to the necessity of providing young adults with the necessary skills to make them marketable.

“I would like you (participants) to see yourselves as an integral part of the global economy because the world has become a village and we interact and relate in real time, and, therefore, it is important that we expand our knowledge in Information Communication Technology so we can be relevant and be a part of the world’s progress,” the Vice President explained.

Meanwhile, Fitzroy Younge, the chief facilitator for the ICT workshop, assured that the one participant who was unable to complete the programme would be included in another workshop in order to benefit from the necessary skills training.

During the closing ceremony, the graduands performed a skit which depicted today’s youths who are influenced by the wrong crowd attempting to find work and finally been given advice to attend the ICT workshop to provide them with the skills to build their capacity.

ttorney General Basil Williams said Government is yet to comprehensively address the issue of decriminalising the possession of small quantities of marijuana, noting that if it is agreed to then there may be calls for an increase in quantity. The Attorney General’s comment came following a recommendation in the report of the ‘Commission of Inquiry into the Camp Street Prison Disturbances and Resultant Deaths of March 2016’.

President David Granger commissioned the inquiry to probe into the disturbances and resultant deaths of 18 prisoners at the Camp Street Prison, in Georgetown on the morning of March 3, 2016.

The Commission of Inquiry (CoI) was tasked with enquiring into all circumstances surrounding the death of 18 prisoners from the Camp Street Prison to report the findings and conclusions to the Public Security Ministry and to make recommendations on any action that should be taken to avoid a recurrence.

The Commission was headed by retired Justice, and now Chairman of the Guyana Elections Commission, James Patterson and was tasked with examining and making findings and recommenda-

tions to improve physical infrastructure of the prisons; the existing security arrangements in respect of the custody, management and control of prisoners; outline the appropriate treatment of prisoners in compliance with legal and other requirements and to recommend measures to prevent a recurrence of any such disturbance.

Justice Patterson and the other Commissioners – former Director of Prisons, Dale Erskine and Merle Mendonca – handed over the report to President Granger in June 2016.

The report recommended that Government should decriminalise possession of minimum amounts of marijuana for personal use while establishing and expanding alternatives to incarceration for those charged with low-level drug offences. It is also calling for the distinction between drug trafficking and other types of crime; low-, medium- and high-level drug offences; rank or position of the accused in drug trafficking networks and violent and non-violent offences.

“We also have literature from a UN survey about the outfalls of marijuana use. It paints a dismal picture so there are both sides of the coin and the Rastafari community protested and they are saying that they would be allowed to walk with a mini-

mum of 53 grams of marijuana. Therefore, if we say yes to that then they will want to increase it (the amount).

It is not necessarily a fear of mine but as I said, I hadn’t expressed an opinion on that (decriminalisation of small amounts of marijuana),” Williams said.

Additionally, he said that Cabinet is yet to take a stand on the issue and noted that because the CoI recommends the decriminalisation means that it is a “Cabinet recommendation” or that Cabinet is mandated to adopt it. He noted that Cabinet considered all the reports but some aspects are yet to be deliberated on in detail.

Just last week the Regional Commission on Marijuana had a consultation session at the St Stanislaus College to determine the regional approach to marijuana. The Regional Commission on Marijuana was established following a decision taken at the 25th Inter-Sessional Meeting of Caricom Heads of Government in March 2014 in St Vincent and the Grenadines. It is composed of practitioners with expert knowledge in a variety of disciplines including medicine and allied health, health research, law enforcement, ethics, education, anthropology/ sociology/culture.

wo Constables of the Guyana Police Force have been placed under close arrest in connection with the brutal attack on 22-year-old Kescia Branche while another two have been questioned. The Police said one of the ranks, under close arrest is refusing to cooperate with investigators.

Branche succumbed to her injuries at around 17:00h on Tuesday while receiving medical treatment at the Georgetown Public Hospital (GPHC).

The unconscious body of the Richard Ishmael Secondary School teacher was found in the vicinity of Princes Street and Louisa Row, Georgetown on Sunday morning and was rushed to the GPHC where she re-

mained in an unconscious state hooked up to life support machines.

Branche, who resides in Cummings Lodge, Greater Georgetown, was last seen on Saturday evening when she left for a night out with her friends and the Police is seeking the public’s assistance to determine what may have transpired resulting in the inhumane beating the young woman received.

