A

s Guyana and Trinidad and Tobago (T&T) signed a Memorandum of Understanding (MoU) on Energy Sector Cooperation on Wednesday, both President David Granger and Trinidad Prime Minister, Dr Keith Rowley assured that there is no ‘takeover or sellout’ of any sector by either side, but rather a sharing of information and ideas in the sector.

Dr Rowley speaking to the Guyanese press following the signing at State House, said the document contains bilateral arrangements for the cooperation on energy issues such as possible financing and providing entrepreneurial skills as a “good neighbour.”

The Trinidadian Prime Minister expressed disappointed over concerns raised

by Guyana’s Private Sector that the MoU allows for a takeover by T&T businesses.

“We are working towards ensuring that we, as a people not just the people of Trinidad and Tobago but the people of Caricom – Guyana, Trinidad and Tobago – do better for all ourselves and to come up against that is disappointing and to the extent that there is any potential takeover which I don’t think is happening or is going to happen,” Rowley said.

The Energy Sector Cooperation MoU, he reminded, is one of two agreements Guyana shared with T&T. The first, which was renewed earlier this year, is a platform to discuss all bilateral cooperation and the second to be signed is for cooperation in oil and gas.

Dr Rowley also reminded that T&T had helped bail out Guyana from its Highly Indebted Poor Country status by writing off billions of T&T dollars in debt.

“That write-off was done against the background of Trinidad and Tobago being encouraged and, as a matter of fact, we did so against pressures and we are not holding that as any quid pro quo (a favour in return). We are treating that as circumstantial and we maintain our position that we are a friendly cooperating neighbour of Guyana,” he said.

President Granger also debunked claims that the signing of the MoU lends to a sell-out of Guyana’s patrimony or natural resources. The Guyanese Head of State said Guyana stands to benefit from Trinidad and Tobago’s decades of experience in the oil and gas sector in areas of production, marketing, dealing with oil spills and international corporations.

He said, “There is no sellout. There are some unjustified fears that Guyana is giving away the family jewels but that can’t be true. It is simply a means of collaborating. The fears that there

is some giveaway are completely unjustified. I want to set that record straight.”

The MoU signing comes on the heels of concerns raised locally by the observers and stakeholders about the benefits that would redound to Guyanese, more specifically the local businesses within the Private Sector, with the singing of such an agreement.

The Georgetown Chamber of Commerce and Industry (GCCI) was one such body that requested Government to hold off on signing the MoU with T&T, asking that its members be consulted first, as they fear that this could possibly open the flood gates for foreign companies to take over the oil industry.

President of the GCCI, Deodat Indar, said Guyanese businesses are already being sidestepped and instead contracts have been awarded to foreign-based companies to benefit from the local oil sec-

tor. But the GCCI wants the local Private Sector to get its “piece of the pie.”

Following the concerns raised, the President had said he would make the MoU public.

The framework agreement for the MoU will come on stream by October 1, 2018. The areas of cooperation as outlined in the MoU include technical assistance in the areas of exploration and production of hydrocarbon resources; the exchange of information on public policies in the area of the reg-

ulation, administration and sovereign management of oil resources.

It also includes the exchange of information on Government programmes throughout the hydrocarbon value chain and related experiences; the promotion of training and capacity-building of technical personnel and the development of energy technologies through, inter alia, technical visits, secondments, seminars and presentations.

Further, the promotion of cooperation and exchange of experiences between Stateowned petroleum enterprises for the development of joint projects utilising mechanisms convenient to the parties has been listed as an area of cooperation between the two countries.

Importantly also is the development of policies relating to local content; the identification and development of projects throughout the hydrocarbon value chain; the identification of projects in the area of construction and maintenance of plants and infrastructure related to transportation, storage and supply of hydrocarbons and derivatives, among others.

Drugs in schools: Protecting our children

eputy Head of the Customs Anti-Narcotics Unit (CANU), Lesley Ramlall, on Monday confirmed that investigations by his Unit have led to the discovery of ecstasy in at least five schools across the country.

Referring to it as a “worrying trend”, Ramlall said children have come forward and admitted to utilising the recreational drug, which has led to the arrest of some persons. But the wider problem facing the law enforcement agencies in the country seems to be reaching the ‘top man’ or “established supplier”.

Ramlall also admitted that the schools at the centre of the drug usage were located predominately in Regions Three (Essequibo Islands-West Demerara) and Four (Demerara-Mahaica), as he explained during a CANU staff training conference, that several other approaches will have to be employed in order to reduce the prevalence, availability and usage of ecstasy – not only in schools but by adults at night clubs and parties.

Even though he disclosed that CANU’s investigations have not led to the discovery of the presence of other illicit drugs such as marijuana, cocaine or heroin in schools, he did stress that no further or additional investigation would be mounted without an “invitation” from the Education Ministry, which is being seen as a crucial partner in addressing the current dilemma.

His statements led Vice President and Public Security Minister Khemraj Ramjattan to declare that the law enforcement agencies in Guyana were “losing the battle” as drugs have now found their way into schools across the country.

Ramjattan, and rightfully so, went on to urge parents in Guyana to ensure that they do more to “steer” their children away from the usage of ecstasy and other drugs, as he lobbied for more action on the part of the law enforcement agencies. Perhaps, what is most interesting about the revelation is the fact that CANU and its sister agencies seem to have a significant amount of ‘intelligence’ on what is taking place in relation to the illicit sale and usage of ecstasy in and out of the school system but are asking explicitly for more stakeholder support and commitment in addressing the same.

The truth is, these revelations are serious by any measurement and must raise the hair on the skin of all right-thinking and ethically-astute Guyanese. And there must be no effort spared on the part of the Government through its Ministries of Public Security, Education, Social Protection, and Public Health to take corrective actions, where necessary, by employing executive measures aimed at equipping both the school system and the security sector to deal with the threats and challenges posed by the growth in popularity and usage of ecstasy.

Also, the importance of other stakeholders such as the Guyana Teachers’ Union, the school Boards and parents, in general, cannot be underplayed as they will can serve as gatekeepers and the first respondents whenever there are worrying signs developing or cases being found.

If the situation is not arrested then in a matter of years, the public security and health sector wills have another major problem on its hands as research has shown that over a long-term period, ecstasy can have irreparable damage to serotonin neurotransmitters.

Researchers also believe that ecstasy causes a flood of serotonin in the brain during use, and the damage is caused by the overproduction. Since serotonin levels affect learning, sleep and emotional processes, such damage can leave users severely impaired. Without proper functioning of the neurotransmitters, conditions such as depression, anxiety, insomnia, and memory loss are more likely to occur. These conditions can be present for long periods even after use has ended.

Therefore, all hands are needed on deck in order to protect our children from temptations such as ecstasy and other illicit substances. CANU’s Deputy Head must be commended for his frank disclosures which will now go a far way in encouraging more stakeholders to complement the agency’s work by embarking on projects aimed at reducing the use of the drug in order to safeguard our children.

Is Govt really sincere when it says it has a clear outlook for the sugar industry?

Dear Editor, Today, as President David Granger and his Government says the Administration has a clear policy regarding the sugar industry, the Guyana Agricultural and General Workers’ Union (GAWU), and more so the wider Guyanese public, cannot, and should not, ignore that it has been several months since the State-owned Guyana Sugar Corporation (GuySuCo), the single largest employer in the land, has met at the level of the Board.

Following the surreptitious transfer of GuySuCo shares to NICIL at the end of 2017, the Governmentholding company in a statement on February 25, advised that the Dr Clive Thomas-led Board was dissolved with effect from February 14, among other things. That announcement was followed up by a full-page coloured advertisement in all the dailies on March 15 at which time the Guyanese public was informed that a new Board, headed by Colvin HeathLondon, was appointed.

That advertisement indicated that the Government approved the Heath-Londonheaded Board on February 26, 2018. But swiftly and surprisingly following that advertisement there was the almost instantaneous denial by the Government.

The Administration’s chief

spokesperson, Minister of State Joseph Harmon in the March 16, Guyana Times was quoted saying “…this was a matter that was engaging the Cabinet and it still is”. Seemingly, it was an indication that someone jumped the gun.

But while Minister Harmon was saying one thing, the March 11 another section of the media not only reported, but provided evidence – in the form of a Cabinet memorandum – which, among other things, purportedly bears Minister Harmon’s signature and which confirmed the appointment of the Board as per the NICIL advertisement. As the drama unfolded, the Guyanese people next heard from Agriculture Minister Noel Holder who, according to an April 27 in another media report, reportedly said NICIL “… might not have been properly advised about who is responsible for naming a board for the Guyana Sugar Corporation”. The Minister, in that same article, is quoted to say “[t]he Minister of Agriculture answers to Parliament for what happens to GuySuCo. I am accountable to this nation for its activities. Therefore, the Minister of Agriculture should have responsibility for GuySuCo; therefore the Minister of Agriculture should appoint the Board of GuySuCo”. This, ironically, is the same Minister

Holder that is quoted in the February 22 as saying “GuySuCo is vested in National Industrial and Commercial Investments Limited (NICIL).

