Police to clamp down on armed ununiformed guards

T

he Guyana Police Force (GPF) is currently conducting an audit relative to ranks conducting duties while not being clad in the prescribed uniform.

According to Deputy Commissioner Administration, Paul Williams, several persons have complained of safety issues when they are around those individuals.

Williams made the announcement during a Police presentation on Monday.

According to him, “We are now carrying out an audit as it relates to the security posture in terms of the uniform, the firearm and everything…so we will continue to make checks now that we have identified some other areas, and to ensure that they have themselves within the right posture and (are) fully dressed in their uniform and properly identified”.

He also said the GPF is working to reduce the display of heavy firearm by those

guards who stand at the entrances to businesses.

Crime Chief Lyndon Alves explained that businesses are required to present a template of the guards’ uniforms to the police before they can even receive a permit for the heavily armed persons to operate at the various facilities.

“Prior to a company being granted a licence to operate, the very security company is required to present to the Police a template of the uniform that is to be worn by those supernumerary constables, so those companies that

have the guards armed and are not in the appropriate uniform, the Police will have to take the appropriate action,” he explained.

This statement managed to raise eyebrows, as this would imply illegal guards operate across the country.

Many times armed security guards who were not uniformed found themselves in hot water.

Back in August two Ukrainian guards who were captured on video beating two Guyanese miners near the Quartzstone River in Region Seven (Cuyuni-Mazaruni) were arrested.

The Police have said investigations revealed that the Ukrainians are employed

by West Bank Demerara Gold Inc, which is licensed to operate in Guyana; and as Supernumerary Constables, they are authorised to carry firearms. However, they breached the conditions of that permit, in that at time of the incident, they were not attired in the uniform prescribed by their employer and approved by the Force’s Administration.

The two were later charged for the offence.

Govt stonewalls Opposition’s questioning on budget cuts – sitting delayed by disagreement over missing information

T

he examination of Capital estimates got off to a rocky start at the 99th Sitting of the National Assembly on Monday, and continued with the Parliamentary Opposition’s questions about budget cuts for specific agencies being stonewalled by Finance Minister Winston Jordan.

Several questions were put to the minister -- including requests for details on the formula and rationale used for cutting the agencies’ budget requests, and the economic outlook -- but they made little headway, as Jordan constantly referred to the Finance Ministry’s documented comments on the cuts.

In comments made when the cuts were made, the Finance Ministry had noted that “the recommended allocation takes into account the economic outlook for 2019 for revenue, expenditure, growth in the economy, consideration of the agency’s request within national development priorities, and annualisation of salaries.”

On the matter of cuts from the proposed $1.8 billion budget request for the Parliament Office, Opposition Chief Whip Gail Teixeira asked the minister for the economic outlook in 2018. Jordan would only say that the outlook is a positive one, with increases in revenue.

Nevertheless, the minister noted that the request had exceeded available revenue.

When asked by Opposition Parliamentarian Juan Edghill whether information from the Parliament Office had informed his cuts to its proposal, the minister resorted to the quote mentioned above. When Edghill rephrased the question, Jordan would only say he had taken into account the budgetary needs of the executive, and subventions as well as the economic outlook. He added that he was not responsible for the priorities of the Parliament Office in regard to spending the money.

Asked if the Parliament Office staff had submitted documents during their engagement with the Ministry, Jordan said, “You’ll appreciate I’m in charge of policy and not the nitty gritty of what goes on in my office. I think I’m the wrong person they’re asking. I cannot answer that essentially. What I do know is that whatever was budgeted, they got what was budgeted.”

Teixeira also made an attempt to have the Parliament Office’s budget restored. She moved a motion, seconded by Parliamentarian Juan Edghill, for the office’s original budget proposal of $1.8 billion to be passed untouched. The Government side, however, voted down the motion.

Suspension

Earlier in the day, the Government and Opposition had clashed when it was revealed that they would proceed with the debate on financial allocations for constitutional bodies without taking into account the report of the Business subcommittee of the Committee of Supply.

When she addressed the matter, Teixeira noted that the

Opposition had no wish to delay the budget of these bodies.

She said there was an understanding at a previous subcommittee meeting, and that the Opposition should have the information at hand.

Meanwhile, Opposition MP and subcommittee member Edghill decried the disadvantage at which the members were placed due to the absence of the report and accompanying information. He called for it to be made available forthwith. As a result, the stalemate forced a suspension of the sitting until further notice.

The suspension was taken, and the Sitting eventually resumed at approximately 17:30h, when Speaker of the National Assembly, Dr Barton Scotland, informed the assembly that there had been little progress. But efforts to proceed despite the absence of the information caused Opposition Parliamentarian Priya Manickchand to stress the need to follow procedure.

“The last time we met here, which was over two weeks ago, at 1:30am we raised this issue and we had over a half-hour discussion going back and forth. It was unresolved. We were very clear that the law that binds us all in this National Assembly was very clear about how we must receive this. We said to you very clearly that doc-

uments that come before us must be the ones that are submitted.

“The Finance Minister has no jurisdiction, no right, no ability, to alter that and present it to us in a document him, or you, or anyone in the Parliament Office thinks will be convenient. What the law says is we must get it as it is submitted. We do not have that. If we’re to represent the people of

this country, we must see what was submitted,” Manickchand stressed.

When the Sitting finally resumed at 18:30 hrs, Scotland revealed that they still had not reached an agreement, but would nevertheless move forward with the review of the allocations. As it turned out, however, the budgets for the constitutional agencies were passed, inclusive of cuts.

Sixteen constitutional agencies submitted requests for monies out of the upcoming 2019 Budget, amounting to $13.2 billion. Finance Ministry budget cuts left only $11.4 billion from that sum. Among the agencies that had their budgets cut were the Parliament Office, the Audit Office of Guyana, the Guyana Elections Commission, and the Supreme Court of Judicature. (Jarryl Bryan)

T

oday is a public holiday – Youman Nabi – which commemorates the birthday of the Prophet Muhammad, the founder of the Islamic religion.

It is a mark of the enlightened approach that Guyanese have for the peaceful co-existence of religions that even though Muslims constitute possibly only ten per cent of Guyana’s population, their major festivals receive equal public observation with those of the other major religions – Hinduism and Christianity.

In today’s world, religion has unfortunately become a source of conflict more than a source of peace. In this regard, Guyana, small as it is, has a lot to offer the world.