A source close to the investigation revealed that detectives were on Monday reviewing the CCTV footage at a popular Newtown nightclub where the woman was seen partying and came across evidence of the officers interacting with the deceased.

Police investigations are ongoing.

Guyana’s contribution to regional integration lauded – as country’s new Ambassador to Caricom accredited

uyana was on Wednesday lauded for its seminal role in the evolution of the regional integration movement, as the country’s new Ambassador to the Caribbean Community (Caricom), Charlene Phoenix, presented her credentials to Caricom Secretary General, Ambassador Irwin LaRocque.

The Secretary General, in remarks at the accreditation ceremony, recalled Guyana’s role, along with Barbados and Antigua and Barbuda, in restarting the integration process through the formation of the Caribbean Free Trade Association (CARIFTA), and then, through the Georgetown Accord, fashioning the pivotal movement from CARIFTA to Caricom.

He also noted Guyana’s Lead Responsibility for Agriculture in the Caricom Quasi-Cabinet and the importance of the sector to the community’s efforts to enhance its food security.

“You therefore represent, Ambassador, a country rich not only in the tradition and history of our community but also in being a full participant in forging the ties that bind us as a people,” the Secretary General said.

Ambassador Phoenix, who served in the past as Head of the Caricom Unit in Guyana’s Foreign Affairs Ministry, confirmed that the country has always championed the merits of regional integration, adding that the need for a strong and efficient integration movement is as urgent now as at its ini-

Phoenix has now joined the Caricom Committee of Ambassadors, a body which forms part of the

Community’s governance structure and which has as its principal focus the advancement of the integration process.

“As part of that body, you have the opportunity to help shape the future direction of the integration movement,” the Secretary General noted.

He reminded that the accreditation was taking place at a most trying time for the Community, following the impact of Hurricanes Irma and Maria on six Member States and three associate members. Thirty-seven people lost their lives and the principal economic sectors of tourism, agriculture and

fisheries were significantly affected.

Caricom, with the support of the United Nations Development Programme (UNDP) will convene a HighLevel Pledging Conference at the UN Headquarters in New York on November 21 to mobilise support and commitment of pledges for the reconstruction effort and to also help the Caricom Region improve its resilience to adapt to the effects of climate change.

According to Phoenix, Guyana commends the initiative and stands firm in its commitment to doing all that it can to support the recovery of the affected areas.

andra Craig is ready – ready for her natural fruit-flavoured barbecue sauce to become a household name.

Craig, a long-time whiz in the kitchen, has been using her gourmet talents to power her entrepreneurial dreams for many years now, first selling her homemade meals to patrons at the sports complex for which she and her husband served as caretakers before starting a snackette with her cricketer son, Shemroy, at Orange Walk, Bourda. Her only son would go on to provide the impetus for her new

business when he pleaded: “Mommy, let we do barbecue”.

Craig, who has never been one to sit on her laurels, soon started experimenting by adding pineapple to storebought barbecue sauce and customers loved the result.

Over the years, Craig has persevered and remained optimistic, despite the many setbacks encountered, including would-be partners demanding too much percentage of the business in exchange for financing – offers she was astute enough to turn down, and deals that have fallen through.

“Whatever vision you get, go for it….don’t sit down on it, go for the gold,” advised the agro-processor, who has ensured that her products have been tested and approved by the Food and Drug Department, her business has been registered, and has taken numerous workshops and training opportunities to improve her knowledge and skills.

“I can’t even start to tell you the lessons I learnt. I

started with the little that I had and thankfully I passed that hurdle.”

All of that effort and hard work is paying off. At the “Uncapped” agro-processors expo last month, the impeccable packaging of the barbecue sauce caught the eye and the intriguing flavours – mango, sour-sop, tamarind, golden apple, passion fruit, pineapple, and ginger and garlic – the imagination.

And, boy, did the sauces pack a punch – a distinctive, refreshing take on delicious barbecue sauce. “Uncapped” was only one of many exhibitions at which the SS brand has featured locally and abroad, as Craig, with the aid of the Guyana Marketing Corporation (the major outlet so far for the sauces); the Small Business Bureau and other organisations and individuals, works to create an effective marketing system – which remains one of her biggest hurdles.