So anyhow, with Minister Holder charged with naming the new Board, he told the public, according to the April 27 media report, that “…

Cabinet hoped to appoint a new Board before the end of April [2018]”. So, the Agriculture Minister, may be trying to pull the wool over our eyes, tells us on April 27 that he and his colleagues would have settled the GuySuCo Board in three days. Let’s give the Minister the benefit of the doubt. But, as funny as it were, the comical situation didn’t end there, as Minister Holder, according to the June 4 media report, reportedly said “[b]y the end of this month [June, 2018], the Guyana Sugar Corporation (GuySuCo) will have a new Board in place…”. Then the comedy of errors continued when, according to the July 5 <<<<Guyana Times>>>>, Minister Holder, who apparently was attending a Cabinet meeting when the newspaper contacted him, said “…they [the Government] could make an announcement soon…”.

The laughable, yet serious, situation persisted when INews reported on August 6 that Minister of

State Joseph Harmon said on the matter “…the long awaited Board will be installed by the end of next week”. Finally, we see the arrival of the star of the show, President David Granger who, according to the September 3 Guyana Times, is quoted at his August 31 press conference to have said “[w]e are selecting a Board of Directors; the members of which would be more knowledgeable in sugar production… we need to have a serious Board…”. The President’s statements indeed are what is needed once the reputable and competent persons can be found but, at the same time, brings us no closer to dealing with the matter at hand. So while thumbs, from all appearances, are being twiddled, the GuySuCo has borrowed $30 billion towards financing its resuscitation and there is no Board to guide or even overlook the process.

We ask is the Government really sincere when it says it has a clear outlook for the sugar industry? From our vantage point the reality paints a very different picture. This story of the appointment of the GuySuCo Board, in our sincere view, has the makings of a great Shakespearian play.

Govt releases energy MoU with T&T

A

midst concerns from sections of society that an agreement between Guyana and Trinidad and Tobago (T&T) would open the floodgates for foreign companies to take over the emerging oil and gas industry, the Government of Guyana attempted to ally those fears by releasing the signed Memorandum of Understanding (MoU) on Energy Sector Cooperation between the two countries.

Last week, the Georgetown Chamber of Commerce and Industry (GCCI) called on Government to hold off on signing the MoU with T&T, asking that its members be consulted first. In fact, GCCI President Deodat Indar said Guyanese businesses are already being sidestepped with contracts being awarded to foreign-based companies to benefit from the local oil sector and as such, the Chamber wants the local Private Sector to get its “piece of the pie.”

Against this backdrop, Government had promised to release the document and after the signing of the MoU

by President David Granger and Trinidad and Tobago’s Prime Minister, Dr Keith Rowley on Wednesday at State House, made good on that commitment.

According to the docu-

ment, under Article 6 titled “Labour Relations”, all personnel or representatives designated by any of the countries to participate in cooperation activities under the MoU shall be under the direction and supervision of that country and will continue to be governed by, and subject to, the terms and conditions of employment of that state.

“There shall not be any implied labour or contractual relationship between the personnel or representatives of a party and the other party or between personnel and representatives of the parties,” the agreement stated.

The MoU provides for the establishment of an executing committee, comprising of Ministers responsible for energy and related industries, to oversee the implementation of the agreement.

The committee, in turn, will set a joint working group comprising a maximum of 10 representatives, of which each country will designate five members respectively within 30 days of the signing.

The executing committee will develop the guidelines and the policies of the joint working group. Among the responsibilities of the joint working group will be to identify and evaluate the feasibility of the projects

and activities in pursuance of the objective of the MoU, and will advise on potential areas of cooperation between Guyana and Trinidad and Tobago in accordance with guidelines set by the executing committee.

It also states that in carrying out its functions, the working group will establish joint technical teams comprising representatives from the parties, and such other persons as either party may appoint; establish the Terms of Reference of the joint technical teams to advance the achievement of cooperation activities in accordance with the objective of MoU; determine the priority and specific content of the activities to be undertaken in fulfilment of the objective of this MoU; require the joint technical teams to report to the joint working group within three months of their creation, unless otherwise agreed; receive, consider and make recommendations in writing with supporting documentation to the executing committee on the matters referred for its determination and advice pursuant to Article 2 of this MoU; invite other persons to attend meetings at the request of either party, as required; and report to the Executing Committee established herein within 60

days of the receipt of a written report from joint technical teams.

The five-year agreement also provides for the joint working group to request the services of experts from the hydrocarbon industries of Guyana and Trinidad and Tobago, to advise on matters to be addressed in the process of implementation of this MoU. With regards to expenses, each country will have to bear its own internal expenses related to any activity carried out under this MoU in accordance with its respective budgetary allocations. However, the executing committee will mutually agree in advance to the contracting of third parties and the distribution of costs related to any activity undertaken under this MoU. The objective of the MoU on energy cooperation is to establish the process through which the two countries agree to work with each other in the development of the energy and energy related sectors of the parties with the aim of developing and promoting joint projects throughout the hydrocarbon value chain in accordance with the provisions hereof and without prejudice to their respective national legal systems.

What are the achievements of this Govt?

Dear Editor, Governments are not judged on what they promised they will do, they are not evaluated or assessed on what they intend to do; they are judged on what they have done. Therefore, the question is asked, what are the achievements of this coalition Government since there three plus years in office? And the answer comes back, very little if anything at all. When it comes to judging them by the index of people development and the raising of their standard of living, this vital factor is woefully lacking.

So, for convenience, let us forget the people factor for a while and let us take a close look at some of the projects earmarked for completion, there are quite a few of them; these are the East Coast, West Coast and the East Bank (Georgetown to Timehri) road projects. The Cheddi Jagan International Airport project. Not one of these are close to completion though budgetary allocations were made by the previous Administration for their upgrade and modernisation. These projects were already earmarked

for implementation, so when the coalition came into office their only option was to complete these.

Other projects range from the new access road from Ogle to the East Bank of Demerara, the Amaila Falls HEP, the new Demerara Harbour Bridge among others. However, what we see at the present moment is the patching of the roads in question and a "watered down version" of a modern airport project. So, if one is to make a true assessment of this PNC-led coalition based on the project implementation

alone, many in this present Government would be languishing in prison.

What a horrible way to deceive and mislead the people who you claim voted for you?

Oh, lest I forget, there is one substantial achievement visible and lasting that is the construction of a roundabout on the Rupert Craig Highway. I am tempted to re-caption my article to now read "A roundabout Government."

Why is such an expensive barricade needed?

Dear Editor, Even in the face of a full-fledged investigation and inquiry into the reported problems affecting the Georgetown municipality, there seems to be a patent reluctance by some officers there to be transparent and forthcoming about important matters pertaining to the Council.

Appearing in the press is a report that vendors being relocated from the Stabroek Market wharf are being allowed to construct stalls at their own cost, in order to relieve City Hall of the financial burden of constructing same after it had already spent $23 million on preparatory works at Russell Square to accommodate them.

It was stated by a senior officer that the $23 million was spent on the resurfacing and reconstruction of the drainage system, among other things, at Russell Square, West of the Public Buildings. However, what was carefully and deliberately left out was the tens of millions that have been spent so far and will continue to be spent renting the barricade from a favourite contractor that was set up months before they were ready to start and which will be there for months and years to come whilst the new ‘Waterfront Mall and Boardwalk’ is being constructed?

Why is such an expensive barricade needed? Why is a barricade needed at all?

Was there a tender process undertaken for the rental of this barricade? Would it not have been better to use these millions instead to construct the stalls for the vendors relieving them of this unplanned burden?

Why did the officer report

to the Council about these barricades and their significant cost?

D’Urban St fatal stabbing

East La Penitence man slapped with murder charge

Dead: Roger Allen

atthew Parks of East La Penitence, Georgetown, was on Wednesday before the Chief Magistrate, charged with the stabbing death of Roger Allen following an alleged row over cigarettes.

It is alleged that the 20-year-old man killed 22-year-old Allen on September 13, 2018, following an argument. He was remanded to prison and is expected to make his next court appearance on October 10.

Guyana Times had previously reported that Allen, a Guyana Water Incorporated (GWI) employee, was killed when he allegedly attacked the defendant at his place of work on D’Urban and Chapel Streets, Georgetown.

Allen had reportedly visited a minimart where Parks worked and the two had an argument over cigarettes.

The security of the said minimart was called and had Allen escorted from the establishment. Later the same say, Allen allegedly returned to the minimart armed with a knife and a piece of wood.

He reportedly attacked the

suspect who fought with him, managing to disarm him of the knife. The man then allegedly proceeded to stab Allen to his body but before doing so, he also received a blow to his body. Both men fell to the ground but were picked up and rushed to the Georgetown Public Hospital (GPHC) where Allen succumbed to his injuries. A post-mortem examination report showed that one of Allen’s arteries was severed which caused him to lose a significant amount of blood.