Much of the tension among religious adherents arises out of not necessarily the making of exclusivistic claims that raise hackles in the followers of other religions, but in the insistence of some to act on those claims by proselytising among the latter groups.

From this perspective, Islam in Guyana has the most to offer to peaceful coexistence. Islam does announce that it presents the only path to God (specifically “Allah”) and salvation. In this way, it is exclusivist.

But, in Guyana, the Muslims have never gone out to “convert” anyone through proselytising activities that include denunciations of the beliefs and practices of other religions, yet the Muslim population has steadily increased through the years, not only through a higher birth rate, but through others accepting the tenets of Islam on their own.

How was this achieved? The major reason is that Muslims are exhorted not only to have abstract beliefs, but to concretely practise the tenets of the religion as expounded in the Quran. Actions are as important as beliefs. What makes the actions easier to inculcate is that, following the Quran, the life of the Prophet Muhammad as outlined in the “Hadith” is a most authoritative exposition of what behaviour constitutes a Muslim. If one is told to be “kind”, then there are the countless examples of kindness performed by the Prophet. Sacrifice? Here again, look at what the Prophet did in similar circumstances.

So, in Guyana, we have the living experience of Muslims giving charity to others, taking care of their bereaved, and generally striving to live as one big family. The “anomie” or “alienation” that so many complain about in the modern world has to be less in the Muslim community, because of the conscious cultivation of the network of relationships that create strong communities. Others in the wider society see living cohesiveness and are attracted to the religion.

In Guyana, the racial divisions have been the bane of our quest for a more peaceful life. When the ancestors of African-Guyanese were brought as slaves, starting in the 17th Century, there were a significant number of Muslims among their midst.

The term “Fulaman”, which is colloquially applied in the present to Muslims, is thought to have been derived from “Fulani”, an African people who were among the first in that continent to practise Islam. However, by the end of slavery, Islam, as a living religion, had been beaten out of its adherents. In the last few years, however, there has been a significant number of Africans who have accepted Islam – without any proselytisation. It is hoped that the sharing of a common way of life and an acceptance of the equality of all adherents -- which is stressed by Islam -- would go a long way towards reducing inter-racial tensions.

Youman Nabi also has a lesson for those who will be vying this year to lead this nation for the next five years.

The Prophet Muhammad left a living example of how a leader of a country should act and behave. Modesty, frugality, fairness, mercifulness, and practising what is demanded of others were some of his watchwords.

While there is great stress nowadays on academic qualifications, the life of the Prophet Muhammad demonstrates that, more than all the “learning”, a leader must be imbued by positive values.

Saudi King Salman silent on Khashoggi in annual Shura address …King Salman presents Saudi policies amid renewed calls from US Congress for condemnation over Khashoggi’s murder

audi Arabia’s King Salman bin Abdulaziz has addressed the Kingdom’s Shura Council but refrained from mentioning the case of murdered Saudi Journalist Jamal Khashoggi.

In a highly-anticipated address to the council, the 82-year-old monarch on Monday lauded his country’s judiciary and public prosecution for “carrying out their duty in the service of justice”, without directly invoking the killing of the Washington Post columnist.

Khashoggi – a critic of the powerful Saudi Crown Prince Mohammed bin Salman, also known as MbS – was killed in the Kingdom’s Consulate in Istanbul on October 2.

Last week, Saudi Prosecutors announced they would push for the death penalty for five suspects in connection with the murder of Khashoggi.

The King’s speech came as members of the US Congress renewed their calls to condemn the Kingdom following a reported assessment by the CIA that MbS personally ordered Khashoggi’s murder.

“Standing by his son”

Elsewhere in the short speech, the King reiterated his support for the United Nations’ efforts to end the war in Yemen, where his country has been leading a massive air campaign against Houthi rebels – and said that the Palestinian issue was a “top priority for the kingdom”.

King Salman said that Riyadh supported a political solution in Syria, ensuring the return of Syrian refugees to their homeland, and called on the international community to halt Iran’s nuclear and ballistic missile programmes.

has been directed to “focus on developing human capabilities and preparing the new generation for future jobs”.

Commenting on the televised address, Marwan Kaballan, Director of the Arab Centre for Research and Policy Studies, said that the King appeared to indirectly mention the murdered Journalist’s case in his speech.

“I think he wants the whole world to know that he is standing by his son [MbS]. That was clear in two aspects; the economic one, when he talked about the Private Sector and somehow was referring to the 2030 vision of the Crown Prince, and when he ended his speech by talking about his trust in the judicial system,” Kaballan told Al Jazeera.

“He was trying to bring back the Saudi foreign policies to where it was traditionally; reiterating the traditional Saudi policy on Palestine. He talked about Yemen, saying that Saudi Arabia is seeking a political solution to the Yemen conflict ... He talked about Syria and the Syrian refugees.

He talked about his country’s role in maintaining stability in the oil market,” Kaballan said.

International pressure

The King’s speech came shortly after Germany’s Foreign Minister Heiko Maas

announced that Berlin has banned 18 Saudi nationals from entering Europe’s border-free Schengen zone because of their alleged connection to Khashoggi’s killing.

Maas told reporters in Brussels on Monday that Germany issued the ban for the 26-nation zone in close coordination with France, which is part of the Schengen area, and Britain, which is not.

“As before, there are more questions than answers in this case, with the crime itself and who is behind it,” he said.

The German measure preceded renewed calls by the US Congress to the Administration of US President Donald Trump to condemn the Kingdom following a reported assessment by the CIA that the Crown Prince personally ordered the murder of Khashoggi.

“It is certainly testing the position that the enemy of our enemy is our friend,” said Representative Adam Schiff, a Democrat from California, and a frequent critic of Trump.

“The President needs to listen to what our intelligence community has to say.”

But Trump has refused to listen to the audio tapes of the murder because the content is too graphic.

“It’s a suffering tape, it’s a terrible tape. I’ve been fully briefed on it, there’s no rea-

son for me to hear it...,” he told “Fox News Sunday”.

Trump, who considers Saudis vital allies in his Middle East policy, has been buying time on the issue as more evidence piles up in the case.

Meanwhile, divisions at the top of the US Republican party are deepening over the murder of the Saudi Journalist.

Senator Lindsey Graham, a Trump ally, called the Saudi Crown Prince “unhinged” in an interview with NBC News on Sunday.