The response thus far has been great, the trained social worker enthused.

Her products sold out at the 13th Caribbean Festival of Arts (CARIFESTA), held in August in Barbados, and several overseas-based buyers indicated interest.

Asia stocks near decade highs on buoyant Wall Street, kiwi rallies

sia stocks hovered near a decade high on Thursday following another record breaking day on Wall Street, while the New Zealand dollar rallied as hawkish-sounding statements by the country’s central bank boosted the recently battered currency.

MSCI’s broadest index of Asia-Pacific shares outside Japan was up a fraction and in close reach of a 10-year high set the previous day.

Australian shares rose 0.2 per cent and to their highest level since January 2008 while South Korea's KOSPI stood flat.

Japan's Nikkei climbed 1.1 per cent, reaching a high not seen since January 1992.

Wall Street rose overnight thanks to a rally by videogame makers, with all three major indexes closing at record highs.

“It is a case of equity markets in emerging economies, already firm on internal demand and growth, being lifted by gains in those of developed economies,” said Kota Hirayama, senior economist at SMBC Nikko

Securities in Tokyo.

“Each country obviously has its own particular factors affecting local markets, but US equities continue to drive overall risk sentiment.”

In currencies, the New Zealand dollar was a big mover, surging about one per cent to a two-week high of $0.6974 NZD=D4.

The kiwi flew after the Reserve Bank of New Zealand (RBNZ) said early on Thursday that added fiscal stimulus and a lower local dollar would lead to faster inflation and likely an earlier rise in interest rate.

The central bank held rates steady at 1.75 per cent as widely expected.

Jagdeo accuses Granger of “blatant hypocrisy”

pposition Leader Bharrat Jagdeo has accused President David Granger of blatant hypocrisy and double standards over his admission that he was a member of the People’s National Congress (PNC) for over five decades, but still agreed to be nominated as Chairman of the Guyana Elections Commission (GECOM), even though he has made it clear that no nominee should have political connection.

In addressing the media at his Church Street, Georgetown office on Wednesday, the Opposition Leader said he was referring to the President’s speech at the 5th Biennial Conference of the PNCR’s North American Region (NAR) in Atlanta, Georgia, United States. Granger used the opportunity there to also speak about the need for the party to return to power in 2020 following its election in

2015.

Jagdeo said, “Just imagine the hypocrisy of our President. God-fearing! He wrote me and said nobody should be a member of a political party; none of the nominees. None were members of the PPP (People’s Progressive Party) and he, himself, was a member of the PNC when his name was submitted twice by Mr (Desmond) Hoyte and he didn’t object to that. Isn’t that not just blatant hypocrisy?”

The Opposition Leader pointed to the unilateral appointment of retired Justice James Patterson by President Granger as GECOM Chairman.

Although Patterson has described himself as “apolitical” and said that he has not been in politics or will ever be, the Opposition Leader has repeatedly claimed, and even exposed, that Patterson was part of a group of PNCR inner-circle and was pallbearer for the late President

Patterson, currently a legal advisor in the Legal Affairs Ministry, was sworn in a few hours after President Granger met briefly with Opposition Leader Bharrat Jagdeo. According to the Head of State, his de-

cision to select a GECOM Chairman was done in accordance with Article 161 of the Constitution for the appointment of a GECOM Chairman.

Granger said he had informed Jagdeo during their meeting that he found that the third list of nominees submitted on August 25, 2017, was unacceptable within the meaning of the Constitution and that he had also paid careful attention to the ruling of the Chief Justice Acting Roxane George.

The President handpicked 84-year-old Justice Patterson for this position, later claiming it is because of Patterson’s extensive experience as a former Chief Justice of Grenada.

However, this is now highly questionable since Patterson admitted that he was only acting Chief Justice but cannot recall the exact time period.

nounced that his party would be withdrawing its support from any form of cooperation with Government and would also mount a legal challenge to the appointment.

In addition to expressing his intention to raise the matter with the diplomatic

community, Jagdeo indicted that the PPP/Civic will be calling on its support base countrywide for the national boycott. Several Private Sector organisations and unions have also publicly expressed disappointment with the President’s move and said that they will not support it.