The mother of the now dead man, 61-year-old Donna Whyte of Lot 60 Freeman Street, Georgetown, explained to this publication that she was informed that her son was involved in a scuffle with the young man and was taken to the hospital.

According to her, Allen who works with the disconnection crew at GWI had earlier disconnected his friend’s water, which led to an argument.

arents often ask me if they are overindulging their children. For example: I recently bought my son a new pair of skis. The first time he used them he broke one in half jumping moguls. I quickly ran out and bought him a replacement pair because we were flying to Colorado on a ski trip the very next day.

My ninth-grade daughter never remembers to bring home the assignment folder which lists each week’s assignments.

So, I email her teacher two or three times a week just to find out what her assignments are, and if she is turning them in on time. I really want my child to succeed! I don’t think I am overindulging her when I do this. Am I? I rarely ask my children to do chores around the house. I believe you only get to be a kid once in your life! After all, it is easier for me to do them, and I do them much faster. Furthermore, I don’t have to listen to all of their fussing! Am I overindulging my children?

Overindulgence comes from a good heart. Down deep, these parents want the best for their children.

They want them to grow up to be happy, healthy, competent adults. They simply need to make a few course corrections.

Defining overindulgence How Much is Too Much? Raising Likable, Responsible, Respectful Children – From Toddlers to Teens – In An Age of Overindulgence, a book based on 10 research studies with 3531 adults, describes overindulgence this way: “Overindulging children is giving them too much of what looks good, too soon,

and for too long. It is giving them things or experiences that are not appropriate for their age or their interests and talents. It is the process of giving things to children to meet the adult’s needs, not the child’s.”

Did these parents overindulge?

Yes. Even though their intentions were good, they gave too much, were overnurturing, or didn’t provide the necessary structure for their children. Their decisions were more about what the parents needed than what their children did. Dad wanted to enjoy his ski trip without putting

up with a pouting son who has to ski on his old skis. Mom wanted her children to have a childhood because she was robbed of hers.

Three ways of overindulging Most parents conclude that overindulgence is about too many toys, too many clothes, or too many activities.

Our research found that overindulgence is a more complex than “too much”. We found three types of overindulgence.

Overindulgence can occur in one, two or all three of these ways simultaneously: * Too Much (toys, clothes, privileges,

entertainment, sports, camps, etc) * Overnurture (over-loving, giving too much attention, doing things for children that they should be doing for themselves, etc), and * Soft Structure (not requiring chores, not having rules, not enforcing rules you do have, or not expecting children to learn skills, etc).

APNU, PPP ready for Nomination Day …both confident of victory at November polls

he two major political parties contesting this year’s Local Government Elections (LGE) on Wednesday confirmed that they are ready and beaming with confidence to participate in Friday’s Nomination Day proceedings which will take place at various locations across the country.

On Nomination Day here, political parties, voluntary groups and individuals contesting in Local Government Elections 2018 are required to submit their Lists of Candidates to the Returning Officer in the contesting Local Authority Areas (LAA). Those lists will be examined by the Returning Officer to determine whether they have been submitted in accordance with the Local Authorities (Elections) Act, Chapter 28:03.

If the list is considered defective, the representative/ deputy representative will be notified by the Returning Officer. If the party, group or individual is not satisfied with the reasons provided by the Returning Officer, they can file an appeal against refusal of approval no later than the 45th day before Elections Day to a Magistrate of the magisterial district.

Speaking with Guyana Times on Wednesday, the A Partnership for National Unity and Alliance For Change (APNU/AFC) Campaign Manager, Amna Ally, explained that all plans have been completed and the coalition is fully prepared for Nomination Day. “I am happy to report that we have completed all of our arrangements and we are fully prepared… everything is in place and all of our logistics have been sorted out,” Ally said.

She stated that the APNU remains confident that it will be able to secure a resounding victory at the November 12 elections, even though she admitted that the voters and residents in the various communities will have a huge role to play in handing the party that victory.

“I have confidence in the people we are putting forward… We have a good team of candidates even though some of them are not party members,” Ally remarked when questioned as to the quality and kind of persons being put forward by the coalition of parties.

Ally, who is also the General Secretary of the People’s National Congress Reform (PNCR), which is the largest single party in the co-

alition, said their campaign strategy is sound and wellthought out.

She also advised those candidates going forward to be confident and put in their best performances, given the importance of Local Government Elections. Ally poured cold water on remarks from other LGE contenders that they possess the ability to unseat the PNC or the wider coalition in several areas because of its poor performance at the Local Government and Central Government levels.

“Let go right ahead and try,” she remarked, as she explained that it is the poor performance of parties such as the PPP and its track record in office at all levels that resulted in it losing power and occupying the Opposition benches. She assured that the APNU is being very careful not make the same mistakes as the [People’s Progressive Party] PPP at both the Central and Local Government levels.

Meanwhile, executives from the main Opposition Peoples Progressive Party are upbeat and ready for Friday’s proceedings, which will see the Party submitting its own List of Candidates in almost all of the various Local Government Authorities who would like to be elected.

PPP Executive Secretary and parliamentarian Zulfikar Mustapha confirmed that the party is ready since it has tied up all of the necessary preparatory works.

“We have been ready for a while now and we remain humble and committed to the task of Government for the people and by the people. We believe in LGE and its ability to impact the lives of residents at all levels of the community,” he remarked.

Mustapha said that the party’s General Secretary, Bharrat Jagdeo, would expand today on the full state of the Party’s readiness for not only Nominations Day Friday, but LGE in general, when he meets the press at his weekly media conference scheduled for today.

Another PPP campaign manager for the Georgetown Area, while at Freedom House on Wednesday that the levels of optimism within the ranks of the Party are high because the Party’s membership understands what is at stake.

“People are taking this election seriously because they are tired of the mismanagement and hardships they

are currently facing at the hands of FLAP-NU…sorry I mean the APNU,” the manager remarked.

Additionally, other areas along the East Coast and East Bank of Demerara appear ready with one of the PPP’s Campaign Manager for a section of the East Coast confirming that his team is fully prepared.

“We are contesting eight of nine constituencies…

We have a vast mixture of candidates. Our lists comprise of youth and experience. These candidates that are well aware of the needs

of their community and are willing to make every representation for those needs to be met,” Campaign Manager for the Better Hope/La Bonne Intention area, Zaman Shaw remarked.

He also reported that after Nomination Day and its proceedings, a parade will take place from Massy Distributions Square on the public road and end at the Better Hope Market Square when a community meeting will be held.

With less than 51 days to go before Local Government Elections (LGE), the Guyana

Elections Commission (GECOM) has received and approved a total of 62 symbols from groups and individuals contesting in the elections.

GECOM has confirmed it is in receipt of symbols from seven political parties, an in-

crease compared to the three from 2016 that contested. In an interview with Guyana Times, the Commission’s Public Relations Officer, Yolanda Warde explained that they also have symbols from voluntary groups and independents.

Wife charged for assaulting husband

wenty-eight-year-old Samantha Larose found herself before Senior Magistrate Fabayo Azore at the Georgetown Magistrates’ Courts where she was slapped with charges of damage to prop-

erty and assault.

Larose denied the allegations made out against her. The first charge stated that on August 25, 2018, at her Albouystown home, she damaged several valuables including cellphones, a tar-

paulin, wares and a kerosene stove, which when totalled valued $112,000; the property of her husband, David Larose.

The second charge against Larose stated that on August 24, 2018, at the

same location she unlawfully assaulted her husband.

The prosecutor made no objections to bail.

Magistrate Azore granted bail in them sum of $95,000.

The cases will continue on October 10.

Woman fined for assaulting husband’s friend

hirty-one-year-old Ashelly Johnson of Lot 715 C Field, Sophia, Greater Georgetown, was on Wednesday slapped with an assault charge and

appeared before Senior Magistrate Fabayo Azore at the Georgetown Magistrates’ Courts.

The unrepresented woman admitted that on September 16, 2018,

she unlawfully assaulted Sasia Sharpulls, whom she identified as her husband’s girlfriend.

In plea of mitigation, Johnson told the court that Sharpulls walked in to her

path, which caused her to push her away.

As a result, Magistrate Azore fined Johnson $5000.

Failure to pay the fine will result in her spending seven days in prison.

John Sullivan, formerly of Mahdia, Region Eight (Potaro-Siparuni), initially admitted to the charge which stated that on September 6, 2018, at Subryanville, he broke and entered the dwell-

ing home of Roy Mack.

In an explanation to the court, the 47-year-old man claimed that he did not break into the house but rather noticed that no one was living there, and so, he

entered and took a nap. As such, a not guilty plea was entered on his behalf.

The prosecutor made no objections to bail and he was released. The case will continue on October 17.

Miner slapped with B&E charge

miner, who allegedly broke and entered the home of a Subryanville, Georgetown, resident was on Wednesday released on $25,000 bail by Magistrate Fabayo Azore.