“They are an important ally, but when it comes to the Crown Prince, he is irrational, he is unhinged, and I think he has done a lot of damage to the relationship between the United States and Saudi Arabia and I have no intention of working with him ever again,” Graham said on Sunday’s “Meet The Press”.

“I am going to do whatever I can to place blame where I believe it lies: I am going to put it at the feet of the Crown Prince who has been a destructive force in the Mideast [Middle East].

“If he is going to be the face of Saudi Arabia going forward, I think the Kingdom will have a hard time on the world stage.”

While the US has imposed sanctions on 17 Saudi officials, others in Congress are pushing for much tougher punishment. “… We need to punish who ordered this. Who’s in charge and really the only thing they understand over there is strength,” said Republican Senator Rand Paul.

“I think they will see sanctions as weakness on the part of the President, and if the President wants to act strongly he should cut off the arms sale,” he told CBS’s “Face The Nation” show. (Al Jazeera)

No-confidence motion Will the no-confidence timely and opportune motion be delayed?

Dear Editor, The ‘No-Confidence’ motion filed against the APNU/ AFC Coalition Government is timely and opportune, since corruption and mismanagement of public funds are at its zenith. The entire economy is in a downward spiral, crimes are on the increase, jailbreaks have now become the norm, and the entire social fabric is disintegrating.

It must be noted that unlike the motion brought by the Leader of the Opposition Dr Jagdeo, the ‘no-confidence’ motion brought against the Ramotar Administration in August 2014, was contrived solely to wrest power by deliberately creating the ‘reasons’. That motion, presented by Moses Nagamootoo read, ‘BE IT RESOLVED: That this National Assembly has no confidence in the Government’.

The ‘no-confidence’ motion was to protest the spending of some $22.5 million without parliamentary approval, on items ranging from school stipends to an airport expansion project. This ‘scissoring’ of the budget was initiated by Moses Nagamootoo, the same person who piloted the ‘no-confidence’ motion in Parliament!

That $22.5 billion was the restoration of monies cut from the budget for the Amerindian Development Fund (ADF), hinterland airports, the University of Guyana student loan programme, vouchers for public school students, and the One Laptop for Family Project.

The second reason, was the non-transfer of monies to the Consolidated Fund, which was held, legally, by semi-autonomous agencies, and the third reason, was a procedural breach in the $4 billion transferred to the Guyana Sugar Corporation (GuySuCo), and allegations of corruption.

However, the Opposition Leader has maintained that, ‘They have not proven any of these issues so far.’

We have now seen that these allegations of procedural breaches are noth-

ing when compared to what is happening under the Coalition Government. It must be recalled that the budget cuts during Ramotar’s Administration were meant to frustrate the functioning of the Ramotar Administration, to stymie social and economic development and to oust the PPP/C from power. The Budget was cut in 2014 by $37.4 billion, 2013 by $31 billion and 2012 by $21 billion.

Those cuts were unconscionable and illegal to say the least! They were never proven to be illegal! Acting Chief Justice Ian Chang ruled that the National Assembly has no right to cut the National Budget, and the National Assembly has a role to either approve or disapprove the National Estimates, not to reduce them. Yet they were used as reasons to bring down a democratically elected Government. Compare this with the intent and purpose of the PPP/C’s ‘no-confidence’ motion.

We have seen, that until now, the US$18 million signing bonus which was the subject of many deceptive statements from the Finance Minister and his government, is yet to be included in the Consolidated Account.

The D’urban Park Project, in which over $1.3 billion was spent, is yet to be fully accounted for; the many breaches of the Procurement Act ($605 million sole-sourcing of drugs at the GHPC and the $148 million Demerara Harbour Bridge feasibility study, etc); taxpayers losing more than $1 billion in 2017 due to overpayments to contractors; payments for goods without vouchers, and payments for goods that were not delivered; unaccountability of more than $1 billion spent by the Amerindian Ministry; the numerous cases of poor accountability highlighted in the Auditor General’s report 2017; the loss of more than 30,000 jobs; the devastation of the sugar sector and the impoverishment of the dismissed workers, and the neg-

Condemnation of attempt to intimidate media Dear Editor, Firstly, I wish to add my voice to the others who have condemned the intimidation of members of the media at Congress Place, in the presence of Coalition Government leaders, during a press conference.

No amount of intimidation can hide the facts, and this is something that has been proven time and time again.

On the subject of intimidation, there are moves afoot by the Coalition leaders to intimidate their Parliamentarians, who they suspect might vote with the PPP/C on their no-confi-

dence motion.

Threats made to several Coalition Parliamentarians about them being recalled, must be rejected by all of their supporters.

All supporters of the Coalition must call on the Head of the List of Candidates to resist these attempts. The head and deputy head of the List of Candidates should not allow themselves to be used as pawns in the intimidation of persons who have served Guyanese.

ative ripple effects; the exorbitant increases in over 200 taxes, placing an additional $60 billion tax burden on the people and businesses; reckless and wasteful borrowing(over 200 billion); spiraling corruption at all levels of Government; decreasing budgetary allocations vital for agriculture and infrastructural developments; massive increases in various criminal activities including frequent jail breaks and increasing police brutality. How can there be any confidence when our treasury is being raided on a daily basis and we, the taxpayers, continue to receive less but are demanded to pay more.

The people have spoken at the Local Government Elections (LGE) as is evidenced both by those who voted and those who abstained.

The APNU and the AFC must not be fooled that the reason for the poor turnout at the Local Government Election (LGE) was because voter-education was lacking. Those who stayed at home did that intentionally. The voters’ apathy displayed was a result of the high cost of living, retrogressing living standards and lack of public security. These persons would willingly take part in a General Election to change the obstacles to the ‘good life’ sooner than 2020.

On the other hand, those who have voted sent a stronger and graphic message to the APNU and the AFC that ‘enough is enough’ and it’s time to go!

The masses have lost confidence! Therefore, the ‘no-confidence’ is definitely most opportune.

Dear Editor, The filing of a no-confidence motion by the PPP/C brings the Speaker of the National Assembly, Dr Barton Scotland, and his actions back into focus.

Since the new Parliament commenced sittings, several of Dr Scotland’s actions have brought his credibility into question. Now, his treatment of the PPP/C’s no-confidence motion will either confirm the views of his critics, or see him vindicated.

Will the no-confidence motion be delayed?