The Opposition later filed an injunction in the High Court to rescind the appointment on the grounds of unconstitutionality.

The injunction is seeking a declaration that Justice Patterson is not qualified to be appointed in provision with Article 161-2 of the Constitution of Guyana.

The injunction is also seeking an order to have the appointment of Justice Patterson as Chairman of GECOM quashed and direct the President to choose a person from the 18 names submitted to him.

The matter will be heard before the Chief Justice on November 16.

hree men who are accused of committing a series of robberies on the East Bank of Berbice and in the East Canje area were on Wednesday remanded when they appeared before Magistrate Renatta Singh at the Reliance Magistrate’s Court.

The three men, Aubrey Brant, 28, of Lot 61 Number 2 Village, East Canje; Peter Baker, 19, of Lot 8 Canefield New Area, East Canje; and Leroy Guevara, also called “Trini”, a taxi driver of Dr Tulsi Street, Hampshire were not required to plea to the five indictable charges.

After the men left the court and were being escorted into a Police vehicle, Brant hauled several threats to reporters including killing one of them if he were to be released. He had to be restrained by officers on hand as he attempted to attack the reporters.

Meanwhile, on Wednesday at the Reliance Magistrate’s Court, Brant who was allowed to leave the court without any handcuffs, picked up a stone threatening to harm a Guyana Times reporter given the fact that he was wearing no handcuffs and was ahead of the lone Police Officer escorting him by about 30 feet.

Patel abandoned a foreign trip and returned to the UK on Wednesday after it was uncovered she went on a visit to Israel with a lobbyist, during which she held 12 meetings, including one with Israeli Prime Minister Benjamin Netanyahu.

Patel failed to inform either UK Prime Minister Theresa May or Foreign Secretary Boris Johnson about the meetings.

Two projects, one in The Dominican Republic and Haiti and another one in a remote area of the Amazon in Brazil, won the recognition for their outstanding work in interrupting transmission of the mosquito-borne virus and developing local systems to access malaria diagnosis and treatment.

In The Dominican Republic and Haiti, a bi-national project to eliminate malaria in Hispaniola, spanning border communities of Ouanaminthe and Dajabon, received the Malaria Champion award for its “outstanding

achievements” and creative response using innovative technologies that involve the private sector and community and traditional health workers to improve surveillance, diagnosis and treatment of malaria in both countries.

The project in the Municipality of Eirunepé in the Amazonas, Brazil, was recognized for reducing the malaria burden in isolated population groups living in logistically challenging areas. Because of their work, malaria cases have dropped from 8,000 in 2013 to 126 cases for October 2017.

S President Donald Trump arrived in China on Wednesday seeking help to rein in North Korea, telling the reclusive state’s leader he was putting his country in grave danger by developing nuclear weapons.

Trump used some of his toughest language yet against North Korea in a wide-ranging address in Seoul that lodged specific accusations of chilling human rights abuses.

He called on countries around the world to isolate Pyongyang by denying it “any form of support, supply or acceptance.”

“Do not underestimate us and do not try us,” Trump told North Korea as he wrapped up a visit to South Korea with

a speech to the National Assembly before heading to Beijing, where he was making his first official visit.

Trump painted a dystopian picture of the reclusive North, saying people were suffering in “gulags” and some bribed government officials to work as “slaves” overseas rather than live under the government at home.

He offered no evidence to support those accusations.

Trump’s return to harsh, uncompromising language came a day after he appeared to dial back the bellicose rhetoric that had fuelled fears across east Asia of the risk of military conflict. On Tuesday, Trump had even offered a diplomatic opening to Pyongyang to “make a deal.”

In addition to his Toyota Starlet and Honda Civic, Mohammed has now acquired a Mazda RX 7 three-powered rotary for which he will be competing in the two-wheel drive group four.

His starlet is expected to compete in the Starlet Cup and Group three while his Honda Civic battles in the group two class.

“I have three different race teams; there is a different mechanic and even a different manager. All they cars are ready. The Mazda just needs some tuning but I am ready to compete”.

He added, “It will be tough but I did before, competing in three different categories and I will manage again.”

With Trinidad and Tobago being strong favourites to retain to their title, Mohamed feels that he will be successful and will be able to garner much needed points for Guyana to up their place in the standings.