…with the SPU

wo months ago, the Special Purpose Unit (SPU) – ostensibly formed to deal with the four GuySuCo estates that were unilaterally shut down by the PNC-led Government – went to the local banks market and floated a $30 BILLION BOND!!! Now this amounts to US$150 million IN GREENBACKS – so we’re not talking about chickenfeed. Apart from crowding out that much money from private borrowers and therefore pushing up interest rates, there was the question of the financing terms.

The principal on the bond will have to be repaid in five years, with, of course, the annual interest having to be coughed up…well…annually!! Now with the loan being for just five years – this makes it a very short-term loan – quite unusual for a bond, and for good reason. As Opposition Leader Bharrat Jagdeo pointed out, it’ll take time to privatise the four estates since the Bond was supposed to refurbish the physical plant and the fields – so where will they get the money in five years??

In a huff, the SPU announced its “plans” for the money – which simply confirmed the Opposition Leader’s surmise!! The GY$30 billion would be used to help finance “an ambitious strategic plan to turnaround the fortunes of the Guyana sugar industry. The strategy involved the development of two co-generation facilities, upgrades to the existing sugar factories to produce white sugar, the restructuring of debt, and ongoing training and education for the workers and management of GuySuCo.” Now by any measure, this “turnaround” strategy will certainly take more than five years to execute – unless, unless, of course, the SPU just wants to throw money down the sugar canals!! It’s clear, however, the mandarins in charge of the SPU don’t understand that agriculture products – like sugar cane – take time to grow! Ditto for factories to be rebuilt to create that bagasse for the “cogeneration” plants! But why worry?? The SPU’s bond was backstopped by GuySuCo’s assets and the Government of Guyana!! So you, dear reader, your taxes may be used to repay the loan!!

But your Eyewitness was pleased when the Chronic ran an article on the very first spending from the $30 billion. This demonstrated that maybe your Eyewitness was worrying too much. The SPU proudly announced it had “refurbished the LBI Estate lounge with a bar, tennis court, a pool and other attractions”!! The swimming pool shown in the accompanying pic was immaculately terraced to match anything Sandals could offer!!

The article explained that “the facility will be open to… the SPU, as well as for staff of various ministries”!!

With the SPU and “Ministries” staff relaxed, they’ll creatively figure out how to repay the $30 billion plus interest!!

Guyana Times sought comments from GECOM’s Chairman, retired Justice James Patterson on the advert for the multimillion-dollar luxury purchases but was redirected to his secretary.

Public Relations Officer of GECOM, Yolanda Warde justified the body’s move to procure the items on the basis that such vehicles are needed for the entity to carry out its operations.

“Like anything else, a vehicle is a necessity for the day-to-day functioning of the

“They may not be [the most efficient] but this is Guyana; we have very remote locations and these are the type of vehicles that are needed to go to those locations,” she said.

wo years after the Office of the Auditor General (AG) unearthed several financial discrepancies relating to the supply of pliers and high-frequency radios, the Guyana Elections Commission (GECOM) is seeking a host of luxury vehicles for officers to carry out their functions.

The vehicles under question cost around $18 million each (USD$84,765) but the cost to the taxpayer could amount to be much higher when other taxes are included. This intended purchase comes less than two months before the Local Government Elections (LGE) which are set for November 12.

“GECOM is located all across the country and our fleet of vehicles that we have are very old. For years they have been overused, some are not even in proper working condition,” an official disclosed on Wednesday.

In an advertisement published on September 19, 2018, in the local newspapers, the elections body invited sealed bids from qualified bidders for the procurement of vehicles in two lots. The “Lot 1” section seeks five ‘new Land Cruisers’ while “Lot 2” will require two ‘new minibuses’.

The bidders for the five luxury vehicles and the two buses will have to submit their bids to the National Procurement and Tender Administration Board (NPTAB) at the Finance Ministry’s headquarters in Georgetown on or before October 9. GECOM further explained that this bidding will be conducted through the National Competitive Bidding (NCB) procedures in keeping with regulations as outlined in the National

In addition to this, the sum is expected to cover consultancy services for the preparation of designs and specifications for the sub-stations and the site supervision for the works related to the Kingston and Vreed-en-Hoop substations, as well as support the existing project management unit by financing additional specialised engineers and technicians to reinforce the existing

team.

At Wednesday’s ceremony in Kuwait, the Minister informed that the upgrade works to the company is a mere component of GPL’s development and expansion programme scheduled for 2014 to 2021. According to him, “It incorporates necessary reforms and upgrades to reduce losses, and improve the quality and reliability of electricity supply and will, at the same time help to transform Guyana's infrastructural landscape, boost our manufacturing sector and improve the quality of life of our citizens.”

Auto dealers selling inferior vehicles in Guyana – CCAC

he Guyana Competition and Consumer Affairs Commission (CCAC) on Wednesday called out auto dealers countrywide over the selling of inferior vehicles to unsuspecting customers.

According to the CCAC, at an event held at Herdmanston Lodge, Georgetown, this was evident in the high number of complaints which the department received about substandard vehicles being sold locally. The CCAC also highlighted that there has been an increase this year as compared with last year’s reports.

Guyana Times was told that these reports amounted to some $40,749,606 which was the most costly reports received by the CCAC when compared to others such as appliances and electronics.

This publication was told that persons complained of buying vehicles, which “looked good” but after a short period after, a number of problems were experi-

enced.

It is due to this and other reasons that the Chairman of the CCAC, Ronald BurchSmith made a call for the Hire Purchase (HP) agreement for vehicles to be reviewed.

“One of the things about the auto industry is that many of the dealers offer payment terms (and) the contracts aren’t standard and they are sometimes unfair...I think one of the things

that would make a big difference is a revised hire purchase agreement that gives clearer provisions and maybe set standard terms so that everyone is regulated by the same terms,” he stated.

The Chairman alluded to the fact that while customers are allowed to make complaints against these auto dealers, the legislation also safeguards them against “unscrupulous customers”.

He added that the CCAC is at this time only responsible for giving suggestions as it relates to the reviewed laws, while Business Minister Dominic Gaskin will in this case be responsible for throwing the matter on the table before Attorney General Basil Williams.

“We make recommendations, and the issue has popped up a few times, but the new legislation would have to come from the Attorney General, perhaps at the request of the Ministry of Business. As far as I know, there is no actual plan to do so, it’s just something we

would have observed that will be helpful, that if there was a revised hire purchase agreement and perhaps standardised terms for contracts such as auto sales, it would make a big difference,” Burch-Smith clarified.

One customer, who was on spot, chimed in stating that he feels he was exploited since his transmission, which is the part of the vehicle which changes gears, became damaged in a mere six months after he bought the

vehicle.

He argued that “a vehicle isn’t a cellphone, especially since so much money is generally spent to make the purchase.”

His concern was addressed in a timely manner by one of the representatives there, who informed, “Currently we have up to six months (in our policy for warranty) but it is something under review that we would like to look into based on used vehicles, new vehi-

cles because they have different things that should be applied (or) different periods that should be applied”.

The woman explained that the CCAC currently has a vehicle inspection checklist which should be used by potential buyers to ensure they get the best of their cash. She added, “You (can) take a mechanic, a competent mechanic to check this out for you because a vehicle is a very important purchase, it’s expensive”.

“Fix it” goes on trial for attempted murder …allegedly wounded man who refused to give him money

uincy Henry, also known as “Fix It”, on Wednesday denied that he wounded Troy Bacchus, called “Fletcher”, with the intent of murdering him on September 20, 2015, at Bourda, Georgetown.

Henry also denied the alternative count, which stated that he tried to cause grievous bodily harm or to main, disfigure, disable or disarm Bacchus. The defendant entered pleas of not guilty on both counts at his first appearance at the High Court before Justice Brassington Reynolds. A 12-member mixed jury was empanelled to hear the case.

Prosecutors Tiffani Lyken, Seeta Bishundial and Narissa Lander are appearing for the State.

Accused: Quincy Henry

Meanwhile, the accused was not represented by legal counsel. Justice Reynolds however gave him until today to retain the services

of an attorney ahead of the start of the trial.

Based on reports surrounding the case, Henry who works as a handyman, had a habit of asking individuals for money. On the day in question, Bacchus refused to give the accused any money which reportedly led to an altercation between the two.

During Wednesday’s court appearance, Henry seemed to have difficulty hearing as the Judge and the Court’s Registrar repeated statements several times while communicating with him. The accused was out on $50,000 bail prior to the empanelment, but he was remanded to prison for the duration of the case.

ave you ever stopped for a moment to consider why headboards might exist? Many will believe that a headboard is purely for aesthetic appeal. However, a headboard can provide much more than that, including back support, a buffer against a cold wall and also help with Feng Shui.