If he does delay the motion, his reasons will be interesting. The fact, is that the 2018 national budget has not been present-

ed as yet, and there are no other matters that have been presented before the National Assembly which have implications like the ones attached to a no-confidence motion.

Will he succumb to instructions from his ‘handlers’?

Taking instructions from ‘handlers’, is one of the more popular criticisms of Dr Scotland.

Guyanese can only hope that ‘instructions’ do not influence him. Recently in Sri Lanka we saw that the Speaker of that House required a police escort just to get into the Chambers, because some politicians did not want him to allow a no-confidence motion against their embattled

Prime Minister to proceed. Yet that Sri Lankan Speaker did not succumb to pressure. Will Guyana’s Speaker do the same?

Will he allow the motion to proceed?

In India, only recently, we saw how fast the no-confidence motion against the Modi government was dealt with.

The outcome will be of much interest to Guyanese.

The happenings at Parliament have been popularised. This cannot be doubted. As such, the actions of Dr Scotland, moving forward, can be expected to remain under the spotlight.

o understand how and why hearing loss happens, it helps to know how the ear works. The ear is made up of three different sections: the outer ear, the middle ear, and the inner ear. These parts work together so you can hear and process sounds.

The outer ear, or pinna (the part you can see), picks up sound waves and the waves then travel through the outer ear canal.

When the sound waves hit the eardrum in the middle ear, the eardrum starts to vibrate. When the eardrum vibrates, it moves three tiny bones in your ear. These bones are called the hammer (or malleus), anvil (or incus), and stirrup (or stapes). They help sound move along on its journey into the inner ear.

The vibrations then travel to the cochlea, which is filled with liquid and lined with cells that have thousands of tiny hairs on their surfaces. There are two types of hair cells: the outer and inner cells. The sound vibrations make the tiny hairs move. The outer hair cells take the sound information, amplify it (make it louder), and tune it. The inner hair cells send the sound information to your hearing nerve, which then sends it to your brain, allowing you to hear.

Types of hearing loss

There are a few different types of hearing loss: conductive, sensorineural, mixed (conductive and sensory combined), neural, and central.

Conductive (say: kun-duk-tiv) hearing loss. This happens when there is a problem with a part of the outer or middle ear that is blocking sound from going to the inner ear. This type of

Maybe your mom or dad has told you, “Turn that down before you go deaf!” Well, they have a point. Loud noise (from music or other sources such as machinery or jet engines) can cause both temporary and permanent hearing loss.

Hearing loss means someone can’t hear as well

If the noise around you is so loud that you have to shout to be heard, there is a chance that the mechanism inside your ear can be injured.

Temporary hearing loss can happen after you’ve been exposed to loud noise for any duration. If you have temporary hearing loss, you won’t be able to hear as well as you normally do for a while. Don’t worry, it will go away (usually after a good night’s sleep).But it means that the next time you’re around loud noise, you should wear protection to avoid permanent hearing loss.

You also could have tinnitus (say: tih-nih-tus), which is a medical term for ringing in the ears. Your ears can feel “full”, too.

Although your hearing often returns to normal, the dangerous part is that you can lose it permanently if you listen to loud noise or music over and over again.

If someone is exposed to loud noise over a long period of time, like every day, per-

headphones or ear buds are used. Some famous musicians have suffered hearing loss and developed tinnitus – a real problem for someone who needs to hear to make and enjoy music. That’s why now you might notice that some of your favourite musicians wear hearing protection while they’re playing.

How does a doctor test for hearing loss?

A paediatric audiologist tests a child’s hearing by doing different types of tests. They even have hearing tests for babies! Maybe you’ve had a hearing test, when you wore headphones and had to raise your left or right hand to show that you could hear in each ear.

If an audiologist finds that a child has hearing loss, he or she will recommend treatment and suggest the family work with a special team. This team can help figure out the best way for the kid to learn and communicate. (Excerpt from kidshealth.org)

Also remember to turn down the volume, especially when you’re wearing headphones or ear buds or in the car. And if you’re going to a concert, consider wearing earplugs to protect your ears from the boom, boom, boom!

In fact, special earplugs can be made for you if you’re going to concerts a lot or if you’re a musician yourself.

resident David Granger is expected to return to Guyana today after undergoing chemotherapy in Cuba for cancer.

On October 30, the President and First Lady Sandra Granger departed for Cuba for him to undergo medical tests after he was feeling unwell. He was subsequently diagnosed with Non-Hodgkin Lymphoma, which is a type of cancer that develops in the lymphatic system. According to a statement from Guyana’s Embassy in Cuba, President Granger was being treated at the Investigaciones Medico Quirugicas (CIMEQ)

in Havana.

The Embassy also confirmed that the President had begun the second phase of chemotherapy.

Meanwhile, on Monday, the Embassy announced that the Head of State would return home today.

Granger will continue his daily routine of work, treatment, and rest under the supervision of his medical team. The Embassy also noted that the President may be required to return to Havana at a time prescribed by his medical team in order to evaluate the progress of his recovery and to extend his schedule of treatment.

Granger, in a statement on Monday, assured all citizens that he was receiving the best possible medical advice and attention.

Non-Hodgkin Lymphoma is a cancer that starts in your body’s lymph system.

Lymphoma occurs when the lymph node cells or the lymphocytes begin to multiply uncontrollably, producing cancerous cells that have the abnormal capacity to invade other tissues throughout the body.

UG unions reject imposed salary increases

he trade unions representing University of Guyana workers announced on Monday that they have rejected the imposed salary increases announced by that institution for 2018, as they deem the entire situation “deeply disrespectful”.

According to the unions, “not only are the imposed increases a violation of good labour relations practices, but some might say that arrogance and hypocrisy are displayed in this action.”

UG Vice Chancellor Professor Ivelaw Lloyd Griffith had, in October, asked to be awarded his second bonus of the year (the first one, for 2016-2017, was awarded earlier in the year). With the assistance of the Chancellor, Professor Nigel Harris, he was awarded that bonus at the Annual Business Meeting of the University on November 8.

“Affordability was never an issue when his bonus was under consideration. Now staff are being asked to accept a minuscule unilateral increase on the ground of affordability,” the unions have

underscored.

The unions have said they had attempted to negotiate this year’s salary increases with the university administration since January 2018, when they first wrote to the Vice Chancellor to request the start of negotiations.

The agenda for the negotiations could not be agreed because the administration refused to let the unions’ agenda items be discussed first, and to delay other matters until a promised transformation had occurred at the University.