Added to the pressures of racing, Mohamed will have his work cut given that this event has a 27-race programme which will encompass heated action on both Saturday and Sunday.

Based on reports, two professional drift cars from Trinidad and Tobago, as well as, four SR-3 Radicals from Guyana Barbados will bring added attractions for fans.

n the sweltering Kingston heat on Wednesday, the Guyana men’s National Hockey team continued winning ways while the women were held to a draw in a tough game against hosts Jamaica.

The Guyanese are in the hunt for spots at the Central American and Caribbean (CAC) Games set for Barranquilla, Colombia in 2018.

Playing in the morning session, the Guyanese ladies took on the Jamaicans and they were stifled offensively with their forwards unable to find the back of the goal.

However, their (Guyana’s) defence withstood a stern test from the Jamaicans and by the final whistle the scores remained locked at 0-0.

Looking ahead to today’s clash with Bermuda, Guyana’s goalie Briawna Gordon noted that the team will go into the clash with the same mindset, try to remain focused, execute their game plan and remain defensively sound.

Speaking after their victory, Aroydy Branford said that the team is feeling “strong” going into their clash against Panama today.

He also revealed that the team will be following their same game plan as well as maintaining the same mindset.

In the other female matchups of the day, Bermuda defeated Panama 4-0 while Puerto Rico dispatched of Guatemala by the same score line.

All set for historic 'Nationals' at Leonora

T

he 57th Edition of the National Schools’ Cycling, Swimming and Track and Field Championships popularly known as “Nationals” was launched on Wednesday by officials from the Guyana Teachers Union (GTU), the Ministry of Education (MOE) and other stakeholders.

Speaking at the launch in the boardroom of the MOE, Brickdam, GTU President Mark Lyte pointed out that the Championships have been successfully run for several years with athletes emerging from the event to represent Guyana at various international meets with relative success.

While pointing out that the championships will be held at the National Track and Field Facility, Leonora for the first time, Lyte revealed that this decision was taken in a bid to expose Guyana’s young athletes to competing at international standards.

Lyte also pointed out that the GTU is working closely with the MOE and other stakeholders to ensure that this year’s championships “are second to none.”

off as the athletes have all been registered while accommodation has already been taken care of.

Chief Education Officer (CEO) at the MOE, Marcel Hutson was also present at the launch and declared that the “Championships are here to stay” as it is in keeping with the Ministry’s agenda of providing a “well-rounded education” for the future leaders of Guyana.

Hutson also revealed that for Guyana to be a “healthy country” it should start at an early age thus

sport throughout the schools is necessary.

The CEO underscored the importance of ensuring that those athletes who would stand out at the Championships do not fade into oblivion but opined that they should be earmarked for further development by the various sport associations.

“I believe we are going to witness the greatest championships ever this year” Hutson stated; he also singled out beverage giant Banks DIH for their ster-

ling contribution to the Championships over the years of its existence.

Meanwhile Permanent Secretary of the MOE, Vibert Welch echoed Hutson’s sentiments saying “the 57th edition of the championships will go down in the annals of history.” Welch commended the GTU, stakeholders and the sponsors for all contributing to make this year’s championships a success.

Logistics

The student-athletes will be housed in close vi-

cinity to the National Track and Field Facility, Leonora, West Coast Demerara. At least three schools have been identified as “Games Villages”; those schools include Leonora Secondary School, Stewartville Primary and Secondary as well as the Uitvlugt Secondary School.

Meals for the athletes will be prepared at the Leonora Primary School thus negating arduous travelling arrangements.

Meanwhile the various Regions have purchased the necessary foot wear for their

respective athletes; as such most of the athletes competing at the Championships will have footgear.

In regards to timings and results at the championships, the Athletics association of Guyana (AAG) will be responsible for the track and field events, AAG Boss Aubrey Hutson noted that all times and results will be sent to the International Athletics Association Federation (IAAF).

The Guyana Cycling Federation (GCF) will be responsible for the cycling events and will also be recording the times and results officially.

The Championships will be officially opened on November 26 at the National Track & Field Facility at Leonora. The cycling and swimming events will kick off on November 27 with the former pedaling off in the National Park while the National Aquatic Center will host the swimming.