The History of Headboards The headboard has gone through many changes throughout history. In Ancient Egypt, archaeological evidence suggests that headboards were created for a practical purpose, acting as a barrier against draughts to keep us warm whilst we slept. The headboards were then made of wood, which is less thermally conductive than stone or brick. They were constructed with thicker end pillars to create space from the wall and allowed the falling cold air to sink to the floor rather than onto the bed.

During these times, not everyone had a headboard, it was a sign of social status with the richer having more elaborate designs. The poorer would have to go without or create their own from straw and cloth.

It was in Ancient Greece that headboards began to have cushioning and extra support. There were some headboards carved in ebony, silver and gold, which are depicted in many early drawings – undoubtedly more for show than comfort.

During the Middle Ages, there were some major changes made to headboards. This was mainly due to the invention of four-poster and canopied beds – which, once again, were linked to wealth and status.

The bed was commonly the most expensive item of furniture in the home, so they became even more elaborate, of course headboards needed to keep up.

Many headboards from this period still exist in good condition today, which emphasises the sum of money their owners would have paid for them at the time.

In the 19th century, the Victorians exchanged

the comfortable padded headboards for durable iron ones. However, this fashion was short lived due to the advent of the First World War which halted the source of iron as they were channeled to the production of weapons.

Headboard Feng Shui

One of the most often recommended Feng Shui adjustments to your bedroom is having a solid headboard for your bed. It is believed that a headboard gives you the sense you have ‘a safe and strong mountain at your back as you sleep’. It is also said that a strong headboard creates a safe space for intimacy and connection.

Bandits storm another Chinese business …days after Chinese ambassador raised concerns with Govt

ays after China’s Ambassador to Guyana, Cui Jianchun raised concerns with Government over the increased number of Chinese businesses being robbed in Guyana, another Chinese business has been robbed.

Reports are the Wang Wang Supermarket at Belle West in Canal Number Two Polder, West Bank Demerara, was stormed by armed men on Tuesday evening who shot the owner in the process.

When Guyana Times> went to the supermarket, neighbours confirmed that the robbery occurred just after 08:00h on Tuesday.

Reports are the man arrived in the area in a black car and stopped a few houses away from the only bridge that leads out of the housing scheme.

According to residents, after the car was seen, a few minutes later, shots were heard and the Wales Police Station was called but no one answered.

“When they start shooting, I hear like it sound about three times and then we tell everybody to close up (the shop which they operated),” one neighbour said.

The owner was shot in his left leg and another bullet grazed one of his hands while the gunmen escaped with an undisclosed sum of cash. He was taken to the West Demerara Regional Hospital where he is said to be in a stable condition.

Close associates of the business indicated that the day’s sale was taken along with other undisclosed items. CCTV footage from several cameras also captured the entire incident and has since been handed over to Police. This newspaper was told that several spent shells were recovered at the scene.

“The Police come and I see like they inspect the area and collect the shells... We didn’t see is who cause it happen fast,” the associate said.

Consumers can now make complaints “on the go”

one are those days when exploited or angry customers from across the country headed down to Sophia, Greater Georgetown, to make a complaint against a business, as the Guyana Competition and Consumer Affairs Commission (CCAC) has launched its first website where persons can among other things, make complaints.

The website – www. ccac.gov.gy – was officially launched on Wednesday at Herdmanston Lodge, Georgetown. It was dubbed a significant milestone by the Public Relations Officer, Allison Parker as she convened the session.

The new website which is now accessible to all Guyanese will empower them to not only make complaints, but to know their rights as customers.

Allison explained, “People want to have an easy, accessible mode of getting information… businesses, investors and consumers can easily check the CCAC website where the legislation for both the competition and the Fair-Trading Act and the Consumer Affairs Act are posted”.

This will allow for businesses and investors to check their compliance and

other things, as was discussed. The website seeks to promote sensitisation among customers who will now be able to know their rights which will enable them to make informed choices or decisions.

“The website is part of the Commission’s broader objectives of embracing digital technology... the website is a window to the world and allows the world to see us,” Chairman Ronald Burch-Smith said.

According to him, the site will permit staffers to reach all customers and listen to their complaints, while in person, it would be a more time-consuming process.

He added that he hopes the site can serve as an effective one to make a transformative Commission.

It was related that it took the technical team about one month to develop the website. Persons who wish to make a complaint on the CCAC’s website can do so by going on the website, clicking on the ‘Complaint Forms’ option at the top of the screen and proceed to enter personal information such as name, date of complaint, age and telephone number among others, so the Commission can contact the aggrieved customer while investigating.

Minister Ramjattan assured the ambassador that Chinese businesses were not being targeted and clearly indicated that this was a misconception.

These concerns were also dismissed by Top Cop Leslie James who assured that crime statistics and the motives of those caught do not suggest such profiling.

As such, the Ambassador insisted that a meeting with the Chinese business community should be held as early as possible so that a number of concerns and questions can be directly answered.

An investigation into the matter is ongoing.

fter demanding improved working conditions and a resolution to a pay dispute, sugar workers attached to the Uitvlugt Sugar Estate, on the West Coast of Demerara, ended their strike action on Wednesday. This came after the 162 members of De Kindren (DK-8) gang took industrial action over the Guyana Sugar Corporation (GuySuCo) reportedly refusing to give $2700 for a sixhour pay.

According to information received on Wednesday, managers divided the DK-8 gang into two groups to carry out duties over a longer period of time. As such, the DK-8 gang will perform duties to achieve 60 punts for ‘cut and stock’ and 22 punts for ‘cut and roll’. This comes after reports that grinding was being affected by the industrial action.

Though they agreed to perform tasks, workers said they are still affected by the many vines growing among

the canes, in addition to deep mud in the fields owing to the continued rainfall. The Uitvlugt workers were also frustrated when the Sugar Corporation paid their weekly salaries four days late.

Some of these workers were transferred to Uitvlugt when Government ceased operations at Wales Estate in December 2016 under austerity measures.

In recent days, GuySuCo did not say how the shortfall of 162 workers would affect operations. However, union representatives have been meeting with management on behalf of workers. Last week, workers nationwide were not paid their weekly wages but following reports by this newspaper, GuySuCo finally honoured its obligations and employees received their salaries this week.

Representatives reportedly said that they were told that funds were not available.

Protest for severance

Meanwhile, dismissed workers from Skeldon and Rose Hall Estates staged a picketing exercise outside of the Prime Minister’s Office in Region Six (East BerbiceCorentyne) at Port Mourant on Tuesday. The ex-workers continued to demand that Government settles the outstanding severance payments to them. They have been owed since December 29, 2017 but have only received half of their payments. This issue is at the centre of a civil suit at the High Court which contends that Government’s half-pay is unlawful.

Many of the protesting former employees have claimed that the funds from the first half of their payment have already been exhausted as they have not been able to secure steady employment. The protesters had also vented their vexation of President David Granger’s recent comments that their payments were taking away from other sectors.

ead of the Guyana Geology and Mines Commission (GGMC), Newell Dennison, said as per routine, an investigation has been launched into Monday’s mining pit collapse that claimed the lives of two miners at Mowasi Backdam, Konawaruk, Potaro, Region Eight (Potaro-Siparuni).

“I know that GGMC has a routine response to these mining accidents and that routine response is in the form of an investigation.

Our routine response to these kinds of accidents is we do go and investigate and do a report and we do our field observations, enquiries and permit and say exactly what may have happened, what are the issues that con-

tributed to the actual accident/incident,” Dennison explained.

The incident occurred at about 20:00h on Monday claiming the lives of Deon Sproston, called “Jersey Joe”, 36, of Lot 133 Mon Repos, East Coast Demerara, and “Shawn” (only name given) of Aishalton, Region Nine (Upper Takutu-Upper Essequibo).

According to preliminary reports, the duo were searching for gold using metal detectors while it was pouring heavily. The intensity of the rainfall caused the pit to collapse, resulting in the men being buried under mud and stone. They were in the company other miners who were able to escape with varying injuries.

Reports are the other workers, who managed to escape unhurt, quickly sounded an alarm and with the aid of others, began to dig for the men. However, the men were eventually located and pulled some two hours later. They were rushed to the Mahdia District Hospital where they were pronounced dead on arrival.

“Investigations have already commenced. Our officer was on the ground with the Police and that officer would have provided us with some general information

but our team (of investigators) was dispatched and the intention to dispatch today (Wednesday) to go into the area,” Dennison said during a telephone interview.

However, on Wednesday, the Natural Resources Ministry issued a statement indicating that subject Minister Raphael Trotman has ordered an investigation into the incident.

T&T promises to relook at ban on honey transshipment

rinidad and Tobago’s (T&T) Prime Minister, Dr Keith Rowley has committed that his country is looking into the 80-year-old law which restricts Guyana from transshipping honey exports through the twin-island nation.

The 1935 T&T law prohibits the transportation of honey within one mile of the country. In fact, back in 2015, Laparkan was fined US$3000

by Trinidad and Tobago’s customs for facilitating the shipment of honey. The authorities had also seized the quantity of honey which was in-transit there. Apart from Guyana, Grenada also faces similar troubles with twin-island laws.