According to the Unions, their number one agenda item was ‘wages and salaries for 2018’. They claim it is disingenuous for the Vice Chancellor to claim “he has been forced to ask for the unilateral increase because he could not get the administration to agree to discuss these matters.”

The UG administration has refused to negotiate wages and salaries with the unions, as they failed to attend a conciliation meeting which was scheduled by the Department of Labour.

Those results, Government had said, indicated a clean bill of health.

Chef jailed for trafficking cocaine

A

34-year-old chef who was nabbed at the Cheddi Jagan International Airport (CJIA) with 89 cocaine pellets in his stomach was on Monday jailed.

Hosanna Moses, of Lot 35 Fourth Street, Kingston, Georgetown, was jailed when he appeared before Magistrate Judy Latchman at the Georgetown Magistrates’ Courts.

Moses admitted that between November 14 and 16, 2018 at the Georgetown Public Hospital, he had in his possession 888 grams of

cocaine for the purpose of trafficking.

The prosecution’s case, presented by Police Prosecutor Arvin Moore, stated that Moses was an outgoing passenger on a Surinam Airways flight destined for Miami. However, ranks from the narcotics branch attached to the Criminal Investigation Department (CID), intercepted him after he was acting in a suspicious manner.

A subsequent search was conducted on his person and suitcase, but nothing illegal was found. However,

after being further questioned he confessed to swallowing a quantity of cocaine pellets. A later X-ray con-

ducted at the Georgetown Public Hospital, showed the cocaine pellets in Moses’ stomach.

His attorney in a plea of mitigation told the court that his client fully cooperated with the Police in the investigations, while further stating that he is the sole bread winner of his family.

Moses admitted that it was his negligence that caused him to commit the act.

Magistrate Latchman jailed the father of one for four years and also imposed a $1.8 million fine.

Neighbourhood scuffle lands 2 in court

wo residents of North Ruimveldt, Georgetown on Monday found themselves before Magistrate Judy Latchman at the Georgetown Magistrates’ Courts, facing charges of causing actual bodily harm and common assault.

Kerwin Baksh, 33, of North Ruimveldt Squatting Area, Georgetown denied

the charge which stated that on November 9, 2018 at Well Road, North Ruimveldt, n he assaulted Marcellus Gladstone causing him actual bodily harm.

Meanwhile, the 55-yearold Gladstone, of Lot 3 North Ruimveldt, was also charged for assaulting Baksh at Well Road. He denied the allegation made out against him.

According to the facts presented in court, both men were involved in a heated argument after Gladstone allegedly blocked the passageway of Baksh’s home. The argument escalated into a scuffle whereby Baksh reportedly hit Gladstone in the face with a brick. The matter was later reported, and the two men were cross

charged.

Police Prosecutor Arvin Moore made no objections to bail being granted to the defendants.

As a result, Magistrate Latchman granted Baksh bail in the sum of $60,000, while Gladstone was released on $10,000 bail. The matters were adjourned to November 21, 2018.

She obviously didn’t realise this only teed off the denizens, who sarcastically inquired as to why they had to live with their garbage since 2015!! But it was at nightfall that the gloves were pulled off and the claws were bared, and the new Sophia Declaration made.

One Minister from the Ministry of the Presidency, Dawn Hastings, referred to present day criticism of her PNC-led coalition Government’s miserable record on crime and gratuitously screamed, “Comrades, we are not losing our sons. Up to today, many mothers do not have closure for their children. Over 400 young people, young men, were killed under the PPP Government!!”

In the poor urban communities from which much of the lumpen element originate, the “400 young men killed” has become the trope for alleging PPP “racial excesses” against “young black men” during what David Granger called the “troubles”, from 1998 to 2008. It was a transparent and nasty appeal to race, since there’s no connection to present day crime and the old killing fields.

This is dangerous and provocative. First of all, when the arbitrary list is disaggregated, it omits the names of dozens of Policemen and innocent individuals from other communities – especially Indian Guyanese who were murdered by the “Freedom Fighters” operating out of Buxton. Hastings’ slanted-language reference to the Lusignan, Bartica and Lindo Creek massacres makes it appear that these were the work of PPP operatives, rather than that of the aforementioned Buxton Gang!

Ironically, the gang had declared on TV they’d launched a war against the state, run by the PPP Government!!

But they proved to be terrorists when they turned their guns against innocent civilians.

The silencing of the murders and mayhem against other communities is certain to provoke a counterreaction that’ll widen and exacerbate our divisions.

While Phantom Squads were formed in reaction and took vigilante justice, the PNC-led coalition Government has threatened a full investigation into the killings of that era.

Bharrat Jagdeo, the Opposition Leader, had supported that CoI. We now see why the matter hasn’t been settled this way.

Jagdeo to file complaint with ERC over Govt’s threats to divide Guyanese O

pposition Leader Bharrat Jagdeo has taken Government to task over comments made by one of its senior Cabinet and party officials at a recent political rally.

Jagdeo has said he plans to file an official report with the Ethnic Relations Commission (ERC) and the international community, as the comments seek to divide Guyanese.

He was making reference to an online news report wherein Minister of State, Joseph Harmon, remarked that the A Partnership for National Unity (APNU) will target Peoples Progressive Party (PPP) supporters and Neighbourhood Democratic Councils (NDCs) that sabotage Government.

“The incendiary nature of his speech, that could af-

fect ethnic and political harmony, and we would like the ERC to have a fullfledged investigation of this matter…” Jagdeo said on Monday.

Harmon was quoted in the reports as saying, “The foolishness got to stop!

No NDC, because it’s controlled by the PPP, will take Government money and just spend it on PPP areas.”

The Minister went on to say, “It’s got to stop, and we are going to work and fix that.”

He further said APNU/ AFC supporters on the ground have complained of suffering because a lot of PPP people are stymieing the work of the Government.

ne week after it was revealed that Phillip Paul, called “Shoe Lace,” was paid $60,000 to carry out a violent robbery/ murder, a 12-member jury, convinced by the prosecution’s case, found him guilty of unlawfully killing Kamal Ramsahoye in December 2012 murder.

The verdict was handed down after two hours of deliberation at the High Court on Monday, in an atmosphere which saw the deceased man’s relatives being reduced to tears. Jagdeo did not stop there, but went on to state that Minister Harmon’s excuse is baseless, especially given that the Coalition Government controls Region 10 and Four, and Georgetown.