The athletes will be rehydrated by three brands from Banks DIH, those brands are Powerade, Malta Supreme and Rainforest Water.

The Track and Field events will be run off at Leonora from November 28- December 1. District 10-Upper Demerara/ Kwakwani are the defending champions.

“I want to score more 100s” – Paul K eemo Paul, the Guyana Jaguars big-hitting all-rounder said racking up his maiden First Class ton has only increased his appetite to score bigger and more consistently; as he plans to keep churning out match-winning performances for the defending champs.

The 19-year-old hard-hitting batsman told Guyana Times Sport on the eve of the third round clash against the Leeward Hurricanes, that his second innings knock of 107 from 129 balls against Jamaica Scorpions was a very special innings and one which he had been waiting on for some time now.

“It meant a lot to me because it was my first hundred, I always wanted to score a First Class hundred and I finally got it this year. It was a great feeling but I’m not satisfied because I want to score more hundreds and I worked very hard for it, the coaches helped me a lot also because after the first innings, we sat and discussed what were my goals for the season and how I was going to get them and scoring a hundred was one of them,” explained Paul.

The former U19 World Cup winning Vice-Captain had failed in the first innings against Jamaica but showed signs of aggressive as he hit a four and a six in his 12 off 8 deliveries. Admitting that he had done some mental work ahead of the second innings Paul said, “I had a clear mind I just wanted to bat and get a big score because I knew what lead we had in mind, so I was in no rush I wasn’t thinking about a hundred but once I passed 50 and saw there was still time I told my partner I was going for the hundred and thanks to God, I got it.”

One of three fast-bowling all-rounders in the team alongside Romario Shepherd and Sherfane Rutherford, Paul has shown great maturity over the past few months whether it be the Caribbean Premier League (CPL) or domestically. He noted

that his improvements batting-wise, could be attributed to the minor technical adjustments as well as his approach when out in the middle.

“I altered my batting stance and also my bat lift and that was the cause behind my success while batting. Also, like i said I had no thoughts really, just playing with a clear head and my plan was to bat long and try to get a big score. It was very important that I started my season off on the right foot,” Paul admitted.

As customary, Guyana got off to a brilliant start this season winning their first two matches against the Scorpions and Windwards Volcanoes in quite comfortable fashions.

Heading into round three Guyana will be taking with them tons of confidence after sitting steady in top spot but the Essequibian was adamant that his role as a big player in the team was only now beginning.

“Well I have already set my goals for the season, I don’t set it by rounds or who we play against because every game is a challenge and I look forward to new challenges. So definitely I will be looking to make an impact in this game whether it is with bat or ball,” he said.

Leonora Stadium to be expanded

thletes will soon benefit from a state of the art 200-metre warm-up track at the Leonora Track and Field facility. A tender is currently out at an estimated cost of $14 million for the construction of the track, which will be situated at the southwestern curve of the main track at the sports facility.

This was disclosed by Director of the National Track and Field Facility, Trevor Williams. He said that tenders will be opened on November 14. “It more than likely will be a two-phase project; wherein the first instance, it will be grass laid and covered and then move on to the concrete and synthetic” he explained.

Williams noted the lack of a warm-up track at the Leonora facility, puts athletes at a disadvantage since they will be required to use the main track when preparing for meets. Williams pointed out having a warm-up track “is a requirement” for the hosting of international and athletic meets of a high standard. It is also mandated by the (International Accreditation Forum (IAF) that sports facilities are required to have a designated area for athletes to train and warm up.

Riding his black and yellow 2005 Yamaha R6, Tucker knows a herculean task awaits him in the quest for a precious podium finish given the star-studded competition that’s expected.

Team Mohamed’s Enterprise Moto America champions Bryce Prince and Jason Aagilar along with

British Matt Truelove will headline the powerful international group while on the local scene, he still has the likes of defending champion Matthew Vieira and the ever improving Kevin Persaud to contend.

“It is tough competition right now but I

know I will be more competitive than the last meet so I’m very confident of what will happen.”

He added, “My plan is to learn something from them [team Mohamed’s Enterprise], learn their riding style, see why they are so good. I think we Guyanese instead of running from them should go run with them to see what their technique entails.”