However, Dr Rowley, in responding to questions following the signing of a Memorandum of Understanding (MoU) on Energy Sector Cooperation between Guyana and Trinidad and Tobago, told media operatives on Wednesday that while he was not aware that Guyana was also affected by the restriction, he assured that steps are being taken to address the matter.

“We did discuss it this morning (Wednesday) and the Minister of Agriculture and the Minister of Foreign Affairs have agreed that we will look at it. Without talking out of turn, once we are satisfied that there are no phyto-sanitary risks that we should ignore or should not ignore, we will look

at it with an eye to furthering the business with Guyana without risking the bio-diversity of Trinidad and Tobago,” the T&T Prime Minister asserted.

With that said, Dr Rowley nevertheless pointed out that his Government will be guided by the technical outcome of the matter.

Trinidad and Tobago has been strictly defensive of its Beekeeping and Bee Products Act and regulations, given its vibrant honey sector. But under the Revised Treaty of Chaguaramas and the World Trade Organisation (WTO) Agreement, the twin-island republic is mandated to treat with its Caribbean Community (Caricom) trading partners fairly, and, as such, must take the necessary steps to ensure that its laws are in compliance with regional and international obligations.

To this end, the issue has been discussed and deliberated on at several regional meetings. In fact, the May Council for Trade and Economic Development (COTED) meeting held in Guyana was the most recent engagement on the issue and Chairman of that meeting, Antigua and Barbuda’s Trade, Commerce and Industry Minister, Chet Greene, was reported as saying it is now left up to the twin-island nation to enact the necessary legislations to facilitate the trade.

“We would be guided by the technical outcome. The last time we raised this matter at Caricom, we agreed that the Caricom protocol, having been checked, should prevail and Trinidad and Tobago would obey the protocol,” Dr Rowley indicated.

The Finance Ministry’s Public Debt Annual Report for 2016 had showed that

since 2015, there has been a 4.1 per cent rise in Guyana’s indebtedness to international lenders. A breakdown of the figures showed that total external debt amounted to $240 billion, a 72.6 per cent bite out of the total public debt. On the other hand, domestic debt stood at $90.6 billion, or 27.4 per cent of the total.

Last year’s End of Year Outcome report had also revealed that for that year, the stock of public debt and the public debt to Gross Domestic Product (GDP) ratio had increased. According to the report, total public debt was recorded at US$1.6 billion, exceeding the projected amount

Meanwhile of recent, Guyana has amped up efforts to boost its apiculture industry by producing honey on a large scale. To this end, 25 youths and women beekeepers had undergone training last year with assistance from the Caribbean Development Bank (CDB).

While boasting of future oil revenue, Jordan pointed out that the International Monetary Fund (IMF) deemed the country’s economic prospects as "very favourable" and predicts that the GDP will develop by 29.1 per cent in 2020 – which is the first year of production. “At the same time, the IMF has commended us on our "prudence and restraint towards borrowing in anticipation of future oil revenues. As such, our public debt stood at a highly sustainable 52.2 per cent of GDP at the end-2017,” he noted.

Jordan hinted readiness for more of such collaborations as he stated “We look forward to working with the IsDB on projects in several sectors, including agriculture”.

Guyana first became a member of the IsDB in 2017.

The money, according to Minister Winston Jordan, in an interview at the time, would be to support Guyana’s balance of payment, which has recorded a growing deficit. This is illustrated by the increase from US$53.3 million in 2016 to US$69.5 million last year.

Then there is the $30 billion bond secured a few months ago by the National Industrial and Commercial Investments Limited (NICIL) and guaranteed by the Government of Guyana at a rate of 4.75 per cent. But even the reasons for the bond are clouded in confusion.

While NICIL has stated that the money will go towards the Guyana Sugar Corporation’s operating and capital expenses, Opposition Leader Bharrat Jagdeo has questioned details in a memorandum on the bond which he noted indicates the money will be for long-term projects.

This was related to Guyana Times during an exclusive interview with Maternal and Child Health officer, Dr Oneka Scott, from the Public Health Ministry, who informed that the decision was taken after healthcare assistants and other stakeholders would have observed the immense necessity that was shown towards the vaccination programme. As such, the need to widen the scope was evident and strategies are underway for this to materialise.

“Concerning the demands, the good news which hasn’t been released as yet is that in conversations that we’ve had with healthcare workers and our international partners, it was decided that we would extend the age for the girls receiving the HPV vaccine. We have to decide on a launch date. This was agreed upon at the highest level and now we’re laying the groundwork to make that possible,” Scott stated.

She emphasised on the demands that were placed by parents to have boys included in the action plan, since many schools abroad are currently onboard with this initiative. This will ensure that both genders are protected at an early juncture.

As a healthcare professional, she noted boys are transmitting the virus as well which can lead to cancers of various forms. To prevent this and reduce the chances of alarming statistics, they are hoping to introduce the programme for males.

“We are hopeful that in the future, we will have a positive to the possibility to offering it to the boys. Some scientific-based journals argue that boys are mostly transmitting the HPV. It could be a sign for us but surely, there are great

So far, the Ministry had managed to cover 50 per cent of the region as it relates to the first dosage and the plan is to make it an “opt out” option. This means that the vaccination will be administered to students with the exception of requests from individuals who do not prefer to be provided with it.

“For most of the first dosage at the third quarter of the

Throughout the months, the HPV campaign was rolled out with interactions with students and parents within several regions of Guyana.

This is done so as to provide them the necessary information and clear any misconceptions and concerns which may have arisen.

Again, one month later, in June, miner Elmo Adams died after he too was covered alive after the walls of a pit in which he was working caved at Imbaimadai, Upper Mazaruni.

Back in 2015, 10 persons died in a mining pit in the Konawaruk area after it collapsed.

The 10 miners were Leyland Jones, Jason Trotman, Vick Bernard, Frank Bernard, Desmond Martins, Raymond August, Brian Bank, Trevon Phillips, Nanmore Kurt and another man identified only as “Michael”.

US woman has broken the long-standing cycling world land speed record.

Denise Mueller-Korenek rode a custom bike at an average of 183.932 mph (296.010 km/h) across the Bonneville Salt Flats in Utah on September 16 to secure the record.

Following a racing car driver in a dragster, MuellerKorenek smashed a world

record of 167 mph that had stood since 1995.

It was “crazy wild”, she said, but “worth the sacrifice” of years spent training.

Mueller-Korenek now holds the land speed record for both genders, as she already broke the women’s record of 147 mph in 2016.

Currently, the men’s and women’s records are separate, but after MuellerKorenek’s feat, there are

calls for the Guinness World Records to be unified and be non-gender-specific.

The previous 167 mph record was set by Dutchman Fred Rompelberg, also on the Bonneville Salt Flats.

“It was a crazy wild ride to 183.9 mph, but so worth the sacrifice and years of focus on becoming the fastest human on a bicycle in the world,” Mueller-Korenek said. “We weren’t supposed to go more

than 175.”

In order to reach her record-breaking speed, the former US national track, road and mountain bike champion, 45, was pulled along by tow rope at 100 mph, before being released to pedal herself.

From that point, she was riding in the slipstream of the dragster for 3.5 miles, achieving the record average of 183.9 mph over the last mile.

ardik Pandya was stretchered off the field for an “acute lower back injury” during play against Pakistan on Wednesday in Dubai. He clutched his back during his follow-through in the 18th over of Pakistan’s innings before lying motionless. Nick Kyrgios gets a pep talk from Umpire Mohamed Lahyani

mpire Mohamed Lahyani has been suspended from his next two scheduled tournaments for trying to encourage Nick Kyrgios during a match at the US Open.

Lahyani took the unusual step of climbing down from his chair and having a lengthy chat with the Australian during the second-round match against Pierre-Hugues Herbert, when Kyrgios was showing little effort as he trailed by a set and was 3-0 down.

The umpire was heard to say: “I want to help you. You are great for tennis. I know this is not you.”

Kyrgios went on to turn the match around to progress, with an annoyed Herbert claiming afterwards he felt Lahyani had overstepped the mark – sentiments also backed up by the likes of Roger Federer.

US Open officials decided that while Lahyani “went beyond protocol” in his actions, the umpire was allowed to continue in the chair for the rest of the tournament, but stressed he should “adhere to proper protocols”.

However, governing body ATP has now conducted its own internal review, and confirmed in a statement that Lahyani, one of seven full-time umpires on the tour, had been suspended from the next two scheduled events – the China Open in Beijing and the Rolex Shanghai Masters.

“Lahyani’s actions in the match were deemed to have compromised the impartiality that is required of an official. Lahyani will return to work at the Intrum Stockholm Open in October,” a statement read.