“What is his reason for the failures to deliver in those areas? Who is styming the work there? They control those area…they cannot blame the PPP,” he as-

serted.

He also made reference to media reports about the Auditor General’s Report, and pointed to officials from Linden disregarding Tender Board Laws in 2017 to award 14 contracts allegedly to friends.

“We are seeing unbelievable levels of corruption. It is all being done with the complicity of the Government…

It is incompetence, bullyism and corruption,” Jagdeo stated.

Jagdeo also used the opportunity to blast the coalition for their poor showing at the recently concluded Local Government Elections, which he described as a massive defeat.

According to the Party General Secretary, his party almost doubled the margin of votes between PPP, APNU and AFC combined, which moved from about 24,000 at the 2016 polls to over 45,000 in 2018.

Guyana files jurisdiction memorial with ICJ

T

he Guyana Government on Monday submitted its memorial on jurisdiction to the International Court of Justice (ICJ) as the country moves forward to have the controversy over the 1899 arbitral award settled.

This is as a result of Venezuela’s refusal to participate in the legal proceedings filed by Guyana on the border controversy matter and that country’s claim that the ICJ lacks jurisdiction to preside over proceedings. Guyana is, however, moving full steam ahead in solidifying its case against the Spanish-speaking country’s claim to this country’s sovereign territory.

Foreign Affairs Minister Carl Greenidge had said that the ICJ would decide on jurisdiction after February 2019, but, in a statement, the Foreign Affairs Ministry officially announced that Guyana

submitted its Memorial on Jurisdiction to the world court which aims to have ICJ validate an arbitral award that settled the international boundary in 1899. This comes five months after Government filed the Memorial in June 2018 to resolve the border controversy after Venezuela refused to participate in the proceedings.

The memorial states that Venezuela is not correct in arguing that the controversy must be resolved exclusively by friendly negotiations, a claim which Guyana says is not justified in the terms of the final 1966 Geneva Agreement to which both parties agreed.

It adds that the boundary was set out between Guyana and Venezuela in 1897 before the October 1899 award.

In January 2018, the United Nations Secretary General António Guterres

chose adjudication by the Court as the means for finally resolving the controversy, with Guyana filing its case in March of this year. As the Foreign Affairs Minister continues to lead Guyana’s case, the Ministry said that the State has no doubt that the ICJ has jurisdiction to resolve the controversy which has undermined Guyana’s ability to develop its natural resources.

In 2015, after US oil giant ExxonMobil announced the first of many oil finds, Venezuela renewed its claim to two-thirds of Guyana’s territory.

Venezuela has been against oil exploration in Guyana’s Stabroek Block, where multiple oil deposits were found by ExxonMobil, and has since renewed claims to the Essequibo region.

The neighbouring country contends that the Arbitral Award of 1899 about the frontier between British Guiana and Venezuela was null and void but court documents not-

ed that while Venezuela has never produced any evidence to justify its belated repudiation of the Award, the neighbouring country has used it as an excuse to occupy territory awarded to Guyana in 1899, to inhibit Guyana’s economic development, and to violate Guyana’s sovereignty and sovereign rights.

On January 30, 2018, Secretary General Guterres concluded that the Good Offices Process – which the parties had engaged in for almost 30 years, but it failed to achieve a solution to the controversy – and chose the ICJ as the next means of settlement, for which Guyana has long been advocating. Sir Shridath Ramphal and Ambassador Audrey Waddell are assisting Minister Greenidge.

On Friday last, the United States announced that it supports Guyana’s case.

Fly Jamaica crash-landing

Pilot did not declare emergency – preliminary report …int’l, regional safety bodies on team continue probe – Govt

A

number of safety, transportation and regulatory bodies from local and overseas have been included in an investigative team probing the emergency landing of Fly Jamaica flight OJ256 on November 9 at the Cheddi Jagan International Airport (CJIA).

This is according to Public Infrastructure Minister David Patterson, who, during the 99th Sitting of the National Assembly on Monday, revealed that the Guyana Civil Aviation Authority (GCAA) is conducting an independent investigation into the incident.

“GCAA will be conducting this investigation,” Patterson explained. “As indicated, 128 persons were on board. On evacuation, a total of 10 passengers were taken to the Diamond hospital with the assistance of CJIA ambulance, while the others were examined at CJIA. An independent investigation is ongoing in examining the aircraft and op-

erations on the morning of the accident and review of the standard operating procedures.”

“The Jamaican Civil Aviation Authority and the National Transportation Safety Board of the United States were notified. An investigative team has been established, including of the GCAA representing the state of occurrence, the US National Safety Board representing the state of registry, and commercial airline engineers representing the manufacturers,” Patterson explained.

Besides these agencies, Patterson revealed, the Canadian Transportation and Safety Board and the AIG Regional Cooperation Mechanism (ARCM) were also subsequently advised and invited to provide technical assistance to the GCAA. Patterson also revealed that the aircraft has been officially handed over to the operator, Fly Jamaica Airways, for removal from the CJIA

site. He stressed, however, that the aircraft is still subject to the control of the Accident Investigation Unit of the GCAA. Further, the minister extended apologies for the alleged actions of some members of the Guyana Fire Service (GFS). At least 14 firefighters were implicated in removing several devices belonging to the crew and passengers after they had entered the plane as first responders to the accident.

One of the firemen has reportedly returned some of the stolen items, while some of the stolen items were found at the Timehri Fire Station. Fire Chief Marlon Gentle has since confirmed in sections of the media that the firefighters who were accused of misconduct have been suspended pending the outcome of ongoing investigations.

plained that, based on preliminary reports, all emergency procedures were activated when the plane landed, and the team at the Cheddi Jagan International Airport (CJIA) was placed on standby.

The minister also revealed that the pilot did not declare an emergency at the time. Instead, according to Patterson, it was reported to air traffic control that there was a hydraulic issue and the flight will return.

85-year-old Rookhia Kalloo, a pensioner who was on the flight, died while receiving treatment at a medical facility one week after the incident.

Following last week’s incident, investigators will finally be able to access data that would indicate exactly what went wrong, because the Flight Data Recorder (Black Box) and Cockpit Voice Recorder (Pink Box) have both been sent to the NTSB in the United States.

NTSB is an independent US Government agency that overlooks investigations into air transportation accidents.