On the local championship standings, Tucker has 48 points which puts him behind, leader Kevin Persaud (75), John Bennett (69) and Ravi Singh (55) and is setting his sights on a top-three finish.

ltra fit duo Dillon Mahadeo and Semonica Duke have already conquered the two previous editions of the RX Fitness challenge but this year at the GTM sponsored event, the two will pair up for the first “Pairs” competition.

At the launching of the event just last week, Mahadeo revealed that despite having little over two weeks to prepare for the competition he is aiming to win while having fun at the same time.

“This year we are trying to display our fitness levels in all the arenas, try to make the requirements, just try to have fun while staying competitive,” Mahadeo said.

In terms of training Mahadeo stated that he along with Duke has been focusing mainly on working together while maintaining their fitness levels.

Semonica Duke echoed Mahadeo’s sentiment noting that it will be all about fun but pointed out that she will be going all out to conquer the challenge.

a c h i n e r y Corporation of Guyana Ltd. (MACORP), on Wednesday joined forces with the Lusignan Golf Club (LGC) to launch the 11th annual Invitational Golf Tournament set for Saturday November 11 at the Lusignan Golf Course.

During the brief but significant ceremony held at MACORP’s Providence, East Bank Demerara location, executives of the Machinery company as well as representatives of the LGC signaled their intentions to yet again make the event one of the premier golf spectacles in

Guyana.

MACORP’s CEO Jorge Medina during his remarks said he was expecting a great tournament come this Saturday and hoped the event will help promote Guyana on a wider demographic spread.

He noted that with much happening for Guyana tourism-wise, it’s critical for the landscape to change to a more suited environment which will help to boost the lives of Guyanese.

Medina believed that through sport, in this case golf, much can be done to reach out to the masses both young and old as

they plan to introduce the sport to the younger Guyanese generation. The CEO was also confident that the one-day event will be highly competitive as it wil feature some of Guyana’s best facing off against a few remaining overseas golfers who are still in the country following the end of the Guyana Open Cup tourney.

LGC executive and local golfer Brain Hackett thanked MACORP for their assistance in the continued development of the sport locally. Hackett also expressed gratitude to Medina and company for providing the nec-

essary pieces of machinery which were used at the golf course to help with the irrigation, thus keeping the Greens at Lusignan in top condition.

Both Hackett and Medina were elated ahead of the event which according to both will keep local golfers in ideal form ahead of upcoming tournaments. MACAORP in keeping with the growth of golf donated a $400,000 check to Hackett as part of their support for the event.

Saturday’s action is set to tee off from 12:30h.

Unbeaten Jaguars looking to settle score with Hurricanes – defending champions facing selection dilemma

fter a typically customary start to their Cricket West Indies (CWI)/Digicel Regional 4-Day tournament, threetime defending champs, the unbeaten Guyana Jaguars will be aiming to overcome a psychological hurdle when they tackle the Leewards Hurricanes.

The Hurricanes are responsible for handing the champs their only two defeats during the 2016/17 season and fast-forward to 2017, the Jaguars will now prepare to wrestle their demons at the same venue, the Warner Park Ground in St Kitts; where they lost last year.

In St. Kitts, the Hurricanes created history by successfully chasing down 369 to win by four wickets when Leon Johnson declared on 233 for 8 with four sessions remaining in the game. In the return fixture at Providence, the Jaguars failed to past 200 runs in either of their innings and were thumped by 10 wickets.

In those matches, West Indies ‘A’ players Rahkeem Cornwall was the thorn in the flesh of the Jaguars bagging 17 wickets from the two encounters while Montcin Hodge scored a match-winning century in the run chase.

Both sides have gotten off to a great start with Jaguars beating the Scorpions in round one and the Volcanoes in round two as they enter the third round with 40.4 points.

Players who are likely to face the axe could be Chanderpaul’s own son and opener Tagenarine who has managed just 59 runs from four innings with a highest score of 33 or his partner at the top of the order Rajindra Chandrika who also had a poor start with just 67 runs coming from his four innings.

Meanwhile, Coach Esuan Crandon said the Jaguars will not be underestimating the Hurricanes but rather they are looking to make the most of their unbeaten start while settling a score with their third round opponents.