“Despite the incident taking place at the US Open, under the jurisdic-

tion of the United States Tennis Association, the incident was still subject to ATP disciplinary action, due to Lahyani’s position as a fulltime ATP employee and the high standards the ATP requires of its chair umpires, regardless of the event to which he or she is assigned, in order to maintain the integrity of the tour.”

ATP Executive Vice President of Rules and Competition, Gayle David Bradshaw, described Lahyani as a “world-class and highly-respected official”, but stressed that “his actions during the match crossed a line that compromised his own impartiality as a chair umpire”.

Bradshaw continued in a statement: “Although well-intended, his actions were regrettable, and cannot go without disciplinary action on our own tour.

“We know that he will learn from this experience, and we look forward to welcoming him back in October.”

Speaking at the time of the controversial incident at Flushing Meadows, Kyrgios – who has been penalised for a lack of best effort in the past – insisted the brief pep talk had little effect.

“I’m not sure it was encouragement. He said he liked me. He just said that it’s not a good look,” the Australian said.

“I wasn’t feeling good. I know what I was doing out there wasn’t good. I wasn’t really listening to him, but I knew it wasn’t a good look.

It didn’t help me at all.”

It was the first of two major incidents involving umpires at the US Open, with Serena Williams handed a game penalty after a tirade against match official Carlos Ramos in the women’s final.

s action continued in the 2018 Region Four Heritage football competition playoffs, a determined and composed St Cuthbert’s Mission team defeated Laluni on penalties, thus setting up an eagerly anticipated final with Swan.

St Cuthbert’s Mission was forced to play Laluni in the three way competition after receiving a drubbing in their first match against Swan. Embarrassed by the humiliating defeat which was watched by a fair size home crowd a much more composed St Cuthbert’s Mission returned to play Laluni after being humbled by a much younger team that despite spoiling several chances defeated them 4 goals to 2.

Laluni who came out

boosted with confidence of defeating St Cuthbert’s saw both teams fighting for ball possession.

However, while St Cuthbert’s was determined for a win, it was Laluni who demonstrated better playing skills in the first 30 minutes of the game, thus being rewarding with a clever goal that came off the boots of Junior Persaud in the 23rd minute.

This goal sent the Laluni supporters into a frenzy and evidently saw the fans of St Cuthbert’s Mission looking dejected. However in the second half an inspired St Cuthbert’s team saw them making a few changes which resulted in them scoring a much needed equaliser in the 51st minute by Paul Henry. Henry’s goal lit up the entire St Cuthbert’s ground as spectators and fans of the team began urging them on as Laluni valiantly fought for an additional goal while the home team was desperate to increase their score. Troublesome ankle could sideline Vernon Philander until November

ernon Philander has begun bowling rehabilitation this week, as he recovers from an ankle injury that could sideline him until at least November.

Philander has struggled with his ankle since twisting it against India in late 2015, and while the latest recurrence of the niggle will not affect his Test-playing ability, it may impact his

chances of making a case for World Cup selection.

If fit, Philander would have been picked alongside Dale Steyn for the upcoming ODIs against Zimbabwe, but he will miss out. Philander also cannot be considered for the white-ball trip to Australia in October-November, but may have an opportunity to return during the T20 tournament that is due to be played from early November to midDecember. However, it's likely Philander will only make a comeback on Boxing Day, when South Africa host Pakistan.

Philander last played for South Africa in the first Test against Sri Lanka in Galle in mid-July, when the injury flared up. He did not play the second Test in Colombo, and has not played any county cricket or in any T20 leagues since, as he concentrates on recovery.

Carl Henry increased St Cuthbert’s score two nil after easily converting his penalty. Laluni’s Captain Enoch Aaron was in a no nonsense mood and was determined to cut the lead imposed on his team and easily did this when he converted the first penalty for Laluni to have the score 2-1, in favour of St Cuthbert’s Mission. Raji Dundas was

determined for St Cuthbert’s Mission advancing and this was evident from his penalty scoring it increasing his team to 3-1 score line. Junior Persaud who had scored the first goal for his team in regulation showed those in attendance why he is considered a danger man for Laluni has he booted his penalty easily into the back of the nets leaving the score 3-2 in favour of St Cuthbert’s Mission.

An anxious crowd watched patiently as St Cuthbert’s Mission marksman Zack Pereira who had created some challenges for Swan in their first match took the penalty and safely tucked it into the nets leaving the score at 4-2.

Pereira’s goal sealed Laluni’s faith thus seeing no need for their last penalty.

An evidently disappointed Laluni’s captain Enoch Aaron said that his team allowed themselves to become complacent, thus allowing St Cuthbert’s to take the upper hand. “This was a match that we should have won as we saw how they played against Swan and we saw how Swan

exploited their weaknesses, therefore, we should not have lost this match no day,” a disappointed Aaron said.

The Laluni Captain noted that they were able to hold unto the one nil lead but said that it was certainly not enough to win the match noting that had they maximized on the many opportunities that came their way it would have seen them easily winning the match, thus avoiding a shootout.

“St Cuthbert’s Mission has an excellent record in shoot outs and therefore we allowed ourselves to be drawn into their territory so complaining now will make no sense but the reality is that we lost a match

that many thought that we were going to win,” he conceded.

Tim Paine, Australia plotting for war of attrition I n a year when Australian cricket's cultural habits and instincts have been challenged so publicly, it seems fitting that the national team's first Test assignment since the Newlands balltampering scandal involves a task requiring plenty of selfdenial.

Most of the best Australian teams have been known for forcing the pace, but Captain Tim Paine was clear, on the team's departure for the UAE, that success in the forthcoming series would be about attrition, not aggression.

Just like Paine, new coach Justin Langer and the rest of the touring party have had to ponder the image of the team, and the way they conduct themselves against opponents who have stored up plenty of ill-feeling about Australia for some time -- just ask Moeen Ali -- so must they now work towards methodical, patient and consistent cricket in Dubai and Abu Dhabi, built on the bedrock of spending many painstaking hours at the batting crease.

"I think it is going to be hard work over there, no doubt. I think games traditionally in the UAE take a long time, so we are going to have to be really patient," Paine said in Brisbane. "We have spoken about partnerships and patience and pressure, which is going to be a real key over there. So, games that sort of drag along for three or four

days -- and it can happen really quickly on day five. So, it is about having your team in a position to strike late in the game.

"We know that traditionally they're really long, low-scoring days, and it takes time to score your runs and you've just got to grind it out. So we're going over there with that at the front of our minds; we're going to have to play really hard, tough cricket, particularly from a batting side; and then, in the heat over there for our bowlers the same thing. It's going to be about patience, try to wear them down and be in a position late in the game where we can make a move and win."

Some cues for possible success can be taken from the narrow defeat of Smith's team on the 2017 India tour.

Paine pointed to the role of Mitchell Starc, himself recently recovered from a foot stress injury, as a critical exemplar of the way the Australians would need to be "clever" in dealing with Pakistan’s hard, slow pitches and high temperatures.

"We have to be really careful with all our quicks over there. It is going to be over 40 degrees and really high humidity," he said. "So, we are going to have to be clever about how we use our bowlers; Starcy in particular, who we know is a strike weapon.

So, I expect him to be bowling short spells and as fast as he can.

“Really exciting to have him back. He's clearly our spearhead, so it's going to be great to have his pace back, also his experience; and over in those conditions, I think his batting can be really valuable as well, with lower-order runs.

We're sure Starcy will have a really big series, and if he does, it'll go a long way to winning it for us.

"Obviously we're missing a few important players, but we've spoken about it as a group before we went to England, and it's a great opportunity for new players to step up. Looking forward to getting the Test group back together and playing some good, hard cricket. Probably the silver lining of what's happened is we're going to see some really good young cricketers coming through, and the guys we've picked we know have got some real talent and it'll be great to see them on the international stage."

As for the team's on-field conduct and image, Paine suggested a players' charter, the crux of a team review helmed by the former opening batsman Rick McCosker was close to completion. He also indicated that he would be eager to reprise a pre-match shared handshakes ritual between the two competing teams as a gesture of goodwill, something he first used in the final Test of the South Africa series at the Wanderers.

Golf action continues this Saturday with the Scotiabank Annual Tournament

T

he Scotiabank Annual Golf Tournament which is set to tee off on Saturday, September 22, is a part of the bank’s 50th anniversary celebration, and is one which is expected to be heavily attended by golfers.

Golfers will assemble this weekend for another competition as they commence battle from12:30h at the Lusignan Golf Course.

The grand tournament continues a tradition by the bank in support of golf and the LGC; a solid partnership, which has grown over many years and has produced some magnificent competition for the players.

The tournament is one of the main attractions of the LGC, with hundreds of thousands of dollars in prizes up for grabs, while the Open itself gen-

erates one of the largest fields of players every year.

Top 2 winners in three categories and the best Gross and Best Net winner overall, prizes for Longest Drive and Nearest to the, Pin will be

awarded to winners.

In announcing his support for the event, Mr. Raymond Smith, the bank’s country manager, said that since Scotiabank opened their first branch in Guyana in 1968, they have been focusing on Sports among other areas of development in the country.