The Holy Quran refers to Prophet Mohammad (PBUH) as a mercy to mankind. Love and respect for each other and the practice of Islam’s major tenets leading ultimately to spiritual elevation, are among the teachings of the Holy Prophet to reform mankind’s behaviour and the acceptance of God and his commandments.

The ERC firmly believes that in heeding those lessons, mankind will be better positioned to free itself from traits that serve to hinder unity and harmony.

Police pledge heightened security for Christmas

“W

e want to ensure that the citizens and other persons who will be in the Division for the season be as safe as possible in doing transactions even (if it’s) just a visit or whatever,” said A Division (Georgetown-East Bank Demerara) Commander Marlon Chapman.

Commander Chapman gave the assurance on Monday during the Guyana Police Force (GPF) annual Christmas presentation held at the Officers’ Mess Hall, Eve Leary, Georgetown. According to Chapman, Police patrols and outposts around the city will be boosted in a bid to ensure a secure shopping environment.

Chapman revealed that part of the efforts to ensure increased safety is the splitting of Georgetown into seven sub-sections as compared to six last year.

These sub-sections run from Agricola, Greater Georgetown to Georgetown.

The areas will be equipped with mobile outposts and frequent patrols will occur, with senior members of the GPF in charge of each sub-sector.

Chapman added that the commercial shopping zones would be covered in the heightened security plan so that citizens could shop in comfort.

“This sector (Section One) is considered the primary commercial area in the city of Georgetown, and consists of major business entities, banks, restaurants, night clubs and Stabroek Market.

Guyana Times on Monday visited the area where the vendors were being assisted by construction workers to build a wooden structure

of the same dimensions. The section allocated for the relocation was cordoned off and each vendor’s space was demarcated.

While speaking with the stall owners, many said that they were working assiduously to finish construction before month end, since the busy Christmas shopping season will commence soon.

“Well, we have like two more weeks till the month end, so that should be good way. Now is the time that everybody hurrying ‘cause not too long they mark off the stand number,” said a vendor, who was positive that all would be completed in a timely fashion.

He expressed that vendors’ income faded when the Mayor and City Council (M&CC) ceased operations at the Stabroek Wharf. For a few months, he managed to sell in the community but it was inadequate.

Legislation crucial in honey industry’s expansion – Holder …honey demand greater than production

he Guyana School of Agriculture on Monday facilitated the ninth biennial Caribbean Bee-keepers Congress, which placed emphasis on the difficulties facing the sector, and ways to improve production.

Agriculture Minister Noel Holder, in his presentation, made amidst delegates from Dominica, Jamaica, St Lucia, Trinidad and Tobago, Belize, Bahamas and Nigeria, asserted that a bee legislation would enable Guyana to expand its pro-

duction rate; and moreover, the industry.

He pointed out that while

there is a desire to export honey to First World countries, the setbacks are mon-

umental.

“Bee legislation and honey regulations are basic ne-

cessities for this industry to be expanded. This is especially important as we aspire to export to high-value markets such as the European Union. However, these remain out of reach due to the complex import regulation and procedure standards of natural produce,” Holder said.

As international markets remain out of reach, Holder is under the impression that Guyana’s small scale production can be developed with the right tools. These consist of partnerships and synchronization of involved countries.

“Collaborative actions, greater coordination, and regional integration are required to concrete outputs in the short and medium terms. Our locale in the industry is considered to be a small-scale developing industry,” he explained.

Meanwhile, a representative from the Business Ministry, Safrana Cameron, focused on the difficulties in the bee-keeping industry, as she explained that honey demand is greater than production, causing prices to skyrocket.

“The amount of honey that we produce in Guyana is not enough to match our demand, and when you put market forces together, as demand rises and you are not able to supply that demand, prices for that commodity go up,” said Cameron.

She said key indications for business opportunities in the honey industry lie in a simple analysis of the demands for the product.

“We have the fauna, the water resources and acres of land. We have one of the

best honeybees, and not forgetting the existent knowledge and experience in beekeeping,” she detailed.

Constraints leading to low honey production include meeting standards, marketing, trading barriers, and high energy costs.

For 2018, the Guyana Livestock Development Authority (GLDA) has trained 200 individuals in beekeeping and other skills-related areas.

The congress is open from November 19 to 23 under the theme: “Natural Bee-keeping for a green economy”. Topics to be discussed include pest control, breeding, hive and apiaries, and production costs.

In September, Trinidad and Tobago’s Prime Minister, Dr Keith Rowley, announced that his country is looking into the 80-yearold law which restricts Guyana from trans-shipping honey exports through the twin-island republic.

The 1935 T&T law prohibits the transportation of honey within one mile of the country; and back in 2015, Laparkan was fined US$3000 by the island’s customs for facilitating the shipment of honey.

While they have been strictly defensive of beekeeping and Bee Products Act and regulations, given its vibrant honey sector, they are mandated to deal with its Caribbean Community (Caricom) trading partners fairly. As a result, necessary actions must be implemented to ensure that its laws are in compliance with regional and international obligations.

ome of Guyana’s best cricketers are featured in the ongoing trial match organised by the Guyana Cricket Board (GCB) ahead of selection for the Cricket West Indies (CWI) Regional 4-Day tournament, scheduled to begin on December 6, 2018.

In the first trial match, played at the Everest Cricket Club ground, Vishal Singh’s XI ended day one on 249-9, with Robin Bacchus and

Bhaskar Yadram scoring 55 and 56 respectively.

Under clear blue skies, Vishal Singh’s XI took first strike, and openers Robin Bacchus and Tagenarine Chanderpaul trotted to the crease, prepared to face the likes of West Indies ‘A’ fast bowler Keon Joseph.

Before the first hour of the day’s play, West Indies Under-19 player Renaldo Ali-Mohammed had removed the watchful young Chanderpaul (15) to produce the first wicket for Leon Johnson’s XI, with

the score on 29.

The talented young batting sensation Kevlon Anderson joined Bacchus, and the latter dominated the second wicket partnership. Anderson was trapped in front to left-arm spinner Gudakesh Motie for 8 with the score on 87.

Professional footballer pays visit to Guyoil teams A

s promised weeks ago by sponsors Guyoil and Tradewind Tankers, a retired professional footballer was Monday involved in an interactive session with teams from the ongoing under-18 tournament.

Jorge Abukhalil, who has had a full professional career playing for teams in Chile, Spain and Florida, was one of the driving forces behind the inaugural Guyoil/Tradewind Tankers Under-18 league.