The LGC wrapped up a double-header this past weekend with the Silica Sands Open on Saturday being won by LGC President Aleem Hussain, while Sunday’s farewell tournament in honor of MACORP CEO Jorge Medina was won

by Mohanlall Dinanauth.

That tournament was also heavily attended.

Meanwhile, this weekend’s tournament will also provide further preparation for the upcoming Suriname Invitational in October, followed by the Guyana Open Championship in November.

UG Trojans fighting to the very end T he Guyana Amateur Basketball Association’s (GABA’s) First Division, Second Division and Under-23 leagues continue action at the Burnham Hard Court on Wednesdays, Thursdays, Saturdays and Sundays.

As the tournament is currently in its progressive stage, many fans have been privileged to watch the UG Trojans compete in the tournament in the first division and U23 leagues.

Speaking with Guyana Times Sport, coach of the UG Trojans, Warren Wilson, stated he is very impressed with the U23 side, as they have played three games and won two, against the Eagles and Sonics, whilst the third game was washed out due to inclement weather. The student side went on to beat the Eagles 5652, with Jabari Joseph scoring 9 points 5 rebounds 2 steals and 1block; Jahleel Young scored 9 points, 5 re-

bounds, 1 steal; and Kadeem Peterkin scored 9 points, 1 rebound, 2 assists, 2 steals.

They also had a close encounter with the Sonics, miraculously winning the game 65-64, with Jabari Joseph again leading from the front with 16 points, Darroll Williams scoring 16 points, and Kadeem Peterkin scoring 11 points, proving that everyone on the team plays an integral part in the team’s success.

According to Wilson, “We lost to Nets 1st Division 78-52.

Certain players stood out, such as Samuel Thompson: 19 points 3 rebounds 2 blocks; Akil Lewis: 14 points 3 rebounds; and Dwight McKinnon: 8 points 5 rebounds 2 blocks in the losing effort”.

Asked by Guyana Times Sport how he felt about both teams’ performance, Wilson said, “The U23 is performing fairly well. We just have to do some fine-tuning on the defensive end and hope they get adjusted to the con-

He also said the first division team has potential and can play, but currently at the moment, the Achilles heel for the first division is fitness, and they are working round the clock to fix the issue.

he University of Guyana Cricket Team (UG Trojans) departed the shores of Guyana this morning to participate in the 2nd Cyril Bonar Memorial T/20 Cricket Competition, to be held at the DR Snelle Park in Paramaribo, Suriname between September 22nd and 23rd, 2018.

The matches are scheduled to be played on September 22, 2018 from 9:30 am to midnight; and September 23, 2018 from 9:30 am to 10:00 pm. Guyana’s very o w n Tremayne Smartt, part of the current West Indies Women’s T/20 World Championship Team, is expected to be there. Smartt, a rightarm medium bowler, has an impressive economy rate of 5.51 and best bowling figures of 3/9 at the T/20 level.

Speaking with Guyana Times Sport, coach of the student side, Kenroy Joseph, said the side is focused and prepared mentally. He also went on to say that the weather has been

favourable, so they have been able to have practice sessions on Sunday and Monday, and have been briefed and everyone knows the role they have to play.

Asked about the injured players, namely Ershad Ali and Ray Newton, Joseph said, “Both players have been cleared of their injuries, and are ready to face the task ahead.

I just want the team to simply continue to enjoy playing cricket”.

The tournament will consist of many teams, especially defending champions the Spartans, which consists of national Guyanese and Surinamese players, with one such player being Guyanese all-rounder Kellon Carmichael, who enjoy three successful seasons in England playing county cricket. Joseph believes that Carmichael is the player to watch, as he may pose a threat, and the team should not be taken lightly.

t was a run-fest as round 4 of the ongoing Cricket Guyana Inc (CGI) Jaguars 50-Over Leagues continued across the country with some thrilling action, apart from the East Coast Demerara/ West Demerara encounter which was abandoned due to rain.

At Everest, it was a decent encounter between Georgetown and East Bank Demerara, highlighted by Trevon Griffith’s ton and Leon Johnson’s match-winning fifty. East Bank batting first, compiled 201 all out in 45.2 overs with the opener Griffith leading the way with a stylish century 111, which included four 4’s and seven 6’s.

Heritage Games get underway tomorrow

T

he Everest Cricket Club ground, located at the confluence of Camp Road and Carifesta Avenue in Georgetown, will again be venue for the Ministry of Indigenous Peoples’ Affairs Heritage Sports Month Celebrations.

This event has quickly become a yearly tradition for all those who have ever visited the Heritage Games, and this year’s sporting activities and family fun day will be held under the theme “Proud of our Indigenous Identity – Celebrating in Unity”.

All of the Games’ events will be held at the Everest ground except the swimming events, which will be hosted at the National Aquatic Centre at Liliendaal, East Coast Demerara; and activities will run from Friday, September 21, to Sunday, September 23, 2018.

The Heritage Games will begin with a grand opening ceremony on Friday morning at 10:00 hrs, after which the events would promptly begin. The power-packed three days of activities will showcase preliminary matches in cricket, football, volleyball, archery and swimming on Friday and Saturday, paving the way for the finals to be staged on Sunday.

The Ministry of Indigenous Peoples’ Affairs

is expecting to have over 600 sportsmen and women hailing from Indigenous villages across Guyana’s ten regions competing in the Games for several cash prizes and trophies.

In addition to the headline sports, the weekend’s activities would offer a number of novelty sports, namely: piwari drinking, hot tuma pot eating, fire wood bursting competition, lime and spoon race, and other traditional novelty games.

Port Kaituma in Region One (Barima- Waini) are currently the reigning champions in male football, while Pariuma Village in Region Seven (CuyuniMazaruni) are the female champions. In the discipline of cricket, Mahdia in Region Eight (Potaro-Siparuni) will look to defend their title in the male category, while St. Cuthbert’s Mission in Region Four (DemeraraMahaica) will defend their title won in the female version.

Region One holds the volleyball titles, with Moruca being the male champs and Waramuri the female champs.

At Port Mourant, on the Corentyne of Berbice, West Berbice won the toss and sent Upper Corentyne in to take first strike, a decisive move, which witnessed Upper Corentyne crumbling for 51 runs off 24 overs.

Shawn Perriera and Andy Mohan were the only batsmen to present any real effort of resistance, scoring 10 runs each. Bowling for West Berbice, Gudakesh Motie

was the most destructive bowler grabbing 4 for 14, while Javid Karim, Kevin Sinclair and Kevin Jawahir picked up 2 wickets for 6, 10 and 8 runs respectively.

West Berbice in response, maintained control of the game, as they comfortably attained their victory target in 11 overs with 7 wickets to spare. Javid Karim top scored with 27.

Buxton Stars, Santos land critical Limacol wins R

ecalcitrant teams in the Limacol Knockout Football tournament would figuratively be given the boot when contention for the top eight spots in the tournament begins; thus the Buxton Stars and Santos Football teams have each secured critical wins on Tuesday evening to ensure they do not suffer that fate.

With teams now fighting to avoid elimination, both Buxton Stars and Santos FC have secured two-goal wins which have placed each in a comfortable position to stay in the competition and contribute to their goal difference tally.

In Tuesday night’s first encounter, Buxton Stars came up against Riddim Squad who were literally on a rampage. In their previous match, Buxton had proven they can score, but were unfortunate to suffer a loss. This time, the East Coast team pulled out all the stops to ensure their dreams of being in the final

8 would stay alive.

Riddim Squad came to the encounter playing an unusually lackluster game, missing key opportunities at setting great plays, or even scoring a goal. The back-and-forth of attacking play went on for much of the first half, until Buxton’s Cuesy Parris, in the 43rd minute, astounded both Riddim Squad and the spectators by firing home a long ball goal.

The newfound momentum allowed Buxton to begin the game’s second half on a high note, leaving Riddim Squad breathless and frustrated.

Buxton’s second goal came in the 60th minute when Kenroy Green imitated his team mate Parris, and the win was eventually sealed for Buxton at 2-nil.

This win has placed

Buxton on the same 3 points as Riddim Squad, but the latter still holds the advantage in goal difference. They each have one more match in the bag.

The later matchup saw both teams, Santos FC and Beacon FC, needing a win to cement their spot in the tournament. Beacon started out with their usual style, gunning for the goal at all costs. Their aggressive play, however, did not prove as fruitful on Tuesday evening as it did in previous games, because they were up against a calmer, more strategic Santos team, which was able to produce better plays.

This composed style resulted in a goal for Santos from Dellon David in the 40th minute. After the half, Ronaldo Dover added to the

Santos’ tally with one in the 63rd, to put his team up by two.

Beacon finally got their breakthrough in the 79th minute, pulling things back by one; but they were not able to find an equalizer in the final 11 minutes of play, and Santos were able to record a 2-1 win against Beacon.