Abukhalil who is now attached to the Tradewind Tankers tournament, this afternoon expressed his commitment to the tournament

for another year, and also took the time to share bits of career advice with the young players.

“One thing I want to say: don’t ever forget that this is a game. If you want to play (it) with your heart, do it; if you want to give your life do it; but don’t do it for the wrong reasons. Don’t do it because you’ll be rich, that’s the wrong reason. If you’re going to play, give it your best, and I can assure you you’re going to make money; but that shouldn’t be your goal,” Abukhalil stated.

t a presentation ceremony held at the Rose Hall Estate Cricket Club in East Canje Berbice over the weekend, the New York East Canje Reunion group donated $210,000 cash to the executives of this newly resuscitated club.

In presenting the cash on behalf of the donor, former national senior cricketer and coach Hubern Evans stated that the funds donated are intended to help the club acquire good quality covers for the pitch. He urged the recipients to raise the balance of the cost and purchase the covers as soon as possible.

He added that the Association is always happy to give back to charity in the East Canje area, and this is just one of many donations to come.

The Netherlands scored two goals in the final five minutes to come back from 2-0 down

irgil van Dijk's 90th-minute equaliser against Germany sent the Netherlands through to the semi-finals of the Nations League following a dramatic late fightback at the Veltins-Arena.

The Liverpool centre-back volleyed in from close range from Tonny Vilhena's cross in Germany.

Dutch winger Quincy Promes had scored their first five minutes earlier, drilling in from the edge of the box.

Timo Werner and Leroy Sane had given Germany a 2-0 lead at half-time.

The Netherlands finish top of Group A1 ahead of world champions France and will join England, Portugal and Switzerland in next summer's finals.

Germany, who were already relegated to the second

tier following a 2-1 defeat in France last month, will drop into the group of second seeds for Euro 2020 qualifying if Poland beat Portugal on Tuesday evening (19:45 GMT).

Defending champions survive 1st round knockout scare

efending champions Georgetown Police survived a scare and avoided being knocked out in the first round of the GT Beer/BFA/Candy Boss/ Antics 8-a-side football tournament in New Amsterdam.

Georgetown Police had to depend on their goalkeeper to score a penalty to get them past Wolves United in their opening game of the tournament on Sunday evening.

Both teams tried desperately for an advantage goal, but referee Micha Erskine blew his whistle at the end of regulation time with the score deadlocked on 1-1.

The game was decided from the penalty spot with Wolves United taking the first shot.

That first shot was way over the goal post and GT’s Police goalkeeper did not have to move.

The goalkeeper then went to the penalty spot to show his opposite number how it is done. That shot was to the Wolves goalkeeper’s left and was flat, securing the win.

Meanwhile, game two between Cougars A and Edinburgh Gunners was much different.

Shaquan George opened the scoring in the 23th minute to give Cougars the lead. Sixteen minutes later, Deawne Allien made it 2-nil.

For the Gunners, Shurlock Phillips scored a consolation goal three minutes into injury time.

Cougars will now meet Number Five Village for a quarter-final place while Georgetown Police will battle with the winner of the

Wiltshire bags yet another Farfan & Mendes title

he curtains came down on the Farfan & Mendes Junior Skills Squash tournament on Saturday afternoon, and although there were many surprises in the final matches, the usual suspects delivered nothing less than their best.

Caribbean champion Shomari Wiltshire, for instance, walked away with yet another title. Having completed an unbeaten run in this year’s Skills tournament, Wiltshire closed his campaign with an exhilarating win over the capable Samuel InceCarvalhal.

The encounter saw a display of cunning shots by both youths, but Wiltshire had the edge, taking an easy 11-2, 11-5 win in two straight sets.

In that category, Michael Alphonso came second, while Ince-Carvalhal took third spot.

‘Category B’ saw a new face championing his highly experienced opponents. Nicholas Verwey took on Ethan Jonas for the top spot, and won convincingly 11-7, 11-7.

Verwey’s win was well deserved, given that he had previously defeated top-tiered players Abosaide Cadogan and Kirsten Gomes on his way to the coveted title.

In ‘Category C’, Zachary Persaud took top honours ahead of Lucas Jonas and Shiloh Asregado, who finished second and third respectively.

On the first day of the match, Windies batsmen took to the crease after Captain Kraigg Brathwaite elected to bat first.

Powell was joined by Shai Hope, and the pair struck some illustrious boundaries and sixes in taking the WINDIES to a solid start.

The pair added 163 runs before Hope retired on 88 just after lunch, to give the other batters an opportunity to bat

in the middle, in order that they might get accustomed to the Bangladesh pitch.

Powell continued to gather runs until he was caught behind for a well-played 72. Roston Chase added 35, while Shimron Hetmyer and Shane Dowrich scored 24 each. Raymon Reifer and Keemo Paul ended on 14 and 18 respectively.

The Windies will play Bangladesh in the first of two Test matches starting on Thursday, November 22, in Chattogram.

n a match of the New Building Society’s (NBS) Second Division 40-Over season for 2018/2019, played over the weekend at Camp Ayanganna, the Guyana Defence Force (GDF) defeated Transport Sports Club (TSC) by 40 runs in a low-scoring encounter.

Winning the toss, GDF elected to bat first on home turf, but were restricted to 93 all-out in 31.1 overs.

Opening the batting for the soldiers were Leon Andres (16) and Damion Ross (8), who were both removed by F Duncan early in the innings.

Quacy McPherson was then removed for 9, as he offered no resistance.

With the pressure now on GDF, Damion Waldron and Kurt Lovell attempted to rebuild the innings, but they were removed by Azim Azeez for 20 and 23 runs respectively.

No other soldier boy could offer resistance, and their final five wickets fell for seven runs. Azeez ended with figures of 5-24, while Duncan had 2-23, Kevin Ross claimed 2-9, and Keon Morris chipped in with 1-8.

Having to chase 94 for victory, the seemingly confident TSC found themselves coming up against a veritable platoon of determined soldiers, who pressed into service every tactic to bowl out TSC for a meagre 53 inside 27 overs.

R. Singh top-scored with 16, while the combined efforts of the other 10 batsmen could put only 21 runs on the board.

Andres led the army charge with 3-19, while Jamal Chisholm had 3-15, Randy Lindare claimed 2-4, and Waldron snagged 2-4.
